SummarySince the reform and opening up in China, the country’s per capita GDP has

increased from 155 USD in 1978 to over 10,000 USD in 2019. China's rapid

development is inseparable from the exploration and application of economic laws.

Most well-known universities in China are building international first-class economic

disciplines, based on the urgent need to build a variety of economic research

evaluation systems that are objective, transparent, scientific, reasonable,

internationally acceptable, peer-recognized, and credible. In this context, the Institute

for Advanced Research (IAR) of Shanghai University of Finance and Economics

(SUFE) has been publishing, every year since 2017, the Worldwide University

Rankings on Economics Research, based exclusively on statistical data and committed

to objectively and comprehensively presenting the level of research capacity in

universities at home and the world. The report aims to provide a scientific basis for

universities in China to understand their general position in the world academic stage

and any gaps therein, and facilitate the scientific assessment and evaluation of

scientific research institutions as an objective basis for promoting and implementing

world-class economic and scientific development strategies. In addition, it supplies an

effective reference for students to apply for universities at home and abroad for study,

and for flows of personnel among scientific research institutions, promoting an

effective distribution of research and educational resources.

Assessment of economics research can be conducted from various perspectives,

including published articles or books, research projects, and policy reports. Among

them, the number and quality of papers published, especially the number of papers

published in top international and first-class economics journals recognized by

international peers, are the basic and most critical quantitative indicators for

evaluating superior economic research and teams in the world. There are two reasons

for this. The first is strict peer review. As Nobel laureates James Mirrlees and Jean

Tirole pointed out, only published journal papers have gone through a widely

accepted peer review process to ensure their quality. The second is the basic meta

indicator. This relatively objective indicator, representing the level of knowledge

contribution made by a university, is an important basis for assessment in the

international academic communityall other important quantitative indicators used in

2

academic assessment (e.g., number of citations and distinguished professors) are

based on this indicator. Many of the existing journal catalogs selected for economics

research evaluation are too simple, broad, and outdated. The quality of the economics

journals is uneven, and there is no co-selection and elimination with time or weight

distinction. Moreover, there is no distinction between single- and co-authored articles,

which makes ranking credibility insufficient.

To address this concern, the research group of the Global Competitiveness

Assessment Center for Economics Research of IAR has designed an advanced

scientific system. The similarity and differences between our ranking and existing

rankings can be observed in the following four aspects. First, our ranking is based on

the number of published articles. Second, the 26 journals selected in our ranking are

either top comprehensive journals or leading subfield journals well-recognized by the

international economics community. Ranking based on such high-level journals can

objectively and scientifically reflect the academic status of a university in the world.

Third, in terms of journal weight, the five top comprehensive journals and the 21 top

journals in the current field are treated with two different weights in our ranking.

Fourth, the unit score is converted according to the number of authors and the number

of signed lists to measure author contribution. By adopting such a scientific,

transparent, decentralized, and multi-layered evaluation method, we can provide a

more reasonable and less controversial scientific evaluation of the competitiveness of

the high-end economics research output of global universities.

Specifically, the research group applies four different ranking methods: journal-

and author- (or comprehensively) weighted, journal-weighted, author-weighted, and

no-weight (simply counting the number of published articles) methods. The ranking

results produced by these methods are generally robust. For example, based on the

global overall ranking results for 2016–2020 and 2018–2020, the four methods have

produced the same top universitiesthe most widely recognized premier universities

in the field of economics although some of them hold different positions under

different methods, which implies that the ranking has a considerable degree of

objectivity and credibilitythis is especially true of the top 15.

According to the comprehensive weight ranking for the five years from 2016 to

3

2020, five universities on both sides of Taiwan Straits, Hong Kong, and Macao have

entered the world's top 100: Shanghai University of Finance and Economics (51),

Hong Kong University of Science and Technology (54), Peking University (58), The

University of Hong Kong (70), and Tsinghua University (82), hereafter with the

numbers in parentheses representing their worldwide ranks. According to the

comprehensive weight ranking for the three years from 2018 to 2020, five universities

on the two sides of Taiwan Straits, Hong Kong and Macao regions are ranked in the

top 100: Peking University (42), Hong Kong University of Science and Technology

(50), The University of Hong Kong (53), Shanghai University of Finance and

Economics (60), and Tsinghua University (64). A comparison of these two periods

show that the comprehensive ranking of The University of Hong Kong, Peking

University, Tsinghua University, and Hong Kong University of Science and

Technology has increased in the past three years, while that of Shanghai University of

Finance and Economics has declined. According to the latest ranking for the last year

of our study period, 2020, the top 10 universities in mainland China are Peking

University (37), Tsinghua University (41), Shanghai University of Finance and

Economics (86), Fudan University (96), Renmin University of China (119), Nanjing

University (161), ShanghaiTech University (161), Shanghai Jiao Tong University

(166), Jinan University (178), and Nanjing Audit University (180). Eight universities

significantly improved their comprehensive weight ranking from 2019 to 2020:

ShanghaiTech University, Southwestern University of Finance and Economics,

National Taiwan University, Zhejiang University, Taiwan National Chengchi

University, New York University Shanghai, Nanjing University, and Nankai

University.

In addition, from the perspective of trends in ranking, Figure 1 and Figure 2

show the trend in the 3-year and 5-year moving average global comprehensive weight

ranking of 10 universities in mainland China. The 3-year and 5-year moving average

composite rankings showed an upward trend in those leading comprehensive

universities that focused on building world-class academia in accordance with

internationally recognized standards, including Peking University, Fudan University,

Tsinghua University, and, significantly, Renmin University of China. However, many

universities, especially finance and economics universities, showed a downward trend

4

in the 5-year and 3-year moving average rankings. In terms of the 5-year moving

average comprehensive ranking, Capital University of Economics and Business,

Shanghai Jiao Tong University, University of International Business and Economics,

and Southwestern University of Finance and Economics showed a declining trend.

Shanghai University of Finance and Economics showed an overall stable trend, but a

downward one in the 3-year moving average ranking. Based from the comprehensive

ranking of the 3-year moving average, Capital University of Economics and Business,

Xiamen University and Shanghai University of Finance and Economics show a

downward trend, and University of International Business and Economics is stable.

Furthermore, according to the 3-year moving average ranking trend from 2012 to

2020, Capital University of Economics and Business, and Southwestern University of

Finance and Economics present a clear inverted-U curve, while top domestic

universities such as Peking University, Tsinghua University, Renmin University of

China, and Fudan University show an upward trend.

Figure 1: 3-year moving average comprehensive ranking trend of 10 universities in mainland China

5

Figure 2: 5-year moving average comprehensive ranking trend of 10 universities in mainland China

The research group has also conducted a separate ranking based on the number

of articles published in the five top comprehensive economics journals, namely, AER,

JPE, QJE, RES, and Econometrica from 2016 to 2020, based on author weight. The

results of this ranking exercise show that three universities on both sides of the

Taiwan Strait and Hong Kong and Macao regions have entered the top 100. The

results of the ranking of the top five journals in the world from 2016 to 2020,

calculated by the number of articles, show that there are six universities in these

regions that have entered the top 100 in the world. These universities are: according to

author weight, The University of Hong Kong (93), Tsinghua University (93), and

Hong Kong University of Science and Technology (96), and, according to the number

of articles, The University of Hong Kong (80), Shanghai University of Finance and

Economics (91), Tsinghua University (91), Hong Kong University of Science and

Technology (91), Peking University (91), and The Chinese University of Hong Kong

(91). Of course, while making progress in mainland China universities, we must also

recognize a huge gap with the world's top universities, such as Stanford University

6

and Harvard University, and that they have far to go in developing world-class

economics disciplines.

Finally, it should be emphasized that the bases of any ranking method have

limitations. This ranking focuses on the number and the quality of the published

papers, but this is only one dimension, and the competitiveness of economics research

can be evaluated from many other dimensions. The comprehensive ranking of

universities is also affected by many other factors. What the research group hopes to

achieve is that because the number of published articles is widely adopted in existing

ranking studies, the present ranking basis could be regarded as being scientifically

rationalized, and less prone to disputes.

1. Summary of the Methodology of Ranking the Economics Research

Ability of Global Universities

With deepening connection between China and the rest of the world in the area

of economic studies and China’s strategic policy initiative to build world-class

universities and disciplines, there is an urgent need to build a variety of economic

research evaluation systems that are objective, transparent, scientific and reasonable,

internationally accepted, peer-recognized, and credible. In this context, the launch of

the Worldwide University Rankings on Economics Research project has great

significance in the following three aspects. First, relevant scientific research

institutions can learn from this report about the research strength of global research

institutions, including their own, and evaluate their performance toward the goal of

building world-class economics disciplines. In this process, they can identify their

advantages and disadvantages, gain experience, and learn lessons to further improve

their performance in economics research. As recognized by the European Economic

Association, the assessment of university-based research is necessary to improve

research performance within universities. Second, university education authorities can

consider a scientific evaluation system when assessing the quality of research

institutions, thus providing an objective basis for implementing and promoting the

strategic policy of building world-class economics disciplines. Third, the report could

facilitate efficient allocation of resources by providing an objective assessment of

university-based economics research, which can be used by students and researchers

when choosing a university and a research institute, respectively.

The assessment of economics research can be conducted by various indicators,

such as published articles or books, research projects, and policy reports. The late

economist Laffont (1999) believed that economics, as an international science, needs

a recognized method for quality assessment. On a global scale, an accepted standard

for assessing economics research is publications in academic journals, as pointed out

10

by Nobel Laureates James Mirrlees and Jean Tirole, as well as Peter Neary, that only

published journal articles undergo a widely accepted process of peer review, which

guarantees their quality (Neary, Mirrlees and Tirole, 2003). Therefore, the number of

published articles, especially those published in globally acknowledged leading

economics journals, often serves as the most basic and critical quantitative indicator

in judging whether a university has a first-class economics discipline. This relatively

objective indicator, representing the level of knowledge contribution made by a

university or a discipline in a university, is an important basis for assessment in the

international academic community, and other common and important quantitative

indicators used in discipline assessment (e.g., number of citations and distinguished

professors) actually derive from this one. In sum, the methodology we adopt here is

based on the number of articles published by research institutions in internationally

recognized top and leading economics journals.

1.1 Literature Review

Many sets of research institution rankings are based on the number of refereed

journal publications. For example, the 2000 European Economic Association project,

led by a committee consisting of James Mirrlees, Jean Tirole, and Peter Neary, ranked

economic departments throughout the world and Europe based on their research

performance. The outcomes of this project were published in the Journal of the

European Economic Association in 2003 (Neary, Mirrlees and Tirole, 2003).

After an overview of existing methodologies used to rank economic departments,

Neary, Mirrlees, and Tirole summarized them in the following formula:

S =β p ω(p)α(p)

where p denotes the number of published journal papers, β p

denotes the ranking basis , ω(p) denotes quality weight, and α p denotes

corrections.

11

Based on this formula, we briefly review the related literature in the following

four aspects.

1.1.1 How to assess published articles

There are two approaches to assessing articles: one is based on the total number

of published articles and the other is based on their page numbers. Many rankings are

based on the latter, such as Graves, Marchand, and Thompson (1982), Hirsch, Austin,

Brooks, and Moore (1984), Conroy, Dusansky, Drukker, and Kildegaard (1995),

Dusansky and Vernon (1998), Jin and Yau (1999), Kalaitzidakis, Stengos and

Mamuneas (2003), and Jin and Hong (2008).

However, rankings based on the page number of articles has been heavily

criticized. Neary et al. (2003) argued that although the length of an article is

correlated with its importance, it was a vague criterion, and that despite their short

length, many articles have a great influence. In addition, page numbers may be

affected by various factors, such as the journal page design and typesetting.

At present, the world's most influential economic ranking, the Tilburg University

Economics Ranking (Tilburg Ranking hereafter), is based on the total number of a

university’s publications. Lubrano et al. (2003) also produced their ranking based on

the number of articles, whereas Scott and Mitias (1996), Coupé (2003), Yu (2008),

and Yu and Gao (2010) considered both approaches.

1.1.2 How to select journals

Most rankings make subjective decisions regarding which journals to include.

For example, Conrad, Dusansky, Drukker, and Kildegaard (1995) selected eight

international core journals in economics; Laband (1985) selected 27 journals; Graves,

Marchand, and Thompson (1982) selected 24 journals; Bairam (1994) selected five

journals; Hogan (1984) selected four journals; Kalaitzidakis, Stengos, and Mamuneas

(2003) selected 30 journals; Jin and Hong (2008) selected 60 journals; and, Scott and

Mitias (1996) selected two groups of journals: one has 36 journals and the other has 5

12

top journals. The Tilburg Ranking selected 79 journals, 35 of which were by default.

However, these 79 journals included statistics journals. Although economics enjoys

an increasingly closer linkage with other disciplines these days, the ranking of

research in economics should be strictly within the field of economics.

1.1.3 How to determine journal quality

Liebowitz and Palme (1984) were among the first to calculate the quality of

journals using fixed-point arithmetic. In their study, they considered both the number

and quality of citations when measuring a journal’s quality. The method used by

Laban and Piette (1994) is similar to that of Liebowtitz and Palme (1984), the only

difference being their journal and time range selection. Kalaitzidakis, Stengos, and

Mamuneas (2003) improved the previous weighting methods in several ways.

Many studies gave a weight to each journal based on the number of citations it

had received, such as the invariant method axiomatized by Palacios-Huerta and Volij

(2004) and the tournament method proposed by Koczy and Strobel (2007). In addition,

some articles adopted the Delphi method, in which experts’ subjective opinions were

collected in grading journals. For example, Malouin and Outreville (1987) randomly

selected 1045 economists from a number of major economic associations and

conducted multiple rounds of grading of economics journals; Mason, Steagall, and

Fabritius (1997) administered a survey to the deans of 216 randomly selected

economic departments as the basis to evaluate economics journals.

The measurements of journal quality shown above are based on scientific

thinking. However, the number of citations cannot fully reflect the importance of

journals, the popularity of different subfields of economics may vary, and the extent

of technical knowledge involved also affects citation rates. Dusansky and Vernon

(1998) used to calculate the weights of journals and found that the four top journals,

Econometrica, Journal of Political Economy, Quarterly Journal of Economics, and

Review of Economic Studies, only have weights of 0.51, 0.36, 0.28, and 0.38,

respectively, given that the American Economic Review has a weight of 1. The results

13

may vary across different time ranges. The scope of the citation, such as whether or

not to include other related disciplines or literature that are not “journal articles,”

affects the weight assignment to journals.

To reduce the weight disparity among journals, the Tilburg Ranking treats all

journals equally by leaving out the journal weight. In doing so, it provides a clear and

transparent ranking. However, the journals it includes do have different degrees of

importance, such as the AER and Economics Letters in its default journal list, which

obviously have different levels of impact.

1.1.4 How to correct for co-authorship and multiple affiliations

As many academic articles have more than one author, we need to correct for

co-authorship when evaluating academic institutions. The common practice in the

literature is to divide the total score by the number of authors. There are also a few

ranking methods, such as in Lubrano, Bauwens, Kirman, and Protopopescu (2003),

which divide the total score by the square root of the number of authors. The Tilburg

ranking does not make any corrections for co-authorship. In addition, many authors

have proposed multiple affiliations in one article. The common practice in the

literature is to treat each affiliation equally; that is, if there is more than one affiliation,

each has the same share of the overall score.

In light of the factors discussed above, we have designed a more scientific

system to rank world universities in economics research. First, our ranking is based on

the number of published articles. Second, the 26 journals selected are all top

comprehensive journals and leading subfield journals recognized by the international

economics community. Ranking based on such high-level journals can objectively and

scientifically reflect the academic status of a university in the world. Third, the top 5

comprehensive economics journals and the 21 journals of major economics subfields

are also weighted in our ranking. Fourth, our ranking system is consistent with most

ranking methods in the literature; that is, corrections have been made for

co-authorship and multiple affiliations. By adopting such a scientific, transparent,

14

weighted, and multi-layered ranking methodology, we are able to provide a

continuous assessment of the research competitiveness of universities worldwide. The

following sections explain in more detail the selection of journals and the specific

weighting and ranking methods.

1.2 Journal Selection

As mentioned in the previous section, the 26 international journals selected for

our ranking, or the five top comprehensive and 21 leading subfield journals in

economics, are all internationally recognized as prominent economics journals. Our

journal set is highly similar to those used by existing rankings and related literature.

Graves, Marchand, and Thompson (1982) and Hirsch, Austin, Brooks, and Bradley

(1984) made a similar selection of 24 journals, 10 of which are in our journal list;

Scott and Mitias (1996) selected 36 journals, 15 of which coincide with ours. The

eight top journals selected by Dusansky and Vernon (1998) and Conroy, Dusansky,

Drukker, and Kildegaard (1995) are in our journal list. Jin and Yau (1999) selected 36

journals, of which 16 were included in our ranking. Kalaitzidakis, Stengos, and

Mamuneas (2003) selected 30 journals, 16 of which are in our list, and 24 journals in

the Tilburg Ranking coincide with the journals in our list. The only journal in our

ranking that is not included in the above rankings is Theoretical Economics, perhaps

because it is a relatively new journal, but our reason for including it is that in a

relatively short time, it is regarded as one of the leading journals in economic theory.

These 26 journals are also a subset of the Top-Tier and Tier-1 journals on the

tenure-track journal list used by SUFE, which has been reviewed by international

peers and thus has strong academic credibility. We gathered data on affiliations of

authors who have published articles in these 26 journals from 2016 to 2020 and

removed institutions that were not universities. In total, more than 1,000 colleges and

universities are included in the ranking, and by removing review and comment papers,

we include original research articles in our ranking.

1.3 Assigning Weights

1.3.1 Journal Weight

Because of the relative difficulty of publishing in the Top 5 comprehensive

journals and the greater impact they have on the 21 leading subfield journals, we

introduce two journal weights for these two different types of journals. By default, we

assign a weight of 1 to the top comprehensive journals and a weight of 0.5 to leading

subfield journals.

1.3.2 Author Weight

A score of 1 was assigned for each article. If there are n authors for one article,

each author is assigned a score of 1/n and if the author has m affiliations, then each

affiliation is assigned a score of 1/nm. When an affiliation shows up i times for all

authors, the score is i/nm. For example, if an article has two authors, A and B, where

A puts up two affiliations, A1 and A2, and B put up only one affiliation, B1. Then,

Author A and Author B have the same score of 0.5, and Affiliations A1, A2, and B1

will have scores of 0.25, 0.25, and 0.5, respectively.

1.4 Ranking Methodology

Method 1: Ranking by Comprehensive Weight (the default ranking method)

The comprehensive ranking method combines the journal weight and author

weight to calculate an affiliation’s overall score; that is, the score of an affiliation

listed in an article is equal to its author weight, multiplied by the weight of the journal

in which the article is published. Adding up all the scores a university earns by being

listed as an affiliation in all articles gives the university’s overall score, to be used as

the basis to determine university rankings.

Method 2: Ranking by journal weight

The logic is that if a university appears as an affiliation in a top comprehensive

journal, it is given a score of 1, and if it appears in a leading subfield journal, the

17

university is given a score of 0.5. Adding up all the scores the university earns gives

its overall score, to be used as the basis to determine university rankings.

Method 3: Ranking by author weight

Each journal is assigned a weight of 1. Therefore, the score for an affiliation that

appears in one article is equal to the author's weight in this article. Adding up all the

scores a university earns in all articles gives its overall score, to be used as the basis to

determine university rankings.

Method 4: Ranking by number of published articles

This is similar to the ranking method used by the Tilburg ranking, with no

weighting involved. The logic is that if a university appears as an affiliation in one of

the 26 journals included in the ranking, then it is given a score of 1. Adding up all the

scores a university earns in each article gives its overall score, to be used as the basis

to determine university rankings.

2. Rankings under Comprehensive Weight Method

2.1 Worldwide University Rankings

Table 2-1 and the following tables include the 5-year (2016–2020) overall

ranking, the 3-year (2018–2020) overall ranking, and the ranking in each year from

2016 to 2020. The universities in the tables are arranged in the order of the 5-year

overall ranking. The sign of "/" indicates that the university had no publications in the

26 journals in that year, and thus was excluded from the ranking. Table 2-1 provides

the rankings of the top 100 worldwide universities by comprehensive weight. Seven

universities have always ranked in the top 10: Harvard University, Stanford

University, University of Chicago, MIT, Northwestern University, University of

California Berkeley, University of Pennsylvania, and London School of Economics

and Political Science.

According to the overall ranking for 2016–2020, there are five universities on

18

both sides of Taiwan Straits and Hong Kong and Macao regions that have entered the

top 100 in the global comprehensive weight ranking, namely, Shanghai University of

Finance and Economics (51), Hong Kong University of Science and Technology (54),

Peking University (58), The University of Hong Kong (70), and Tsinghua University

(82). According to the total ranking for 2018–2020, five universities are in the top 100

of global comprehensive weight ranking: Peking University (42), The University of

Hong Kong (50), Hong Kong University of Science and Technology (53), Shanghai

University of Finance and Economics (60), and Tsinghua University (64). According

to the annual ranking in 2020, there are also seven universities in the top 100 of global

comprehensive weight ranking: Peking University (37), Tsinghua University (41),

Chinese University of Hong Kong (56), Hong Kong University of Science and

Technology (57), Shanghai University of Finance and Economics (86), Fudan

University (96), and The University of Hong Kong (98).

2016–2020, three years of overall comprehensive weight ranking for 2018–2020, and

28

comprehensive weight ranking over the years of universities across the four regions.

The sign of "/" indicates that the university had no publications in that year and thus

was excluded from the ranking. The figures outside the parentheses represent the

ranks across the four regions, and those inside the parentheses are world ranks.

Overall, most of the top universities are from the mainland and Hong Kong,

which are better than those in Macao and Taiwan. According to the 5-year and 3-year

combined weight rankings, all of the top 10 schools in the list are in mainland China

and Hong Kong. Based on both these methods, the Top 5 are Shanghai University of

Finance and Economics, Hong Kong University of Science and Technology, Peking

University, The University of Hong Kong, and Tsinghua University, although their

specific rankings have changed. In the 2020 ranking, the Top 5 has undergone a small

change: Peking University (37), Tsinghua University (41), Chinese University of

Hong Kong (56), Hong Kong University of Science and Technology (57), and

Shanghai University of Finance and Economics (86). The brackets represent the 2020

comprehensive rankings in the world. In addition, based on the dynamic changes in

the rankings from 2019 to 2020, ShanghaiTech University (47–9), Southwestern

University of Finance and Economics (36–14), National Taiwan University (39–23),

Zhejiang University (27–15), Taiwanese Politics Universities (37–25), New York

University Shanghai (45–33), Nanjing University (19–9), and Nankai University

Regardless of the 5-year or 3-year total rankings, the world's top 10 universities

are also the top universities in the United States, and these include Harvard University,

University of Chicago, Stanford University, and Massachusetts Institute of

Technology. Regardless of being based on the 2016–2020 5-year total, the 2018–2020

3-year total, or the 2020 ranking, the top 100 Cross-Strait, Hong Kong, and Macao

universities ranked in the global journal weight rankings are the same five. The total

rankings for the 2016–2020 5-year period show that these five universities are Peking

University (45), Shanghai University of Finance and Economics (47), Hong Kong

University of Science and Technology (53), The University of Hong Kong (71), and

Tsinghua University (83). The 2018–2020 3-year total rankings show that the five

universities are Peking University (40), Hong Kong University of Science and

Technology (50), Shanghai University of Finance and Economics (59), The

University of Hong Kong (59), and Tsinghua University (79). According to the 2020

ranking, these five universities have shuffled their rankings to: Peking University (31),

Hong Kong University of Science and Technology (49), Tsinghua University (51),

About the Institute forAdvanced Research

The Institute for Advanced Research (IAR) of SUFE, founded in July 2006, is an

academic research institute as well as a new type of professional think tank dedicated

to conducting economic research. As one of the first batch of national "985

Engineering" advantageous discipline innovation platform project- “Innovative

Platform on Economics” construction project and theoretical economics, Shanghai

peak II discipline, the Institute of higher learning is committed to the accurate data as

the basis, advanced theory as the guidance, scientific research methods as the means,

theory combined with practice, and determined the research on the long-term strategic

problems, current difficulties and hot economic problems in China's reform and

development is carried out by both qualitative and quantitative analysis. The IAR tries

to build a large comprehensive research institution integrating scientific policy

consultation, major project research, academic frontier exploration and senior talent

training.

The IAR continues to focus on major long-term strategic issues and current hot

and difficult issues in China's reform and development. It emphasizes the combination

of three dimensions needed to analyze and solve the problems: theoretical logic,

practical knowledge, and historical vision, so as to reflect the "six characteristics":

scientific, rigorous, targeted, realistic, forward-looking and ideological, and pays

attention to the dialectical unity of reform, development, stability, innovation and

governance with the overall concept, systematic thinking and comprehensive

governance methods. The series of research results have been widely concerned and

affirmed by the party and state leaders, all walks of life, and the media.

The mission of the IAR is to bring together forces both at home and abroad on the

strength of its research projects to tackle key problems and conduct research on the

long-term strategic and temporary economic issues emerging in China’s reform and

development. The projects are based on accurate data, under the guidance of advanced

theory, and by means of scientific research methodology that combines theory with

practice and values both quantitative and qualitative analysis. It strives to be a

comprehensive research institute with functions of scientific policy consulting, major

98

project research, exploration of academic frontiers, and training of top talents. Since

its foundation, it has produced a series of policy reports that have had a great social

impact. Many of them have received attention from relevant departments and

leadership teams, and some suggestions have been adopted as policies by the

government.

The IAR is home to the Key Laboratory of Mathematical Economics (SUFE),

the Ministry of Education of China, and has a dozen research centers, including the

Survey Research Center, China Center for Macroeconomic Research, Centre for

China Agricultural Development, Center for Environment and Natural Resources

Studies, Center for Educational Reform and Development in China, Center for

Migration and Labor Market Research, Center for Mechanism Design and Economics

of Information, Bio-Economics and Decision Making Center, Center for Health

Economics, Global Competitiveness Assessment Center for Economics Research, and
