THE PERFECT LAWN You can create a beautiful outdoor
space and protect our waters. A gorgeous home landscape doesn’t need to come at the price of clean lakes
and streams. We can have both. But to make it happen, we all need to think
a little differently. Read these tips. Post this sheet in your garage near the
lawnmower and garden tools. This will help us change one habit at a time,
so we have good fishing, swimming, paddling and waterskiing when the
work is done.
MOWING
Mow often, when the grass is 3.5 inches or shorter. Set your mower blade at
2.5 inches and let cuttings fall. Cuttings keep the soil moist and restore nutrients
over time. Any mower works, but a mulching
mower shreds grass finely, so you don’t have to
be as careful about grass height.
Make an effort not to blow cuttings onto pavement.
If you do, sweep them up, then lay them around the
roots of shrubs or vegetable plants where they help
retain moisture.
If grass gets long and you decide to collect
clippings, put them in a pile with other yard waste
and let them decompose. Turn the pile now and
then, and in 3-6 months you’ll have rich organic matter that will make almost
anything in your yard grow better.
FERTILIZING & WEED CONTROL
Chemicals and weed killers are not needed for a healthy lawn, and they’re one
of the main reasons we have green algae in our lakes and streams.
Think before you buy. Get a soil test so you know if your lawn needs more
nutrients. Mulch to keep the lawn healthy, so it can outcompete weeds for light,
nutrients and water. If you must fertilize, do it in the fall. Sweep up fertilizer
that falls in the street and dispose of it properly—water and fertilizer that go
into the street go directly to the river or lake.
WATERING
When watering is needed, use a sprinkler that shoots low to the ground. Sprinkle
soil, not the street. Shape soil so water will sink in, rather than run off. When
you mow, mulch cuttings to retain moisture.
Realize What touches the ground enters the water
A healthy, mulched lawn outcompetes weeds for light, nutrients, and water. In areas where it’s hot, consider prairie grasses or wild flowers instead of turf grass.

Memorandum To: Board of Public Works From: Laura Jungwirth, Director of Public Works Date: June 16, 2021 Re: Midway Road Pedestrian Crossing – Maplewood Middle School BACKGROUND Many complaints and concerns related to safety at the pedestrian crossing on Midway Road at Maplewood Middle School have been received by the Menasha Joint School District, prompting them to approach the City of Menasha to inquire as to how the situation could be improved. Midway Road is a county road, and at the location of the middle school, the road is split between Fox Crossing and the City of Menasha. Due to the uniqueness of the area, we initiated and have continued correspondence between staff at Fox Crossing, Menasha, Winnebago County Highway Department, the school district, and our Winnebago County Supervisor. After discussing options as a group, we proceeded to obtain cost estimates from traffic control businesses for a variety of pedestrian crossing improvements. It was determined by all involved that the best and safest option for the crossing would be a High-Intensity Activated Crosswalk (HAWK) Signal System, in which the signal can be push-button activated and ultimately produces a stop in vehicular traffic. Additionally, the current location of the crossing sends pedestrians into oncoming traffic that would be traveling north on Stead Drive. To ensure that vehicles yield from all directions, we have also proposed shifting the crossing approximately 50-feet east of the existing location. The total estimated cost for this project is $36,000 and would funded by a four-way cost share between the City of Menasha, Village of Fox Crossing, the Menasha Joint School District and Winnebago County. A Memorandum of Understanding (MOU) has been drafted and approved by all participating parties. Historically, Winnebago County has not provided funding for pedestrian crossing improvements in the past, so the group as a collaborative presented the proposed plan at the Winnebago County Highway Committee on June 14, 2021. It was approved unanimously by the committee for Winnebago County to participate in the proposed four-way cost share, emphasizing the importance of pedestrian safety in all communities. City staff has analyzed the existing balances in the 2021 Operations Budget for Street Signs/Markings, and would be able to fund our portion of the project through this fund. RECOMMENDATION Staff recommends proceeding with installation of the HAWK Signal System on Midway Road at Maplewood Middle School upon all parties signing the Memorandum of Understanding, and will fund one-quarter of the estimated $36,000 project.

June 7, 2021 Members of the Winnebago County Board, Our Menasha Joint School District Maplewood Middle School students have had a difficult crossing situation for a long time. The crossing of Midway/County AP in front of the school continues to be unsafe and threatening to our students’ health and well being. Although there is a crossing guard present at the beginning and end of the school day, there is not one at 5:30 or later when students are going home from after school activities. There are several issues contributing to the unsafe nature of this crossing, most noticeably the inattention of drivers as they go past on this 35 mph road driving at 45 mph or above. This happens even when the current school zone warning lights are activated by the crossing guard. Village officers have substituted for the crossing guard and have shared with me that even they felt unsafe crossing students because of poor driver behavior. I recommend two potential solutions to the issues our students face at this crossing. First, I would suggest a more visible; walker activated crossing system as we see in several locations in the Fox Valley. The crossing mechanisms at Lawrence University and the mills on Tayco Street near Neenah are two examples. This would help to force traffic to come to a complete stop while people are crossing. Second, I would suggest we lower the speed limit on the stretch of Midway Road between Oneida and Appleton Road to 25 mph. There are three schools (Maplewood, EPIC, and UW-Fox), St. Joseph Food pantry, a nursing home, a bowling alley and several private driveways along this segment. I understand that a third possible element; a road diet plan, is being considered for this piece of the road, but the timeframe for this is still out a couple years. The Village of Fox Crossing, the City of Menasha, the Menasha Joint School District, and representatives from Winnebago County have discussed these options and would appreciate your consideration of being a part of the solution. This letter is to offer support to the school district’s proposal by the University of Wisconsin Oshkosh Fox cities to reduce the speed limit along Midway Road in Menasha from 35 mph to 25 mph. We recognize the fact that the safety of children from Maplewood Middle School is of paramount importance as they arrive and leave the premises.
Likewise, UWO Fox Cities students utilize Valley Transit’s route that brings them to the south side of Midway Road, and they too attempt to cross four lanes of traffic where 35 mph is the posted limit. We would also offer support for additional safeguards to those who need to cross Midway Road especially visible enhancements of an improved crosswalk.
Your proposal also has the support of UWO Chief of Police, Kurt Leibold.

Memorandum of Understanding Midway Road Pedestrian Crossing at Maplewood Middle School
This Memorandum of Understanding (“MOU”), is made and entered into as of June 21, 2021.
BETWEEN: City of Menasha
AND: Village of Fox Crossing
AND: Winnebago County
AND: Menasha Joint School District
1. PURPOSE AND SCOPE
The purpose of this MOU is to clearly identify the roles and responsibilities of each party as they relate to the relocation and upgrade of the Midway Road Pedestrian Crossing at Maplewood Middle School. In particular, this MOU is intended to outline the initiating party and cost share for the project, which is estimated at $36,000. The existing pedestrian crossing located at Midway Road and Stead Drive will be relocated approximately 50-feet east of the existing location, and a HAWK Signal System installed. The scope of the project will include curb removals and installation, sidewalk removals and installation, detectible warning fields, pavement painting, and all materials and labor required for HAWK Signal installation.
2. CITY OF MENASHA RESPONSIBILITIES UNDER THIS MOU
The City of Menasha shall undertake the layout, materials purchase and installation of the proposed pedestrian crossing. All project-related items will be well-documented and provided to each party upon request for reimbursement.
3. MENASHA JOINT SCHOOL DISTRICT, WINNEBAGO COUNTY AND VILLAGE OF FOX CROSSING RESPONSIBILITIES UNDER THIS MOU
The above parties shall undertake reimbursement to the City of Menasha for the materials and services rendered as a part of the pedestrian crossing installation within 30 days of receipt of invoice. Additional labor offered by any party will be considered and factored into the final project amount.
The Menasha Joint School District will bear any and all ongoing utility fees and future maintenance responsibilities associated with the proposed HAWK Signal System.
4. UNDERSTANDING
It is mutually understood and agreed by and between the parties that the total cost of the project will be shared equally in a four way split, and the project will be initiated upon signature of all parties.
