As per Rule- 107 (item No- 4) of OR8issa service code, upon transfer to another station, the officer has not been provided with quarters at the new
station, he is entitled to remain in occupation of the quarters at old station for a total period of two months from the date of making over change. The Govt. servant not vacating the quarters after expiry of retention period in liable to pay rent at market rate.
Scrutiny of Quarters allotment files and relevant records it was
noticed that two nos of Govt. Quarters have been occupied by the Govt. servants who have already been transferred to other stations, details of Govt. servant and date of transfer etc were given below.

Contrary to the above provisions, tihe Govt. servants have retained the quarters un-authorisedly for more than three years resuiting loss of Govt. revenue no. effective steps have been taken by the DD0. Headmistress to vacate the quarters or recover the rent at the market rate from the occupants.
In reply it was stated that after working out the market rent, action would be taken to recover the rent and credit pointed out to audit.
PART-III
A Test Audit Note containing minor and procedural irregularities noticed during the course of audit is handed over separately. The compliance to which may be produced to next audit along with relevant records.
