Penelitian Diklat dan Karya Ilmiah Program Pendidikan dan pelatihan Energi dan Sumber Daya Mineral 2013

Tujuan Penyusunan Studi Pendahuluan Pemetaan KKNI Jabatan Industri Migas

Tersusunnya Kerangka Peta Jabatan di Subsektor Migas, untuk mewujudkan Sumber Daya Manusia Sub Sektor Minyak dan Gas Bumi yang memiliki Kompetensi, Profesional, Berdaya Saing Tinggi, dan Bermoral Dalam Rangka melaksanakan Tugas di Bidangnya.

*Manfaat Studi Pendahuluan

Dapat dipakai sebagai referensi penyusunan Peta Jabatan, Kerangka Kualifikasi Nasional Indonesia (KKNI) dan Standar Kompetensi Kerja Nasional Indonesia (SKKNI) yang dibutuhkan dalam industri Subsektor Migas di Indonesia.

*Latar Belakang SKKNI di Sub Sektor belum mencakup setiap jabatan di

subsektor Industri migas

Belum terstrukturnya jenjang jabatan yang ada di Industri migas secara lengkap.

Belum meratanya pembinaan pemegang jabatan yang ada dalam kegiatan subsektor migas.

Setiap profesi/jabatan dalam kegiatan industri migas wajib memperoleh pembinaan kompetensi kerja.

Untuk melaksanakan bunyi pasal 12 ayat 3 UU ketenagakerjaan nomor 13 tahun 2003 setiap jabatan harus dapat terpetakan dengan jelas.

*Definisi

1. Kerangka Kualifikasi Nasional Indonesia, yang selanjutnya disingkat KKNI, adalah kerangka penjenjangan kualifikasi kompetensi yang dapat menyandingkan, menyetarakan, dan mengintegrasikan antara bidang pendidikan dan bidang pelatihan kerja serta pengalaman kerja dalam rangka pemberian pengakuan kompetensi kerja sesuai dengan struktur pekerjaan diberbagai sektor.

2. Kualifikasi adalah penguasaan capaian pembelajaran yang menyatakan kedudukannya dalam KKNI.

3. Pelatihan kerja didefinisikan sebagai keseluruhan kegiatan untuk memberi, memperoleh, meningkatkan, serta mengembangkan kompetensi kerja, produktivitas, disiplin, sikap, dan etos kerja pada tingkat keterampilan dan keahlian tertentu sesuai dengan jenjang dan kualifikasi jabatan atau pekerjaan.

4. Sislatkernas, adalah keterkaitan dan keterpaduan berbagai komponen pelatihan kerja untuk mencapai tujuan pelatihan kerja nasional.

5. Standar Kompetensi Kerja Nasional Indonesia yang selanjutnya disingkat SKKNI, adalah rumusan kemampuan kerja yang mencakup aspek pengetahuan, keterampilan dan atau keahlian serta sikap kerja yang relevan dengan pelaksanaan tugas dan syarat jabatan yang ditetapkan sesuai dengan ketentuan peraturan perundang-undangan yang berlaku.

6. Peta Jabatan adalah susunan jabatan yang digambarkan secara vertikal maupun horisontal menurut struktur kewenangan, tugas dan tanggungjawab jabatan serta persyaratan jabatan. Peta jabata menggambarkan seluruh jabatan yang ada dan kedudukanya dalam unit kerja

PRODUCTION Facility Engineering 1. Manage construction projects, such as the installation of oil, gas and water production, separation and injection facilities (upstream) or petrochemical and refinery facilities (downstream).2. Work with tanks, vessels, compressors, pumps, piping, power distribution and computer controls, including making repairs, adding new features or functionality and installing new equipment3. Take responsibility for managing all aspects of construction projects4. Work with the team to execute operating plans and capital and expense budgets and to develop Chevron’s assets in a cost-effective manner.5. Help develop budgets and plans and assist operations personnel in reviewing existing facilities to improve efficiency and reduce costs.6. The timely and cost effective execution of facilities capital projects that fully comply with functional regulatory and safety requirements, and are aligned with corporate strategy, procedures and guidelines.7. Facility Engineers are expected to manage projects are focused upon the "well-head out" which can include: tie-ins, gathering systems (3" - 12" pipe), compression systems, small gas plant builds & modifications, dehydration & refrigeration, sweet & sour shallow gas, conventional and heavy oil, and high & low pressure systems8. Providing input into engineering specifications, standards, and procedures9. Mentoring / supervising junior technical personnel as necessary10. Facility Engineers will work with or manage numerous external stakeholders (i.e., engineering consultants, vendors, contractors) and work closely with Business Unit operations and technical staff and other Client departments (i.e., Construction, Technical Services, Logistics and Surface Development, Supply Chain Management, Surface Land, Regulatory Affairs, Safety, Environment).11. The development of all project deliverables is undertaken under the direct supervision of the Facility Engineer. Develop/improve, apply, and utilize company's proprietary and licensed process simulation programs for produced water and sea water treatment10. Assisting, preparing, checking and approving of basis of engineering and design, operating philosophies, safeguarding philosophies and control philosophies.11. generating of PFD's, P&ID's, heat and material balances, process equipment datasheets, equipment & line lists, material selection and determination of design conditions12. Calculations for relief-valves, control-valves, depressurizing, line sizing & pressure drops13. Operate pumping equipment to transfer oil and gas from wellheads to refineries, within refineries or to storage facilities14. Control the flow of oil and gas through pipelines15. Operate and control equipment to process, manufacture or blend refined oil products, gas and additives into petroleum and gas products, such as LPG, fuels, lubricants and asphalt/bitumen16. Set controls and observe gauges and instruments on equipment17. Collect, process and analyse samples and record data18. Monitor equipment performance for malfunctions, test well pipes for leaks and fractures and request maintenance activities when required.

PRODUCTION Subsea Engineering 1. Planning, supporting and supervising subsea well interventions, completions and workovers.2. Designing, testing and installing subsea trees, intervention trees, controls, subsea tree running procedures, and completion running and intervention procedures.3. Providing on-site rig operations support to test and run land and subsea production trees, and ROV operations4. Providing support for subsea blowout prevention equipment and controls, maintenance and inspection for rigs while in assigned fields5. Coordinating with multiservice vessels and barge operations6. Participating in industry associations and organizations that have a direct impact on drilling operations.7. operating, installing, and / or maintaining of company equipment (Wellheads, Valves, Specialty Connections & Piping, Production trees, Chokes, & Controls etc.) in accordance with the company recommended procedures, methods & guides8. Provide technical support during planning and execution of subsea tieback and intervention projects. 9. Provide support in development of cost and schedule estimates for subsea tieback and intervention projects10. Interface with Drilling, Completions, Production Engineering and Field Operational Teams to carry out subsea tieback and intervention projects11. Interface with Safety, Health and Environmental staff and governmental regulatory agencies as needed to conduct operations in safe manner.
