• Prior to the time of receipt of the iaitial Warning Or~er for

deployment of the Regiment as a Regimental Landing Team1 eL1phas:Ls within the Command was on advanced ta0ticaJ. training$ Units of the Regiment were actively engaged in training exercises Drlolvir~ ready force recall, air movement training and related combat pre­paredness of a infantry regiment. li. continuing emphasis was placed on basic training of the individual Marine in the areas of General. Militar,y Subjects, i~~l Marksmanship training, RVN orientation and related military subjects, drownproofing and physical readiness testing in addition to scheduled TACTESTS as required by FMFPac directives.·

During the months of January and the early part of February units of the Regiment had participated in BLT Airlift exercises to test Contingency Plan 303-67 receiving training Which later pr~ved in­valuable. This training aided materially to the smooth, efficient execution of the Regimental 303 Plan when ordered to deploy to the Republic of Vietnam.

Although the 27th Marines had. little preparatory time prior to the actual movement of troops, equipment and supplies from CONUS to RVN it is considered that the Regiment was j~ an excellent state of readiness and adequately prepared for execution of the assigned mission when the order was given. As outlined in Part III a few problems did develope during the· movement. Of those the most sig­nificant was the mass transfer of non-d.eployables and replacement of these Marines with eligible personnel to meet the combat readin~:it?.s standards. A few mi!lOr problems developed which could not be antici­pated such as the change from the basic plan as to moveoent of bulk ca.:-::-60 which although producing n·~inor problems were resolved \vi tt.out adversely effecting the combat e~ficiency of the RLT. The Cammand responded to the order and was Bmply prepared by the end of February to assume its assigned mission within the Republic of Vietrnam as a combat unit of tfl.e 1st Marine Division.

Of paticula.r significance in this aroe was the assignment of approximately 23 Offi­cers· possessing l10S 1s ,not rated by an infantry regiment, and the jr.,ining of the folloWing enlisted MOS•s to fill infantr.y billets~ 50-1345; 671371; 52-1391; 31-1121; 10-1316; 66-1811; 85-1833; 18-2142; 15-3111; and an asssortment of other non-infantry MOS's of varying types.

b. INTELLIGENCE

(1) Prior to notification to deploy the Reg~ental Intelligence Section was engaged in routine security work and tactical planr1ing for a schedUhed two (2) day Command Post Exercise in mid-February.

(2) On 13 February the alerting directive WFts received by the Regiaent. The Regimental s-2 innediately joined a Photo Interperter TeaLl, e.nd Air Observers. Tactical maps and aerial photographs were delivered, inventoried, distributed and packed for Shipment. Prior plPr.:ning for deployment enabled. the Intelligence Section to mount out without any major difficulties.

(3) On 15 Februar,y the Assistant Intelligence Officer and forward inerenont deployed for RVlT with the remainder of the section following later as scheduled. On 22 February the section completed the move and reformed. Air Observers and Photo Intarperter personnel were­transferred to CG, 1st Mo.rine Division for assignot.'llt. The airlifted supplies·, maps and photos began arriving on 25 :F'obruary 1968- The .

Upon receipt of tl1e order scheduled training programs were stop:ped within the hegiment and the prepexed Contingency ~lan 303-67 was placed into effect. Upon arrival of troops in the Republic of Vietnan orientation train­ing was increased at all levels of the co&1and. Due to the necessity of reestablishing the CP during the renaining few rlays of February no fomal t+ainiilg -programs had been initiated at the end of this ' specific neporting period.

d. Qpera.tions. The major significant event within the areas o£ operations during this period was the actual utilization of the Regiments' Contingency Plan 303-67 establishing tho criteria for just such an ev<::.nt as thLt which occurred • ...<:J. thot,gh there were a few lo«istical problems enconnt<..rod in the t1ove, tho operat:i.on was carried out quickly, efficiently and as plnnned. Coordination between the u .. s. Air Force (63rd. Military ldrlift Ving, Norton AFB} and tho Marine Corps facilities at MCAS, El Toro proved that prior planning he.d been r..doquate. During the few renaining days of this reporting period no n~jor operations had been conducted althour;h subordinate units of the Command. did conduct combat patrols, search and destroy missions as well as other normal combat operational requirements doriving from actual committmont.

e. Logistics

(1) :&11ba.rkation. On 14 J!'ebrue:by the first elements of RLT-27 dep?Lrted MCll.S, El Toro. On 23 February the airlift of RLT-27 was completed. A total of 97 aircraft were use~. to airlift 3,349 personnel and 1,195 .. 65 short tons of cargo from CONUS to RVN.

( 2) .QJ;dnooce. The one si&nificant item Within t he ordnance field was that troops of RL~27 were not ~ed with the M-16 rifle, and had in their poss,__ssion the ll-14 rifle.

(3) Suijpl,y. RLT-27 d0ployed with only mount out supplies. O:P-­erational stock was inventoried and returned to Fleet Stock Account at Marine Corps·Base, Camp Pendleton. Upon arrival in ccnntry RLT-27 was force fed jungle equipment by 5th FSR and Force Logistic Command.

(4) Motor Transport. J:J.l combat essential doadlinod equipment was replaced at Camp Pendleton prior to deployment. ~is was accon­plished by redistribution by the 5th Marine Division of required i toms from othel' units of the Divisio:p not being deployed.

• • £. Oomm:unications. The colllllllmications sections of the Regiment

encountered no major problems in mmmting out on short notice. Al­tho~ a number of trained communications personnel were transfer~d out (non-deployables) and new personnel were ob~ained to replace them, the sections were not adversely effected. Connnunice:tions equipment was in a high state of readiness for deployment and prior planning for execution of the )O) Plan precluded major proolems. Changes made by the embarkation section in the sequenoe of loading 'b-9-k cargo did adversely effect the sect:ion' s ability to establish Cl? communications upon arrival in RTil. This problem howeve:r· was not broughtabout by the preparation or execution of thP- )0) Plan by the communications sections of the Regiment; and the i11·terem use of "ihe 1st Marine Divisions assets 1m til the palletized l'quipment arrived prevented ~ serious problems.

g. Medical. The Medical department was adequately prepared for deployment and encountered a minimum amount of difficulty deriving from the movement of the Regiment. The major problem encountered was the preparation of health records and immunization of deployable troops. This problem developed from the mass turnover of personnel within a extremely short period of time • With the input of tra1..-·1ed medical personnel by the 5th Marine Division as required the Medical Department was able to deploy and once in RVN operate as required with a minimum amount of difficulty. Upon arrival in RVN ;;he sectio:q concentrated on insuring that medical standards throughout the Regiment were met and treatment at personnel was accomplished when and '.Jhere needed.

h.. Relig,icn and M{)rel.e. During January 1968 moral was at a low poi:-;.t. Upon receiving notification of deployment in Februaxy 1968 ~o the Republic of Vietnam mo:ralQ took an expected rise for the 'Letter. During the period of preparation for mounting out the Chape:J. helped approximately 1700 dep:'ldents of men being deployed. Since being in the Republic of Viet;:"':m the morale has attained great heights the men have an eagerness to perform their duties and problems are of a minimum. There has been a marked increase in spiritual awareness throughout the Regiment which is reflected in Chapel attendance.

(1) Counterintelligence infornation will be disseMinated ns ob­tained. The principle enemy capabilities of concern to the ready units are sabotage, espionage and subversion.

(2) Tho Co~unist bloc is known to have n clandestine collection capability within the u. 1. All Medical units shall be .prepared to· dispatch medical teens for assistance in Civic Action. Such teans shall consist of' one medical officer and three hospital corpsmen.,. Teams shall be prepared to assist Civic Action Teams in the conduct of emergency or huoan­itarian treatment of individuals, to conduct public health improve­ment projects, or to conduct vi.llage clinios. as may be appropriate or directed by the ·commander of the e..rea.

2·. The team leader (the medical officer of each team) shall establish liaison with the civilian mediccl officials of the local area, and, subject to the orders of the military commander, shall not interfere with or substitute for existing civilian medical progr~s. The role of the medical assistance teams shall be one of assistance, not replacement.

3• Local customs and practices shall be respected and not violated except as mey be neoessary, with the consent of the milits.ry conmander, for the ~.nsti tution of proper JnE~dical care and pu-blic health manage­ment or with the consent of the patient or local populace as may be appropriate.

1. Medical evacuation of casualties by helicopter can be hazardous and difficult, partiyulerly when a unit is deployed in a hostile or densely. vegetated area. In many oases,- small unit leaders co­ordinate the evacuation. If the leader becomes a :casua.l.ty. some· individual in the unit must bo qualified to control and coordinate the operc.tion. The unit must be provided with a minimum amount of equipment and training which will enable it to communicate with the aircraft by using the approved procedures and techniques for medical evacuation by helicopter.

2. Equipment should include smoke signals, pop-up flares, hand illum­ination grenados, at least two flashlights, and. radio equipment capable of entering the Emergency Helicopter EV'eoUa.tion Net (VBF 38.8).

2. Duties During Mount Out

(2) Supervise initial activities in the marshalling area and then shift location of his headquarters from the me..rshalling area to the departure airfield at the earliest practicable time •
