THE SURVEYS

0

I. The Surveys

1. Introduction

1.1 The Census & Statistics Department conducts quarterly surveys to collect statistics on the number of persons engaged and existing vacancies in both the public and private sectors in Hong Kong. Economic activities in the private sector are classified into four blocks, viz., construction, industrial, services and distributive trades. Employment and vacancy data are assembled from three different surveys :

In the public sector :

(i) a survey of employment and vacancies in government services.

In the private s'ector :

(ii) a survey of employment and vacancies in the industrial, services and distribution blocks;

(iii) a survey of employment in all building and construction sites; Yaeancy figures are not collected due to wide fluctuations in construction activities.

1.2 Except for construction sites which are covered in full every quarter, surveys in the other three blocks in the private sector are organized into annual cycles with a full count in one quarter and sample surveys in the following three quarters. B~cause of resource constraints, the timing of full crunts and sample surveys for these three blocks are staggered so that each block is covered in full in one of the four quarters as shown in the following table :

1.3 For the first three quarters, survey results are presented in two volumes. The first contains time series as well as summary tables for all sectors, while detailed tables for one of the three economic blocks enumerated in full are contained in the second volume. This volume comprises the following main sections :

(a) text to introduce the survey and the report;

(b) time series to show the trends of employment and vacancies of major aggregates;

(c) quarterly tables to show short-term changes in employment and vacancies at the I.S.I.C. 4-digit level.

1.4 Results obtained from the sample surveys (contained in Volume I) provide indicators of short-term changes in economic actiTities. On the other hand, complete enumerations (results contained in Volume II) proTide more detailed information which is useful in detecting structural changes in the industrial, serTices and distribution sectors.

2. Coyerage of the SUrTey

2.1 'rbe surTeys cOTer all gOTernment departments except the armed forces and JIQjor economic actiTities grouped under the International. Standard Industrial Classification (I.S.I.C.). A detailed description of the industry classification schellle is giTen in the Appendix. In terms of I.S.I.O. major diTisions, the four blocks in the priTate sector correspond t 0 the economic sectors as listed in the following table:

2.3 For the construction sector, employment statistics are collected for site workers only in building and construction sites, which include private sites registered with the Buildings Ordinance Office, and public sites under the Public Works Department, Housing Department and Mass Transit Railway Corporation. Construction sites for village-type houses registered with the New Territories Administration are however excluded.

3. Survey Method

3.1 For the industrial, services and distribution blocks, surveys are carried out mainly by means of postal enquiry. At the start of a survey, questionnaires are mailed to respondents who are required to complete, and return the forms within a specified period, after which field visits will be made to collect data from non-reporting establishments. Field visits for complete enumerations in the two largest blocks (manufacturing and distributive trades), are carried out with the help of temporary workers who receive adequate training prior to field work.

3.2 In the construction sector, the unit of enquiry is a construction site as defined in 2.3 above. For sites under the charge of the Public Works Department, Housing Department and the Mass Transit Railway Corporation, statistics are compiled from their returns forwarded regularly to the Census and Statistics Department. As regards sites in the private sector, statistics are compiled from information collected b7 field officers.

3.3 Regular employment and vacancy returns are collected from various Government departments and bodies which are then consolidated to produce employment and vacancy statistics in the public sector.

3.4 The survey reference dates are now synchronized for all sectors to the last full working day of March, June, September and December. .Prior to the second quarter of 198o, the survey reference dates were the middle of March, June, September and December except for the serTtces block (the middle of February, May, August and November), and the public sector (the fir'Bt of January, April, July and October).

3.5 Depending on the nature of activities, there are variations in the information collected in different blocks and sectors. From each construction site, the number of site workers engaged by sex is collected. In the public sector arid other economic blocks in the private sector, the following information is collected in respect of each establishment (or government department) :

(a) the number of persons engaged by sex; and by operatives and others in the industrial block; and

(b) the number of existing vacancies by sex; and by operatives and others in the industrial block.

3.6 To ensure the collected figures are free from errors, completed questionnaires are put through various editing stages and doubtful returns will be verified by field officers. Various measures are also adopted to minimize errors made by statistical staff.

4. Definition of Terms

4.1 Except for construction, the unit. of enquiry in the private sector is the "establishment", which is defined as an economic unit (i.e. a unit . engaged in the production of goods and services) which engages, under a single

ownership or control (i.e. under a single Company Name), in one or predomi­nantly one kind of economic activity at a single physical location (i.e. in the same building), e.g. an individual factory, workshop, retail shop, office. In the public sector, the unit of enquiry is a government department.and in construction, a construction site.

4.2 In the non-construction blocks of the private sector, "Persons Engaged11 include :

(a) working proprietors and partners actively engaged in the work of the establishment;

(b) al.l full-time employees paid by the establishment on the reference date, both permanent and temporary, who are either at work or on vacation or sick leave; and

(c) part-time employees and unpaid family workers working more than three hours on the reference date.

4.3 "Operatives" in the industrial block refer to all manual workers directly engaged in fabricating, processing, assembling and other activities directly auxilliary to these. In the construction block, "site workers" refer to foremen, as well as all manual workers of the unskilled, semi-skilled and skilled levels working on construction sites on the reference date. Workers engaged as foremen and foreman's assistants on government sites (e.g. sites under the Housing Department) are however excluded. Site workers are either directly employed by the main contractors or associated contractors, or being called upon by sub-contractors or gang leaders to work on a casual basis.

4.4 In the public sector, "Person Engaged" include all full-time employees paid by the government department on the reference date, both permanent and temporary, who are either at work or on vacation or sick leave. Part-time employees working more than three hours on the reference date are also included.

4.5 11Existing Vacancies" refer to those unfilled, immediately available job openings for which the establishment is actively trying to recruit personnel on the reference date.

5. Sampling Design and Statistical Reliability

4

5.1 For sample surveys in the industrial, services and distribution blocks, the method of two-way stratified systematic sampling is used. The first stratification is by industry sector (I.S.I.C. 4-digit) as one of the main purpose of the survey is to produce accurate statistics by industry. Then,within each industry, establishments are further stratified by employment size in order to keep to a minimum the sample size and thus the cost of the survey for a given precision level. The precision level is predetermined for each industry sector with optimum allocation into constituent employment size groups. The sampling scheme is designed to achieve uniform relative error for each industry sector. For each employment size group within an industry sector, a minimum of 10 establishments are selected in order to make allowance for errors arising from too few establishments in small groups. Those size groups containing less than 10 establishments are enumerated in full.

5.2 For the above three economic blocks, the sampling frame is the updated Central Register of Establishments after a complete enumeration in that block. The sample selected then remains fixed for the sample surveys in the following three quarters. However, supplementary samples are drawn in subsequent quarter to account for new openings after the main sample is selected.

5.3 Under this sampling scheme, the chances are roughly 19 out of 20 that the estimated total number of persons engaged for individual industry sectors would differ by not more than 2% fran the result that would have been obtained if a complete enumeration had been taken. For each I.S.I.C. major division as a whole, the difference is always smaller than 1%.

5.4 Since construction sites and government departments are covered in full every time, no sampling design is necessary. Information on new sites are obtained from the Public Works Departments, Housing 1'epartment and the Mass Transit Railway Corporation.

6. Notes in Reading the Tables

6.1 Before June 1980, establishments manufacturing knitwear from yarn were classified under wearing apparels. However, as from June 1980, they were grouped under textiles. In the tables, figures before June 1980 have been adjusted to conform to the new classification scheme so that a continuous series can be obtained.

6.2 For some industries or trades, previous statistics cannot be broken down according to the new classification. Wherever possible, these combined figures are indicated by brackets over the corre~ponding trade description.

?. Suppression of Statistical Information

7.1 The employment and vacancies survey in the private sector operates under the Census and Statistics Ordinance which prohibits unauthorized disclosure of information collected from respondents. In connection with this, appropriate precautionary measures were taken at various stages of data collection and data compilation to avoid leakage of confidential data.

7.2 In this report, sensitive data which might lead to unauthorized divulgence of information provided by individual establishments are suppressed from publication. Where suppression of data has been made, an explanatory note is given at the end of the table concerned.
