In the proceedings second cited, orders have been issued to the effect that thePensioners who have retired between 01.06.1988 and 31.12.1995 and alive shall bepermitted to opt to compute average emoluments notionally for the calculation ofpension based on the scale of pay introduced with effect from 01.12.1984 upto todate of retirement (duly ignoring the 01.12.1988 and 01.12.1992 wage revision)and with reference to the Dearness Allowance and Additional Dearness Allowanceunder the Government pattern in the pre-revised scale of pay sanctioned from timeto time as Dearness pay for the entire ten months preceding retirement or to retainthe current pension, whichever is advantageous to them. It has also been orderedtherein, that if the option exercised is for the pre-revised scale to calculate the pension,the excess pay and allowance and terminal benefits, if any drawn by them in therevised scale of pay prior to their retirement shall be waived as a special case. Theconsequential arrears in extending the aforesaid benefit was ordered to be paid intwo annual instalments. In the reference third cited, instructions have also beencommunicated for revision of pension in respect of the pensioners whose ServiceBooks are not available.

2. It is brought to the notice that inspite of the orders referred to above, therevision of pension has not been extended to certain pensioners due to non-availabilityof Service Register and other records. The Pensioners’ Association have also beeninsisting upon for payment of arrears to the pensioners those retired from Servicefrom 01.06.1988 to 31.12.1995. The said request has been examined.

3. All the Pension Sanctioning Authorities are hereby instructed to conduct adetailed inquiry on the request of the Pensioners concerned those retired between01.06.1988 and 31.12.1995, for revision of pension in accordance with the ordersissued in the reference second cited and to take necessary action to extend the saidbenefits, as the same cannot be denied due to non – availability of records.

In the proceedings first read above, the Imprest amount of Assistant AccountsOfficers of the Revenue Branches in Distribution Circles were fixed at Rs.300/- tomeet out the day-to-day petty expenses. Subsequently in the proceedings secondread above, the Imprest amount of Assistant Accounts Officers were enhanced fromRs.300/- to Rs.500/-.

2. It was now been proposed to enhance the Imprest amount of AssistantAccounts Officers of the Revenue Branches from Rs.500/- to Rs.1,000/-, since, theamount of Imprest was fixed long back and also due to escalation of cost of materialsin the present scenario. The Board has approved the above proposal.

3. Accordingly, it is hereby ordered that the Imprest amount of the AssistantAccounts Officers of the Revenue Branches in Distribution Circles be enhanced fromRs.500/- to Rs.1,000/- (Rupees one thousand only), subject to the condition thatthe Imprest account should be submitted for recoupment as soon as 50% of theamount is spent and invariably on the 25th of each month including the transactionupto that date.

2. The above activity would be considered as “Accommodation Service” andGST will be applicable. The GST rates applicable for accommodation in Guest Houseor other commercial places meant for residential or lodging purpose depending onthe declared tariff per day. The tax rates applicable are as follows:

2. It may be noted that the accused officers getting involved in heinous offences

such as corruption/misappropriation/accumulation of disproportionate cases/offencesinvolving moral turpitude and any other criminal misconduct defined in the Preventionof Corruption Act, 1988 and – are of the trend of challenging the suspension ordersissued against them by the competent authorities in the Courts of Law.

3. For making such suspension orders upheld before the Courts of Law, thefollowing directives of the Supreme Court of India in the case-laws referred to thereinshall be incorporated, in addition to any other relevant case-laws which the competentauthority deems fit, in the affidavits (including counter)/petitions being filed beforeCourts of Law:

i) In the case in Allahabad Bank and another Vs Deepak Kumar Bhola reportedin (1997) 4 SCC 1, the Supreme Court has held that.

“xxx9. This Court in Pawan Kumar Vs. State of Haryana (1996) 4 SCC 17:1996

SCC (Cr1) 583 dealt with the question as to what is the meaning of the expression“moral turpitude” and it was observed as follows:

“Moral turpitude” is an expression which is used in legal as also societalparlance to describe conduct which is inherently base, vile, depraved orhaving any connection showing depravity”.

This expression has been more elaborately explained in Baleshwar Singh VsDistt. Magistrate and Collector where it was observed as follows:

“The expression “moral turpitude” is not defined anywhere. But it meansanything done contrary to justice, honesty, modesty or good morals. Itimplies depravity and wickedness of character or disposition of the personcharged with the particular conduct. Every false statement made by a personmay not be moral turpitude, but it would be so, if it discloses vileness ordepravity in the doing of any private and social duty which a person owesto his fellowmen or to the society in general. If therefore individual chargedwith a certain conduct owes a duty, either to another individual or to thesociety in general, to act in a specific manner or not to so act and he stillacts contrary to it and does so knowingly, his conduct must be held to bedue to vileness and depravity. It will be contrary to accepted customaryrule and duty between man and man”.

ii) After defining the term “moral turpitude”, the Supreme Court has further heldregarding the justification of the suspension of an employee, as given below:

xxxxx“11. We are unable to agree with the contention of the learned counsel forthe respondent that there has been no application of mind or the objectiveconsideration of the facts by the appellant before it passed the orders ofsuspension. As already observed, the very fact that the investigation wasconducted by the C.B.I which resulted in the filing of a charge-sheet, allegingvarious offences having been committed by the respondent, was sufficientfor the appellant to conclude that pending prosecution that respondentshould be suspended. It would be indeed inconceivable that a bank shouldallow an employee to continue to remain on duty, when he is facing seriouscharges of corruption and misappropriation of money. Allowing such anemployee to remain the seat would result in giving him furtheropportunity to indulge in the acts for which he was being prosecuted.

xxxxx“The mere fact that nearly 10 years have elapsed since the charge-sheetwas filed, can also be no ground for allowing the respondent to comeback to duty on a sensitive post in the Bank, unless he is exonerated ofthe charge.”iii) In another case in Union of India and another Vs Ashok Kumar Aggarwal

2013 (14) SCALE 323, the Supreme Court has defined the scope of interference bythe Courts in suspension orders. The relevant extract is given below:

a) During suspension, relationship of master and servant continues betweenthe employer and the employee. However, the employee is forbidden to perform hisofficial duties. Thus, suspension order does not put an end to the service. Suspensionmeans the action of debarring for the time bring from a function or privilege ortemporary deprivation of working in the office. In certain cases, suspension maycause stigma even after exoneration in the departmental proceedings or acquittal bythe criminal court, but it cannot be treated as a punishment even by any stretch ofimagination in strict legal sense.

b) Suspension should be made only in case, where there is a strong prima faciecase against the delinquent employee and the allegations involving moral turpitude,grave misconduct or indiscipline or refusal to carry out the orders of superiorauthority are there, or there is a strong prima-facie case against him, if proved,would ordinarily result in reduction in rank, removal or dismissal from service.

c) In view of the above, the law on the issue can be summarized to the effectthe suspension order can be passed by the competent authority considering thegravity of the alleged misconduct i.e., serious act of omission or commission and thenature of evidence available. The facts of each case have to be taken into considerationas no formula of universal application can be laid down in this regard. However,suspension order should be passed only, where there is a strong prima-facie caseagainst the delinquent, and if the charges stand proved, would ordinarily warrantimposition of major punishment i.e. removal or dismissal from service, or reductionin rank etc.

d) Long period of suspension does not make the order of suspension invalid.

e) Mere delay in conclusion of enquiry or trial cannot be a ground for quashingthe suspension order, if the charges are grave in nature.

f) Whether the employee should or should not continue in his office during theperiod of enquiry is a matter to be assessed by the disciplinary authority concernedand ordinarily the court should not interfere with the orders of suspension.

g) Suspension is a device to keep the delinquent out of the mischief range. Thepurpose is to complete the proceedings unhindered. Suspension is an interim measurein aid of disciplinary proceedings so that the delinquent may not gain custody orcontrol of papers or take any advantage of his position. More so, at this stage, it isnot desirable that the Court may find out as which version is true, when there areclaims and counter claims on factual issues. The Court cannot act as if it an appellateforum de hors the powers of judicial review.

h) The scope of judicial review is limited in case of suspension for thereason that passing of suspension order is of an administrative nature andsuspension is not a punishment. Its purpose is to only forbid the delinquent

to work in the office and it is in the exclusive domain of the employer torevoke the suspension order. The Tribunal or the Court cannot function as anappellate authority over the decision taken by the disciplinary authority inthese regards.

i) It is nevertheless, trite that the scope of judicial review is limited to thedeficiency in the decision-making process and not the decision.

j) Undoubtedly, the delinquent officer cannot be considered to be any betteroff after the charge sheet has been filed against him in the Court on conclusion of theinvestigation than his position during the investigation of the case itself. (Vide: Unionof India and others Vs Udai Narain, (1998) 5 SCC 535).

k) The scope of interference by the Court with the order of suspension hasbeen examined by the Court in a large number of cases, wherein, it has been observedthat even if a criminal trial or enquiry takes a long time, it is ordinarily not open to thecourt to interfere in case of suspension as it is in the exclusive domain of the competentauthority.

4. In the Government Letter 3rd read above, various Supreme Court directiveshave been communicated in which the Supreme Court has categorically laid downthat in cases of corruption/misappropriation, the only punishment is dismissal.

5. In view of the above directives of the Supreme Court, the suspension ordersshall be effectively upheld in the Court cases against the accused officers involved invigilance cases/criminal cases/departmental disciplinary cases pertaining to theallegations of corruption/misappropriation/accumulation of disproportionate assetsor any other criminal misconduct defined in any of the Acts/ disciplinary rules/Bye-laws or in any other conditions of service or in any of the provisions which are allordinarily warranting imposition of major penalty of dismissal. Hence, the disciplinaryauthorities concerned shall scrupulously ensure that the above directives of SupremeCourt are invariably incorporated, in addition to any other case-laws, in the petitions/affidavits, while defending the suspension orders in the Court of Law.

NEED:2.1 Administrative approval for establishment of Pulianthope 400/230 kV GIS

Sub-Station with 3x315 MVA, 400/230 kV ICTs has already been accorded vide(Per)FB TANTRANSCO Proceedings No.83, dated 06.11.2013.

2.2 The 400 kV transmission scheme approved in the proposal for theestablishment of Pulianthope 400/230 kV GIS Sub-Station is erection of 400 kVNCTPS II - Pulianthope composite line (OH & UG) and 400 kV Manali - Pulianthopecomposite line (OH & UG). It involves erection of 400 kV SC line on DC tower for aroute length of 20km, erection of 400 kV DC line on DC tower for a route length of 9km and laying of 400 kV, 1x2500 SQ mm XLPE Aluminium Cable (DC) for a routelength of 5.4 Km.

2.3 400 kV DC Quad line from the proposed North Chennai Pooling Station and400 kV DC line from Manali 400 kV SS to the proposed Pulianthope 400 kV SS havebeen approved by the CEA. Since establishment of North Chennai Pooling Stationwould take time, connectivity from NCTPS-II to Pulianthope 400 kV SS was proposedas in para 2.2 However, 400 kV bays at NCTPS- II allotted for Pulianthope 400 kV SSwas proposed to be utilized for the connectivity of Ennore Expansion Project as acontingency arrangement. Hence, it was suggested that 400 kV DC line from Manali400 kV SS should be considered for the Pulianthope 400 kV SS.

2.4 CE/Civil Transmission has stated that in clause-VII of General instruction ofreview meeting on Transmission schemes conducted by the Chairman on 20.08.2015,it was instructed that “Multi Circuit tower shall be provided in urban areas toaccommodate future lines and to avoid ROW issues”.

2.5 For erection of 400 kV DC line from Manali 400 kV SS to the Pulianthope400 kV SS for a route length of 10.33 km, way leave is not available for 3 Km length.Hence, it has been proposed to dismantle the existing 110kV Vyasarpady - TondiarpetDC line and also 230 kV DC line (one circuit for Manali to Mylapore 230 kV line andanother circuit for Tondiarpet to Basinbridge 230 kV line) for 3 km and to erect thesame in MC towers. In the vacant corridor available in the MC towers, 400 kV DC lineand 230 kV DC line for 3 km will be erected.

2.6 Provision has been made in the estimate for dismantling the existing 110kV Vyasarpady - Tondiarpet DC line and 230 kV DC line (one circuit for Manali toMylapore 230 kV line and another circuit for Tondiarpet to Basinbridge 230 kV line)for 3 Km and erection of these lines in MC towers for 3 Km.

2.7 Hence, the estimate has been prepared for 400 kV DC line with Twin Mooseconductor and 230 kV DC Line with Zebra conductor in MC towers from Manali 400kV SS to the sanctioned Pulianthope 400 kV SS for a route length of 10.33 km fallingin wind zone-5 using normal/Narrow base/special type towers.

2.8 The details of original sanction, its cost and details of revised estimate andits cost are given below:

1) Erection of 400 kV DC line with Twin moose conductor and 230 kV DC linewith Zebra conductor in MC towers for a route length of 10.33 km from Manali 400kV SS to the sanctioned Pulianthope 400 kV SS.

2) Dismantling of the existing 110 kV Vyasarpady - Tondiarpet DC line and 230kV DC line (one for Manali to Mylapore 230 kV line and another for Tondiarpet toBasinbridge 230 kV line) for 3 km and erection of these lines on MC towers for 3 km.4. ESTIMATED COST:

The cost of the estimate works out to Rs.317.32 Crores (Gross) and Rs.314.10Crores (Nett). The estimate and rates are based on the details furnished by theChief Engineer/Civil/Transmission/Chennai with adopting GST 18% and LWF 1%. (Priceevaluation is under process and revised administrative approval is required for awardingthe work).

Erection of this line involves special type of towers and special type of foundationand involves more civil works. Based on this, cost of the estimate has been evolvedas per the site condition.

The estimate for the erection of 400 kV DC line with Twin moose conductorand 230 kV DC line with Zebra conductor in MC towers for a route length of 10.33km includes dismantling the existing 110 kV Vyasarpady - Tondiarpet DC line and 230kV DC line for 3 km and erection of the lines on MC towers.

REPORT TO ACCOMPANY THE ESTIMATE

This proposal envisages erection of 400 kV DC line on DC tower with QuadMoose conductor for a route length of 60 Km. from Kamuthi 400 KV SS to thecommon point near the proposed Virudhunagar 765/400 KV SS and erection of 400kV DC line on DC tower with Twin Moose conductor for a route length of 125 Kmfrom the common point to Thappakundu 400 KV SS at an estimated cost of Rs.660.97Crores (Gross and Nett).

NEED:In the Power evacuation Meeting conducted by Director/Projects and Director/

Transmission Projects held on 24.07.2017, it was decided to have connectivity to500 MW Kadaladi solar power park project from the existing Kamuthi 400 kV SS. TheTransmission cost from Kadaladi solar power Project site to Kamuthi 400 kV SS,including bay at Kamudhi 400 kV SS will be a part of project cost in the respective

DPR. The Kamuthi-Thappakundu 400 kV DC line with bay provision at both ends willbe executed by the TANTRANSCO .

Load flow study was conducted for finalizing the evacuation system for the500 MW Kadaladi solar project. Based on the study results, it has been decided toerect 400 kV DC line from Kamuthi 400 kV SS to Thappakundu 400 kV SS in order toavoid congestion in the 230 KV network in Kamuthi and Karaikudi area.

It is to be noted that Renewable energy generation from Kayathar, Kamuthiand Thappakundu 400 kV substations are planned to be evacuated through theproposed Virudhunagar 765/400 kV Substation by having 400 kV connectivity. Asmore and more solar and wind power is pooled at Kamudhi 400 kV Substation thepower flow towards Karaikudi 400 kV SS through 400 kV Kamudhi-Karaikudi DC linewill be increasing. Hence it has been decided to erect Kamudhi to Thappakundu 400kV DC line to disburse the pooled renewable power as a measure of systemstrengthening.

At the time of establishment of Virundhunagar 765/400 kV SS, Kamuthi-Thappakundu 400 kV DC line shall be made LILO at Virudhunagar substation, therebythe already proposed connectivity of Virudhunagar SS will be established. (ie) 400 kVDC line to Kamuthi SS and 400 kV DC line to Thappakundu 400 kV SS.

BRIEF DETAILS OF WORKS INVOLVED:i) Erection of 400 KV DC line on DC Tower with Quad Moose conductor from

Report Accompanying the BPScope:

The proposal envisages TANGEDCO entering into a Memorandum ofUnderstanding (MOU) with C-DAC on similar line with ELCOT for the optimizedutilisation of resources in Cloud technology and open source software.

Need:MeghRaj policy of Ministry of Electronics and Information Technology (MeitY)

states to first evaluate the option of using the GI Cloud for implementation of all newprojects funded by the Government. Existing applications, services and projects maybe evaluated to assess whether they should migrate to the GI Cloud.

TANGEDCO is exploring the feasibility of deploying IPDS applications in the Cloudand it was found that Centre for Development of Advanced Computing (C-DAC) has

the expertise on various open technologies on Cloud Computing. C-DAC is the premierR&D organization of the MeitY for carrying out R&D in IT, Electronics and associatedareas and has developed a comprehensive free and open source suite named“MEGHDOOT” for setting up a cloud computing environment.

C-DAC, has developed and uses Open Source Technologies for Cloud and theyhave built and maintain the Tamil Nadu State Date Centre Cloud (TNSDC) throughM/s. ELCOT by entering into a Memorandum of Understanding (MOU) with them.TNSDC cloud hosts various e-governance applications from the state departments ofthe Government of Tamil Nadu.

As per C-DAC, the deployments of applications are done on Cost-to- Costbasis for deploying their man power.

Further, C-DAC has suggested TNEB to build and implement own cloud to optimizethe existing resources as well as scale up for future rapid deployment requirements.

As per the advise of C-DAC, ELCOT was approached for cloud service, forwhom the State Data Centre was built by C-DAC. M/s.ELCOT has clarified that due todearth of resources in the State Data Centre, they have obtained cloud resourcesfrom M/s.BSNL.

In this regard, M/s.BSNL has been contacted and understood that, M/s.BSNL’sData Centre was built with M/s.CtrlS, Cloud services are not provided by them as ofnow and only co-location services are provided wherein clients by their server hardwareand position them in their data centre. Now, about 25 Racks are available and mostof the racks are used by State Data Centre.

In this regard, a frame work has to be evolved to migrate IT resources ofTANGEDCO from proprietary Technologies of hardware, Firmware, Software andBusiness Applications, to “Open Source” Technologies & Cloud in order to cost savingon license fees.

TNEB has already built its legacy applications by using Open Source andcommunity based applications in order to reduce cost implications as well asdependency on proprietary software like Websites, Mail System, etc.,

Under the above circumstances, approval has been accorded by CMD/TANGEDCO to enter into a memorandum of understanding (MOU) with C-DAC onSimilar line with ELCOT for the optimized utilization of resources in Cloud technologyand Open Source Software. Meanwhile, CMD/TANGEDCO have instructed to see ifM/s.BSNL can provide some space for us to placing our servers hardware in theirdata centre.

The BSNL Internet Leased Line (ILL) connectivity provided in the State LoadDespatch Centre (SLDC) has failed during last week, both interconnecting BSNL lineand connected equipments have failed due to rain with heavy thunder/lightning andthe same is being attended by M/s. BSNL for both line fault and equipment replacementworks.

State Load Despatch Centre (SLDC) activities are vital to maintain Grid and dueto the above failure of the existing single BSNL ILL connectivity, the SLDC personnelsare facing much difficulty in carrying out all the activities related to real time Gridoperation which have to be made in the SRLDC website through online only. In orderto avoid the above difficulty, approval requested for availing one no. Leased Lineconnectivity from an alternate service provider M/s. Airtel which is available in theHead Quarters Campus, Chennai-2 so that redundancy may always exist.

After careful consideration, Chairman has approved for availing Internet LeasedLine from M/s. Airtel as an alternate service provider and the following financialrequirement for the same;
