The camdeboo Local Municipality intends to consolidate existing erven in Nieu Bethesda (ward
7)andre-subdividetoprovide250servicedervenandconstructhousesthereon.Theapplication for township establishment and approval will be done in terms of the Land Use
planning ordinance 15 of 1gg5. The layout plan comprises 250 residential sites with an average
size of 216 sq.m (18mx12 m). House size is anticrpated to be 4osq'm as per the Department of
Human settlement standards. The project is to provide houses to persons listed as beneficiaries
with the Department Human Settlement'

My concerns in relation to the proposed d;(1) | am a medical doctor and purchased these two properties with a
view to establishing a medical practice within the town and workingpart time in Graaf Reniet. lf this proposed development goes aheadand the nature of the area is changed, I will not be able to do so andwill have to sell my properties as a result.
(2) | bought in Nieu Bethesda because of the history of the town,architecture and it's old world feel, which is what draws a lot of thetourists to the town (its primary source of income), as well as artistsand creative thinkers. The whole atmosphere of the town will bealtered with the increased number of residences and this will impactnegatively on the tourism and creative industries in the town as wellas the Eastern Cape.
(3) | am advised that the proposed development is being built on landthat regularly floods.
(4) lf the development is being built to house peopte who are notcurrently resident in the town, where will these people findemployment? | understand that there is already approximately go%unemployment in Pienaarsig.

W concerns in relation to the proposed developments include:
(1) Given that my property is located so close to the proposed
develooment and in such an exposed location in terms of security to
the proposed development, I will be putting the house on the market
if the development goes ahead.
(2) | bought the properly to move to the town and start a business - this
will not be oossible if this development is so close to my property.
(3) The building of 250 homes so close to the town will impact on the
historical/heritage nature of the town and may well result in tourists
no longer coming to the town. This will impact on the primary
source of income for the town.
(4) lt seems that this development and its impact on the existing and
future residents of the town has not been properly thought through
and planned. Examples of this include that the area regularly floods,
lack of employment opportunities for the residents of the proposed
development and the impact on the nature of the town and crime of
this proposed develoPment.

However I hear what you say and will discuss it with folk in bethesda this week as I am going to be there-if they want to reapply or pursue the matter, we are grateful for your advice.
I no longer live in Bethesda (although I own property there ) so somebody else is going to have to run with
it-quite a tall order in such a small village
The Owl House was declared a provisional national monument some years ago, but the matter somehow
went sour in the very final stage-some folk from the township opposed it, and it came to nought
I recently tried to reawaken that process but the present board of directors was not keen to pursue it,
fearing it would lead to outside interference (not true of course )

I am the archaeologist appointed by lsi-Xwiba for the proposed Nieu-Bethesda Housing Development on
which you registered as l&AP and have received sets of info regarding the proposed National Heritage
declaration of Nieu Bethesda via Chris Bradfield. lwill needlessto saytake cognizance of this in my report.
As a norm not compulsory in an Archaeological lmpact Assessment (AlA) report for purposes of
development, the NHRA 1999 make provision for additional heritage or socio-cultural consultation where
individuals or organizations register or request this. I as a norm highlight this in my report, so aside from
the l&AP comment, should you wish to be additionally consulted with respect specifically to heritage it can
be requested for purposes of the proposed development. The proposed development application if lcanput it as such, will then follow its own course, according to the environmental process, but a copy of my
report highlighting this will be made available to all l&AP's during the course of the process.
However, aside from that, rather disturbing is your application for National Heritage declaration, and I
regret to inform you that if SAHRA had not responded by now it probably went lost in the system. In the
interim much in terms of heritage compliance have changed in the Eastern Cape. Heritage for purposes of
development and all provincial heritage issues are now managed by the Eastern Cape Provincial Heritage
Resources Authority (Ec pHRA), National heritage issues within the province are still managed by the south
African Heritage Resources Agency (sAHRA). In the interim an online system has been instated (sAHRls) -
you will probably be requested to repeat the total process online. I have had a look on sAHRls; limited info
on the owl House only and nothing much more on Nieu Bethesda - sincerely speaking not good news for
you, because very definitely I can say no one is looking at or addressing your application' There is ZERO
record thereof on SAHRlsl lsuggest you URGENTLY get in contact with the sAHRA Head of Archaeology
and palaeontology (ApM) Unit, colette scheermeyer and perhaps try and secure an appointment with her
/ or the relevant sAHRA officer dealing with declarations, Colette will advise, while in Cape Town (l
understand from Chris that you are at present in Cape Town). Colette's contact details are
[email protected] /Tel:02I462 4502. The SAHRA offices are situated at 111- Harrington Street,
CPT.
