Also present on the occasion were Chairman of Sagaing Division PDC Commander of North-West Command Maj-Gen Tha Aye, Minister for Construc- tion Maj-Gen Saw Tun, Vice-Chairman of Chin State PDC Col Hsan Aung, officials of the SPDC office, departmental officials, local authorities and others totalling 2000. In his speech, Lt-Gen Ye Myint said in Chin State there are four main roads — Haka-Gangaw Road, Haka-Matupi Road, Kalay-Falam-Haka Road and Mindat-Matupi Road. It is the main exit of Matupi as well as a road that links Yezwa on Matupi-Haka Road. Mindat-Matupi Road was first built in 1955 and it was rebuilt into the earth road in 1973. Being the earth road, it was not serviceable in the rainy season. That was why the Head of State gave guidance that measures were to be taken to improve the roads in Chin State. Pakokku-Pauk-Kyaukhtu-Mindat Road was opened on 27-11-2003 to get easy access to Mindat in Chin State (South) and to improve economic, social and transport sectors by linking other states and divisions including Magway Division, he said. Four groups were assigned duties to start upgrading Mindat- Matupi Road on 12-12-2004. But there were difficul- ties in building the road due to geographical condi- tions. However, thanks to the strenuous efforts of personnel of Public Works and local people who actively participated in construction tasks in accord with the State policy of ensuring harmonious develop- ment of all the regions across the country, the 102-mile road had been opened successfully. Now there are 1,062 miles of roads in Chin State compared to only 695 miles before 1988. In accord with the guidance of the Head of State, 183 new bridges of 180 feet and above were built. Among them Bar Bridge in Chin State was first built. The bridge, 340 feet long, was built across Manipur River on 12-12-1992. It was opened on 13-3-1998. Lt-Gen Ye Myint continued that another bridge in the state is Kattel Suspension Bridge, 440 feet long, that was inaugurated on 25-4-2002. It lies on Tiddim- Reed Road across Manipu River. In addition, Manswang Bridge also situated on Tiddim-Reed Road across Manipura River was built on 20-3-2005. It is a bailey bridge with 460 feet in length. In the past the journey between Mindat and Matupi was rough and a day-long trip. But now one can travel from Matupi- Mindat to Pakokku within 12 hours, he added. The State, mobilizing its own resources, is building roads and bridges to ensure equitable development of all parts of the country and more unity and amity among national brethren. Not only in Chin State but also in other states and divisions, roads, bridges, railroads, airports and jetties being built one after Chin State (North) is now in a position to get easy access to other states and divisions via Haka-Gangaw exit and Kalay-Kalewa-Yagyi-Monywa exit. People’s Desire

The government, in its drive for nationaldevelopment, is implementing throughharmonious combination for the border areasand national races development project thatcovers border areas, the 24-special developmentzones project that covers states and divisions,and the rural development tasks that covercountryside regions of the nation. As a result ofthe projects, all parts of the Union includingShan State have now had prospects fordevelopment.

With the centre of the four of the developmentregions established under the plan by thegovernment—Taunggyi, Lashio, Kengtung andPanglong—Shan State has seen peace, stabilityand all-round development.

In the past, local youths in the fringes of ShanState were deprived of opportunity to pursueeducation owing to the armed insurgency. Now,peace and stability has been restored, and soalmost all the villages have been served withschools, and local youths of national races havean easy access to higher education in TaunggyiUniversity, Panglong University, GovernmentTechnological College, Government ComputerCollege and Education College.

Today, Shan State has got basic foundationsfor development such as a network of transportfacilities, schools, universities and colleges wherelocal national race youths can pursue highereducation, specialists hospitals, general hospitals,health care centres, rural health care centres andcoal-fired and hydro electric power stations.

In particular, the region has enjoyedincreasing development with industrial zonesand border trade centres that can effectivelyenhance regional development, such modernborder cities as Muse, Chinshwehaw, Laukkai,Mongla and Tachilek, thriving tourism industryand good trade.

The development of the entire Unionincluding Shan State is the fruitful result ofefforts for restoring stability and peace. So, theentire national people are duty-bound to makecollaborative efforts in harmony for greaterdevelopment of the Union, while preserving andprotecting the already-restored peace andtranquillity.

Laotian FM visits Cambodia tostrengthen cooperation

PHNOM PENH, 20 July—CambodianDeputy Prime Minister and Minister ofForeign Affairs Hor Namhong onWednesday held talks with visitingLaotian counterpart ThonglounSisoulith, aimed at enhancing twocountries’ cooperation.

“We have in-depth talks on furtherstrengthening the ties between our twocountries and exchanged views over theregional issues and issues of commonconcern,” Hor Namhong told reportersafter the meeting. Both of them praisedthe development of bilateral relationshipsince diplomatic ties between the twocountries were established 50 yearsago. “We have continuous exchanges ofvisit at high levels recent year, whichhas great importance to promote the in-

depth development of our two countries,”Hor added.

Hor said that Cambodia and Laoswill soon sent their teams to resolve theirremaining border issues. Cambodian andLaos have already finished two-thirds ofbordering demarcation. They also agreedto construct the highway linking the twocountries as early as possible.

Meanwhile, the two countriesdetermined to strengthen the cooperationwith other ASEAN member countries inan efforts to reduce the gap among them.

Ten dead as storms sweep Japan TOKYO, 20 July—At

least 10 people died and13 went missing in Japanon Wednesday astorrential rains sweptthrough a wide swathe ofthe country, triggeringmudslides and floods.

AMSTERDAM, 20 July —Two people died onTuesday in theNetherlands on the firstday of a four-day walkafter temperatures rose tomore than 30 degreesCelsius (86 degreesFahrenheit), Dutchtelevision said.

BEIJING, 20 July—China’s to penvironme-ntal official said TuesdayChina faces “serious” soilpollution that jeopardizesthe ecology, food safety,people’s health and thesustainable developmentof agriculture.

“It is estimated thatnationwide 12 million tons

of grain are polluted eachyear by heavy metals thathave found their way intosoil. Direct economiclosses exceed 20 billionyuan (about 2.5 billion USdollars),” said ZhouShengxian, director of theState EnvironmentalProtection Administration(SEPA).

Addressing a nationalvideo conference on soilpollution, Zhou saidharmful substances in thesoil are absorbed bycrops. As people consumesuch crops, their health isat risk. “Soil pollution hasworsened. According toincomplete statistics,about 150 million mu (10million hectares) of arableland in China has beenpolluted, ” said Zhou.

China has around 1.8billion mu (120 millionhectares) of arable land.

China to spend heavily onwater treatment, recyclingBEIJING,20 July — China will invest up to 300

billion yuan (37.5 billion US dollars) in urbansewage treatment and recycling during the 11thFive-Year Plan (2006-2010) period, a senior officialwith the Ministry of Construction has said.

Zhang Yue, deputy head of the ministry’s urbanconstruction department, told Xinhua that Chinawill further open its water sector to foreign andprivate capitals to raise the necessary funds.

In a document released last December, theChinese Government said by 2010, 70 per cent ofthe waste water in Chinese cities must be treatedbefore being discharged into the environment.

Zhang said the Ministry of Construction hasin collaboration with the National Developmentand Reform Commission and the StateEnvironmental Protection Administrationdrafted a plan for urban sewage treatment andrecycling between 2006 and 2010. The plan isexpected to be approved by the State Councilsoon, he said.

According to the plan, major cities must have 80per cent of their sewage treated by 2010. For mediumand small cities, the rate should be between 60 to 70per cent.

In his speech Construction Minister Maj-GenSaw Tun said as part of the government’s efforts for thetransportation sector, the 102-mile long Mindat-Matupitarred road was inaugurated. A total distance of roads inMyanmar has increased from 13,635 miles in 1988 to19,021 miles in 2006. In Chin State, after the constructionof the Mindat-Matupi Road, the total distance of earthenand tarred roads reaches 1,062 miles. In Chin State,there are four main roads — the 70-mile long Haka-Gangaw Road, the 173-mile long Haka-Matupi Road,the 115-mile long Kalay-Haka Road and the 102-milelong Mindat-Matupi Road. Haka-Gangaw Road willalso be upgraded this year to become an all-weatherfacility, the minister said.

Meanwhile, bridges on the state’s roads willalso be renovated and upgraded. Bar Bridge on Kalay-Falam-Haka Road has been upgraded and will beinaugurated this year.

Although it was a five-day journey from Mindatto Matupi in the past, now it will take only 6 hours dueto the newly inaugurated 102-mile long tarred road.Moreover, living and education standards of residents inChin State will improve, the minister said.

Afterwards, Lt-Gen Ye Myint unveiled thestone inscription of the Mindat-Matupi Road.

Inwa Bridge issituated in the strategicpoint of the central area ofMyanmar. So far, InwaBridge has been in servicefor about 70 years after itsopening in 1934. Since1992, over 15-ton loadedvehicles have not been

permitted to pass throughthe bridge for itsdurability. Therefore,vehicles in excess of thepermitted load passthrough the river byZ-craft.

To overcomedifficulties of transportsector, construction tasksof Ayeyawady Bridge(Yadanabon) Project onMandalay bank com-menced on 30 October2001 after the stakedriving ceremony.Likewise, construction ofthe bridge on Sagaingbank started on 26November 2002. Atpresent, the bridge is

nearly complete due toconcerted efforts of bothconstruction teams onMandalay and Sagaingbanks.

According to thedecision of the SpecialProjects ImplementationCommittee Meeting 1/99, engineers from PublicWorks under theMinistry of Constructiondrew the design ofAyeyawady Bridge(Yadanabon) that canwithstand earthquakejolts, by conductingdetailed survey of theaxis, soil test and possibleearthquakes.

The bridgewill have a 49 feet widefour-lane motorwayflanked by six feet widewalkways. Its clearancewill be 700 feet wide and40 feet high. The bridgecan withstand 60-tonloads.

Republic of China.Myanmar engineers builtthe bridge that can endurethe wind speed of 90 milesper hour.

The lower structureof the bridge was builtwith five feet diameterreinforced concrete piles.The approach bridgesection was constructedwith 280 piles and themain structure of thebridge with 191.

Both approachbridges are supportedwith 28 pillars and themain bridge with eightpiers. The upper structureis of reinforced concretebeams and floor.

The main bridge hasbeen installed with archsteel frames andreinforced concrete floor.The arch steel frame is 49metres high and its spanis 224 metres wide.

Therefore, AyeyawadyBridge (Yadanabon) willbe the widest span facilityamong the bridgesconstructed with ironframes in the country.

Upon completion,Ayeyawady Bridge(Yadanabon) willcontribute not onlytowards better transportof large vehicles fromMandalay to Monywa,Shwebo, Gangaw,Kalay, Myitkyina andother towns throughSagaing at any time butalso toward smoothand speedy flow ofcommodities. Five 1,000-year-old wellsdiscovered in E China NANCHANG, 21 July — Chinese archaeologists

have discovered five 1,000-year-old wells in Ji’anCity, east China’s Jiangxi Province.

Many items used in sacrificial ceremonies andcarved bricks dating back to the Tang Dynasty (618-907) and the Northern Song Dynasty (960-1127)were unearthed from the mud-filled wells.

The wells, from five to 11 metres deep, werefound at a construction site of a new building for theJi’an Hotel. Archaeologists arrived immediately onreceiving the news and carried out excavations andprotection of the site.

The most valuable items unearthed were 30well-preserved porcelain articles made in the famousJizhou kiln of the Tang Dynasty. — MNA/Xinhua

LAGOS, 21 July —More than 50 people werekilled in a collapsedbuilding in Lagos, Nigeria,officials said here onWednesday.

Ani Baba, an officialof Lagos State AmbulanceServices told reporters thatmore than 50 corpses hadbeen recovered from thecollapsed building anddeposited at the mortuariesin Gbagada, Ikeja andLagos Island generalhospitals.

Drug mistakes injure 1.5million in US every year

If hospitals, clinics andother providers owned upto each and every mistake,it would help to keep trackof and eventually reducethem, and systems such aselectronic prescribingwould also help, theInstitute of Medicine reportsaid.

“Medication errorsare among the mostcommon medical errors,harming at least 1.5 millionpeople every year,” theinstitute said in a statement.

Such mistakes kill atleast 7,000 people a year,according to the institute,an independent, non-profitorganization that advisesthe federal government onhealth issues.

“The extra medicalcosts of treating drug-related injuries occurringin hospitals aloneconservatively amount to3.5 billion US dollars ayear, and this estimate doesnot take into account lostwages and productivity oradditional health carecosts,” the institute added.

One example — aDenver hospital gave anewborn infant a tenfoldoverdose of penicillin incase it had been infectedwith syphilis from itsmother in 1996.

giving the baby fiveinjections so administeredthe medicine in what turnedout to be an unusual andimproper way —intravenously. The babydied, and the autopsyshowed it did not havesyphilis and never neededthe treatment in the firstplace.

BEIJING, 20 July— TheFifth World WaterCongress is to be held 10-14 September this year inBeijing, the first timeChina has hosted the mostimportant conference forthe world water industry,said Wang Tiehong,general secretary of theorganizing committee.

This year’s Congresswill focus on waterresource management,safety of drinking water,sustainable water use andthe harmony between the

water environment andhumans, Wang said.

Seminars and forumswill also be held foroverseas participantsabout the challenges facingChina’s water resourcesand its laws and policiesrelevant to the industry.

injured, 16 of them seriously, when a cruise ship listedsharply off Port Canaveral, Florida, on Tuesday, mediareports said on Wednesday.

Two victims were airlifted to local hospitals, and 10ambulances, three helicopters, four buses and mass-casualty trailers were on hand as the vessel arrived atthe port, CNN reported.

Some passengers suffered broken bones, RosalynPostel, spokeswoman for port, was quoted as saying.

The New York-bound ship, the Crown Princess,developed a problem with its rudder, causing it to takea “heavy roll,” listing hard to one side about two hoursafter its departure from Port Canaveral, the CoastGuard said.

All 3,100 passengers and 1,200 crew membersaboard the 113,000-ton ship were accounted for,according to the Associated Press.

Some passengers said the ship was already tiltingTuesday morning, even before the sudden roll to theside, the Associated Press reported.

The ship, which was on a nine-day WesternCaribbean cruise and had been scheduled to return toNew York on Thursday, would remain at CanaveralPort for several days, and the Coast Guard planned toinspect it Wednesday. Research and Tech-nology MinisterKusmayanto Kadimansaid the governmentwould install the deviceon the basis of the densityof population, the amountof assets and the vulner-ability of the area fromthe possible disaster.

“We put priority onsouthern sea off Java andBali islands,” Kus-mayanto said.

JAKARTRA, 21 July — At least 547 people were killed, 465 injuredand 323 still missing in the tsunami disaster, triggered by a 6.8 magni-tude quake, hitting Indonesia’s Java Island on Monday, NationalDisaster Management Coordination Board said here on Thursday.

YANGON, 21 July—Two members of YeU Town-ship National League for Democracy in SagaingDivision—chairman U Tin Tun and secretary U WinAung of Magyeedaw Village-tract —resigned fromthe party on 26 June of their own accord by sendingletters of resignation to the NLD headquarters andlocal authorities concerned.

In the letters submitted to Sagaing Division Multi-party Democracy General Election Sub-commission,they said that they were no longer interested in theparty and party duties. So, they quit the party and theduties of their own volition.
