الجــمــركي التحـديث الــدولـيــة والــتجــارة

تعتبـــر ســـلطات الجمارك من أهـــم الســـلطات الحكومية بـــدول العالم نظـــرا للدور الكبيـــر والخطير الـــذي تقوم به في مســـاعدة الجهات الرقابية بالـــدول عبر الحدود مـــن خالل تطبيق أحـــكام الرقابة األمنيـــة والصحية والزراعية والبيئيـــة و االقتصادية ، فضـــاًل عـــن تحصيل الرســـوم الجمركية التـــي تمثل رافـــدًا مهمًا للناتـــج المحلي اإلجمالي للدولة، و مصدرًا ســـياديًا و دوريـــًا لتمويل اإليراد العـــام بالموازنة العامة للدولـــة ، بما ينعكس مباشـــرة نحو تحســـين مســـتوى الخدمة العامـــة ، وصواًل إلى مســـتوي الرفاهية المســـتهدف للفرد و المجتمع ،فضاًل عن تشـــجيع التجارة كمطلب أساســـي لمنظمـــة التجـــارة العالمية، ممـــا يتطلب إحـــداث التوازن بيـــن الرقابة من

جهة وتســـهيل اإلجـــراءات الجمركية مـــن جهة أخرى. وفـــي إطار مواكبـــة عولمة النشـــاط االقتصـــادي وتحريـــر التجارة العالمية، ســـعت الهيئـــة العامـــة للجمارك نحـــو تطبيق توجهات منظمـــة الجمـــارك العالمية ، و ذلك باســـتخدام نظم جمركيـــة جديدة متطورة ، تهـــدف إلى التحول من ســـلطات لجباية الرســـوم إلى ســـلطات تقدم خدمات جمركية مميزة ومتكاملة تعمل على تشـــجيع وتيســـير حركة التجارة وجذب االســـتثمارات ، من خالل اإلدارات اللوجســـتية التي تعبر عن كافة أشـــكال الدعم )البشـــرية - المادية – التنظيمية( و التي تســـهل العمليات الجمركيـــة وتجعل المنافذ والموانئ بوابات تعبر منها الســـلع والبضائع في أســـرع وقـــت، مما يخفض النفقـــات ويحقق مفهوم الجـــودة متمثلة في رضـــا المتعاملين مـــع الهيئـــة ، وثقتهم في العامليـــن بها ، و الســـيما في ظل ظـــروف الحصار التي

بـــه دولة قطر. مرت هـــذا فضـــاًل عن تعاظـــم دور الجمـــارك في تنميـــة التجـــارة البينية الدوليـــة و الحد مـــن المنازعـــات الجمركيـــة فضال عن تعـــدد آليات تســـويتها. ،و عليه فـــإن التحديث الجمركـــي أصبـــح مطلبًا مهمـــًا للتعامل مـــع التجارة وممارســـتها من خـــالل تبني المبـــادرات الجمركية الناجحـــة ، المواكبة للتغيرات في االقتصاد العالمي، كوســـيلة

فعالة فـــي تطبيق السياســـات االقتصادية المســـتهدفة.و مـــن ثم فإن تطبيق البرامـــج الجمركية الحديثة واســـتخدام التكنولوجيا المتطورة وتحقيـــق التنســـيق الفعال مـــع كافة الجهـــات الحكوميـــة المعنيـــة باإلفراج عن الســـلع والبضائع عبر المنافذ الجمركية والشـــراكة مع المجتمع التجاري، سيســـهم بـــدور كبير فـــي تفعيـــل دور المنافذ والموانئ في تســـهيل التجارة وســـيؤدي إلى

زيادة حجـــم التبادل التجاري وســـيؤثر إيجابًا علـــى التنمية االقتصادية المســـتدامة.

الجمارك تشارك في االجتماع الحادي والعشرين لهيئة االتحاد الجمركي

شـاركت الهيئة العامة للجمـارك باالجتماع االتحـاد لهيئـة والعشـرين الحـادي والـذي التعـاون مجلـس لـدول الجمركـي الجـاري إبريـل 16 يـوم جلسـاته عقـدت بمقـر االمانـة العامـة فـي الريـاض، وذلـك السـيد/ سـعادة برئاسـة وفـد خـالل مـن أحمـد بـن عبـداهلل الجمـال رئيـس الهيئـة

. للجمـارك العامـة العامـة األمانـة مذكـرة االجتمـاع ناقـش بشـأن متابعـة تنفيذ وقـرارات هيئة االتحاد الجمركـي في اجتماعها السـابق ، وتقرير اآللـي التحويـل بشـأن العامـة األمانـة المباشـر للرســوم الجمركيـة ونتــائــجها. وتضمـن االجتماع مناقشـة محضـر اجتماع اللجنـة المكلفـة بمراجعـة تطبيـق النظام لـدول الموحـد الجمركـي »القانـون«

الجمارك تحبط تهريب 5 كيلوجرام من مادة الـ«حشيش«تمكـن موظفو الجمـارك بمطار حمد الدولي مـن احبـاط محاولـة تهريـب كميـة مـن مادة الحشـيش تـزن 5 كيلـو و 350 جـرام ، حـاول تهريبهـا مسـافر قـادم مـن دولـة اسـيوية

علـى متـن أحـد خطوط الطيـران المباشـرة.فـي الجمـارك موظـف اشـتباه إثـر وعلـى المشـتبه الحقيبـة بتحويـل قـام المسـافر فيهـا الـى الفحـص حيث تـم اكتشـاف جيوب مصممـة وتجاويـف الحقيبـة فـي سـريه مـادة شـرائح السـتيعاب احترافـي بشـكل الحشـيش المخـدرة بصورة تبـدو وكأنها من

. الحقيبـة تصميـم وأشـار السـيد عجـب منصـور القحطاني مدير إدارة جمـارك مطـار حمـد الدولـي بأنـه تـم المضبوطـات وتسـليم ضبـط محضـر عمـل إلـى الجهـات األمنيـة السـتكمال اإلجـراءات القانونية الالزمة ، موضحا أن النسـبة الكبرى مـن تهريـب المـواد المخـدرة يتـم مـن خـالل المسـافرين فـي مطار حمـد الدولـي مقارنة

بالمنافـذ األخـرى ، حيـث أن عمليـة التهريـب تكـون بشـكل شـخصي فـي أغلـب الحـاالت .

وأثنـى القحطانـي علـى مـا يتمتـع بـه رجـال سـببًا كانـت وخبـرة كفـاءة مـن الجمـارك قـام حيـث الضبـط مهمـة تسـهيل فـي قسـم األجهـزة والسـيطرة وفرقـة الجوالة الجمركيـة بمراقبـة ومتابعـة الحقيبـة منـذ االشـتباه فيهـا وحتـى وصولهـا إلـى سـاحة

التفتيـش.وأكـد بـأن علـى المسـافرين عـدم اصطحـاب فـي ممـا والتأكـد تخصهـم ال حقائـب تكـون حقيبـة كل الن حقائبهـم داخـل باسـم حاملهـا ويكـون مسـؤواًل مسـؤولية كاملـة عمـا بداخلهـا ، الفتـاٍ الـى ان هنـاك العديـد مـن الحـاالت التـي تـم ضبطهـا لمثـل هـذه الحـاالت وتبيـن احتوائهـا علـى مـواد

. ممنوعـة الجديـر بالذكـر أن إدارة جمـارك مطـار حمد الدولـي كشـفت الفتـرة األخيـرة عـددا مـن

محـاوالت تهريـب مـواد مخـدرة مـن مـادة المحظـور االقـراص مـن وعـدد الحشـيش تداولهـا والتـي تنوعـت فـي طـرق االخفـاء.

الجمـــارك تحبـــط تهريـــب 78 كيلوجـــرام مـــن مـــادة الــــتمباك

تمكن موظفو الجمارك بمطار حمد الدولي من احباط محاولة تهريب كمية من مادة التمباك الممنوعة تزن 78 كيلوجرام ، حاول تهريبها مسافران قادمان من دولة اسيوية على متن

أحد خطوط الطيران المباشرة.وعلى إثر اشتباه موظف الجمارك في المسافر األول قام بتحويل الحقيبة المشتبه فيها الى الفحص حيث تم اكتشاف الحقيبة المملوءة تم مباشرة وبعدها ، التمباك مادة بأكياس نفس على لمسافر اخرى حقيبة اكتشاف الممنوعة المادة بنفس تمتلئ الطائرة مراقبة تم حيث ، التغليف طريقة وبنفس لضبطها الالزمة االجراءات واتخاذ الحقيبتين

بالشكل القانوني .مدير القحطاني منصور عجب السيد وأشار إدارة جمارك مطار حمد الدولي بأنه تم عمل محضر ضبط وتسليم المضبوطات إلى الجهات األمنية الستكمال اإلجراءات القانونية الالزمة

، موضحا أن النسبة الكبرى من تهريب المواد المسافرين في مطار تتم من خالل المخدرة ، حيث حمد الدولي مقارنة بالمنافذ األخرى أن عملية التهريب تكون بشكل شخصي في

وزارة أقامتـــه حفـــل خـــالل ذلـــك جـــاء المواصـــالت واالتصاالت تحـــت رعاية معالي الشـــيخ عبـــد اهلل بـــن ناصـــر بـــن خليفـــة آل ثانـــي رئيـــس مجلـــس الـــوزراء ووزيـــر الداخليـــة، وتضمـــن الحفـــل - الـــذي حضره جمع من المســـؤولين من مختلـــف الجهات الحكومية- اســـتعراض اإلنجـــازات التدريبية لبرنامـــج »تدريـــب حكومة قطـــر الرقمية«

، وإعـــالن الشـــراكات الجديـــدة والخطـــط التدريبيـــة للعـــام 2019.

وقـــال الســـيد عـــادل المراغـــي أن الهيئة متمثلـــة فـــي إدارة نظـــم المعلومات قد عملـــت خـــالل الفتـــرة الماضية علـــى انجاز عـــدد كبيـــر مـــن المشـــاريع التقنيـــة التي تهـــدف لتســـهيل العمل اليومـــي وتطوير اإلجراءات الجمركية التـــي تنفذها الجمارك

فـــي إطـــار دعم حكومـــة قطـــر الرقمية ، مشـــيرا الى ابرز هـــذه المشـــروعات والتي تتمثـــل في )نظـــام مكافحة جرائم غســـل االجراءات أتمتة االرهـــاب، األموال وتمويل الماليـــة فـــي الهيئة، نظام إدارة وأرشـــفة المســـتندات إلكترونيا، النظـــام االلكتروني الشـــامل لتدريـــب موظفي الهيئـــة العامة

موظفيهـــا بتخريـــج تحتفـــل الجمـــارك الدارســـين لدبلـــوم العلـــوم الجمركيـــة

مجلـــس رئيـــس وحضـــور رعايـــة تحـــت الـــوزراء ووزيـــر الداخليـــة معالي الشـــيخ / عبـــداهلل بـــن ناصر بـــن خليفـــة آل ثاني، شـــهدت الهيئـــة العامة للجمـــارك تخريج مجموعـــة من موظفيها الدارســـين بكلية المجتمـــع في قطـــر ، وذلك ضمـــن الحفل الـــذي أقامتـــه الكليـــة لتخريـــج الدفعـــة الثامنـــة مـــن طالبهـــا وطالباتهـــا حملـــة

الدبلـــوم والبكالوريـــوس للعـــام 2019.

وقد حضـــر الحفـــل الذي أقيم فـــي مركز قطر للمؤتمرات ، ســـعادة الســـيد / أحمد بن عبـــداهلل الجمال رئيس الهيئـــة العامة للجمـــارك وعـــددًا مـــن كبار المســـؤولين بالدولـــة ، حيـــث قـــام ســـعادته بتهنئـــة التخرج فرحـــة ومشـــاركتهم الخريجيـــن من خـــالل أخذ الصـــورة التذكارية معهم .

الجدير بالذكـــر أن الهيئة تؤهل موظفيها أكاديميـــًا مـــن خـــالل ألحاقهـــم ببرنامج

)دبلوم مشـــارك في العلـــوم التطبيقية – تخصـــص علـــوم جمركية( وذلـــك بالتعاون مـــع كليـــة المجتمـــع في قطـــر ومعهد الدراســـات الضريبية والجمركية بأســـتراليا ، وقد شـــهد البرنامج الذي يســـتمر ألكثر من ســـبع ســـنوات متواصلة نجاحًا ملحوظًا بين موظفـــي الهيئة الراغبيـــن في تعزيز نفس األكاديمية في بالدراســـة خبراتهم

تخصـــص عملهم .

الراغبيـــن للمعاينـــة قبـــل اجـــراء المـــزاد بعـــدة ايـــام ، وشـــهد المـــزاد اقبـــاال مـــن المهتمين وتـــم بيـــع كافـــة المجموعـــات المعروضة فـــي المزاد .

نظمـــت الهيئـــة العامة للجمـــارك محاضرة دينيـــة رمضانيـــة بعنـــوان )مواقـــف مـــن الســـيرة النبوية (، والتي القاها المستشـــار التربـــوي الدكتـــور /عبدالرحمـــن الحرمـــي ، بالمقـــر الرئيســـي للهيئـــة ، وقـــد حضر اإلدارات مـــدراء مـــن عـــددًا المحاضـــرة والموظفيـــن بجميـــع اإلدارات الجمركيـــة.

وتهـــدف الهيئـــة مـــن تنظيم مثـــل هذه الموظفين توعيـــة زيادة الـــى المحاضرات الثقافيـــة والدينية المجـــاالت في جميـــع واالجتماعيـــة وغيرهـــا مـــن المجـــاالت ، واســـتغالل أجـــواء الشـــهر الفضيـــل في اثـــراء المعلومـــات الدينية لـــدى الحضور .

الجمارك تعزز خبرات موظفيها في العالم التعامل مع جمهور كأس

نظمـــت الهيئة العامـــة للجمارك ورشـــة الدوليـــة – األحـــداث بعنـــوان » تدريبيـــة كأس العالم 2022« ، والتـــي تم التجهيز لهـــا من قبـــل مركـــز التدريـــب الجمركي بالتعاون جامعة شـــارلز ســـتورت للدراسات اســـتراليا فـــي والضريبيـــة الجمركيـــة ، وبمشـــاركة 35 شـــخص مـــن موظفـــي والهيئـــة للجمـــارك العامـــة الهيئـــة العامـــة للضرائب ولجنة المشـــاريع واإلرث.

وتهـــدف الورشـــة التـــي اســـتمرت لفترة ثمانيـــة أســـابيع متواصلـــة ، الـــى تعزيـــز إجراءات إدارة فـــي المشـــاركين قـــدرات العمل الجمركي على المنافذ ، واســـتقبال الوافدين والمســـافرين مـــن الكبير العدد وجمهـــور كأس العالم المتوقع حضورهم المونديـــال فتـــرة خـــالل الدولـــة الـــى دون ، دخولهـــم عمليـــة وتســـهيل ،االخـــالل باإلجـــراءات األمنيـــة المطلوبة .

والتـــي الورشـــة هـــذه أهميـــة وتأتـــي التحضيريـــة المحـــاور أهـــم تناقـــش

بالتعاون مع المنظمة العالمية للجمارك

نظمت الهيئـــة العامـــة للجمارك ورشـــة وطنية بعنـــوان ) االدارة المنســـقة للحدود –الحـــدود الذكية( وذلك بمشـــاركة 19 موظفا مـــن موظفـــي الهيئة وعدد مـــن موظفـــي الجهـــات الحكومية الشريكة ، وقد عقدت الورشـــة خالل الفترة 23- 25 /2019/4م بالتعـــاون مـــع المنظمـــة العالمية للجمـــارك وحاضر بهـــا كل من الســـيد/ بانـــدي باشـــوباتي الخبيـــر بمنظمـــة الجمـــارك العالمية والســـيد / مـــراد العرفاوي الملحـــق الفني إلقليم شـــمال افريقيا

والشـــرق االدنى والوســـط بالمنظمة.وقد افتتح الورشـــة الســـيد / محمد عبداهلل المعاضيد – مســـاعد رئيس الهيئة لشـــؤون الخدمات المســـاندة، والذي أكد في كلمته االفتتاحيـــة علـــى اهمية الورشـــة وما تتناوله من محـــاور مختصة بمعايير عمـــل الحدود الذكية )SAFE( ، واســـتخدام التكنولوجيا الحديثـــة لتحقيق الخطـــة االســـتراتيجية للهيئة العامـــة للجمارك

بدولة قطـــر 2022-2018 و تضمنت الورشـــة اليـــة تحقيق األهـــداف األســـتراتيجية للهيئة بالتركيـــز على زيـــادة فعالية اآلليات واإلجراءات الجمركية بنســـبة )5(% ســـنويًا لتحقيق ودعـــم االقتصاد واألمـــن المجتمعي القطري للسنوات 2018-2022, ووضع الخطة االســـتراتيجية االقليمية بما تتفق مع مشـــروع الجمـــارك الرقمية الذكية والمشـــروع الوطني

لدولة قطر فـــي تحقيق االمن واالســـتقرار.

كما اشـــتملت الورشة على جلســـة نقاش بين الخبراء والمشاركين علـــى أهمية الحـــدود الذكيـــة ووضع السياســـات والحلـــول لكل المســـتجدات التي قد تطـــرأ باالســـتعانة بالتكنولوجيات الناشـــئة مثـــل )تكنولوجيا المكان الجغرافـــي والطائرات بال طيـــار والذكاء

االصطناعي ( وغيرهـــا من الموضوعـــات ذات العالقة.ومن الجدير بالذكر ان الهيئة العامة للجمارك تســـاهم مســـاهمة فعالـــة في اســـتضافة ورش العمـــل المتنوعة بهدف االســـتفادة من الخبـــرات الجمركية مـــع دول االقليم وتطويـــر اداء ومهارات

الموظفيـــن لالرتقاء بمســـتواهم االداري والميداني .

دورة تدريبية في مجال األمن والسالمة لموظفي الجمارك

نظمـــت الهيئة العامـــة للجمـــارك متمثلة في مركز التدريـــب الجمركي دورة تدريبية في مجـــال األمـــن والســـالمة للموظفين، وذلك بالتعـــاون مع ادارة الدفـــاع المدني بـــوزارة الداخلية، وعليه تـــم تنفيذ الدورة التدريبيـــة المذكورة بمقـــر الهيئة العامة للجمـــارك خالل الفتـــرة مـــن 28 ابريل الى

. 2019 مايو 2تهدف الهيئة من عمـــل مثل هذه الدورات التدريبية التي شـــارك فيهـــا 17 موظف الى زيـــادة توعية موظفـــي الهيئـــة وتقديم اجراءات بشـــأن لهـــم الالزمة اإلرشـــادات االضطراري األخالء وأليات والســـالمة األمن عند الحـــوادث والحرائق وكيفيـــة التعامل االســـعافات تحتـــاج التـــي الحـــاالت مـــع المرتبطة األولية وغيرها مـــن الموضوعات

فـــي مجال األمن والســـالمة.تم افتتـــاح الدورة من قبـــل الرائد/ خميس سالم الســـويدي من إدارة الدفاع المدني, والذي قـــام بتعريف المشـــاركين بالمحاور العامـــة التـــي ســـوف تتناولها الـــدورة ، بعدهـــا قـــام بشـــرح إجـــراءات الســـالمة الهامة لكل انســـان فـــي حياتـــه اليومية الحفـــاظ والتـــي يســـتطيع مـــع خاللهـــا المكان علـــى ســـالمته وســـالمة وأمـــان الـــذي يكـــون فيـــه ، و تـــم شـــرح كيفية عمـــل اخالء للمبانـــي مـــن الموظفين في حالة نشـــوب اي حالـــة حريق وارشـــادهم

الطـــوارئ وكيفية الى مخـــارج التواصـــل مع الدفـــاع المدني , كمـــا تـــم شـــرح خطـــورة

طفايـــات الحريـــق واماكـــن وجودها في جميع المنشـــآت ، كمـــا تم إجـــراء تدريب على اســـتخدام طفايـــات الحريق بشـــكل الموظفين في نظري وعملـــي بمشـــاركة الســـاحة المقابلة للهيئة , كمـــا تم عرض فيلم مرئي لرجـــال الدفـــاع المدني وهم يقومـــون بإطفاء حرائق المنشـــأة ، وعمل جولـــة ميدانية فـــي الهيئـــة للتعرف على أماكـــن وجود طفايـــات الحريق ومرشـــات الميـــاه و كواشـــف الحـــرارة وغيرهـــا من ادوات األمن والســـالمة داخل مقر العمل .

هي شروط الترقيات بشكل عام ؟استثنائية( ترقية و – نظامية )ترقية نوعان هي عام بشكل الترقية فمثال البشرية الموارد لقانون وفقا وضوابط شروط منهما ولكل

الترقية النظامية وفقا للمادة )47( لـــسـنـة 2016

ماهي آلية إجراء التقييم السنوي التي تتم للموظفين ؟الرئيس بواسطة موارد برنامج في الكترونيُا الموظفين تقييم يتم لقواعد وفقُا وذلك عام كل من يناير شهر خالل للموظف المباشر ( ويتم الحضور واالنصراف السلوك – الكفاءة – ) االنضباط – التقييم اعتماد نموذج تقييم أداء الموظف الكترونيًا ، وفور االعتماد يخطر تقييم درجة عن االستعالم بضرورة نصية برسالة الكترونيًا الموظف حال يوم )15( وبمهلة الذاتية بالخدمة الخاصة الصفحة عبر أداءه رغبته في تقديم التظلم ، ويتم رفع التظلم الكترونيًا لرئيس الهيئة للبث فيها وفقا ألحكام قانون الموارد البشرية رقم )15( لسنة 2016.

اكملـــت إدارة نظـــم المعلومـــات أتمتة المشـــتريات عبـــر نظام االوراكل الـــذي تـــم انجـــازه بالكامـــل خالل ســـتة شـــهور ، حيث قامـــت إدارة نظم المعلومات ببعض اإلجراءات التقنية الســـتكمال النظـــام كتوفيـــر التراخيـــص الالزمة لتطبيقـــات البرنامـــج المالي و إعـــداد البنيـــة التحتيـــة باإلضافـــة إلـــى توفير الدعـــم الفني .

ويهـــدف هـــذا البرنامج إلـــى إتمـــام االجـــراءات المالية ووضع قيـــود وتحكم علـــى الموازنة العامة للهيئة ، وهذا األمر ســـهل اإلجـــراءات على جميـــع الموظفين فلم تعد كالســـابق من ناحية ســـرعة اإلنجـــاز والدقة ، حيث كانـــت جميع االجراءات تســـتخدم ورقيـــًا بدون أي نظام تقنـــي ، أما اآلن يتم عمـــل جميع االجراءات علـــى نظـــام األوراكل ، باإلضافـــة إلـــى ذلـــك تم تزويـــد خاصية »الصالحيـــات« الســـتخدام البرنامج من خالل تدريب شـــريحة كبيرة مـــن الموظفين متمثلين مـــن مدراء إدارات والمنســـقين اإلداريين .

المبـــارك رمضـــان شـــهر يعتبـــر مـــن أكثـــر المواســـم التـــي يتم االســـتعداد لها من خالل اســـتقبال والتموينيـــة، الغذائيـــة المـــواد الجوي الشـــحن جمـــارك وتشـــهد قبيـــل الشـــهر الفضيـــل اســـتيراد الشـــحنات والمـــواد الغذائيـــة من العالـــم. دول مـــن كبيـــر عـــدد اجـــراء مقابلـــه مع خـــالل ومـــن الســـيد ســـعود عبدالعزيز المناعي الشـــحن جمـــرك قســـم رئيـــس الجـــوي، ذكـــر أن هناك مـــا يقرب مـــن 21 رأس غنـــم حيـــة قـــد تم اســـتيرادها خـــالل شـــهر رمضـــان بإحصائيـــات بتزويدنـــا وقـــام ،حـــول المـــواد الغذائيـــة التي تم اســـتيرادها قبيـــل وخالل الشـــهر المبـــارك ، اضافـــة الـــى ذلك فقد هنـــاك ان الـــى المناعـــي اشـــار توســـعة بشـــأن حاليـــة دراســـة وذلـــك الجـــوي الشـــحن مبنـــى االســـتيراد عمليات شـــهدته لمـــا والتصديـــر مـــن زيـــادة ملحوظـــة . الماضييـــن العاميـــن خـــالل

وقال الســـيد ســـعود المناعـــي أن ابرز المـــواد الغذائية التـــي بدأت تدخـــل للبالد عن طريـــق الشـــحن الجوي هـــي اللحـــوم والتي تنقســـم الى اللحـــوم البـــاردة واألغنام الحيـــة، وقـــد بلغت اللحـــوم الحية 1344 طـــن تقريبا ، امـــا اللحوم الحيـــة فقد بلغت 21 ألـــف رأس غنـــم تقريبـــًا والتي يتم اســـتيرادها عبـــر شـــركة )ودام( المدعومة من الدولـــة ، والتي كان يتم اســـتيرادها بواقع شـــحنتين الى ثالث شـــحنات في األســـبوع، كل طائـــرة تشـــحن ما يقـــارب ألـــف رأس وغيرها مـــن الشـــركات الخاصة التـــي كانت تســـتورد األغنام بشـــكل كبيـــر، اما بالنســـبة للحـــوم البـــاردة او المذبوحـــة فبلغت مـــا يقارب 2727 طن, وشـــحنات األســـماك وصلـــت الـــى 617 طن خالل هذا الشـــهر.

وفيمـــا يتعلـــق بالخضـــروات والفواكـــه قـــال الســـيد ســـعود المناعـــي أنهـــا تأتي مـــن مختلـــف دول العالـــم بشـــكل يومـــي، حيـــث تـــم شـــحن أكثـــر مـــن 6312 طن خـــالل هـــذا الشـــهر وتـــم عمـــل وحـــده خاصـــه للخضـــروات والفواكـــه ومكتـــب خـــاص لتفتيشـــها ومعاينتهـــا، ومـــن ناحيـــة المـــواد الغذائيـــة وســـرعة تخليصهـــا تعتمـــد علـــى المســـتورد او الشـــركة المســـتوردة فـــي ســـرعة إجـــراءات التخليص.وأضـــاف المناعـــي أن من أهـــم األمور التي ســـاعدت على تحمـــل هذا العـــدد الكبير من الشـــحنات مـــا تقوم به إدارة الشـــحن الجـــوي من تنســـيق بين الموظفيـــن بتوزيع مهـــام العمـــل عليهم على ان يكـــون العدد المتواجـــد في دورية العمـــل ال يقل عن 30% مـــن نســـبة الموظفيـــن، أيضًا مـــا قامت بـــه الدولة مـــن عملية تجهيـــز للمباني التي تســـتقبل هـــذه الشـــحنات وتهيأتهـــا باألجهـــزة والمعـــدات التـــي تعمل على تفتيشـــها وحفظهـــا من التلف في درجة حرارة مناســـبة، ومن خـــالل تواجد الموظفين واالســـتعدادات للجهات العاملة مـــع إدارة الشـــحن الجوي , وذكـــر المناعي أن هناك خطه لتوســـعة مبنى الشـــحن الجوي خالل الثالث ســـنوات القادمة وهذا بســـبب ما تم مالحظته مـــن كمية الواردات التي شـــهدت تزايـــدًا ملحوظًا خالل العاميـــن الماضيين.

الـــدورة فـــي جمركـــي ممثـــل 200 مـــن أكثـــر شـــارك العالميـــة الجمـــارك إنفـــاذ للجنـــة والثالثيـــن الثامنـــة تحـــت 2019 مـــارس بروكســـل فـــي عقـــدت التـــي )EC(المعرفـــة«. وأســـاس الجمـــارك الذكيـــة.. »الحـــدود شـــعار

تـــم اختيار موضوع لجنـــة هذا العام ليعكس كيـــف تلعب البيانات والتكنولوجيـــا دورًا مهمًا في تحســـين أنشـــطة فرض الجمارك. يواجه مجتمـــع الجمارك الدولـــي بال كلل مخاطر ناشـــئة جديدة ويجـــب عليه أن يتبنـــى أدوات وحلـــول تعتمد علـــى التكنولوجيا لمواجهـــة التحديـــات األمنيـــة عبر الحـــدود مع تســـهيل حركة التجارة المشـــروعة. كان موضـــوع المجموعـــة األوروبية متفًقا مع الموضـــوع العـــام لمنظمة الجمـــارك العالميـــة لعام 2019 »الحـــدود الذكيـــة للتجـــارة والســـفر والنقـــل«. وخالل أســـبوع واحد من المناقشـــات المكثفـــة والحيوية ، قامـــت اللجنة بتبادل وتبـــادل العديد مـــن المشـــروعات والمبـــادرات ذات الصلة بهذا الهـــدف العام المتمثل فـــي تحقيق ضوابط أكثـــر أمانًا وفعالية علـــى الحدود مع تســـهيل التجارة المشـــروعة وحركـــة الركاب.

اســتعدادات خاصــة مــن كافــة اإلدارات الجمركية للتعامل مــع الحــدث العالمــي الذي تشــهده قطر

محاور عملية إلحكام الرقـابة الجمركية خالل

االنتهاء من البطولة، سيتم

إعادة تصدير هذه السلع، وعليه يجب أن تكون إجراءات اإلدخال المؤقت أثناء فترة

البطولة مبسطة من أجل تسهيل حركة البضائع. وعلى اإلدارات الجمركية ان

،وكان يف السيد / حممد عثمان فخرو من شبابه يف اجلمارك عمل بداية يف »زكريت« مجرك عن مسؤوال الثاثينيات حقبة منتصف النظام احلكومي »بعد الغاء نظام الضمان« ، ثم ُعن يف مجارك الدوحة رئيسًا للمديرية العامة للجمارك يف عام 1945بعد ان انشأها احلاكم وكان عثمان يعمل حتت اشراف »حسن العميم اخلبر اجلمركي من

كيف كانت بدايتـــك المهنية وماهي طبيعة عملك في الهيئـــة العامة للجمارك ؟

بـــدأت العمـــل فـــي عـــام 2007 بوظيفة مفتشـــة جمركية فـــي إدارة الجمارك البرية وبعدهـــا انتقلت للعمل إلـــى إدارة الجمارك الجوية في عـــام 2012, وفـــي عام 2018 تم نقلي الى إدارة الشـــؤون القانونية وذلك بســـبب حصولي علـــى الشـــهادة الجامعية

. )بكالوريـــوس حقوق( بتخصص

كيـــف تصفيـــن عملك ســـابقًا فـــي المنافذ الجمركيـــة وفقـــًا لنظام الورديـــات والعمل

؟ كمفتشـــة جمركية كان العمـــل كمفتشـــة جمركيـــة ممتـــع ويحتـــاج إلى قوة فـــي المالحظة والتدقيق والتركيـــز , وذلـــك نظـــرًا لطبيعـــة العمـــل الرقابيـــة واألمنيـــة لمنـــع دخـــول أي مادة ممنوعـــة قـــد تلحق بـــاألذى إلـــى البالد أو المواطنيـــن والمقيمين ، حيـــث تعتبر مهنة التفتيش هي الدرع الرئيســـي في مواجهة أي خطـــر قد تلحـــق بلدنـــا, وهـــذا يعطينا الحمـــاس للقيـــام بمهـــام وظيفتنـــا على أكمـــل وجـــه وســـعادتنا التوصف فـــي حال قيامنـــا بضبط أي مـــواد ممنوعـــه أو خطرة لما لهـــا أهمية كبيـــرة في حمايـــة الوطن

أفضـــل العمل فـــي الوظيفـــة اإلدارية في الوقـــت الحالـــي وذلك لرغبتي فـــي العمل حســـب مجال دراســـتي تبعا لدراستي ففي جميـــع االحوال نحن نكمل بعض ســـواء في العمـــل االداري أو التفتيـــش ، وإننـــا بقلوب مخلصة نـــؤدي أعمالنا بـــكل إخالص وتفاعل لتحقيق هـــدف واحد وهو حمايـــة وخدمة

هـــذا الوطن .

إحـــدى الـــدورات التدريبية .

ماهي الـــدورات التدريبية التي تم ترشـــيحك لحضورها ؟ ومـــا تأثيرها عليك ؟

تم ترشـــيحي لحضـــور دورة تدريبية خارجية فـــي المملكـــة األردنية الهاشـــمية , وذلك بعد حصولـــي على المركز الثالـــث في دورة تدريبية ســـابقة ، وهلل الحمد اســـتطعت من

خـــالل هذه الـــدورات اكتســـاب معرفة على ماتقوم به الجمارك من أعمال ومســـؤوليات كبيـــرة ، فتهيئـــة العنصر البشـــري من أهم أساســـيات العمـــل التي تســـاعد علـــى رفع

مســـتوى الموظف .

كيـــف تجديـــن عالقاتـــك مـــع الموظفيـــن والموظفـــات في التعـــاون لســـير العمل ؟

»تنظيــم الوقــت« يزيــد مــن طاقــة الــــفــرد ويقــــلل أعــراض الـــتــوتــر

طرق لتنظيم الوقت:يستطيع الفرد العمل على تنظيم وقته من خالل اتباع الخطوات التالية:

• إحضار ورقة والعمل على تقسيمها لثالثة أجزاء.• تحديد عدد ساعات النوم في الجزء األول من الورقة، كأن تكون 8

ساعات أو بالقدر الذي يظن الشخص أنه بحاجة إليه.• تخصيص 8 ساعات أخرى من أجل العمل، كتابة ذلك في الجزء الثاني

من الورقة.• في الجزء األخير من الورقة، يتم تحديد جميع األمور التي يجب القيام األمور الطعام ثم تبقى، كاالستحمام وتناول الذي الوقت بها خالل التي يود الشخص القيام بها كالجلوس مع العائلة ومشاهدة التلفاز،

باإلضافة إلى العديد من األنشطة المختلفة.• بعد االنتهاء من كتابة الثالثة أجزاء، ال بد من إعادة النظر في المخطط الذي تم وضعه، وفحص ما إذا كان يحقق أهدافه أم ال، حيث إنه يستطيع

تعديله بالطريقة التي يراها مناسبة وتتماشى مع أهدافه أم ال.

أثر تنظيم الوقت على الفرد:يوجد العديد من الفوائد المترتبة على تنظيم الفرد لوقته، ومنها:

• تتحسن إنتاجية الفرد للمهام وتصبح أفضل.• تزداد كمية الطاقة التي يمتلكها الفرد ويحتاج إليها من أجل إنجاز

المهام.• التقليل من كمية التوتر الذي قد يشعر به الفرد عند قيامه بالمهام

المختلفة.• تزداد قدرة الفرد على القيام باألشياء التي يود القيام بها.

• إنجاز المزيد من المهام في نفس المقدار من الوقت.• زيادة شعور الفرد بالرضى حول نفسه، وزيادة الثقة بالنفس.

• تحقيق التوازن: يسمح تنظيم الوقت بإنشاء توازن صحي بين العمل والبيت.

• تحقيق المزيد من اإلنجازات في وقت أقل: يمكن إنجاز المزيد من األعمال المختلفة في فترات زمنية قصيرة ومجهود أقل، ويتم ذلك من خالل تحديد األولويات وتطبيقها في الوقت المحدد والمتاح لها إلتمامها، حيث أن توفير ساعة لعمل شيء ما يساعد في زيادة االنتاجية

فيه على مدى الساعات القادمة.

• التخلص من التردد: في العادة تأخذ القرارات الكبرى الكثير من الوقت كما يمكن أن يضيع بعض الوقت على القرارات الصغيرة أيضًا، لذا يفضل

تحديد قائمة المهام والوقت المتوقع لها.أهداف الشخص لدى يكون قد سريعة: بصورة األهداف تحقيق •يقوم قد الوقت تنظيم ألهمية منه إدراك ودون ولكنه ليحققها

بإفالتها عبر الزمن، أو بقائها مؤجلة على الرف ألجل غير مسمى.• زيادة الثقة: يمكن أن يساعد حسن إدارة الوقت على تحسين الثقة بالنفس وتوفير الوقت لالعتناء بها، كما تساعد على الشعور بإنجاز

المهام المختلفة والتحفيز على إنجاز المزيد منها.• الحصول على الطاقة لتحقيق المزيد: يوفر تنظيم الوقت الحصول على فترات لبناء المهارات الجديدة لتحسين جودة العمل، أو تجربة هواية

جديدة وذلك للحصول على المزيد من الطاقة الداعمة لإلنجاز.• توفر الوقت لفعل األشياء المحببة: يمكن لتنظيم الوقت توفير أكبر مقدار منه إلنجاز األمور المحببة للنفس مثل النوم، واالهتمام بالنظافة

الشخصية، والحصول على بعض المتعة.

تحديد األولويات واألهداف اليوميةيجب على الجميع تحديد األعمال وتواريخ إنجازها والمهام التي يجب إنجازها قبل األخرى، فاألمور األخرى الثانوية يمكن تأجيلها لبعد إنجاز األعمال الرئيسية، لذا ال بد من ترتيب األوقات بشكل جيد مثل القيام بجميع األعمال المتشابهة في نفس الوقت اليومي، وعدم المماطلة والتأجيل في القيام باألعمال، فتأجيل األمور المختلفة عادة سيّئة في الحياة العملية واالجتماعية، فال أحد يعرف ما قد يحدث في اللحظة التالية أو اليوم التالي، ولهذا السبب يجب اتّباع الجدول اليوميّ المنظم

ومحاولة عدم تغيير أي شيء فيه.

االستيقاظ الباكرمن أهم عوامل تنظيم الوقت هو االستيقاظ في وقت مبكر وااللتزام بمواعيد النوم اليوميّة والمناسبة لطبيعة الدراسة أو العمل وعدم االعتياد على السهر أو النوم لوقت متأخر في الصباح، حتى يتمّ إنجاز األعمال على أكمل وجه ممكن، وكل ذلك يؤثر على الصحة العامة

نعم يمكن دخول االدوية الشـــخصية مع وصفة طبية شـــريطة أن يكـــون الـــدواء غير مقيـــد أو ممنوع ، كما يجـــب ان تكون الكمية بســـيطة تتناسب مع االستعمال الشـــخصي ، وفي حالة وجود قيـــد يجب مراجعة الجهـــة المختصة بالدولة للســـماح

بدخوله

3- صورة من السجل التجاري4- صورة من الرخصة التجارية

5- صورة من بطاقة قيد المنشاة .

الرخصة الخاصة يمكن من خاللها التخليص على البضائع الواردة تكون والتي فقط نفسها الشركة لمستوردات والصادرة

فواتيرها مكتوبة باسم الشركة او المؤسسة او أحد فروعها .اما الرخصة العامة يمكن من خاللها التخليص على جميع البضائع المصدر او المستورد اسم عن النظر بغض والصادرة الواردة

المسجل بالفاتورة.

Customs Modernization and International Trade

Customs authorities are among the most important governmental authorities in the world due to the large and dangerous role it plays in helping regulators across countries by applying the control provisions of security, health, agricultural, environmental and economic. As well as the collection of customs duties, which represent an important source of the country's GDP, and a sovereign and periodic source of financing the public revenues of the general budget of the state, which is directly reflected in improving the level of public service, reaching the level of well-being of the individual and society. In addition to the promotion of trade as a basic requirement of the World Trade Organization, which requires a balance between control on the one hand and facilitate customs procedures on the other.In keeping with the globalization of economic activity and the liberalization of world trade, the General Customs Authority has endeavored to implement the WCO's direction by using new, sophisticated customs systems that aim to change from authorities of collecting fees to authorities that provide distinctive and integrated customs services to encourage and facilitate the movement of trade and attracting investments through logistics departments in all forms of support (human, physical, organizational). This will facilitates customs operations and makes ports and ports portals through which goods and goods pass through quickly. It will also reduce costs and achieves the concept of quality represented by the satisfaction of the customers with the Authority and their confidence in its employees.This is in addition to the increasing role of customs in the development of international trade and the reduction of customs disputes as well as the multiplicity of mechanisms for settling them. Thus, customs modernization has become an important requirement for dealing with and practicing trade through the adoption of successful customs initiatives, keeping abreast of changes in the global economy, as an effective means of implementing targeted economic policies. Therefore, the implementation of modern customs programs and the use of advanced technology and effective coordination with all government agencies concerned with the release of goods and goods through customs outlets and partnership with the commercial community will contribute a great role in activating the role of ports and ports in facilitating trade and will increase the volume of trade exchange On sustainable economic development.

GAC Participates in the 21st Meeting of GCC Customs Union

With a delegation headed by Mr. Ahmed bin Abdullah Al Jammal, the Chairman of the General Authority of Customs (GAC), the Authority had participated in the 21st Meeting of the Customs Union (CU) of the Gulf Coop-eration Council (GCC) member states held at the Headquarters of the CU General Secretariat in Riyadh in 16 April, 2019.The Meeting had discussed the Gen-eral Secretariat Memorandum on the follow-up of the implementation of CU last meeting’s decisions and the Gen-eral Secretariat’s Report on the direct automatic transfer of Customs duties and its impacts.The meeting minutes of the committee responsible for reviewing the applica-tion of the Unified Customs Code “Law” of the GCC states were discussed in

the Meeting, as well as the minutes of the meeting of the GCC Customs Pro-cedures and Computerization Com-mittee and the ad-hoc meeting of the Harmonized System Committee. The meeting had also included a follow-up of the GCC Supreme Council Decision of the 17th Consultation Meeting on the fulfillment of the CU requirements and truck transportation between member states in addition to a range of issues on the Customs agenda. It is worth mentioning that such meet-ings are important for their contribution in promoting and strengthening Cus-toms cooperation among GCC member states. This will have a pos-itive effect on trade facilitation and will guarantee security of trade and a smooth flow of goods andcommodities.

President of Customs receives the Swiss AmbassadorHE Mr. Ahmed bin Abdullah Al-Jammal, President of the General Customs Authority, received HE Ambassador Edgard Dörig, Swiss Ambassador to the State of Qatar. During the visit, methods of mutual cooperation were discussed as well as some customs and other related issues.

HE President of the General Customs Authority also received HE Mr. Cho Jungmo, Vice-President of the Ko-rean Mission, in a visit aiming to enhance cooperation between the two countries in the field of customs. They discussed issues of mutual economic interest between the State of Qatar and the Republic of Korea.

Customs Foils smuggling of 5 kg of «Hashish»Customs officials at Hamad Interna-tional Airport managed to thwart an attempt to smuggle 5 kg and 350g of hashish, by a passenger from an Asian country aboard a direct airline.On suspicion of the passenger by the customs officer, he transferred the suspicious bag to the examination. Secret pockets were discovered in the bag and professionally designed cavities to accommodate narcot-ic hashish in a manner which make them appear as if they are part of the design of the bag.Mr. Ajab Mansour Al Qahtani, Direc-tor of Customs Department at Hamad International Airport, said that the re-cord of the seizure of the contraband substance has been made and it was delivered to the security authorities to complete the necessary legal pro-cedures. He explained that the per-centage of smuggling of narcotics is considered large through passengers

at Hamad International Airport com-pared to other ports. Smuggling takes place in a personal manner in most cases.Al-Qahtani praised the efficiency and experience of the customs officers who facilitated the seizure task. The equipment and control department and the customs mobile team mon-itored the bag from the point it was suspected until it reached the inspec-tion yard.He stressed that passengers should not take bags that do not belong to them. They should check what is in-side their bags, because each bag is in the name of its holder towards which he is fully responsible. He fur-ther pointed out that there are many cases that have been seized for such cases and it was discovered that they contain prohibited materials.It is worth mentioning that the Hamad International Airport customs admin-

istration has recently uncovered a number of attempts to smuggle nar-cotic substances of hashish and a number of prohibited pills which have varied in their ways of concealment.

Hamad International Customs: 2 kg of hashish in a parcel of sweetsThe General Customs Authority foiled the smuggling of 2 kg and 18 grams of narcotic hashish, following suspicion by the customs officer of Hamad International Airport of the contents of hand luggage belong-ing to a passenger coming from an Asian country.The customs inspector at the in-

spection equipment at Hamad In-ternational Airport suspected the traveler's bag. When he opened it, he found between the folds of the clothes a box containing sweets con-taining 9 pieces of rectangular dark brown material suspected of being hashish. It was packed in a profes-sional way to make it easier to pass through the scanning devices.Moreover, as are the inspection pro-cedures followed, the other parts of the bag were searched and hidden pockets were found in the bottom of the bag. Inside them, there were three medium sized pieces of nar-cotic hashish hidden in a protective envelope. The weight of the seizures was 2 kg and 18 grams.For his part, Mr. Ajab Mansour Al Qahtani, Director of Customs De-partment at Hamad International Air-port, stressed the importance of the great role played by Qatar Customs

in preventing the entry of such nar-cotics and other contraband into the State of Qatar. He further praised the competence and experience of customs officers in the facilitation of the seizure task as soon as sus-pected and until arrival at the inspec-tion yard. He further explained that upon the completion of the seizure, legal action was immediately taken, a minute has been written and the shipment has been confiscated. Fol-lowing that, security authorities re-sponsible for receipt of this seizure has been summoned.It is worth noting that the Customs Administration of Hamad Interna-tional Airport has uncovered sever-al attempts to smuggle prohibited items such as hashish, marijuana, contraband pills and other drugs. Varied ways of concealment have been used which however were dis-covered by Customs inspectors.

First batch of graduates of the Chief Technology Officers (CTO) Training Program were honored by HE Mr. Jassem bin Saif Al Sulaiti, Minister of Transport and Communications. Among them was Mr. Adel Al Maraghi, Director of Information Systems Administration at the General Authority of Customs (GAC). The second batch of talented Information Technology (IT) Officials Training Programme who participated in Qatar Digital Government (QDG) Training Programme was also honored. This tribute took place during a ceremony organized by the Ministry of Transport and Communications (MoTC) under the patronage of HH Sheikh Abdullah bin Nasser bin Khalifa Al Thani, Prime Minister and Minister of Interior. The ceremony, which was attended by a host of

officials from various government agencies, had featured a review of the training achievements of the QDG training programme and the announcement of new partnerships and training plans for 2019.

Mr. Adel Al Maraghi said that GAC represented by the Information Systems Administration has been working lately to complete a large number of technical projects aiming at facilitation of the day to day work and development of customs procedures implemented by GAC in support of Qatar Digital Government. Most notably, (Anti-Money Laundering (AML) and

Combating the Financing of Terrorism (CFT) System, Automation of GAC Financial Procedures, Electronic Document Management and Storage System, Comprehensive Electronic System for Training GAC Staff and Fixed Assets System.

The General Authority of Customs represented by the Finance and Administration Affairs Department participated in the 4th edition of the Government Procurement and Contracting Conference and Exhibi-tion (Moushtarayat 2019) held from

31/3/2019 to 2/4/2019 at the Doha Exhibition and Convention Center (DECC). Mr. Ali Al-Ahbabi Head of the Pro-curement Section, Mr. Bader Al-Ema-di and Mr. Abdullah Mohammed Al-Hajji of the of the Finance and Ad-

ministration Department were among the representative participants. They identified the type of contracting that the Authority enters with suppliers and corporates.Through its participation with a dis-tinguished pavilion in the Exhibition, the Authority seeks to showcase the contractual opportunities that it intends to offer within the forthcom-ing period, especially those related to the Authority’s future plans and projects. Moreover, the participation aims to provide all the information required for biding, offer submission procedures for tenders and means of entering into contract with the Author-ity, as well as the nature of services needed by Customs’ departments on a regular and ongoing basis.

The Authority is Lit up in Green Lights in Celebration of Family Day in Qatar

The General Authority of Customs has lit up its headquarters in green lights as way to show its keenness to participate with the society in celebrating Family Day in Qatar which is observed on the 15th of April every year. Through its participation in this event, the Authority aims at shedding light on the significance of family and its role in building society, as well as enhancing its part as the nucleus of society. Additionally, the Authority emphasizes the necessity to divide mutual responsibilities among all family members.

It is noted that the idea of dedicating a special day for families in Qatar has originated on the sidelines of the World Family Conference hosted by the State of Qatar and organized by the Supreme Council for Family Affairs in 2004 to mark the tenth anniversary of the

International Year of the Family. In 2011, the 15th of April of every year became Family Day in Qatar.

Customs Participates in World Autism Awareness Day ActivitiesIn support to the activities of the World Autism Awareness Day (WAAD), which is celebrated on the second of April of each year, the General Authority of Customs (GAC) has lit up the main building of its headquarters in blue as well as its website and social networking sites, with the objective to raise awareness, educate and draw attention to autism. This comes

within the framework of participation with several ministries, authorities and institutions in the State to revitalize efforts exerted to raise awareness on autism.

It should be noted that autism is a disorder that is usually noticed on children at an early age. It affects a child’s development as well as various growth aspects. Thus, a

child’s development gets abnormal and a defect is reflected in a child’s social interaction. This disorder is characterized by repetition of certain behavioral patterns and weakness of verbal and nonverbal communication with others.

The State of Qatar has internationally played an important role in raising awareness of the Autism Spectrum Disorder (ASD). In 2007, at the 62nd session of the UN General Assembly, Her Highness, Sheikha Moza bint Nasser provided support to the campaign, calling for the establishment of WAAD. This campaign was unanimously adopted by all UN Member States. As such, the second of April was marked as the WAAD. Moreover, the resolution encouraged the Member States to take necessary measures to raise awareness on autism in their communities.

The Public Auctions Committee at the GAC has organized the first public auction for 2019. Interested parties were given the opportunity to examine the auctioned items a few days before the auction commenced. it witnessed a wide participation from interested parties and all auctioned items were sold.«The auction witnessed a huge participation from various groups,» said Mr. Faisal Al Sharafi, Rapporteur of the Public Auctions Committee team at the GAC, «all auctioned items were sold at one session” he added. He also said that holding an auction at the GAC is no easy process, but a rather complex operation that goes through many stages and procedures. «The GAC holds public auctions whenever it has an appropriate cargo,» he mentioned, adding that auctions are announced immediately in the case of perishable materials. As for other assorted ordinary

materials, these are collected, sorted to be sold at public auctions at the time set by the competent committee.It is noteworthy that the auction included a variety of cargo, represented in the following categories: (children's toys, various electronics, banned electrical equipment, construction tools and materials, computers supplies, housewares and decorations, auto spare parts, measuring devices, security & safety supplies, factory equipment and supplies, home appliances, scrap iron, ceramic, wireless devices, surveillance cameras, wireless aircraft, motorcycles and car accessories).

«Lessons From the Prophet’s Biography»

The GAC has organized a religious lecture in Ramadan entitled « Les-sons From the Prophet’s Biography «. The lecture was delivered by Educational Consultant, Dr. Abdul-rahman Al-Harami, to a number of department heads and staff from all over Customs sections.

The Authority aims by organiz-ing these lectures at raising the awareness of its staff in cultural, religious, social and all other areas as well as benefiting from the reli-gious ambiance of the holy month to enrich the audiences’ religious information.

Dr. Abdulrahman Al-Harami ad-dressed, In this lecture, some instances from the noble Proph-et’s life and how he dealt with his companions, which contain various lessons that we ought to adopt as a method of life. He also addressed ways to turn our lives around for the better, which a Muslim must strive, particularly, in this blessed month.

It is also noteworthy that the GAC is keen on increasing its staff aware-ness on life related topics outside the work environment and is further working on providing employees with the knowledge that would ben-efit them inside and outside of their workplace.

The banquet was attended by Mr. Ahmed bin Abdullah Al Jammal, Chairman of GAC, and a number of GAC guests. The Iftar event, held in Sheraton Doha Hotel, reflects GAC’s commitment to enhance communication and strengthen the relationship between its personnel through such gatherings held under the special atmosphere of the Holy month.

The General Authority of Customs

The General Authority of Customs (GAC) has organized a workshop titled “International Events – World Cup 2022”. The workshop has been prepared by the Customs Training Center in coordination with Charles Sturt University for Customs & Excise Studies in Australia. 35 of the employees of the General Authority of Customs (GAC), General Tax Authority (GTA) and the Supreme Committee for Delivery and Legacy (SC) have participated in this event.

The workshop has lasted for eight continuous weeks with the aim to enhance the participants’ abilities at managing the customs operations procedures at the ports, receiving of the large number of travellers and World Cup crowd who are anticipated to enter the State during the World Cup as well as facilitating their entry process without violating the required security procedures.

This workshop has major relevance

as it has discussed the most significant preparatory areas which will be required for hosting the World Cup and the methods of managing the considerable number of travellers expected to attend the World Cup events. It is important to study the expected scenarios of the events and be prepared for the large amount of work at the State’s ports and the overall subsequent risk increase. This will require addressing these risks and control them through preparation of well-formulated plans and establishing an easy convenient work system

for the customs employees and all government authorities employees who operate at ports and borders.

Over several weeks, the workshop has addressed a number of key areas, most notably managing units, assessing the current capacity considering the number of travellers and quantities of anticipated cargos, planning scenarios within the context of customs monitoring of all that enters the State, managing temporary imports related to sports and technical equipment which belong to teams, organizers and sports broadcasters, in addition to managing rebates and concessions that may be provided to the FIFA, its goods as well as its affiliates and their items, managing the facilities granted to travellers and cargos within the Trade and Supply Facilitation Series, the VIP protocol, the health, safety and environment mechanism and other related issues.

“Smart Border Management”, National Workshop for Customs Officers In

With the participation of 19 employees of the General Customs Authority (GAC) and a number of employees of partner government agencies, GAC had organized a national workshop entitled “Harmonized Border Management – Smart Borders”. The workshop was held between 23 and 25 April 2019 in cooperation with the World Customs Organization (WCO). Mr. Pandey Pashupati, expert at WCO and Mr. Murad Arafawy, the technical attaché for the WCO North of Africa, Near and Middle East (MENA) Region were the keynote Speakers.

The workshop was inaugurated by Mr. Mohammed Abdullah Al Maadheed – Assistant GAC Chief for Support Services, who stressed, in his opening speech, on the importance of the workshop and the topics addressed concerning the application of WCO SAFE Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework) and the use of modern technology to achieve GAC’s strategic plan (-20182022).

The workshop had addressed the mechanism to achieve GAC’s strategic objectives by focusing on achieving a %5 annual increase of the effectiveness of customs mechanisms and procedures to support the Qatari economy, achieve community security in (-20182022) and develop the regional strategic plan in line with the Smart Digital Customs project and the National

Plan of Qatar aiming at achieving security and stability .

The workshop also included a panel discussion between experts and participants on the importance of Smart Borders and the development of policies and solutions to any issues that might emerge with the help of emerging technologies (such as geo-location technology, unmanned aircraft and artificial intelligence) among other relevant issues).

It is worth mentioning that GAC contributes effectively to hosting various staff workshops with a view to share the benefit from the customs expertise with the countries of the region and to develop the performance and skills of staff in order to improve their administrative and field skills.

Training Course in Security & Safety for Customs Employees

The General Authority of Customs (GAC), represented by the Customs Training Center and in cooperation with the Civil Defense Department of the Ministry of Interior, has organ-ized a training course in security and safety for its staff. The training course was held at the GAC head-quarters during the period from 28 April to 2 May 2019.

By organizing these training cours-es in which 17 employees were involved, the Authority aimed at increasing awareness of the GAC employees and providing them with necessary guidance about security and safety procedures, emergency evacuation mechanisms in accidents and fire cases, how to deal with emergencies requiring first aid and further security and safety related issues.

The training course was inaugurated by Mr. Khamis Salem Al Suwaidi, a Major at the Civil Defense Depart-ment, who introduced participants to the general subjects of the course. He, then, explained the safety procedures which are important for each person in their daily life,

through which they can main-

tain their safety as well as the safety and security of the place where they are located. Methods of evacuating buildings from employees in case of any fire, guiding them to emergency exits and how to communicate with the Civil Defense were explained. The hazard of fire smoke inhalation and seriousness of the symptoms which result from such inhalation causing suffocation or death were demonstrated as well.

Additionally, a Lecturer from the Hamad Medical Corporation Ambu-lance Service provided directives and important advice regarding how to deal with emergency situ-

ations that any person may face in all places, methods of handling such emergencies and how to quickly contact an ambulance in order to protect people’s life from any hazard that they may face in their daily lives inside or outside work. .Moreover, Mr. Abdul Hadi Al-Marri, Lieutenant at the Civil Defense De-partment, presented a visual display demonstrating fire extinguishing systems, the correct methods for using fire extinguishers as well as showing their locations inside all facilities. Additionally, a practical and theoretical training on the utilization of fire extinguishers was conduct-ed with participation of employees from the building across from the

Authority. Footages showing civil defense personnel extinguishing fire inside facilities were also displayed. Furthermore, a field tour inside the Authority was conduct-ed in order to be aware of the locations of fire

extinguishers, water sprinklers, heat detec-tors and other security and safety tools inside

the workplace.

The Customs Operations Section at Hamad International Airport Customs Department is one of the most important departments in the General Au-thority of Customs (GAC). This Section is responsible for preparing all the immediate data for the goods coming with passengers which are subject to charges and completing all the customs procedures therof, as well as completing the customs procedures for the temporary admission of goods for exhibitions held in the State.We interviewed Mr. Ahmed Mohammed Al Kubaisi, Head of Customs Operations Section to tell us about the role played by this Section and its terms of reference.

What are the most important functions of the Customs Operations Section in Hamad International Airport Customs Administration?The Customs Operations Section duties are to prepare the immediate data on the goods carried by passen-gers that are subject to Customs duties in order to complete their customs procedures, collect the due customs duties and other fees prescribed by the legislations and register them in the re-cords, as well as complete the customs procedures on the data for temporary admission of goods participating in exhibitions, conferences or celebrations held in the State, the follow-up and su-pervision of their re-export. The Section also receives contraband, seize them in the corresponding warehouse and take the procedures of the seizure reports and the necessary procedures regard-ing the persons accused of smuggling in coordination with the competent authorities. Furthermore, The Section supervises the storage of goods which procedures have not been completed in the customs warehouses and follow up the application of legal procedures

thereon, keeping records of warehous-es to record the movement of goods in or out of warehouses in accordance with the prescribed regulations, and do the subsequent auditing of the customs data prepared by the Section to verify the validity of the actions taken .

The General Authority of Customs (GAC) has applied the “Nadeeb” Single-window system to customs ports. What is the positive impact of this system on the transactions of the Operations Section?Al-Nadeeb system has contributed to facilitating and speeding up customs transactions, which reflects posititively on the system of work at Hamad Inter-national Airport Customs Department . To what extent did the Nadeeb system contribute to the accuracy, speed and efficiency improvement of the customs work, especially since most of the goods that come through the airport are accompanied by passengers?Al-Nadeeb system has contributed to the development of the system of cus-toms clearance in a positive and rapid

fashion as the immediate data used for goods that are accompanied by pas-sengers has contributed to the speed of completion of transactions. Electronic connectivity between the ministries in the State has also helped .

During exhibitions held in the country most of the goods entering are accom-panied by passengers, what are the procedures followed to facilitate the entry of exhibition goods?The procedures applied with regard to exhibitions depend on the type of approval awarded to the exhibition and they vary according to the nature and category of the materials imported. For some goods, the clearance process takes place at the exhibition site such as the jewelry exhibitions as the jewelry exit from Hamad International Airport with a statement of transition. ATA-CARNET system is also applied, it is a temporary admission system that makes it easy for passengers to smoothly transport goods. And in all cases the system of temporary entry applies to goods that satisfy the condi-tions of admission to exhibitions.

What are the main problems facing the Operations Section at Hamad Interna-tional Airport?Dealing with travelers who have no idea about tiresome customs proce-dures is the most prominent type of problem we face.

Customs has yet another role which is to encourage investment, attract foreign capital and support the national economy. This may take place through three channels:Perfecting the customs personnel through continuous habilitation and training on the latest international developments either on the job or through training courses organized

by the Customs Training Center. This is in addition to reducing the clearance time of the goods, which contributes to the cost of clearing the incoming goods. This may take place through the establishment of customs offices affiliated with Customs Affairs at the customs ports to provide all aspects of technical support to the competent staff at the time of clearance of the goods to save time and effort. In addition, the number of documents required for customs clearance on the imported goods may be reduced by working to amend the decisions governing the documents to be attached with the Customs duties and follow-up of international developments in

the customs arena in line with the development of customs work in the State of Qatar.

How the Customs Affairs Department contributes to achieving the vision of the Authority.

The Customs Affairs Department contributes to achieving the Authority’s vision by providing all technical support to the customs ports in all matters related to technical matters. Thus, time consumed in clearing of goods from these ports is reduced. Furthermore, our international obligations in facilitating the international trade movement especially towards the World Trade Organization and the World Customs Organization is realized while ensuring that the support is in line with the achievement of the Authority’s objectives and vision.

Work licenses for companies, their representatives and customs brokers are being followed up and their extraction accelerated.

Close cooperation between the General Customs Author and the World Customs Organization

Mr. Sultan Abdul Latif Al Nuaimi, Director of Customs Affairs, said that the administration is working on future projects such as the pre-clearance project, so that the shipment documents will be received electronically in one place to be studied and referred to the concerned port. This project will reduce mistakes and limit work to a single place thus decreasing the number of employees. In addition, there will be high speed in achievement that will contribute to reducing clearance time. How are matters coordinated to meet the needs of information and data of internal and external (ports) customs departments?

The General Authority for Customs (GAC) adopts a paperless customs policy. In view of the current boom in technology and the exploitation of any progress in that for the benefit of the customs work, this has contributed to facilitating communication with customs

administrations and providing the required data through electronic correspondence system as well as the Authority’s approved e-mail. This is in addition to that the GAC has started to follow the policy of setting up customs offices affiliated with it at the customs ports to provide all technical support to the concerned employees when the goods are cleared for saving time and effort. There is for example the customs

operations office at Hamad port.

What is the role of customs adminis-tration in economic development?

Following major developments in the world in the field of liberalization of international trade, the role of customs is no longer limited to collecting customs duties or preventing the entry of prohibited goods into the state. Rather,

Al-Sahl: Launching a single platform serving those concerned with customs work

Mr. Ahmed Yousef Al-Sahl, As-sistant Director of the Customs Department at the General Cus-toms Authority (GAC), confirmed that the modern technologies used at Hamad Port helped speed up the accuracy of the customs clearance, indicating that the daily clearance rate reached 1000 TEUs. He stressed that the port of Hamad owns accurate examination equip-ment and devices which helped in the rapid detection of all contraband substances. He further pointed out in this context that the maritime customs were able to execute 1007 records of seizure during the past year. He warned the unscrupulous of the outcome of the importation of prohibited goods, noting that the customs officials are the first line of defense of the state and are fully vigilant and trained and qualified according to the highest standards in the world. Moreover, he pointed out that the port contains three inspection platforms each with a capacity of 32 containers at the rate of 96 containers at a time.Al-Sahl said in an interview with Al-Sharq newspaper of which we here publish excerpts in the Cus-toms Magazine. The GAC has a large number of different types of screening machines. He pointed out that Hamad port alone has more than 60 fast container-inspection devices. These equipment are elec-tronically connected to an image analysis program which is trans-mitted electronically to the Central Operations Area.

Work of the maritime customs wit-nessed a major breakthrough after the opening of Hamad Port. What are the achievements in the customs work during the last stage?The maritime customs have achieved a series of qualitative achievements, benefiting from the huge technical abilities and capa-bilities provided by Hamad Port for customs work. The average daily release of containers has reached 1000 TEU. However, more contain-ers can be released. The completion of infrastructure around the port of paved streets have contributed in the smooth flow of the pace of work. The port of Hamad is oper-ational around the clock. One of the important achievements in the practical field is the GAC's inaugu-ration since the beginning of March of the customer service office, which brings together all parties related to customs work in a single platform. This has saved the delegate and the customs broker from going from one location to another to complete the procedures of his customs declara-tion.

The GAC has applied the single window system, Al-Nadeeb, to the customs ports. What is the positive impact of this system on the transac-tions of maritime customs?Al-Nadeeb is an integrated elec-tronic system linking all parties concerned with customs clearance. It is a service system in the first place. It has contributed positively to significantly reducing the customs clearance time for containers. The previous system was very limited in

completing customs transactions. Al-Nadeed on the other hand creat-ed accurate business data between customs and the public and private sectors. The agent is now able to complete the procedures of his cus-toms declaration from any location, either at the office or at home, as the system works to create a unified platform for customs procedures and helps to speed up their implemen-tation.

To what extent did Al-Nadeeb system contribute to the accuracy, speed and development of the effi-ciency of customs work, especially that maritime transport represents the largest segment of imports?There is no doubt that the system contributes directly to the promotion of the process of customs work and the accuracy of procedures and completion in a short, limited and fast way. We have been able to ac-complish 242997 customs declara-tions through the seaport at Hamad port during the last year compared to 179396 customs declarations during 2017 with a growth rate of 33%. We further expect that the number of containers will grow significantly in 2019, especially with the start of the World Cup 2022, with a growth rate of 35% compared to last year.As for the port of Ruwais, which currently operates in a full and professional manner, the number of customs declarations completed last year amounted to 9350. In 2017, it reached 5203 declarations with a growth rate of 79% compared to 2018. With regard to the port of Ruwais, it is witnessing a qualitative

leap in the reception of containers. Furthermore, this important port will witness expansions through a third stage, including the construction of inspection platforms with modern designs that have been budgeted and are expected to be completed within six months from now. These platforms contain high-precision screening devices and are characterized by its modern techniques.

What is the time taken to complete customs transactions and customs declarations under the single window system compared to the past?The period of time for customs trans-actions through Al-Nadeeb system and the rate of delivery depends on the type of goods and the method of loading them and whether there exists any evidence of suspicion. There are unrestricted goods. The customs declarations of these take between 10 and 15 minutes, while those which are restricted need more inspection

and checking out. This pro-cess may take

between half an hour and two hours using three platforms. Each is with a capacity of 32 containers at the rate of 96 containers at one time. These platforms are modern, closed and fully air-conditioned. It should be noted here that the average customs trans-actions take 3 minutes to complete on the system and takes between 5 and a half hours for actual inspection and checking out depending on the conditions of the goods.

To what extent do international com-panies benefit from the new develop-ment in customs work in Qatar?Global freight forwarders have ben-efited greatly from the development of local customs work mechanisms. They have been able to electronically upload the general manifest of the ship and the goods received 48 hours before the arrival of the shipment. This led to a significant improvement in the speed of delivery compared to the previous system which was based on uploading the manifest after the shipment arrives.

How is the linking between the vari-ous ports done to ensure the accura-cy, efficiency and integration of these ports and ensure the application of

policies, procedures and laws in a uniform, urgent and accurate manner in all transactions?Maritime ports are linked by the Mar-itime Customs Department. There, regular meetings are held between the heads of the foreign ports depart-ments to discuss all developments and exchange views and experienc-es. Implementing the risk assessment and management process as part of the one-window project led to a reduction in the number of inspection operations. What is the impact of the Al-Nadeeb system on streamlining inspections?Risk management has simplified the procedures of the Al-Nadeeb system and has greatly reduced the staff effort. The system analyzes the shipments and determines its electronic path. If its path is green then it is subject to a scan, then it is cleared immediately. If however its path is

and checking of its documents which may take additional time. It can be said that the risk management proce-dures greatly facilitate the process of customs clearance.

How is coordination between the ports of the State in completing cus-toms procedures carried out?Coordination between ports of the State in the completing customs procedures is carried out through Al-Nadeeb electronic program. There are also liaison officers between the ports to solve the problems and ex-change information. The ports of the State also have a permanent commit-tee for the management of seaports. Among its tasks are supervising and ensuring the proper functioning of the state's seaports. Moreover, there are regular meetings between the various sections to discuss the latest devel-opments concerning customs work and to overcome all the obstacles that prevent the smooth flow of work. In the case of the Special Committee for Maritime Areas, it consists of all the concerned parties in ports. This committee hold regular meetings to coordinate and take into account the directives of all relevant authorities of maritime ports. This committee is responsible for supervising all mari-time ports, following up the progress of work, solving any problems and resolving any obstacles. The committee has been formed since the launching of the operational works of Hamad Port and has contributed to strengthening channels of coordina-tion and cooperation with all parties operating in the port.

What are the main obstacles facing maritime customs in different ports? Have you found practical solutions?Perhaps one of the most significant obstacles that are a real challenge to the customs work is the importer's lack of information. At the arrival of the shipment, the port, the import-er is disoriented by a number of procedures because of his lack of knowledge and information about them in addition to dealing with badly reputed shipping companies or with cheap shipping companies from the exporting countries. Accordingly, he has to pay storage fees in the port while having no idea about that. In order to overcome these obstacles and find a radical solution to them, the Department of Customs Affairs organ-izes regular meetings with the Qatar Chamber and meet with dealers, agents of clearance companies and importers to inform them of the latest legal and sound developments and mechanisms of shipping in order to avoid their facing of some time-con-suming customs procedures.The most significant problems in the past was the capacity of the Doha port due to the small area of the port. However, the Hamad port is 21 times the area of the Doha port of Doha. Moreover, there are problems that arise from the distances separating the offices of registration bodies. Now, nevertheless, reception counters have been designated for all the offices of registration bodies, which contributed to speeding up the flow of traffic of containers and reduction of clearance time for shipments.

Maritime Customs played a prominent

role in breaking the unjust siege on the State of Qatar. What are the most important mechanisms that you have followed to facilitate the flow of goods to the State and to facilitate the task of suppliers?The siege has uncovered the GAC's capabilities since it has become an opportunity to highlight the capabili-ties of the customs officers and their professionalism in accelerating the pace of work and the of customs clearance. Customs has cooperat-ed with the authorities operating in the port in smoothness of the flow of goods and meeting the require-ments of the market by supplying the products. Since the beginning of the Siege, various teams and committees have been formed to speed up the pace of customs clearance of goods. We have achieved great success and met all the market requirements of different goods and products. In order to enhance the work process and support the flow, seaports have been supplied with employees from the Land Customs Department to make use of their capabilities and their dis-tinct potential. The coordination with the entities operating in the port con-tributed to facilitating the procedures in addition to the exploitation of port areas by inspecting the inspection platforms and customs yards in order to complete the work related to a large number of containers. Addition-ally, employees have been directed to work around the clock without rest to

ensure the completion of work. More-over, companies have been urged to complete clearance work on holidays «Friday - Saturday». We have also directly supervised seaports around the clock, throughout the year.

How many different maritime customs seizures have been recorded during the past year?In the area of seizures, the Customs Affairs Department has several achievements. Hence, it is necessary to warn the unscrupulous of the out-come of the importation of prohibited goods. Customs officials are the first line of defense of the State and are fully vigilant especially the maritime customs officers and the those in the customs of Hamad Port. They are trained and qualified to accurately detect all types and forms of smug-gling. Also, modern high-tech devices have helped detect all prohibited and smuggled items. In 2007, the number of seizures reached 1007 records while in 2017 they had reached 580.

You have met with representatives of the customs clearance companies. What happened during this meeting? What is required of them? What actions have you taken to facilitate their work?We meet clearance companies periodically and our offices are open to answer any queries from any company or representative or cus-toms agent. The views of companies are heard and they are notified of the latest developments in the customs work and there is a partnership be-tween us. Clearance companies are a key partner in the customs system and they are hence prepared and

trained on customs work.

The Maritime Customs Department has developed the inspection systems at all seaports to inspect all imports to the state. How many equipment are distributed to different seaports? Do you have a plan to develop these systems in line with the great develop-ment of the GAC's work?The GAC has a large number of different types of screening equip-ment, including t hose for checking packages, boxes and for checking mobile and fixed containers. Hamad port alone has more than 60 con-tainers fast inspection equipment, which are electronically linked with the image analysis program and is also electronically transmitted to the central operations area. In addition, there are advanced equipment in the port of Ruwais and Mesaieed, which have high accuracy in the detection of all contraband and smuggled goods. These equipment are developed and updated by continuing cooperation and coordination with the Ministry of the Interior and the companies.

How many containers were inspected at different seaports during 2018?Approximately 612321 incoming containers to the state were inspected and 435006 imported by the State. Hamad Port also received 1039 ships during 2018 and there are 34 direct shipping lines to Hamad port. Hamad Port is one of the largest sea-ports in the Middle East. It is Qatar's gateway to trade with the world. What are the mechanisms that you follow to conduct work in this important and vital port?Hamad port is considered as one of the most modern ports in the Middle

East. It is equipped to the highest international standards. We have 3 inspection platforms separated from each other. Each has its own work. All platforms are air-conditioned to keep goods protected against weath-er fluctuating. Staff are continuously trained to improve performance which enables us to reach the fastest rates in transactions by up to 20% faster to serve the vessels and 50% faster to serve trucks. Moreover, we are al-ways updating the electronic systems until we reach the stage of paperless procedures. There is also an elec-tronic link between ports and shipping agencies companies to dispense of papers and documents related to ex-tracting the delivery authorization. The ports has also issued a VIP service to the customers so that they can follow up and receive the notifications of the arrival of their goods directly from the system. The purpose of these measures is to save time and effort as well as preserve the environment by reducing paper transactions and rationing the consumption of energy materials. It should be noted that the Hamad port can receive large vessels and can receive 20 giant ships at the same time. Similarly, the unloading and shipping processes are rapidly and accurately carried out. It should also be noted that the port has 8 elec-tronically operated unloading cranes which are fast in their loading and unloading operations.

Mr. Abdul Rahman FakhroThe Strategic Plan of the General Authority of Customs (GAC) (2018 – 2022) is the second Strategic Plan for the Authority, wherein the outcome-based strategic planning approach was used.Through the final and intermediary outcomes, GAC seeks to improve the efficien-cy of the flow of goods and the provision of customs services and to ensure the provision of vital project requirements and access to an investment-friendly envi-ronment in order to achieve the interests of clients and partners and enhance the role of the private sector as a strategic partner in economic development.This issue of “Customs” magazine highlights one of the strategic projects with a view to develop the regulatory environment, “The development and adoption of occupational safety, security and health standards in GAC”. We had this inter-view with Mr. Abdul Rahman Ahmed Fakhro, Project Officer at the Financial and Administrative Affairs Department:

What is the Purpose of the Project?Occupational safety and Health is a very important field that aims to protect workers and supervisors at factories, business establishments and service providers from potential incidents that may cause injuries to workers weather fatal or not, or damages or losses to the property of the establishments .Preserving our safety necessarily requires following the main OSH standards. To live in a safe and sound work environment is the responsibility of all. The final phase of this project is a very big step, i.e. to obtain the highest inter-national accreditations in this field, such as ISO certificates in occupa-tional health, safety, environment and service quality. How does the project fit into the strategic priorities of GAC?GAC strives to achieve the highest levels of human development which is one of the most important require-ments of Qatar National Vision 2030. The implementation of this OSH project is an important prerequisite to reach the highest productivity levels and the protection of employees from all the risks involved in the daily work of all customs departments and ports

What is the value this project adds to GAC?The concern about work environment and the appreciation of the role of the employees by maintaining their safety are two of the most impor-tant factors to increase productivity through work and duly application of procedures.

What are the similar government ex-periences that have been examined in the course of the project?This is a leading project that consti-tutes an unprecedented step among government agencies in terms of applying the latest international standards in the field of occupational safety and security.

What are the internal administrations or government agencies involved in the coordination on the implemen-tation of this project? What are their respective roles?The project is integrated in all GAC’s departments and administrations. But procedures vary from one ad-ministration to another according to the work requirements, levels of risk and the different work environment and conditions. Each administration implements the decisions, circulars

and procedures set-out to reach the best standards.

When will the project be completed and what are the main planned outcomes and outputs?This project is set to be completed by the end of this year, but based on the nature of the tender stages; we have to extend the completion period of work to the first half of the next year 2020. This is one of the fastest projects to be achieved under the strategic plan of GAC .I want to sincerely thank HE. Chair-man of GAC and the acting Assistant Chief of GAC for Support Services for the confidence vested in us to manage the project and rely on the energy of youth in GAC. Their esteemed confidence allows us the opportunity to offer the best of our efforts and take all proposals and ideas into consideration in order to reach the highest levels of pro-fessional performance and to keep abreast of the latest innovations. “GAC’s Development and Adoption of OHS Standards”, A Strategic Project

More than 200 Customs delegates participated in the 38th Session of the WCO Enforcement Committee (EC) which took place in Brussels from 11 to 15 March 2019 under the theme “SMART Borders: Knowledge-based Customs enforcement”.The theme of this year’s Committee was chosen to reflect how data and technology have a crucial role to play in optimizing Customs enforcement activities. The international Customs community is relentlessly faced with new emerging risks and must embrace technology-driven tools and solutions to address cross-border security challenges while facilitating the movement of legitimate trade. The EC’s theme was purposely in line with the WCO’s general theme for 2019 “SMART borders for seamless Trade, Travel and Transport”. During one week of intense and lively discussions, the Committee shared and exchanged on many projects and initiatives relevant to this general objective of achieving more secure and efficient controls at the borders while facilitating legitimate trade and movement of passengers.The meeting kicked off with the keynote address by Mr. Fabrice Leggeri, Executive Director, European Border and Coast Guard Agency (FRONTEX), who highlighted the importance of combating cross-border criminal activities. In that regard, he emphasized the shared role of FRONTEX, the WCO and national Customs and praised the WCO - FRONTEX cooperation which he expected to see grow into a strong partnership over the coming years. While explaining the FRONTEX mandate, he denoted the many new threats at EU borders and how important it was to balance efficient controls with facilitation. Referring to the EC and the WCO’s themes of the year, he specified how important technology and

data had become and how these should be factored into our risk management processes. Finally, Mr. Leggeri concluded with a description of the activities and systems in place at FRONTEX to assist in the organization’s enforcement work.Dr. Kunio Mikuriya, Secretary General of the WCO, then took the floor to thank the Executive Director of FRONTEX for his strong message and went on to emphasize the importance of coordinated border management, balancing facilitation and enforcement in Customs actions and stressed the necessity to implement technology that would assist in adopting a risk based approach. He also emphasized that fostering partnerships with all relevant stakeholders was the way forward to ensure strong and effective responses to emerging risks and threats.An Awards Ceremony then followed, presented by the Chairman and the Secretary General of the Bureau International des Containers et du Transport Intermodal in acknowledgement of the UNODC – WCO Container Control Programme (CCP) and for its contribution to the Customs and law enforcement community. Dr. Mikuriya received the BIC award alongside Mr. John Brandolino, Director of the Division for Treaty Affairs, United Nations Office on Drugs and Crime (UNODC).Following the introductions, the Committee dug into the different items contained in the Agenda. These included nine sessions covering key topics addressed by the WCO Enforcement programmes namely: Environment; Drugs; Security; Intelligence and Risk Management / CEN; Cultural Heritage; IPR, Health and Safety; Revenue; Customs Investigations and for the first time, Money Laundering and Terrorism Financing.

Special preparations from all customs administrations to deal with the global event in Qatar

Nine practical topics related to the tightening of customs control during the World Cup

The history of the World Cup shows that there is a significant increase in the number of passengers and shipments to the host country. Therefore, customs and border authorities in the state should consider the appropriate ways and means to manage this influx of expatriates while managing the risks as-sociated with them. For this reason, the operators working at ports and borders must adopt the best tools and methods in the management of such an event based on best practices and previous case studies. Through this topic, we will address several issues in the management of global events, focusing on the World Cup event:

In fact, planning the scenarios for the customs administrations will identify the things they may be skeptical of, and the different realities of what may happen during the preparation period for the tournament and the period following it, and in this sense they will be able to plan correctly. broadcasters. After the tournament, the goods will be re-exported, so the temporary entry procedures during the tournament period should be simplified in order to facilitate the movement of goods. Customs administrations should prepare for this by:• Facilitate temporary imports related to the World Cup (this is necessary)• Simplified procedures for temporary imports (Qatar)• Identifying the types of goods imported temporarily for the World Cup. • Risks associated with temporary imports and actions to mitigate threats.• Goods temporarily permitted to

enter (Qatar).• Licensing and registration processes for the World Cup.• Permit requirements (State of Qatar).• General principles of interim admission agreements.• ATA Carnet, in relation to which it is assumed by 2022 that the State of Qatar will be a state operating by that the system (practical application and scenarios for imported World Cup goods).• Verify the correct export measures.• Perform post-settlement audits.

Muhammad Othman Fakhro.. The first official president of Qatar Customs

Since his early age, Mr. Muhammad Othman Fakhro has worked in Customs. During the mid-1930s, he was responsible for “Zekrit” Custom border early in the beginning of the government system “After abolishment of the guarantee system”. He was then appointed to the Doha Customs in 1945 as the director of the General Directorate of Customs after being established by head of the state. Back then, Osman was working under the supervision of “Kuwaiti Customs expert Hassan El Amim” and kept on managing the directorate with the outmost success and competence until 1963.During the period of his administration, Customs was composed of several maritime, land and air customs points through which Qatar imported all its needs. Each of the said points were divided into five sections: «detection», «registration», «Manifest», «demarcation» and «valuation».Customs fees were limited, at the beginning of his taking office, to 5% for foodstuffs, 7% for luxury items, 10% for tobacco and smoking materials, 15% for music records and 1.5% for transit tax. However, All of the said

percentages were lowered to 2.5% for all goods except for tobacco and smoking materials which remained at 10%. These decisions encouraged the increase of import transactions and lowered the sale prices in the market thereafter, which secured reduced prices for the needs of the Qatari people to main goods.In the same period, the General Directorate of Customs staff reached 40 employees serving 150 thousand traveler annually. The Directorate had its headquarters in Doha, while having other branches in Meseed, Alkhour and Zekret (Dokhan).The Doha Customs was at that time based in a modest premises within the car park opposite the previous capital security center building. During his time taking office, the it was moved to a new premises of two stories, which was the location of the aforementioned capital security center building. Customs income was about a quarter million and 300 thousand rubies around that time, excluding merchandise imported under the name of government circuits, the sheikhs and the state dignitaries.

What are the main tasks and functions of the Personnel Section at the HR department?

The Personnel section is tasked with entering data of monthly salaries and allowances in the electronic payroll system, preparing staff monthly payrolls and forwarding it to the banks, as well as conducting staff performance assessment, promoting eligible employees whom met the terms and criteria for promotion as per the relevant conditions. The section also monitors the Authority’s staff check-in/ check-out system in accordance with the procedures established.

What are the electronic systems used in the section?We use various programs including, Resource manage-ment systems (SAP), Finance and Admiration systems (Mawared), employee self-service system, Check-in/ Check-out system, as well as, Electronic archiving sys-tem and Microsoft Outlook E-mail client.

How is it that an employee can be promoted as per scheduled promotions and what are the conditions for upgrade in general? Generally, Promotions are divided into two types ( Regular promotion – Exceptional Promotion) each having their special rules and conditions as per the HR regu-lation. For example, according to article (47) of 2016 regarding regular promotion, an employee is required to have a performance record of a good rate throughout the previous two years prior to the promotion eligibility date. Furthermore, successful completion of the training hours required in the training plan approved by the Ministry of Administrative Development, Labor and Social Affairs is a perquisite for regular promotion. The regulation also stipulated in article (48) that the Authority Head may grant a distinguished employee an exceptional promo-tion if the conditions therein are met.

What is the mechanism of conducting annual evaluation for employees? Employees’ performance is electronically evaluated each year in January by their direct supervisor through the “Mawared” application as per the evaluation rules ( Adherence – Conduct – Efficiency- check in – out record). The employee’s performance appraisal is then electronically approved, where upon such

approval, the employee is electronically notified via an SMS instructing him to access his evaluation through the self-service page and given a grace period of (15) days in case he desires to submit a grievance. The filed griev-ance is electronically forwarded to the president of the Authority to be decided upon according to the provisions of the HR regulation No.15 of 2016.

What is the Future vision to develop the Personnel affairs section? We are constantly looking forward to job development. Organizing the workflow and ensuring the quality of procedures followed within the section are one of the clear approaches taken to achieve that goal, as well as ensure that the employee is able to receive the services and is aware of how to use it properly as per the rules, times applicable for each service. Moreover, we seek to provide the Authority’s employees with electronic based services through the Self-Service for their convenience and facilitating work to achieve job satisfaction.What is the percentage of Qatarization within the General Authority of Customs?The Authority is keen on attracting and retaining a Qatari workforce. A percentage of 96% Qatarization has been reached according to the statistics for 2019.

- How did you start your career? What’s your line of work at the Gen-eral Authority of Customs?I started work in 2007 as a customs inspector at the Land Customs Department. Then, I moved to the Air Cargo and Private Airports Customs Department in 2012. In 2018, I was transferred to the Legal Affairs De-partment because I earned a Bache-lor in Arts degree, majoring in law.

- How do you describe your previous position at Customs Ports in respect to Shift work and being a customs inspector?Working as a customs inspector was interesting. It needs powers of observation and concentration, given the monitoring and security-related nature of the work that is required to prevent the entry of any illegal substances that might cause harm to the country, citizens or residents. Customs inspection is considered the primary shield in the face of any danger that might inflict our country. This notion motivates us to perform our tasks in the most perfect way. No words can ever describe our happi-ness when we seize any prohibited or dangerous substances as we are

aware of how considerably important this is for the protection of our coun-try and fellow citizens.

- Which do you prefer: Working as a customs inspector or assuming an administrative position?Currently, I prefer to have an admin-istrative job as I wish to work in my field of study. Anyhow, we comple-ment each other at work, whether in administration or inspection. We perform our jobs wholeheartedly and interactively for the purpose of achieving one target which is protect-ing and serving this country.

- Have you been honoured during your working years? Did it affect you?Yes, I was honoured in 2007 for uncovering and thwarting a large amount of Captagon, the legally prohibited narcotic drug. I was also ranked third in a training course.

- What are the training courses you were nominated to attend? How did they influence you?I was nominated to attend an exter-nal training course in the Jordan after I ranked third in a previous course. By the grace of God, through these

training course I managed to acquire knowledge of the considerable re-sponsibilities and duties assumed by the Customs. Preparing the human element is one of the basics of work that assists in upgrading the employ-ee level.

- How is your relation with your fe-male and male colleagues in relation to cooperation in the workplace?The spirit of cooperation is always there among us. It is a distinct feature of the workplace. Thank God, I feel in unison with my female and male co-workers as we share a relationship of fellowship and coop-eration that grows day by day. This is a result of an amazing work envi-ronment that motivates productivity, success and excellence at work.

- Tell us about your ambition with regard to your career. What do you wish to achieve in the future?I hope to improve my work through gaining more experience and skills in the Legal Affairs Department. There-fore I wish to continue my postgrad-uate studies and assume leadership positions in the GAC.

«Time management» increases one's energy and reduces stress symptomsTime management is defined as the ability of the individual to control how he spends his day, by identifying the actions he must take to reach his goals. An individual may plan for the future by setting goals and priorities, then monitoring how time passes. He / She should not resort to the method of postponement of work, restraint as much as possible, so as not to suffer failure to manage his/her time.

Ways to manage time:An individual can manage his/her time by following these steps:• Bring a paper and divide it into three parts.• Determine the number of hours of sleep in the first part of the paper, such as 8 hours or as much as the person thinks he/she needs.• Assign another 8 hours to work, write that down in the second part of the paper.• In the final part of the paper, write down all things to do during the remaining time, such as bathing and eating, and things that a person wants to do, such as sitting with the family and watching TV, in addition to many different activities.• After completing the three parts, it is necessary to re-examine the plan that has been developed, and check whether it achieves its goals or not, as the person can modify it in the way he/she deems appropriate and in line with his/her objectives or not.

Effect of time management on the individual:There are many benefits of an individual's management of his/her time, including:• Individual productivity improves and becomes better.• The amount of energy that an individual possesses and needs to accomplish tasks increases.• Minimizing the amount of stress a person may feel when performing various tasks.• An individual's ability to do things he/she wishes to do increases.• Performing more tasks in the same amount of time.• Increasing the individual's sense of satisfaction about himself/herself, and increase self-confidence.• Achieving Balance: Time management allows for a healthy balance between work and home.• Achieve more in less time: More work can be done in shorter time and with less effort. This is done by determining priorities and implementing them on time and at the time available to complete. Providing an hour to do something helps increase productivity over upcoming hours.

• Eliminating hesitation: Big decisions usually take a lot of time and some small decisions can also be waste of time, so it's best to define the list of tasks and the expected time.• Achieve goals quickly: A person may have goals to achieve, but without realizing the importance of time management he/she may drop them over time, or place such goals on the shelf indefinitely.• Increased confidence: Good time management can help improve self-confidence and save time to take care of them, and help you feel the accomplishment of different tasks and motivate you to achieve more.• Get energy to do more: Time management provides periods to build new skills to improve the quality of work, or experience a new hobby to get more energy to support achievement.• Time to do things you love: Time management can save you time as much as you wish to do things you like such as sleeping, taking care of personal hygiene, and having fun.

Setting priorities and daily goalsEveryone must define the work, the dates of its completion, and the tasks to be accomplished before the others. Other secondary matters can be postponed to after the completion of the main tasks. Times thus should be arranged well as doing all similar work at the same time daily, not procrastinating and delaying doing work. Postponing is a bad habit in working and social life. No one knows what may happen the next day. This is the reason why you have to follow an organized daily schedule and try not to change anything in it.

Waking earlyOne of the most important factors of time management is to wake up early and adhere to the daily sleeping times appropriate for the nature of study or work. One should not be accustomed to staying up late or sleeping late in the morning so that work is done as best as one could.
