SUMMARY

Issues: Should the City of Palmdale approve a Contract for Services Between the City and David Halver for Film Liaison Services (A-6702)?

Recommendation: It is recommended that the City of Palmdale approve a Contract for Liaison Services between the City and David Halver for Film Liaison Services (A-6702).

Fiscal Impact: The total Contract is not to exceed $54,000.00 over a one (1) year period with the option to extend the contract for two additional one year terms Funds totaling $54,000.00 are available in account 10161101-721960 Contract Service - Professional Service for FY 2019-20.

BACKGROUND

Services for film liaison and permitting have been provided to the City for the past 1 0 plus years by Antelope Valley Film Commissioner Pauline East. Mr. Halver has taken the lead, supportedby Ms. Pauline East.

Mr. David Halver has provided specific on location film services and resources within the City limits. Mr. Halver has extensive on location experience and can continue to provide marketing of the City of Palmdale's inventory and actively market City-owned facilities and locations as potential filming sites. Mr. Halver will also assist in establishing appropriate rental fees specific to filming activities at City locations.

During FY 2018 David Halver conducted significant film liaison services as outlined on Attachment A

The proposed activities will be as follows:

• Professional networking and public relations while working closely with the Antelope Valley Film Office.

• Expand upon the success the City has already experienced over the last 10 years.

• Maintaining the "one-stop" contact for all film & television inquiries for filming within the Palmdale City Limits, arrange appointments and meet with location scouts, production managers and producers as needed.

• Streamlining communication within the various City Departments to act as a UFinal Approverll for distribution of City film permits.

• Review and approve all "terms of use" in the permit and insurance certificates, and any other related documents for location filming.

• Maintain a "tracking system" of film permits issued and provide reports on all filming activities in the City, as well as invoicing and accounting.

Staff recommends that the City Council approve the contract with David Halver (A-6702) for film liaison services for a one (1) year period beginning July 1, 2019.

BETWEEN THE CITY OF PALMDALE AND DAVID HALVER

THIS CONTRACT FOR SERVICES f'Contracf herein) is made and entered into this 1st day of July, 2019, by and between the City of Palmdale, a public body corporate and politic, (hereinafter called "CITY"), and, DAVID HALVER a sole proprietor, (hereinafter called "CONTRACTOR").

RECITALS

WHEREAS, CONTRACTOR represents that CONTRACTOR has the expertise and is qualified to perform the services described in this Contract.

NOW THEREFORE, CITY and CONTRACTOR, in consideration of the mutual covenants hereinafter set forth, agree as follows:

1 CITY PROJECT MANAGER

To provide the services required by this Contract, CONTRACTOR shall act under the authority and approval of Economic Development and Community Development Director/designee (the City Project Manager), who shall oversee this Contract, the work performed by CONTRACTOR, assist CONTRACTOR with any necessary information, audit billings, and approve payments. The CONTRACTOR shaH channel all contacts and requests through the City project manager.

2 DESCRIPTION OF WORK

2.1 CONTRACTOR shall provide film liaison all as more specifically set forth in the Scope of Work, labeled Exhibit A, attached hereto and made a part hereof by reference and as set forth in the Specifications and details included therein. CONTRACTOR shall perform and complete all such work and services in a manner satisfactory to CITY.

2.2 CONTRACTOR shall have no claim for compensation for any services or work, which has not been authorized by CITY's Authorization to Proceed.

2.3 CONTRACTOR shall not accept any change of scope, or change in contract provisions, to this Contract unless issued in writing, as a contract change order or amendment and signed by CITY. Any extensions of time must be mutually agreed upon in writing and executed by both parties.

2.4 CONTRACTOR shall maintain in current status all Federal, State and local licenses and permits required for the operation of the business conducted by the CONTRACTOR as applicable to this contract.

2.5 All work supplied under this Contract shall be fully guaranteed by CONTRACTOR for a minimum period of 365 days from the date of acceptance by CITY. Any defects of design, workmanship, or materials, that would result in non-compliance with the Contract specifications shall be fully corrected by CONTRACTOR

(including parts and labor) without cost to CITY. The written warranty shall be included with the delivered products to the using Department.

2.6 CITY shall provide to CONTRACTOR, without charge, all data, program information, including reports, records, maps and other information, now in CITY's possession, which may facilitate the timely performance of the work.

3 CONTRACTOR'S KEY PERSONNEL Key Staff. CITY reserves the right to review and approve CONTRACTOR'S staff including all subcontractors .to be assigned to any project by CONTRACTOR during the term of this Contract

This Contract has been awarded to CONTRACTOR based partially on the key personnel proposed to perform the services required herein. CONTRACTOR shall not change nor substitute any of these key staff for work on this Contract without prior written approval by CITY.

CONTRACTOR's Team and Key Personnel are set forth in Exhibit C which is attached hereto and incorporated herein by reference. This Services Contract has been awarded to CONTRACTOR based on its representation that those personnel and subcontractors submitted as part of its bid and listed in Exhibit C attached hereto and incorporated herein by reference will perform the portions of the work listed on said Exhibit C. CONTRACTOR shall not deviate nor substitute any of these team members without prior written approval by CITY.

3.2 Subcontractors. During the performance of the Agreement, CONTRACTOR may engage such additional SUBCONTRACTORS as may be required for the timely completion of this Agreement. In the event of subcontracting, the sole responsibility for fulfillment of all terms and conditions of this Agreement rests with CONTRACTOR. CONTRACTOR shall not enter into any Subcontract under this Contract for the performance of this Contract without the advance written approval of CITY. The subcontract shall incorporate by reference the terms and conditions of this Contract

3.3 Direct Responsibility. All services required under this Contract shall be performed by CONTRACTOR, or under CONTRACTOR}s direct supervision, and aH personnel shall possess the qualifications, permits and licenses required by State and local law to peliorm such services.

3.3.1 CONTRACTOR shall be solely responsible for the satisfactory work performance of all personnel engaged in performing services required by this Contract, and compliance with all reasonable performance standards established by CITY.

3.3.2 CONTRACTOR shall be responsible for payment of all CONTRACTOR's employees' and subcontractor's wages and benefits, and shaH comply with all requirements pertaining to the employer's liability, workers' compensation, unemployment insurance, and Social Security.

3.3.3 CONTRACTOR shall indemnify and hold harmless CITY, and its respective officers, agents and employees from and against ali claims, demands, damages or costs arising from CONTRACTOR's acts or omissions with respect to any liability, damages, claims, costs and expenses of any nature arising from alleged violations of personnel practices.

4 ACCEPTANCE AND DOCUMENTATION: Each task shall be reviewed and approved by the Contract Project Manager to determine acceptable completion.

4.1 Records. The CONTRACTOR shall retain and shall contractually require each SUBCONTRACTOR to retain all data and other "records" relating to the acquisition and performance of the Contract for a period of five years after the completion of the Contract.

4.2 Property of CITY. All materials, including reports, computer programs and other deliverables, supplied or created under this Contract are the sole property of CITY. CONTRACTOR is not entitled to a patent or copyright on those materials and may not transfer the patent or copyright to anyone else. CONTRACTOR shall not use or release these materials without the prior written consent of CITY.

4.3 Current Products. All equipment, materials, parts and other components incorporated in the work or services performed pursuant to this Contract shall be new, or the latest model and of the most suitable grade for the purpose intended. All work shall be performed in a skilled and workmanlike manner.

5 PRICE: CITY shall pay to CONTRACTOR an amount not to exceed Fifty four thousand Dollars ($54,000) for the completion of all the work and services described herein, which sum shaH include all costs or expenses incurred by CONTRACTOR, payable as set forth in Exhibit B, attached hereto and made a part hereof by reference.

5.1 An application for payment form must be submitted to CITY which shall include the following: a clear, detailed invoice reflecting work being billed for, a summary sheet showing percentage of work completed to date, amount/percent billed to date and current status of all tasks within a project; any/all backup documentation supporting the above items. Work schedule updates must also be included with the payment requests.

5.2 CONTRACTOR shall maintain adequate records and shall permit inspection and audit by CITY of CONTRACT9R's charges under this Contract CONTRACTOR shall make such records available to CITY during normal business hours upon reasonable notice. Nothing herein shall convert such records into public records, and they will be available only to CITY and any specified public agencies. Such records shall be maintained by CONTRACTOR for one (1) year following completion of the work under this Contract unless a longer period of time is required by state or federal law, in which event CONTRACTOR shall retain its records for the time required by such laws.

5.3 Payment. A separate invoice shall be issued for each shipment of material or service performed, and no payment will be issued prior to receipt of material and/or completion of specified services and receipt of a correct invoice.

5.4 Estimated Quantities. The quantities shown on Exhibit B (the Price List) are estimates only, based upon available information. Payment shall be based on actual quantities and there is no guarantee that the CITY shaH require any certain quantity. City reserves the right to increase or decrease the quantities actually required.

6 CONTRACT TERM

6.1 The term of this Contract is one (1) year} commencing on July 1, 2019, with CITY reserving the option to extend the agreement for 2 additional terms of one year each.

7 TAXES

7.1 CONTRACTOR shall pay all sales, consumer} use, and other similar taxes required to be paid by CONTRACTOR in accordance with state and local laws.

7.2 CONTRACTOR is an independent contractor and shall have no power or authority to incur any debt, obligation or liability on behalf of CITY. No person employed by CONTRACTOR or acting on its behalf, in connection with this Contract shall be considered the Agent or employee of CITY.

7.3 CONTRACTOR shall be required to obtain a current City of Palmdale business license, as required by the Palmdale Municipal Code, before an Authorization to Proceed is issued.

7.4 When equipment, materials or supplies generally taxable to CONTRACTOR are eligible for a tax exemption due to the nature of the work, CONTRACTOR shall assist the City in applying for and obtaining such tax credits and exemptionst which shall be paid or credited to the City.

8 PATENT FEES AND ROYALTIES

CONTRACTOR shall pay all license fees and royalties and assume all costs incident to the use, in the performance of the work or the incorporation in the work of any inventionl design, process, program, product or device which is the subject of patent rights or copyrights held by others. If a particular invention, design, process, program, product or device is specified in the contract documents for use in the performance of the work and if, to the actual knowledge of CITY, its use is subject to patent rights or copyrights calling for the payment of any license fee or royalty to others, the existence of such rights shall be disclosed by CITY in the contract documents. CONTRACTOR shall inden1nify and hold harmless CITY and anyone directly or indirectly employed by CITY from and against all claims, damages, losses and expenses (including attorneys' fees) arising out of any infringement of patent rights or copyrights incident to the use in the performance of the work, or resulting from the incorporation in the work of any invention, design, process, program,

product or device not specified in the contract documents, and shall defend all such claims in connection with any alleged infringement of such rights.

9 INDEMNIFICATION

CONTRACTOR agrees to indemnify, defend and hold harmless CITY, its officers, agents and employees, from and against all claims, losses, obligations, or liability which arise out of, or are in any way related to, the CONTRACTOR's acts, errors or omissions, or those of its employees or agents under this Agreement.

101NSURANCE

10.1 CONTRACTOR, at its expense, shall maintain in effect at all times during the performance of work under this Contract not less than the following coverage and limits of insurance, which shall be maintained with insurers listed "All or better in the Best's Insurance Guide and authorized to do business in the State of California. Proof of Insurance, as identified in Section 10.8, must be reviewed and accepted by the City Attorney.

10.2 All of CONTRACTOR's policies shaH contain an endorsement providing that written notice shall be given to ClTY at least thirty - (30) calendar days prior to termination, cancellation or reduction of coverage in the policy.

10.3 Policies providing for bodily injury and property damage coverage shall contain the following:

A. An endorsement extending coverage to the City as an additional insured, as respects liability arising out of the performance of any work under the Contract. Such insurance shall be primary insurance, as respects the interest of the City, and any other insurance maintained by the City shall be considered excess coverage and not contributing insurance with the insurance required hereunder. The Certificate and endorsements shall state that: "The City of Palmdale, Successor Agency to the Community Redevelopment Agency of the City of Palmdale, Palmdale Civic Authority, Housing Authority, Industrial

Development Authority, Airport Authority, their officers, agents, employees and volunteers are named as additional insured".

B. "Severability of Interest" clause.

10.4 Promptly on execution of this Contract, and prior to commencement of any work, CONTRACTOR shall deliver to CITY certificates of insurance and endorsements to all required policies demonstrating that CONTRACTOR has the required coverage and showing the required named insured. Within five (5) days of written requests from CITY, CONTRACTOR shall deliver to CITY full and complete copies of all insurance policies required by this Contract.

10.5 The requirements as to the types and limits of insurance to be maintained by CONTRACTOR are not intended to and shall not in any manner limit or qualify CONTRACTOR's liabilities and obligations under this Contract.

10.6 Any policy or policies of insurance that CONTRACTOR elects to carry as insurance against loss or damage to its equipment and tools or other personal property used in the performance of this Contract shall include a provision waiving the insurer's right of subrogation against CITY.

10.7 All insurance coverages must be maintained throughout the duration of this Contract.

10.8 Acceptable Proof of Insurance:

1 0.8.1 ACORD Certificate of Insurance listing all coverages, limits, deductibles and insureds; and endorsements for all applicable coverages if agent has authority to issue it; additional insured form CG201 00704 and CG20370704 or equivalent must be provided for general liability coverage. Additional insured form CA0001 must be provided for automobile liability coverage.

1 0.8.2 Agents must confirm that policy endorsements have been ordered from the respective insurance companies. Upon issuance, policy endorsements listing all insurers must be submitted to the City Attorney.

10.9 Notwithstanding any other provision of this Contract, CITY may immediately terminate this Contract if, at any time CONTRACTOR fails to maintain the required insurance for any period of time or fails to comply with any of the insurance requirements listed above.

11 TERMINATION WITHOUT CAUSE

CITY reserves the right to terminate this Contract or any part thereof for its sole convenience with fifteen (15) days written notice. In the event of such termination, CONTRACTOR shaH immediately stop ail work hereunder, and shall immediately cause any of its suppliers and subcontractors to cease such work. CONTRACTOR shall also surrender to CITY all finished or unfinished documents, processes, programs and other supplies and materials, which shall be City's property. As compensation in full for services performed to the date of such termination, the CONTRACTOR shall receive an amount equal to the value of the work completed as of the termination date in accordance with the fee schedule or as negotiated between the parties. In no event shall the amount

payable upon termination exceed the total maximum compensation provided for in this Contract.

12 TERM INA TlON FOR CAUSE

If CITY determines that CONTRACTOR ''has failed to supply an adequate working force, or to provide services of proper quality, or has failed in any other respect to satisfactorily perform the services specified in this Contract, CITY shall give written notice to CONTRACTOR specifying all defaults to be remedied within thirty - (30) days. Such notice shall set forth the basis for CITY's dissatisfaction and suggest corrective measures. If, after thirty days, CONTRACTOR has failed to implement appropriate corrective measures, CITY may elect to terminate this Contract in whole or in part.

12.1 In the event CITY terminates this Contract, in whole or in part, for cause, CITY may procure, upon such terms and in such manner, as it may deem appropriate, services similar to those terminated.

12.2 CONTRACTOR shall provide all finished or unfinished documents, data, studies, software, drawings, programs, processes, maps, photographs, reports, etc., prepared by CONTRACTOR within fifteen (15) working days after notice of termination. Upon such termination, CONTRACTOR shall be paid an amount equal to the value of the services provided and work performed as of the date of termination, taking into consideration the costs associated with hiring another CONTRACTOR to complete the services. In ascertaining the value of the work performed up to the date of termination, consideration shall be given to both completed work and work in progress, to complete and incomplete documents when such are delivered to ClTY, and to authorized reimbursement expenses. The above is in addition to any other remedies available by law or equity to CITY.

12.3 If, after notice of termination of the Contract under the provisions of this Section 12, it is determined, for any reason, that CONTRACTOR was not in default, or that the default was excusable, then the rights and obligations of the parties shall be the same as if the notice of termination had been issued pursuant to Section 11.

13 DISPUTE RESOLUTION

All claims, disputes and other matters in question between CITY and CONTRACTOR arising out of, or relating to this Contract or the breach thereof shall, to the extent reasonably feasible, be resolved through good faith negotiations between the parties.

14 OWNERSHIP OF PRODUCT

All product, data, documents, programs and software including, but not limited to, research, field notes, investigations, analysis, studies, processes, software, instructions for use and other manuals, whether complete or incomplete, which are prepared or produced in the performance of this Contract are to be, and remain the property of CITY and shall be delivered to or left with CITY upon the completion or termination of this Agreement. CONTRACTOR shall furnish CITY,

upon its request, originals and reproducible and electronic copies of product, data reports, studies and of all other documents listed above. Electronic copies shall be provided in an unprotected format which allows CITY to copy, reproduce and makes changes as CITY deems necessary.

15 DELEGATION AND ASSIGNMENT

15.1 CONTRACTOR shall not delegate or assign its duties or rights hereunder, either in whole or in part, without the prior written consent of CITY; provided, however, that claims for money due or to become due to CONTRACTOR from CITY under this Contract may be ·assigned to a bank, trust company or other financial institution without such approvaL

15.2 Any assignment, delegation or subcontract shall be made in the name of CONTRACTOR and shall not bind or purport to bind CITY and shall not release CONTRACTOR from any obligations under this Contract including, but not limited to, the duty to properly supervise and coordinate the work of employees, assignees, delegates and subcontractors. No such assignment, delegation or subcontract shalt result in any increase in the amount of total compensation payable to CONTRACTOR under this Contract

16 NON-DISCRIMINATION AND EQUAL EMPLOYMENT OPPORTUNITY

16.1 In performance of this Contract, CONTRACTOR shall not discriminate against any employee, subcontractor or applicant for employment because of sex, color, race, religion, ancestry, national origin, disability, medical condition, marital status, sexual orientation or age. CONTRACTOR will take affirmative action to ensure that applicants are emptoyedf and that employees are treated during employment, without regard to their sex, color, race, religion, ancestry, national origin, disability, medical condition, marital status, sexual orientation or age. Affirmative action relating to employment shalt include, but not be limited to the following: employment, upgrading, demotion or transfer; recruitment; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship.

16.2 The provisions of subsection 16.1 above shall be included in all solicitations or advertisements placed by or on behalf of CONTRACTOR for personnel to perform any services under this Contract. CITY shall have access to all documents, data and records of CONTRACTOR and its subcontractors for purposes of determining compliance with the equal employment opportunity and non-discrimination provisions of this Section, and all applicable provisions of Executive Order No. 11246 which is incorporated herein by this reference. A copy of Executive Order No. 11246 is available for inspection at, and on file with, the Palmdale City Clerk's Office.

17 FINANCIAL INTEREST CERTIFICATION

17.1 CONTRACTOR warrants that no person has been employed or retained to solicit or secure this Contract upon an agreement or understanding for a cotnmission,

percentage, brokerage or contingent fee; and that no officer or employee of the CITY has any interest, financially or otherwise, in CONTRACTOR's firm.

17.2 For breach or violation of this warranty, CITY shall have the right to annul this Contract without liability, or at its discretion to deduct from the Contract Price or consideration, the full amount of such commission, percentage, brokerage or contingent fee.

18 CONFLICT OF INTEREST

18.1 CONTRACTOR stipulates that its officers and employees do not now have a conflict of interest and it further agrees for itself, its officers and its employees that it will not contract for or accept employment for the performance of any work or services vvith any individual business, corporation or government unit that would create a conflict of interest in the performance of its obligations pursuant to this Contract or which would cause CONTRACTOR to be !(financial interested" (as provided in California Government Code Section 1090 et seq. or 87100 et seq.) in any contract or decision made by CITY on any matter.

18.2 CONTRACTOR shall not employ any City official or employee to perform any work required pursuant to this Contract.

18.3 To the extent required by the City Manager or his designee, CONTRACTOR shall complete and file vvith the City Clerk a Form 700 Statement of Economic Interests disclosing any reportable property interests} income, gifts, investments or business positions.

19 COMPLIANCE WITH LAW

19.1 CONTRACTOR shall comply with all state and federal laws! including but not limited to, the requirement to hire only those persons authorized by federal law to work in the United States. If CONTRACTOR uses any subcontractors to complete this Contract, this same requirement shaH be included in all subcontracts and strictly enforced by CONTRACTOR. To assist in compliance with this section CONTRACTOR shaH enroll and shall require any subcontractor to enroiC in E-Verify and the IMAGE Program with the intent to become IMAGE Certified. CONTRACTOR shall provide to CITY documentation affirming its enrollment and participation in E-Verify and shall continue its participation in the program throughout the term of this Contract

19.2 The law of the state of California shall govern this Contract. The venue of any legal action, either formal or informal, shall be the County of Los Angeles.

20 NOTICES

So the Master Chef Jr (TV show I Competition) on Monday & Tuesday went very well without any problems. Held in the Moto-Cross "pit" at LACR (Granite Construction Quarry), they had Monster Trucks; Dirt Bike races, smoke and Pyro FX and dropped a car from a 40' Crane (just for fun). With Cast, Crew & Extras, over 250 people were there {80+ rooms at the Holiday Inn; another 45 at the Staybridge). Over $4,000 was spent by Production on Plywood, Lumber & Hardware at the Home Depot on 47th street.

Yesterday {Wednesday), the "Women in Film 11 production landed at the Knight's Inn for several days (and nights) of filming an 11 Unnamedn Feature. Using the Knight's Inn as a Key Location, many of the Crew are staying there while others are at the Holiday Inn and other nearby Hotels. Film LA notified surrounding residents of the late night shooting schedule and they got full approval (required signatures). They are also filming in Lancaster and in LA County; but staying in Palmdale. On Sunday they are doing 11 driving shots 11 on Sierra Hwy with a CHP escort.

This weekend we have a fairly large (for a Student Film) USC feature film production shooting up at the permanent Iraqi Village Set (in the City Limits), located just south of Barrel Springs. Several of the Cast and Crew are staying at the Marriott Courtyard Inn & Holiday Inn.

Last but not least, a major Music Video will be staying in Palmdale next week while filming at the Four Aces and at the Mira Lama prison facility; also two (2) different Production Teams have reserved rooms at the Holiday Inn and Staybridge for next week while Scouting and Prepping for a Jeep Commercial and Scouting for an unnamed TV pilot.

So this last week & through the weekend Paramount Studios hosted the annual Cine-Gear Expo; a major {{closed to the public" event packed with seminars, 11 hands-on 11 tech training and a huge showcase held inside several Stages as well as on their NYC "Back Lot 11 where Vendors who supply equipment to the Film & TV Industry displayed and demonstrated their best and newest wares. This was by far the most amazing one that I've ever attended ...

The main ((Take Away" that I got from attending this year's Expo was this ... New advancements in technology/ from equipment & hardware to truly amazing software, is having a huge impact on the way that Films, TV shows and TV Commercials are being produced. The Film and TV Industry is truly in the midst of a full-blown Digital & Technological Renaissance.

Unlike in the not so distant past, the Film Industry is now totally open to and fully embracing recent innovations in new technologies ... and with this diametric shift, Digital Image Capture Systems have now become the {/Tool of Choice" by professional Film Makers.

Highly sophisticated computer controlled Digital Cameras & Prime Lenses, which were recently only available through Panavision and Arriflex, are now being offered by several manufacturers for far less (RED, Panasonic, Canon, Sony, Fuji, etc.).

Ultra-lightweight and infinitely adjustable LED Lighting Systems capable of being adjusted by remote control (via smart Phones) and incredibly sophisticated Robotic Camera Booms & Jib Arms (motion control systems) are now becoming the essential tools for Films and TV shows as well as TV Commercials.

Lighting & Grip Equipment that was once heavy and cumbersome is now far lighter and easier to handle due to the advancements in LED technology and the use of new materials (Carbon Fiber, etc.); but it doesn't stop there. Drones of all types and sizes are now a common, if not essential, staple for many Shoots.

Aside from all of these innovations on the {{Hardware" side of Production, the entire Post-production side has also gone through an equally incredible evolution with major developments in Software and all types of very specific image processing technology.

Instant "On-Location" Editing" (Video Village) where a Director & Producer can watch several TVs "far from the Set" and see exactly what each Digital camera is shooting, allows them to make quick editing choices as well as create instant "assembly edits" while working On Location is now a standard practice. The use of WIFI to transmit Live-Action images to a Client or Producer on the far side of the country or globe (while the Shoot is still going on) is commonplace today.

Even more impressive, in just a few short years, the development of Digital Image Processing Technology and Software has totally revolutionized Visual Effects; and it has now become a gigantic arm of the Film Industry and truly, an enormous Hi-Tech Industry all on its own (servicing the Video Game Industry).

In spite of the R&D investment costs involved, all of this new technology has resulted in tremendous cost and time saving techniques ... and at the same time it has allowed Film Makers to explore visual concepts that were never before possible or even imagined.

All these new developments have resulted in exponential leaps into new territories and capabilities and have had a tremendous impact on the way that the business of "Film Production" is now being accomplished.

The Bottom line: The Entertainment Industry (Film & TV) is evolving at an incredibly rapid rate ... Warner Brothers has basically "ditched" their Home Video division as On-line Streaming is clearly the Future ... and the go-to-choice for the vast majority of Home Consumers. The days of seeing a Blockbuster Video store on every corner is long gone. Amazon is producing ultra-high quality Content (Features & TV Series) for its Streaming Service (Prime) and Apple is now taking the plunge into Content Creation for their new Streaming Service. Disney has absorbed Fox.

So to sum up all the above ... and also address: How will all these changes affect Palmdale and the Antelope Valley?

As I see it ... from my perspectives as a veteran of 40 years in live action Film Production (as well as being a Realtor); the Tax lncentive Program is exceeding all expectations and the Film Industry is coming back home to So Cal in droves ... back to its historic roots in Hollywood like no one really expected or imagined. The ''Exodus 11 days of runaway productions (films being outsourced to other States and other Countries) is clearly over.

There was already a huge shortage of Stages and Production facilities within the Studio Zone; but now with Palmdale being encompassed within the new 11Secondary Zone/' and also that this "extension" plays an integral role in the way that a Production qualifies for the lucrative Film & TV Tax Incentive program (extended to 2025); it's inevitable that the Film Industry will need and build Stages and Production facilities out here ... and with that, it will also attract a slew of companies to the AV as well: Vendors supplying Support Services to the Stages and to those Crews filming out on Location in the AV.

In light of the exorbitant cost and severe shortage of land in Burbank and the San Fernando Valley (and Santa Clarita); it's a logical step and really only a matter of time before we see a Studio, or a visionary Venture Capitalist, establish a major Film Production Facility out here ... and the rest will follow. It's inevitable.

Hey guys ... Hope everyone is well. ...

So, it's "Pilot Season" and I'm getting a lot of calls for TV shows (as well as for some Features) looking to come outside the Zone to take advantage of the Film & TV Tax Incentive program.

The Fox series "Mayans MC" {spin off of Sons of Anarchy) was picked up for another season and they are currently looking at an old ranch (as well as some other properties) in Palmdale.

And as Spring is now finally in "full bloom" I'd like to update all the Photos I have of City Properties and post them on the AVFO, the LocoScout and the State Film Commission's websites. We can now "dial in" a search for City of Palmdale properties on these sites; so I'm eager to get as many up-to-date "Hi-Rez" shots posted on them as soon as possible.

Curtis, I'm assuming no major changes within the Q-7 & Sierra Hwy building ... ? But with all the Trees, plants and flowering bushes looking so good in Poncitlan Square, I'd also like to really like to re-shoot inside the Courtyard and the inside of the Aero Institute again if possible. Just let me know what works best for you.

Eric, can we get together sometime soon to figure out how to best orchestrate getting a bunch of new shots of the Dry Town Waterpark? ... Ideally I'd need a couple of hours spread over a a day or two to get all the areas in the very best Light?

Also, same deal with getting into the Amphitheater? I'd like to be able to roam freely at both (if possible) to get various shots around mid-day ... On that note: I'd also like to get a "Back Stage Pass" for whenever there's an Event there so I can move around to get some "Behind the Scenes" shots ofthe Amphitheater in action with the Stage Lights "On" and with an Audience.

Regrettably, weather will be a major factor here ... Ideally I'd like to get these "Money Shots" when it's a clear & beautiful day ... so weather permitting will be a part of this project's equation.

So, all the previous info I had (per the Location Scout} on this request was wrong. It's a "short film" (Demo Reel I Pilot?} by a very small production company in LA.

They have made a formal request for a Film Permit through Film LA and have provided proof of Insurance indemnifying Palmdale as well as the Hold Harmless cert.

The cast & crew will be less than five (5} people and they only need 1/2 an hour to get an Establishing Shot of the Train Station and a shot of someone waiting for the train.

I've made it very clear (as an attached note in the Permit Request} that they are NOT allowed to film on the Passenger Loading Platform as that is Metro-link property and they have agreed.

I've also contacted Danny Cortez (head of Metro Link Security at the Palmdale station} to alert him about the shoot and restrictions of their Permit.

The Producer is looking to shoot around llAM on this next Saturday or Sunday (TBD}. I'll be sure to be there to make sure it all goes according to the plan and Permit.

So first up I want to thank all of you for your tremendous help, advice and assistance in my working with the production company that was planning on filming scenes on May 15th for a feature film ("Palm Springs") inside the Palmdale City Library as well as out at Tejon Park.

I've just been informed (for no fault or any reason caused by us) that the Executive Producer has decided to limit all filming to the Palm Springs area for budgetary reasons; as they've just determined that they cannot afford to do a full "company move" up to the Antelope Valley for a couple of quick scenes.

If there's any "Silver Lining" in this ... the Location Manager told me the Director, Production Manager, the Art Director and all members of the Locations Department truly regret this decision. He also mentioned that they all were very impressed by the wide variety of Locations available in Palmdale ... but especially with the way the City was so proactive in working with them to accommodate the difficult logistics of their production.

Apparently the Director and these key people have expressed that they'll definitely be back up here with other film projects in the future as we (Palmdale) have truly personified and exemplified the "Film Friendly" spirit and reputation for a City government.

Again, I can't thank all of you enough for all your time and the effort that you've invested in trying to make this happen ... but I also want to point out that it wasn't in vain ... for in the process, we've really helped to "spread the word" that Palmdale is truly Film Friendly and "Open for Business" to the Film Industry.

So in case you haven't heard from Robert Shupe yet, let me bring you up to speed ....

Last week I was contacted by the UPM and Location Manager for a medium-large Feature Film production ("Palm Springs" is the Title) that will be filming in the Palm Springs area soon.

Ironically, I had met their Location Manager during the last Film that he had worked on up here a couple of months ago. We met up last week so he could get some shots of the inside of the Library, and based upon his photos, the Director, Producer, UPM and several other Key Staff came out last Friday afternoon to do a "Tech Scout" and to see it first hand. They all loved it.

Anyway, the City Library has the exact "70's vi be & look" they want for this film. It's a single day of Filming; actually a short day as it will be split with another Location here in town (TBD) that would be shot on that same day.

Apparently the only reason they would come all the way out to Palmdale is for the City Library ... so I set up an appointment to meet with Library Director Robert Shupe and met with him this morning.

After explaining the details (below) he thought that this is a "doable" project and deferred me to Parks & Recreation; and I in turn suggested he contact Curtis & Mark to confirm that the City is making every effort to further develop Palmdale's reputation of being a Film Friendly destination to the Film Industry.

Due to their tight schedule, this would take place on the very last day of their production, Wednesday, May 15th ... requiring a Travel Day the day before (or sooner) for a full company move to Palmdale from Palm Springs. I've already been in touch with various Hotels and passed that info on to production. (PS- as I was writing this, the Location Manager called to confirm they have been in touch with the Holiday Inn).

The scene is very short and involves only two (2) Actors and a few "background Extras" as Library patrons. The main character is a brilliant young Woman (a Science Student) studying at a desk covered with piles of papers, books and a Laptop computer in front of her; the other Actor is a Librarian. That's it. No violence or action. Just dialogue and a "Skype" conversation.

FYI -The current "construction zone" inside the Library will be soon completed -well in advance of the day of the shoot.

So the two issues at hand are this:

(1} Parking- Being a medium-size production, there will be quite a few large Trucks; and the Crew will consist of 65+ people ... so parking the essential Trucks (Camera; Grip & Electric Trailers) as close to the Library as possible will be an important issue; and also parking the other essential Vehicles nearby, like the Honey­Wagon (portable dressing rooms & the Crew restrooms); the Production Office Motor Home, Art Dept & Props Truck, Production Support Cube Van as well as all the Crew's personal cars. Could the vacant lot south of City Hall be available for any "spill over" of personal cars?

(2} Partial "Closing" of the Library to the Public- I discussed this with Robert Shupe this morning, and Production has assured me that this is a very "short" scene ... and that they have another Location that they will need to hit on this same day. So at this point, we're looking at starting early in the morning (Set Dressing and Grip pre-rigging) and then after Wrap, opening the Library in the late afternoon, say around SPM. Clearly as this is a "heavily-used" City Facility, we would need to announce well in advance that the Library would be closed that day (without disclosing why to prevent a crowd of onlookers arriving and interfering with the production).

Robert informs me that the Staff works for "Library Services," so aside from the City being indemnified in their Insurance Cert (and Hold Harmless); I would assume that they (the Library Service Company & Staff) would also need to be attached as "Additionally Insured" to the COl. .. He & I both agree it would be to the benefit of the Library to have Library Staff on hand on the day of the shoot.

I know I've mentioned this to some of you before, how the Film Industry moves at 100 MPH all the time ...

Well, I just now got another call from the Location Manager ... asking about the possibility of using the Barrel Springs Trail parking lot at Pearblossum and 25th for a Set ... Production would like to build a Taco Stand there as an additional Location. Any thoughts on this? Having been an Art Director, I'd guess that most of it would be "pre-tabbed" somewhere and brought to Set the day before to be set up and "Dressed" with Set Dressing, Signage and Props. So it would probably be a 3-day rental at most: Prep, Shoot and the Strike (Wrap; where it would all be dismantled and removed). They would supply their own 24 hour Security from a Local Vendor ... and if required, have a City Park Ranger on hand during those days.

So there it is ... all thoughts and input are welcome. One luxury that I rarely see is that this is six weeks away; an amount of Prep Time that you never see in TV or commercials ... but still, you can clearly see that there are tons of details involved in advanced planning that are critical for a successful shoot.

PS: 100 MPH? Ha! More like the speed of light! Just as I was about to hit "SEND" ... they are now looking at renting space at the Hollywood Cinema Arts Studio (the old Scattaglia Farms cold storage facility) to do some filming in!

Can't wait for us to get some Sound Stages built up here!

Greetings everyone ... Hope you had a great weekend.

Storm clouds are definitely on the horizon. A big TV Ad scheduled for Wednesday was just pushed to Thursday (and maybe Friday) due to the weather forecast.

Looks like the old adage is true ... "In like a Lion ... out like a lamb!"

February 2019 Filming Update

In spite of the rain and cold weather, the AV has had yet another busy month of Film Production. In addition to a marked increase in the number of calls from Location Scouts, we've also had five (5) Permit Requests for filming within Palmdale's city limits. For various reasons, two of these ended up moving on to film in LA or on County Land rather than film in Palmdale.

In light of that, I'm pleased to report my efforts to inform Location Scouts and Managers I know (as well as those whom I've recently been in touch with) that there are several Hotels here in Palmdale that offer a "Film Crew Discount" ... is really paying off.

Consequently, several Hotels have had a dramatic spike in their occupancy of Film Crews working in various parts of the AV, from Palmdale all the way out to Mojave and beyond. In addition, this week there are nearly 100 rooms that have been booked in advance for two (2) different productions that are not being shot in Palmdale.

The list of Hotels willing to offer this include the Holiday Inn, the Marriott Courtyard Inn and the Marriott Residence, the Ramada, the Hilton Embassy and the new Home2 Suite (a Hilton brand). I'm in near constant touch with their GMs and working on developing this and similar arrangements with the other Hotels in Palmdale as well.

The main recipient of this increase has been the Holiday Inn, which last month has not only had well over 200 days of room rentals to Film Crews, but it was also used as a Base Camp (a Conference Room was used as a Production Office) and also as an actual Location with a couple of its rooms and a hallway being used as a "Set" for a feature film (Fresh Spirit).

Ironically, though it wasn't used as a Hotel for their Crew to stay in, a Music Video used the Knights Inn on Palmdale Blvd as a Location on Sunday, the 1 ih of February ... with several members of the Crew staying at the Holiday Inn, the Marriott and the Ramada.

March is off to a good start with one production renting 35+ rooms from the Holiday Inn for their Crew while filming this week out in the desert (Thursday the ih); and the GM informed me that another production had inquired about renting a "block" of rooms, but they were unable to host this group as they needed far more rooms than the Holiday Inn had available (I'll try to find out which Hotel was used by that show).

On the 1st of March, the new Planet Fitness gym next to the Hobby Lobby and Sam's Club filmed multiple Commercials during a "one-day" shoot. This included one TV Ad aimed toward Women, another for Baby Boomers, and another for hard-core Gym and weight-lifting enthusiasts.

Aside from shooting a wide range of shots inside the Gym, they also built a large Set Piece outside in the parking lot as well as one on the sidewalk in front of the store.

01/02- Wed. New Year off to an interesting start; on New Year's Eve I got a call from a Producer I know who was looking for a Location in the foothills for a Music Video to be shot on the ih. I directed him to the AVFilm.com website to look there; but as it was really the Holidays, he informed me today that he was unable to contact any of the owners of the Properties that appealed to him. Spent the remainder of the day working on the AVFO website and organizing posted photos of properties that are located in Palmdale into a separate category.

01/03- Thurs. Sent out bulk emails to people I know in the Film Industry to wish them Happy New Year and inform them (if they didn't already know) that I am the Film Liaison for Palmdale. Followed through with Pauline regarding an upcoming article on filming TV commercials to be included in the State's publication "Location" magazine. Prime candidate for this is the Goodyear Tire shoot we hosted parts of in Palmdale. Sent an email to Michele Vanger, the shoot's Producer, to confirm getting Goodyear's authorization to do so and use my photos of the shoot.

01/04- Fri: I'm continuing to connect with Location Scouts & Managers; Unit Production Managers and Line Producers by email and using Linked In social media. I'm steadily building up a large network of people I know and who I've worked with at some point in the past.

01/07- Mon: I received a call from a Scout looking for an abandoned old building in the desert. Referred them to Adriana at Rocky Buttes. Continuing to work on my computer and the AVFO website. I also received a call from Ryan Reisno, owner of the property used last month for an Internet Commercial. Has an additional Property for me to see as a possible Location that's located within Palmdale City Limits.

01/08- Tues: Email from Pauline; she had to cancel our AVFO monthly meeting. Due to a conflict of interests, Josh and I had to reschedule for later in the month; and Rogee (Webmaster) Rogers suggested we meet in the last week of the month. With all of us meeting with Scouts and Producers, we settled on Thursday the 24th.

01/09- Wed: As I arrived at City Hall, I got a call from Location Scout Bruce Boehner regarding helping him find a vacant New Car show room for a TV Ad. After meeting with Sylvia, I went over to Rally Cadillac and spoke with GM I VP Patrick Bon as to see if they'd be willing to rent out their vacant showroom. He agreed and I sent numerous photos to Bruce.

Production loved the look as it is for a very high end "Exotic" car (the Sateen S-1). As of this date, Palm Springs is also a contender. The Client wants an ultra-modern "high tech" looking house as another Location, and there are far more of them in Palm Springs, they may end up shooting there. Clients should reach a decision by the 281

01/10- Thur: Art Dept for the Atomic Chocolate shoot arrived at Rocky Buttes to "prep" and build the Set for the Shoot the following day. Per the Production Designer and Art Director's, the Art Dept had spent nearly $1 OK at the Palmdale Home Depot, which included nearly $3,800 on the chain-link fence as a "Key" Set Piece for the next day's Shoot. With an early morning Call Time the next day, the Art Dept and Rigging Crew stayed at various Hotels in Palmdale. I received a call regarding a possible Music Video to be shot the next week, depending on the weather. They are looking for a run-down Mobile Home Park or an apartment complex made up of small individual "stand alone" units. No specific Dates yet in mind.

01/11 - Fri: 5:30AM Call Time at Rocky Buttes for Alien Chocolate "Butterfingers" (Super Bowl?) commercial. Production trucks and trailers arrived on time; Base Camp set up and Camera truck stationed near the Set with all Grip & Electric transported by a rented Gator to minimize damage to the landscape. First Unit used a Drone and an "off road" Chase Vehicle to get numerous moving shots. Per the Permit, the Drone was approved and operated by an FAA License Operator. FSA approved all aspects of the shoot and stunts. In late afternoon, they moved on to do some "Driving Shots" with the assistance of the CHP providing lTC (Intermittent Traffic Control).

Production wrapped at 5PM and all Trucks & Trailers were completely off of the property ("Tail Lights") by ?PM. The rented Gator & Back Hoe were left behind (on the Property; arranged in advance) to be picked up in the morning.

01/12 - Sat: The "Alien Chocolate" shoot was On Hold due to heavy rain. Gator and Back Hoe picked up; and all Trash was wrapped out of Rocky Buttes. Production set up a new Base Camp and a Green Screen stage at the Cinema Arts Stages (the old Scattaglia Farms cold storage facility). Due to the rain, all "Driving Shots" and lTC remained On Hold during the morning while waiting for the weather to clear; but they were able to get most of the ir shots in between downpours in the early afternoon.

01/13- Sun: Cloudy and slight drizzle in AM. Went out to Cinema Arts Stages to check on the Alien Chocolate shoot. Production was using one of the taller cooling rooms for a Green Screen Stage. Highway Patrol was providing lTC for driving shots and had the Vette on a process trailer. Checked in on Club Ed (Norman) and the Four Aces (Hannibal); no film activity at either Location. Drove out onto M-8 (dirt road) to

inspect some Buttes that might work as a Location for a "Dirt Bike" commercial and Still Shoot.

01/14- Mon: Pouring rain. Got a call from Tony Rasmussen regarding a Dodge Ram TV spot; they needed a large commercial building that is "under construction" as a BKG Location. Exchanged contact info and I headed out to photograph that large Medical Building still under construction near the Hospital. In spite of the rain, I walked around it the best I could to get as many shots as possible. No one there. Chain-link fence locked up. Sent my photos to Tony, and got an enthusiastic email reply. Director wants to proceed with this as most likely Location. Got another call about a possible two-day shoot out at Rocky Buttes Movie Ranch.

01/15- Tues: Followed up on contact info regarding the Medical Building. Due to rain, still no one working on the Site. Went to City Hall and met with Steve in Building & Safety to find out about other large construction or commercial projects going on within City Limits. He suggested I go over to see the Apartments under construction on East 9th Street. Also met briefly with Sylvia to discuss my doing a "follow-up" email to various Department Heads; and got a green light. I drove over to see the Site and in the Office trailer I met and spoke with Jesse Sawyer (project Engineer) about the possibility of filming the Dodge Ram commercial. Got his card and he said he'd pass my info onto the GM. Sent my additional info and photos to Tony. Got text messages from Pat at Rally Cadillac. Got an email from Bruce Boehner, Saleen job may go to Palm Springs. Clients from Image Locations came out to Scout Rocky Buttes for a possible Car Commercial. Called on For Rent sign on vacant storefront on Q-9 next to City Hall; per voicemail, the Owner is in Asia.

01/16- Wed: Continued to followed up on Apartment complex Location to find out extent of City involvement; and to see if Construction Firm would be willing to host a Shoot. Went to City Hall to discuss this issue with Bud Davis and Curtis. Sent email with photos to Producer Adriana Siu of the Cinema Arts Stages. Due to the continuing rain, postponed meeting with Vernita regarding stage facilities in the AV area. Got an email from Location Mgr Gil Evans: the Saleen commercial postponed due to rain.

01/17- Thurs: Got a call from Pauline regarding a Still Shoot crew looking for "Pristine" Joshua Trees very close to town with Line Producer I Location Scout Peter McCafferty as the lead-man. Sent him an email to introduce myself and make suggestions. Received a call from a NYFA regarding a Location that is within the Palmdale Zip Code, but not within City Limits. Referred him to the FilmLA website.

01/18 - Fri: Peter McCafferty called to inform me of the details of his Still Shoot project. Client had Crew sign an NDA (Non-Disclosure Agreement) and the Product consists of $80,000 worth of Women's handbags, purses and fashion accessories. Client is based in NYC. He and the Photographer are coming up to Scout on Monday.

01/19- Sat: Followed up on emails and phone calls regarding a Student Film. Went out to confirm that the Still Shoot had Public Access from the road (Sierra Hwy or Ave S); but the path that Peter had chosen crossed over several APNs. Found a direct route of access from Sierra Hwy that was a part of the Location APN. As the Property has some steep hills I called Peter to inform him and suggested that they

rent at least one (1) Gator to drive over the rocky terrain. He agreed and we set it up to meet (with the Photographer) on Monday afternoon to do a "Light Study" and to determine if renting a Gator was necessary or not.

01/20- Sun: Continued to work on my computer. 01/21 - Mon: Noon: Peter McCafferty and his Photographer arrived to do a Tech

Scout of the Location. We hiked throughout the entire 36 acres and found several areas that provided the exact "look" that the Client and Ad Agency were after. Afterwards, I took them to Sun belt Equipment Rentals on Sierra Hwy and they made arrangements of the rental (and delivery & pick-up) of a "Polaris" brand 4x4 Gator to transport Crew, Camera gear & Grip equipment to Set. They made arrangements to spend the night at the Holiday Inn in Palmdale. I agreed to meet the Sun belt people in the morning to safeguard the Polaris until the Crew arrived.

01/22- Tues: SAM- Stopped in at Sunbelt to give the Delivery Driver a Map of the entrance to the Location. He left shortly after I left and arrived at 9AM sharp. Someone had stolen all of my Orange Traffic Cones in the middle of the night. I directed the Driver as to where he could leave the Polaris and waited for the Crew to arrive. By 9:30, everyone was there and started to set up for their first shot. They had a 1-Ton stake-bed truck with them that was loaded with "fake" saguaro cactus as additional Set Dressing for various product shots. Before noon, a Sargent with the LASD stopped by to check on their Film Permit. She was not aware that FilmLA had made a change with the Palmdale Permit and that instead of two separate permits, it has been consolidated into one single permit. She called City Hall, Sylvia notified me and I spoke with the Officer by phone to assure her that everything was legitimate and

that I had approved the Permit. Later in the afternoon I was able to make contact with Bill Rini, the caretaker of Una Lake. We set up a meeting for Wednesday afternoon at the Lake so he could give me a quick tour of the lake and the land (56 Acres). I was able to get in touch with Kristen Sheils, the Webmaster for the City of Palmdale; and by email we were able to briefly discuss some changes that need to be addressed in the process of the upgrade to the City's website concerning my contact info and some additional changes to make it easier to direct all Filming inquiries directly to me.

01/23- Wed: Met with Bill Rini at Una Lake. Got the history and grand tour. Took several shots of the Lake as well as rolling hills to the east of the lake. Per Bill, the Owner is happy to host any and all Film Shoots with the caveat that Bill be the Site Rep and that he is comfortable with any and all activity by the Production Company.

01/24- Thurs: The AVFO (Antelope Valley Film Office) meeting at the Cascades. Usually lasts an hour, we discussed numerous Film Permit related issues for well over three hours. Pauline had several suggestions on things that will inevitably come up this year due to changes in the State's Tax Incentive Program. Due to the LASD stopping to question the Still Shoot and check on their Permit, we agreed that we need to meet with the Officer in charge to shed light on the New Permit's format.

01/25- Fri: Call from Pauline referred me to Charlie Love, looking for permission to shoot a high-end PSA for the National Guard on Lake Palmdale. I tried to establish contact with the Fin and Feather Club to no avail; never got a reply. Informed Charlie

that I would have to check with City Hall on Monday. Sent a Text Message to Judy Shay, PWD Director of Public Relations, to ask about Filming at Lake Palmdale. She replied that she would look into it and replied that she would look into it and get back to me on Monday. Met with Licensed Talent Agent Olivia for coffee regarding the possibility of her setting up an office in Palmdale in order to represent people in the AV as background Extras and SAG Actors.

01/26- Sat: Met and spent the afternoon with Producer (and SFX Coordinator) Yancy Calzada regarding the scouting of remote Rocky locations within the Buttes for shooting "Background Plates" for Optical and Digital Effects Shots. We plan to meet next weekend (weather permitting) so that I can give him a full tour of various areas within the Zone and just outside the Zone.

01/27- Sun: No Script or Treatment from Smuggler yet. Location Scout Charlie Love is off the job this week. Received a call from a Producer who had shot a Music Video at Rocky Buttes several months ago; looking for a run-down Mobile Home Park for a Music Video project; gave him several options in Palmdale to consider. He sent contact info for his Location Scout (Maurice) who planned to come up to look at the Boulders and other Locations in the AV.

01/28- Mon: Followed up on National Guard PSA. Met with Sylvia at City Hall; took her advice and made contact with Judy Shay at PWD to let her know I'm waiting on Production to provide a Script or a Treatment to define the specific "Shots" and details on the Action to take place on the Lake. Ironically, exactly one month ago I had a request for a Mobile Home Park music video; and got another one today; Producer is looking at the Boulders and possibly an older neighborhood off of Avenue R and Sierra Hwy. Went into City Hall to see who the best contact person is at the Boulders; met with Sophia Reyes. While waiting for Maurice to arrive, I went out to East Ave R and East 701

h Street to photograph some of those neighborhoods for Miranda, a Fox Scout for their 9-1-1 TV show. Details involve filming for a major episode using a newer residential area; and would require several homes on both sides of the street. .. to simulate some type of disaster (undisclosed). I'm guessing they'd want it to look like a house (or two or more) on fire as a result of one home that may have exploded due to a Gas Explosion ..... Details to be determined. 5:30: Met with Maurice at a private residence (1020 Ave R-2) to meet with the owner and discuss the possibility of it being used as a Location. Went from there to the Boulders on 501

h and Ranch Vista to look at a Mobile Home in that park as a potential Location. Met with the owner and he took several photos of the inside. As he was going to have to stay up here, I helped him get a discount rate for the night at the Marriott Residence Inn so he could continue to Scout the next day.

01/29- Tues: Received a call from a CSNU student requesting info for filming on a property within Palmdale City Limits. I replied to the student with an email detailing requirements and links to FilmLA (Permits) and the AVFO website (Hold Harmless and minimum Insurance Certs) PDFs. Still trying to work out all the details for the National Guard PSA. Still no reply to our request for a Script or Storyboards for the Shoot. Pauline called to inform me that Smuggler was also looking to get permission

to base their Helicopters (three (3) Blackhawks) at Plant 42 for refueling and their Support Crew during the filming of the Lake Palmdale and an additional National Guard PSA filmed during the same week up in Angeles Crest Forest. Went over to Applebee's to introduce myself to the General Manager and check with them about the upcoming shoot this next week. He informed me that Corporate was delighted to be hosting a Film; and confirmed that they had received all of their required Insurance Certs. Went from there to the AV Mall to introduce myself to the GM and inform them about the Shoot at Applebee's. Met with GM Cindy Erolin, who was pleased to learn about the shoot and is apparently interested in having the Mall being used as a Location as well as for a Base Camp and parking in the future.

01/30- Wed: Received an email update from FilmLA that "Goliath" has yet to settle upon a Base Camp Location and they Terminated their Permit request for the Driving Shots along Sierra Hwy (from Ave A to Pearblossum). Still working on the 911 show and the two (2) Nat. Guard PSA's. Due to the rain, and forecast for continued rain the next couple of days, ALL Scouting was called off until the next week (already booked with several meetings with Producers and Scouts.

01/31 - Thurs: Due to the continued rain and predicted rain, more meetings were rescheduled for later in the week this next week. Set up a lunch meeting with Curtis for Thursday, Feb. ih. All forward momentum regarding 9-1-1 and the PSA's have been put "On Hold" until next week.

Well the New Year is really off to a Roaring Start. My phone has been ringing off the hook with calls from Location Scouts regarding all kinds of projects. So I thought I'd bring you up to speed.

In spite of several near hits, we've had several jobs do some extensive Scouting, but for various reasons they ended up in LA County areas. The good news is that I've received a lot of feedback from those Scouts thanking me for my help ... and saying they look forward to coming back and working with me again.

Though shot just outside our City Limits, the "Alien Chocolate" (Butterfingers) shoot went really well and a large portion of the Crew stayed in hotels in Palmdale.

We did host a "high end" Still Shoot off of Sierra Hwy & AveS ($80,000 worth of women's hand bags & accessories; shot against pristine Joshua trees). Sylvia got the Call from the LASD to check on their Film Permit ... and it was all legit. The Officer wasn't aware that Film LA had consolidated their Permit format.

We currently have Fox's 9-1-1 (a TV series) looking at newer residential areas in East Palmdale ... for a major episode that would require several homes on both sides of the street ... to simulate some type of disaster (undisclosed). I'm guessing they'd want it to look like a house on fire that may have partially exploded due to a Gas Explosion (my guess) .... Details to be determined.

We almost had a big budget Music Video in one of the City's Boulders Mobile Home parks, but they chose a really run-down looking park in Lancaster instead. An Art Director decision.

The hit Amazon Prime show "Goliath" is here and will be filming this next week (at night) inside the Applebee's on 10th Street West across from the Mall. The game plan is to close early and they will have the Art Dept and Shock Troops (Lighting Crew) come in to Prep ... and Production will arrive to Film in the middle of the night. I've met with Larry, the GM and Corporate is delighted to host the shoot.

I also met with Cindy Erolin, the on-site Manager of the Mall, to inform her about the shoot and just to introduce myself for further future contact.

But what may be the biggest shoot is a PSA (Public Service Announcement) for the National Guard.

They have two (2) separate PSA's in the works. The first one has been on & off & on again and as of this morning, we're still waiting for the Ad Agency (in NYC) to make some decisions. The Production Company is Smuggler is a Major High-end award-winning Production Company that both Pauline and I have worked with over the years.

They are looking at using Lake Palmdale to simulate a Flood Zone for a "Night Shoot" ... they'd build a Set Piece to simulate the Roof Top of a house (build it in LA), bring it up here and mount it on pontoons and float it out onto the Lake ... a "Family" (actors) would be standing on the Set Piece and would be "rescued" by the National Guard using a Helicopter.

The Second spot is one that I don't have the specific details about, as it will be shot up in Angeles Crest Forrest, but Smuggler has been in touch with Pauline about it ... and it involves three (3) Blackhawk helicopters. Being a PSA for the National Guard, they are looking to set up and work out of Plant 42 as their Base Camp (for both PSA's) due to both of the Spots using Helicopters.

The biggest issue we have in this is that the DoD moves at a glacial speed (at best) regarding anything to do with Filming as it's clearly the very lowest priority they have. It takes months of work (and to get countless approvals) for any filming up at Edwards (past shows include The Hulk; Transformers; The Avengers;

etc.).

So we're both hoping & praying that the City might have some "in-roads" or connections with the "Powers

that Be" on the Plant 42 Base?

I've been working with Judy Shay (Director of Public Affairs) at the PWD, and she has been absolutely terrific. But before the PWD can approve the use of the Lake as a Location, we need a Script or at least a specific "Shot List" with details of all activity on the Lake, as it's absolutely imperative that NO ONE gets in the water ... NO Human I Animal contact with the water is permitted. So without that Script I Shot List ... this PSA is still up in the air (for now).

Anyway ... If we have ANY inroads or connections with the Base that could result in Smuggler getting an Approval to land and base their Blackhawks during these two shoots ... that would be terrific!

I scouted & sent them pix of the new Med Building near the Hospital as well as the Arts Colony Complex ... and the photos (per the Producers) really looked like great Locations for their shoot!

And I just now got this email. ...

Hi David,

My manager told me to stop scouting today because they picked a location. Thank you for all the work you did on this! You have been the most helpful person I've worked with. Wish we could have come out there! Those sites looked great. I'll let you know if anything changes. Thank you so much for driving out in the rain multiple times, taking pies, and contacting so many people. Hope I get to work with you again and actually come shoot out there.

We have yet to meet, but I am the Film Liaison for the City of Palmdale, working under the umbrella of Economic Development and with Mark Oyler, Curtis Cannon and Sylvia Magallanes.

I have been actively working in live action Film Production in Hollywood since 1980. As part of my position with the City, I'm coordinating all Film Permit requests as well as working with Producers and Location Managers to help promote and develop Palmdale's reputation in Hollywood as being a "Film Friendly" city.

On that note, I'm working with a production company looking for a large construction site as a "background" Location for a Dodge RAM pick-up truck TV commercial.

Knowing that the Art Colony truly fits the bill, I've already sent some photos ofthe job site to the Location Manager and they are definitely interested.

As far as Economic Development is concerned, this is exactly the type of situation they are hoping to develop; but now the only caveat is getting the blessing of the Construction Company (or?) to get the Final Approval.

FYI~ It is the standard operating procedure for all Film Productions to have a legitimate Insurance Policy registered with FilmLA, the County's official Service that issues ALL Film Permits for productions of all sizes. This would indemnify and cover the City as well as cover all additional parties. As this TV commercial is for Dodge, this is undoubtedly an extremely professional group and will comply with any and all rules and regulations.

Note that as it's just a commercial, it would only be a "One Day" shoot. No specific "date" has been set yet, due to the rain.

So my question is ... Who else do I need to contact in order to get final permission for filming at this Location?

Hope you all had a great weekend!

So I thought I'd share this with you; though none of it was actually Filmed within Palmdale's City Limits, it was a pretty big production with a very large Crew (many staying at several Hotels in Palmdale for several days) ... and in light of the big budget and scope, I'm guessing it could very well end up being a Super Bowl Ad. At this point I gather the Client is waiting to see the finished product first before they decide.

Several weeks ago Pauline asked me if I could think of any place that could "play" for Area 51. One place immediately came to mind and I sent her several old photos of a facility I had used a couple of years ago out in Littlerock ... a Cold Storage facility owned by Scattaglia Farms. And as it's not in Palmdale, I promptly forgot all about it.

This last week their Location Manager got a hold of me as their Art Dept was prepping for filming on a Movie Ranch owned by friends of mine out near Lake LA (Palmdale Zip Code) and they were also going to use that Cold Storage facility for a few days. Knowing him (as well as the owner of the Special FX company they had hired), I went out to see what they were doing and to meet the Producers.

Though I wasn't asked to sign a Non-Disclosure agreement, everyone on the Crew had been required to do so. From what I gathered ... the story-line for the Ad goes something like this:

An Alien held captive within Area 51 somehow gets a taste of a "Butterfingers" candy bar ... and he escapes in search of more. Out wandering around in the desert, he finds an abandoned old Corvette inside the compound and is somehow able to get it running ... and uses it to break through the Security Fence on his quest to find more Butterfingers! Not knowing how to drive, he then proceeds to race around the desert in reverse! It looks like it'll be a hilarious Ad. I have some video of that... but was unable to load it onto this email.

FYI ~as it's not uncommon for Ad Agencies and their Clients to spend well upwards of a few million dollars on a Super Bowl Ad, and I'm guessing that this fits that profile. Per last week's Variety, 90% of the Time Slots for the next Super Bowl are sold ... which run upwards of $5 million per 30 Second Spot!

Bottom line: As the days were long (5:30AM on Set Call Times; Wrapping well 7PM) a few dozen people in the Crew stayed in Palmdale for the entire shoot; from Prep Days to Wrap. Many of the "Above the Line" folks (the Director, the DP and a few of the Producers) were here from Italy; eating out every night. The FX and Art Departments spent upwards of $10K at Palmdale's Home Depot for the Set they built out on the Desert Location and on the Sets they built inside the Cold Storage facility. Looks to me like 2019 is off to a Great Start!

11 Wrap! rr was called at 8:20AM The Call Time was 5:30AM. Everything went exceptionally welL Only glitch was that apparently someone on the School Staff allowed some of the Crew (ADs -Assistant Directors} to use the Teacher's Lounge as a production office to process paperwork, charge batteries and distribute/collect 11Walkies,'' though that area should have been Off Limits.

Base Camp and all Production Trucks (and Craft Service) were staged in the North Parking Lot, yet dose to Set.

The few Students that did need to attend Saturday classes I Study Hall were able to gain access to the Campus through the North side entrance without any problem.

The Producers/ Agency and Clients all wanted me to extend their most sincere 11Thanks 11 and gratitude to Chris and Betsy and everyone else for helping to make this Key Location happen on such short notice. Michele Vanger/ the Executive Producer was truly amazed that we were able to pull this off at the very last minute ... and assured me that her Production Company will most definitely come back to Palmdale for other Film Projects in the Future.

As a side note: Several of the Clients and Agency people (at least 12) spent the night at various hotels up here. They will be returning this next week to film additional scenes for this commercial out at the Four Aces and at the (Kill Bill) 11 Sanctuary Church 11 and many in the Crew will be staying overnight at that time.

Again, my most sincere Thanks to Betsy and Chris for their help in making this happen! This was a major leap forward in promoting Palmdale as a Film Friendly City!

Hope everyone made it into work safe and sound with all the wet roads! A major car accident in Lancaster took out a power pole and caused a Power Failure near the BLVD.

So ... just in case any of you had any doubts about how crazy this business is ... or ever wondered just what the term 11 Movie Drill' 1 means ...

Goodyear Tire shoot at Highland High ... On Monday, around 11:30 at night, I got an email from the

Producer. Yeah, typical crazy hours for this nutty business ... Anyway, they decided to go in another direction and not use the School. Their decision had nothing to do with the HS itself; it was based upon one of their other locations up here in the AV as one them (Club Ed Movie Ranch?) is in an Ad that is currently on TV, so the Agency (in NYC) decided to go in another direction. Anyway, in spite of that, it all worked out well for me as I got a chance to meet Betsy Sanchez/ Director of Communications at AVHSD and now know who to contact whenever we get another request to film at a High School in Palmdale!

I informed her of their decision and also why the decision was made; and she was very gracious and understanding.

So within an hour, I get an email from Film LA with a Permit Request (Goodyear Tire folks again) for a 1'Totallane Closure~~ and lTC {Intermittent Traffic Control with) for 12 Picture Cars to be filmed driving along Rancho Vista Blvd between the 14 Fwy and 30th St West for this Saturday! lOl! I couldn't believe it1

I called their location Manager immediately and asked if he had even been out here to Scout the area {He hadn1t) and explained about the Mall, the extra heavy Holiday Shopping Traffic and that 11Thaf' particular Intersection is probably (I'm guessing) the absolutely busiest intersection in the entire City ... and that there was no way I was going to approve that Permit request. He laughed and apologized; and said that the Producers were in a "scramble model! because of the recent decision by the Agency and the Client ... and he understood that their request for doing lTC in such a heavy traffic area would never fly.

Next up ... CBS Films and the Drytown Water Park shoot. The last thing I had heard from them was that they were still interested, but had to push the shoot days into early December. On the 19th of November I sent them an email, but got no reply. Yesterday I contacted the Key location Scout, Rick Poyner, and he is on another project ... and was amazed that no one in locations or in Production had contacted me to inform us that they had scrubbed using Drytown for now and were shooting other episodes!

So in light of that ... 1•11 contact Eric to inform him as there•s no reason to hold off not putting the Park in complete 11 Winter 11 mode.

Yeah, disappointing ... but all very typical. Best thing about all this is that we're steadily building a good reputation of Palmdale being open and willing to 11 Host" filming and also provide support services (Hotels, Restaurants, Home Depot, etc.) to any of the Film Crews that come out to the AV.

On the flip side of this, there have been several shoots that have worked out here (on County land); but l1ve been in touch with their Producers and Location Managers and was able to steer them into staying in Palmdale and made them aware of all the Restaurants and Services available here.

The largest one was a Film Crew from China with a Cast of 10+, as well as several Producers, the Director & DP, the UPM, Key people as well as various Dept Heads; around 40 people. They hired the rest of their Crew from LA; and shot all over LA County and worked up here for two (2) shoot days. Total size of the Cast and Crew was over 100, and as they used nearly 25 Chinese children (hired from a Casting Agency in LA), many of the kids and their Parents stayed in Palmdale Hotels. I was informed by the Location Manager that most people stayed at the Marriott(s), the Holiday Inn and the Hampton Inn. Restaurants around the Mall got the bulk of their business.

There were a couple of other projects that were shot just outside the Palmdale City Limits, but they had their Cast & Crew stay at Hotels in Palmdale.

A major Fashion Still Shoot (for the COACH catalogue) had their Cast and Crew (all from NYC) stay at the Marriott Courtyard (3 days) and they all ended up eating at BJ's and The Yard House at the Mall. They spent over $1,000 on lumber and building materials for a small Set they fabricated on Location.

Also a Christmas Music Video was shot out at the Rocky Buttes Movie ranch ... same thing, 11Above the Linen Folks (Talent, Director, Producers, Agency) stayed in Palmdale and ate at Lobster House and the Yard House.

Anyway ... as always, I'm working on establishing Palmdale as a Film Friendly city.

Good morning everyone ...

Just an FYI. .. NYC based production company 11 AND 11 arrived yesterday to begin prep work (building an 11 abandoned 11 amusement park) for an extensive 3-day Fashion Shoot out by the Buttes in the Lake LA area. All the key people and principals are staying in the Marriott Hotels in Palmdale.

Tomorrow, a Chinese-based production company will be filming scenes on LA County land, just outside the Palmdale City Limits. Several members of the crew have been staying at the Marriott as well as the Holiday Inn in Palmdale.

In the first week of December, there is an LA based production company planning on filming a Goodyear Tire commercial up here for two days (at Highland HS in Palmdale & various parts of LA County), and they're planning on having some of their 11 above the line11 Crew staying at the Marriott as well.

Just to clarify and document the situation: The call that carne into City Hall this morning (10/18/2019) regarding an "injury accident" that had occured in the parking lot of the Walmart on lOth Street West in Palmdale .... was being blamed by the caller upon the "Commercial" being filmed in the Walrnart Parking Lot directly in front of the Store's Entrance.

By the time I arrived (9:35AM), the production had "wrapped" and moved on. The only evidence of any filming activity was an Avon Studio Rental cube-van in the parking lot. No Crew or Production Personnel were on site.

I went into Customer Service and spoke with the General Manager, who informed me that it was an urn-House" video that they had authorized and that he was aware of the "incident" and emphatically denied that it had anything to do with the Film Crew.

We walked the parking lot and he showed me where the Camera had been set up ... as well as where the "incident" had taken place; several parking "lanes" away. Apparently, a non-crew-member vehicle had slowly "backed-up'' into a Pedestrian. Paramedics were called and treated the Pedestrian.

The GM then took me into the store's Security Room and showed me the store's Video surveillance system. The Operator was having issues with their "computer's mouse" and was unable to pull up the recorded footage of the Filming activity. The GM assured me that the morning's footage would be saved and archived in the event that any subsequent litigation should develop.

I gave the GM my card and they have assured me that they \¥ill contact the City if planning any filming in the future. They informed me that once they resolve the "non-responsive" mouse issue, they will call me to have me see the surveillance footage of the incident.

Hopefully this will not result in a "frivolous" lawsuit against Walmart.

Both have solid connections in the Film Industry and fully aware of the unprecedented high occupancy rate of the dedicated sound stages in LA. With the recent expansion of the TMZ, they see this as an inevitable expansion of the Film Industry into Palmdale and AV area.

9/02 - 03 - Sun/Man - Labor Day weekend 9/04- Sent out emails to people I've worked with in the past to inform them that

I'm the new Film Liaison and that Palmdale is now within the Extended Studio Zone. Got in touch with FilmLA; trying to expedite the approval process of getting a Staff Photographer to come up to get photos of City Hall and the vacant Court Rooms. Researching the Permit History for the City to confirm overall number of Permits

issued. Sent an email request to make contact with the Web Master for the AVFilm

website to gain access as an Admin. Set up a meeting with yet a third Real Estate Investor (Broker) looking at the potential returns of building a "purpose-builf' Stage­Production facility in Palmdale.

9/05 - In contact with Rogee Rogers, Web Master for AVFilm.com. Confirmed date for monthly meeting of AVFO. In the afternoon, a Real Estate Investor I know introduced me to a RE Broker with close ties to Producer Joseph Merhi, a Producer (over 120 films) I have known for over 25 years and had worked with over 20 years ago. I pitched the proposal for their forming an alliance to invest in building a Stage and Film Production facility in Palmdale's Industrial Zone. My proposal for such a project was well received, and I was encouraged to continue doing due diligence on their behalf. I returned to City Hall to meet with Matt in Regional Planning to look into the Zoning of several parcels of land.

9/06 - Continued to explore Palmdale Industrial Zone and look at various parcels of vacant land for possible use and development into a Production Facility. Returned to City Hall and spoke with Skip in Regional Planning to confirm Zoning; potential use and any limitations or restrictions on certain lots.

9/07 - Called back Broker-Investor to report my findings and emailed additional information in regards to the expansion of the Studio Zone as well as a recent Film LA report on current occupancy rate of the 334 Hdedicatedll sound stages in LA County.

9/08 - Sat. AM; had my third meeting with Brian Mills, regarding development of a "Permanent" Set within the City of Palmdale. Discussed the need to get a CUP (Conditional Use Permit) and necessary construction requirements approved by Palmdale Building & Safety. Drove out with him to inspect Club Ed and Four Aces, as

well as explored various remote roads within the Palmdale city limits to look at vacant land as a Location for a potential Permanent Set. We now have list of several APNs to investigate the Owners and to enquire about the possibility of their being for sale.

9/10 -Went to LA County offices in Lancaster to get and confirm the addresses of owners of specific APNs in Palmdale. No email or phone numbers available. Returned calls and enquiries regarding the use of remote roads in Palmdale for a Music Video; but it turned out those roads are on LA County's jurisdiction. Continued my ongoing correspondence with Douglas Gerson, an old friend and link to Producer I Director Michael Bay; regarding setting up a meeting to discuss Bay's interest in developing/building a Stage/Production facility in the Palmdale Industrial Zone.

9/11 - Sent an email to Dennis Whitney regarding his proposed use of a new building under construction on La Quinta and Ave 0 in the Palmdale Industrial Zone. 11AM City Hall: Meeting in Finance Conference Room with Curtis Cannon and Eric

Johnson regarding the number of Film Permits issued for filming within the Palmdale City limits. Also discussed the Citis Fees for temporary rental of City-owned facilities. Spoke with Sylvia regarding small City-owned shops facing City Campus Park. Noon: got a Call from a Location Scout regarding the use of the Palmdale City Library on Wed. Sept. 19th. Checked with Library Staff and Curtis. Shoot turned down as it interfered with too many after-school activities. Long conversation with Phillip Terry about a large parcel of vacant land on the SW corner of Ave 0 and Division in the Industrial Zone. Exchanged email addresses. Sent email package of info on current state of Stage occupancy rates in LA County and the recent extension of the 30 Mile Studio Zone into Palmdale. Meeting later this week in Palmdale.

9/12 - Spoke with Line Producer of Turtle Road Productions regarding ways to cut down on their Film LA Permit expenses while using a Private Property location.

Confirmed that CBS is still interested in using the Dry Town waterpark in November. Amazon Studios interested in possibly using an Aqueduct for a Location, not clear about which one, so no definite jurisdiction (Palmdale; Lancaster; LA County). Spoke with Tyler Stahl regarding the costs involved in getting a Conditional Use Permit for building a Permanent Set within the Palmdale city limits. Checked with Skip in Planning regarding the potential use of a 40 acre parcel on Rancho Vista, just east of the 14 freeway (behind Home Depot}. As this parcel consists of more than one APN, I made several follow-up calls regarding this issue and that the "wash!} runs through the

property. As this is completely undeveloped land, this makes the Parcel on Ave 0 and Division far more attractive as well as less expensive and time consuming to develop.

9/13- 9AM-10:30 meeting with Phillip Terry at the Keller Williams Rancho Vista office; went over options and possible plans for developing vacant land parcel located at Ave 0 and Division in Palmdale. Calls to Regional Planning confirmed Zoning and parking requirements based upon projected size of proposed buildings. Drove past various APNs to see level of development. Per Pauline, checked and confirmed APN of a parcel of land is owned by the City of Palmdale. Drove out to AVEK offices at 6500 W. Ave N to determine if there is any possibility of Filming on the Aqueduct. Per

AVEK Office Mgr. Patti, all Film requests must go through the State. 7PM -Attended Planning Commission Meeting held at City Hall to become familiar with the process.

9/14- In touch with Amy at FHmLA regarding being authorized to take photos of Palmdale Facilities for the Loco-Scout website. Went over details of process on how to organize into folders and sub-folders. Replied to FilmLA regarding shoot on private property in east Palmdale. Producer has not yet submitted required Insurance Docs; nor !(Hold harmless}) or "Private Property!} release. If approved, this shoot is scheduled

for tomorrow (9/15). Crew has not yet established Base camp parking as the Permit

specifies NO crew parking on city streets; private property only. Per an email from Pauline, monthly AVFO meeting with Rogee is confirmed for Wed 9/19. Trying to set

up an appointment with Donna Washington, President of FilmLA Operations to help orchestrate best way to contact Key Players in Operations Dept at aH the Major Studios to develop awareness and interest in Palmdale Stages in the hopes of getting a Letter of Intent to lease on a long-term basis. East Palmdale shoot cancelled due to several conflicting issues and violations of requirements for filming within a residential area. Received a call from Carlos Ortega, liaison for the State Aqueduct system regarding a request by Amazon Studios for filming on the Aqueduct. Not likely to be

approved due severe security restrictions regarding what can be shown and limited areas that would be available for filming.

9/15- Saturday 1 OAM: Took dozens of photos of the City Hall Civic Center and the City Park and all Parking Lots for the FilmLA "loco-scout" website. Took additional

exterior photos of the empty City-owned building located at 38448 Sierra Hwy.

9/17 - Monday AM: Met with Justin at City Hall Planning to discuss vacant land APN 3005-046-907 ... located in Fairfield Business Park. Justin confirmed that this is Zoned M-4 and per an City of Palmdale Zoning Amendment (00-03) it allows it to be used for {{Motion Picture and Video Tape Production and Allied Services.}} Prepared

and sent a detailed email to be sent to VPs of FilmLA to present to their Board of Directors. I sent my Draft of this email to Phillip Terry for his thoughts and feedback. 9PM Spoke with Phillip for over an hour, discussing my Draft as well as the possibility of doing a multi-phase project that would consist of building several Stages of varying sizes and developing the entire 11.4 acres as a Studio Complex.

9/18 - Tuesday: Set up a meeting with AV Film Commissioner Pauline East for tomorrow to discuss Permit and Filming issues in the AV. Got a call from Justin in

Planning to confirm Zoning of vacant parcel APN 3005-046-907 is M-4 and that the City amendment does in deed allow it to be used for Film & Video Tape Production.

Washington; and Film LA President Paul Audley to discuss the development of the

Fairfield Business park property into a Film Production Center. 9/19- Wed: Unable to attend Palmdale Business Meeting at AV Country Club

(Tom Lackey speaker) due to a family emergency. Met in the afternoon (1 :30 to 4PM)

with Pauline East (AV Film Commissioner) to discuss various Permit and Production

issues in Palmdale and throughout the AV area. We discussed various steps and

plans to help expedite the Permitting process~ as well as ways to help improve overall navigation experience on the AVFilm.com website. Further discussions involved Film LA; the next steps in promoting the projected Sound Stage development within

the Fairfield Business park~ and how to put together a "Meet & Greet" event in order

for me to meet all Palmdale City Staff and Department Heads to make them familiar

with me! and assure them that Pauline is still available; that my involvement is only

due to the (11°/o) increase in Production in Southern California and the Studio Zone.

9/20- Thursday: Went to City Hall and spoke with Justin about the vacant

parcel on Ave 0 and Division. Met with Sylvia & then Curtis regarding setting up an

appointment for me to gain access to the vacant Court Rooms in order to photograph

them for the Film LA and Locoscout websites. Court Rooms highest priority, but also need to photograph all vacant offices and rooms with cubicles in the NASA building. Also discussed with Curtis the possibility of setting up a "Meet & Greet" for me to be

introduced to Department Heads and Staff; primarily Traffic and Parks & Recreation. Was contacted by a Producer interested in knowing more about Palmdale's Permit process. Referred them to FilmLA. Remainder of day spent working with Pauline on

making needed updates to the AVFilm.com website. Looking into switching Hosting services and providing a separate web site strictly for Filming within Palmdale.

9/21 - Friday. Eye exam in morning. Afternoon spent making upgrades to the

Palmdale section of the AVFilm website. Web master is less than helpfuL Suggested

to Pauline switching to a different Hosting Service in order to expedite navigation of

AVFilm site and re-categorize various section according to City rather than all lumped together in the AV area in general. Palmdale "drop down)! menu only has Permit info

and nothing pointing to City Owned properties. Numerous Cities are listed, but there's

no way to search for properties located in Palmdale, or to pull up photos or info on any

Palmdale-owned properties (Civic Center; Dry Town; Marie Kerr Park; etc.). 9/22- Sat. AM- Met with Brian Mills again, after confirming my answers to his

questions with my meeting with Pauline on Wed. He's still very interested in moving

forward with his business proposal to build "portable}! Temporary Sets that can be

assembled on various Locations and Dismantled after the Show Wraps. Discussed

various and possible Locations for such Temporary Sets. Afternoon: Met with a Real Estate Broker interested in finding out more about the newly expanded Studio Zone

(from the old 30 mile zone to 40 miles). Wants to know how this will affect the prices of vacant land inside the Palmdale portion of the new extended Studio Zone.

the Club Ed permanent Set. Text from Rick Poyner asking about the Location Fee for renting Dry Town.

9/24 - Monday: Sent email to Curtis and Sylvia regarding the Location Fee to be charged for the use of Dry Town Water park by CBS Films in November. Curtis sent my email to Anne Ambrose. Sylvia called me to discuss setting up a meeting with all involved parties to discuss estimated cost & number of City Employees that will be required as well as cost of heating the water and all mechanical/ engineering staff costs prior to giving CBS an estimate for their production. Incoming Permit request for one day shoot (NYFA) at Lazy T Ranch in Palmdale. Called and spoke with Owner.

9/25 - Tuesday: continued email thread from Pauline and Ramona of FilmLA regarding NYFA permit issues in Palmdale. Replied with info supplied by Owner of Lazy T Ranch. Location Scout for "Bosch!} called requesting photos of the interior of

the NASA and Parks & Rec buildings. Got permission from Curtis; photographed inside and outside of the NASA bldg., Parks & Rec bldg. and the Saves building. Formatted all photos and emailed Photos and Maps to the Scout.

9/26- Wed AM: Amazon's BOSCH Scout is eager to come up next week to inspect the Aero~ Parks & Recreation and SAVES buildings as potential Locations for their upcoming Shooting Schedule. Approved a simple (two man crew) Video Interview for a PSA (Public Service Announcement) to be shot in Palmdale on Thursday. No impact on Traffic. Took calls for several other projects involving Scouts coming up over the week end and this next week.

On Thursday 9/27 & Friday 9/28 I will be getting a series of Medical exams and undergo Tests (EKG; Chest X-Ray; Cat-scan; Blood work; etc.) at Palmdale Regional Hospital prior to my having a surgery the following week.

The reason I bring this up (again) is that it's been picked up for a 5th Season and their Location Manager I Scout has replied to the photos I sent him last week of the NASA; Parks & Recreation and SAVES buildings ...

He wants to come up to get some more Pix and inspect them further himself as potential Locations to "stand in" for a Police Station's Front Entrance I Front Desk. He'd like to come up this or next week if possible. And, yes, I'd be there to be his Tour Guide.

So this week has been pretty hectic. Aside from the Scout (from Amazon's Bosch) wanting Photos of the Aero Institute, Parks & Rec and the SAVES buildings, we've had several other Scouts calling for various suggestions, advice and permit info.

Sam, the Amazon I Bosch Scout said that they are very interested in the Aero, R&P and SA YES buildings and he would like to come up to see the buildings for himself this next week. If we can arrange that, I'll be glad to give him the grand tour

Tomorrow morning (Thursday) I'll be tied up until noon v.,rith my Doctor; but in the afternoon we have a very simple (small crew) PSA (Public Service Announcement) shooting out in the Rancho Vista area. Just to make sure it goes smoothly, so I'm going to be out there as they expect to only take an hour (it's a brief Video Interview that should last for only a few minutes).

We also have another Scout coming up over the weekend to look at various areas of vacant land; and a third Scout on Monday looking at shooting scenes at the Lazy T Rallch the following week.

ALSO ... Last but Not least. .. The Sound Stage proposal is going fast-forward and uFull Steam Ahead" with a Site Plan and Conceptual Artwork underway with Phillip's Architectural firm. I'll keep you posted with updates.

Friday I'll be at my Doctor's most of the day for additional pre-op tests ... but will be back in the saddle over the weekend and on Monday... so as it's nearly the weekend, and the end of the month, I've attached my Invoice for the month of September.

If we don't talk or see each other tomorrow (Thursday), I truly hope that both of you can get some actual Time Off to relax and get some rest!

To be honest. .. The City DOESN'T pay you guys enough for all the hard work you do! They really have No Idea how much you do!

Well ... had an incredible long meeting yesterday with aRE Broker who ironically just happens to be a very close (since childhood) friend of a Producer I know very well; someone I worked with on several films (as Art Director) nearly 20 years ago.

That producer (because of the insanely long hours of film production) has gotten away from hands-on film making to become more involved with Real Estate investment & development. Several years ago I pitched the Gretzky Center to him as a potential facility; but he passed on it as it was " .... outside the Studio Zone ... "

Anyway, I gave the Broker a detailed verbal 11 Pitch" on the benefits of building a Stage and full-blown Production facility here in Palmdale ... and he was more than receptive.

So .... it looks like I may be going down into LA to meet and discuss this with all the interested parties this next week!

Greetings Eric,

Per the records we have available, the number of film permits issued for Filming in Palmdale "averages out"" to around 34 per year.

But keep in mind that this number only reflects the "number" of Film Permits issued and does not indicate the size nor the scope of the actual Productions.

The majority of"Shoots" in Palmdale (and in the surrounding AV area) over the last few years have been TV commercials ... which often will only last a day or two at the most. But a Feature Film or an episode for a TV Series can last for several days or even weeks and include a cast and crew of well over 100 people ... thus having a far greater economic impact on Palmdale than a small Production.

FYI~ When the Warner Bros feature "CHiPs" was "Prepping" for filming certain scenes out here, they started in early October and didn't get around to Filming (out here) until early December; and then they didn't do a complete Wrap until after the first of the year.

During that time, a huge crew of Carpenters, Welders, Painters and members the Art Dept spent two (2) months building an elaborate 5,000 sf warehouse that looked like it was built in the '30's ... and then they "blew it up" for the climactic gun battle at the very end of the film.

The ranch they used wasn't completely restored to it's original condition until the 2nd week in January.

Also note that in light of the fact that a 12-hour-day is a "minimum day" in Production, many members of the Cast & Crew stayed in Hotels out here.

So clearly, using just the number of Permits issued will not provide an adequate portrait of the overall impact a Film Production has had (or can have) on our local economy.

Just wanted to touch bases with you to sincerely thank both of you again for inviting me to participate in the Business Breakfast this last week!

You guys did a really great job in orchestrating this event. .. and I an1 so pleased to have been a part of it!

I've already had some positive feedback and emails from people that I met there and I know it will all bear fruit.

On that note ... this has been a very interesting weekend. As I mentioned to you on Wednesday ... over a week ago I got a call from an Investor (40 years at CBS) looking at the possibility of converting a new building in Palmdale into a Production facility ... Happy to report that he is going forward and doing his "Due Diligence" on this.

And then (this last Friday), I got a call from someone very interested in "building" a Stage in the A V area! I met with him and his associate on Sunday and we went over several issues and info that I just happened to have on hand from my speech at the breakfast meeting on Tuesday ...

Especially how the vast majority of the 334 Stages in LA are now booked (96% occupancy); that Palmdale is now within the extended Studio Zone (YES!) and that Universal-NBC, as well as Paramount Studios and the iconic Culver Studios are all building and adding huge new state-of-the-art digital Stages and production offices to their facilities ...

And also ... that Apple and Amazon are both looking at building enormous Sound Stages I Facilities to create new digital media product. By the way, it looks like Apple has bought the old Modem Props facility (85,000 sf) in Culver City ... a true Gem of an old 30's Art Deco style building!

None of this was news to them. They have cotmections in both the film and construction industries.

I strongly emphasized that (IF they are serious about building a uTilt-Up" building to be used as a Stage), that it is absolutely imperative that there NOT be any uLoad-Bearing" (vertical) Posts in the middle of the room ... as that will ''Kill" their facility's full rental potential for use as a Stage facility. They were already well aware of this issue and that such a facility will need to have a "Lighting Grid" to support all the Lights and Rigging required inside a Stage and the other basic "requirement" being that there be ample electrical power for such a facility.

But most importantly, I made the point that Palmdale (as the Gateway for the Film Industry into the AV) would be the ideal City to build such a Facility in ... as it would benefit from "being inside the Zone" as well as its easy access to the 14 Fwy and its Close Proximity to LA ... but most importantly of all, that Palmdale is willing to work with them and is very eager to further develop its reputation as being a "Film Friendly" City.

I expect to hear back from them this week! Looking forward to seeing you guys soon!

So this is what they are looking for (photo below): A "Train Station" waiting area for the Artist to sing their song as they wait for a Train.

Per the Producer, there is NO intent for the Artist (OR any Crew) to walk out onto the Tracks.

I made it very clear that the Tracks are 100% OFF LIMITS ... No one will be allowed to sit, stand, dance, or lie down on them ... Nor will any Crew Members place any Camera, Grip or Electric equipment out on the tracks; OR cross over them to use I place equipment on the other side of the Tracks.

Note: Aside from using the Station, they will need an area imn1ediately adjacent to the Station for parking Production Trucks and for Crew parking. As it1s a Music Video, compared to a Feature or TV show, the number of Trucks & Crew cars should be minimal, maybe half a dozen trucks and 20 cars at most. I'll double check with the UPM (Unit Production Manager) to confirm the size of the team.

Also ... Have to say I am really impressed with your idea about the Train Factory as a Location! It never occurred to me! I know it's a long shot, and not sure they would even have the budget for it. .. IF it is possible .. But I certainly appreciate you're thinking "outside the Box"!!!

Thanks Curtis! As he's from "Down Under" and an Indy Director I Producer, I'm sure the idea of getting a Permit and full insurance was quite a Shock!

Okay, so after quickly reviewing this with Pauline, there are a couple of issues that slam the brakes on this last minute Project for Filming at the Airpark.

First and foremost. .. There are Extremely Strict Security Restrictions as far as what the Camera can and CAN'T reveal; meaning the entire Base being highly visible in the BKG. Camera POV (Point of View) is limited to a very narrow field of view within the Park.

As a result of these strict Security Requirements, it would require meeting with the Film Maker (Darryl Thoms) prior to any filming in order to make sure that he clearly and fully understands what can and cannot be filmed ... and of course, it will require that I be there during the entire shoot in order to make absolutely sure there are NO accidental Camera Moves (like a moving Two Shot or "walk & talk" in the Park) that would include showing ANY of the AFBase in the BKG.

Secondly, this is such a last minute request, and so late in the day, there's no way to verify that he actually has proof of Insurance; or if he does, that it meets the City's Requirements, until business hours tomorrow... This is the first Pauline has heard of this, so he does not have a Film Permit.

Thirdly, as this is a City Park, and especially one with such tight security issues, wouldn't this request also need to go through and be approved by Parks and Recreation as well?

And last (but not least) is the issue of... 11 This is a no-budget project I am ji11ancing- so the costs of shooting (does he even have any Insurance?) in commercial film locations are quite prohibitive ... "

I'll reply to Darryl Thoms with an explanation as to why this can't be accomplished with so little "prep & processing" time (wanting to shoot tomorrow at 4:30PM?) and will find out whether or

not he does have Insurance ... and if he does, will it meet the City's requirements and can it be postponed to another date.
