The Asian Highway project, calling for a road network of about 65,000km covering 15 countries,

is based on a 1959 decision of the then ECAFE (United Nations Economic Commission for Asia

and the Far East, now ESCAP, United Nations Economic and Social Commission for Asia and the

Pacific) and the co-operation of the Governments of Afghanistan, Bangladesh, Democratic Kampu­

chea, India, Indonesia. Iran, Lao PDR, Malaysia, Nepal, Pakistan, Singapore, Sri Larika, Thai­

land, Viet Nam and the Philippines who joined this scheme in 1982.

The object of the project is to promote and coordinate the development of international road

transport through the establishment of the Asian Highway system which will eventually connect

all the capitals, industrial cities, important sea ports and other places of tourist and commercial

interest in the region.The international priority routes of Asian Highway network are shown in the above map.

Within the Asian Highway project, greater emphasis is being placed on upgrading sections, im­

proving traffic safety by introducing international road signs and signals, and installing necessary

facilities along the roads, e. g. gas stations, repair workshops, first aid posts and other emer­

gency services and accommodations.Apart from good roads and road-side facilities, it is also important, for better international road

transport, to ease frontier formalities and to provide motorists with useful road and tourist infor­

mation. To make information more readily available, the following five guidebooks have been publish­

ed by the Transport, Communications and Tourism Division of ESCAP with the assistance of the

Governments concerned and Bridgestone Corporation Tokyo. These guidebooks are being distributed

free of charge to interested institutions/organizations and road users on a worldwide basis upon

request.

— Asian Highway Guidebook NO. 1, covering route A-2 in Thailand, Malaysia ana Singapore, route A-12 in Lao PDR and Thailand, and other relevant routes in Thailand; published in

1973 and revised in 1976, 1980 and 1984;

— Asian Highway Guidebook No. 2, covering route A-1 in Iran, Afghanistan and Pakistan: pub­

lished in 1975 and revised in 1978;— Asian Highway Guidebook No. 3, covering route A-1 in India and Bangladesh, and routes A-5,

A-48 and A-49 in Nepal; published in 1976 and revised in 1981 and 1985;

— Asian Highway Guidebook No. 4, covering routes A-2 and A-25 in Indonesia; published in 1978

and revised in 1982;— Asian Highway Guidebook No. 5, covering routes A-4, A-45 and A-47 in India and A-4 in Sri

Lanka: Published in 1983.

It is hoped that these guidebooks will serve to facilitate the development of international road traffic and tourism in the region, and, as a result, promote mutual understanding among the

people.

TOPOGRAPHY

The Indian subcontinent may be divided into three main regions: the Himalaya mountain ranges to the north, the Hindustan plain in the middle and the Deccan plateau to the south.

Himalaya Mountain Ranges"Himalayas" means "Abode of Snow" in Sanskrit, and these mountain

ranges comprise many sky-scraping peaks covered by perpetually brilliant white snow. They extend for a distance of 2,400 kilometres between Nanga Parbat near the curve of the Indus River to the west and Namch Barwa near the curve of the Brahmaputra River to the east. They may be subdivided into Greater Himalayas, Lesser Himalayas and Sub-Hima- layas. All high peaks of the Greater Himalayas are above the snow line, and almost all the high mountains are more than 8,000 metres above sea level.

The Lesser Himalayas consist of the ridge stretching from the Greater Himalayas and the Mahabharat range to the south, and comprise moun­tains of which altitude is 1,800-3,000 metres and of which lower slopes are covered by dense forests of subtropical plants.

The Sub-Himalayas, called the Siwalik Hills, form the southern fringe of the Himalayas and consist of mountains of which altitude is 1,000-2,000 metres. In Nepal and Bhutan, the mountains of up to 1,200 metres in altitude belong to the subtropical zone and are also covered by thick forests of subtropical plants. At the foot of the Siwalik hills in Nepal there is an alluvial plain which is 200 metres above sea level and 30- 50 kilometres in width, extending from east to west. This is called "Tarai"

and is the largest plain in Nepal.

Hindustan PlainThis is the largest alluvial plain situated in the basin between the

Himalayan range and the Deccan plateau. It has a length of 3,000 kilo­metres and a width of about 300 kilometres and stretches between the Indus River to the west and the Ganges River to the east. The altitude of New Delhi, located near the watersheds of the Indus and the Ganges Rivers, is only 239 metres above sea level; thus, the slope of this plain is very gentle and smooth. This is one of the largest fertile plains in the world, supporting national industries and the economy of India.

Deccan PlateauThe name "Deccan ( Dakshina in Sanskrit means ' the South ) does

not strictly signify the entire Indian peninsula, but only the relatively high and cool land extending between the Narmade and the Tungabhadra- Krishna rivers.

This is a large plateau with a slight incline from the west toward the east. It is bounded on the west by the Western Ghats mountain range (1,000-1,500 metres in altitude), which forms a watershed for the plateau, and on the east by the Eastern Ghats mountain range (500-600 metres in altitude). This plateau is also separated from the Hindustan plain by the Vindhya and the Satpura mountain ranges to the north. These two mountain ranges have historically played an important role in preventing the invasion of northern people into the south and securing the protection of the traditional Dravidian and Aryan culture in this area of India.

Ganges DeltaThis is a large delta which extends over an area of about 60,000

square kilometres, formed by the Brahmaputra River and its tributaries flowing into the Bay of Bengal. Its present trunk river is the Padma, running through the central part of Bangladesh from the east toward the south and flowing into the north eastern part of the Bay of Bengal.

The most easterly tributary of the Ganges is the Hooghly River, which was formerly a trunk river. Calcutta is the city which developed along this river. The area of the Ganges delta that lies south of a line be­tween Calcutta and Barisal (Bangladesh) is called “Sandarbans" and is a combination of numerous islets separated from each other by the netlike flows of the tributaries. This is an unexplored area, covered by thick jungles of mangrove trees, in which Bengal tigers live.

CLIMATE

IndiaAs the Tropic of Cancer passes through the northern part of the

Deccan plateau, about half of India may be said to belong to the temperate zone. Climatically, however, the whole area of India is affected by tropical monsoons. The annual average temperature is 24°-28°C. The rainy season, which begins in June and ends in October, is the result of the humid southwest monsoon blowing in from the Indian Ocean, and the dry season from November until May is under the influence of the dry northeast monsoon coming from the inner part of the continent. The annual rainfall is 1,000 millimetres in the area around the middle stream of the Ganges River, 600 millimetres around Delhi, and between 100 and 250 millimetres in the Thar Desert to the northwest.

The climate around Delhi is continental, but the temperature is very hot in the summer from the middle of March to the first half of October. The highest temperatures are recorded between April and the middle of June, sometimes exceeding 47’C. During the monsoon season from the end of June to the end of September, temperatures and humidity are high. In the cool season between the middle of Oc­tober and the first half of March, heaters are sometime used.

NepalNepal is topographically complex, with variable altitudes as well as

seasonal monsoons. The climate of the subtropical plain is quite differ­

ent from that of the mountainous region.In summer, there is more rain in the Himalayan region as it is

affected by the high humidity brought about by the southwest monsoon. In particular, the rainfall can be as high as 2,000 millimetres per year on the southern slopes of the east Himalayas facing the Bay of Bengal. Between 75 and 90 per cent of the annual rainfall takes place in the rainy season between June and September. Because of the subtropical high temperature and rainfall, the Siwalik hills district

is covered by thick jungle. In Kathmandu, which is 1,377 metres above sea level, the average

temperature is 24.6°C in the warmest month (July) and 10.2 C in the coldest month (January). The annual average temperature is 18./C, showing the characteristics of a continental climate. 1 he climate is relatively mild throughout the year, but the day-time temperature and

humidity are higher during the summer season.

BangladeshThe country is generally under the influence of the typical subtropi­

cal monsoon climate of high temperature and rainfall.The mild and dry season begins in November and ends in February.

In the mildest month (January), the day-time temperature is around 25°C.

The hottest months are from March until May, when the day-time temperature often exceeds 40 C.

During the monsoon season, which starts in June and lasts until September, the temperature falls slightly and the rainfall greatly increases. Bangladesh suffers from continuous heavy rain caused by cyclones breaking out from the Bay of Bengal. The annual rainfall is about 1,300 millimetres in the western district, about 2,500 millimetres in the southeastern and the northern districts and about 5,000 milli­metres in the northeastern district.

The humidity is very high throughout the year, reaching as much as 90-98 per cent during the monsoon season. The discomfort index is also high, even if the temperature should drop.

IMPORTANT PLACES OF INTEREST

IndiaDelhi: Capital of the Republic of India. Historically, Delhi was

the most important political and strategic base used for entering the corridor centred on the Ganges River when the various invaders from north western countries tried to expand their power over the whole territory of the Indian peninsula. Thus, there are many historical sites depicting various stages of national development. Ex­amples are: Red Fort, Jama Masjid, Humayun’s Tomb, Qutb Minar, Lakshmi Narayan Temple, Raj Ghat and Connaught Place.

Agra: The old city of the Taj, situated 195 km south of Delhi on the banks of the Yamuna River. It has many large structures. Examples are: Taj Mahal, Agra Fort and Fatehpur Sikri.

Khajuraho: an ancient capital of the Chandera dynasty, built between 950 and 1050 A.D., renowned for its magnificent temple surrounded by stone walls on which many groups of holy

sexual images are carved in relief.

Varanasi: sprawling along the left bank of the Ganges River, is an ancient city of the Hindus, containing many temples and holy places, examples are: Ghat, Vishwanath Temple, Monkev Temple, Sarnath and Varanasi Hindu University.

Bodh Gaya: near Gaya is the sacrid Buddhist site, where under the Bo tree Buddha attained enlightenment.

Calcutta: a mere village in the seventeenth century, Calcutta is today one of the biggest cities of the world, with many

splendid buildings, gardens, parks and squares. In the centre of the city is a beautiful park, known as the Maidan, in which stands Fort William, the original British settlement. Also in the Maidan, by the Hooghly River, is the Victoria Memorial Hall, Calcutta’s finest building. Other places of interest are the Indian Museum, the Jain Temple, Kalighat and the Botanical Gardens.

NepalKathmandu: capital of the Kingdom of Nepal as well as the biggest

city of Nepal. It contains the traditional multiple-storeyed palace made of timber in the unique style peculiar to Nepal as well as many temples and houses decorated with exotic sculptures. Places of tourist interest are: Durbar Square, Hanuman Dhoka, Kumari Bahee, Nara- yanhity Durbar, Balaju Baisedhara, Swayambhunath and

Bodhnath.

Pokhara is 200 km west of Kathmandu. This town is the old base used by the caravans going back and forth between Tibet and India. Lake Phewa Tal is nearby. The sky­scraping peaks of Dhaulagiri, Annapurna, Machapuchhre and •other high mountains tower above. The scenic and mag- nificient view enjoyed from this town in the morning and evening cannot be found anywhere else in the world.

The best places to see the Himalayas are:Kakani Hill, about 32 km northwest of Kathmandu;Daman, 80 km southwest of Kathmandu, and situated on the mountain highway Tribhuvan Rajpath (A—5);Nagarkot, about 35 km east of Kathmandu.

BangladeshDhaka: founded in 1608 as the seat of the Imperial Viceroy of

Bengal and world-known for its fine silk and muslin. Called the “City of Waters”, it is situated at the conflu­ence of the Jamuna and the Meghna rivers, and contains many historical ruins such as Lalbah Fort.

Chitta­

gong:

the second largest city of Bangladesh and a busy inter­national seaport for exporting jute and tea. Chittagong is also the most developed area in Bangladesh, with many heavy, medium and light industries located there.

Cox’s Bazar:

situated 64 km east of Chittagong, facing the Bay of Bengal. With the world’s longest stretch of beach sloping gently into the blue waters, it is one of the most beautiful seaside holiday spots in the world.

Kaptai: situated 64 km east of Chittagong. This is a man-made lake spreading over an area of 678 square kilometres, and was formed by damming the Karnaphuli River. Once a happy hunting ground for wild animals, such as ele­phants, tigers and leopards, Kaptai is now a quiet modern township served by good roads and modern amenities.

Sylhet: is world-famous for the production of high-quality tea, with over 150 tea gardens spreading over a vast area

of land.

ADVICE TO MOTORISTS

1. Sometimes pedestrians do not observe traffic laws and regu­lations. Cyclists, carts and cattle move freely over the road. So, a motorist driving his car in these countries is requested

to be cautious.2. As drivers of large-sized vehicles, such as buses and trucks,

sometimes do not give way to other traffic, motorist must be very careful in overtaking other cars as well in observing other cars coming from the opposite direction. The driver is recom­mended to steer his car over to the shoulder (off the carriage­way) and give way to bigger vehicles.

3. Killing or injuring animals is prohibi ed, so a motorist must exercise great care in watching for animals roaming or crossing roads. It must be kept in mind that Hindus believe that an ox or cow is a divine messenger of the God Siva, one of the three great gods of Hinduism.

4. Along the Asian Highway routes, there are small markers at an interval of 1 km and large milestones at an interval of 5 km which give the distance (metric system) to and from main cities or towns. In Bangladesh these milestones give the distance in miles.

5. In India, Nepal and Bangladesh, there are many transit tax check stations at various locations, including the national borders, to collect the tax from trucks transporting goods.

6. Although wayside facilities have been considerably developed along the Asian Highway in this region no facilities such as gas stations, repair workshops etc. exist for long distances in rural or mountainous areas. In the event of breakdown tourists cannot expect early rescue services and it is there­fore important to check cars completely before starting a

journey.7. In Bangladesh, every motorist is forced to use ferries when

crossing big rivers if he makes a long trip in country. It is recommended that the tourists travel itinerary be planned be­forehand, taking into account the time required for crossing the rivers by ferry. A small amount of local currency should be kept ready for charges at toll bridges or car ferries.

8. In Bangladesh, many speed breakers are placed before and after old and weak bridges. When approaching and leaving such bridges, a sharp decrease in running speed is necessary

for safe driving.9. In Bangladesh, most of the road signs and milestones are

written in Bengali. Tourists should therefore use maps care­fully to check their route before departure.

10. In India and Bangladesh, it is strictly prohibited to take a

photograph of a military installation, airport, railway facility, bridge, irrigation system or government building. Aerial pho­tographing is also prohibited.

11. There are many western-styled hotels in the main cities of India. However, foreign visitor cannot expect such hotels in Nepal and Bangladesh, excepting Kathmandu, Pokhara, Dhaka ana Cox’s Bazar “Guest Houses" operated under the auspices of the Governments are available if the tourist obtains a per­mit beforehand.

12. In India, several "Tourist Complexes,” consisting of lodging, gasoline station, repair shop, post office, etc. in a single

compound, are available for motoring tourists.13. Because of the topography in Nepal all the roads in Nepal

have been constructed around hills and mountains. Thus, there are many S-shaped or hairpin curves and steep slopes. As guard-rails are not fully provided along the edge of the road, the motorist must watch out for falling rocks and vehicles approaching from the opposite direction.

14. A-5 route from Hetauda to Naubise in Nepal passes through a mountainous area. During the rainy season when driving conditions are hazardous an alternative route is by way of Asian Highway No. 2, the National Highway from Bharatpur to Mugling and then Asian Highway No. 49.

15. It is recommended that motorist carries with him a sufficient quantity of drinking water boiled and filtered before starting a long trip in country. Natural water in local areas usually contains organic and inorganic matter.

16. As frontier formalities take a relatively long time and the immigration and customs offices close at night, it is recom­mended that foreign tourist spend a minimum of one night at a hotel or lodging near the border and cross the border early the next morning.

17. It is recommended that foreign tourist carries with him several copies of his passport-size photographs in case immigration or customs officers request additional copies.

18. It is recommended that foreign tourist intending to cross border obtains the prior information from the goverment authory or the diplomatic mission abroad of the country concerned, re­garding the location of the frontier offices and necessary for­malities for crossing border.

ROAD CONDITIONS

India

The total length of the roads in India is about 1.7 million km. In spite of the vast area of the country, the road networks have been developed considerably and cover many areas. Ad­ministratively, the roads are classified into six categories: national, state, local trunk, local general, village and other.

The existing national roads form main networks of the Asian Highway. However, the section of route A-2 between the point 60km east of Moradabad and the India/Nepal border is the existing local road.

The Asian Highway route A-1, which is mainly composed of national highway No. 1 and No. 2, running from the west to the east across this country is double-carriage paved road in almost all the sections except those between Calcutta and the Bangladesh/India border.

Route A-1 traverses the Hindustan plain between the India/ Pakistan border and the India/Bangladesh border and is a flat road except for the section between 120 km east of Sasaram and 20 km west of Asansol where it touches the edge of the Dhakan plateau and the road surface is undulating. The land­scape along this route varies, relieving the motorist of monoto­nous driving.

In India, Asian Highway routes A-1 and A-5 are now of a reasonable standard as regards road width, pavements, road signs and wayside facilities.

In traffic congested sections of many cities along the routes, such as Etawa, Kanpur, Asansol, Allahabad, Fatehpur, Calcu­tta and Motihari, efforts are being continued to widen 2-lane roads to 4 lanes or construct bypasses.

Traffic volume on these routes has increased considerably, more than 50 per cent of which consists of commercial vehicles.

NepalThe road construction and improvement works started 25

years ago. At present, the trunk roads are mostly construct­ed and the branch road are being developed.

With assistance given by India, the Asian Highway route A-5 between Kathmandu and the Nepal/India border was con­structed in the form of a gravel road during the years 1954- 1956.

It has since been completely asphalt-paved and has two lanes up to Hetauda from the Nepal/India border and from Naubise to Kathmandu, and a singlelane between Hetauda and Naubise. The section of 114 km from Kathmandu to Kodari at the Nepal/ China border is singlelane, generally asphalt-paved except for partial earthern section.

Route A-2, which is mostly a new road, has been constructed with assistance provided by India, the USSR, the United King­dom and the Asian Development Bank. The section of route A-2 eastward from Simra, the point where it branches off from rou­te A-5, has already been opened to public traffic. While the sec­tion between Butwal and Narayangarh is singlelane paved, route A-2 between Narayangarh and Hetauda, which is important as a part of a bypass of A-5 form Hetauda to Kathmandu, is double-lane paved. The section of about 250 km westward from Butwal Kohalpur is already completed and the other section from Kohalpur to the Nepal/India border is now under const­ruction.

Route A-48 between Pokhara and the Nepal/India border has been completed with asphalt-paved two lanes, and route A-49 between Pokhara and Kathmandu has been completed with an asphalt-paved single-lane.

As nearly 25 years have passed since the completion of route A-5, the asphalt road surface has deteriorated and it requires repair.

BangladeshEfforts have been made to complete the road networks since

national independence in 1947 and particularly since Bangladesh became a single independent nation in 1971. The shoulder-zone is as wide as 2-3 metres and both sides of the road are lined with trees. However, as a result of cyclone damage in 1970, followed by the prolonged civil war with Pakistan, many dykes and bridges were seriously damaged and destroyed, and reha­bilitation and repair works have been continued.

A section of about 420km of route A-1 between Aricha and Chittagong and between Magura and Jessore has been com­pleted with asphalt-paved two lanes, while other sections of the Asian Highway are still mostly single-lane paved.

Many large rivers, including the world-famous Ganga, inter­sects the country and most of them lack bridges. Thus route A-1 is forced to cross rivers by means of ferry services at 4 places. A feasibility study, detailed engineering and design of bridges are in progress with the assistance of JICA and other agencies, in order to discontinue car ferries on these sections.

A large-scale road construction is completed on route A-1-b between Khulna and Mongla which connects route A-1 with the Mongla port. On route A-1, a bypass between Magura and Jessore is almost complete toact as a short-cut. A large-scale bypass between Chandina and Comilla is now under construction.

TEMPORARY IMPORTATION OF VEHICLES

India:a) Automobiles, motorcycles with motor and trailers (whether

imported with the vehicles or separately): Can be tem­porarily imported free of duty under cover of the Carnet de Passage en Douane or Triptyque.

b) All vehicles brought in under the Carnet or Triptyque will be allowed free entry without customs duty for a

period of 6 months stay in India.C. Normally the Carnets are valid for one year, but they

are admitted in India only for six months from the date the vehicle entered India.

d) Third party insurance is compulsory for automobiles

and motorcycles.

Nepal:a) Nepal is not party to any of the International Customs

Conventions drawn up in New York, 1954. However, AIT and FIA carnets de passage en douane are accepted in Nepal.

b) For temporary importation of automobiles, motorcycles and bicycle with engine, free of duty and tax, no for­malities are required if the carnet is carried by the

visitor.c) The temporary importation period is six months.d) If the visitor is not in possession of the carnet, customs

duty at the rate of Rs. 10 per day will be charged.

Bangladesh:a) Bangladesh is not party to any International Customs

Convention. However, AIT and FIA carnet de passage en douane is accepted in Bangladesh.

b) For temporary importation of automobiles, motorcycles and bicycles with auxiliary engine, free of duty, no for- mailities are required, if the tourist is in possession of the carnet, provided that the value of the vehicle concerned should not exceed the amount of 20,000 TK (St.L1 = 18.9677 TK). If the vehicle’s value should be in excess of 20,000 TK. it is necessary to obtain a permit from the Revenue Office.

c) The temporary importation period is six months.

TRAFFIC REGULATIONS

India:1. Rule of Road:

a) Drive on the left and overtake on the right.2. Recognition of visitor’s driving licences:

a) Valid national driving licences are recognized, provided (1) they are issued by a country party to the 1949 Convention on Road Traffic and (2) they contain substantially the same particulars as are given in the model International Driving Permit.

b) International Driving Permits are recognized if drawn up according to the 1926 or the 1949 Convention.

c) Valid foreign national driving licences are recognized for visitors driving the private vehicles registered abroad, temporarily imported into India or the private vehicles registered in India , hired, or borrowed by the visitor, or the commercial vehicles registered abroad, temporarily imported into India. However, these licences are not recognized for driving the commercial vehicles registered in India.

3. Registration Certificate:a) National registration certificates are recognized only

for the vehicles registered in a country to the party

1949 Convention.b) International Certificates for Motor Vehicles are

recognized for vehicles registered in a country not party to the 1949 Convention.

c) A visitor who is not in possession of a recognized national or international registration certificate is required to produce the vehicle, after customs clear­ance, to the registrating authorities concerned for

the inspection.4. Insurance:

a) Third-party insurance is compulsory for all motor vehicles in India.

b) Insurance policy issued abroad is not accepted. The West India Automobile Association (Churchgate rec­lamation, Lalji Naranji Memorial Building, Bombay 20 BR) is not in a position to procure short-term in­

surance in advance for visiting motorists They must take out a short-term insurance policy in a nearby town after arriving in India. Premiums are determined by the horsepower of the vehicle.

Nepal:

1. Rule of Road:a) Drive on the left and overtake on the right.b) Nepal is not party to any of the international road

traffic conventions, but the rule of road is similar to that of India.

2. Recognition of visitor’s driving licences:International Driving Permit (1949) is recognized for up to 15 days, after which a local licence must be obtained.

3. Recognition of visitor’s registration certificate:Valid national registration certificate is accepted.

4. Arrangement for visitorsTemporarily imported vehicles may circulate in Nepal for up to 30 days, free of road tax.

Bangladesh:1. Rule of road:

a) Drive on the left and overtake on the right.2. Recognition of visitor’s driving licence:

Though Bangladesh is not party to the International Road Traffic Convention (1949), the international driving permit and the national driving licence are recognized.

3. Recognition of visitor’s registration certificate: International registration certificate and national regis­tration certificates are recognized.

4. Arrangement for visitors:Temporarily imported vehicle may circulate in Bangladesh for up to the date of expiry of stay in Bangladesh.
