DEFENDING NHA’s LEGACY

hen I came in 2016, I was being berated by Representatives and Senators. But what else could I have done? Whether we would like to admit it or not, I succeeded a rotten system with a very poor management.

Right now, I can face Congress because we are able to prove something better and we have been so consistent in our works that we regain back our confi dence, trust, and credibility. But being competent in our undertakings can only be done if only all of us have the same direction of doing things.

The recent board meeting can attest to this rediscovered confi dence. It was a rough sale last year when we asked the Board for our approval of PRAISE but for this year our board members are very happy. Why? Because everyone is convinced that we are doing an excellent job and that we have proven our worth. To quote one of the board members, “upon seeing the performance the NHA and having been satisfi ed with the quality, I move that we approve and bakit lang daw 50,000, dapat 100,000. It may sound that I’m kidding but I’m not. We deserved it.

AN EXCERPT OF GM’S PRONOUNCEMENT DURING SEPT 2019 NHA FLAG CEREMONY

What I’m saying is that we have to convince fi rst and foremost ourselves, the Board and the Congress by the things we do and the services we provide, and the services we off er.

The three years of my tenure were full of challenges. This shall stay the same until the last three years of my term in 2022. A number of NHA employees are also set to retire in a couple of years. My challenge to us, as we move out of the Authority is to be generous in sharing your skills that could contribute to the performance of NHA and having been satisfi ed with the quality.

If you ask me, I think it’s not enough. I still encourage everyone to share their skills and competence because we will leave the legacy for everyone, the legacy of good quality, the legacy of good leadership, the legacy of good sense of directions. We still have enough time, we can still avail the services of every top managers. Let’s fi x this collectively and set aside our personal biases and personal diff erences as we move along. What is important is there are new generations coming after us, and we leave them our good services.

hese are the words that inspired and motivated Engr. Jovita G. Panopio not only to work hard and further her skills, but more importantly in providing services to others. Engr. Panopio was a government scholar who graduated with the degree of B.S. Civil Engineering at the

Pamantasan Ng Lungsod Ng Maynila (PLM) on May 1983 and passed the Civil Engineering Board Examination on the same year.

Eager to learn more, she broadened her fi eld of endeavors and took up B.S Sanitary Engineering in 1985, Bachelor in Business Management in 1991 and earned her Master in Engineering Management and Master in Business Administration in 2001 in PLM.

At present, Engr. Panopio is the Division Manager of the Housing Technology and Technical Research Department (HTTRD) and the Secretariat Head and Head of Technical Evaluation Group of the AITECH INTER-AGENCY COMMITTEE, the Inter-Agency Committee responsible for the evaluation of new construction technologies and building systems.

She is the First Lady President of the PICE-Quezon City Chapter in 2015.

In August 22, 2019, Engr. Panopio was conferred a prestige award as one of the Inspiring Women Engineer during the 4th Philippine Women Engineers Summit (PWES4) by the Philippine Technological Council (PTC) – Women Engineers’ Network (WEN) and was featured in the First Edition of the Coffee Table Book of PTC-WEN.

Her Childhood Dream and Life Encounters

Though half hearted, as an obedient daughter to her father, Engr. Panopio enrolled in BS Civil Engineering and graduated in April 1983.

Her Life at Work

Engr. Panopio applied for a job at the National Housing Authority (NHA) and was hired as Jr. Engineer under the Authority’s Junior Professional Career Program.

Several job opportunities and offers from the private sectors knocked for Engr. Panopio but she repeatedly declined. “I enjoyed my job here at NHA that thought of transferring to other offi ces or applying for new job never entered to my mind.”

In search for continued life learning, knowledge and expertise, Engr. Panopio studied Master of Engineering Management in 1991 also at PLM. In 2001, she was a recipient of scholarship grant for a Master Degree of her choice from the Civil Service Commission (CSC) and enrolled in Master of Business Management (MBA) at PLM. She graduated with an MBA in 2002 and completed her Bachelor in Business Management (BBM) also in said same year.

Engr. Panopio is an active member of the PICE Quezon City Chapter-NHA Subchapter. She was also a two (2) time President of the NHA Subchapter. At present, she serves as an adviser of PICE QC Chapter.

This was how a teary-eyed former Kadamay member, Marian, said after receiving the Certifi cate of Award (COA) for his housing unit from the National Housing Authority (NHA) in a ceremony held at the Pandi Sports Complex in Bulacan on September 11, 2019.

She is one of the 542 former members of the urban group who qualifi ed after validation processes were made by the National Housing Authority.

Bulacan NHA District Manager Ramon S. Paragas, together with Pandi Mayor Enrico Roque and other local offi cials, spearheaded the awarding of COAs to the ex-Kadamay member-benefi ciaries for being compliant to the standards and laws of NHA.

Mayor Robes is appreciative of the GM’s efforts in establishing and maintaining a relationship with the Local Government. He added that his goals are to make success stories of NHA projects in San Jose del Monte and to utilize NHA properties for the benefi t of the public.

The National Housing Authority (NHA) is awaiting for the 26 remaining FR benefi ciaries to be formally turned over by the Task Force Balik-Loob for the 60 ready-for -occupancy units. The FRs were surrenderees from Davao Oriental, Davao Oro and Davao del Norte.

Pres. Duterte, in his message, encouraged the FRs to invite their comrades in the mountains to surrender during his term.

Thus, National Housing Authority (NHA) General Manager Marcelino P. Escalada Jr. said during the turnover of a school site with two-storey, 10-classroom building to the Department of Education (DepEd)-Region X on August 8, 2019 in Vista Village, Paitan, Dalipuga, Iligan City.

The school will provide elementary education to the children of Typhoon Sendong victims who are benefi ciaries of the Vista Village NHA Housing Project alongside the campus.

ith its full pledge commitment to Gender and Development, the National Housing Authority (NHA) was a recipient of the GADtimpala Bronze Award by the Philippine Commission for Women (PCW)

as one of the Outstanding Gender-Responsive Government Agency.

The recognition was given to NHA as PCW celebrates the 10th year Anniversary of the Magna Carta for Women held at the Philippine International Convention Center (PICC) on August 14, 2019. Accepting the award were NHA Gender and Development Focal Point System led by Chairperson and Assistant General Manager Froilan R. Kampitan and Vice-Chairperson and Estate Management Department Manager Ana V. Baul.

P5.5 MILLION RELEASED TO CALAMITY VICTIMS IN ITBAYAT, BATANES

tbayat, Batanes was repeatedly hit by a 5.4, 5.9 and 5.8 magnitude earthquake on the same day of July 27, 2019 resulting to casualties and damages to buildings and infrastructures in the province.

The National Housing Authority (NHA) Region II offi ce came to rescue, assisted its benefi ciaries and, conducted an immediate assessment of houses that were totally and partially damaged during the said calamity.

NHA Region II/CAR II offi cials led by its Regional Manager Elizabeth Matipo has instructed her District Manager, Ms. Gloria C. Pagulayan to meet with the Disaster Assessment and Needs Analysis Team to determine the extent of the damage and to identify the necessary assistance to be given to the affected families.

In its assessment, Region II offi cials and staff reported that 5 houses in Raele, 48 homes in San Rafael, 53 houses in Sta. Rosa, 26 homes in Sta. Lucia, and 50 housing units in Sta. Maria, all Itbayat, Batanes were totally damaged and destroyed.

A total of 182 families were affected and rendered homeless prompting NHA to assist and provide immediate relief to the calamity victim-families.

Thus on August 5, 2019, NHA Region II offi cials were joined by HUDCC Chairperson Eduardo D. Del Rosario, Batanes Provincial Governor Marilou H. Cayco and Offi ce of Civil Defense Region II Regional Director Dante D. Balao in the distribution of Financial Assistance of P30,000.00 for each family or a total of P5.5 Million cash grant released for Itbayat, Batanes victim-families.

The said support was made possible under the NHA’s Emergency Housing Assistance Program (EHAP) wherein assistance shall be in the form of cash released to qualifi ed families for purchased of housing materials, to repair or rebuild their homes and structures.

Under NHA Memorandum Circular No. 037 series of 2019, a P100 Million fund were allocated for EHAP and all Regional Managers may immediately download P3 Million as initial revolving fund for their respective regions.

In a remote village in Tboli lies Sitio Kule in Brgy. Salacafe, a community-managed tourism site since 2006 and the site of the National Housing Authority’s (NHA’s) P10 Million housing project for the Indigenous People (IP).

Housing units of traditional single-storey Filipino house were constructed consisting of 25.76 sq.m fl oor area and an interior patterned after the conventional Tboli dwelling, with no partition for living room, kitchen, and sleeping quarters.

The village in Sitio Kule serves as the receiving area for those who want to experience the Kule’s trail . Many tourists want to experience this trail since the trail is not easy to pass yet fulfi lling when they saw the panoramic view of the lake

from one of the tallest ridges.

The 304-hectare tranquil lake Holon formerly named Mt. Parker was once known as part of a disaster than an eco-tourism wonder. Lake Holon is the crater lake of Mt. Melibingoy, 1,280.16 meters above sea level.

Sitio Kule offers tourists to experience Tboli’s way of life: sleeping on a mattress under a traditional mosquito net, food prepared in indigenous way, drinking organic coffee from a bamboo mug and many other experiences unique to the largest IP group in South Cotabato. For an experience of T’boli culture, the trek via Kule Trail is mostly recommended.

More than 200 locals benefi t from T’boli’s tourism industry: tourist guides, porters, transport services, selling of local products like bamboo cups, and others. With this, trekking to Lake Holon doesn’t only make you appreciate its beauty, you are helping the indigenous people too.

NHA’s EMERGENCY HOUSING ASSISTANCE PROGRAM (EHAP): AIDS FIRE VICTIMS IN by: May Ann R. Alcantara

ast August 5, 2019- A Fire struck the City of Kidapawan, leaving 21 families homeless. The fi re started due to a faulty wiring from one of the family’s house. Eighteen (18) houses were totally destroyed and three (3) homes were partially damaged.

The NHA Region XII coordinated with the Local Government Unit (LGU) of Kidapawan for the immediate grant of an emergency housing assistance to the affected families.

Acting on the request of NHA Regional Offi ce, the City Social Welfare and Development Offi ce together with the LGU complied with the requirements and immediately attended to the affected families comply with the requirements to immediately attend to the affected families.

In a turn-over ceremony, a total of Six Hundred Thousand Pesos (Php600,000.00) was disbursed to the fi re victim-families in the form of cash grants. Of the total amount, thirty thousand pesos (Php30,000.00) was released to families whose houses were totally destroyed and twenty thousand pesos (Php20,000.00) for families whose houses where partially damage.

The activity was attended by representatives from various government and non-government agencies. Senator Christopher Lawrence “Bong” Go joined NHA as he distributed relief goods to the affected families.

According to Mr. Rodel Hilado, before the turnover of NHA’s housing units to its benefi ciaries, they were trained on managing a homestead program while the establishment of the cultural village will provide economic value to their houses that can serve as secondary homes for tourists.

The locals trained to engage in tourism related activities and road improvements; and aggressive promotions using new images launched in different media platforms. It was the sector’s response to the challenge of improving its features. The lake now receives around 200 bookings every weekend with a limit of 250 campers per night.

Last March 5, 2019, 100 completed housing units were turned over to qualifi ed IP benefi ciaries of Kule Cultural Village in a ceremonial turn over held at Sitio Kule Brgy. Salacafe, T’boli, South Cotabato in time with the celebration of the 45th Foundation Anniversary and 21st Seslong Festival led by Mayor Dibu S. Tuan and attended by South Cotabato 2nd District Representative Ferdinand Hernandez, NHA Regional Manager Zenaida M. Cabiles and Mr. Eric Paz of National Commission for Indigenous Peoples (NCIP) Region XII.

Likewise, Certifi cates of Ownership was distributed last July 12, 2019 to benefi ciaries who weren’t able to participate in the turn over ceremony. 41 lot awardees received their certifi cates handed by Municipal Administrator Salvecio B. Dagang, MD assisted by NHA Regional offi cials and staff, Engr. Cabiles, Engr. Mark Tadeje and IP Focal person Engr. Jessa Migueles.

EMPOWERING IPs THROUGH NHA’S IP HOUSING PROGRAMby: May Ann R. Alcantara

he National Housing Authority (NHA) is steadfast in providing decent and liveable housing for our country’s Indigenous Peoples (IPs) and creating harmonious and sustainable community for them.

This is evident as NHA issues Memorandum Circular No. 029 series of 2018 which prescribed the updated guidelines for the implementation of the housing assistance program for Indigenous Cultural Communities (ICCs) and IPs.

Towards this end, NHA Region XII has embarked on information dissemination program and community visits to introduce the IP Housing program.

Recently, NHA Region XII led by its Regional Manager Engr. Zenaida M. Cabiles participated in the 3rd Sunguanan Festival

and made use of said activity as a venue to present the NHA IP programs to the Manobo leaders.

Engr. Cabiles with her regional staff trekked 2.50 kilometers to reach Sitio V, Mahongkog, Magpet, Cotabato where the celebration was held last August 9-11, 2019.

NHA joined the National Commission on Indigenous Peoples (NCIP) in pursuit of empowering IPs nationwide through conduct of orientation and consultation.

Also present during the Festival were offi cials and representatives of other NGOs, the Bukidnon Central Mindanao University and Aboitiz Group of Companies who took turns in promoting IP products and providing support to the IP Community.

Under the said program, NHA shall provide a funding assistance of P20 Million and shall be considered a grant to the all local government units. The program shall adopt a multi-stakeholder approach where the target communities themselves as well as the NCIP shall participate from project planning, implementation, monitoring and maintenance.

The Tribal community was delighted and thankful that they were informed of the housing assistance program being offered by NHA for their community.

The NHA Committee for the TMG is composed of former Assistant General Manager Froilan R. Kampitan as Chairperson; Ar. Regala and Sylvia L. Briones, OIC of the Community Supports Services Department as Vice-Chairpersons; Ar. Jovita G. Panopio, Division Manager HTTRD as Head Secretariat; Ar. Nelia C. Ambrosio as Assistant Head Secretariat; and Ar. Maria Carla H. Lijauco, Senior Architect, HTTRD and Mary Janine L. Baban, Community Support Services Offi cer, CSSD as Secretariat Members.

Ar. Regala explained further that NHA as part of the NIAC TWG & TMG has to ensure that transitional shelters are established in accordance with the rules and relevant guidelines concerning the promotion of needs of OUS (orphaned, unaccompanied, and separated) children. NHA likewise, as head of TMG, shall develop guidelines in the establishment of transitional shelters for OUS.

Ar. Regala said.

In particular, she said,

Ar. Regala added, “NHA will also look at LGU facilities and NHA community facilities which shall be immediately utilized as transitory shelters.”

THE LEAGUE OF THE PUBLIC SERVANTS: UNTV CUP Season 8 Kicks Offby: Genes John V. Gepila

he rain cannot stop the supporters from fl ocking to the Mall of Asia Arena where the opening of the UNTV CUP Season 8 was held on September 8, 2019. Fans and alike were in for a treat, free tickets were given at the gate, event photo wall being displayed at the lobby where the enthusiastic

crowd took turns for photo and souvenir opportunities, government agencies such as Pag-IBIG and PhilHealth have set up a kiosk to assist the interested patrons and offer their services for free.

UNTV President and CEO, Daniel Razon, the man behind the league and its unique concept, created this basketball tourney that brings together three branches of government to promote camaraderie and philanthropy through the universal game of basketball. It is a four-month basketball tournament among government servants who will engage on the hardcourt for a chance to gain cash prizes for their selected benefi ciary.

This season, the league will feature twelve teams that will battle it out for the top spot and have the merit to earn the 4 Million Peso championship prize. Two new teams joined the frenzy, the SSS Kabalikat and the DENR Warriors, they will fi ght for the contention against these , the

Towards this, end, Ar. Regala stressed the need for the NHA to have an inventory of all its existing community facilities and at the same time, identify other facilities which may be utilized as transitory shelters.

To date, NHA has submitted the fi nal draft of the Guidelines on the Establishment & Management of Transitional Shelter for Orphaned, Unaccompanied and Separated Children to the DSWD for comment and approval.

Once approved, Ar. Regala said, they shall proceed with the drafting of a Memorandum Circular transferring the role to the Regional Managers to ensure full implementation of the program.

Daniel, who received a Rockstar-like applause, gave a rousing speech before the jam-packed crowd of supporters inside the MOA Arena, reminding everyone that the general idea of creating the UNTV Cup is to extend and further lenda helping hand to those who are in need, specifi cally those benefi ciaries that are chosen by each participating team.

Bro. Eli Soriano, the of Members Church of God International (MCGI), an international Christian religious organization, gave his commendations through a live video feed to the delight of the crowd and members of their congregation. Kuya Daniel and Bro. Eli, were both joyous and grateful with the participating government agencies and their effort to provide assistance to the poor and needy.

To further prosper the relationship between UNTV and the agencies who took part in the event this season, they will incorporate a new segment wherein each agency who participated will be given a scope of an

slot every game day, most likely to be shown during the halftime. This is to invoke the viewers and the fans in perceiving the signifi cance of the departments or agencies that have joined the league. It’s like giving the viewers a walkthrough, to understand and recognize each agency’s mandate and services offered, giving the audience the idea of what they really do.

There was no enforced and not a single Peso were obligated from the team of each agencies before joining the league, instead, each team who qualifi ed in competing are already guaranteed a fraction of the grand prize.

AFP Cavaliers off to a strong start

efending Champion AFP Cavaliers and PITC Global Traders faced each other in the opening game of the season. AFP took care of the game with a commanding win over PITC, 90 – 70 is the fi nal score. Right from the get go, the AFP blasted the game with a strong attack and erected a 33 – 8

at the end of the fi rst canto.

Jerry Lumongsod led the way for the AFP, with stellar support from the Willy Casulla and Dave Cordero. But it was veteran Eugene Tan, who provided the spark with his hustle and intangible effort that actuated the whopping win over PITC.

The league truly is the where sports and competition are in one perspective with welfare and generosity.

In spite of the delayed onset of the program, the fans seem to enjoy every bit of the event, as guest performers entertained the ecstatic crowd. The home grown talent group Wishfuls, Bradz, together with LJ of Plethora, Kuya Daniel’s son Aaron and Joshua with an energetic dance performance and Rhea Basco took charge of the opening act while special guest RnB King Jay-R and Ylona Garcia provided the entertainment during halftime of the fi rst game of the season.

But with the increasing cost of fi lm photography, he temporarily took a breather. He re-launched his art and passion again in 2010 with the on-set of digital photography.

For Ar. Belaguin, portraiture is a “It is more challenging for me to capture emotions in my photographs though I love landscape photography too, as I am an environmentalist,” he continued.

Ar. Belaguin dabbles his free time doing commissioned shoots for weddings and events and shares his knowledge by conducting lectures and seminars to other photography enthusiast groups. To improve on his craft, Ar. Belaguin continues to attend workshops.
