Random Installation Entry/Exit Vehicle Checks

• Randomized

• These are directed by the Installation Commander via Robins Air Force Base Instruction 31-101 Appendix 4 to Annex J§ 3.14

RIEVC

• IAW RAFBI 31-101 para 3.14, The 78 ABW/CC authorizes 78 SFS members to conduct RIEVCs to protect the security of the installation and to protect government property and are not conducted merely for probable cause.

• IAW RAFBI 31-101 para 3.14.1, Random Installation Entry/Exit Vehicle Check (RIEVC) Refusals. Any vehicle entering/departing Robins AFB is subject to an RIEVC. Refusal by vehicle operators to submit to the examination of their vehicle during randomly selected checks at installation may subject the vehicle operator to denial of installation entry and/or use of Robins AFB roadways. The status of the individual military, dependent, civilian will determine what action is taken.

RIEVC

• IAW RAFBI 31-101 para 3.14.2., Action for Military and Civilian Refusals during RIEVCs. Active duty personnel refusing to have their vehicle inspected will result in their driving privileges being revoked for 1 year. Civilians refusing to have their vehicle inspected will lose their base driving privileges or face debarment from theinstallation.

• IAW RAFBI 31-101 para 3.14.3., Refusal to provide consent shall not affect a search of the passenger compartment of such vehicle, or a request for search authorization from the appropriate authority should other existing factors or additional factors found during the RIEVC give rise to probable cause to believe criminal activity and/or evidence of criminal activity exists in the vehicle in question.

• Paint-ball guns, pellet guns and BB

guns are strictly prohibited.

• Shotguns used for the Skeet Range must be

transported with the ammo stored separately from

the firearm, not within arms reach, and are

required to enter through Russell Parkway Gate.

• Transport directly out of the gate after leaving the

Range.

• You must be a member of the skeet range.

You can sponsor up to 5 people in the same vehicle with

photo I.D.

Entry Access List (EAL)

• For 6 or more guests

• Hand Deliver to Police Services (Bldg 263) or email

encrypted at a minimum of Two (2) Weeks Prior to

the event:**On the list provide Last, First, Middle Name of

each guest with their Date of Birth and SSN with PRIVACY ACT cover page**

Operation Crime Stop

• Report any Suspicious Person(s) or Activity.

• Use SALUTE reporting: Size, Activity, Location,

Uniform, Time and Equipment.

You may remain anonymous as a witness.

• Reporting immediately helps to neutralize the

situation or incident.

• Contact the Base Defense Operations Center(BDOC) @

926-2187 or 911 to report any Crimes.

• Dial 478-222-2900 from your cell phone to reach 911

on base

• Regular 911 from a cell phone goes to Warner Robins.

Motorcycle Safety

• Military must have motorcycle safety course

Speeding/ Parking Tickets

Loss of base driving privileges will occur:

Moving Violations/Non Moving:

12 traffic points accumulated within 12

consecutive months = 6 month suspension

18 traffic points accumulated within 24

consecutive months = 6 month suspension

3 parking tickets in 12 consecutive

months = 30 day suspension

The Use of Hands Free Devices are Mandatory when

Operating a Motor Vehicle.

• Holding your phone on Speaker/GPS does not count as hands

free

• Put your phone down, unless you consider it to be a phone

call worth $80.00.

• RADAR/LIDAR detectors use is not authorized

• DOD Instruction 6055.4 & AFI 31-2184.1.2

-Physical Proof of Registration is mandatory

while driving on the installation.

-You may use your phone to pull up your proof of insurance.

For blood, breath, or urine tests.

Persons(MILITARY OR CIVILIAN) who drive on the installation shall be deemed to have given their consent to evidential tests for alcohol or other drug content of their blood, breath, or urine when lawfully stopped, apprehended, or cited for any offense allegedly committed while driving or in physical control of a motor vehicle on military installations to determine the influence of intoxicants.

Think of the gates as DUI checkpoints.
