INTRODUCTION:
Nested in the foot hills of Shivalik range of Western Himalayas, Wazir Ram Singh Govt. College
Dehri came into being in the year 1971 as a privately managed institute named after a legendary
freedom fighter and scion of the erstwhile state of Nurpur, Wazir Ram Singh. It was taken over
by the Govt. of H.P. in 1984. It is situated at village Dehri, at distance of 20 Km from Jassur
towards Talwara road. College has Arts, Science & Commerce faculties in UG classes and PG in
the subjects of Economics & Mathematics. The college campus extended over an area of 20
acres has a play ground, adequate sports facilities, Career Guidance and Counselling Cell, SC &
ST cell, UGC cell, NSS, NCC, Scouts and Guides, Red-Ribbon Club, Eco-Club, Smart class
rooms, Conference room, Well equipped laboratories, A central library, Girls common room,
PTA Association and different committees for the overall development of the students and hence
institute. Each year college students got top positions in Inter-college, Inter-varsity, National and
International events. The college is affiliated to H.P.U. Shimla; recognized by UGC New Delhi,
under section 2(f) and 12B of UGC Act 1956. The college has 44 sanctioned posts of teachers in
various subjects along with requisite ministerial and technical staff. The highly qualified and
dedicated team of teachers leaves no stone unturned to contribute their share to complete the
mission of brightening the future of students.

Procedure of Admission for UG Classes
1. Fill in the application forms in your own handwriting and get it signed by your parent/local guardian.
2. Get three passport size photographs and Photostat copies of Matric, 10+2, Character Certificate
(original), SC/ST/PH/Sports/PwD/EWS/WFF/IRDP/BPL/Ward of Ex man/SGC/Cultural
Certificates. Bring migration certificate from School Board other than H.P.B.S.E., Bonafide Himachali
(For girls).
3. Any gap of one year or more in the academic career of an applicant must be supported by documentary
evidence (Self declaration) as the proof of his/her activities during the period of gap and fresh character
c e r t i f i c a t e f rom any ga z e t t ed off i c e r / Panchayat Pradhan. Submission of false document /
Self declaration / affidavit is a legal offence.
4. Bring original documents at the time of admission/ Counseling.

vacant the same shall be thrown open for general category and filled in the order of merit.
8. PwD applicants seeking fee concession must furnish their status certificate from Medical Board.
9. Only those students who have passed in all subjects in 10+2 from the National Open School (Delhi)
shall be admitted, subject to the minimum eligibility conditions stated above.
10. Admission is also open to an applicant who has any degree from foreign University/Board /College
which is recognized by Association of Indian Universities /or the H.P. University.
11. An applicant must not be more than 23 years of age (25 years for girls only) on 01-07-2021 and must
not have been born earlier to 01-07-1998. The upper age limit is raised to 26 years for S.C. and S.T.
applicants. However, in case of overage applicants, the Vice Chancellor, H.P. University may allow a
relaxation up to six months.
12. Admission to various classes will be made only on the recommendation of the admission committee
constituted for the purpose.
13. Students are advised to pay their dues personally.
14. Make sure you get your fee receipt before leaving the counter. In case of any difficulty, consult any
faculty member.
(a) Every student must pay dues on the dates notified from time to time or they will be fined.
(b) In case of non-payment of dues on time, the seat will be allotted to next candidate in waiting list at the
time of admission.
(c) Registration fee will not be charged from a student migrating from another college if he/she is already
registered with H.P. University.

MIGRATION
Only those students will be migrated who have genuine reasons. On migration from other
institution, funds for the entire session and tuition fee from the time of joining the College shall
be charged.
2. ELIGIBILITY
2.1 For Admission in UG Course
a. A pass in the Senior Secondary (+2) Examination (Academic Stream) conducted by H.P.
Board of School Education or an examination accepted as equivalent thereto by the v a r i o u s
bodies of the H.P. U.
(i) Provided that the candidates who have passed the qualifying examination with science stream
shall be given preference in admission to B.Sc. programme.
(ii) Provided that the candidates who have passed the qualifying examination with commerce
steam shall be given preference in admission to B.Com. programme.
(iii) Provided that the candidates who have passed qualifying examination with arts
stream/humanities shall be given preference in admission to BA programme.
Note:
A student placed compartment in 10+2 class will not be eligible for admission in U.G. 1st year
2.2 The Candidate in 1st Year of UG Course will be admitted on the merit basis (percentage of
marks/grade obtained in 10+2 examination).
2.3 Choosing a Programme / Study Course:
2.3.1 From academic session 2018-19 onwards, at the time of admission each student will
identify a Discipline Specific Course (DSC-I) or Core Course-I (CC-I), Core Course-II (CC-II),

Ability Enhancement Compulsory Course (AECC) & Compulsory Course or Core Course-III
(CC-III) as mentioned in table.
2.3.2 DSC / CC / Compulsory Courses/DSE/GEC are of six credits each while AECC & SEC are
of four credits each.
2.4 For the Degree with a particular subject / Faculty:
2.4.1 A regular candidate shall have to undergo the prescribed course of study in college
affiliated to the H.P. University for a period not less than three academic years. Enhancement
Compulsory Course (AECC) & Compulsory Course or Core Course-III (CC-III) as mentioned in
table.
2.4.2 The students of session 2018-19 onwards will have to cumulate a total of 132 credits in
three years (Each year accounts for 44 credits).
2.5 Duration (Time Frame)
The UG programme for a regular student shall be for a minimum period of three years and a
maximum period of five years from the date of admission of the candidate.
1. ADMISSION UNDER CHOICE BASED CREDIT SYSTEM
(CBCS) UNDER RUSA:
The CBCS provides an opportunity for the students to choose courses from the prescribed
courses comprising core, elective or skill based courses. The courses can be evaluated following
the grading system, which is considered to be better than the conventional marks system.
Therefore, it is necessary to introduce uniform grading system in the entire higher education in
India. This will benefit the students to move across institutions within India to begin with and
across countries. The uniform grading system will also enable potential employers in assessing
the performance of the candidates. In order to bring uniformity in evaluation system and
computation of the Cumulative Grade Point Average (CGPA) based on student's performance in
examinations, the UGC has formulated the guidelines to be followed.
Study Courses under Choice Based Credit System:
1. Discipline Specific Course (DSC) or Core Course (CC): A course, which should
compulsorily be studied by a candidate as a core requirement is termed as a DSC or CC.
2. Elective Course: Generally a course which can be chosen from a pool of courses and which
may be very specific or specialized or advanced or supportive to the discipline/ subject of study
or which provides an extended scope or which enables an exposure to some other
discipline/subject/domain or nurtures the candidate's proficiency/skill is called an Elective
Course.
2.1 Discipline Specific Elective (DSE) Course: Elective courses may be offered by the main
discipline/subject of study is referred also offer discipline related Elective courses of
interdisciplinary nature (to be offered by main discipline/subject of study).

2.2 Dissertation/Project: An elective course designed to acquire special/advanced knowledge,
such as supplement study/support study to a project work, and a candidate studies such a course
on his own with an advisory support by a teacher/faculty member is called dissertation/project.
3. Ability Enhancement Courses (AEC)/Competency Improvement Courses/Skill
Development Courses/Foundation Course: The Ability Enhancement (AE) Courses may be of
two kinds: AE Compulsory Course (AECC) and AE Elective Course (AEEC).
3.1 AE Compulsory Course (AECC): “AECC” courses are the courses based upon the content
that leads to Knowledge enhancement. They are (i) Environmental Science, (ii) English/MIL
Communication) mandatory for all disciplines.
3.2 AE Elective Course (AEEC) or Skill Enhancement Course (SEC): AEEC or SEC courses
are value-based and/or skill-based and are aimed at providing hands-on-training, competencies,
skills etc. These courses may be chosen from a pool of courses designed to provide value-based
and/or skill-based instruction.
4. Students Course wise Continuous Comprehensive Assessment (CCA) and Evaluation
All courses involve an evaluation system of students that has the following components:
(i) Term End Examination: It is of three hour duration covering whole syllabus of the course
and accounts for 70% in theory for Arts and Commerce where practicals are not involved. For
Science and the subjects/courses where practicals are involved it is 50% in theory, 20% in
practicals and 30% in CCA/IA.
(ii) Continuous Comprehensive assessment (CCA): For determining CCA following
procedure is applicable:
a) 5 marks for attendance.
b) 5 marks for class test to be taken on completion of 40% of syllabus by the class teacher.
c) 10 marks for house test to be taken on completion of 75% of syllabus.
d) 10 marks for assignments, tutorials, general behaviour of student.
Classroom Attendance – Each student will have to at tend a minimum of 75% Lectures / Tutor
ials / Practical's. A students having less than 75% attendance will not be allowed to appear in the
Term End Examination.
* Provided that those having between 74% and 65% attendance will apply for exemption in a
prescribed form accompanied by clear reason(s) for absence to the authorized functionaries.
* Provided that those having between 64% and 50% attendance will apply for exemption in a
prescribed form accompanied by a Medical Certificate from a Government Hospital.
* Provided that exemption from 75% attendance will be given to those participating in prescribed
co-curricular activities (e.g. NCC, NSS, Youth Festivals, Sports etc.) to the extent of 25%

(making the necessary attendance as 50% in these cases). However, the claim for this exemption
should be supported by authenticated certificate from the concerned college authorities.
* Provided further that those getting the exemptions, except for those getting exemptions for co-
curricular activities will not be entitled for getting the CCA marks for classroom attendance as
given below.
Classroom Attendance Incentive: Those having greater than 75% attendance (for those
participating in Co-curricular activities, 25% will be added to percent attendance) will be
awarded CCA marks as follows:
> 75% but < 80% 1 marks
> 80% but < 85% 2 marks
> 85% but < 90% 3 marks
> 90% but < 95% 4 marks
> 95% 5 marks
4.1 The registration for the Term End Examination will be done at the time of the enrollment for
the course. The fee for the Term End Examination will also collected at that time as decided by
the university from time to time.

The college has a boy’s hostel for SC/ST students. There are 26 rooms with total capacity of 105

Procedure of Admission for M.A./M.Sc. Mathematics (40 seats) and M.A. Economics (40 seats)
This year admission to M.A./M.Sc. Mathematics and M.A. Economics will be on the rank in
University Entrance Exam. Student interested in admissions in the college will have to apply
separately after the declaration of the entrance test result. Admission will be opened with the
permission of University. Students are advised to contact the college office (contact no. 01893
250024) just after the declaration of result of entrance test.
Eligibility
A Bachelor's degree of a university established by law in India (with the subject of study for
M.A./M.Sc. as one of the subject with a minimum of 48 credits in major subject, 48 credits in
two minor subjects 9 credits in compulsory subjects, 1 credit in GI and hobby with aggregate of
106 credits for the award of pass degree.
OR
A Bachelor's degree with at least 50% marks in aggregate (45% in case of SC/ST Candidate)
form a university established by law in India.
Age Limit
26 years (28 years for Girls) as on 1st July 2021). The Upper age limit shall be raised to 29 years
for SC/ST students (both girls and boys). The Vice-chancellor, H.P.U. Shimla, at his discretion
may give relaxation of 6 months to be eligible students.
Basis of Admission
The admission to these course will be made strictly on the basis of marks obtained in the
Entrance Test and shall be open to all, subject to the reservation approved by the University. The
minimum qualifying marks for the Entrance Test will be 35% for calling the candidates for
Interview/Admission.

N.S.S. / ROVERS & RANGERS/RED RIBBON CLUB/NCC/CAREER GUIDANCE,
COUNSELLING AND PLACEMENT CELL:
(i) N.S.S.
To inculcate the qualities of leadership, social service, discipline and patriotism among the
youths the college is running N.S.S program in the college. Presently the college has two N.S.S.
units comprising of 200 students. In this unit 33 % seats are reserved for the girls.
(ii) Rovers & Rangers:
The Bharat Scouts and Guides is a voluntary organization. It is devoted to the development of
character of the young generation and selfless service to the country. The College has introduced
Rovers and Rangers from the academic session 2015-16. Students are enrolled as Rovers and
Rangers in the college. Rovers and Rangers will be given training of leadership for the service of
motherland and mankind.
(iii) Red Ribbon Club:
College students can get registered as volunteers of this Club. This Club exclusively aims at
launching an exhaustive campaign against AIDS which is not only a health issue but also an
educational and social one. In order to translate these facts into reality, this club is not only
educating and sensitizing college youths but also taking the lead in reaching out to the general
public as well as the people who are unaware of AIDS.
(iv) N.C.C.:
The college has a National Cadet Core-Army wing for boys as well as for girls. Students after
their admission in the college are advised to contact N.C.C incharge within one week, if they
wish to join N.C.C.

(iv) Career Guidance, Counselling and Placement Cell:
We live in changing and challenging times. Some jobs are disappearing, other jobs are being
created. In an ever changing World it becomes more essential than ever that young people think
clearly and carefully about the career and educational choices, they make and what in the future
they may lead to. Starting a course and dropping out because the content or outcome were not as
expected is wasteful and potentially expensive. With the objectives of helping students in making
right career choices and providing them placement opportunities through campus placements, a
career guidance, counselling and placement cell is actively engaged in such activities under the
energetic team of experienced teachers.
Co-curricular activities
For the overall development of a student, the role of co-curricular activities becomes vital. Such
activities along the class-room involvement help in integrating the three vital aspects of an
individual – the body, mind and soul. With the above objectives in mind the college has facilities
for students to join the sports like Badminton, Cricket, Volleyball, Weight-Lifting, Table-Tennis
etc. Our college also provides an opportunity for our students to participate and enhance skills in
various cultural activities like rangoli making, poster making, singing, dancing, debate,
declamation, poetry, collage making, cartooning, photography etc through formation of various
clubs and societies under the guidance of able teachers. The students are advised to join at least
one club or society to give another meaningful dimension to their personality.
LIBRARY:
(I) There are about 12177 books in the college library. In addition to various Encyclopedia,
reference books and general books, the library has a regular subscription of major dailies,
magazines and periodicals. All students can have access to these during the specified hours. The
following rules and regulations are to be observed by the students in the library:
1. Maintain silence in and around the library.
2. Always keep your Identity Card with you.
3. Reference books (encyclopedias/dictionaries etc.) will not be issued.
4. A book should not be spoiled by underlining or marking/writing comments on it. Keep in
mind that the book is also to be used by other students of the college.
5. In case of a loss of a book or any damage, the borrower will have to replace the book with a
new copy.
6. If the library books are not returned on due date, the student will have to pay fine of Rs. 1/-
day.

PARENT-TEACHER ASSOCIATION (PTA):
Parent Teacher Association (PTA) stands organized under H.P. Education code 2001 to engender
interaction between parents and teachers, with a missionary zeal for the development of the
College.
Its main objectives are as follow:
* To revive the relationship between the parents and teachers.
* To create the healthy educational environment in the College.
* To arrange discussions with the elder persons of the Society from time to time and incorporate
their suggestions for the improvement of the educational standard in the College.
* To suggest ways so that student’s education is promoted.
* To make a collective effort to refine the conduct of the students and also to restrict the entry of
anti-social elements in College Campus.
* To inform the parents/guardians of their wards from time to time and to make arrangement for
the parents to meet the concerned staff once in a quarter.
* To arrange teachers, guards, sweepers, data operators etc. when there is shortage of staff in the
institution as a temporary measure.
* To make the parents aware of various schemes of the Govt. in the area of education and also to
give information about various activities and programmes of the Department of Education.
TUTORIAL GROUPS
After the admission every student is made as member of a specific group convened by a teacher.
According to the need and convenience of its students every group organizes at least one or two
meetings every month where students can discuss their academic and management related
problems with the concerned teacher.
OLD STUDENT ASSOCIATION (O.S.A.):
The College is proud of its Old Students Association which is now the fountain head of its
strength. Since the inception of the college, the college has been a witness to the dawning of an
era of higher education and evolutionary trends in personality growth. With its achievements, the
O.S.A. makes the prospective students feel the transformative touch after they join this
prestigious institution of learning.
COLLEGE STUDENT'S CENTRAL ASSOCIATION (CSCA):
This association is elected according to the rules and regulations of H.P. University. Besides
maintaining discipline in the college, the CSCA plays an important role in involving students in
various co-curricular activities like seminars and functions at intra/inter-college level.

COLLEGE MAGAZINE 'HIMIKA':
To nurture the creativity of the students the college magazine "HIMIKA" is published every
year. It has many sections like Hindi, Sanskrit, Pahari, English, Science, Physical education,
Photography, Chronicle and Planning forum. One student editor of each section is also
appointed. Students willing to contribute his/her vibrant write ups to the College magazine
during the session can contact the Staff editors of various sections of the Magazine, and if
needed, necessary guidance can also be provided to them.
SCHOLARSHIP/FINANCIAL ASSISTANCE:
The college has provision for the following scholarships under state and central government
sponsored scholarships schemes:

college notice board in due course.
CODE OF CONDUCT :
I. Attendance
(i) Minimum 75% lecture attendance condition is compulsory for appearing in the University
Exam.
(ii) The name of an irregular student or one who remains absent continuously for o6 days will be
struck off from college rolls. If name of a student is struck-off thrice then he/she will not be
readmitted to the college.
(iii) The Principal reserves the right of expulsion/suspension of any student who is found
indulged in indiscipline/illegal activity and violation of code of conduct.
(iv) Any damage or loss caused to the Govt. property by students is an offence. 90% of fine for
the damage caused shall be realized from the students of college. 10% loss shall be borne
by the college.
(v) Without prior permission, no student will be allowed to go for recruitment or any other
activity.
(vi) A fine of Rs. 800/- will be charged separately for absence in midterm exams.
(vii) As per the directions of HP Govt. use of mobile phone is strictly prohibited in the college
premises. If any student found carrying/using mobile phone, he/she will be charged a fine of Rs.
500 for the first instance and Rs. 1000/- for the second. If a student is caught third time, his/her
mobile phone will be confiscated by the college authorities. No head/ear phones are allowed in
the college campus.

II. Leave Rules
(i) Application for any kind of leave on the prescribed proforma should be submitted well in
time.
(ii) Leave upto three days will be sanctioned by the tutor. But in case of a leave for a single
period the concerned teacher may be requested.
(iii) Leave above three days upto six days will be sanctioned by the senior tutor. Leave for more
than 6 days will be sanctioned by the HOD on the recommendation of concerned subject teacher/
senior tutor.
(iv) In case of a medical leave for a period of over 6 days, the applicant must produce a medical
certificate.
Important: Students partcipating in Inter-College Competitions should note that the
practice/rehearsal timings shuld be either before the classes (early morning) or after the
classes (evening) because all such activities form a part, but not the substitute of
academic/studies.
III. Library Cum - Identity Card (I - Card)
After depositing admission fee and dues every student shall get an I-Card from the College
Librarian on showing his/her fee receipt. After having affixed his/her own photograph and filled
in all the entries in the I - Card, every student must get it duly signed by the Principal within one
week from his/her date of admission to the college positively. It is important to note that :
(i) Since I - Card is the only medium to identify/differentiate a bonafide college student from an
outsider, every student must always keep his/her I - Card with him during college hours and the
same has to be produced by the student whenever required by the college authorities.
(ii) In case the I - Card is lost, a duplicate card will be issued only after an FIR is registered with
the nearest Police Station and an original copy thereof is appended with the requestfor duplicate
I-Card.
(iii) Rs. 20/- is to be deposited for a duplicate Identity Card
IV. General Conduct/Discipline Rules
Any of the following activities will be considered a breach of discipline:
(a) Graffitis i.e. any sort of written on the walls/black boards/rooms etc.
(b) Damaging the college property.
(c) loitering about the corridors and causing disturbance to the classes.
(d) Possessing drugs and smoking in the campus.
(e) Bringing outsiders to the college.
(f) Coming without I - Card in the college.
(g) Ragging in any form.
(h) Using head/ear phones in the college campus.
(I) Misusing fans/lights, coolers and waters sources.
(j) Parking in unauthorized areas.
(k) Multiple riding, rash driving.

Extract of Himachal Pradesh Educational Institutions (PROHIBITION OF RAGGING) ACT 2009
2. (c) Ragging means any act, conduct or practice by which dominate power of senior students,
former students or outsiders, is brought to bear on students freshly enrolled or students who are
in any way considered junior by other students and includes individual of collective acts or
practices which –
(I) involve physical or psychological assault or threat or use of force or wrongful
confinement or restraint or
(II) violate the status, dignity and honour of such students or
(III) expose students to ridicule and contempt and affect their self esteem or
(IV) entail verbal abuse and aggression, indecent gestures and obscene behaviour.
3(i) No person shall practice ragging in any form, within or outside the premises of an
educational institution.
(ii) Any person who contravenes the provision of subsection (1) shall, on conviction be
punished with imprisonment for a term which may extend to 3 year or with fine which may
extend to fifty thousand rupees or with both.
6. Every offence under this act shall be cognizable, non –bailable and compoundable with the
permission of the court.
7.(i) Any student convicted of an offence under this act shall be expelled from the educational
institution.
(ii) Student expelled under Sub – Section (i) or expelled otherwise on account of ragging shall
not be admitted in any other educational institution for a period of three years from the date of
order of such expulsion.

A word to the students: - Keep – Identity Card with you during college hours.
- Read the Notice Board daily.
- Don't bring outsiders to the college.
- Use of mobile phones and head/ear phones is strictly prohibited in college campus.
- Ragging is strictly prohibited.
- Number of seats in all the DSC for admission to first year of BA/B.Sc./B.Com./BJMC are
fixed. Hence the admission in the DSC is purely on merit basis.
- In UGC CBCS, minimum marks to pass/qualify the courses is 45% both in theory and in
practical if any.
- Minimum credits required to be accumulated for the award of the U.G. degree (pass Course)
are 132.

रैगगिंग से अगिप्राय है:- 'किसी किद्यार्थी/किद्यार्थी समूह द्वारा भाषा/आचरण से अन्य किद्यार्थी समूह िो किसी प्रिार
िी शारीररि/मानकसि यंत्रणा पहंचाना, जो किसी किद्यार्थी/किद्यार्थी समूह िे मन मस्तिष्क में आशंिा उत्पन्न िरती
है कि िह अपना अध्ययन कनभभय तर्था कनर्ाभध होिर जारी नही ंरख सिता/सिती है।'

5. रैकगंग िे दोषी किद्यार्थी िे चररत्र प्रमाण पत्र/माइगे्रशन प्रमाण-पत्र पर एतत् संरं्धी प्रकिकि भी िी जायेगी।
6. रैकगंग संरं्धी िोई भी कशिायत एंटी रैकगंग स्किाड/सकमकत अर्थिा प्राचायभ ति एिदम पहंचाएं।
