PNS n HYDERABAD The Director of Public Health (DPH) has not submitted a report so far regarding the deaths of four women after Double Puncture Laparoscopy (DPL) surgery at the Ibrahimpatnam Civil Hospital. Speaking to the media about the incident that happened on August 30, the DPH, Dr Srinivasa Rao, said the bodies were sent for post- mortem and an inquiry will be conducted. The report will be submitted to the government with- in seven days. A five-member expert commit- tee including the DPH was set up after the deaths to probe the issue. The team visited the Civil Hospital in Ibrahimpatnam and inspected the operation theatre and the equipment used for the surgery. The sterilization process was kept on hold for the time being. Members of the National Commission for Women (NCW) had also taken cognizance of the incident and had visited the hos- pital to conduct their investigation. After the deaths were reported, 30 other women were shifted to Hyderabad for screening. Some of them have been discharged and the others are under observation. The government’s aim is to increase normal deliveries in gov- ernment hospitals and end unnec- essary Caesarean operations which affect women’s health. It is also the government's goal to reduce mater- nal and child mortality. The kit includes 15 items required for the care of a newborn. As per the scheme, the govern- ment is providing financial assis- tance of Rs 12,000 if a male child is born and an additional Rs 1,000 if it is a girl. The Director of Public Health(DPH) has not submitted a reportso far regarding the deaths of fourwomen after Double PunctureLaparoscopy (DPL) surgery at theIbrahimpatnam Civil Hospital.

Speaking to the media about theincident that happened on August30, the DPH, Dr Srinivasa Rao,said the bodies were sent for post-mortem and an inquiry will beconducted. The report will besubmitted to the government with-in seven days.

A five-member expert commit-tee including the DPH was set upafter the deaths to probe the issue.

The team visited the CivilHospital in Ibrahimpatnam andinspected the operation theatre and

the equipment used for the surgery.The sterilization process was kepton hold for the time being.

The KCR Kit scheme introducedby the Telangana government isbeing implemented to overcomenutritional and immunization defi-ciencies affecting future genera-tions.

According to official reports, tillnow 13,29,951 people have bene-fitted from KCR Kits. The totalnumber of kits distributed is11,82,014.

The government’s aim is toincrease normal deliveries in gov-ernment hospitals and end unnec-essary Caesarean operations whichaffect women’s health. It is also thegovernment's goal to reduce mater-nal and child mortality. The kit

includes 15 items required for thecare of a newborn.

As per the scheme, the govern-ment is providing financial assis-tance of Rs 12,000 if a male childis born and an additional Rs 1,000if it is a girl.

The BJP has named formerTripura chief minister BiplabKumar Deb as its candidate forthe Rajya Sabha bypoll in thestate. Deb will contest from theseat vacated by Manik Sahawho replaced him as the chiefminister in the run up to theassembly polls in the stateearly next year.

The bypoll is due onSeptember 22 and Deb's win isall but certain as the BJP has amajority in the assembly.

The BJP's decision to namethe 50-year-old as its RajyaSabha candidate underscoresits efforts to keep him in goodhumour after removing him asthe chief minister.

Deb has also been made thein-charge of the party's affairsin Haryana.

Both decisions also under-line the BJP's move to min-imise Deb's role in the party

activities in Tripura whileassigning him responsibilitiesoutside the state. Former statefinance minister Bhanu LalSaha of the CPI(M) has alreadyfiled his nomination for theRajya Sabha seat as the LeftFront nominee. Deb is expect-ed to file his nomination paperon Monday, the last day.

The ruling BJP has 36 MLAsin the 60-member assemblywhile its ally IPFT has eightlegislators. The CPI(M) has 15MLAs and the Congress hasone legislator.

The National Green Tribunal(NGT) has directed theMaharashtra government topay Rs 12,000 crore as environ-mental compensation forimproper management of solidand liquid waste.

A bench headed by chair-person Justice Adarsh KumarGoel held that the compensa-tion under Section 15 of theNGT Act was necessary to"remedy" the continuing dam-age to the environment causeddue to the shortcomings inwaste management.

The bench, also comprisingJustice Sudhir Agarwal andexpert member Senthil Velpassed the order pursuant tothe Supreme Court directionsrequiring the tribunal to mon-itor enforcement of solid andliquid waste managementnorms.

The bench said the decision

became necessary to "remedythe continuing damage to theenvironment".

It said that fixing liability was"necessary for restoration".

"Without fixing quantifiedliability necessary for restora-tion, mere passing of orders hasnot shown any tangible resultsin the last eight years (forsolid waste management) andfive years (for liquid wastemanagement), even after

expiry of statutory/ laid downtimelines," the bench said.

It added that continuingdamage was required to be pre-vented in future, and the pastdamage was to be restored.

The NGT determined thecompensation in respect ofgap in treatment of liquidwaste to be about Rs 10,840crore, and in respect of un-remediated legacy waste to bearound Rs 1,200 crore, and

rounded the amount off to Rs12,000 crore.

The bench directed the stategovernment of to deposit theamount in a separate ring-fenced account to be operatedaccording to the directions ofchief secretary and utilised forrestoration measures.

The restoration measuresfor sewage management wouldinclude establishing sewagetreatment and utilisation sys-tems, upgrading systems/oper-ations to ensure full capacityutilisation, ensuring compli-ance with standards, includingthose for faecal coliform, andestablishing proper faecalsewage and sludge manage-ment in rural areas, it said.

In terms of solid waste man-agement, the NGT said that theaction plan involves the estab-lishment of required wasteprocessing units as well as therehabilitation of 84 sites thathave been overlooked.

Sanjay who was conductingthe Yatra was arrested. Vehicleswere destroyed. BJP activistswere attacked and injured. But

the party approached the HCand got permission for thepadayatra. The party complet-ed the padayatra in one-and-a-half days instead of theplanned three days, the BJPleaders said. In all, 5181 properties worth Rs2657 crore were registered inAugust as against 4313 prop-erties worth Rs 2101 crore, reg-istering an increase of 20 percent, according to reports.

In August last year 8144houses were registered asagainst 5181 during the corre-sponding period this year, reg-istering a drop in registrationsby 36 per cent.

The realty in the GHMC isyet to reach the volume of reg-istrations carried out and thenet income generated throughregistrations in the first eight

months of last year, it said. The first eight months of last

year saw registration of over

56,035 houses worth Rs 25,007crore as against registration of46,078 houses worth Rs 22,680

crore during the first eightmonths. Houses each costs Rs50 lakh and less enjoy gooddemand in the city. In fact, 55per cent of the houses regis-tered in July this year are in thebracket of Rs 25 lakh and Rs 50lakh. The share of these hous-es in registrations carried outin August last year was limit-ed to 37%. Similarly, the shareof houses, costing less than Rs25 lakh each, registered inAugust last year was 35%. Lastmonth, the share of this cate-gory of houses dropped to 16per cent.

The second highest footfallwas at the LB Nagar stationwhere 22,629 people exitedand 22,063 people entered.

Officials of HyderabadMetro Rail Limited (HMRL)said that this was the highest

daily footfall witnessed afterCovid-19. The HyderabadMetro is divided into three cor-ridors. Corridor 1 starts fromMiyapur and ends at LB Nagar.

This route was used the moston immersion day as 1.8 lakhpassengers travelled along thiscorridor.

Jubilee Bus Station (JBS) andends at Falaknuma. This cor-ridor recorded the least num-ber of passengers with just9,500 people taking it.

The Ganesh immersion processwhich began on Friday in the citycame to an end on Saturdayevening. As is the case every year,after the immersion the GreaterHyderabad MunicipalCorporation (GHMC) gets intoaction for cleaning of waste fromthe lake. According to officialreports, it has come to light thatapart from idols getting immersedin Hussain Sagar, about 90,000idols were immersed at the 74

baby ponds which were set up bythe GHMC across various loca-tions in the city.

GHMC officials revealed thattheir staff had removed 7334metric tons of garbage and wastefrom Hussain Sagar on Saturday.For getting the job done, 40 JCBsand 330 vehicles have already beendeployed at the lake which arecontinuously removing waste.Moreover, the staff has to use 27additional JCBs and 97 morevehicles because of the ganeshimmersion.

Kishan Reddy stated that Cherlapally RailwayStation will become the fourth major passengerterminal in the twin cities. The new terminal isbeing developed with modern facilities on parwith airports. The development works will becompleted by December 2023, he added.

Cherlapally railway terminalwill be ready for inaugurationby December next year, saidUnion Minister for Tourism GKishan Reddy on Saturday. Itwill be the fourth largest ter-minal in the twin cities whenit is completed.

Kishan Reddy was inspect-ing the progress of the worksof the Cherlapally railway ter-minal. The Union Minister,during interaction with the

railway officials, advised themto complete the construction ofthe terminal by December nextyear. The officials agreed tospeed up the works thoughthey had earlier told the UnionMinister that the terminalwould be ready by February2024.

The traffic at three terminals,Secunderabad, Namapally andKacheguda, will ease when theCherlapally terminal is broughtinto service. The new terminalwould meet the growingdemand. Kishan Reddy stated

that Cherlapally RailwayStation would become thefourth major passenger termi-nal in the twin cities. The newterminal is being developedwith modern facilities on a parwith airports. The works on theterminal would be completedby December 2023, he added.The Union Minister appreci-ated the officials of the railwaysfor undertaking the project ina phased manner and statedthat the satellite terminal wouldprovide enhanced transportfacilities for rail passengers in

the twin cities of Hyderabadand Secunderabad. It wouldalso facilitate the mobility ofboth public and private trans-port as it is connected direct-ly with the Outer Ring Road(ORR). The railway officialswere praised for undertakingthe project by adopting ane n v i r o n m e n t - f r i e n d l yapproach such as translocationof trees, afforestation and rainwater harvesting. KishanReddy advised the officials tospeed up the works so as toensure timely completion ofthe project. The redevelop-ment of Secunderabad RailwayStation is also being under-taken with an expenditure ofRs 600 crore, he added.

Arun Kumar Jain, GeneralManager of the South CentralRailway (SCR) briefed theMinister about the project

details. He said as part of thedevelopment, several worksare in progress includingwidening of the existing islandplatform, new platforms alongwith a new line for MMTStrains, two Cover OverPlatform (COP) on new plat-forms and 1 COP on existingplatforms, Extension of FootOver Bridge for high levelplatforms, water pedestals onboth, the new platform andisland platform, lightningarrangements on both plat-forms.

The Hayathnagar Police andthe Special Operations Team ofLB Nagar nabbed two inter-state drug peddlers and seized50 kg of ganja, a car and twomobile phones, worth Rs 17lakh.

The suspects, Shiva Reddy,Hanimi Reddy and Narsaiahwere engaged in transportingganja since two months. Theyhave contacts with ganja buy-ers in Hyderabad and wereprocuring ganja from Pderu inVisakhapatnam.

They used to buy ganja forRs 5,000 per kg and sell it to

Millet festival has beenlaunched in the district on thedirection of Minister forIndustries K T Rama Rao. Hedirected the district adminis-tration to ensure that not a sin-gle child should suffer frommalnutrition, said DistrictCollector Anurag Jayanti.

Speaking after launchingthe millet festival on thepremises of the Zilla ParishadHigh School premises here onSaturday, along withMunicipal Chairman GKChakrapani, he said that a sur-vey by the State governmentshowed that 700 children inthe district were sufferingfrom moderate malnutritionand 200 from severe malnutri-tion. As part of the festival,children of Anganwadi centresare provided ragi (finger mil-let) laddus on Saturdays. Also,lactating and expectant moth-ers would be given nutritiousfood at the centres, he added.

On second Saturdays, peo-ple will be sensitised on theadvantages of a millet-basedfood festival. In fact, the fes-tival will benefit 36,000 chil-dren in 587 Anganwadi cen-ters. Realising the adverseimpact of anaemia on preg-nant women and children,the State government focusedon improving the nutrition ofwomen and children. The mil-let-based food festival will be

implemented with a mission-ary zeal in urban as well asrural areas, he said.

Krishna and Penna riverscontinued their full flow inAndhra Pradesh as rainshave not stopped, keeping theofficial machinery on its toes.

The flood touched 4.43-lakh cusecs mark atPrakasam Barrage on riverKrishna at Vijayawada onSaturday afternoon, butremained steady, with thefirst warning signal in place.

The Somasila reservoir onriver Penna in SPS Nelloredistrict, too, received boun-tiful water, filling it up to91.40 per cent of full reser-voir-level. While the inflowwas recorded at 44,493cusecs, the outflow was50,745, according to Water

Resources InformationManagement System data.

The discharge fromGandikota reservoir in YSRKadapa district crossed35,000 cusecs and fromMylavaram 37,556 cusecs.

According to the StateDisaster ManagementAuthority, the flood flow wasless at Srisailam reservoir onriver Krishna with reducedinflows from upstream.

With a discharge of 4.50lakh cusecs at Srisailam, theflow into the downstreamNagarjuna Sagar increased to3.93 lakh cusecs by theevening.

Further down, the Dr K LRao Sagar Pulichintala reser-voir, too, received 3.92 lakhcusecs of water but the out-

flow has been regulated to3.41 lakh cusecs as a floodcushion of 9.77 thousandmillion cubic feet remained.

(SE) Sesham Tirumala Rao,as of now about 4,23,385cusecs of flood inflows arebeing received at thePrakasam Barrage.

About 4,17,270 cusecs ofwater was released down-

stream of the PrakasamBarrage and the remainingreleased into canals, he said.Meanwhile, Ranadive Nagar,Saibaba Gudi, and SatyamGari Doddi areas were inun-dated by floods downstream

of the Prakasam Barrage.Because of the constructionof the Retaining Wall to pre-vent the flood, several areasare not affected by the flood.According to the NTRDistrict Collector S Dilli Rao,a few houses were submergedin floodwater.

He visited several areas andinteracted with local peopleand warned them about theflood. Later, he said thatabout 14 houses were inun-dated in the VijayawadaCentral constituency, and 12houses in Vijayawada Eastconstituency.

manufacturing units with women linked to the rural livelihood pro-gramme 'JEEViKA' at the helm. Large quantities of alcohol are seizedevery year in the state and the authorities often find it difficult to dis-pose of the confiscated bottles, Prohibition and Excise Minister SunilKumar told PTI. "Seized liquor bottles are crushed using earthmoversresulting in colossal waste. As a part of this initiative, the departmentwill now provide the crushed bottles as raw materials to JEEViKAworkers for manufacturing glass bangles. A group of JEEViKA workersis being trained for making glass bangles by the Rural DevelopmentDepartment," he said.

The ED on Saturday said it hasseized more than Rs 7 crore incash after it raided the promot-ers of a Kolkata-based mobilegaming app company as part ofa money-laundering investiga-tion.

A picture released by the fed-eral agency showed bundles ofseized Rs 500 currency notesalong with a few in the denom-ination of Rs 2,000 and Rs 200stacked together on a bed. Thesearches were conducted athalf-a-dozen locations of thegaming app named 'E-Nuggets'and its promoter identified asAamir Khan and others, theEnforcement Directorate saidin a statement. "So far, morethan Rs 7 crore in cash hasbeen found at the premises and

the counting is still inprogress," the EnforcementDirectorate (ED) said. Themoney laundering case stemsfrom an FIR filed by theKolkata Police against the com-pany and its promoters inFebruary 2021. This FIR wasregistered at the Park Street

Police Station based on a com-plaint filed by the Federal Bankauthorities before a court inKolkata, the ED said.

Veteran archaeologist andPadma Vibhushan awardee BB Lal died on Saturday aged101. Prime Minister NarendraModi paid rich tributes, sayinghe will be remembered as agreat intellectual who "deep-ened our connect with our richpast".

Lal served as the directorgeneral of the ArchaeologicalSurvey of India (ASI) from1968 to 1972. He had report-edly found temple-like pillarsduring excavation at theAyodhya site in the mid-70s,where the Ram temple is nowbeing built.

Modi paid homage to himand tweeted: "Shri B B Lal wasan outstanding personality.His contributions to cultureand archaeology are unparal-leled. He will be rememberedas a great intellectual whodeepened our connect withour rich past. Pained by hisdemise. My thoughts are withhis family and friends. OmShanti."

Prof B B Lal, as he was fond-ly addressed, was one of theyoungest directors general ofASI, and left an extraordinarylegacy behind.

Deepak Mundi, along withtwo of his associates, was arrest-ed in a joint operation with theDelhi Police and central agen-cies from the West Bengal-Nepal border, Punjab DirectorGeneral of Police Gaurav Yadavsaid.

The two associates have beenidentified as Kapil Pandit andRajinder, and they have beenaccused of providing logisticsupport and weapons to theshooters.

Shubhdeep Singh Sidhu,popularly known as SidhuMoosewala, was shot dead inPunjab's Mansa district onMay 29, a day after the statepolice had pruned his securitycover on a temporary basis.

He, along with his friend andcousin, was driving to JawaharKe village in Mansa when sixshooters waylaid his vehicleand sprayed bullets into him.

After the killing, Canada-based gangster Goldy Brar,who is a member of theLawrence Bishnoi gang, hadclaimed responsibility for themurder. Police had identified

six shooters -- Priyavrat Fauji,Kashish, Ankit Sersa, DeepakMundi, Manpreet Singh andJagrup Singh Roopa -- whowere part of the two modulesallegedly involved in the killing.

While the special cell of theDelhi Police had nabbed Fauji,Kashish and Sersa, the PunjabPolice neutralised Roopa andManpreet in an encounter inAmritsar. In the 1,850-pagechargesheet filed in a Mansacourt last month, the PunjabPolice had said Brar had coor-dinated with gangstersLawrence Bishnoi, JagguBhagwanpuria and some oth-ers to execute Moosewala'skilling. According to thechargesheet, Brar had given theinformation on Moosewala'ssecurity withdrawal to theshooters and had asked them tohurry up and kill him.

filed by JSW Paints, allegingunfair business practicesagainst paint manufacturerAsian Paints with regard tothe latter misusing itsdominant position and furtherdenying access to the market.In an order dated September

8, the anti-trust regulator said no prima facie case of contravention ofthe provisions of either section 3 or 4 of the Competition Act is madeout against Asian Paints.Accordingly, the fair trade regulator disposedof the complaint filed by JSW Paints.JSW Paints had alleged thatafter they launched their decorative paints segment, Asian Paintsbegan to pressurise and target the dealers who had agreed to stockand display their decorative paints manufactured by thecompany.Further, the complainant had stated that they were planningto launch its products in the south and west India. However, they hadbeen denied access to the market even in these states and faced thesame resistance in other regions due to coercive action taken byAsian Paints against the dealers.Thereafter, a probe was ordered bythe anti-trust regulator in 2020 after the complaint filed by JSWPaints.Sections 3 and 4 of the Competition Act deal with anti-competitive agreements and abuse of dominant market positions,respectively.In its 45-page order, the commission notes that JSWadded 1,591 dealers over FY 2019-20 and FY 2020-21, while AsianPaints added only 1,217 new dealers during the same period.However, the figure of dealers clearly demonstrates that JSW Paints'entry into the market has not been obstructed as they claimed it.

ularly, any commitmentsrequired on environment,labour, the digital trade, publicprocurement are certain areas inwhich a broader consensus hasyet to emerge amongst all thenations.

"We have yet to see what ben-efits member countries willderive and whether any condi-

tionalities on, for example, theenvironment may discriminateagainst developing countrieswho have the imperative to pro-vide low-cost and affordableenergy to meet the needs of agrowing economy," Goyal hastold reporters here.

RRPR Holding, the promotergroup firm of NDTV, does notrequire any approval from theIncome Tax Department for theconversion of warrants intoequity shares, Adani Groupfirm VCPL has informed themedia company.

In a regulatory filing, NDTVsaid RRPR Holding and thecompany has received a letterfrom VishvapradhanCommercial Private Ltd(VCPL) informing that theAdani Group firm hadapproached the IT departmenton the issue, which in its reply

said no such restriction applieson the conversion of warrants.

"The reply dated September7, 2022, from the AdditionalCommissioner of Income Tax,Central Range-02, New Delhiconfirming there are no restric-tions on RRPRH acting on theVCPL exercise of the option forconverting its warrants into99.50 per cent equity shares ofRRPRH," said NDTV in a late-night filing on Friday, whileupdating about the VCPL's let-ter.

VCPL has also sent a letter tomarket regulator Sebi onSeptember 8, 2022 about itscommunication with the

Adani Group's Rs 31,000-crore open offer to acquire 26per cent additional stakes inSwiss firm Holcim's twoIndian listed entities ACCLtd and Ambuja Cementsclosed on Friday amid lack-lustre response from publicshareholders.

According to the latest reg-ulatory filing by ACC Ltd, till6.40 pm on Friday, around40.51 lakh equity shares weretendered against the originaloffer of 4.89 crore shares,which is just 8.28 per cent.

Similarly, for AmbujaCements only 1.35 per cent ofshares were tendered.

According to the latest reg-ulatory updates on Saturdaymorning, only 6.97 lakhshares of Ambuja Cementshave been tendered in theescrow demat account com-pared to the original offer for51.63 crore shares from thepublic shareholders.

The offer for both compa-nies opened on August 26,2022.

In May, the Adani Grouphad made an open offer at Rs2,300 per share for ACC and

Rs 385 per share for AmbujaCements Ltd following itsdeal to acquire a controllingstake in Holcim's businessesin India for USD 10.5 billion.

The open offer was estimat-ed at over Rs 31,000 crore iffully subscribed.

However, on Friday whenthe open offer ended, sharesof ACC Ltd settled at Rs2,365 on the BSE, 2.82 percent higher than the offerprice.Ambuja Cements settledat Rs 453.90 on the BSE,which is 17.89 per cent high-er than the offer price.

Though on Friday, whichwas the last of the open offer,ACC had reported a spurt involume by more than 2.13times, while Ambuja Cementstraded at a new 52-week high

of Rs 484.70 per share.The letter of offer for the

The coordinated searches at 110locations across the county by theIncome Tax Department onSeptember 7 as part of a pan-Indiatax evasion probe against certain

registered unrecognised political parties(RUPPs), think tank Centre for PolicyResearch, and global NGO Oxfam, has rakedup a major controversy.

The raid also covered the Bengaluru-based Independent and Public-SpiritedMedia Foundation (IPSMF). Theorganization funds several digital mediaoutlets such as The Caravan, The Print, andSwarajya.

As of September 2021, there were 2,796registered unrecognized political parties, anincrease of over 300 percent since 2001.Many RUPPs do not comply with thestatutory requirements. Their combinedclaim of Income Tax exemption is estimatedto be in the range of Rs 100 crore to 608crores.

The number of RUPPs saw a 300 percentincrease in the last two decades with most ofthem coming into existence just before LokSabha or Assembly elections.

Stating that it is placing the facts in thepublic domain so that the citizens know theaffairs of the political parties, the EC said in2019 that of the 2,354 RUPPs only 623contested elections even as 87 RUPPs werefound to be non-existent on the ground.

However, the critics say that the searchesat the RUPPs and the NGOs do not portendwell for a healthy democracy. “It's absolutelyatrocious that research & advocacyorganisations, and independent charitabletrusts like CPR, Oxfam, and IPSMF havebeen raided "at the behest of Prime MinisterNarendra Modi and Home Minister AmitShah,” said Congress general secretary JairamRamesh , adding, "It's a deliberate move toexterminate all independent media andvoices!"

Countering the Congress, officials saidthat by collecting donations and notfurnishing the accounts to the relevantauthorities, the RUPPs pose a threat not onlyto the political system in general but also playa dubious role in fomenting trouble to thesocio-political environment as well ascompromise national security interests byplaying it the hands of international donorswho could be acting in line with their ownvested agenda of foreign governments.

Besides the RUPPs and the NGOs, the I-T Department team also searched thepremises of certain dubious individuals like alawyer in the Mayur Vihar area of thenational capital, as part of the synchronizedpan-India raids.

The Income Tax Department is alsoinvestigating some other instances of politicalfunding through alleged illegal means likehawala and illegal grants from internationaldonors who are not supposed to fundpolitical activities as per the provisions of theForeign Contribution Regulation Act(FCRA).

The surprise move by the Departmentcame on a recommendation of the ElectionCommission (EC), which recently struck offat least 198 entities from its list of RUPP afterthey were found non-existent during physicalverification.

The poll panel had announced that it wastaking action against more than 2,100entities, categorized as RUPP by it, forflouting rules and election laws like filing ofmonetary contributions and failing to updatetheir address and names of office bearers.

The EC had said some of these partieswere indulging in “serious” financialimpropriety. The poll panel acted after chiefelectoral officers (CEOs) of States reportedthat these RUPP either were “non-existent”on verification or the letters issued byauthorities to verify their addresses andcommunication details had been returned asundelivered by the department of posts.

Subsequently, the election body decidedto withdraw various benefits accorded tothese parties under the Symbols Order(1968), including the allocation of commonelection symbols.

Earlier, the EC had struck off 87 entitiesfrom its list of RUPP after they were foundnon-existent during physical verification.

The poll panel had noted that 87 RUPPshad failed to update their address ofcommunication as mandated by law as alsoyear-wise annual audited accounts,contribution reports, expenditure reports,and updated list of office-bearers.

In a statement in June, the EC had saidany party aggrieved by the EC's action canapproach the Chief Electoral Officerconcerned for redress with "evidence ofexistence".

If these 87 RUPPs fail to take remedialsteps, they render themselves liable to be "notentitled to have benefits under the SymbolsOrder, 1968, including allocation of commonsymbols."

The panel had specific details of suchparties, available publicly, that have floutedlaws and rules on disclosure of funds anddonations.

Later, the EC also sent a reference to theDepartment of Revenue, under the Unionfinance ministry, for necessary legal andcriminal action against three such partiesinvolved in serious financial impropriety.

The Department of Revenue subsequentlysent this report to the Central Board ofDirect Taxes (CBDT), the administrativebody of the Income Tax Department.

According to official data, there arenearly 2,800 registered unrecognized politicalparties in India, and the EC had beenpushing the Government to allow it to de-register many of them.

On multiple occasions, the poll panel haswritten to the Law Ministry to amend theelection law to give it the power to de-register so that it can deter the parties thatindulge in financial and other irregularities.

The RUPPs across India have beenavailing tax relief without properly sharingtheir audit and contribution reports.

In the case of the think tank Centre forPolicy Research, charity organization OxfamIndia, and Independent and Public-Spirited

Media Foundation, the IT officials studiedthe balance sheets of these organizations andmatched these with the receipt of fundsthrough the FCRA route. All NGOs gettingforeign funds must be registered under theFCRA.

Registrations of as many as 1,900 NGOshave been canceled by the Union HomeMinistry for violating various provisions ofthe law in the last five years.

There were 22,762 FCRA-registeredorganizations till December 2021. The CPR isknown for critical examination ofgovernment policies and the IPSMF fundsseveral media organisations, many of whichconduct investigative stories that question thegovernments of the day.

The website of Oxfam India, which ispart of a global consortium of NGOs underthe Oxfam umbrella, says it “campaigns withthe public to demand policy changes fromgovernments for creating a just and inclusivecountry as envisioned in the IndianConstitution”.

However, Intelligence agencies haveflagged concerns about several foreign NGOsindulging in anti-government activities asalso pitching against the development push toretard the country’s economic growthtrajectory.

These NGOs pump millions of dollars asa charity under a jealously guarded web ofdeception to mask real motives.

“Accumulated evidence, painstakingexamination of the background andintelligence reports on funding patterns showNon-Governmental Organisations (NGOs)turning into sleeper cells—working andplotting against the government—in potentialcollusion with the foreign powers,” reveals aclassified Intelligence dossier.

The dossier has flagged the tricky rolesplayed by voluntary organizations such asIKV Pax Christi (Netherlands), IslamicResearch Foundation (IRF), and CompassionInternational (USA) in taking circuitousroute for funding local NGOs in a bid tocreate and run sleeper cells for the futureonslaught against the government.

The Hong Kong study findingswere presented recently at theannual meeting of the

American Society of Bone andMineral Research in Austin, Texas.It analyzed data in 19 countries forpatients 50 and older who had frac-tured their hips between 2005 and2018. It found that total hip fracturecounts were expected to increase overtime in 18 of the 19 countries. Hipfracture counts were projected by2030 and 2050 using predicted pop-ulation size provided by the WorldBank. By 2050, the worldwide hipfracture counts will have likely dou-bled compared with 2018, with alarger proportional increase in menthan women.

The study noted some possiblereasons for the sex discrepancy.Although the incidence of hip frac-tures declined in most countries dur-ing the study period, the magnitudeof decline was smaller for men. Men'slife expectancy, meanwhile, has beenincreasing, a result of better medicalcare, hygiene, diet, and other factors.The United Nations projects that thelife expectancy of men globally willlikely reach over 75 years by 2050, theage after which this study showed ahigh risk of hip fracture. Thus,researchers expect that the propor-tion of men with a high risk of hipfracture will grow.

Ching-lung Cheung, AssociateProfessor, in the University of HongKong’s Department of Pharmacologyand Pharmacy, presented the find-ings recently at the annual meetingof the American Society of Bone andMineral Research in Austin, Texas.

At the same time, osteoporosisin men has been underdiagnosedand undertreated for years, Dr.Cheung reported. "Our study alsoshowed that the use of anti-osteo-porosis medications following a hipfracture is lower in men than inwomen by 30% to 67%," he said."Thus, more attention should be paidto preventing and treating hip frac-tures in men."

Previous reports on hip fractureincidence are based on outdated datawith heterogeneity in methods andstudy periods. This study examinedthe most currently available seculartrends of hip fracture incidence, mor-tality, and use of post-fracture phar-macological treatment across 19countries.

A common protocol and a com-mon data model were applied acrossall sites to provide comparable data.Age- and sex-standardized annualincidence of hip fracture, mortality,and pharmacological treatment rateswithin 12 months were calculated.

Using descriptive analyses ofpatient-level healthcare data, theresearchers found wide variabilityamong the 19 countries studied. Theoverall age- and sex-standardizedincidence of hip fracture was estimat-ed to be 180 per 100,000 individu-als (Women 236; Men 118). But theaverage change in hip fracture inci-dence varied from -2.8% to +2.1%per year. The most pronounceddeclines in fractures were seen inDenmark (-2.8%), Singapore (-2.8%),and Hong Kong (-2.4%). The biggestincreases were in the Netherlands(+2.1%), and South Korea (+1.2%).One-year all-cause mortality rangedfrom 14.4% to 28.3%, while mortal-ity trends varied from -5.3% to+18.4% per year, with the largestdecreases in Australia (-5.3%), theNetherlands (-4.6%), and Singapore(- 4.3%). Use of anti-osteoporosismedications within 12 months of hipfracture ranged from 11.5% to 50.3%,with trends varying from -9.6% to+12.7% per year and declining in 6

out of 15 sites.The reasons for the observed

variability among countries wouldrequire further in-depth research, co-author Chor-Wing Sing, a researchassistant professor said. "One poten-tial reason that some countries haveseen relatively large declines in hipfractures is better osteoporosis man-agement and post-fracture care,"she said. "Better fall-prevention pro-grams and clearer guidelines for clin-ical care have likely made a differ-ence." Dr. Sing also noted people'sgreater awareness of bone health,resulting in an increase in bone min-eral density, or BMD, may also havehelped. She cited a study in HongKong, which had one of the largestdeclines in hip fractures, whichshowed that women 50 and older hadbecome more physically active andstarted doing more weight-bearingexercise, resulting in a significantlong-term increase of BMD.

The new study's key message, theauthors said, is that the decline in hipfractures in many countries in recentyears is not enough to offset the effectof the growing aging population. Theburden of hip fracture is going togrow. But post-fracture treatmentremains inadequate in many coun-tries. Meanwhile, the incidence of hipfracture in people over 85 (the “old-est old”) remains more than doublethat of other age groups, while post-fracture treatment in this populationis generally conservative. A largerand more collaborative effort amonghealthcare providers, patients, andcaregivers will be needed to preventhip fractures and improve the treat-ment gap and post-fracture care,especially in men and the oldest old.This need is urgent, and growing,worldwide.

According to doctors, the world-wide annual incidence of hip frac-tures is estimated to be about 1.6 mil-lion and is expected to increase to 2.6million by the year 2025 and 4.5 mil-lion by 2050 due to the aging popu-lation. Despite the morbidity associ-ated with elderly hip fractures, fewstudies have evaluated the incidenceand epidemiology of hip fractures inIndia.

They aver, as a result, the true fig-ures on the incidence of hip fracturesin India is lacking, though the annu-al incidence is estimated to be over120 fractures per 100,000 personsover the age of 50, with higher ratesin women. Considering that thepopulation of India over 50 is closeto 170 million according to the2011 census, this translates to about0.2 million hip fractures a year.

According to a study ‘Injury

Mechanisms of Hip Fractures inIndia’, conducted by a team of ortho-peadics led by Dr Vijay Sharma, a fallfrom a standing height is the pre-dominant mode of injury among hipfractures in India.

Women and increasing age wereassociated with fall as the mechanismof injury of hip fracture. The major-ity of falls resulted from a wet floor

or postural changes suggesting thateducation on environmental safetymeasures and on postural changesshould be included in fall counsel-ing.

“Public behaviour changes andelderly pedestrian safety measuresshould also be a part of hip fractureprevention programmes. Using theinformation presented in this study,

further research to plan and assessfall prevention initiatives is recom-mended,” said the study published injournal Hip and Pelvis in 2021. Certain medications: Cortisonemedications, such as prednisone, canweaken bones if taken long-term.Certain drugs or certain combina-tions of medications can cause dizzi-ness, which can increase the risk offalling. The most common drugsassociated with falls include sleepmedications, antipsychotics andsedatives.

D: In general, men and womenage 50 and older should consume1,200 milligrams of calcium a day,and 600 international units of vit-amin D a day.

There willalso be a camera system, usingwhich patients can share pho-tos of their eyes and explaintheir problems and symptoms.Doctors can diagnose them, andif the patients are registered withus, we can tell them the time-frame for admission andsurgery at the centre," he says.

He further points outpatients can also be called in on

priority based on their diseaseprogression. The app will alsohelp track patients who haveundergone transplantation andafter a transplant surgery, fol-low-up becomes quite difficult,the doctor says.

"If somebody develops arejection of a transplant, it hasto be taken care of within a fewdays. If the patient comes afterone or two weeks, you cannotreverse the rejection.

“If such a patient is tracked,he or she can be rushed to anearby hospital so that the graftcan be saved. It will be connect-ed with many other hospitals.

"We will also be connectedto various hospitals where peo-ple are trained to carry outtransplantation or can take careof post-transplant patients,"Titiyal says.

At Columbia’s ZuckermanInstitute, scientists study-

ing mice have found that fatentering the intestines trig-gers a signal. Conducted alongnerves to the brain, this signaldrives a desire for fatty foods.

The study raises the possi-bility of interfering with thisgut-brain connection to helpprevent unhealthy choices andaddress the growing globalhealth crisis caused by overeat-ing.

“We live in unprecedentedtimes, in which the overcon-sumption of fats and sugars iscausing an epidemic of obesi-ty and metabolic disorders,”said first author Mengtong Li,PhD, a postdoctoral researcherin the lab of the ZuckermanInstitute’s Charles Zuker, PhD,supported by the HowardHughes Medical Institute. “Ifwe want to control our insa-tiable desire for fat, science isshowing us that the key conduitdriving these cravings is a con-nection between the gut andthe brain.”

Researchers found that glu-cose activates a specific gut-brain circuit that communi-cates to the brain in the pres-ence of intestinal sugar.Calorie-free artificial sweet-eners, in contrast, do not have

this effect, likely explainingwhy diet sodas can leave usfeeling unsatisfied.

“Our research is showingthat the tongue tells our brainwhat we like, such as thingsthat taste sweet, salty or fatty,”said Dr. Zuker, who is also aprofessor of biochemistry andmolecular biophysics and ofneuroscience at Columbia’sVagelos College of Physiciansand Surgeons. “The gut, how-ever, tells our brain what wewant, what we need.”

Dr. Li wanted to explorehow mice respond to dietaryfats: the lipids and fatty acidsthat every animal must con-sume to provide the buildingblocks of life. She offeredmice bottles of water with dis-solved fats, including a com-ponent of soybean oil, andbottles of water containingsweet substances known tonot affect the gut but that areinitial ly attractive. Therodents developed a strongpreference, over a couple ofdays, for the fatty water. Theyformed this preference evenwhen the scientists genetical-ly modified the mice toremove the animals’ ability totaste fat using their tongues.

“Even though the animalscould not taste fat, they were

nevertheless driven to con-sume it,” said Dr. Zuker,according to the paper, titled“Gut-Brain Circuits for FatPreference,” available on thenews website Eurekalert.

The researchers reasonedthat fat must be activating spe-cific brain circuits driving theanimals’ behavioral response tofat. To search for that circuit,Dr. Li measured brain activityin mice while giving the ani-mals fat. Neurons in one par-ticular region of the brainstem,the caudal nucleus of the soli-tary tract (cNST), perked up.This was intriguing because thecNST was also implicated in

the lab’s previous discovery ofthe neural basis of sugar pref-erence.

Dr. Li then found the com-munications lines that carriedthe message to the cNST.Neurons in the vagus nerve,which links the gut to thebrain, also twittered with activ-ity when mice had fat in theirintestines.

Having identified the bio-logical machinery underlying amouse’s preference for fat, Dr.Li next took a close look at thegut itself: specifically theendothelial cells lining theintestines. She found twogroups of cells that sent signals

to the vagal neurons inresponse to fat.

“One group of cells func-tions as a general sensor ofessential nutrients, respondingnot only to fat, but also to sug-ars and amino acids,” said Dr.Li. “The other group respondsto only fat, potentially helpingthe brain distinguish fats fromother substances in the gut.”

Dr. Li then went oneimportant step further byblocking the activity of thesecells using a drug. Shuttingdown signaling from eithercell group prevented vagal neu-rons from responding to fat inthe intestines. She then usedgenetic techniques to deactivateeither the vagal neurons them-selves or the neurons in thecNST. In both cases, a mouselost its appetite for fat.

“These interventions veri-fied that each of these biolog-ical steps from the gut to thebrain is critical for an animal’sresponse to fat,” said Dr. Li.“These experiments also pro-vide novel strategies for chang-ing the brain’s response to fatand possibly behavior towardfood.”

The stakes are high.Obesity rates have nearly dou-bled worldwide since 1980.Today, nearly half a billion

people suffer from diabetes.Among Indians, the preva-

lence of obesity has increasedin 2019-21 compared to 2015-16, as per the latest NationalFamily Health Survey (NFHS-5) data. Nearly one in everyfour persons is overweightcompared to one in every fiveearlier. India is already on theverge of becoming the worldcapital of diabetes.

Obesity is calculated on thebasis of a Body Mass Index(BMI). Anyone with a BMI ofmore than 30 is consideredobese; a person with a BMIbetween 25 and 29.9 is deemedoverweight.

“The overconsumption ofcheap, highly processed foodsrich in sugar and fat is havinga devastating impact on humanhealth, especially among peo-ple of low income and in com-munities of color,” said Dr.Zuker. “The better we under-stand how these foods hijackthe biological machineryunderlying taste and the gut-brain axis, the more opportu-nity we will have to inter-vene.”

That’s a major concern,because 56 percent of women and 18 per-cent of men age 50 and older have reducedbone mineral density, including the 16 per-cent of women and 2 percent of men withbone density low enough to be categorizedas osteoporosis. Another 40 percent ofwomen and 16 percent of men haveosteopenia, a milder degree of low bone density.

Bone density tests are recommendedfor all women age 65 and older, and foryounger women at higher-than-normal riskfor a fracture. Discuss your individual riskfor fracture and need for bone density test-ing with your doctor. Screening for problemswith bone density scans resulted in a 36 per-cent lower fracture risk in one JohnsHopkins study. Screening for osteoporosislets you and your doctor make decisionsabout treatments that keep bones strong andfracture-free, Sellmeyer says.

Men may want to discuss osteoporo-

sis screening with their doctor if they’re overage 70 or at risk for thinning bones due tofactors such as long-term use of corticos-teroid drugs, like prednisone.

Keep muscles strong: Nine out of 10hip fractures are caused by falls. Exercisesthat maintain muscle strength, enduranceand balance can lower your risk for the slips,trips and tumbles that break bones. In onestudy, women who had not exercised in ayear were at higher risk for hip fracture, evenif they did not have osteoporosis. A regularexercise routine can cut your risk of a fallby 20 percent to 30 percent, research hassuggested.

Eat for a healthy frame : Aim for 1,000mg of calcium daily for women before age50 and men before age 70, then 1,200 mgfor women over age 50 and men over age70. “You also need vitamin D to help absorbcalcium. The current recommendations are600 IU per day up to age 70 and 800 IU afterage 70,” Sellmeyer notes. “There’s nodoubt that this combination reduces fracturerisk.”

But don’t stop there. Get plenty ofpotassium-rich fruits and vegetables daily.And don’t skimp on protein, which seemsto help by maintaining muscle mass (impor-tant for strength) and by helping build bones.

Osteoporotic hip fracture, already a dangerous and debilitating problem for older men and women worldwide, ispoised to become a far more severe global public-health issue as the population grows older and frailer, according toa new study led by researchers at the University of Hong Kong. The findings hold importance for India whose elderlypopulation (aged 60 and above) is projected to touch 194 million in 2031 from 138 million in 2021, a 41 per centincrease over a decade, according to the National Statistical Office (NSO)’s Elderly in India 2021 report. Could blood marker predict the riskof osteoporotic hip fracture in men?

Bone health requires a balancedactivity of various bone cell

types including bone-formingosteoblasts and bone-resorbingosteoclasts. Osteoporosis occurswhen osteoclasts dominate withoutadequate bone formation to com-pensate. In new research pub-lished in the Journal of Bone andMineral Research, elevated bloodlevels of a certain chemokine, orsmall signaling protein, that pro-motes osteoclast formation werelinked with a higher risk of hipfracture in men.

The study included 55 menand 119 women who had experi-enced a hip fracture an average of6.3 years after their blood was col-lected. The participants werematched individually to controlswho did not develop hip fractures.

Investigators observed higherblood levels of the chemokine

CXCL9 in the pre-fracture bloodsamples of men with subsequenthip fractures compared with theirnon-fracture controls. No such dif-ference was seen women.

“The unexpected difference inthe results between men andwomen in our study may beexplained by how changes in sexhormone levels during aging couldinfluence the level and effects ofCXCL9 differently in older menand women,” explained corre-sponding author Woon-Puay Koh,from the National University ofSingapore (NUS).

“Our findings open the excit-ing possibility that early interven-tions targeting CXCL9 or CXCL9-CXCR3 signalling could be bene-ficial in preventing hip fractures inolder men,” added co-correspond-ing author Christoph Winkler,also from NUS.

Boosting rural economy with start-up village entrepreneurship

Rural poverty and inequali-ty are significant road-

blocks to building an egalitar-ian society. Even after 75 yearsof Independence, it is a signif-icant challenge because a largesection of the rural populationdepends on agriculture.

Looking for a way to eco-nomically empower ruralIndia, a well-known manage-ment consultant, CK Prahalad,coined the word “future at thebottom of the pyramid” (BOP),eradicating poverty throughprofits.

Prahalad highlighted thechallenges of rural poverty,which need to be addressed bymultinational companies(MNCs). A book was also pub-lished under the same namewith some innovative, fruitfulideas from the bottom of thepyramid.

Even today, MNCs’ reachto the remotely heterogenousrural population remains adistant dream. The horizon ofthe Indian rural market is so

vast that the penetration of ser-vices and products is only pos-sible through indigenous vil-lage entrepreneurs. And hencethe concept and importance ofvillage entrepreneurs is nowtaken into account by policy-makers with the much-dis-cussed rural economy nowgetting the limelight.

The rural economy ofIndia has been facing an agrar-ian crisis because of poverty,unemployment and migration.The village economy of India isnot sustainable, which is a bigchallenge for policymakers,and there are many reasons.Even after 75 years ofIndependence, the rural youthstrive for jobs and a decentstandard of life. The lack ofemployment creates migrationof the rural population tourban cities. However, the edu-cational campaign by theGovernment for the ruralyouth has motivated them.

Due to the increase in lit-eracy rate among the rural

youth, they look for holisticemployment. The technologi-cal advancement in the agri-cultural sector has changedthe dimensions of dependencyof rural and marginal workerson agriculture sectors. Ruralyouths are looking after theircareer in entrepreneurship, ser-vices and self-employment.This new wave of educatedrural youth is a challenge forthe policymakers and theGovernment to formulate apolicy that caters to the largemasses of the rural population.The startup village entrepre-neurship programme is thegem among all whose pro-grammes to resolve the agrar-ian crisis.

Start-up VillageEntrepreneurship Programme(SVEP) is a budget announcedscheme and was approved bythe Minister of RuralDevelopment, Government ofIndia, on May 6, 2015, as a sub-scheme under the DAY-NRLMand the guideline was issued on

June 15 2015.Deendayal antodaya

Yojana (DAY-NRLM) has beencentrally sponsored andimplemented since May 2013.The main objective of the mis-sion is to eliminate rural pover-ty through an innovativeimplementation strategyinvolving four core compo-nents viz., (1) social mobilisa-tion and community institutionbuilding; (2) financial inclu-sion; (3) livelihood promo-tions; (4) convergence andsocial development.

The SVEP proposes toaddress the three major prob-lems of start-ups. Through theprogramme, the rural entre-preneurs will get the technicalsupport such that the enter-prises (both existing and newlypromoted) would be profitablethrough addressing ecosystemvis., (i) a missing knowledgeecosystem, (ii) a missing incu-bation ecosystem; and (iii) amissing financial ecosystem.

The SVEP programme is a

four-tier structure from clusterlevel federation to villageorganisation to self-help groupand finally reach beneficiarymembers. This four-tier struc-ture gives an implementationroadmap for SVEP to blockresource centres.

The SVEP is implementedin a project mode throughImplementing Agencies (PIAs).The PIAs include the StateRural Livelihood Mission(SRLM), higher-level SHG fed-eration and NGO/NRO with agood track record of promot-ing rural livelihood. The cur-rent pattern of Central assis-tance for SVEP projects is60:40 (Centre-State). The ceil-ing on the administrative costof the SVEP project is 6 percent of the total approved bud-get. The SVEP intends toenable the rural poor to set upbusiness enterprises throughvillage-level CommunityResource Persons (CRPs) sup-port. It helps the rural entre-preneurs to get finance for

starting their enterprises fromthe National Rural LivelihoodMission (NRLM), Self HelpGroups (SHGs), banks andcluster level federation. Thereare a few conditions whichentrepreneurs need to justify toget the benefits from this pro-gramme. These conditions arethat the entrepreneur should beeither a member of SHGsworking in the blocks of aselected district or a member oftheir family, preferably a femalemember.

One of the mid-termreviews conducted by theQuality Council of India in2019 highlights that 75 percent of enterprises were man-aged and owned by women. Wefind the fulfilment of socialinclusion one of the core ideasof the national rural livelihoodmission satisfied because thesampled entrepreneurs acrossthe blocks reported being fromSC, ST, and OBC categories,which stood at 82 per cent.

The number of enterpris-

es supported under the SVEPfrom 2018-19 to 2020-2021 is1,34,475. The breadth of blockdevelopment is blossoming.The inception was with only125 blocks across the country;during 2021-22, it stood at 205blocks. A total of 19 blocks areunder implementation in UttarPradesh which stood first; thesecond is Jharkhand, with 18blocks under implementation.Policymakers should focus onthis large chunk of the ruralpopulation through an income-generating innovative entre-preneurship model. The SVEPis all set to transform the livesof the rural poor, and womenentrepreneurs have shown theircapabilities to lead.

She spent her last days in Scotland,her summer palace known asBalmoral Castle. She has leftbehind a historical legacy full ofhits and misses. She became Queenat the age of 27 in the year 1952when the world had just come outof a devastating Second World War,the first ever atomic bombing overJapan, the Holocaust and the lossof the largest treasure of the Britishcolonial empire i.e. India. She setthe record of becoming the longestserving monarch of the UK byserving the nation for seven longdecades.

Once the news of the death ofthe Queen spread, thousandsthronged her official residence,the Buckingham Palace in London,and all other royal palaces aroundthe country. Despite heavy down-pour across the UK, the mournerscame out in hordes simply to bidadieu to their dear monarch. Andfinally, all quietly sang: “God savethe Queen.”

In keeping with the royal tra-dition, a written statement men-tioning the death of the Queen wasdisplayed on all the palace gates.The statement read: “The Queendied peacefully at Balmoral thisafternoon. The King and theQueen Consort will remain atBalmoral this evening and willreturn to London tomorrow.”

This indicates that there was nospecific illness mentioned in theroyal statement of death.

The Queen probably could bethe last ever female heir to the seatof the British sovereign for anoth-er century. Now the secondElizabethan era has gone. Thoughthe British people never everlooked at the Queen for politicalleadership, they all identified herwith “stability”. Despite all the ifsand buts, she remained steadfastand took the leadership to theworld stage. She oversaw Britainfrom a war-weary European nationto a modern multicultural one,finally a sad divorce from theEuropean Union, after a long part-nership of 47 years.

The Queen was the head of the56-member Commonwealthnations around the world. HerCommonwealth leadership thoughpurely ceremonial spanned acrossall the five continents covering apopulation of almost 2.5 billion.Today, the Commonwealth isproud that during her tenure as theHead of the organisation, she trav-elled to almost all the nations of thebloc. Between 1971 and 2018, theQueen missed only one Head ofGovernment Meeting. Her awe-some sense of duty and responsi-bility as the head of the group wasalways reflected in her actions. Shewas both a generous host and aconsummate diplomat. The lastmessage she sent out for theCommonwealth described thenations as “a modern, vibrant andconnected Commonwealth thatcombines a wealth of history, andtradition with great social, cultur-

al and technological advances ofour time. That the Commonwealthstands ever taller is a credit to allwho have been involved.” Thishighlights how deeply she felt thebond between the nations andtheir incremental growth in therecent decades. TheCommonwealth was formed ini-tially as the British Commonwealthof nations through the BalfourDeclaration at the historic 1926Imperial Conference. But the groupwas formalised later only in theyear 1931 by the UK through theStatute of Westminster. But the pre-sent shape of the Commonwealthwas given under the LondonDeclaration of 1949. And QueenElizabeth took over the headship ofthis very historic organisation justafter three years. She had the expe-rience of the service of 15 BritishPrime Ministers and met 14 USPresidents during her long tenureas the monarch.

The reign of her son, KingCharles III, has just begun. He willbe handling a Britain far morepolitically polarised than what hismother had witnessed. Today, theConservatives are widely separat-ed from each other as it was seenduring the last race for the post ofthe Prime Minister. And sadly, theLabour is on the decline, andJeremy Corbyn has left no chanceof hope for the party in the nearfuture unless a new leader emerges.It is rightly said that King Charleshas prepared for all his life for this

day. He has pledged to serve thenation with the same “unswervingdevotion”, as his mother did. Hebecame King immediately after thedeath of his mother, but theAccession Council has to make theformal proclamation of the suc-cessor. He is already the King,according to the terms of the Actof Settlement 1701. The very pur-pose of the Accession Council ispurely a ceremonial one and itannounces the name of the newmonarch. Generally such a procla-mation is made within 24 hours ofthe death of the monarch. But thistime it has taken a little more time.Again this occasion will have a his-toric break-as the new King hasdecided to televise the AccessionCouncil ceremony.

The new monarch has paid histribute to his “Darling Mama” andcalled her an inspiration. He alsohas vowed lifelong service to thepeople. He further said: “QueenElizabeth was a life well lived; apromise with destiny kept and sheis mourned most deeply in herpassing. That promise of lifelongservice I renew to you all today.”

Queen Elizabeth II remained abeacon of stability for the last 70years. She will always be fondlyremembered for her larger-than-life image and the role she playedin public life. She was an extraor-dinary person who also lived anextraordinary life. To many of thepeople of the Commonwealth andthose who know her closely, she

truly lived the life of faith, serviceand a sense of duty. This wasechoed in one of her historicspeeches that she made in 1947before she became the monarch.She said: “My whole life, whetherit be long or short, will be devot-ed in service.” The great Britishroyalty survived and sustainedwith full might and dignity underher leadership.

Modern Britain indeed built itsedifice on her statesmanship. Whilepaying tribute to her, UK PrimeMinister Liz Truss said, “QueenElizabeth the second was the rockon which modern Britain wasbuilt. Our country has grown andflourished under her reign.”

It’s a clear indication that thecurrent political leadership of theUK has rightly recognised therobust role played by the lateQueen. The majestic Queen wasfondly remembered as the “LittleLilibet” by her family as she couldnot pronounce her name“Elizabeth” properly during herchildhood. Today we all miss boththe hilarious Little Lilibet and HerMajesty Queen Elizabeth.

End of a legacy with ‘Lilibet’ Let’s ‘CARE’ about academics

Research is a significant part of higher education, and publishing a researchpaper is even more critical for institutionalising the significance of acade-

mics in higher education. Hence, research papers have been considered the mostessential part of academics. No academics in higher education are complete with-out a well-written research paper with an appropriate methodology and significantparadigms. This helps every scholar, researcher, and academician to thoroughlyevaluate or re-examine the subject. On November 28, 2018, University GrantsCommission (UGC) issued a public notice “to stimulate and empower the Indianacademia” through its quality mandate and that notice announced the estab-lishment of a dedicated “Consortium for Academic and Research Ethics (CARE)”to fulfil this objective. Therefore, there is a need to evaluate the objectives ofthis initiative where it intends (i) to promote quality research, integrity and pub-lication ethics, (ii) to promote high-quality publication, (iii) to develop researchparadigms and methodology for the identification of standard journals, and (iv)to stop the predatory or dubious journals. Since then, there has been a massiveacademic research revolution, and an unexpected mad race for publishing researchpaper(s) in UGC CARE Listed Journals.

But unfortunately, these listed journals have brought many severe shifts inthe publication process. The shift allows the researchers to indulge in manyillegalities, such as publishing research papers in dubious journals. We now knowthese journals with a new form, i.e., “clone journals”. There are many instanceswhere one can easily trace the clone of the listed journals in the academic world.Researchers publish their papers in most educational institutions (includingleading universities and colleges) without knowing its worst impact. They arepublishing their papers for the minimum eligibility to submit their thesis anddissertations; faculties are publishing their papers for their due promotions.

As a matter of fact, UGC has made multiple efforts to put strict restric-tions on these clone journals. Still, faculties whose academic promotions aredue publish their papers in these clone journals without knowing the authen-ticity and standards of these journals. Despite multiple and sincere efforts byCARE, it has come to public notice that many have published their papers, thoughsometimes intentionally, in clone journals, especially in language specificationjournals; for instance, foreign language journals are published multi-lingual-ly in clone format. And many instances are also there where many publishersand editors are publishing the papers with password-protected mechanisms andpublishing the papers under “multidisciplinary” despite subject-specificauthorisation. This process of publishing papers in “listed journals” has alsosupported the idea of introducing the “clone” journals because it has been wide-ly noticed that those in listed categories charge a huge amount for publishinga single paper.

In contrast, on the other hand, many leading listed journals are forcing theresearchers to subscribe to their journals or take their lifetime membership topublish their research papers. And even after subscribing to the journals, theyare taking a lot of time to publish the research papers. This time-consumingprocess, which is undoubtedly essential to publish any paper as a part of thepeer-reviewed process, is somehow an invitation to accept the calls from theclone journals to publish the research papers. CARE regularly revisits the stan-dards based on their set norms and parameters to halt such unacademic actsover such invitations. They have also removed many leading journals from theirlisted categories.

Above all, some leading journals publish research papers strictly based onideological shifts, which is a matter of grave concern. If we are talking aboutthe standard of academics through this consortium, we must first stop this “mar-ketisation of academics”. Therefore, it should be the ethical concern of every-one to pursue the research with proper care, and we all need to follow the sug-gestions carefully and unconditionally given by the CARE to maintain the stan-dard and integrity of research. But still, CARE also needs to understand theseissues where, to some extent, the theory is a bit different from praxis and putssevere restrictions on such unacademic acts. Conclusively, we all need to worktogether to put restrictions over such unacademic steps not only to maintainthe standard and integrity but also to protect the apt research environment and,above all, the value of the research.

father and uncle have been sellingice creams at India Gate since1956, and back then, they were theonly ice cream sellers at the iconicplace.

The Privy Council advises the monarchand is one of the oldest parts of govern-ment. It can be traced back to the time ofthe Norman kings when the monarch metwith a group of advisers in private, predat-ing the modern functions of a governmentcabinet.

Historically the entire Privy Council is

called to the Accession Council to over-see the new monarch's proclamation. Butjust 200 were summoned Saturday becausethe number of Privy Council membersnow stands at 700.

Some of the most populardiet advice in recent years hascentred around the idea that

the right timing for your mealscan make a big difference in theamount of weight you lose. It waslong said that if you wanted to loseweight it was best to eat a largemeal at the beginning of the dayand keep any later meals smaller.

The logic behind this theory isunderstandable, especially giventhat almost every cell in the bodyfollows the same 24-hour cycle thatwe do. Circadian clocks are foundthroughout the body and regulate thedaily rhythms of most of our biologi-cal functions, including metabolism.

Because of these metabolic rhythms,scientists have proposed that the way inwhich we process meals varies at differenttimes of the day. This field of research is calledchrono-nutrition , and it has great potential forhelping to improve people's health.

Two studies from 2013 suggested that consum-ing more calories early in the day and fewer calo-ries in the evening helps people lose weight. Yeta major new study has found that while the rel-ative size of breakfast and dinner influences self-reported appetite, it has no effect on metabolismand weight loss.

To investigate the link between the size ofbreakfast and dinner and their effect onhunger, a team of researchers at the universi-ties of Aberdeen and Surrey conducted a con-trolled study in healthy but overweight peo-ple. The participants were fed two diets, eachfor four weeks: a big breakfast and a small din-ner, and a small breakfast with a big dinner.We kept lunches the same.

We provided all of the meals so we knewexactly how many calories study participantswere consuming. We measured the partici-pants' metabolism, including monitoring howmany calories they burned.

All study participants undertook both diet

conditions so that the effect ofmeal patterns could be comparedin the same people.

We predicted that a big break-fast and small dinner wouldincrease calories burned andweight lost. Instead, the results ofthe experiment found no differ-ences in body weight or any bio-logical measures of energy usagebetween the two meal patterns.

Measures of energy usageincluded basal metabolic rate(how many calories your body

uses at rest), physical activity, anduse of a chemical form of water that

enables assessment of total dailyenergy use. There were also no differ-

ences in daily levels of blood glucose,insulin or lipids. This is important

In our study, the only difference was a change inthe self-reported feeling of hunger and related fac-tors, such as the quantity of food they wanted to eat.Across the day, the meal pattern of big breakfast andsmall dinner caused participants to report lesshunger throughout the day. This effect may be use-ful for people looking to lose weight, as it may helpthem better control their hunger and eat less.

As with all research, there were some limitationsto our study. We only studied participants for fourweeks for each meal pattern.
