ABSTRAK
Keberadaan Pasar Legi sangat berpengaruh dalam perputaran ekonomi serta
kebutuhan masyarakat akan bahan kebutuhan sehari-hari, sehingga dengan adanya
kegiatan tersebut maka menimbulkan bangkitan dan tarikan perjalanan. Sehubungan
dengan hal tersebut diperlukan fasilitas parkir yang dapat melayani kegiatan logistik serta
pelayanan untuk konsumen yang baik agar tidak mengganggu kelancaran lalu lintas serta
optimalnya pelayanan di Pasar Legi. Tujuan penelitian ini untuk mengetahui karakteristik
parkir On Street dan Off Street di kawasan Pasar Legi dan kinerja ruas jalan serta
memberikan alternatif upaya perbaikan dan penataan ruang parkir dengan mencari data
inventarisasi parkir, data patroli parkir, data inventarisasi ruas jalan serta data pencacahan
lalu lintas.
Pengambilan data dilakukan pada pada jam sibuk parkir, yakni pukul 08.00-18.00
WIB dengan jumlah surveyor sebanyak 37 orang surveyor. Lokasi survai untuk
mendapatkan data primer terkait dengan data inventaris jalan, pencacahan lalu lintas,
inventaris parkir dan survai patroli parkir di lokasi parkir On Street dilaksanakan di 5 ruas
jalan yaitu : Jl. S. Parman, Jl. Sutan Syahrir, Jl. Kusumodayan, Jl. Lumban Tobing dan Jl.
Bunyu, sedangkan survai Inventaris parkir dan survai keluar masuk parkir di lokasi parkir
Off street dilakukan di Taman Parkir Pasar Legi. Metode analisa menggunakan Manual
Kapasitas Jalan Indonesia 1997 dan Departemen Perhubungan, 1996.
Hasil penelitian karakteristik parkir terlihat bahwa indek parkir masih bagus
berkisar 3% sampai dengan 31% dan turn over melebihi 2,5 kondisi ini berpengaruh
terhadap kinerja ruas jalan dimana V/C Ratio masih di bawah 0,75 namun kecepatan ruas
jalan di bawah standar kecepatan rencana di dalam kota yaitu 40 km/jam, sehingga perlu
adanya upaya perbaikan. Penanganan jangka pendek perlu adanya perubahan sudut
parkir, mengintervensi lamanya bongkar muat dan parkir serta menambah jam oprasional
bongkar muat di kawasan Pasar legi, sedangkan untuk penanganan jangka panjang perlu
adanya pembangunan gedung parkir di lokasi taman parkir Pasar Legi.

ABSTRACT
The existence of the Legi Market is very much in the economic turnaround and the
people's need for daily necessities, so with the existence of these activities then cause the
rise and pull of travel. Consequently, this required parking facilities that can serve
logistics activities and services for good consumers in order not to interfere with the
smooth traffic and optimize services in Legi Market. The purpose of this study to
determine the characteristics of parking on street and off street and the the road
performace as well as alternative alternative repair and arrangement of parking spaces by
finding parking inventory data, parking patrol data, inventory data of road segment and
traffic data.
The data obtained in the rush hour of parking, at 08.00-18.00 WIB with the number
of surveyors as many as 37 people surveyors. Survey location to obtain primary data
related to road inventory data, traffic counting, parking inventory and parking patrol
surveys at on street parking location were carried out in 5 streets namely: S. Parman St.,
Syahrir St., Kusumodayan St., Lumban Tobing St. and Bunyu St., while parking
inventory surveys and in and out parking surveys is located at the off street parking at
Taman Parking Market Legi. Analysis method is using Indonesian Highway Capacity
Manual 1997 and Department of Transportation, 1996.
The results of the parking feature show that parking indexes are still good at 3% to
31% and turn over exceeds these 2.5 conditions for road performance where the V / C
Ratio is still below 0.75 road speed below standard plan speed inside city that is 40 km /
h, so there is need for improvement. Short-term handling needs to change the state of the
parking, intervening loading and unloading environment and addition hours oprasional
loading and unloading in Legion Market area, while for long term need to know the
construction of parking lots in the park parking area Legi Market.
