In keeping with the long-standingpractice of the Fund, I am writing toprovide you with information on pension-related matters and developments thatoccurred during the year 2003. Updatedinformation is also provided on theoperations of the Fund and on the recentperformance of the Fund’s assets.

NOTE TO THE RETIREES ANDBENEFICIARIES:

Adjustments to pension entitlementson 1 April 2004

As usual at this time of year, Iwould like to take this opportunity toupdate the retirees and beneficiaries inrespect to the US dollar pensionentitlements. Since the movement of theUnited States Consumer Price Index (US-CPI) over the one-year period December2002 to December 2003, was less than therequired 2 per cent threshold, there will

not be an adjustment of the United Statesdollar pension entitlements on 1 April2004. The increase in the US-CPI duringthe period will be carried over to the nextmeasurements which will cover the periodDecember 2002 to December 2004.

For retirees and beneficiaries onthe two-track pension adjustmentsystem, the adjustment of the local-currency track amount on 1 April 2004will vary according to the CPImovements in their respective countriesof residence, provided that the 2 per centthreshold has been met.

Retirees and beneficiaries will beadvised of the changes in the amounts oftheir pensions, if any, on the occasion ofthe payment of their April 2004 benefits,due either on 1 April for those whoretired before 31 December 1984 and1 May for those who retired on or after31 December 1984.

Certificates of Entitlement (CE)

Pursuant to audit findings andrecommendations, we have strengthenedour reviews of the CEs to verify thecontinuing eligibility of retirees andbeneficiaries to the benefits they arereceiving. Regrettably, there have beensome cases of fraud. Failure, or delays, inreporting changes in countries ofresidence often result in substantialoverpayments which then requirerecoveries from either the retirees,beneficiaries, or, in cases of death, fromsurviving family members or from theestates of the deceased. In order toavoid suspension of a benefit payment,it is essential that retirees andbeneficiaries complete and return on atimely basis the Certificate ofEntitlement (CE) that the Fund sendsout each year, usually in November.

Monthly pension payments; change inpayment instructions

For those receiving periodicpension payments, it is very importantthat you monitor regularly the receipt byyour bank of our monthly remittances andinform us without delay of any missingpayment. If there are changes in the nameof your bank, in your account or in thetransit/routing number of your bank,please inform us, promptly, via the signedoriginal form PF.23, to avoid anyinterruption in the payment of yourbenefit. In order to ensure the timelyimplementation of changes in paymentinstructions, such requests should reachthe Fund more than one month prior to theintended date of implementation.Moreover, the Fund cannot act on thebasis of cable, e-mail or faxed versions ofthe signed instructions. You should also

include your full name and your pensionor retirement number on allcorrespondence; a completed form PF.23will facilitate the handling of yourcommunication. PF.23 forms can beaccessed through the Fund’s website onthe internet (http://www.unjspf.org), orby making a request either to your formeremploying organization or directly to theFund.

Family status, country of residence,mailing address

Retirees and beneficiaries need toapprise the Fund of any changes in theirfamily status and country of residence (ifthey are on the two-track pensionadjustment system). Changes of mailingaddress should be reported to the Fund inwriting, preferably via form PF.23M. Wecannot accept requests for such a changein the form of a cable, e-mail, or fax, inlieu of an original signed letter orcompleted form PF.23M, which isavailable on the internet.

Deduction for after-service healthinsurance (ASHI)

As the Fund continues to receivenumerous inquiries in respect to after-service health insurance, I believe itwould be useful to provide some generalcomments in this regard as well. Based onwritten authorization from retirees andbeneficiaries, on standard forms preparedfor this purpose by the insuranceservices/sections of member organizationsof the Fund, the Fund, as a service to itsretirees and beneficiaries, deducts frommonthly pensions the premiums for after-service health insurance (ASHI).However, the Fund is not in a position to

respond to questions concerning the levelof premiums or the scope of insurancecoverage. All questions related toinsurance, including the authorizations forASHI premium deductions, should beaddressed to the insurance section of theformer employing organization and not tothe Fund secretariat. I would note thatinsurance premium deductions frompension benefits are not possible inrespect of retirees and beneficiaries fromsome member organizations because oflimitations on the processing facilities ofthose organizations.

Pension tax statements

The Fund also issues statementsfor tax purposes in respect to benefitspaid during the year. These statementsare provided initially upon request. Itshould be noted, however, that once youhave requested a tax statement, you willreceive a statement in each subsequentyear on an automatic basis. Thestatements are normally transmittedwithin the first six weeks of each newyear.

It should be noted that statementsissued by the Fund for tax purposesreflect the full actual pensionbenefits, i.e. before any ASHIdeductions.

Retiree and beneficiary associations

Retirees and beneficiaries shouldbe aware of the valuable information andassistance that can be obtained from theFederation of Associations of FormerInternational Civil Servants (FAFICS)and its member associations. Established

in 1975 by the then existing four retireeassociations in Geneva, Rome, Paris andNew York, the membership of FAFICSreached twenty-nine retiree associationsin 2003. The Federation’s membership isconstantly growing as a result of newassociations in Africa, Asia, and LatinAmerica. Further information aboutFAFICS and its member associations canbe found on the AFICS-New Yorkwebsite:www.un.org/other/afics/whatisfafics.

These associations, through theexperiences of their respective members,serve as knowledgeable sources ofinformation and advice, not only onpension-related matters but also on thelaws and other aspects of life in countriesaround the world. They continue to act as“partners” to the Pension Fundsecretariat and to the memberorganizations, through their support andassistance on the issues and objectives,which had led their members, and thoseof us still in service, to becomeinternational civil servants. Morespecifically, FAFICS provides invaluableassistance to retirees and beneficiaries inresolving problems they may encounterwith the UNJSPF Certificate ofEntitlement process. FAFICSrepresentatives also continue toparticipate actively and effectively in thesessions of the Pension Board and itsStanding Committee.

Annex I.A to this letter contains anupdated list of the memberassociations of FAFICS and theiraddresses.

Emergency Fund assistance

I would remind retirees andbeneficiaries that an Emergency Fundwas established to alleviate somewhatthe financial hardships due to illness,infirmities of old age or similar causeswhich may arise for recipients of smallpensions, by providing aid in individualcases of proven emergency. Please notethat the Emergency Fund is not a sourcefor supplementing pensions, which therecipient considers inadequate, and itdoes not provide loans nor does it serveas a substitute for medical insurance.

It should also be recalled that theCEO’s January 1999 annual lettercontained detailed information regardingthe assistance available to retirees andbeneficiaries from the Emergency Fundand/or other sources, to alleviatefinancial hardship. This information can

be accessed through the Fund’s websiteon the Internet (http://www.unjspf.org).If you do not have access to the Internet,a copy of the January 1999 letter can beobtained from the pension secretariat ofyour present or former employingorganization. With further reference toemergency assistance, I would note thata number of member associations ofFAFICS (as listed in annex I.A) alsoprovide special assistance. For examplethe Former FAO and Other UN StaffAssociation (FFOA) has established an“Emergency Fund” to assist itsmembers;” the Association of FormerStaff Members of UNESCO(AAFU/AFUS) also assists those of itsmembers who find themselves in adifficult financial situation, by means ofinterest-free loans or grants; and AFICS(NY) has a Charities Foundation that canassist retired international civil servants,their survivors and dependants. Inaddition, and in response to arecommendation by the 2002 FAFICSCouncil, AAFI-AFICS has reaffirmedthat its Solidarity Fund’s aim is toprovide financial help to formerinternational civil servants who findthemselves in difficult circumstances,irrespective of whether they aremembers of the Association and whetherthey reside in the Geneva region orelsewhere in the world. The Section ofFormer Officials of the ILO is alsoadministering a Solidarity Fund, towhich all former staff members of theInternational Labour Office may applyfor assistance, irrespective of whetherthey are members of the Section.

Channels for efficient communicationwith the Fund

Before updating you on thecurrent situation of the Fund, I wouldlike to recall the appropriate contactpoints and channels that could be used,by all active participants, retirees andbeneficiaries, when communicating withthe Fund. If you are an activeparticipant of one of the Fund's memberorganizations, you could facilitate yourinquiry by first contacting the Secretaryof the Staff Pension Committee of yourrespective member organization.TheFund has systems in place designed todeal with the heavy volume ofcorrespondence received from some134,000 active participants, retirees andtheir beneficiaries, working and/orresiding in some 190 countriesworldwide. These systems include aquality review mechanism, which hasbeen put in place to ensure a reasonableturnaround in response time, as well asexpeditious handling of cases in whichfollow-up inquiries had to be made. It isalso intended to ensure that inquiries andthe related documentation are notmisrouted within the Fund secretariat. Inthis connection, I would also note that dueto the UN security policy, incoming mailmay be required to go through an externalscreening process, which could result indelays in turnaround time. Operations of the Fund: continuedincreases

The number of memberorganizations of the Fund has increased to20, following the General Assembly’sapproval to admit the InternationalCriminal Court with effect from 1 January2004. The total active participantpopulation increased from 80,082 to82,715 (3.3 per cent) during the period 1January through 31 December 2002. Thenumber of periodic benefits in award(including children's benefits) increasedduring the same period from to 49,416 to51,028 (also 3.3 per cent). It isanticipated that the end-of-2003 data willreflect higher numbers for both activeparticipants and benefits in award;however the final figures will be knownonly when the year-end reports of theFund’s member organizations have beenreceived and reconciled. In 2003, theannual benefit payments by the Fundamounted to 1.2 billion US dollars, with

payments having been made in 15currencies in some 190 countries.

Investments of the Fund: positiveturnaround for the year 2003

As of 31 March 2003 - the officialreporting date used in the reports of therepresentative of the Secretary-General tothe Pension Board - the audited marketvalue of the assets of the Fund stood at$20,741 million, as against $21,789 a yearearlier: a decline of 4.8 per cent.However, the total investment return,which takes into account timing of cashflow for the same period, was negative 3.8per cent, which after adjustment for theUnited States consumer price index (CPI)represents a negative real rate of return of6.6 per cent. It should be noted, however,that as of 31 December 2003, the marketvalue of the Fund's assets had increased to$25,972 million, as against $20,935million at the end of December 2002. Thisrepresents an increase for the year of24 per cent.

It must be recalled that short-termvariations in the market value of the assetsof the Fund are an inevitable result offluctuations in the financial markets andin the value of the US dollar in relation toother currencies in which the Fund isinvested. Since the retirement and otherrelated benefits of the UN pension systemare secured through the assets of theFund, the long-term investment objectivesof the Fund are, firstly, to preserve theprincipal of the Fund in real terms andsecondly, to obtain an optimal investmentreturn over the long-term while avoidingundue risk. In this connection, I ampleased to note that the compound annualrate of return for the 43-year periodending 31 March 2003 was 8.2 per cent.This represents a yearly real rate of returnof 3.6 per cent for the same period, afteradjustment by the United StatesConsumer Price Index. The table belowprovides longer-term perspectives of theinvestment returns:

The management of the Fund’sinvestments continues to be based onmaintaining a careful balance betweenrisk and reward expectations over themedium to long term. In order to reducerisk and improve long-term returns, thestructure of the Fund's portfolio is widelydiversified as regards (a) the distributionof the Fund's investments among stocks,bonds, real-estate related investments andcash; (b) the markets in which the fundsare invested and their weightings in theportfolio; and (c) the selection ofindividual securities. The market value ofthe assets of the Fund, expressed inUnited States dollars, will also be affected

by the strength or weakness of othercurrencies against the dollar.

As of 31 December 2003, thedistribution of the assets by type ofinvestment was as follows: 58.8 per centin equities, 29.1 per cent in bonds, 6.2 percent in real-estate related instruments and5.9 per cent in short-term holdings. Theassets were invested in 46 countries(including emerging markets), in regionalinstitutions and international institutions,and in institutional investment trusts; asregards currencies, 47.8 per cent of theinvestments were in United States dollars(some dollar investments are not in theUnited States) and the remaining 52.2 percent in 25 other currencies; 23.4 per centof the investments were in euros.

Actuarial position of the Fund:situation remains sound

As indicated last year, actuarialvaluations are undertaken every two yearsto determine whether the present andestimated future assets of the Fund will besufficient to meet its present andestimated future liabilities, using varioussets of assumptions as to future economicand demographic developments. As youwill recall, the last Regular Valuation,as at 31 December 2001, revealed athird consecutive surplus, amounting to2.92 per cent of pensionableremuneration. The two previousvaluations, those as of31 December 1999 and 31 December1997, had revealed surpluses of 4.25and 0.36 per cent of pensionableremuneration, respectively.

Evolution of UNJSPF actuarial situation since 1993

The next actuarial valuation is tobe carried out as at 31 December 2003and its results will be known in Spring2004. I would note that at its meeting lastJuly the Standing Committee agreed thatthe December 2003 valuation wouldreflect the three following modifiedeconomic assumptions: (a) an assumedrate of increase in pensionableremuneration of 4.50 per cent per annum;(b) an assumed rate of nominalinvestment return of 7.50 per cent perannum; (c) an assumed rate of inflation of4.00 per cent per annum. It also agreedthat the regular valuation would continueto reflect a “zero participant growthassumption.” The changes in the actuarialassumptions compared to the assumptionsused in the valuation performed as at 31December 2001 were based on theanalysis contained in the report from ajoint session held between theInvestments Committee and a sub-committee of the Committee of Actuaries.

Standing Committee 2003

Budget approval

The Standing Committee held its186th session in New York from 7-11 July2003. In addition to the points reflected inthe above sections, and as usual in theodd-numbered years, most of theCommittee’s focus was on the budgetproposals with respect to the biennium

2004-2005, which were approved by theGeneral Assembly in December 2003. Iam pleased to note that this developmentwill enable the Fund to strengthen andexpand the organizational structure of theFund, which in turn will place the Fund ina better position to deal with its rapidlyexpanding operations.

Consideration by the Standing Committeeof the General Assembly resolutionadopted in December 2002

At the outset of its meeting, theStanding Committee gave considerationto the resolution adopted by the UnitedNations General Assembly on 20December 2002. It should be recalled thatbased on the report of a Working Groupthat was established in 2000, the Boarddecided to recommend three measures,which would serve to enhance themobility of staff and the portability ofpensions: (a) apply cost-of-livingadjustments to deferred retirementbenefits as from age 50, rather than fromage 55 as is currently the case; (b) applycost-of-living differential factors also fordeferred retirement benefits; and (c)eliminate the limitation, based on itsduration, on the right to restoration ofprior service. Although, in its resolution,the General Assembly had approved thesemodifications in principle,implementation was deferred until suchtime as the actuarial valuations of theFund show a “clear upward pattern ofsurpluses.” After giving consideration tothe General Assembly’s decision, theStanding Committee had noted it wouldprobably be some time before the resultsof the valuations would show a “clearupward pattern of surpluses.” Although itdid not reach any conclusion, the StandingCommittee also held discussions inrespect to the conditional decision reached

at the Board in 2002, relating to thepossible elimination of the 1.5 per centreduction in the first adjustment made inpensions after award.

Representation at the Pension Board andStanding Committee

The Standing Committee decidedto establish a Working Group to reviewthe size and composition of the Board andthe Standing Committee with the aim ofmaking precise recommendations to theGeneral Assembly in 2004. The Groupwill present its report andrecommendations for consideration by theBoard in 2004.

Other studies requested by the StandingCommittee

In addition to the review beingcarried out by the Working Groupmentioned above, and the studiesrequested by the Board in 2002 on thepension adjustment system and on themethodology used in determining finalaverage remuneration, the StandingCommittee requested that the followingstudies be presented for the considerationof the Board in 2004: (a) possibleprovision to allow for partial disabilitybenefit; (b) possible provision to allow forthe purchase of additional years ofcontributory service; and (c) possibleextension of article 38 (residualsettlement) to provide additional benefitsto certain designated beneficiaries.

Other notable developments

Office space

In August 2003, the Fundcontinued to explore several alternativesfor the relocation of its offices to more

appropriate accommodations outside theUnited Nations Secretariat building. Withthe assistance of the United NationsFacilities Management Division, the Fundhas now identified office space that wouldmeet its long-term requirements.Although the final arrangements are stillbeing worked out, the Fund anticipatesthat occupancy should take place duringthe latter half of 2004.

New banking arrangements

The Secretariat of the PensionFund is currently engaged in a majorproject to modernize and consolidate itsexisting banking arrangements, some ofwhich have been in place for many yearsand which, as a result of changes andconsolidation within the bankingindustry, are no longer appropriate forour activities. This will necessitatemoving from multiple arrangements to alimited number of formalized contractsin order to enhance efficiency.

During the latter part of 2004, theFund will consequently move to a singlepayment date for the issuance ofpayment of periodic benefits (i.e. the lastworking day of the month for ALLretirees and beneficiaries). In accordancewith the Fund’s Administrative RuleJ.2(b), for participants who separate onor after 31 December 1984, or whosedeferred retirement benefit commencesafter 31 December 1984, payment of theperiodic benefit shall continue to bemade monthly in arrears. Payment ofthe periodic benefits for all otherparticipants and their beneficiaries shallbe made on the last working day of themonth prior to the month for which it isdue. However, I would stress that eventhough the Fund will be charged forpayments at the end of the month, thisdoes not mean that your bank accounts

will be credited immediately. As isalready the case, the actual creditingdates for your accounts will depend uponyour own particular arrangements anddifferences in processing times via yourcorrespondent banks and geographiclocations.

In general, the arrangements,which have been secured by the Fund,will allow it to provide better service atlower cost. As with any major change,we may encounter some difficultiesbeyond our control. Please be assuredthat the Fund will do its utmost to ensurebenefit payments are issued on time andthat you will continue to receive thehighest levels of service we can provide.

Enhanced website

In our continuing efforts toprovide quality service to our clients, wehave recently completed severalenhancements to our widely usedWebsite. These enhancements weredesigned after taking your input andsuggestions into consideration. You willnotice a new Benefit Estimate Systemthat permits participants to experimentwith various retirement scenarios basedon hypothetical member-suppliedpensionable remuneration projectionsand lump sum distribution options. Major issues to be considered by thePension Board in 2004

The Pension Board will meet inJuly 2004 at the International CivilAviation Organization Headquarters inMontreal. The major substantive items onits agenda will be the assessment of theresults of the actuarial valuation of theFund as of 31 December 2003; themanagement of the investments of theFund; consideration of the report of theWorking Group established with the aimof making recommendations in respect tothe size and composition of the Board.The Board will also consider the othervarious studies referred to above.

You will be advised in the nextannual letter of developments on theseissues, of any additional matters that maybe considered by the Board and therelevant decisions taken by the GeneralAssembly in 2004.

Annex II

Separation from service

When you separate from service, in order for us to begin the processing of yourpension entitlement for payment, we must have received (a) from your employingorganization, the separation notification(s) indicating the official date of yourseparation, and your pensionable remuneration and contributions since the end of theprevious year, and (b) from you, completed payment instructions indicating the benefitelection you have made (where options exist), the bank account into which you wishpayment to be made, the currency of payment and your mailing address. When longdelays occur in the payment of the initial benefit, the main contributing factors have usuallybeen (a) late submission of the separation notification by the employing organization; (b)late submission of payment instructions; or (c) incomplete or inaccurate information on theparticipant, including marital status and the number and age(s) of any children. You shoulddo everything you can to help expedite the submission of the required separationdocumentation by your employing organization, as well as to complete and submitpromptly your payment instructions.

It is also in your interest to request, from your staff pension committee secretariat, anestimate of your benefit options within six months of your anticipated separation date. Ifyou intend to reside outside the United States, you have the option of having a local-currency-track pension record established and the application of a two-track pensionadjustment system. In this regard, your attention is drawn to the considerations to beweighed in deciding whether or not to opt for the two-track adjustment system, as setout in the Regulations, Rules and Pension Adjustment System of the Fund.
