Note : Board of TANGEDCO has approved to exclude the capacity of Unit V of 110 MW from theStation Installed capacity of 450 MW on getting concurrence from CEA vide (Per.) FB TANGEDCOProceedings No. 70 (Tech.Br.) dt.04.07.13. CEA has been addressed to derate the Station Installedcapacity to 340 MW from 450 MW. (Excluding Unit V, Availability factor is 46.4%, and Station PLFis 21.55%).

2) The RWE Staff strength to North Chennai Thermal Power Station have beensanctioned duly considering to the existing North Chennai Thermal Power Station(3x210 MW), for North Chennai Thermal Power Project Extension (2x600 MW) andNCTPP as already ordered in the (Per.) PROCEEDINGS:

The Chief Engineer/Mechanical/Thermal Stations/Chennai has stated that thereare 4 units of 210 MW capacity in Mettur Thermal Power Station-I with a total installedcapacity of 840 MW which are in service. The power generating units are designed fora life period of 25 years. Many equipments might become prematurely weak due tovarious operational stresses like full load tripping, frequent startup and trippings etc.Hence, there is a need to conduct RLA study (Residual Life Assessment Study),Complete Condition Assessment, Energy Audit etc., so as to take up Renovation &

Modernization works to extend the life of the plant for a further period 15 to 20years. He has further stated that to increase the capacity utilization of existing units,the station needs a new Renovation & Modernization work. Further he has alsostated that the Central Electricity Authority (CEA) in consultation with state powerutilities and other stake holders have prepared a National Perspective Plan forRenovation and Modernization and life extension of Thermal Power Stations upto theyear 2016-2017. Hence, the Chief Engineer/Mechanical/Thermal Stations/Chennaihas proposed for creation of one post Executive Engineer/Electrical to look afterelectrical Renovation & Modernization works at Mettur Thermal Power Station-I/Mettur Dam. The Chairman-cum-Managing Director has approved the above proposal.

2. Accordingly, sanctiion is hereby accorded for creation of one post of ExecutiveEngineer/Electrical in the scale of pay of Rs. 15,700-39,100+Grade Pay Rs. 7,000/-in the office of Chief Engineer/Mettur Thermal Station-I/Mettur Dam to look afterElectrical Renovation & Modernization works for a period of one year from the dateof utilization of the post.

The above post of the Superintending

The Current Consumption and other miscellaneous charges collected fromthe consumers at various section offices throughout the State are being remitted bythe collection staff on day-to-day basis in the nearest Bank where collection accountis maintained by TANGEDCO for onward transfer to Head quarters Nodal Bankcollection account.

3. There are about 2500 collection centers spread over Tamil Nadu acceptingcurrent consumption and other miscellaneous charges from the consumers. Hence,it becomes necessary for TANGEDCO to open and operate collection accounts withmore number of Banks to facilitate remittance of the current consumption charges(collection daily) into the Bank branches situated nearer to the collection centers.

4. In order to bring down the service charges to the considerable extent andalso to increase the operational efficiency, (since all the Bankers are converting theirbranches into fully computerized,) it is necessary to include more Banks in the Board’spanel of Bankers for getting advanced technological service provided by the Bankersat free of cost/lesser cost.

5. On-line payment facility was introduced by TANGEDCO to avoid the longqueue at collection centres and to facilitate the consumers to make payment easily.This facility was made available through several Banks and Post offices.

6. IndusInd Bank is one of the fastest growing schedule banks in India, whichcommenced its operations in 1994 and has a robust technology platform supportingmulti-channel delivery capabilities. It has empanelled for pre-funded schemes withthe states of Haryana, Andhra Pradesh. Chhattisgarh, Bihar and Goa, MoU with theIndian Army & Indian Navy for salary accounts of the employees, Tie-ups with 7 topmunicipal corporations for collection of taxes (Maharastra, Tamil Nadu, UP & Karnataka,collection business for leading development authorities in Haryana, Punjab, UP,Rajasthan and Karnataka. It also empanelled with UIDAI in total number of 100districts spanning 14 states of the country for opening Aadhaar-enabled bank accounts.

They are live on the NPCI (National Payments Corporation of India) platformfor transfer of Direct Benefits Transfer scheme amounts, they are live on the CPSMS(Central Plan Scheme Monitoring Scheme) platform for transfer of Central Governmentand State Government funds, other than DBT, they will be live on the Rupay cardplatform shortly, they offer net-banking facilities for IRCTC ticket booking and paymentof taxes online.

7. Due to functional necessity to strengthen the collection mechanism and alsotaking into consideration of the magnitude of TANGEDCO's transactions, the Board ofDirectors of TANGEDCO in its 48th Meeting held on 23.06.2014 considered andapproved to include the IndusInd Bank as TANGEDCO's Collecting Banker along withthe existing Collection Bankers.

8. TANGEDCO may proceed to open accounts with the IndusInd Bank onTANGEDCO's terms and conditions and Financial Controller/General is requested totake action to open accounts and to have operations with the IndusInd Bank forremittance and transfer of funds from various collection centers of TANGEDCO to theHead Quarters Branch.

3.0 The work is to be taken up after ensuring necessary budget provision.

REPORT TO ACCOMPANY THE ESTIMATE

This proposal envisages the provision of capacitor banks, necessitated atSubstations for compensating the VAr requirement by distribution loads at an estimatedcost of Rs 30.89 Crores (Gross & Nett) by superseding the previous administrativeapproval accorded for the above works vide Per CMD TANGEDCO Proceedings No.428,dated 03.10.2013.

2.0 Installation of capacitor Banks are very much required to keep bus voltagewithin the standard limit to supply quality power and in turn useful to limit the VArGeneration in all generating stations. The National Power Committee has suggestedthat capacitor installation plan at 132 kV level and below needed to be carried out bythe States.

3.0 Based on the suggestion, the Shunt Compensation studies has beencarried out for 2013-2014 conditions and it is required to install 11kV capacitorbanks of 110.4 MVAR, 22kV capacitor banks of 44.4 MVAr, 33 kV capacitor banks of2.4 MVAr and 110kV capacitor banks of 168 MVAr in the Substations listed inAnnexure-I.

4.0 Administrative approval for the above has been obtained vide (Per) CMDTANGEDCO Proceedings No: 428 dated 3-10-13 at an estimated cost of Rs. 21.20crores (Gross & Nett) .The cost considered for the 110 kV,22 kV and 11 kV capacitorbanks is based on the TANTRANSCO cost data for the year 2013-14. The rate for 33kV capacitor bank is adopted as per the prevailing market rate. The cost evolved inthe cost data for 110 kV capacitor banks is based on the prices quoted in the purchaseorder dated 30-6-2000 and there has been no such procurement since then.

5.0 Now, the cost of 110 kV, 24 MVAr capacitor bank including erection andmaintenance charges has been revised as Rs. 1.34 crore per each unit as requestedby CE/ Transmission . The total revised estimated cost works out to Rs.30.89 CroresGross and Nett. The detailed estimate is enclosed as Annexure-2.

6.0 The CMD/TANGEDCO, after careful consideration approves the following:

i) Installation of 110.4 MVAR Capacitor banks at 11kv level, 44.4 MVARCapacitor banks at 22kV level, 2.4 MVAR Capacitor banks at 33kv level and 168MVAR Capacitor banks at 110 kV level as detailed in Annexures 1 & 2 at an estimatedcost of Rs.30.89 Crores (Gross & Nett) by superseding the previous administrativeapproval accorded for the above works vide Per CMD TANGEDCO Proceedings No.428,dated 03.10.2013.

ii) Execution of above works by the Transmission wing with budgetary provisionis based on the different field condition and space availability.

Denim Ltd for their proposed9.925 MW coal based co-generation power plant at Thenthirumalai, Mettupalayamfor which approximately 5 KM of 110 KV dedicated transmission line from the plantto proposed 230/110 KV Karamadai SS with necessary breaker and protectionarrangement have to be erected by the company and one No. 110 KV bay atKaramadai SS by TANTRANSCO on DCW basis.

In the meanwhile as requested by M/s K.G.Denim Ltd, the company has beenpermitted to carry out the Bay extension works at Karamadai 230/110 KV SS bythemselves on paying the relevant supervision charges to TANTRANSCO since theywould like to commission their coal based Co-Gen Power plant shortly.

Accordingly the following charges have to be collected from M/s K.G. DenimLtd to carry out the erection of 110 KV line and 110 KV bay extension work atKaramadai 230/110 KV SS.

1. The establishment and supervision charges of Rs 20.69 Lakhs towardserection of 110 KV bay extension work at 230/110 KV Karamadai SS by themselvesinstead of the estimated amount of Rs. 115.310 Lakhs on DCW basis.

2. Establishment and supervision charges for erection of 110 KV SC line on DCtowers with Panthor conductor from power plant of K.G.Denim Ltd to Karamadai230 KV SS - Rs. 45.7 Lakhs.

3. Establishment & Supervision charges for erection of 1 No. Multi circuit towernear Karamadai SS - Rs 14.390 Lakhs.

4. Charges of terminal equipments provided by TANTRANSCO at JLDC end :Rs. 2.00 Lakhs.

5. Accordingly the total amount of Rs 82.78 Lakhs to be collected fromM/s K.G. Denim Ltd towards establishment & supervision charges and charges forterminal equipments for the total power evacuation scheme.

6. M/s K.G.Denim Ltd have paid amount of Rs. 80.78 Lakhs videPR.No.0057163 dt. 20.06.2014 and Rs 2.00 Lakhs vide PR No.0050034dt.13.11.2013.

Hence the company shall carry out the above work under the supervision ofTANTRANSCO officials as per TANTRANSCO and TANGEDCO norms subject to thefollowing conditions.

i) TANTRANSCO will have absolute ownership of the bay erected by thecompany.

ii) The work should be executed with the qualified contractors of TANTRANSCO/TANGEDCO.

iii) The company shall indemnify TANTRANSCO/TANGEDCO for any damage toequipments/accidents of any type including loss of life during the erection work andshould be settled by the company.

iv) For any damage to TANTRANSCO/TANGEDCO equipments during the aboveerection work, the same should be replaced at company’s cost and the company willnot claim any refund of amount from TANTRANSCO.

v) The company shall pay the Operation and maintenance charges and rentalcharges and other charges if any for the bay equipments regularly to TANTRANSCO.

vi) The materials to be procured should be as per TANTRANSCO/TANGEDCOspecifications.

1. The Tamil Nadu Transmission Corporation Ltd hereby approves the proposalfor establishment of a new 400/230-110 kV Pavoorchatram Substation in Tirunelveliregion for strengthening of the intra state transmission system for evacuation ofWIND power under Green energy Corridor in Tamil Nadu at an estimated cost ofRs.418.88 crores Gross and Nett. The detailed estimate and report are annexed tothese proceedings.

2. The expenditure is chargeable to TANTRANSCO - Funds - Capital Expenditure– Tirunelveli WEDC - A/C code No:14 -656 .

3. By virtue of the provisions contained in sub-section (2) (a) of section 185of the Electricity Act, 2003, the TANTRANSCO being the Transmission utility, Licenseeand successor entity of Tamil Nadu Electricity Board will exercise the powers of theTelegraph Authority under the provisions of section 164 of the Electricity Act, 2003,which have already been conferred upon the Board under section 51 of the IndianElectricity Act, 1910.

4. The work is to be taken up after ensuring budget provision.

REPORT TO ACCOMPANY THE ESTIMATE

This proposal envisages establishment of 400/230-110 kV Substation atPavoorchatram (Tennampatty) in Tirunelveli region for strengthening of the intrastate transmission system for evacuation of power under Green energy Corridor inTamil Nadu at an estimated cost of Rs.418.88 crores.

NEED:

2.1 The installed capacity of wind generators in Tamil Nadu as on date is 7260.105MW. The already proposed wind generator addition for which load flow study hasbeen completed and recommended up to March 2012 cases is approximately 3350MW. For the above capacity addition, apart from the upcoming 400 KV substationsviz., Kayathar & Kanarpatty in Tirunelveli area , Thappagundu in Theni area andAnikadavu & Rasipalayam in Udumalpet area , the proposal for establishment of a400 kV SS at Pavoorchatram in Senkottah pass has been evolved for evacuation ofwind power in line with the recommendations of Green Energy Corridor report ofPGCIL to facilitate absorption of RE power by the State.

2.2. Accordingly CEA has conducted joint load flow study with TANGEDCO andPGCIL for the above Substations and associated schemes at New Delhi during29.11.2011 to 01.12.2011. The system load flow study conducted by PGCIL alongwith the State Utility has been included in the Green Energy Corridor reports of PGCIL.

2.3 In the 34th meeting of Standing Committee on Power System Planning ofSouthern Region held on 16th April 2012 in Hyderabad, the following schemes wereagreed for evacuation of wind power projects coming in Tamil Nadu upto 2016-17to be implemented by TNEB/TANTRANSCO based on the joint load flow studyconducted :

i) Thennampatti 400/230-110 KV substation

ii) Thennampatti – Kayathar 400 KV DC line

3. TRANSMISSION SCHEMES

Originally, approval has been obtained for establishment of 400 kV TennampattySS for evacuation of a quantum of 1050 MW of wind power. Due to field feasibilityand land availability, now the location has been identified near Pavoorchatram whichis also situated in Senkottah pass.

In order to evacuate the above quantum of power and considering the futurecapacity addition in the area, the following schemes are proposed:

(i) 400 kV Sub-Station

Establishment of 400/230-110 kV AIS sub-station at Pavoorchatram inTirunelveli Region with the following provisions:

a. 4 Nos 400 kV line baysb. 6 Nos 230 kV line baysc. 6 Nos 110 kV line baysd. 2x315 MVA Transformerse. 2x200 MVA Transformersf. 4 Nos 400 kV Transformer baysg. 2 Nos 230 kV Transformer baysh. 2 Nos 110 kV Transformer bays

(ii) 400 kV Bay provision

2 Nos. Bay provision at Kayathar for Pavoorchatram 400 kV DC Line.

(iii) Transmission Lines

a. Erection of 400kV Quad DC Line from Kayathar 400 kV SS to Pavoorchatram400 kV SS for a distance of 56 km.

b. LILO of the existing 230 kV Kodikurichi – Veeranam line by erection of230 kV Zebra DC line for a distance of 5 km.

c. Erection of 110 kV SC line with panther conductor from the existing 110 kVO.Thulukapatty SS for a distance of 55 km

d. Erection of 110 kV SC line with panther conductor from the existing 110 kVAlangulam SS for a distance of 20 km

e. Erection of 110 kV SC line with panther conductor from the proposed 110kV Old Kutralam SS for a distance of 20 km

f. LILO of the existing 110 kV Tenkasi-Pavoorchatram line by erection of 110kV DC line with panther conductor for a distance of 2 km

(iv) The remaining 4 Nos. 230 kV bays will be used for connecting the windfarm substations under 10 (I) category and 1 No. 110 kV bay can be used as sparefor connecting any load substation in future.

4. LAND AVAILABILITY:

For the purpose of establishing the above substation, 75 acres of land havebeen identified at the rate of Rs.7.5 lakhs per acre approximately and actions areunder way for taking possession.

5. COST ESTIMATE DETAILS

The estimates are prepared based on TANTRANSCO cost data for 2013-14with provision of 10% cost escalation charges for the year 2014-15. For equipmentswhich are not covered in cost data, the rates are adopted as furnished from the fieldand in respect of testing equipments included by P&C wing, the cost is based on therates furnished by P& C wing and the rates sanctioned in the previous estimate.24 Nos. out of 72 Nos. 400 KV CTs are provided for TEED protection as required byP&C.

Lumsum of Rs. 20 Lakhs for system integration of relay panels of proposed2 X 400 KV Bays at Kayathar 400 KV SS with existing SAS has been made in theestimate.

Provision has been made in this estimate for providing Optical Fibrecommunication to Veeranam 230 KV SS and Kodikurichi 230 KV SS. Optical LineTerminal Equipment (OLTE) & Multiplexer required for Kayathar 400 KV SS will besupplied by M/s.PGCIL.
