Creek Defender cadre from the 435th Air Ground Operations Wing, operating out of Baumholder, began to ready 98 security forces members at the U.S. Air Forces in Europe and Air Forces Africa’s only Ground Combat Readiness Training Center, before deploying throughout the world.

Cadres are tasked with ensur-ing all security forces members are capable of performing 24 core security forces tasks, ranging from nighttime operations, fi re control measures and urban operations. Creek Defender readies 900 to 1,200 deployers of all ranks every year.

“This is the only location suit-able for such an in-depth and real-istic level of training,” said Senior Master Sgt. Brian Johnson, 435th Security Forces Squadron opera-tions superintendent. “We train up

CFC-O charities need your helpEach autumn, more than 180 locally adminis-

tered Combined Federal Campaigns raise more than $250 million from federal employees to support thousands of charitable organizations. This year, the government shutdown and furloughs have impacted critical fundraising efforts. Thousands of nonprofit organizations depend on CFC funding and are in jeopardy of having to cut programs and services to those who need it most, including affected military families.

Despite the current challenges, the Combined Federal Campaign-Overseas has been able to con-

tinue operations, and CFC-O pledges to charitable organizations continue to increase daily. This is a testament to the extreme dedication of campaign rep-resentatives at installations and units throughout the five overseas combatant commands and the generos-ity of the uniformed and civilian men and women serving overseas in our nation’s armed services.

During this time of legislative uncertainty, your strong support of causes and organizations that reso-nate with you inspires the rest of the nation. Thank you for answering our nation’s call to serve and to give in so many ways.

Get Your Give OnlineIf you have not completed a CFC-O pledge yet,

consider doing so during the week of online giving Monday to Oct. 25. This year, the CFC-O offers several ways to complete an online pledge. Visit http://cfcoverseas.org/cfc_o_giving_options.

The GCRTC shoulders the respon-sibility of ensuring a fully capable environment to build team and lead-ership capabilities for their students, as well as meeting an Air Force level theater entry requirement.

“Students have to go through our class before being allowed entry to their theaters of operations,” said Tech. Sgt. Shane St. Laurent, 435th SFS GCRTC flight chief. “We pro-vide an opportunity for every Airman to strengthen their team-building experience and build the leadership skills necessary down range.”

Skills enforced at the GCRTC to ensure a safe and successful mission are drilled into the forefront of every student’s mind to form quick and decisive decisions.

“We are reaffirming the mus-cle memory of all the defenders here,” said Tech. Sgt. Christopher Alcala, 435th SFS GCRTC opera-tions NCO in charge. “The classes should enforce everything they’ve already been trained on, fine tune the motions they run through and end up possibly saving lives.”

Fisher House aids DOD in paying death benefitsby Jim GaramoneAmerican Forces Press Service

WASHINGTON — The Fisher House Foundation has stepped in to aid the Defense Department so families of fallen service members can receive the full set of benefits they have been promised, Defense Secretary Chuck Hagel said here today.

The Fisher House Foundation and DOD entered an agree-ment that includes the $100,000 death gratuity payment.

“I am offended, outraged and embarrassed that the govern-ment shutdown had prevented the Department of Defense from fulfilling this most sacred responsibility in a timely manner,” Hagel said in a written statement.

In the weeks before the shutdown, defense officials had warned Congress that the ability to pay death benefits to griev-ing families would run out when the appropriations lapsed.

“The Department of Defense informed Congress that the department would be legally unable to pay death benefits were there to be a lapse in DOD appropriations,” White House press secretary Jay Carney said during his daily briefing today.

The issue was not explicitly addressed as part of the Pay Our Military Act.

“The president was very disturbed to learn of this problem, and he directed the Department of Defense to work with the Office of Management and Budget and his lawyers to develop a possible solution and he expects this ... to be fixed today,” Carney said.

Since the shutdown began Oct. 1, DOD budget officials looked at options to continue these benefits, Hagel said.

“Even under the Pay Our Military Act, we found that we lacked the necessary authority to make payments to the families directly,” the secretary said.

The Fisher House Foundation offered to make payments to these families from its own funds, and OMB officials deter-mined DOD can enter into a contract with the Fisher House Foundation to provide these benefits.

“The Fisher House Foundation will provide the families of the fallen with the benefits they so richly deserve,” Hagel said. “After the shutdown ends, DOD will reimburse the Fisher House for the costs it has incurred.”

The Fisher House Foundation is best known for the hous-es built on the grounds of major military and VA medical centers nationwide and in Europe. Families of wounded or hospitalized service members stay at the houses as their loved ones undergo hospitalization for a combat injury, illness or dis-ease.

A total of 26 service members have died since Oct. 1, includ-ing five killed in combat in Afghanistan. The $100,000 death gratuity comes from appropriated funds, and DOD could not obligate funds once the fiscal year 2013 appropriation ran out. The department also cannot pay the benefit that provides 12 months of basic allowance for housing, as that money also comes via appropriated funds.

“The department has no higher priority than taking care of our service members and their families,” Hagel said. “Congress has responsibilities as well, and it has abdicated them.

“Along with the rest of the department’s leaders,” he continued, “I will continue to work every day to address the very real impact that the government shutdown is having on our people, and I once again call on Congress to fulfill its basic responsibilities and restore funding for the federal govern-ment.”

FALLS CHURCH, Va. — The U.S. Food and Drug Administration is advis-ing consumers to stop using OxyElite Pro, a dietary sup-plement, because of suspected links to acute hepatitis.

The FDA, along with the Centers for Disease Control and Prevention and the Hawaii Department of Health are investigating reports of acute non-viral hepatitis in Hawaii where 29 cases are linked to a dietary supplement. The FDA urges consumers to stop using the product while the investi-gation continues. Distributed by USPlabs LLC in Dallas, Texas, the product is sold nationwide in retail stores and on the Internet.

“We are urging Airmen to stop using the product until the investigation concludes and results are confirmed,” said Col. John Oh, the chief of Health Promotion, Air Force Medical Support Agency, Air Force Surgeon General.

There have been a total of 29 cases of acute non-viral hepatitis with an unknown

cause reported in Hawaii. Eleven of the 29 patients have been hospitalized with acute hepatitis, two have received liver transplants and one per-son has died. The CDC is also investigating other cases of liver injury nation-wide that could be related.

Symptoms of hepatitis include fever, fatigue, loss of appetite, nausea, vomiting, abdominal pain, dark urine, clay or gray-colored bowel movements, joint pain, yel-low eyes, and jaundice.

“Airmen who are experi-

encing these symptoms should contact their health care pro-vider immediately,” Oh said. Many Airmen reportedly use dietary supplements for weight loss or muscle building.

In 2011, one-third of Airmen reported using legal bodybuilding supplements in the past year, including 15 percent in the last month, Oh said.

“We encourage Airmen to get educated on dietary supplement safety through Operation Supplement Safety, the Department of Defense

dietary supplement educa-tion and safety campaign,” Oh said.

October is Domestic Violence Awareness Month, and the Air Force and Army Family Advocacy pro-grams are sponsoring a variety of events to help educate the commu-nity about intimate partner violence. There will be a variety of information tables available with free resourc-es, self-defense seminars, AFN radio spots and outreach initiatives during October.

Family Advocacy’s goal is to pre-vent domestic violence within the military and create healthier relation-ships in the KMC. There are a vari-ety of resources available to military members, dependents and civilians. Ramstein Family Advocacy offers a consultation service, which is a one-time educational session to help offer resources and support as well as refer-rals to appropriate agencies on base.

The consultation service is a great resource for individuals and couples because it provides immediate support

and resources. It is a great way for vic-tims of domestic violence to seek help and find support.

Many victims of domestic violence might be afraid to come forward for fear of hurting their career or the career of their intimate partner. The Air Force has restricted reporting available to service members and it is available for individuals to seek help from an unhealthy, violent relation-ship. There is no command involve-ment and family advocacy will offer counseling and support as long as the client feels it is needed. The informa-tion given to family advocacy is kept confidential, which enables clients to feel safe when discussing relationship concerns.

Domestic violence is not always visible and obvious. Sometimes the abusive behavior manifests as con-trolling behaviors such as restrain-ing, blocking a partner from leaving the house, limiting access to financ-es and threatening to take children away. It is important to reach out and get help if your relationship or mar-

riage has communication difficulties. Sometimes just reaching out and tak-ing a healthy relationship or commu-nication class can make a world of

difference. Family Advocacy offers a variety of classes to help build healthy communication skills in intimate rela-tionships.

To alleviate language barriers while deployed, the Air Force relies on translators. These barriers quickly become obvious while supporting and acting in conjunction with allied part-ners and civilians one might encounter in a foreign country.

Translators play an important role in getting through language barriers while supporting allied opera-tions.

Senior Airman Julie Bersinger, 86th Medical Operations Squadron med-ical technician, was presented with an opportunity many don’t encounter: the opportunity to work outside her normal job and be a translator in Africa.

“I fell into a lucky situation,” Bersinger said. “I have an opportunity

to use my skills in French to enable people from the base to fully and suc-cessfully communicate with the local

community on my upcoming deploy-ment.”

Bersinger is tasked with support-ing U.S. Air Forces in Europe and Air Forces Africa’s mission with the use of her talent: speaking another language. In her role, Bersinger needs to be fully available at a moment’s notice to help and assist in anyway possible.

“I’m here to alleviate language bar-riers on and off base, but I’m still a trained medical technician,” Bersinger said. “My priority is of course to accomplish my mission of translat-ing, helping build foreign relations and reinforcing international bonds, however, if a situation arises where my medical training can contribute to the mission, then there shouldn’t be a reason for me not to.”

Ramstein’s pediatrics office expects her to perform to her fullest as a trans-

lator. However they will miss having her spark in the office while she is deployed.

“The pediatrics office will defi-nitely miss having her around,” said Tech. Sgt. Mariah Pike, 86th Airlift Wing self-aid and buddy care adviser and Bersinger's supervisor. “We are fully confident in what we believe she will accomplish while gone, and we are sure she will represent not only the 86th MDOS but Ramstein fantasti-cally while deployed.”

There are quite a few standards Bersinger’s leaders expect her to meet, but she is ready to accept the challenge ahead, Pike said.

“I am looking forward to working as a translator and using my skills as a medical technician in another loca-tion to further the Air Force’s global impact and foster foreign and allied relations,” Bersinger said.

Congress passes bill reopening federal governmentby Jim GaramoneAmerican Forces Press Service

WASHINGTON — President Barack Obama signed legislation late Wednesday bringing fed-eral employees back to work after Congress finally resolved the budget logjam that led to a 16-day shutdown.

Senate leaders championed bipartisan legislation to reopen the government and remove the threat of government default on its debts. All federal govern-ment employees — including some 4,000 Defense Department employees — will report to work Friday.

The legislation is a continuing resolution that will provide federal government spending at fiscal year

2013 levels. This keeps the sequester-level budget in effect.

The act will keep the government open through Jan. 15 and raises the debt limit through Feb. 7. The act contains a provision for a joint Senate-House committee to work on a budget recommendation for fiscal year 2014. Those recommendations are due Dec. 13.

The legislation includes the provision to pay all furloughed employees for the peri-od of the lapse in appropriations. The act calls for those employees to be paid “as soon as practi-cable.”

Even before the House of Representatives voted, Obama signaled his intent to sign the bill.

“We’ll begin reopening our government immedi-

ately,” he said in a White House appearance. “And we can begin to lift this cloud of uncertainty and unease from our businesses and from the American people.”

Obama asked that all political officials take the lesson of the gridlock to heart and work together to solve the nation’s problems.

“My hope and expectation is,” Obama said, “everybody has learned that there is no reason why we can’t work on the issues at hand, why we can’t disagree between the parties while still being agree-able, and make sure that we’re not inflicting harm on the American people when we do have disagree-ments.”

by Senior Airman Jonathan Stefanko86th Airlift Wing Public Affairs

As a loadmaster with the 37th Airlift Squadron, Senior Airman Nicholas Cunningham had the rare opportunity to experience cultures around the world within just two years of being in the Air Force — an opportunity many wouldn’t be able to experience in a lifetime.

Q: What is your overall

job as a loadmaster?

A: Generally speaking, as a loadmaster, we are in charge of anything and every-thing in the back of a cargo aircraft, whether it is patients, passengers, supplies or vehi-cles. We inspect the cargo pallets before and after a flight. Another big responsi-bility is air delivery, basical-ly anything you can fit in a plane, we can deliver it.

Q: What are your day-to-day operations at Ramstein Air Base?

A: Everything varies, unlike when I was stationed somewhere else where their main focus was training. Here, we are constantly con-ducting operational missions. One day I could be required to be in Poland and the next

day it could be Afghanistan. There is never a dull moment.

Q: Do you feel like the lack of training puts you at a disadvantage here?

A: No, actually I feel like I am at a huge advantage because I get to actually see first-hand the end result of what I do and the impor-tance of it. For example, when the earthquake hit Turkey a few years ago, the United States sent blankets and food and I was able to deliver it. When we arrived, a Turkish guy came in with a forklift to receive the supplies, and when he finished he got out and gave me a hug. If I was somewhere else, I might have loaded a plane that would eventually get there, but that’s a little different from actu-ally being there. Nothing can compare to the experience here. I see the full spectrum of my job.

Q: What would you say to a new loadmaster who hasn’t had the opportuni-ty to fully experience the impact of their work?

A: Just wait and see. Right now, you are training for what you will be able to experience later. Take your time, learn your job and once your time comes, you won’t regret it.

Q: Did you originally want to be a loadmaster?

A: Before joining the Air Force I knew I wanted to fly, so I did my research on anything related to flying. I

would have taken any fly-ing position but I felt being a loadmaster was the right job for me because I get to actually go to the places and see the impact of the work I am doing.

Q: Flying as much as you do, where all have you been?

A: In approximately two years as a loadmaster, I have been to around 34 countries, and that’s pretty standard in my career field. Basically, our area of responsibility is Europe, all of Africa and parts of western Asia, and I have buddies who have traveled a lot more than I have.

Q: What is the most chal-lenging part of your job?

A: The most challenging part of being a loadmaster, and I think everyone has felt this way at least once, is we are expected from Day One to be able to operate on an individ-

ual basis without supervision in just about any environment. You arrive to your first base after a year of schooling and you get a few training flights in, but once you complete maybe three or four flights, you are able to be put on a jet alone. For example, if you were sent to Bulgaria where you deal with people who don’t speak English, things could get com-plicated.

Q: Is there anything else you would like to add?

A: Every time I have the opportunity to speak with someone who is not in my career field (but) who has shown interest to be, whether already in the Air Force or not, I always tell them to go for it whenever they get the chance. Nothing can compare to the experience one can receive as a loadmaster. Depending on the plane you are assigned, you can fly around the entire world in just one trip. It’s just so amazing.

The Europe Regional Dental Command is rais-ing the bar for U.S. Army Europe Soldier well-

ness and readiness by providing prevention-focused dental care designed to achieve the high-est dental readiness rating while using fewer appointments.

U.S. Army Dental Command and the ERDC are introducing the Go First Class program for USAREUR Soldiers in the KMC.

The Go First Class initiative shifts the focus to the highest level of oral wellness — Category 1 — and does so more efficiently by bringing routine oral care pro-cedures including exams, clean-ings, tooth varnishing, and simple fillings into a single appointment.

“Go First Class is centered on dental wellness, directly sup-porting the (Army) surgeon general’s goal of transform-ing from a healthcare system to a system for health,” said Col. Michael Doran, ERDC com-mander.

By addressing issues such as prevention, wellness, and readi-ness, Go First Class aligns direct-

ly with the Army Medicine 2020 campaign.

Soldiers will need fewer dental visits which will translate into more time with their units in the KMC.

Bundled appointment services combined with scheduled appoint-ments, enable dental teams to treat more patients and increase overall satisfaction for every patient that visits dental facilities in the KMC.

Dental facilities within the Landstuhl Dental Activity footprint are Baumholder, Kleber, Pulaski, Landstuhl, and Wiesbaden dental clinics. Other dental facilities participating in the program are Livorno, Vicenza, NATO, SHAPE and Stuttgart’s Patch Barracks dental clinics.

“The Go First Class initiative along with new information sys-tems we have implemented put clinics in the Europe Regional Dental Command on the cutting edge of the latest dental technolo-gies, promoting a robust Military Health System focused on the well-ness of our Soldiers,” Doran said.

Ramstein aircraft deicing opera-tors will soon have enhanced capa-bilities when servicing aircraft this winter with the installation of a more effi ciently designed deicing chemical refueling facility.

The new facility, set to be operating next month, will increase fl uid storage capacity, operator safety and the abil-ity for deicing vehicles to turn around. It will also lower vehicle congestion and reduce the risk of environmental damage.

“This facility alleviates load time and no longer requires Airmen climb-ing on top of a deicer to refuel dur-ing hazardous winter conditions,” said Master Sgt. Michael Bagley, 721st Aircraft Maintenance Squadron air-craft support fl ight supervisor.

Airmen safety was a priority dur-

ing the design of the new facility. Procedures to produce the correct mix-tures of chemicals as well as environ-mental concerns caused by spills and overfi ll will be improved by the facility.

“New pumps feature an automated mixture system to ensure the cor-rect amount of chemicals are com-bined and pumped into the vehicles,” Bagley said. “The pumps also have features that prevent major spills and overfl ows when refi lling a deicing vehicle’s tank.”

Adapters required to previously fi ll vehicles are now eliminated. In addi-tion, turnaround times of vehicles will be enhanced with the newly designed drive-thru system for operators.

“With the removal of the old sys-tem that required a fi re hydrant and adapters to refuel a tank, operators can more effectively and safely com-plete their mission,” said Master Sgt. Anthony Strong, 721st AMXS support fl ight NCOIC. “With the improve-

ments to our winter capabilities, we can only expect Ramstein’s mission of providing combat airlift and operating

the Air Force’s premier installation to enable and ensure strategic capabili-ties to be enhanced.”

The 86th Maintenance Squadron Aerospace Ground Equipment fl ight maintains all equipment on the fl ightline. If it deals with generators powering idle aircraft or heaters and air conditioners, chances are these Airmen are behind it.

“Without the AGE fl ight, you can’t run a fl ight-line,” said Airman 1st Class Joshua Bringold, 86th Maintenance Squadron AGE technician. “We support any aircraft that comes through here by performing maintenance so they can continue their mission.”

The AGE fl ight Airmen prepare any and all ground equipment on the fl ightline. Members of the AGE fl ight ensure the support of contingency opera-tions in Europe and Africa.

“It’s amazing how well these Airmen here get the job done,” said Master Sgt. Coelette Roe, 86th Maintenance Squadron AGE assistant chief. “We are almost always involved in all maintenance going on around the fl ightline.”

The AGE fl ight is able to support a variety of equipment used by maintainers to assist the combat mission around the world at a moment’s notice.

“We work on generators, diesel engines, jet engines, electrical equipment, hydraulic systems and air-conditioning systems,” Bringold said. “In extreme cases, we perform maintenance in different facilities around base.”

The AGE fl ight works hard to ensure Ramstein is always ready. Their motivation is proven through the profi ciency of the maintenance they perform.

“We support missions in Europe and Africa, NATO missions and aeromedical evacuations for

wounded warriors returning from combat, by main-taining all equipment on the fl ightline and ensuring it’s the best available,” Roe said. “Being able to see the Airmen here happy and excited about getting the mission done is rewarding in and of itself.”

AGE charged with ground equipment upkeep

Airman 1st Class Jonathan Penata, 86th Maintenance Squadron Aerospace Ground Equipment technician, returns a generator to its storage area Oct. 10 on Ramstein. The 86th AGE ight maintains all ground equipment for any aircraft coming through Ramstein.

New deicing facility to improve base mission capabilities

The new deicing facility will replace the current system on Ramstein. The new facility features a drive-thru style approach for vehicles to re ll deicing vehicles back to capacity, a larger area designed to reduce congestion and an automated lling station to prevent environmental con-taminations.

4 75 F 24 C Medium-high setting. Not recommended for o ce spaces.

3 68 F 20 C Medium setting. Start here and adjust to a comfortable level depending on the outside temperature.

Set the right temperature!

How heat works in the KMCHow does heat work on base?

District heat produces hot water and distributes it to base buildings to provide heat through radiators. During the summer months, so little heat is needed that most of the system is deactivated. Once the temperatures drop to 55 degrees Fahrenheit for fi ve consecutive days and forecasts indi-cate the average temperature for the next fi ve days will stabilize below 55 F, the heat is reactivated. This is based on a review of the weather data for the past seven years. Within the KMC, the heating season is typically October through May.

What do I do if the heat is not currently activated?

Conserve the heat you have already. Close the windows and window cover-ings at night to reduce heat loss. Keep

the doors to seldom used rooms closed to keep heat in the rooms you use most. Take advantage of natural heat-ing. Open drapes and rollladens during the day so the sun can warm the inside of the room. If it is warmer outside than inside, open the windows to allow the warm outside air into the room. Close the windows in the evening when the outside temperatures begin to drop.

Once the heat is activated, how do I set the temperature?

Your radiator control will look sim-ilar to the one pictured below. These controls are very different from the thermostats we see in the states. This radiator control is both the thermostat and the valve that controls the amount of hot water fl owing through the radi-ator. For the control to work properly, it must be surrounded by free circulat-

ing air. Do not cover it with clothes, curtains or furniture. Remember, radi-ators do not provide instant heat. Hot water must pass through the radiator and the heat from the radiator is trans-ferred to the room. Set the thermostat and allow time for the temperature of the room to come up before mak-ing any more adjustments. Radiators are usually located below windows, which is normally the coldest part of the room. A setting of “2” or “3” should provide comfortable heat for the entire room.

Often, radiators are being constant-ly adjusted and then windows are opened when it gets too hot. This is a huge waste of energy and money. Last year, the KMC’s heating bill alone was nearly $30 million. By following these simple steps, you will ensure the comfort of your home and workplace,

while saving energy and helping to lower the bill.

What if your radiator isn’t working right?

The thermostat and radiator combi-nation is a simple and reliable system with few moving parts to malfunction. However, if the control valve mal-functions there will be either no heat or too much heat. Occasionally, air is trapped inside the radiator and needs to be removed. Indications that air is trapped inside are knocking or gur-gling noises or the radiator only feels hot to the touch on one half. If this happens on base, call CE Customer Service at 489-6623 or 489-7703. For off base heating issues, contact your landlord immediately.

Col. Bryan DeCoster, U.S. Army Garrison Rheinland-Pfalz commander, described in his opening remarks the importance of energy to the military: “Without energy, the Army cannot complete its mission. Without energy, we can’t deploy Soldiers to where they’re needed. Without energy, we can’t house them and their families.” Since energy is the Army’s second greatest expense, DeCoster encouraged everyone to take advantage of Energy Action Day to gain practical experi-ence by testing various electrically powered vehicles and also to learn how to save energy.

Enjoy Halloween night in KMCTrick-or-treaters are invited

to come out and enjoy Halloween throughout the Ramstein, Vogelweh and Landstuhl family housing areas Oct. 31.

Trick-or-treating has been autho-rized from 5 to 7 p.m. All personnel should limit vehicle traffic throughout the housing areas during this time. Speeding and parking will also be strictly enforced to promote safety for all participants.

Below is a list of safety information to ensure this year’s Halloween is a happy and a safe one.

Missing children• On Ramstein, there will be two

lost children collection points: Bldg. 800 (the child development center) and Bldg. 1001 (Ramstein Middle School).

• On Vogelweh, there will be two lost children collection points: Youth Center, Bldg. 1057 (for Vogelweh Family Housing) and behind Bldg. 2077, utility shed on Second Avenue (for Vogelweh Main Base Housing).

• On Landstuhl, the lost chil-dren collection points will be in the parking lot of Bldg. 93861, Fisher House I.

X-ray your candyParents have the option to get

their children’s candy X-rayed at the Ramstein Passenger Terminal Lobby from 6 to 8 p.m. Oct. 31.

Halloween costumes• Parents are highly encouraged to

ensure their children wear appropriate reflective clothing as they partake in the evening’s festivities. Flashlights or glow sticks are also recommended.

• Costumes should be made of flame retardant material. If they are homemade, make sure and use either a fire retardant spray or fabric that has been treated with fire retardant.

• Do not include high heel shoes or long dangling pieces of costume that your child could trip over. A scraped knee or bloody nose can ruin their fun.

Go with an adultChildren should always go out

trick-or-treating accompanied by a responsible adult. If you have a group of children going, the parents should choose two or three adults to go along and keep an eye on things.

Trick-or-treat safety• While trick-or-treating, use side-

walks and pedestrian crossings when available, and look both ways before crossing the street.

• Never, ever go into a stranger’s house or even ring their door for treats unless your parents are with you and say it’s OK.

• Always make sure children and adults are in sight of each other when trick-or-treating.

JOINT BASE SAN ANTONIO-RANDOLPH, Texas — Retired Air Force civilians who use the Air Force Form 354, “Civilian Identification Card,” to access USAF installations have until early 2014 — when the AF354 will be rescinded — to get a Department of Defense Civilian Retiree ID Card or other access credentials, Air Force Personnel Center officials said.

The AF354 was a card-stock product that allowed civilian retirees and their eligible dependents to enter an Air Force installation, with installation commander approval, but only for access to limited Morale, Welfare and Recreation facilities (access which also applies to current Air Force employees and their dependents).

The card was not issued from the Defense Enrollment Eligibility Reporting System/Real-time

Automated Personnel Identification System, and is not recognized by the Department of Defense under the Personnel Identity Protection Program for DEERS or by other services for installation access, said Ed Yoder, Air Force DEERS/RAPIDS project office.

“The card doesn’t meet the stringent securi-ty requirements established by the Department of Homeland Security,” Yoder said. “Installation access requires a secure card with identity vet-ting and online capabilities, such as bar code scanning.”

Although retired civilians can get a DOD iden-tification card, there isn’t an equivalent for eligible dependents.

“On installations where the commander has approved civilian retiree and dependent access, they can contact the civilian personnel office as a starting point for determining eligibility and for getting a secure access card for their family

members,” Yoder said. Many bases use Defense Biometric Identification

System cards for all installation access. With a commander approval letter from the force support squadron and a DBIDS card, retired Air Force civil-ian employees and their dependents will be able to access an installation.

“Like the 354, the DBIDS card and letter will only be good for the one installation — you won’t be able to use it to get on other Air Force or DOD installations,” Yoder said.

Once the AF354 is officially rescinded — ten-tatively slated for January — installation security will confiscate AF354 cards presented for access, so civilians should not wait to replace their access cards, he said.

A Retiree Appreciation Day is scheduled for 9 a.m. to 4 p.m. Tuesday at the Ramstein Officers’ Club. Coffee, juice and pastries will be served from 8 to 9 a.m., followed by formal brief-ings and guest speakers from 9 to 11:45.

The event is sponsored by both the Army and Air Force commu-nities and held annually for all military retirees and their fami-lies.

“Retiree Appreciation Day is designed to give them a little thank you,” said Luis de Andrade, president of the KMC Retiree Counsel. “It’s also a way to pro-vide retirees with the most cur-rent information on issues that are near to their heart, such as TRICARE and Veterans Affairs. Those are big ones. We’re all here to reach out to them and ensure they are aware of the latest updates and benefits available.”

De Andrade retired from the Air Force in 1997 and now works as a Department of the Army civilian. He recommends retirees also bring their spouses with them to ensure they are able to properly handle all of their personal affairs after their death.

Representatives from legal,

TRICARE, pharmacy, IAC and identification card offices, cus-toms, mortuary affairs, casual-ty assistance and the U.S. Army Europe retiree council are sched-uled to provide briefings.

Information tables will be set up from the U.S. Army Garrison Rheinland-Pfalz retirement ser-vices affairs office, Air Force retiree affairs office, 86th Medical Group, Army Community Service, Army Substance Abuse Program, VA, Veterans of Foreign Wars, American Red Cross, Defense Commissary Agency, USO, Service Credit Union, education center and the KMC Retiree Council.

Retirees should bring their retirement ID cards to the event.

In addition to the retiree appreciation day, Pulaski and Ramstein dental clinics will open to retirees from 8 a.m. to 3 pm. (Pulaski) and 8 a.m. to noon (Ramstein) Oct. 26 for exams, oral cancer screenings, cleanings, and X-rays. Retirees can make appointments at Pulaski by calling 0631-3406-4443 and Ramstein at 06371-47-2210. Retirees living outside of the KMC are also wel-come to attend.

For more information on the Retiree Appreciation Day, call the retiree affairs office at 06371-47-5486 or email [email protected].

Retiree Appreciation Day provides valuable info

WASHINGTON — It’s never too soon to start sav-ing for retirement, Barbara Thompson, the director of the Defense Department’s office of family poli-cy/children and youth advised service members today.

Enlistees as young as 18 might not be thinking about saving for retirement or the importance of their Thrift Savings Plan, but that’s when they should, because retirement creeps up quick-ly, Thompson said.

“The vast majority of service members don’t go the full 20 years for mil-itary retirement, so they need to, from the very beginning, think about their futures,” she said. “When (service members) get out of the military, they will have something to show in a retirement plan they’ve had all along while serving.”

Sometimes “you have to start small, because that’s what you can afford, but the goal is to build up, so you’re saving more

and more every year,” Thompson said.

The Thrift Savings Plan, Thompson said, offers two types of approaches: one that is tax-deferred until age 59-and-a-half when taxes on that money will be paid; and the Roth Thrift Savings Plan, in which taxes are paid up front.

“It’s an individual deci-sion based on (service members’) circumstances, and I would highly sug-gest they utilize the finan-cial resources that DOD provides,” Thompson said.

Saving for retirement is not only about financial readiness, it’s also criti-cal for service members’ financial well-being, she said.

And DOD offers numer-ous resources to help with retirement account guid-ance, Thompson said.

Military OneSource has financial counselors who are available by phone, online or in person, she said. Its online calculations also show service mem-bers how their savings will develop over time.

Military installations offer personal financial

managers at base family centers, Thompson added. The counselors are certified in financial counseling and can help families decide which of the two plans best meet their needs.

Banks and credit unions also offer financial educa-tion, and the Thrift Savings Plan website offers a wealth of information as well, Thompson said.

Regardless of the Thrift Savings Plan service mem-bers and families choose, they should periodically revisit their retirement accounts and stay informed by researching financial matters, Thompson said.

“It’s not now, it’s the future you need to be thinking of,” she said.

(Editor’s note: The Ramstein Airman & Family Readiness Center offers monthly money manage-ment classes and under-standing Thrift Savings Plan classes. They also offer one-on-one financial consultation to help mem-bers with budgeting, pay-ing off debt, and saving for retirement. For more information, call 480-5100/5900 or 06371-47-5100/5900.)

Twenty-five individuals were recently selected for the Air Force Personnel Center’s Air Force Club scholarship, including the daughter of a Ramstein Airman.

Zintkala Eiring, daughter of Chief Master Sgt. Chadwick Eiring, U.S. Air Forces in Europe and Air Forces Africa public affairs functional manager, was among the winners.

I wrote about how my dad inspires me and my Sioux heritage,” Zintkala said. “He has always been my hero, and the struggles my people have had to endure for the past hundreds of years have always inspired me.”

A total of 156 entries Air Force-wide were submitted to the Air Force Personnel Center. Applicants wrote a 500-word essay on what inspired them to be successful and why.

“I’m incredibly proud of Zintkala, and to have her write about me as an inspiration came as a surprise,” Eiring said. “Really, I truly feel honored to be mentioned in her essay. We are very excited and thankful to Air Force Services for helping fund her college educa-tion.”

Each winner received a $1,000 scholarship, a laptop and a portable printer to assist in edu-cation costs.

Air Force Clubs commit to building a community among Airmen and their fami-

lies. Scholarships offered to help pay for the cost of school are one of the ways they achieve this.

ROSC donations help youth grasp scientific principles

Students do lab work in science class at Ramstein Middle School. The eighth-grade science department recently received a donation from the Ramstein Officers’ Spouses Club to purchase new equipment.

by Stewart CoardRamstein High School

Members of the Ramstein Officers’ Spouses Club made a donation recently to Ramstein Middle School to aid the eighth grade science department.

Donations were used to purchase model seismographs, density scales and cylinders. The new equipment allows teachers to pro-vide hands-on, practical experience in science, technology, engineering and math programs within the school.

“Scales are essential in getting the kids to understand the concept of density,” said Kimberly Coard, Ramstein Middle School eighth grade science teacher. “Density is a hard concept to teach. Density is the basis for at least half the eighth grade course. Before, we had to find random objects and say this one is more dense and this one is less dense.”

The equipment demonstrates density in a completely new way, providing measurable, tangible results instead of relying on visual representations. These tangible results were not limited to measuring density. The new

model seismograph brought hard scientific principles to the classroom setting.

The model seismograph acts as a smaller version of a real seismograph and measures the movements of whatever surface it rests on. Students shift the desk under the seismograph to mimic an earthquake.

Teachers often had to demonstrate experi-ments for the students instead of having the whole class participate prior to the donation.

Going beyond theoretical instruction is vital to the STEM program success here. STEM programs are designed to provide practical experience in subjects encouraging students to pursue technical careers. Allowing stu-dents to be more interactive with their lessons stimulates interest in less sought after careers, while providing a sense of involvement in the process.

“It’s important for the students to do labs so they can actually have hands-on practice in the classroom,” said Felicia Raymundo, Ramstein Middle School eighth grade science teacher. “It’s great to teach them theoretically, but to get them to do the actual work takes it to a whole new level.”

CAN YOU DONATE?In general, to donate blood you should:

Weigh at least 110 pounds Be at least 17 years of age Have been feeling well for at least 3 days Be well hydrated

Have eaten something prior to donating

The Messeplatz fairgrounds in Kaiserslautern will turn into a big amusement park today to Oct. 28, when the city sponsors its tra-

ditional “Oktoberkerwe,” or October carnival.

The carnival will feature rides for adults and children, a wide range of merchandise, and food and candy spe-cialties.

The history of carnivals in Kaiserslautern dates back to March

1571, when Emperor Maximilian II granted the town of Kaiserslautern the right to hold two cattle markets each year.

For this event, travelers came to town, and the traditional “Kerwe,” or carnival, which nowadays is held in May and October, started to develop.

Since World War II, the “Lautrer Kerwe” has had the reputation of being the biggest folks fest in the Westpfalz. Today, the carnival has

between 200,000 and 250,000 visi-tors.

Oktoberkerwe will open at 5 p.m. today. The tapping of the first keg of beer is scheduled for 7 p.m. in the festival tent. When it’s dark, around 9 p.m., a fireworks display will light up the sky.

The amusement park will feature a variety of rides, such as a roller coaster, the “Hot Shot,” the “King” and the “Crazy Mouse.” “Fantasy Drive” is a new haunted house that guarantees a good scare. The “Europa-Rad” is a giant Ferris wheel that provides views from 165 feet up.

Children can have fun with skills games and take rides in miniscooters, merry-go-rounds and on ponies.

Beer gardens, the chicken tent, and the bistro and wine tent will lure hun-gry and thirsty visitors. Palatinate and international culinary specialties such as crispy chicken, ham hocks, crepes, pizza and fish will also be available at the food booths.

The “shopping street” will take visi-tors on a shopping trip. Until late at night, visitors can buy a variety of mer-chandise, including clothes, curtains, household items, leather goods, jew-elry, spices, and arts and crafts items.

The ride owners and vendors will say goodbye to their customers with a fireworks display at around 9 p.m. Oct. 28.

The rides will be open from 2 to 11 p.m. each day, and until mid-night today and on Saturdays. Some food booths and vendors will open at 11 a.m. each day.

Like every year, stores in Kaiserslautern will be open from 1 to 6 p.m. the first Sunday during the October carnival. Wednesday will be Family Day with reduced prices on rides and merchandise.
