A mid concerns in India, a Chinese “spy ship” docked at a Sri Lankan port on Tuesday. Some Lankan Parliamentarians there object- ed to the arrival of the research ship, but the Chinese envoy to Colombo termed the visit as “very natural”. Sri Lankan President Ranil Wickremesinghe tried to allay India’s fears and said China will not be allowed to use the facil- ity for “military purposes”. Making this assertion, he told a foreign newspaper on Sunday, “The present ship did not come under the category of military. It came under the cat- egory of a research ship. That is how we permitted the ship to come to Hambantota.” China on Tuesday said the activities of its high-tech research vessel will not affect the security of any country and should not be “obstructed” by any “third party,” as the ship berthed at Sri Lanka’s southern port of Hambantota amid Indian and US concerns. The ship reached the Hambantota deep water port in southern part of the country, about 250 km from Colombo, at 8.20 am local time and will leave for onward journey on August 22 after replenishments. India is wary of the capa- bilities of the ship Yuan Wang 5 as it can track ballistic mis- siles and satellites, thereby snooping on Indian military installations. Notwithstanding these apprehensions, India on Monday gifted a Dornier air- craft to enhance the surveil- lance and reconnaissance capa- bilities of the Sri Lankan air force and navy. The injured were airlifted to Army’s command hospital in Srinagar As many as 41 people, including 37 jawans of 4th and 5th battalions of ITBP, were returning from Amarnath yatra duty, along with two J&K cops and two bus staffers at the time of the accident which took place around 9.40 am. Official sources said the bus bearing registration no JK03A 3296 of IRP 3rd Battalion skidded off the road, 6 kms short of Pahalgam, and plunged down 250 feet. The bus ended up in the Nallah. Soon after the incident was reported several rescue teams were rushed to the spot to ferry the injured to the nearby hos- pital. Later, Lieutenant Governor, Manoj Sinha visited Army Hospital Srinagar and enquired about the well-being of ITBP personnel injured in a tragic road accident near Chandanwari. Lt General Amardeep Singh Aujla, GOC 15 Corps was also present. The Lt Governor expressed grief over the loss of lives of the ITBP personnel in the unfor- tunate incident and extended his condolences to the mem- bers of bereaved families. “Deeply anguished by the bus accident near Chandanwari in which we have lost our brave ITBP personnel. My con- dolences to the bereaved fam- ilies and prayers for the speedy recovery of the injured. All pos- sible assistance is being pro- vided to the injured personnel,” said the Lt Governor. Kushwaha, a former Union Minister in the Modi Government, had merged his RLSP party last year in March, chose to express his “disap- pointment” on not being given a responsibility in the new setup by flying to Maharashtra with his family. Kushwaha extended his congratulatory message to the new Bihar Ministers through social media, but sources said that all was not well within the JD(U). At least five JD(U) MLAs didn’t attend the swearing-in ceremony at Raj Bhavan. They were reportedly unhappy over being denied a cabinet berth. The MLAs are: Dr Sanjeev Kumar, Pankaj Kumar Mishra, Sudarshan Kumar, Raj Kumar Singh and Shalini Mishra. Sources said several leaders of Kuswaha caste held a meet- ing in a hotel in Patna on August 12 night and later con- veyed to Kumar against Kuswaha’s induction. However, those familiar with the functioning Kumar would vow that he is not likely to suc- cumb to such pressure unless there is some other hidden agenda. “Congratulations to all the new Ministers inducted under the Kumar. But be cautious as you are not only watched in Bihar but will be by the entire nation as the job is not finished just here,” Kushwaha tweeted. The JD(U) downplayed his absence in the ceremony and said he was outstation on an earlier scheduled programme. Sir — The occupation of Afghanistan bythe Taliban with Lightning speed triggereda political and humanitarian crisis. TheTaliban made soothing statements aboutnot victimizing women so long as theirlifestyle is within the purview of Sharia Lawinter alia men’s slaves. They regard theSharia as Divine Law but most are unawareit’s a document imposed by Khalifas forselfish reasons replacing the Holy Quran.

The Quran decrees no earthly punish-ment for blasphemy or apostasy, nor doesit anywhere command stoning for anycrime, condone female circumcision, orsupport banning art and music. It does notendorse treating women as inferior or pre-venting them from going for higher edu-cation and even joining any profession.Taliban’s misinterpretation of Sharia hasbecome a synonym with a draconian andinhuman Islamic legal system. Even afterone year of rule, the Taliban remainsbrutely subtle.

Sir — It refers to " India, a developednation". It is good to have an ambitious tar-get to become a developed nation in thenext 25 years. But there is a huge gulf thatis to be bridged in this span of time. WhileIndia's per capita income is around $ 2000while our neighbour China has $ 8700.Though the Prime Minister has outlinedfive pledges which need to be abided by oneand all in letter and spirit but for that tohappen a drastic shift in mindset isrequired. This pandemic has exposed thevulnerabilities of a developed nation likethe USA, so we Indians must take pride inbeing Indian. It is not to suggest that weshould not become a developed nation butwe need to be mindful of our trajectory.

Besides that, there is a huge disparitybetween rich and poor and men andwomen which needs to be bridged system-atically. And gradually we will have toreduce our dependence on imported itemsand start manufacturing them in India.

Though we attract a lot of medical tourism,in terms of Doctor to the Patient ratio welack far behind WHO norms, so we needto seriously overhaul our healthcare infra-structure along with the education sector.

Sir — The Kerala High Court has held thatthe preservation of unworkable marriagecauses great misery. The Court hasobserved that nothing is gained by tryingto keep the parties tied forever to a mar-riage that in fact has ceased to exist. If themarried couples cannot function as acohesive unit, the dissolution of marriagebecomes inevitable. Love and adjustabil-ity in married life should come from with-in and be spontaneous. Likewise, courtscannot make stubborn couples mentally

unite. Break-up in the marriage occursmore due to the lack of adjustability of amarried girl with her in-laws, perpetra-tion of the cruelty by in-laws and husbandon the woman, greed for dowry, illicit rela-tionships, etc. Courts must dispose ofcases expeditiously when there is a unan-imous decision between the husbandand wife to avoid uncertainty in the future. The judgment of the Kerala High Courthas come in the case 13 years after themarriage was consummated. It would havean adverse effect when both are hell-benton securing a divorce. In any case, delayeddisposal of cases is no better though it hasboth merits and demerits.

even when our Army hadbrought Pakistan to its kneesand 93,000 POWs were bar-ricaded in our cantonments.

Secondly, the PM wascategorical that everyone, including Chief ministers andeven the Prime Minister him-self, must follow the duties ofcitizenship. That his focuswas on politicians is borneout by his mentioning “CMsand PM” to illustrate hispoint. This has wide ramifi-cations for the Indian polity. Thus, it cautions the politi-cian to be honest and law-abiding; to keep nationalinterests paramount insteadof compromising them inthe pursuit of short-termelectoral gains; to avoid theRevadi or freebies culturethat he had spoken of recent-ly and that had drawn adversecomments from the SupremeCourt also; to rein in thehubris that makes for a wan-ton disregard of propriety, probity, and ethics in publiclife. It was a statesman’sadmonition to a delinquentlot known more for financialscams, mafia links, criminalbackground, nativist dema-goguery, casteist manipula-tion, nepotism, and dynastic

entitlement. The commonman must have been touchedto the core, tired and wearyas he is of the shenanigans ofthe political brats.

These two pledges apart,he exhorted the states towardshealthy, cooperative, andcompetitive federalism, a farcry from some leaders play-ing off one against the other. His call against nepotismincluded fields other thanpolitics – sports, for instance;his stress on meritocracy wasrefreshing in a country longriven by caste-based reserva-tions in education and jobs.He paid homage to the lead-ing lights of our freedomstruggle cutting across partyand ideological lines includ-ing, interalia, Nehru, JP, andLohia. He repeatedly spoke of“my 130 crore countrymen”,“unity and integration”, “col-lective conscience”, “no onemine, no one other” andIndia’s diversity is its biggestasset. Clearly, no group is leftout in Modi’s scheme forIndia 2047. For a leader whowas branded “India’s Divider-in-Chief” in a hallowed inter-national magazine not solong ago, his unifying person-ality and speech were telling

reminders to the audience ofthe actual contrary reality.

As in previous years, thePM mixed freely and joyful-ly with children from allregions who responded spon-taneously with “pure delighton their faces” as one TVcommentator put it. Folkartists, from different states, broke into their traditionaldances rapturously whenModi reached them throughthe throng. The enthusiastichoisting of the tricolor at LalChowk, Srinagar by a motleybunch of different ethnic andreligious backgrounds was awelcome surprise. It wasModi’s favourite slogan –sabka saath, sab ka vishwaasor everyone’s support, every-one’s trust– writ large on theTV screen. India, it seemed, was truly on its way.

Blurb:the PM was cate-gorical that everyone, includ-ing Chief ministers and eventhe Prime Minister himself, must follow the duties of cit-izenship

Of the five pledges thatPrime Minister Modiset out for the countryin his ninth Indepen-

dence Day address to the nation, two stood out particularly, fortheir relative newness. The restof the speech was on expectedlines – his customary denuncia-tion of corruption and the cor-rupt, nepotism, dynasticism andcalls for development, self-reliance, pride in our legacy, unity, and cooperation, andequality for all across ethnic, regional, and religious diversi-ties. As always, there were sub-tle nuances that hinted at thingsto come. But before that, the twostandout points.

First, he alluded to the hun-dreds of years of servitude anddependence, Ghulami, that hasdistorted our mentality andemphasised forcefully that thelast vestiges thereof must beremoved from the recesses of ourminds. India no longer needed,he said, certificates of validationfrom the world. It was a bold, unvarnished statement, one thatno previous Indian PM hadarticulated, more so on such anoccasion and venue. It was as if,the soul of a nation long sup-pressed was finding utterance, toborrow Nehru’s mellifluousphrase, in Modi’s compellingoratory. With the spare, somberramparts of the Red Fort in thebackground and the forgettable, poignant medieval past of thecountry that it evokes in a major-ity of Indians, the moment wasrich in historical irony.

It was testimony to India’snewfound confidence and theNarendra Modi government’sresolute will to not play to thegallery, both foreign and domes-tic. It is this single-minded pur-suit of India’s national interest, oblivious to international bou-quets or internal brickbats thathave enabled the revocation ofarticle 370, as also our bal-anced, nonpartisan approach tothe Ukraine-Russia conflict. Nomore is India prepared to caveinto international pressure as itdid in July 1972 when it signedthe Shimla agreement withoutsettling the Kashmir dispute

Air pollution is harmingthe health of around 1.3billion people in the vul-

nerable areas of India where anaverage particulate matter con-centration was 73ug/m3, far-exceeding the WHO’s standardprescribed limit of 5μg/m3,catalysing the levels of car-bonization. India is witnessingrapid rise of two-wheelers, rep-resenting about 76 per cent ofthe total, which is over 210 mil-lion. Nearly 60,000 two-wheel-ers per day are being registeredin India, consuming 61 percent of total sale of petrol.

The two-wheelers accountfor almost 20 per cent of thetotal carbon dioxide emissionsand 30 per cent of the particu-late emissions in urban areas. The worst sufferers are the vul-nerable sections of society suchas growing children, expectant-

mothers, elderly people andpatients having lung problems.

The latest research studiesof Energy Policy Institute at theUniversity of Chicago observedthat “at the current pollutionlevels about 510 million peoplewho live in northern India, representing nearly 40 per centof India’s population, are on-track to lose 7.6 years of theirlives on an average”.

However, by all out effortslike two wheelers e-mobility andgradual phasing out of ‘InternalCombustion Engine (ICE)based tail pipe emitters’ formitigating the pollution levels tothe WHO’s prescribed levelswould mean that an estimated240 million people in the northIndian state - Uttar Pradesh -would gain about 10 years inlife-expectancy.

Two wheelers pollute more,

having cascading impact inurban areas to an overall partic-ulate matter concentration, observed to be the highest in theworld.

On an average, each two-wheeler enriches greenhousegases by adding around 300gms/km of carbon dioxide, besides (as per Bharat Stage-IVstandard prescribed limitsunder standardized conditions)remarkable quantities of pollu-tants like (1.50 gm/km) carbonmonoxide (known as silentkiller) and (1.50 gm/km)hydrocarbons plus oxide ofnitrogen, etc.

These standard limits nor-mally exceeded because of fac-tors like driving in frequent traf-fic jams, road conditions, fuelquality, local environmentalconditions, etc.

Assuming broadly, around

75 million two-wheelers, havingan average of about 250km/month pacing on the road, will collectively translate around75m tonnes/year of carbondioxide into the atmosphere, entailing emission of dreadedparticulate matter.

The world’s fourth largestenergy hungry India (yet behindChina, US and the EuropeanUnion), will according to IEA’sforecast will become the thirdlargest consumer, overlappingEuropean Union by2030.Though indeed it is aHerculean task to achieve the setgoal of IPCC by 2030, it is cer-tainly not impossible.

Realizing impending threatto economies, India’s vehiculartransportation scenario is set tohave a ‘sea change’ as theGovernment’s think tank –National Institute for

Transforming India – NITIAayog is chalking out a slew ofprogressive set targets to miti-gate and eliminate pollution bypushing the ambitious plans ofelectrifying two-wheelers andgradually phasing out the sale of‘ICE-based tail pipe emitters’.

The government’s well setdelineations with full support ofcorporates will undergo a seachange by 2030 with e-mobili-ty as preferred mode of trans-port by having an ambitiousplan of electrifying around 80per cent, say close to 54.4 mil-lion two-wheelers with eco-friendly alluring all segments ofe-two wheelers and setting upgigantic chain of about 6K-charging stations in the nookand corner, will certainly enableto get rid of routinely lining-upat petrol pumps.

Currently, to fill the gasoline

tank of a bike of 11 litre, it costsabout Rs 1100. So, this meansthat a e-two wheeler owner canget a full charge for less than thatof the cost of one-litre of gaso-line, with no tail-pipe emission,no tormenting exhaust noise,i.e., noise pollution, compara-tively at much less maintenancecost to govern mere 20-25 mov-ing parts in the vehicle’s assem-bly in comparison to about2000 parts in the ICV gasolinebased two-wheelers..

In the race of new tech-nologies, India is not leggingbehind and gradually unveilingits plans on the befitting occa-sions for widespread applicationof fuel-cell technology as ‘newmedium of energy’, replacingfossil fuels in public and privatetransport systems, railways, power generation, data process-ing stations, etc.

It is high time not to missan opportunity to preservethe environment and warrantsmore initiatives with individ-ual approach too. An earliercensus had reported that mere30 per cent of the trips to workare made on foot and 17 percent by bicycle. Besides thegovernment initiatives, herethe powerful media mustshoulder its responsibility toplay its more constructive rolefor mitigating vehicular pollu-tion in cities and make awarethe public about the grim pic-ture of vehicular pollution inthe years to come. Spreadingthe mission of greenery allaround and prefer trips towork on foot in urban areas onthe lines of smartly populatedcities like Surat and Bangalore, will bear fruits for morrow-generations.

!'3!1!%&10!-!4 Nelson Mandela has rightly saidthat “education is the most pow-erful weapon we can use tochange the world”. It is a stairway

to the growth and development ofhumankind. The right to education mustbe universal so that everyone can pursueprospects of a better future. However, theright to education is not only the right toaccess education. It’s also about receivinga quality education.

Quality education is of paramountimportance in today's complex and fast-changing environment. It fosters the knowl-edge, skills and values required to create afairer and more sustainable world.According to ‘Education International andthe Association for Supervision andCurriculum Development’, quality educa-tion “is one that focuses on the child's over-all development - social, emotional, men-tal, physical and cognitive, regardless of gen-der, race, ethnicity, socioeconomic status orgeographic location”. Its goal is to preparestudents for the challenges they are likelyto face later in their lives.

We now realize that education alone willnot lead to a sustainable future, therefore, learning about sustainable development(SD) is necessary. Target 4.7 in the 2030Agenda for SD emphasizes the importanceof transformative education that promotesglobal citizenship, sustainable develop-ment, human rights, gender equality, peaceand cultural diversity.

The Brundtland Report coined the term“Sustainable Development” and defined itas "development that meets the needs of thepresent without compromising the abilityof future generations to meet their needs”.

It is a holistic approach and is oftendepicted as three overlapping circles: eco-logical, social and economic. It demon-strates the interplay of all parts of life andthe need for their equal consideration tofind lasting prosperity. But we generallyhave a unidirectional approach towards sus-tainability based on our predisposition, forexample from an ecological, economic orsocial viewpoint, which often results intrade-offs.

The interconnected nature of the chal-lenges the world faces today cannot beunderstood in isolation. For instance, every year, climate change like extremeweather events and rising sea levels forcemillions of people to flee their homes. Thisresults in climate refugees and a rise inpoverty. As climate change and poverty areinextricably linked, one cannot be solvedwithout addressing the other.

To comprehend basic principles of ecol-ogy, one must think holistically about rela-tionships, connectedness and context torealize the intricate interdependence andoften unpredictable dynamics of ecologi-cal, social, and economic systems. This shiftof focus from analytical thinking (parts) tocontextual thinking (whole) is a prerequi-site for building a more resilient world, ensuring systemic decision and policy

making. It is regarded as a criticalability in education, as it enables stu-dents to untangle and work withinthe complexities of life on Earth.

Integration of education forsustainable development (ESD) intoteaching and learning can help inthe realization of quality education, which is critical to fulfilling manyof the sustainable developmentgoals (SDGs) such as breaking thecycle of poverty, reducing inequal-ities, achieving gender equality andimproving agricultural productivi-ty. It is also essential for addressingother key issues, including wastefulconsumption, biodiversity conser-vation, natural resource use, climatechange, energy, freshwater, health, sanitation and waste management.

ESD is an interdisciplinary fieldthat integrates concepts from mul-tiple disciplines to understand hownatural and man-made processesinteract with each other and ulti-mately affect the various biomes onthe planet. Its goal is to discovernovel and sustainable ways of livingand managing natural resources toprotect vital ecological systems andenhance long-term prospects forhuman prosperity.

Adopting a wide range of par-ticipatory methodologies in educa-tion, such as problem-based andproject-based learning are essentialto change the behaviours and equipthe current and future generationswith the knowledge and skills theyneed to shape a sustainable future. These methodologies will allowthem to develop problem-solving,interdisciplinary and systemicthinking skills, which will helpthem learn 'how to think' ratherthan 'what to think' within the con-text of sustainability.

Our sustainable future requiressocieties and countries to work

together, hence, it advocates the useof collaborative learning at all stagesof education. In collaborative learn-ing, students in small groups worktogether on a common goal to seekunderstanding and solutions. Itfulfills the primary purpose of edu-cation – nurturing responsible cit-izens who can work together tosolve complex ecological, socialand economic issues.

Thus, working on collaborativelearning projects at an early age canboost confidence and help in devel-oping critical thinking, positiveinterdependence, diverse under-standing along with various othersocial skills such as leadership,decision-making, communication,trust-building, conflict manage-ment and a sense of ownership.

Educational institutions alsoneed to partner with multiplestakeholders and various othersectors such as economics, environ-ment, etc., to take up co-learning.It will facilitate students to engagewith real-life issues and gain thepractical knowledge and skillsneeded to build long-term sustain-able solutions.

Conventionally, ESD has beenconsidered a separate componentwithin the educational systems. However, over the past few years,it has been argued that it should beintegrated into mainstream disci-plines at all levels, settings, andtypes (informal, formal, non-for-mal) of education. This requires asystemic change in all kinds oftextbooks, including science, math, social sciences, humanities, etc. Italso requires significant reforms inthe educational system, includingstrengthening curricula, cogni-tive and non-cognitive elements, transforming learning environ-ments, establishing diverse part-

nerships, providing teacher train-ing, creating local learning oppor-tunities, and implementing inno-vative pedagogies.

Teaching ESD requires knowl-edge of several disciplines that isgenerally beyond teachers' expertise. Therefore, re-organisation of teachereducation is crucial to re-organis-ing the study environment. It alsoentails research and development toidentify best practices of pedagogy.Reforms of this magnitude, howev-er, will not be possible without effec-tive policies, operational frame-works, political will, financial assis-tance and stakeholders' cooperation.

National Education Policy 2020is the first education policy of the21st century, which aims to align theeducation system with SDGs andmake education holistic, inclusive, multidisciplinary, learner-centric,inquiry-driven and experientialwhich can transform India into avibrant knowledge-based societyand global knowledge superpower.

Our collective responsibility toimprove the quality of education isessential for achieving the ambitionsof ‘Agenda 2030’ and ensuring con-tinuity in the quality of human life.Governments, teachers, education-al institutions and stakeholdershave a vanguard role to play, alongwith parents and students them-selves. However, we stand nowwhere two roads diverge. But unlikethe roads in Robert Frost's familiarpoem, they are not equally fair. Theroad we have long been traveling isdeceptively easy, a smooth super-highway on which we progresswith great speed, but at its end liesdisaster. The other fork of the road- the one less traveled by - offers thelast and our only chance to reach adestination that assures the preser-vation of the earth.

The Delhi High Court onTuesday questioned why

restaurants should recover ser-vice charges from consumers asan “additional” and “separatelevy." A bench headed byChief Justice Satish ChandraSharma and JusticeSubramonium Prasadremarked that a common manperceives service charge as aGovernment levy and restau-rants can increase their foodprices to absorb this chargeinstead of recovering it in theform of an additional chargeover and above the total bill.

The High Court was hear-ing an appeal by the Centreagainst a single judge's orderstaying its guidelines prohibit-ing hotels and restaurants fromlevying service charges auto-matically on food bills. Thenext hearing is scheduled onAugust 18.

Counsel appearing forone of the restaurant associa-tions said that the servicecharge was not a governmentlevy and it was for the benefitof the restaurant employees andwas not a substitute for “tips”.“You increase the salary. We

will hear you,” stated the courtwhich observed that the levy ofservice charge was “very muchconnected with consumers”and not just the employees ofthe restaurant. “That (servicecharge as a Government levy)is what a common man per-ceives. Increase your food price. No problem. Because you areentitled to fix a rate for yourfood but don't levy it separate-ly,” the court told the restaurantassociations.

Additional SolicitorGeneral Chetan Sharma, appearing for the Government, said that while the servicecharge is in the nature of a tip,the impression given to con-sumers is as if it is a govern-mental levy or a governmentaltax.

“The consumers faceembarrassment when theydon't pay or they are asked topay. That is the reason hun-dreds of complaints werereceived,” he said, adding thatthe single judge order on theground that it was passed inviolation of principles of nat-ural justice.

In the appeal by the Centreas well as Central ConsumerProtection Authority, the appel-lants said that the guidelines,

The National HealthAuthority (NHA) on

Tuesday announced that fundswill be allocated to States andUnion Territories for imple-mentation of Ayushman BharatDigital Mission (ABDM) basedon their performance in regis-tering healthcare professionalsand health facilities.

The funds will be allocat-ed on their performance inrecording data in the HealthFacility Registry (HFR) andHealthcare ProfessionalsRegistry (HPR), which it said, were the key pillars of ABDM.

This performance-basedfund allocation will help instructured implementation ofABDM at the state and UTlevel, with verified entriesstrengthening the key nation-al registries being built underthe scheme, an NHA statementsaid.

According to NHA's earli-er guidelines, 500 crores hadbeen demarcated for setting upof ABDM offices at state andUT level over a period of fiveyears (FY 2021-22 to FY 2025-26). Twenty percent of thesefunds, — 100 crores wereearmarked as incentive-basedfunds, the statement said.

Taking this thought fur-ther, the NHA decided toextend the current fund allo-

cation based on the perfor-mance of respective states andUTs in terms of number ofentities (healthcare profes-sionals like doctors, nurses etcand health facilities like hospi-tals, clinics) that they registerand verify within a stipulatedperiod, the statement said.

The population of HealthFacility Registry (HFR) andHealthcare ProfessionalsRegistry (HPR) is crucial toachieve the intended objectiveof ABDM.

In accordance, the NHAhas defined parameters forfund allocation as 100 for eachverified entries in HFR andHPR till December 31, 2022,50 for each verified entries inHFR and HPR betweenJanuary 1, 2023 till March 31,2023, the statement said.

No funds will be allocatedfor entries verified in HFRand HPR after March 31, 2023and states and UTs are at lib-erty to use these funds fordeploying human resourcesfull time or part time forABDM, the statement said.

Also, to further promotethe digital health ecosystem, the NHA will recognise the best

performing states, union terri-tories, districts, health facilitiesand integrators under its flag-ship scheme Ayushman BharatDigital Mission.

Since its nationwidelaunch in September 2021,Ayushman Bharat DigitalMission (ABDM) has achievedsignificant growth with over 23crore ABHA numbers (earlierknown as Health ID), 1.14Lakh health facilities regis-tered in the Health FacilityRegistry (HFR), an officialfrom the NHA said.

Besides, 33 thousandhealthcare professionals havebeen registered under theHealthcare ProfessionalsRegistry (HPR), 6.6 lakhABHA apps have been down-loaded and 3.4 Lakh healthrecords have been linked toABHA of individuals, he said.

"With more individuals, healthcare professionals likedoctors, nurses, paramedicsand health facilities like hospi-tals, nursing homes, wellnesscentres, clinics, diagnostic labs, pharmacies joining ABDM,digitisation of health records attheir point of creation is nowpossible," the official said.

Aday after Prime MinisterNarendra Modi praised

the armed forces for opting forself-reliance in defence manu-facturing, Defence MinisterRajnath Singh on Tuesdayhanded over indigenously-developed equipment and sys-tems to the Indian Army here.

State-of-the art high mobil-ity Infantry Protected Vehiclesand Assault Boats were virtu-ally handed over by Rajnathenabling the troops deployedalong the Ladakh border torespond to any challenge in abefitting manner.

The Landing CraftAssault(LCA)can carry 30troopers and is now deployedat the Pangong Tso(lake)inLadakh. The lake saw the firstface-off in 2020 between Indiaand China snowballing into

tension at several points on theLine of Actual Control(LAC).At present, the boats operatingin the lake have limited capa-bilities. The LCA is much moreversatile and has overcome thelimitations of launch, speed andcapacity. It has enhanced thecapability to operate across thewater obstacles in EasternLadakh. LCA has been indige-nously developed by AquariusShipyard Limited, Goa.

The other systems handedover to the army include FutureInfantry Soldier as a System (F-INSAS)like AK-203 assaultrifles, new generation anti-personnel mine ‘Nipun’, ruggedand automatic communicationsystem with enhanced capa-bilities, upgraded sights systemfor tanks and advanced thermalimagers. The equipment andsystems have been jointlydeveloped by Indian Army incollaboration with Defence

Public Sector Undertakings,Defence Research andDevelopment Organisation(DRDO) and the industry, inline with the Prime Ministervision to modernise the ArmedForces, under the‘Aatmanirbharta BharatAbhiyan’. Rajnath exuded con-fidence that the equipmentand systems will enhance theoperational preparedness ofthe Indian Army and increasetheir efficiency.

The weapons given to theArmy include modern state ofart AK-203 assault rifle alongwith day and night holograph-ic and reflex sights. The sightsare mounted on the weaponand also on helmet to enable a360-degree visibility and accu-racy in operational conditions.

In addition to the primaryweapon system, the soldierswill also be kitted with multi-mode hand grenade which has

also been procured indige-nously along with multi-pur-pose knife. The second sub sys-tem is protection system. Thisgives protection through a spe-cially designed helmet and abullet proof jacket. The thirdsub system consists of com-munication and surveillancesystem. This F-INSAS systemis capable of further upgrada-tion by incorporating real timedata connectivity.

As regards anti-personnelmine Nipun, for a long time, the Indian Army has beenusing vintage NMM 14 mines. With the efforts of ArmamentResearch and DevelopmentEstablishment, Pune and theIndian industry, a new Indianmine named ‘Nipun’ has beendeveloped. It will enhance theprotection provided to thetroops on borders. The mine ismore potent and effective thanexisting anti-personnel mine.

The Samyukta KisanMorcha (SKM), an

umbrella organisation of over40 farm unions, on Tuesday, opposed the upcoming meet-ing of the committee onMinimum Support Price(MSP) next week, calling thepanel a “farce” and said noth-ing conclusive will come out ofthe talks. The first meeting ofthe MSP committee’s firstmeeting is likely to be held onAugust 22 to discuss futurestrategies.

SKM leader HannanMollah rejected the govern-ment's suggestion and saidthat the farm organisation isdeciding on the future courseof action. "We have alreadyrejected the panel and we haveclearly said that we will not beparticipating in the talks. Sothere is no question of partic-ipating in the upcoming meet-ing,” Mollah said.

“The government hasinducted some so-calledfarmer leaders in the panelwho didn't have anything to dowith our agitation against thethree farm laws at the Delhiborders," he said. "We willdecide on the further course ofaction and decide how we willhold demonstrations againstthe farm laws," he added.Darshan Pal, another farmerleader, said that the farmorganisation will decide thefuture course of action after a75-hour protest in UP'sLakhimpur against the 2021

violence case. "We are notlending any support to theanti-farmer panel. Our protestis going on as the Centre isreneging on its promises madelast year.

"We are also demandingthe withdrawal of cases regis-tered against farmers duringthe anti-farm laws protest lastyear, compensation to the fam-ilies of farmers who lost theirlives during the stir," Pal said.

The committee on MSP isscheduled to hold its firstmeeting on August 22 to dis-cuss future strategies. Sourcesin the Ministry of Agriculturesaid that the meeting is likelyto be held at 10.30 am at theNational Agriculture ScienceComplex (NASC) in thenational capital.

The potential geopoliticalfault line in the maritime

domain in East Asia could be"graver" than what is being wit-nessed, Defence MinisterRajnath Singh said on Tuesday, amid escalating tensions in theTaiwan Strait.

In a virtual address at theMoscow Conference onInternational Security, Singhalso strongly pitched for reformof the United Nations (UN),saying the global body may pro-gressively lose its effectivenesswithout democratisation in itsdecision-making.

The defence minister saidthe refusal of major powers tochange UN institutions in tunewith time ignores the emerginggeo-political realities and eco-nomic and technologicalprogress that has happenedsince 1945. "Global security inthe framework of multilateral-ism requires abiding by theUN charter and principles ofinternational law, which act asa bulwark against anarchy, insta-bility and higher chances of con-flict," Singh said.

He observed that the UNcan deliver effective solutionsonly if it gives a voice to theentire world rather than "zeal-ously guarding the status quo".

"Conflicts could seriouslyjeopardise political and eco-nomic stability and develop-ment efforts. For example, thepotential geopolitical fault linein the maritime domain —par-ticularly in East Asia —could begraver than what we are wit-nessing today," Singh said.

The maritime zones in East Asiahave been witnessing risingunease largely because ofChina's aggressive military pos-turing.

The Chinese military hasbeen carrying out large-scalemilitary drills around theTaiwan Strait following USHouse Speaker Nancy Pelosi'srecent visit to Taipei.

"As a nation central to theIndian Ocean, India is com-mitted to a free, open, secureand inclusive Indo-Pacificregion that promotes sustainablemaritime trade and economicpractices, resilient infrastructureand adherence to global legalorder," Singh said.

He said India's resolution ofmaritime border issues withneighbours as per internation-al law and its focus on region-al maritime cooperation in theIndian Ocean bear testimony tothe value that India places onmultilateralism.

"Multilaterally or throughpartnership with willing nations,India will continue contributingto a positive and constructiveagenda that seeks to addresscontemporary global priori-ties," Singh said. The defenceminister said India's active par-ticipation in the Shanghai

Cooperation Organization(SCO) is manifest of one suchpriority in pursuit of peace, sta-bility and prosperity in Eurasia,of which India is an "inalienablepart". "A faith in globalconventions and regulationsand a multilateral, dispassionateapproach overcoming isolation, unilateralism and temptation oftemporary gains, can usher usinto an era of genuine multilat-eralism," he said.

The defence minister notedthat the UN has given a plat-form for global progress in anumber of areas, but clearlythere is a "crisis of confidence"today in the UN system.

"While the UN hasaddressed most of these issuessomewhat partially and inter-mittently, our collective efforthas nonetheless fallen short inproviding effective and endur-ing solutions, particularly due tothe infirmities within the mul-tilateral system," he said.

"Several contemporaryglobal challenges have come tothe fore such as terrorism, rad-icalism, climate change, grow-ing asymmetric threats, dis-ruptive role of non-state actorsand the intensifying geopoliti-cal competition, all of which callfor a robust multilateralresponse," he added.

Singh said this "worryingshortcoming" of UN system ismanifestation of its structuralinadequacy. "Without compre-hensive reforms of UN structureand without democratisation indecision-making, the UN mightprogressively lose its effective-ness and relevance," heobserved.

Adying declaration can be the sole basisfor recording a conviction and a

court is required to examine whether it istrue and reliable, the Supreme Court saidon Tuesday.

The top court also said that a courtshould also examine whether the dyingdeclaration has been given when thedeceased was physically and mentally fitto make the declaration and was not underany tutoring or duress.

In case there are multiple dying dec-larations and there are inconsistenciesbetween them, the dying declarationrecorded by the higher officer like aMagistrate can be relied upon, it said.

The apex court, however, said this iswith the condition that there is no cir-cumstance giving rise to any suspicionabout its truthfulness.

A bench of Justices B R Gavai and PS Narasimha made the observations while

acquitting a man convicted under Section304-B (dowry death) of the Indian PenalCode.

The top court was hearing an appealfiled by a man challenging an order of thePunjab and Haryana High Court whichreduced his sentence awarded from 10years to seven years but concurred with thejudgement and order of conviction by thetrial court in offence punishable underSection 304B of the IPC.

In the instant case, the deceased hadgiven two dying declarations. In the firstone, the woman had said that she con-sumed a poisonous medicine by mistake.

While in the second dying declaration,

the deceased said that her husband, as wellas his parents, administered the poisonoussubstance to her.

The top court said in the present case,it was faced with two dying declarations, which are totally inconsistent and con-tradictory to each other.

It noted that the second declarationwas recorded without there being exam-ined by a doctor concerning the fitness ofthe deceased to make the statement.

The apex court said the father and sis-ter of the deceased were present in the hos-pital at the time of the second dying dec-laration.

"The possibility of the second dyingdeclaration being given after tutoring byher relatives cannot, therefore, be ruledout," the bench said.

"We, therefore, find that in the factsand circumstances of the present case, thefirst dying declaration will have to be con-sidered to be more reliable and trustwor-thy as against the second one.

The Indian Olympic Association onTuesday said it will discuss in detail

the Delhi High Court's directive to putthe country's apex sports body under athree-member Committee ofAdministrators before arriving at a deci-sion to approach the Supreme Court.

The IOA officials are expected tomeet on Wednesday.

The Delhi High Court directed thesetting up of a three-member CoA totake over the affairs of the IOA, sayingits "persistent recalcitrance" to complywith the Sports Code made it imperativethat its affairs be put in the hands of thecommittee.

"The IOA members will discuss theHigh Court judgement in detail and willdecide whether to go for an appeal in theSupreme Court," IOA secretary generalRejeev Mehta said.

The CoA comprises former SupremeCourt judge Justice Anil R Dave, former

Chief Election Commissioner Dr S YQuraishi, and former Secretary ofMinistry of External Affairs VikasSwarup. The court directed the exec-utive committee of IOA to forthwithhand over the charge to the newlyappointed committee and said that themembers of the CoA will be assisted bythree eminent sportspersons, namely,Olympic medallist shooter AbhinavBindra, former long jumper Anju Bobby

George, and archer Bombayla DeviLaishram.

The development comes on a daywhen the All India Football Federation(AIFF) was banned by the sport's worldbody FIFA for "third party interference".

In December 2012, the IOA was sus-pended by the International OlympicCommittee (IOC) for more than a yeardue to the presence of tainted officialsand government interference.

Following the latest development, another IOC ban looms large over theIOA.

Last month only the IOC had threat-ened to suspend the IOA if it fails to con-duct its elections at the earliest.

The IOA elections were due inDecember last year but could not be heldas per schedule due to amendments inthe Constitution.

The IOC had urged the IOA to con-vene a meeting of its General Assemblyand confirm the date of its electionswithout any delay.

The Chinese ship was earlier sched-uled to arrive on August 11 but wasdelayed after Sri Lanka asked China todefer its arrival. On Saturday, howev-er, Sri Lanka gave permission for theship to drop anchor on August 16.China had blamed India for pressuris-ing Sri Lanka for deferring the arrival.India has rejected the “insinuations”.

Sri Lanka said the security clearancewas granted from the Ministry ofDefence for the visit of the vessel forreplenishment purposes during the stip-ulated period.

It said no rotation of personnel

would take place during the call and theSri Lankan Government was requestedto provide the necessary assistance bythe Chinese embassy in Colombo.

The security and cooperation in theneighbourhood are of utmost priority inhandling the issue of the Chinese ves-sel “Wang Yang 5”, the Foreign Ministryhere said in a statement.

Given India’s apprehensions aboutthe ship, the Sri Lankan Governmentheld consultations at a high-levelthrough diplomatic channels with allparties concerned, with a view to resolv-ing the matter in a spirit of friendship, mutual trust and constructive dialogue, the Foreign Ministry said.

In light of concerns raised, theMinistry also sought further informa-tion and material that could assist inconsultations on the matter, the state-ment said.

China’s envoy Qi Zhenhong, inColombo played down the controversysurrounding the arrival of the ship, andtermed such visits “very natural”. Hewas present at the port to welcome theship. Several Parliamentarians from thebreakaway group of the ruling Sri LankaPodujana Peramuna party were also pre-sent . Incidental ly, Sr i LankanGovernment has leased out the strate-gically important port for 99 years toChina in 2017.

“This kind of research ship visitingSri Lanka is very natural. In 2014 a sim-ilar ship came here,” the Chinese envoytold reporters when asked about thevisit. Asked about the Indian concerns, the Ambassador said, “I don’t know, youshould ask the Indian friends.”

The ship maintained a very strictsecurity operation with no one beingallowed on board. There was no cus-tomary military band to welcome theship.

Commenting on the ship’s arrival, the Cabinet spokesman BandulaGunawardena said the issue was settledamicably. “Relations with all countriesare important to us,” Gunawardenasaid.

The security and cooperation in theneighborhood are of utmost priority inhandling the issue of the Chinese ves-sel Wang Yang 5, the Foreign Ministryhere said in a statement.

SriLanka’s Tamil ProgressiveAlliance (TPA) Leader and Colombo’sMember of Parliament, Mano Ganesan,in a statement said, “Chinese (spy) ves-sel coming to Lankan waters is simplywrong. China is far away. India is closeto us here. Indian state considering thisas a challenge to its national security isvery reasonable. Besides, India is the

country which has provided near USD4 billion to us in our time of crisis.”

India has traditionally taken astern view of Chinese military vessels inthe Indian Ocean and has protested suchvisits with Sri Lanka in the past.

The ties between India and SriLanka had come under strain afterColombo permitted a Chinese nuclear-powered submarine to dock in one of itsports in 2014.

China is the main creditor of SriLanka with investment in infrastructure.Debt restructuring of Chinese loanswould be key to the island’s success inthe ongoing talks with the InternationalMonetary Fund for a bailout.

India on the other hand has beenSri Lanka’s lifeline in the ongoing eco-nomic crisis. India has been at the fore-front of extending economic assistanceof nearly USD 4 billion to Sri Lanka dur-ing the year as the island nation is grap-pling with the worst economic crisissince independence in 1948.

Since 2020, at least 50 Chineseresearch vessels have been spotted in theIndian Ocean region and sources said atany given time now four to five such spyships are in the area.

China on Tuesday announced sanc-tions on seven "die-hard" pro-inde-pendence Taiwanese politicians

and officials, including Taipei's repre-sentative to Washington, amid concernsover the increasing visits by foreign dig-nitaries to the self-ruled island claimedby Beijing.

The sanctions were announced byBeijing following trips to the island by USHouse Speaker Nancy Pelosi in earlyAugust and a US Congressional delega-tion led by Democratic Senator EdMarkey on Monday.

Also Last week, Lithuanian DeputyMinister of Transport andCommunications Agne Vaiciukeviciutevisited Taiwan. Lithuania is part of theEuropean Union.

China has already imposed sanctionsagainst Pelosi and Agne and held high-intensity military drills in Taiwan Strait, sparking fears of an armed conflict withTaiwan, which China claims as part of itsmainland.

After Pelosi's visit, China is con-cerned that there will be a flurry of vis-its by top officials from the US and alliedcountries to the self-ruled Island.

China announced sanctions againstseven Taiwanese government officials andpoliticians, saying they pushed a pro-independence agenda for the breakawayisland.

The Taiwan Affairs Office of the rul-ing Communist Party of China said onTuesday that those sanctioned and theirfamily members would not be allowed toenter mainland China, Hong Kong orMacau.

They will not be permitted to dobusiness with the Chinese mainland.Their affiliated companies and financialsponsors would not be allowed to gainprofits from the mainland, a spokesmanof the office was quoted by state-runXinhua news agency as saying.

The Taiwan Affairs Office would takeother necessary measures and thosesanctioned would be held accountable forlife," the spokesman said.

For a period of time, a small num-ber of Taiwan independence die-hardshave tried their best to collude with exter-nal forces to carry out independence'provocations, deliberately inciting cross-strait confrontation, and wantonly under-mining the peace and stability of theTaiwan Strait.

They performed extremely poorlyduring Pelosi's trip to Taiwan, China'sTaiwan Affairs Office spokesperson said.

"The names of die-hard separatistsannounced on Tuesday are only a part ofthe list," the spokesperson said.

Among the seven people on the sanc-

tion list, six are members of the inde-pendence-leaning DemocraticProgressive Party (DPP) of Taiwan.

They include Hsiao Bi-khim,Taiwan's representative to the US and KerChien-ming, the DPP caucus head of thelegislature.

Others included Wang Ting-yu, alegislator who sits on the foreign relationsand defence committee, Wellington Koo,secretary general of the island's NationalSecurity Council, Tsai Chi-chang, vice-speaker of Taiwan's legislature, and LinFei-fan, deputy secretary general of theDPP.

The non-DPP member sanctioned isChen Jiau-hua, New Power Party legis-lator and chairwoman, Hong Kong-based South China Morning Post report-ed.

In December last, China announcedsanctions against Taiwanese Premier SuTseng-chang, Taiwan's legislature presi-dent You Si-kun and Taiwanese ForeignMinister Joseph Wu.

The businesses related to them, as

well as their sponsors, are prohibited fromengaging in profit-making activities onthe mainland. Other punitive measureswill also be taken. They will be held tolifelong accountability according to law,the spokesperson said.

Sanctions are also imposed on thepresident of the "Taiwan Foundation forDemocracy," and the secretary general ofthe "International Cooperation andDevelopment Fund."

On Monday, China resorted to morehigh-intensity military drills aroundTaiwan to "safeguard national sover-eignty" as Taiwan's president met withmembers of a new US congressional del-egation visiting the self-ruled islandclaimed by Beijing, challenging its 'oneChina' policy.

The US Congressional delegation ledby Massachusetts Democratic SenatorMarkey arrived in Taipei on an unan-nounced two-day visit on Sunday, closeon the heels of Pelosi's visit on August 2,the highest-level visit by US official in 25years, which riled Beijing.

Malaysia's top court orderedformer Prime Minister

Najib Razak on Tuesday tobegin his final appeal in twodays after rejecting his requestthat it throw out his graft con-viction and 12-year sentenceover alleged judicial bias.

Najib has sought to intro-duce new evidence that wouldspark a retrial on grounds thatthe high court judge who con-victed him may be biased dueto his previous job at a bankthat provided financial ser-vices to the 1MalaysiaDevelopment Berhad statefund.

1MDB was a developmentfund Najib set up shortly aftertaking power in 2009.Investigators allege at leastUSD 4.5 billion was stolenfrom the fund and launderedby Najib's associates. Najib wasfound guilty of abuse of power, criminal breach of trust andmoney laundering for illegallyreceiving USD 9.4 million fromSRC International, a formerunit of 1MDB.

The five-member FederalCourt bench unanimously dis-missed Najib's request, agree-ing with prosecutors that thebackground of then-HighCourt Judge Mohamad NazlanMohamad Ghazali was publicknowledge. Nazlan is now a

judge in the Court of Appeals.Chief Justice Maimun Tuan

She also said some of theproposed additional evidencethe defense is seeking wasalready available during trialand in any case is irrelevant tothe charges.

“We are not convinced thatJustice Nazlan made his find-ings based on anything otherthan the evidence on record,"she said.

“To our mind, there is nomiscarriage of justice" sinceNajib can include the allegationin his final appeal to the topcourt, she added.

The US Justice Departmenton Monday rebuffed efforts

to make public the affidavitsupporting the search warrantfor former President DonaldTrump's estate in Florida, sayingthe investigation “implicateshighly classified material” andthe document contains sensitiveinformation about witnesses.

The government's opposi-tion came in response to courtfilings by several news organi-sations, including The Associa-ted Press, seeking to unseal theunderlying affidavit the JusticeDepartment submitted when itasked for the warrant to searchTrump's Mar-a-Lago estate ear-lier this month.

Trump, in a Truth Socialpost early on Tuesday called forthe release of the un-redactedaffidavit in the interest of trans-parency.

The court filing — fromJuan Antonio Gonzalez, the USattorney in Miami, and JayBratt, a top Justice Departmentnational security official —argues that making the affidavitpublic would “cause significantand irreparable damage to thisongoing criminal investigation.”

The document, the prose-cutors say, details “highly sensi-tive information about witness-es,” including people who havebeen interviewed by the gov-ernment, and contains confi-dential grand jury information.

The government told a fed-eral magistrate judge that pros-ecutors believe some addition-

al records, including the coversheet for the warrant and thegovernment's request to sealthe documents, should now bemade public.

A property receipt unsealedon Friday showed the FBI seized11 sets of classified documents, with some not only marked topsecret but also “sensitive com-partmented information,” a spe-cial category meant to protectthe nation's most importantsecrets that if revealed publiclycould cause “exceptionally grave”damage to US interests.

The court records did notprovide specific details aboutinformation the documentsmight contain.

The Justice Departmentacknowledged on Monday thatits ongoing criminal investiga-tion “implicates highly classifiedmaterial.”

The search warrant, alsounsealed on Friday, said feder-al agents were investigatingpotential violations of three dif-ferent federal laws, including onethat governs gathering, trans-mitting or losing defence infor-mation under the Espionage

Act.The other statutes address

the concealment, mutilation orremoval of records and thedestruction, alteration or falsi-fication of records in federalinvestigations.

The Mar-a-Lago searchwarrant, carried out last onMonday, was part of an ongoingJustice Department investigationinto the discovery of classifiedWhite House records recov-ered from Trump's home earli-er this year.

The National Archives hadasked the department to inves-tigate after saying 15 boxes ofrecords it retrieved from theestate included classified records.

It remains unclear whetherthe Justice Department movedforward with the warrant sim-ply as a means to retrieve therecords or as part of a widercriminal investigation or anattempt to prosecute the formerpresident.

Multiple federal laws governthe handling of classified infor-mation, with both criminal andcivil penalties, as well as presi-dential records.

China's envoy in Sri Lankaon Tuesday played down

the controversy surroundingthe arrival of a high-techChinese research ship at thesouthern port of Hambantota, calling such visits "very natur-al".

Chinese ballistic missileand satellite tracking ship 'YuanWang 5' arrived in the south-ern port of Hambantota at8.20 am local time. It will bedocked there till August 22.

The ship was originallyscheduled to arrive at the porton August 11 but it was delayedin absence of permission by theSri Lankan authorities.

Sri Lanka had asked Chinato defer the visit amid India'sconcerns over it. On Saturday,Colombo granted the portaccess to the vessel fromAugust 16 to 22.

Sri Lanka said the securi-ty clearance was granted fromthe Ministry of Defence for thevisit of the vessel for replen-ishment purposes during thestipulated period.

Qi Zhenhong, China'sAmbassador to Sri Lanka, waspresent at the port to welcomethe ship.

Several parliamentariansfrom the breakaway group ofthe ruling Sri Lanka PodujanaPeramuna party were also pre-sent.

“This kind of research shipvisiting Sri Lanka is very nat-ural. In 2014 a similar shipcame here," Zhenhong toldreporters when asked about thevisit.

Asked about the Indianconcerns, the Ambassador said“I don't know, you should askthe Indian friends”.

The ship maintained a verystrict security operation withno one being allowed on board.

The Sri Lankan decision topostpone the visit caused much

controversy in the country asthe visit had been cleared inmid-July.

Commenting on the ship'sarrival, the Cabinet spokesmanBandula Gunawardena saidthe issue was settled amicably.

”Relations with all coun-tries are important to us,"Gunawardena said.

The security and coopera-tion in the neighborhood are ofutmost priority in handling theissue of the Chinese vesselWang Yang 5, the ForeignMinistry here said in a state-ment.

India has traditionallytaken a stern view of Chinesemilitary vessels in the IndianOcean and has protested suchvisits with Sri Lanka in the past.

The ties between India andSri Lanka had come understrain after Colombo permitteda Chinese nuclear-poweredsubmarine to dock in one of itsports in 2014.

China is the main creditorof Sri Lanka with investment ininfrastructure. Debt restruc-turing of Chinese loans wouldbe key to the island's success inthe ongoing talks with theInternational Monetary Fundfor a bailout.

India on the other handhas been Sri Lanka's lifeline inthe ongoing economic crisis.

India has been at the fore-front of extending economicassistance of nearly USD 4 bil-lion to Sri Lanka during theyear as the island nation isgrappling with the worst eco-nomic crisis since indepen-dence in 1948.

India's concerns have beenfocused on Hambantota port inparticular. In 2017, Colomboleased the southern port toChina Merchant Port Holdingsfor 99 years, after Sri Lanka wasunable to keep its loan repay-ment commitments, fanningfears over the potential use ofthe port for military purposes.

Iran said Tuesday it submitted a “writtenresponse” to what has been described as a final

roadmap to restore its tattered nuclear deal withworld powers.

Iran's state-run IRNA news agency offeredno details on the substance of its response, butsuggested that Tehran still wouldn't take theEuropean Union-mediated proposal, despitewarnings there would be no more negotiations.

“The differences are on three issues, in whichthe United States has expressed its verbal flexi-bility in two cases, but it should be included inthe text,” the IRNA report said. “The third issueis related to guaranteeing the continuation of (thedeal), which depends on the realism of the UnitedStates.”

Tehran under hard-line President EbrahimRaisi has repeatedly tried to blame Washingtonfor the delay in reaching an accord. Monday was

reported to have been a deadline for Iran'sresponse.

There was no immediate acknowledgmentfrom the EU that Iran submitted its response. TheEU has been the go-between in the indirect talks.

From Washington, State Departmentspokesman Ned Price said the U.S. Would shareits own response to the EU.

“We do agree, however, with (the EU's) fun-damental point, and that is that what could benegotiated has been negotiated,” Price said.

He added that Iran had been making “unac-ceptable demands” going beyond the text of the2015 nuclear deal, which saw Iran drastically limitits enrichment of uranium in exchange for thelifting of economic sanctions.

“If Iran wants these sanctions lifted, they willneed to alter their underlying conduct," Pricesaid. "They will need to change the dangerousactivities that gave rise to these sanctions in thefirst place.”

President Joe Biden will signDemocrats' landmark climate

change and health care bill on Tuesday, delivering what he has called the “finalpiece” of his pared-down domesticagenda, as he aims to boost his party'sstanding with voters less than threemonths before midterm elections.

The legislation includes the mostsubstantial federal investment in historyto fight climate change — some $375billion over the decade — and wouldcap prescription drug costs at $2,000out-of-pocket annually for Medicarerecipients. It also would help an esti-mated 13 million Americans pay forhealth care insurance by extending sub-sidies provided during the coronaviruspandemic.

The measure is paid for by newtaxes on large companies and stepped-up IRS enforcement of wealthy indi-viduals and entities, with additionalfunds going to reduce the federaldeficit.

The House on Friday approved themeasure on a party-line 220-207 vote.It passed the Senate days earlier with

Vice President Kamala Harris breakinga 50-50 tie in that chamber.

Biden is set to sign the bill duringa small ceremony in the State DiningRoom of the White House, sand-wiched between his return from a six-day beachside vacation in SouthCarolina and his departure for his homein Wilmington, Delaware. He plans tohold a larger “celebration” for the leg-islation on Sept. 6 once lawmakersreturn to Washington.

The signing caps a spurt of leg-islative productivity for Biden andCongress, who in three months haveapproved legislation on veterans' ben-efits, the semiconductor industry andgun checks for young buyers. The pres-ident and lawmakers have alsoresponded to Ukraine's invasion byRussia and supported NATO mem-bership for Sweden and Finland.

With Biden's approval rating lag-ging, Democrats are hoping that thestring of successes will jump-start theirchances of maintaining control inWashington in the Novembermidterms. The 79-year-old presidentaims to restore his own standing withvoters as he contemplates a reelection

bid.The White House announced

Monday that it was going to deployBiden and members of his Cabinet ona “Building a Better America Tour” topromote the recent victories, though theadministration has yet to announce spe-cific travel by the president.

“In the coming weeks, the Presidentwill host a Cabinet meeting focused onimplementing the Inflation Reduction

Act, will travel across the country tohighlight how the bill will help theAmerican people, and will host an eventto celebrate the enactment of the bill atthe White House on September 6th,”the White House said in a statement.

Republicans say the legislation'snew business taxes will increase prices, worsening the nation's bout with itshighest inflation since 1981. ThoughDemocrats have labeled the measure

the Inflation Reduction Act, nonparti-san analysts say it will have a barely per-ceptible impact on prices.

The measure is a slimmed-downversion of the more ambitious plan tosupercharge environment and socialprograms that Biden and his partyunveiled early last year.

Biden's initial 10-year, $3.5 trillionproposal also envisioned free prekinder-garten, paid family and medical leave, expanded Medicare benefits and easedimmigration restrictions. That crashedafter centrist Sen. Joe Manchin, D-W.Va., said it was too costly, using theleverage every Democrat has in theevenly divided Senate.

Still, Biden and Democrats are hail-ing the legislation as a once-in-a-gen-eration investment in addressing thelong-term effects of climate change, aswell as drought in the nation's West.

The bill will direct spending, taxcredits and loans to bolster technolo-gy like solar panels, consumer effortsto improve home energy efficiency,emission-reducing equipment for coal-and gas-powered power plants, and airpollution controls for farms, ports andlow-income communities.

In a massive setback for the coun-try, world football governingbody FIFA on Tuesday suspend-

ed India for "undue influence fromthird parties" and said the U-17Women's World Cup "cannot cur-rently be held in India as planned."

The country is scheduled tohost the FIFA tournament fromOctober 11-30.

This is the first time the All IndiaFootball Federation (AIFF) has beenbanned by FIFA in its 85-year histo-ry, with the apex body saying therehave been "flagrant violations of theFIFA Statutes".

"The Bureau of the FIFA Councilhas unanimously decided to suspendthe All India Football Federation(AIFF) with immediate effect due toundue influence from third parties, which constitutes a serious violationof the FIFA Statutes," the FIFA saidin a statement.

The Bureau of the FIFA Councilsaid the lifting of the suspension willbe subject to repealing of theCommittee of Administrators' (CoA)mandate in full. In a statement, FIFAalso said it wants the AIFF admin-istration to "be fully in charge of theAIFF's daily affairs".

"The suspension will be liftedonce an order to set up a committeeof administrators to assume thepowers of the AIFF ExecutiveCommittee has been repealed andthe AIFF administration regains fullcontrol of the AIFF's daily affairs."

"The suspension means that theFIFA U-17 Women's World Cup2022, scheduled to take place in Indiaon 11-30 October 2022, cannot cur-rently be held in India as planned.FIFA is assessing the next steps withregard to the tournament and willrefer the matter to the Bureau of theCouncil if and when necessary."

In the wake of the latest devel-opment, the Centre sought an urgenthearing in the Supreme Court on theAIFF matter.

A bench of Justices DYChandrachud and A S Bopannawas told by Solicitor General TusharMehta, appearing for the Centre, that"important development" has takenplace and FIFA has sent a letter sus-pending India which is in public

domain and needs to be brought onrecord.

This was after a four-memberFIFA delegation held a meeting withsenior sports ministry officials andthe CoA on Friday and Monday, respectively.

"Till last evening it seemed con-sensus has been reached between allthe parties but last night FIFA justinformed us that they will have toban AIFF as per its internal commit-tee decision," an official in the sportsministry said.

"FIFA is against CoA's interfer-ence but it is open to dialogue andwants the AIFF executive board to bein place at the earliest, and if that hap-pens, they will lift the ban.

"The government is committedto solving the matter as soon as pos-sible as it wants the U-17 Women'sJunior World Cup to be hosted byIndia," he added.

A ban on India has been on thecards since the Supreme Courtremoved Praful Patel as AIFF pres-ident on May 18 for not holding elec-

tions, due in December 2020.The court had appointed a three-

member Committee ofAdministrators (CoA), headed byformer apex court judge AR Dave, tomanage the affairs of the national fed-eration.

The CoA, which has formerChief Commissioner of India SYQuraishi and ex India captainBhaskar Ganguly as other members, also had to frame its constitution inline with the National Sports Codeand model guidelines.

The Bureau of the FIFA Councildecided that upon lifting of the sus-pension, the AIFF constitution willhave to be revised in accordance withthe requirements of the FIFA and theAFC and to be approved by the AIFFgeneral assembly without interfer-ence from any third party.

The FIFA, "concurrently", wantsan "independent electoral commit-tee to be elected by the AIFF gener-al assembly to run the elections of anew executive committee".

It also said the AIFF must "carry

out the upcoming electoral processas per the statutory requirements andto hold its elections based on the pre-existing membership of the AIFF (i.Estate associations only).

As per the FIFA move and withthe AIFF losing all membershiprights until further notice, the Indianclubs and representatives (players, referees, officials) are no longer enti-tled to take part in international sus-pension until the suspension is lift-ed.

"This also means neither the

AIFF nor any of its members or offi-cials may benefit from any develop-ment programmes, courses or train-ing from FIFA and/or the AFC," theworld body said in its detailed state-ment.

The FIFA has never allowedthird party interference in the affairsof its member units whether by thecourt or the government. It has setup normalisation committees invarious countries in cases similar toIndia.

FIFA, though, has kept a windowopen for India, saying it is in touchwith the sports ministry on theissue.

"FIFA is in constant constructivecontact with the Ministry of YouthAffairs and Sports in India and ishopeful that a positive outcome to thecase may still be achieved," it said.

Following the ban, the fate of theAIFF elections, to be held on August28 on the orders of the Supreme isnot yet known.

The poll process began onAugust 13 as the top court approvedthe time-line prepared by theCommittee of Administrators (CoA).

The CoA has already appointeda returning officers and has publishedthe electoral college for the elections, including 36 eminent players in thelist. The filing of nominations is tostart from Wednesday till Friday.

India's football fraternity is hop-ing that a last-minute solution willsalvage the FIFA under-17 women'sworld cup when the Supreme Courthears the matter on Wednesday.

The sports ministry had filed anapplication in the Supreme Court, seeking a modification to its August5 order that allowed 36 eminent play-ers to vote in the AIFF elections onthe grounds that the world body wasnot in favour of 'individual member-ship' in the AIFF.

According to sources, FIFA re-iterated its stand to the sports min-istry on Monday and issued the state-ment to ban India after that (around10pm Swiss local time; wee hours onTuesday in India).

The Supreme Court on August3 directed the executive committeeof the All India Football Federation(AIFF) to expeditiously hold elec-tions as per the schedule proposedby the CoA.

This month, in our series 'Championborn this month', I would like to

present a game by the most remark-able World Chess Champion — some-one who always showed courage toexperiment, someone who was thepioneer of artificial intelligence andsomeone who is considered to be thegreatest Chess visionary who influ-enced the Chess world most. Surely thereader has guessed that I am speakingabout five times world Chess champi-on Mikhail Botvinnik of USSR.

Mikhail Moiseyevich Botvinnik(17th August,1911-- 5th May 1995)was born at Kuokkala, (now in Repinodistrict, Saint Petersburg) to a Jewishdentist couple. Though it was the mosttrying time for the Jewish communi-ty then, Botvinnik always found a wayto survive and excel due to his intel-ligence, adaptability and wisdom.Botvinnik turned an atheist veryyoung and always described himself as"a Jew by blood, a Russian by cultureand a Soviet by upbringing".

At the tender age of 20, Botvinnikwon the Soviet Chess Championship, thereby getting opportunity to partic-ipate in important Chess tourna-ments in Western Europe. His victo-ries over former World ChampionsCapablanca and Alekhine — twomasterpieces displaying exactly oppo-site playing styles — reveal the depthof Botvinnik's mastery over Chessstrategy, tactics and technique at ayoung age. When World ChampionAlexander Alekhine passed away in1946, leaving the Chess throne empty, the International Chess FederationFIDE conducted the 'WorldChampionship Tournament' atGroningen (1946) in which Botvinnikemerged the winner, to be crowned as

the World Champion for the first time.Botvinnik always believed in prop-

agating and promoting the game on allfronts at the same time and was themain force behind the governmentsupport and the broad player base inSoviet Union. He wrote several Chessbooks and composed some very illus-trative Chess puzzles. Botvinnik'sgreatest contribution to Chess is hisstudy of artificial intelligence andcomputer science. Even when he wasthe World Champion, Botvinnik ded-icated a lot of time in designing andmaking Chess playing computers.Even at the risk of becoming ridiculedby fellow Chess masters, Botvinnikalways expressed that computerswould eventually defeat humans someday. His words have indeed come true, though, sadly, it was not to happenduring his lifetime.

After retiring from active partic-ipation in world championship cycles,

Botvinnik started training talentedyoungsters from Soviet Union. WorldChampions Garry Kasparov andVladimir Kramnik are the mostprominent among his students.Botvinnik promptly acknowledgedthe contribution of others to his ownwork as well as to Chess theory. Heattributed his concept of 'acclimatisa-tion', practiced by all Soviet sportsper-sons for decades, to invaluable inputsand suggestions by World ChessChampion Dr Emanuel Lasker. Due tohis innovativeness, objectivity andclarity of thoughts, Botvinnik wasalways able to lead the Chess world innew directions and dimensions till thelast day of his life. The Chess world willalways miss this legendary personal-ity.

Today let me take you through agame played by Botvinnik in the sys-tem named after him and annotated bynone other than his most successfulpupil, Garry Kasparov.1.d4 d5 2.c4 e6 3.Nc3 c6 4.Nf3 Nf65.Bg5 dxc4 6.e4 b5

South Africa captain Dean Elgarsays he does not fear "Bazball" as

the Proteas seek to inflict England'sfirst Test defeat of their swashbuck-ling new era under the leadership ofBen Stokes and Brendon McCullum.

After a dismal run of just onevictory in 17 Tests, England have wonfour from four under new skipperStokes and coach McCullum head-ing into their series opener againstSouth Africa at Lord's on Wednesday.

That includes a 3-0 series winover world champions New Zealand, with England hunting down chal-lenging targets on each occasion.

Stokes's men then made light ofa seemingly stiff target of 378 in theCovid-delayed fifth Test againstIndia at Edgbaston, romping to vic-tory by seven wickets.

"Bazball" -- a reference to

McCullum's nickname -- has revi-talised England's red-ball fortunes ata time of renewed debate about thefuture of the five-day game.

But there are questions overwhether the ultra-aggressiveapproach can work in all circum-stances, particularly against a strong

South Africa pace attack."I've got absolutely no interest in

the style that they've played," Elgartold the Guardian. "I think it can go

one of two ways for them and it cango south very quickly... I'd like to seethem do it against our seamers."

But England bowling great JamesAnderson, speaking at Lord's onMonday, is confident that stickingwith a positive mindset will prove theright thing for the team.

"I don't think it has to comeunstuck at all," he said. "We nowknow we've got the ability to chase

anything down and we've got theability to take wickets in any condi-tions.

"If we keep playing with thatentertaining sort of mindset andalso be smart with it as well...there may be times when we can'tgo hell for leather with the bat andmaybe we have to soak up a bit ofpressure at times and just be smartabout when we put pressure back on

the opposition. Both teams appear to be stronger

in bowling rather than battingalthough, with resilient opener Elgarleading from the front, the Proteashave won seven out of nine Testsunder his captaincy, while the formof Keegan Petersen has helped com-pensate for the red-ball retirement ofgifted shotmaker Quinton de Kock.

All-rounder Washington Sundarwho was a sure-shot starter againstZimbabwe was ruled out after heinjured his left shoulder in the RoyalLondon One Day Cup.

"It's sad that Washington is out. Heis quite an important player for the side. But it's part and parcel...Injuries happen.Hope, he will recover soon. He will bemissed him as a spinner but we have gota good back-up through Kuldeep Yadavand Deepak Hooda, who also bowls off-spin," the Indian vice captain said.

While India is back in the southernAfrican nation for the first time since2016 and haven't played much againstthem in the last few years, Dhawan wasof the opinion that should not takeZimbabwe, especially after their recentseries win against Bangladesh.

"They have won against Bangladesh. They are playing good cricket. It'sgood for us and we cannot take anythingfor granted. It's about the process.

Suryakumar Yadav hasreceived high praise from the

great Ricky Ponting, who com-pared the batter with AB deVilliers, saying the Indian pos-sesses a 360 degree game like theSouth African genius.

Ponting suggested thatYadav should bat at numberfour in the Indian line-up.

"Surya (Yadav) scores 360degrees around the ground, a bitlike an AB de Villiers did whenhe was in his actual prime. Thelap shots, the late cuts, youknow, the ramps over the keep-er's head. He can hit down theground," Ponting said on the lat-est episode of The ICC Review.

"He hits really well over theleg side, flicks to deep backwardsquare particularly well, and he'sa good player of fast bowlingand is a good player of spinbowling."

Yadav, 31, has scored 672runs at an average of 37.33 anda strike rate of 175.45 in 23 T20matches and now sits at No.2 inthe ICC T20 Batter Ranking.

"He's a very, very excitingplayer and I'm sure someonethat's going to find himself intheir team, not just their squad,"Ponting, who has seen Yadav upclose in his early years atMumbai Indians, said.

"I think you'd find him intheir team for the T20 World

Cup. And if he's in that team, then I think all the fans inAustralia are going to see a very, very good player.

"He's quite a confident per-son. He backs himself and he'snever going to step down froma challenge or any situation thatarises in a game. I feel he thinkshe can win that situation andtherefore go on and win thegame for his team."

Asked whether Yadavwould make India's best XI, theformer Australian skipper saidhe has "played better than any-body else in the Indian team forthe last couple of series" andshould be slotted at the toporder.

"It's got to be in the top four,

I think. I said stick with him(Virat Kohli) in his traditionalspot, which has been numberthree," Ponting, a two-timeWorld Cup-winning captain, said.

"For Surya, it's one, two orfour. I think he can open, but Ithink he's probably, you know,if you could probably just keephim away from the new ball, lethim control the middle part ofthe game outside the Powerplay, through in the middle, and ifhe's in at the end, you knowwhat can happen."

Ponting said: "I think in thetop four is, well, actually I'll goout on a limb: I don't want himto open. I think number four ishis best spot."
