Malaysia Hindu Sangam is a brain child of the late Shri K. Paramalingam KMN. He was a barrister at law and was then the Director General of Public Trustee Department. He was greatly assisted by the late Shri K. Ramanathan, a lawyer by profession and an ardent Hindu. Shri K. Ramanathan was the president of Malaysian Indian Congress from 1950 – 1951. He was also the founder of Malaysian Arulneri Thirukkuttam. On 15 April 1963, an ad hoc committee was formed by Shri. K. Paramalingam, Shri. G. V. Thevar, Shri Hari Chand Saradha, Shri. S. Palanivel Pillai and Shri S. Dhuraiappah. This committee then prepared the groundwork to form an organisation for Hindus in Malaysia. In January 1965, the ad-hoc committee organised a seminar of all Hindu organisations and some leading temples met at the famous Maha Mariamman temple, High Street (now Jalan Tun H. S. Lee) Kuala Lumpur. The name Malaysia Hindu Sangam was chosen and it was officially registered under the Companies Act on 23 January 1965.

What is a Company Limited by Guarantee? MHS is registered with the Registrar of Companies as a Company Limited by Guarantee (CLBG).

CLBG is a form of business structure often used by non-profit organisations, clubs, co-operatives, social enterprises, community projects, membership organisations and charities. It is common practice for CLBG companies to retain their profits within the company in order to reinvest in its operations and activities rather than distribute the profits to their members.

Unlike a company limited by shares, a CLBG company has no share capital or shareholders.

Presently, in Malaysia, there are 1331 CLBG companies. A large number of them carry the word ‘Yayasan’ or ‘Foundation’. Any change or amendment to the Memorandum and Articles of Association of a CLBG shall require a resolution to be passed in its Annual General Meeting and further approval from the Minister. In contrast, a Society under the Registrar of Societies (ROS) may change or alter its constitution with its members’ approval alone and requires only the approval of the Registrar. A CLBG company has to file accounts and annual return at the Registrar of Companies (ROC) annually. There accounts are available for public. A CLBG has an existence which is legally separate from its members. This means that property and other assets can be held in the company’s name, the company can enter into contracts and employ people. Limited liability also serves to protect the members of the company from personal liability for the company’s debts. Appointment of directors also requires approval from the Registrar of Companies. The Registrar may conduct a security vetting on the potential director.

Therefore, forming a CLBG has several advantages over forming a society registered with the Registrar of Societies.

Malaysia Hindu Sangam, as the mother body for all Hindu temples and organisations, surely need to safeguard its position and interest at a higher level!

KEY RESULTS AREAS

EMBLEM Auspicious Kumbha with the symbol of Aum in Sanskrit and the

motto “த ொண்டு” or “Service” written in Tamil and English.

In Hinduism, God is worshipped in several symbols. In temple worship,

the Divine is often invoked in a pot filled with water. Therefore, the

holy Kumbha with symbol of the Pranava represents the Hindu

Dharma aptly. Moreover, both Kumbha and Pranava are common

symbols used by all Hindus, regardless of sect, denomination,

language, or region. This truly reflects the nature of Malaysia Hindu

Sangam as the representative body for all Hindus.

MOTTO The Bhagavad Gita (18.46 & 9.24) states that the all-pervading God is the ultimate source of

all work and the Enjoyer of the fruits of all sacrifice. Hence all work is to be done as worship

and the fruits of actions are to be offered to the Lord. One of the important principles Swami

Vivekananda proclaimed to the world is “To serve Jiva as Shiva’. He who sees Shiva in the

poor, in the weak and the diseased, really worships Shiva; and… with him Shiva is more

pleased than with the man who sees Him only in temples.” Since man is potentially Divine,

service to man is indeed service to God. Instead of looking upon a needy person as an object

of pity, he should be looked upon as an object of worship. Such an attitude elevates both the

giver and the recipient. Therefore, to inculcate this high value, the motto of Malaysia Hindu

Sangam is “SERVICE”.

Dear Members, I am very pleased to report that Malaysia Hindu Sangam has powered through the challenges of 2019 to deliver our best services to our religion and community. But first, allow me to heartily thank the Almighty for the year 2020. It is the much-awaited year for many of us, who believed that 2020 will bring us a better future. God had a better plan! In the form of a virus, the

whole world was hit with the reality that all our dreams and visions are nothing but vanity. Once again, we were reminded to appreciate the little things in life, such as good food, family union, and the spirit of reaching out to humanity. The worst of times often brings the best in some people. Therefore, despite suffering and untold misery caused by the pandemic, it has also helped us to better ourselves as human beings. I thank all the volunteers in the frontline during the Covid-19 pandemic. They did not simply provide help to the needy. But they gave them hope in the Almighty. They are in our midst to show that the Hindus care for their Hindu brothers and sisters. Their tremendous selfless service during this pandemic has become our beacon of hope that Hinduism will live in this country for ever. I also applaud the government of the day for its initiative to control the deadly virus and help all Malaysians without any distinction to survive months’ long lockdown. Malaysia Hindu Sangam also thanks the government for giving us an opportunity to be the voice for Malaysian Hindus, especially the temples. We have worked closely with various agencies to tackle the pandemic and create awareness among the Hindus. To alleviate the financial difficulties faced by the temples during lockdown, the government has accepted the proposal from Malaysia Hindu Sangam to allocate financial aid to the temples. We shall channel the funds to the temples as per the requirements set by the government soon. Last but not least, I need to mention the role played by Malaysia Hindu Sangam’s State and Local Councils who worked tirelessly to carry out the aims and objects of the Sangam. More than RM600,000 were spent this year alone to carry out various social welfare activities throughout the country. We cannot sufficiently thank their efforts in collecting funds from donors and carry out relief works, distributing food provisions for the needy during the lockdown period. May this spirit of service give us strength to redouble our work in future! Looking back, our performance in 2019 demonstrates that we are on the right track to lead the Hindus in this country and we can expect even better results in the years ahead. Malaysia Hindu Sangam has reached a historic milestone in 2019 by the completion and consecration of the Satguru Sri Jeganathar Swami Aathma Nilayam, in Tapah. Crossing many hurdles, Malaysia Hindu Sangam finally accomplished the monumental task of building a temple to enshrine the Murti of Satguru Sri Jeganathar Swami at the place of his Samadhi. I am grateful to all the devotees who contributed to the construction and consecration of this holy spot. I truly believe that this will be remembered as the greatest achievement of Malaysia Hindu Sangam during my tenure as the National President.

54 years of moving forward Moving into 2020, we have introduced Telegram to communicate promptly with our members and public. News of our activities and programmes are updated daily on our official Facebook page and WhatsApp groups. Every member of Malaysia Hindu Sangam must do their part to disseminate useful information on Hinduism and the Sangam’s news among their circle of family and friends. However, we must be vigilant of virus news which only cause harm to others. Malaysia Hindu Sangam strongly condemns miscreants who abuse the social media platform to tarnish any individual or our organisation. On several occasions, we have also lodged police reports against some individuals for their hate speech and activities. Here also, I must thank our Local and State councils for rising to the occasions. Further to this, Malaysia Hindu Sangam have also embarked on a new initiative “MySangam FB Live Show”, showcasing various topics related to Malaysia Hindu Sangam’s vision, mission, objectives, Key Result Areas (KRA), besides providing platforms to address various current issues affecting our religion, Hindus, temples etc. in Malaysia. We have revamped the 1H1R scheme as Malaysia Hindu Development Fund (MHDF). With this scheme, we aim to ensure that the Sangam and the development of Hindu religion in this country do not face any financial hitch. Every Malaysian Hindus must take this opportunity to support the Hindu religion through this scheme. We truly hope that MHDF will pave way for Malaysia Hindu Sangam to carry out many projects which have been stalled for lack of fund, such as developing a comprehensive religious training programme, and Diksha Camps for all Hindu children. Children are our hope for the future. Malaysia Hindu Sangam is working at all levels for the physical, moral, cultural, and religious wellbeing of the Hindu children in this country. To address issues such as child sexual abuse, domestic violence, and broken families, Malaysia Hindu Sangam is also working together with other organisations to create awareness, and educate our community. Many youngsters are coming forward to help us carry out such awareness campaigns. I urge more youths, especially young ladies, to come forward to create awareness in issues affecting our children. Malaysia Hindu Sangam Youths play a vital role in becoming role models for Hindu youths in the country. Youths can contribute to the Sangam in various capacities. In recent years, many youths are leading our Local Councils and holding important positions in Malaysia Hindu Sangam. There are ample programmes for their trainings and development, and we are always open to accept new challenging ideas from the youths for their betterment.

Note of Appreciation To all Malaysia Hindu Sangam Local and State Councils, I would like to say how proud I am that you have risen to the occasion time and again to excel and exceed expectations from all. Your creativity and willingness to push hard, continuously evolve, adapt and change have made 2019 a great year for Malaysia Hindu Sangam. I believe that when the nation is facing the strongest headwinds, it is our unity and trust in each and every one that can keep us afloat. On behalf of the Central Council Members, I also wish to express our sincere gratitude to our donors, well-wishers, associates and temple administrations. Your contributions have helped us to overcome financial turbulence and strengthen our foundations. Although challenges undoubtedly remain, I am confident that we have the right strategies in place for a better year ahead. Malaysia Hindu Sangam remains as determined and committed as ever to serve our Hindu sisters and brothers with continued support from all our members and donors. Certainly, for Malaysia Hindu Sangam, the best is yet to come!

Minutes of the 42nd Annual General Meeting

1. Prayer / MHS Song / National Anthem

The 42nd Annual General Meeting (AGM) started with prayer, lightning of Kuttuvilaku, singing

of Thevaram, Elhucchippadal, and National anthem followed by silent prayer for the deceased

members.

2. Welcome Address Sangapooshan Sri Kasi T.Ganesan, the Honorary General Secretary welcomed and thanked

everyone present.

There were 280 members present, therefore the required quorum for the AGM was fulfilled.

3. President’s Address Sri Kasi Datuk RS Mohan Shan, the National President delivered the address (refer to pages 5-10 of the 42nd Annual Report).

4. Special Address by Guest of Honour

None

5. Presentation of Awards

Awards were presented to the receipients of Sangaratna, Sangapooshan, and Best Volunteer Awards.

Hindu Development Fund was launched. Some Central Council members, Local Councils, and

Temple members gave donations. The sum of RM8,100 was collected on the occasion.

Donation was collected from the members present to sponsor a student of University Malaya, Ranjita from Ulu Tiram. The sum of RM5000 was presented to the student.

6. Election (I) Eleven (11) members for the Central Council

Two (2) members have resigned from the Central Council namely:

Therefore, eleven (11) positions were vacant.

On 23rd June 2019, only eleven (11) Nomination forms were received by the Election Officer. As there being no other contestant, all the eleven nominees were accepted without contest.

Matters arising from the Annual Report

• Membership

To increase youth membership between ages 18 to 23, a special discount of 25% will be given.

Each Local Councils shall register at least 5 youths (ages 18-23) by end of 2019. Local Councils

which fail to meet this requirement will not be allowed to conduct the Local Council Annual General

Meeting in 2020.

• Thirumurai Competition

Students who wish to participate in the Local Council Thirumurai shall be allowed to participate

in their respective Local Council. No student shall be discouraged or rejected for whatsoever

reason.

Students who do not have Malaysian Birth Certificates or NRIC can be allowed to participate by

producing their parent’s Malaysian Identity Card.

• Immigration Issues

Temples are facing difficulties to employ Gurukal. The Immigration Department has recently

made stricter regulations and allow only limited numbers of Gurukals. The Sangam has

brought this matter to discussion with the Immigration, and yet to receive favourable reply.

9. To receive & adopt the Audited Statement of Accounts for the year ended 31 Dec 2019.

Honorary Treasurer presented the combined Audited Statement of Accounts for the year 2019

and it was unanimously received and adopted.

10. Any other resolution

Internal Resolutions for 2019

• To review and revise the existing Strategic Plan (2016-2019).

• To conduct an induction course for all new office bearers from Local and State Councils.

• To increase youth membership and engagement in MHS.

• To revamp 1H1R scheme as Hindu Development Fund to ensure steady funding for MHS.

• Only LMI and DMI members are eligible to contest for the Central Council post.

External Resolutions for 2019

• MHS pledges to promote racial and religious harmony in the country by active

participation in interreligious and multiracial discussions.

• MHS urges the Ministry of Education to make Hinduism Studies as compulsory subject

during school hours for all Hindu students in the primary and secondary schools.

• MHS urges the Malaysian government to deport Zakir Naik to India immediately upon

request from the Indian government.

• MHS urges the Malaysian government to take serious action against anyone who

condemns the Hindu religion.

• MHS petitions the Malaysian government to appoint the MHS representative as a Senator

as the MHS is the largest organisation for Hindus which makes 85% of Indians in

Malaysia.

Honorary General Secretary informed that written notices were received from the members

Q: Whether the activities of the Sangam are duly communicated with the members?

A: Yes. Every day the activities of MHS are posted in Facebook page and WhatsApp.

Q: Are there any standardisation of Temple Archanai?

A: The Malaysian Archagar Sangam has guidelines on Archanai and Yagam fees. However, some temples set their own fees based on their financial condition.

Q: Awards must be given to Temple Gurukals and Archagars.

A: MHS awards are also given to ‘Organisations’. This can be further discussed.

Q: Are there any Facebook pages on news related to Archagars?

A: Enquiries can be made to the Archagar and Gurukal Sangams.

Malaysia Hindu Sangam is the body representing the Hindu religion in Malaysian Consultative

Council of Buddhism, Christianity, Hinduism, Sikhism and Taoism (MCCBCHST) since 1984.

MCCBCHST is composed primarily of officials from the five main non-Muslim faith communities in

Malaysia and acts as a consultative and liaison body towards more open dialogue and co-

operation.

Established in 1983, it is dedicated to the promotion of goodwill, harmony and unity amongst all

Malaysians irrespective of creed, religion, race, culture or gender. Round-table dialogue is its

principal and preferred means to resolve potential conflicts arising from differences in a plural

society. We believe that there can be Unity in Diversity. Many Faiths, One Nation is our vision for

Malaysia.

MCCBCHST Aims & Objectives

Aims:

(a) To promote understanding, mutual

respect and co-operation between

people of different religions.

(b) To study and resolve problems

affecting all inter religious

relationships.

(c) To make representations regarding

religious matters when necessary.

(d) To advance and promote the

religious, cultural, educational and

social rights and interests of the religious bodies.

Objectives:

(a) To uphold and promote the ideas as enunciated in the Rukun Negara.

(b) To promote unity, harmony and understanding amongst people of different religions

through conferences, seminars and other channels.

(c) To print, publish and distribute journals, periodicals, leaflets or books that the Executive

Committee may consider desirable for the promotion of its objects, with the proviso that,

prior approval must be obtained from the competent authority.

Reports of Hindu Advisory Board

Hindu Advisory Board is formed

under Article 16 of the Sangam’s Constitution.

The role of the Board is to

determine all issues relative to Hinduism and to advice the

Central Council on the

implementation or carrying out of the Objects of the Sangam.

23 February 2019 - Resolution to oppose the formation of Hindu Endowment Board. Doubts are raised on why only the Hindu religion should be subjected to control by the government while other religions do not seek such government-controlled body to interfere in their affairs. The Board is of the view that eventually, the formation of HEB could lead to infringement of the religious freedom of the Hindus.

January 11, 2019 – Religious leaders from Malaysian Consultative Council of Buddhism,

Christianity, Hinduism, Sikhism, and Taoism (MCCBCHST) met the Prime Minister, YAB Tun Dr

Mahathir Mohamed at Putrajaya. Firstly, the leaders congratulated Tun Dr Mahathir for the

success of the Pakatan Harapan government.

The Religious leaders raised several crucial issues faced by other religions in Malaysia.

Among others, matters related to the formation of a Theocratic Islamic State in Malaysia

which contravene the Federal Constitution, the formation of Hindu Endowment Board,

review of Law Reform (Marriage and Divorce) (Amendment) Act 2017 were discussed.

Another concern expressed was the increase of religious and racial hatred in Malaysia. The

leaders expressed their concern over the inaction or delay in settling several cases of

abduction of religious leaders and in giving effect to the Court’s order in Madam Indira

Gandhi’s cases.

Datuk RS Mohan Shan, the current President of MCCBCHST said that the discussion was

fruitful. It was hoped that Tun M. will give due recognition to MCCBCHST for its role in

ensuring harmony among the different religions

Train the Trainers at Penang 22, 23, & 24 December 2019 @ The

Ramakrishna Ashrama, Penang

Train the Trainers for Religious

teachers was organised by MHS

Bukit Bendera in collaboration with

Sadhanas.

Training was conducted by Sri

K.Senthi and Kumari M.Nagaranee.

National Hindu Religious Camp - Level 1 27-29 September 2019 at Broga, N.Sembilan

The theme for Level 1 was “Common Tenets of

Hinduism”.

Total of 66 participants from all over the country.

Srimad Swami Brahmajnanananda and Prof Dr.

Thilagawathi from the Hindu Advisory Board spoke

on The Greatness of Hinduism and Pancha Mahayajna

respectively. 7 other speakers delivered on another

7 common tenets. At the end, participants presented

their discussion on the common tenets.

The Camp ended with Prizing Giving for the Best

Group and presentation of certificates. Participants

were enthusiastic to go to the Level 2 Camp which is

expected next year.

Religious Dissemination

Training was conducted by Sangapooshan A.Krishnan, Sri K.Senthi

and Kumari M.Nagaranee.

41 eager students completed the course of 12 sessions carried out

on Sundays from 9.30am to 5.00pm.

Each session contained lessons on Hinduism and teaching skills,

individual and group activities, students’ presentations, as

well as motivation. Occasionally students were also given

tasks to perform such as Voice Notes, video recordings, texts,

assessments, and were asked to do practical on field.

With bittersweet experience, the VidyaVani course for the first

batch were completed in January 2020. Some students are

continuing with VidyaVani for the 2nd Term.

MHS Teachers are conducting Hinduism and/or Thirumurai classes

nationwide for children and adults on weekly and occasional basis.

Hinduism & Thirumurai Classes

In this programme, students are taken out to temples and taught the

proper way to offer prayers as well as the meaning of rituals and

temple structures.

Hinduism Classes in Prisons / Rehab Centres

Weekly Hinduism classes consisting of lessons, singing devotional

hymns, prayers on special occasions such as Pongal and Deepavali for

Hindu inmates.

At present, MHS has 56 male teachers and 20 female teachers in 9

states.

TKP Anathurai Kalimuthu conducted the Workshop attended by

several Hindu NGOs.

14 representatives from MHS led by Mr S.Alagandran, MHS Prison

Coordinator.

The existing Hindu Dharma Module used in prisons were reviewed

and suggestions for improvement were given. Teachers shared their

success stories and experiences in conducting Hinduism classes in

prisons.

Dissemination of Religious Literatures Sale and free distribution of printed literature.

MHS also publish and share various e-materials on Hinduism in

Facebook, Whatsapp and off icial website.

Samayam Arivom video series were started in 2018 and 20 episodes

on various Hindu festivals were covered in 2019.

Viveka Nayagan Ponn.Santhiran and Viveka Nayagan Sivam are

appointed as representatives to the Jawatankuasa to resolve

the temple issues in Perak.

Jawatakuasa Pembangunan Rumah Ibadat Bukan Islam Wilayah Persekutuan (RIBI)

Sri K.Manickavasagam and Srimathi Balamani are appointed as representatives to the RIBI

meeting at Wilayah Persekutuan to resolves temple issues in Wilayah Persekutuan.

MHS Wilayah Persekutuan’s Chairman, Sri K.Manickavasagam

worked together with Kementerian Wilayah Persekutuan, DBKL,

MHS National Women Bureau as in previous years has performed based on aspiration of the National Council.

Various programs and activities have been coordinated and executed successfully by all State Women

Bureaus and Local Council Women Bureaus nationwide. This include various religious, women development,
