HAJI JUNIT BIN ZAKARIA currently working as an Inspector for the Safety, Health and Environment

National Authority (SHENA) of Brunei Darussalam. His role is the focal point for Safety & Health

Management System. As a regulator for the Industry Sector, the main responsibility is to ensure

compliance to law and legislation, particularly the Workplace Safety and Health Order, 2009 and the regulations

under that. He is a qualified and highly experienced Geomatics professional with strong skills on HSSE, contract

management and people leadership. Has worked as a consultant to a new local Bruneian company, Quadratech

Sdn Bhd, assuming the role of Chief Operations Officer. He has also worked for over 27 years in the oil & gas indus-

try with Brunei Shell Petroleum Company Sdn Bhd (BSP) in Geomatics or Topographical discipline. This included

international working experience in Holland (NAM) for 3.5 years and in Oman (PDO), also for 3.5 years.

ZAHARUDDIN BIN HAJI ABD RAHMAN have completed his Post Graduate Masters of Science in

Public and Environmental Health at University of Birmingham. He has been previously worked for Institute of

Brunei Technical Education (IBTE) for 6 Years, holding the roles as Education Officer and Health Safety

Environment (HSE) Officer. He has also been appointed as the head of HSE for IBTE overlooking and coordinating

the operational health and safety within IBTE headquarter and campuses. He also being appointed as the focal

point for IBTE HSE curriculum. Currently working at the statutory body, SHENA, national regulator for Workplace

Safety and Health in Brunei Darussalam under the Non-Industry Sector. Supporting the authority in implementing

the enforcement of Workplace Safety and Health, Order 2009 and develop strategic partnership with various

stakeholder such as Ministry of Education, Ministry of Health and Ministry of Religious Affairs in achieving the

strategic goal of SHENA. He has published a journal during the academic year where in 2013 on the Prevalence of

dengue virus in Brunei Darussalam during January-November 2010 published by The Southeast Asian Journal of

Tropical Medicine and Public Health. He has also presented several research paper during the 7th Medical Science

Conference in Malaysia in 2011, International Conference of TVET on Sustainable Development in

2016 and Teachers Day Conference in 2018.

CAPT. JAIME REBELO is a qualified and experienced Master Mariner, having completed his Post

Graduate Certificate in Business Administration from the University of Liverpool in 2017. He has previously

worked for Shell International for 8 years with four years in Command of LNG Carriers and then with Brunei Shell

Petroleum (BSP) until 2014 before he joined the Brunei Government on secondment. With over 16 years as a

mariner, he joined Shell International in 1997 and held a number of marine roles including in command of

oceangoing vessels. From 2006-2014, Jaime held various escalated marine and logistic roles whilst working for

BSP. In April 2014, he was seconded to the Energy Department at the Prime Minister’s Office as Senior Inspector

HSE. He has been the focal point for safety cases for the Oil & Gas Industry sector in Brunei, as well as Lead

Investigator on Regulatory HSE investigations over the past few years. He has facilitated and continues to be

involved in the development of various HSE legislation as well as guidance documents in Brunei. In October 2018,

he took over the role of Chief Inspector for the Safety, Health and Environment National Authority (SHENA). He

has been instrumental in the setting up of the regulatory authority that is mandated to enforce workplace safety,

health and environment as well as radiation legislative requirements across Brunei Darussalam.

DR. ALICE LAI is a Consultant in Occupational Medicine and Head of Occupational Health Division, Ministry of

Health. She received her medical degree qualification from the University of Liverpool, United Kingdom; obtained

her postgraduate degree in Master in Public Health (Occupational and Environmental Health) in 2010, and medical

specialist training in Occupational Medicine in 2014. She has served the Ministry of Health Brunei for 16 years, and

is also an Adjunct Senior Assistant Professor at the University Brunei Darussalam. Her research interests and

publications revolve around occupational and environmental health. She also serves as Member of several

national Committees and Boards.

NOORILHAM BIN MOHAMAD TAHIR currently working as Public Health

Officer in Ministry of Health. He was serve in Environmental Health Services

Department for 27 years especially in public health and occupational health.

He has completed Bsc (Hons) Health & Environment - Safety, Health &

Environmental Management from Nottingham Trent University, United

Kingdom. He obtained various basic and advanced training in the field of

public health and occupational safety and health locally and abroad. He also

a member of Allied Health Professionals of Brunei Darussalam and a trainer

for Diploma Level 5, Environmental Health, Politeknik Brunei

AGNES YONG-DEELEN SIAW PING is a Director of Asset & HSE at Best

Integrated Engineer Solution & Supplies Sdn Bhd (BIESSSB), Brunei

Darussalam. She has 28 years’ experience in HSE management system. She

is responsible to provide professional services in asset and HSE

management. She also is one of qualify TRARAsia Assessor. She has

completed NEBOSH IGC1, IGC2, IGC3 and HSE Certificate in Process Safety

Management training course.

AZMAN BIN HUSSAIN is a Deputy Director of Construction Safety Divi-

sion, Department of Occupational Safety and Health (DOSH) Malaysia. He

has Master of Science in Structural Engineer (CIVIL) from UiTM Shah Alam,

Degree in Civil Engineering from UTM Skudai and Diploma in Civil

Engineering from Ungku Omar Polytechnic. He was attend training courses

organised locally and international. He also experiences as a speaker in

several events conducted in Malaysia and other countries. He has published

two journal regarding Prevention Through Design (PTD) in 2019.

AK MOHD ALI RAHMAN BIN PG HAJI SALLEH is a Public Relation

Officer at Brunei Fire and Rescue Department with 8 years of extensive

experience. His main responsibility is organising training course such as Fire

Marshal, Life Saver 995, Fire Safety and Fire Drill. He has National Diploma

in Vehicle Body Engineering and attend Section Commander Course from

Singapore Civil Defence Academy.

ABDULLAH NAWI currently working as Technical HSE Manager at Bureau

Veritas Brunei with 20 years extensive HSE experience in the upstream and

downstream Oil and Gas industry. He has completed his MBA (Leadership)

from Australia, Post Graduate in Occupational Health and Technical Safety

from RMIT Australia, NEBOSH Diploma (UK), Competent Noise Officer

(NIOSH) and Certificate IV in Project Management Practice (Australia). He is

experience in conducting Technical and General HSE training,

consultation and auditing services for various industrial sectors.

Experienced in developing safety manual, safe operating procedures (SOP),

Safety Cases and Safety Policy, including Environmental Consultancy and

Occupational Health.

OSMERA OTHMAN has 25 years of Well Engineering experience,

predominantly with Brunei Shell Petroleum, where he held operational,

design, safety, capability, business and leadership roles to deliver, maintain

and abandon wells safely and responsibly. He was appointed as Head of HSE

and Security, Brunei Shell Petroleum, bring his operational and wells

perspective in managing safety and environment performance and shaping

in safety culture across the BSP organisation. He was a BSP Scholar and

graduated with a BEng. In Mechanical Engineering from Staffordshire

University, UK in 1994. He is the permanent member in Brunei National

Road Safety Council (MKKJR). He is also the Deputy Chairman of the

Offshore Platform Security Task Force (TF KPMLP).

MOHAMAD ALIASMAN BIN MORSHIDI has extensive engineering and

supervision experience in factory set-up, the operation, facility and

maintenance of process, equipment and risks management in multinational

industry. Also experienced in Civil Works Construction Company Class A,

specializing in Quality, Audits, Risks and Health, Safety and Environment

(HSE) management. With Bachelor of Engineering (Mechanical) from

University of Queensland Australia and Master in Business Administration

from Mara Technology University (UiTM), he is specializing in HSE

management in manufacturing, construction and oil & gas industries for

more than 20 years. He was certified as SHO and RPO. Certified

ISO9001:2008, ISO14001:2004, and OHSAS18001:2007 auditor, Traffic

Management Officer, HRDF Train the Trainer and NEBOSH International

General Certificate in OSH. Currently the Vice President 1 of MSOSH

(2020-2022), Technical IOSH member, ASSP member and Specialist IIRSM

member.
