Empowering Teachers and Learners for Quality Education Through Innovation
Abstract
With the rapid changes around us, how do we prepare our students to be strong in their
character and be future-ready? Teachers need to be effective in designing learning
experiences which can develop 21st century competencies in their students. Innovative
pedagogies require teachers to be constantly adapting their teaching practices to prepare
their students to be creative, adaptable, manage and analyse information, and work with
knowledge. Innovative pedagogies must also provide authentic learning experiences for
students and this includes technology enabled, enriched and enhanced pedagogies.
We want to promote a culture for teachers to experiment, try out their ideas and
opportunities to refine their knowledge and skills? To create these conditions, the Singapore
education system has put in place two key goals:
• Building a Culture that Promotes Joy of Learning and Entrepreneurial Dare
• Building a Culture of Teacher Ownership and Teacher Leadership
Mrs Chua will be sharing on how to support our teachers to shift from being transmitters of
knowledge to facilitators of learning and how to continue to help them hone their craft.

Empowering Teachers and Learners for Quality Education Through Innovation
Abstract
Digital technology has become integrated into every aspect of our life, and education is no
exception. It has changed in a way we think, learn and communicate. There’s no doubt that
digital technology has been responsible for creating useful resources which put all the
information we need at our fingertips. Digital technology has enabled teachers to create
more interactive and engaging learning materials in a range of digital and multimedia
formats and make them available to students online.
With the situation of schools populated with the so-called digital native/iGeneration students,
it is a need that teachers have to be creative on how to integrate digital technology in the
classroom in a meaningful and effective way. Digital native/iGeneration are the generations
who exposed to digital technology at a young age. As a result, they have different
expectations for education that centres on their relationship with digital technology. As we
teach to the future of tomorrow, holding on to a traditional way of teaching and learning
processes will not maximise the potential of our digital native/iGeneration students.
This presentation centres on the notion of ‘it is not just about the digital technology itself
that’s important to learning; it’s also the way we use it in the classroom to assist learning and
to prepare students for their future undertaking. In this keynote, there are two aspects that
will be covered; why do we integrate digital technology in the classroom? How are we going
to use digital technology in the classroom? It also covers how to maximise the use of
existing digital technology in the classroom.

Abstract
ICT-based Inquiry Instructions (IBII) is a learning delivery programme that utilizes TPACK
framework as its theoretical lens, and constructivist learning and instructional design theories
for its theoretical development. IBII was built to support the ICT integration in the classrooms,
and equip teachers with ICT competencies and confidence. In the research study on IBII, the
successful impact of ICT integration was reflected through students’ capability in working
independently, collaboratively with their peers, eliciting cognitive skills, and gearing positive
attitudes towards their lessons. Meanwhile, the teachers’ ICT competence and confidence
were shown through their active facilitation roles in the research study, after attending a 10-
hour workshop of exploring and evaluating the IBII programme, and analyzing its content and
learning design. An adapted IBII inventory was used to analyse the content and learning
design of IBII. Keywords: Inquiry – based instructions; IBII; ICT integration; IBII analysis

TEACHERS PROFESSIONAL DEVELOPMENT IN BRUNEI DARUSSALAM: HOW CAN WE TAKE IT TO THE NEXT LEVEL?
Dr. Hj. Ade Shahren bin Hj. Suhaili

Abstract
In Brunei Darussalam, the National Education System for the 21st Century or better known as
SPN21 (Sistem Pendidikan Negara Abad Ke-21) was introduced in January 2009. Lesson
Study was used as the ‘tool’ to facilitate this curriculum reforms before it was discontinued in
2015. The first purpose of this study was to gain a deeper understanding on how Japanese
Lesson Study was previously implemented. Cultural Historical Activity Theory (CHAT) was
adopted as the theoretical and analytical framework in the process of identifying the issues
and problems associated with its discontinuation. The second purpose is to develop an
adaptation version of Japanese Lesson Study that may be suitable for the primary
mathematics teachers in Brunei. Finally, to explore, through the lens of CHAT, the different
approaches adopted by the three Brunei primary schools, particularly primary mathematics
teachers, in implementing the newly developed SBLS model in their respective schools. A
Design Based Research methodology was employed in this research, with the integration of
CHAT as the theoretical and analytical framework. The results of the first phase of this
research suggest that, from the perspective of CHAT, five forms of contradictions, which were
organised around four thematic areas might have resulted in the discontinuation of the SBLS
project in 2014. In the second phase, the development of the adaptation model was guided by
the four identified design principles. Finally, findings from the third phase of this study
indicated that the four forms of contradictions previously identified in SBLS 2014 were
resolved and one recurring contradiction was still evident in two schools. This study will
surface the considerations for implementing a teacher driven form of professional
development in primary schools in Brunei Darussalam.

AAI-BASED OPTIMAL LEARNING ENVIRONMENT FOR PUPILS WITH DOWN-SYNDROME (CASE STUDIES)
Dr Mohammad Sofian bin Haji Awang Radzuan Industrial and International Linkages Division,
Institute of Brunei Technical Education sofian.radzuan@ibte.edu.bn
Abstract
Although down-syndrome (DS) is not common in Negara Brunei Darussalam, pupils with
down-syndrome still need specialised educational approaches as they share common needs
with non-disabled learners, hence they will make the most rapid progress if their requirements
are fully socially included at an early age. An appropriate educational-pedagogy applied in
inclusive settings offers the best opportunities for pupils with down-syndrome. Down-
syndrome is a congenital disorder that causes intellectual impairment, poor communication,
unintelligible speech along with compromised: fine and gross motor-skills and hand-eye co-
ordination. Such abnormalities require special teaching approaches to overcome these
difficulties and improve the learner’s performance by developing the necessary cognitive-
skills that in-turn overcome these disabilities. AAI-Based programs can benefit pupils with
down-syndrome by enhancing traditional learning methods; it increases the active
participation of these pupils and enables them to relate more easily to a pupil optimised
learning environment. This paper suggests that an artificially assisted intelligence (AAI)
approach can effectively empower the cognitive-psychology of pupils with down-syndrome,
the success of this approach is further evidenced from case studies from other countries
experiences who have provided down-syndrome pupils with an early intervention service in
order to stimulate an effective learning skill and enhance mental development whilst their
brain is still developing.

THE USE OF E-PORTFOLIO FOR SELF-REFLECTION TO PROMOTE LEARNING: A CASE OF TVET STUDENTS
Dr. Syazana binti Hj. Ebil
Institute of Brunei Technical Education syazana.ebil@ibte.edu.bn
Abstract
Since Dewey’s (1933) ground-breaking work on How We Think, the role of self-reflection has increasingly received interest among educators and researchers. The power of reflection is highly acknowledged to promote learning and develop expertise, yet reflective skills are rarely explicitly taught in schools. As a result, encouraging reflection among learners is often difficult to accomplish, especially in technical and vocational education and training (TVET). This research investigated the use of structured reflection through “digital learning portfolios” (e-portfolio) and explore its relation to students’ learning. Using mixed methods design, this study examined a group of students from one of the TVET institution in Brunei over an eight-week period as they practiced reflection through e-portfolio designed to guide the students to reflect upon their own learning. A rubric was developed to measure the quality of students’ notes by level of reflection. The data gathered revealed that although student performance can have a moderate effect on students’ level of reflection, building structured opportunities to reflect and integrate learning can develop students’ ability to reflect better. Indeed, the quality of students’ reflection had significantly increased throughout the study period as more students exhibited higher-order thinking in their e-portfolio. Meanwhile, a semi-structured interview was also conducted to capture students’ views and understanding of the intervention. Key themes emerging from the data revealed that while students see reflection in detached ways, the intervention had provided the opportunity for students to enhance both their cognitive and metacognitive skills. Students’ responses also implied that operational feasibility of e-portfolio for Brunei TVET may depend on (i) teachers’ input, (ii) students’ motivation, (iii) type of e-portfolio software chosen, and (iv) connectivity setting. Nonetheless, reflection skills are one of the necessary life skills which students have to learn to survive and thrive in the 21st century.

Abstract
This study explores the effectiveness on the use of the Autograph technology in pre-university
mathematics lessons, specifically in the areas of digital learning technology via graphical
representation and 3D modelling, in finding the area and volume of revolution by integration.
Instructional strategies and pedagogical tools were provided to aid students who are less
mathematically advanced to visualise mathematical concepts and create deeper
understanding of finding area and volume by integration. The intervention took place at a pre-
university institution in Brunei Darussalam involving two lower six classes that comprised a
total of 60 students and their two mathematics teachers. From the analyses of the pre-test,
post-test, questionnaires, and the interviews with selected students and both the teachers, it
was found that implementing the Autograph technology not only heightened the students’
confidence levels but also improved students’ overall achievements in the learning of area
and volume by integration.

THE ISSSUES AND CHALLENGES IN IMPLEMENTATING DIFFERENTIATED INSTRUCTION IN SCIENCE LESSONS SECONDARY
SCHOOLS IN BRUNEI DARUSSALAM: THE TEACHERS’ PERSPECTIVES
Dyg Norahtina Seriyati Bt Haji Awg Omar Sekolah Menengah Katok
Abstract
The purpose of the study was to examine the use of the differentiated instruction in the
classroom through the perspective of secondary science teachers in Negara Brunei
Darussalam. The goal of the research was to explore the main issues and challenges faced
by the teachers when they embracing differentiated instruction as part of their teaching
strategies in their lessons. The sampling of the study comprised of purposive sampling for
seven educators with varying classroom experiences, grade levels and subject areas. The
study followed a mixed method design. Quantitative and qualitative data were collected by
means of questionnaire and class observations. The findings of this study suggested that the
teachers were not ready to use differentiated instruction as part of their teaching strategies in
science classes. Another important findings suggested that time is a factor that hindered them
to use differentiated instruction. Furthermore, study revealed that teachers were showing low
levels of proficiencies and planning and response to learner needs, and differentiated their
instruction in term of lesson contents, process and products particularly those teachers who
did not attend the professional development on differentiated instruction. Future research
should explore ways to support effective formative assessment and readiness in using
differentiated instruction among secondary science teachers. Also to address the effect of
differentiated instruction on students’ attitudes towards learning science and their
achievement in science.

Institute of Brunei Technical Education Faiz.rahim@ibte.edu.bn
Abstract
Project-Based Learning (PBL) is an approach where the students’ work autonomously and be
involved in constructive investigation solving real-life problems (Thomas,2000). It encourages
students’ interests and mastery on the subject (Blumenfeld, Soloway, Marx, Krajcik, Guzdial
& Palincsar, 1991). This research was conducted to investigate whether PBL can encourage
students to gain knowledge in Crop Technology (CT) and to determine how students develop
or gain their skills in CT. Participants in this study consisted of 26 students from a vocational
and technical institute in Brunei Darussalam. The research was conducted using an action
research design where the students underwent cycles of planning, implementation, reflection
and revising their initial plan to produce a product to be used for crop production for their
project. Selected interview was conducted to participants to analyze their knowledge and
skills of CT. Rubric scores was also used to measure these skills. The results showed that
PBL can encourage students to gain knowledge and skills of CT. The findings from the
students’ interview analysis showed that the internet had played a major role as the source of
information provider and it supported their independent learning. In addition, teamwork and
teacher’s feedback became very important as the learning shifted from being teacher
centered to a student-centered learning. Learning is found to be more fun and engaging as
the students had more control of their learning.

THE EFFECT OF GUIDED INQUIRY-BASED TEACHING APPROACH ON COMBINED SCIENCE STUDENTS’ UNDERSTANDING OF THE
CONCEPTS OF ANIMAL NUTRITION: A COMPARISON TO DIRECT INSTRUCTION APPROACH
Irene Chee Siew Ling Sekolah Menengah Raja Isteri Pengiran Anak Saleha
Irene.chee@ripas.moe.edu.bn
Abstract For the past many years, the overall students’ BC GCE ‘O’ Level performance for Combined Science in Brunei has been unsatisfactory and this has caused a concern to the Ministry of Education. Teachers prefer to use direct instruction teaching strategy in order to complete the syllabus on time at the expense of students’ learning. Hence, this study was carried out to investigate whether guided inquiry-based teaching approach is more effective than direct instruction in enhancing students’ learning in Combined Science, particularly their achievements and attitudes. This study adopted the quasi-experimental research design involving two Year 9 Combined Science classes (N=50) from a government secondary school. The control group was taught using direct instruction whereas the experimental group was taught using guided inquiry-based approach. Descriptive and inferential statistics were used to analyse quantitative data while emergent themes were identified from the qualitative data. The findings revealed that neither the direct nor guided inquiry-based instruction is more effective, in term of differences in test scores. Nevertheless, the guided inquiry-based teaching approach has shown to improve students’ knowledge, synthesis and evaluation skills in terms of percentage of students answering the learning tasks successfully. In conclusion, guided inquiry-based teaching approach can help to improve some of the students’ cognitive skills towards Combined Science and help develop their 21st century skills such as knowledge construction, communication and collaboration. The implication from this study shows that when guided inquiry-based teaching approach is implemented properly, it does have a positive effect on students’ learning, especially in improving their higher order thinking skills. Abstract
Advancement of technology has changed the global delivery of education system around the
world from the traditional chalk-and-talk classroom environment to technology-mediated
learning environment. Reports have shown that the use of technology such as Information
and Communication Technology (ICT) promotes the development of the 21st century skills
amongst secondary school students. In view of its impact on students’ learning, a study was
conducted to investigate the extent to which the use of technology-mediated learning would
enhance secondary school students’ understanding of chemical bonding in Brunei
Darussalam. The study involved thirty-eight SPN 21 Year 9 chemistry students in two
government schools in Belait District. By using the quasi-experimental design, two groups
(one class in School A and another in School B) were selected, thereby forming the control
group and experimental group, respectively. The experimental group was taught by using the
constructivist technology-mediated methodology while the control group was taught by using
the traditional teaching methodology. Both groups were pretested with an instrument
designed to measure their prior knowledge on chemical bonding. After being taught for 5
weeks, both groups were tested again using the same instrument to assess their
understanding of chemical bonding. The post test results showed that the experimental group
in School B performed significantly better than the control group in School A. The results
indicated that technology did enhance students’ understanding of chemical bonding. This
showed that the constructivist approach in technology-mediated learning environment
facilitates students’ learning outcomes.

Abstract
The purpose of this study is to investigate the effect of Interactive Science Notebook on
student learning and their attitude towards Combined Science. For data collection, pre and
post experimental design was used, incorporated with a mixed method approach involving 62
students of Year 10 from one government school in Brunei-Muara district and grouped into
ISN group and Non-ISN group. In ISN group, the use of Interactive Science Notebook was
employed, while the Non-ISN group, the traditional teaching approach was used to teach the
topic on “Reactivity Series”. Both lessons lasted for five weeks. For quantitative data, a pre
and post approach on Combined Science Achievement Test (CSAT) were administrated to
both groups together with the Questionnaire on Students’ Attitude towards Science (QSATS).
For the qualitative data, semi-structured interview was conducted to ISN group only after the
completion of the intervention and transcribed verbatim to support the findings. The result of
the score difference of students’ correct conception and paired sample t-test between pre-
and post-test showed a significant difference with a slight increase in their level of conceptual
understanding. The results of independent t-test demonstrated that the student in ISN group
produced better performance both in their conceptual understanding and their achievement in
CSAT. While the QSATS results shows a negative correlation between the enjoyment of
students in using ISN and their achievement which might be because students are not
familiar, lack of the skills and not enough experience and exposure to this approach.

INVESTIGATING THE DEVELOPMENT OF 21ST CENTURY SKILLS IN SOCIAL STUDIES LESSONS IN BRUNEI DARUSSALAM
Hajah Siti Aminah binti Haji Jumaat
Curriculum Development Department Ministry of Education
Abstract
This paper examines the development of 21st century skills in social studies lessons in a
government primary school in Brunei. ‘Social studies’ is one of the subject areas taught in
primary and secondary schools and unlike core subjects (such as mathematics, English,
Bahasa Melayu, Melayu Islam Beraja and science), social studies is not an ‘examination
subject’. This means, students do not sit for social studies examination at the end of an
academic year, and for this reason, teachers do not feel pressurized to compress and
complete the syllabus in time for the end-of-year examination. Accordingly, social studies
provides a lot of opportunities for teachers to engage students in activities to develop 21st
century skills such as collaboration, skilled communication, self-regulation, use ICT for
learning, real-world problem solving and knowledge construction. The current study uses the
aforementioned six skill areas defined by SRI International as essential dimensions of 21st
century teaching and learning. A qualitative approach to research, more specifically a case
study, was used to collect data in this study, through which the progress of a teacher teaching
social studies integrating the 21st century skill areas was observed over a series of lessons.
Data were collected through observations, interviews and document analysis.

THE EFFECTIVENESS OF STUDENT PEER COUNSELLORS [SPC] WITHIN THE SCHOOL SYSTEM IN BRUNEI DARUSSALAM
(HOW TO BOOST STUDENT'S CONFIDENCE)
Hj Ahmad Shahrin Hj Sharbini Sekolah Menengah Pengiran Isteri Hajah Mariam, Serasa
Abstract
We are in need of an effective education system that provides high skills sets for our younger
generation to survive in a constantly evolving and demanding world. The education system
needs to holistic enough so as to be able to focus on all aspects necessary and these
Student Peer Counsellor system will focus on the necessary aspect that is essentially missing
in our school system. This paper discusses in detail the background of Secondary school
student that can enable us to see from the various psychological perspectives especially from
the Islamic view with particular attention to their self-esteem or self-concept. This paper also
lays out how a student can participate in programs such as the Student Peer Counsellor
system (Pembimbing Rakan Sebaya) that is already in place and how it alleviates their self-
confidence to that of a better person than before. This study helps us see the importance of
such a programme and if this programme were not put to good use in schools our younger
generation will be ‘lost’ as they will have none to guide them with their curiosities at others
and at themselves driving them to question and query their energy and their understanding.
The strategy used was to conduct interviews with relevant people such as heads of schools
and various secondary school teachers. Two schools were chosen and they were of differing
levels one a secondary school and another a pre-university level. On the whole, there was
support for this programme in schools.

PENGGUNAAN HIWAR VISUAL DIGITAL DALAM PEMBELAJARAN HAJI DI SEKOLAH UGAMA
Khairul @ Muhammad Zakwan bin Haji Julay Unit Penyelidikan dan Perangkaan,
Jabatan Pengajian Islam
Abstract This case study investigates the possible communication strategies used by Year 5 students of different proficiency levels when performing a classroom vocabulary task. Six Year 5 students were paired according to their proficiency level. Sessions were done in their classroom, one pair at a time. For each session, one narrative text and three unfamiliar words were given. Altogether, there were three narrative texts and nine unfamiliar words for each pair. The participants worked in pairs to infer the meaning of unfamiliar words using only texts given with no help or guide from their teacher. Data was collected by recording the interaction produced by each pair during task. A total of twenty-seven sessions were recorded and transcribed. Data analysis was based on inventory of strategic language devices adapted from Dornyei and Scott. The findings revealed that Stalling or time gaining strategies was the most frequently used strategy for all proficiency pairs to solve their difficulties during communication. The findings also revealed the presence on usage of word coinage, circumlocution and approximation among the high proficiency and the middle proficiency pairs. None from the low proficiency pair. Findings has implications on vocabulary teaching. As students tended to rely on indirect strategies (Self-repetition and Stalling or time-gaining strategies) in getting their meaning across, L2 teachers may need to allow more thinking time in the classroom during vocabulary tasks to develop students’ confidence in their inferences of unfamiliar words. Findings also indicated that students use words which are less specific (Approximation) than the intended meaning. They also described the characteristics of the object or action (Circumlocution) when they seemed to not know what exact words to use. Thus, show that students are capable to infer meanings of unfamiliar words. L2 teachers may need to provide activities beyond dictionaries and translations to enhance their vocabulary. Key words: communication strategies, peer interaction, vocabulary

Abstract
Technology is a significant tool in the 21st century teaching and learning. It helps to improve
students’ learning better and help in teachers’ teaching. In fact, most students are kinesthetic
learners who learn and engage better through hands-on activities. Technology, when it is
properly used, it will help students acquire the skills they need to survive in a complex, highly
technological knowledge – based economy. Gamification in learning is an example of
educational approach with the integration of technology. The objectives of this approach are
a) to create a game-based learning activity that is Meaningful to their learning, b) Engaging to
their senses and C) Motivates them towards believing they are capable of achieving success.
Gaming concept such as using treasure box can be used alongside with the technology
application to make the learning environment more fun and exciting. Quizziz is an example of
technology application that can be use in Gamification lesson. It allows educators to conduct
student – paced formative assessments in a fun and engaging way for students of all levels
and abilities. It have been proven that using this application, teachers can easily identify the
students’ misconceptions and common mistakes which can help the teachers to improve
students’ learning more effectively. Nonetheless, there are a number of limitations in
conducting gamification lesson for examples limited internet connection, devices that can be
use during the lesson. Thus, to overcome these limitation, teachers have to use their own
internet connection and students have to bring their own devices, most preferably with
internet connection, to school.
