MCAS Kaneohe Say Camp N.M. Smith Martin Barracks Volume 20, No. 29 July 25, 1991 HAWAII anne N. Briefs Relief society drive over; CG says 'thanks' The final tally from the Navy/Marine Corps Relief Fund Drive is in, and accord- ing to a letter to the Brigade from Commanding General BGe n. C.D. "Additionally, 45 percent of all Oahu contributions to date have been made by our Brigade, a truly overwhelm- ing statistic ... I commend you for your unselfish support..." And speaking of unselfish support, the Hawaii Marines and sailors now in the Gulf region recently pitched-in their support with their own fund drive. According to Maj. L.M. Ryan, Joint Public Affairs officer at Kaneohe Bay and (currently) Marine Forces Southwest Asia, the Marines and sailors of Security Detachment, 3d Marines, Special Purpose MAGTF, came through with the cash even though they left before they could make their contributions here. "Initiative coupled with a strong sense of support for the Society has resulted in nearly $6,000 in pledges by the members of the Detach- ment," Ryan said. Detachment Commander Maj. Dave DeBruyne said the Marines were reminded of the fund drive by newspapers they received from home, and figured that being deployed was no reason not to contrib- ute. The detachment's com- manders credited IstSgt. Edwin Garcia for obtaining allotment forms that made the drive possible. For complete results from this year's fund drive, see next week's edition. PACIFIC MISSILE RANGE FACILITY, Barking Sands, Kauai - Marine Medium Heli. copter Squadron-262 spent a week here practicing helicopter flying tactics in its first intense training package since returning from its 10-month deployment to the Phi- lippines. In all, 18 pilots and more than 30 crew chiefs and helicop- ter support Marines were part of HMM-262's "Barking Sands Detachment" July 12-19 on this Navy compound. HMM- 262, which flies the durable CH- 46 Sea Knight, plans to conduct the "der exercise about every two months in the future. The "Flying Tigers" returned to Kaneohe Bay in June after leaving for Okinawa last August. Upon its arrival there, IIMM-262 soon deployed to the Philippines to support Marine and Naval forces there for the rest of its 10-month deployment. Now back home at Hangar 102, most of the Flying Tigers have taken leave and are settled back into their normal routine. Training packages such as Barking Sands are part of that routine, according to Maj. Richard Reinecke, HMM262 operations officer, who added that the squadron performed several types of training on Kauai. "The exercise was concen- trated," Reinecke said. "We only had five days at Barking Sands, and we wanted to get in as much flying as possible." The squadron conducted two types of flight tactics: low-level terrain flights and electronic warfare (EW). HMM-262 gun- ners also practiced .50 caliber machine-gun live fires. Tactics flights combined terrain flights, EW and gun shoots, with an added combat scenario. In all, the squadron flew 25 sorties and completed more than 80 flight hours. "We used a building-block approach for the tactics flights," said Reinecke. "First we prac- ticed terrain flights and EW runs, then added a threat scenario and gun shoots to the tactics flights." Polishing terrain flying The pilots and crew chiefs spent a lot of time performing terrain flights. Kauai's breath- taking canyons and gorges provided the backdrop for excellent terrain navigating practice, said many HMM-262 pilots. External terrain flights were also performed, with a 500 - pound cement block on a 50-foot line serving as the external load. The remoteness of Barking Sands is vital for terrain flights and other helicopter operations, added Reinecke. "It's also the only place that has an elec. tronic warfare range around here," he said. 1 stLt. Craig Bourasea had never performed any of the Barking Sands training before, being new to Hawaii and the squadron. "The terrain at Barking Sands was like noth- ing I've ever flown in," said Bourassa. "The whole package, everything, was new to me. Doing it for real is more than you could ever learn in a book. I'm definitely confident about the skills I practiced there." According to '262 pilots, a mission sometimes requires navigating difficult terrain at low levels and high speeds. At Barking Sands, low-level sorties were flown during terrain flights. Electronic warfare The squadron also practiced electronic warfare, in which the helicopters were "painted," or locked-on by radar simulators imitating radar stations. Once painted, the pilots employed evasive flying tactics. In response to EW lock-one, the pilots set off flares and "chaff' charges - tiny fiberglass filaments which fool enemy radar missiles or lock -one.

HMM-262 trains at remote Kauai facility TIGERS/from A-1 difference between life and death in a combat situation, accord- ing to Don Harke, EW specialist with the Naval Aviation Engi- neering Service Unit here.

The flares draw heat-seeking missiles away from the helicop- ter, and chaff confuses radar- guided missiles, said Harks. He added that chaff can also be used to musk an aircraft.

"What were doing with countermeasures such as flares and chaff is buying time for our pilots," said Harke, who is the known expert nn EW at Kaneohe Bay. "It's creating a situation where that missile will miss that helicopter."

Harke said the effectiveness of countermeasures depend on the type, but a lot is up to the pilots themselves. The pilot's skill always factors in on it,"

he said. "I'd say 60 percent falls on the pilot, and around 40 percent on the countermea- sures."

According to Capt. Ron Culp, whose squadron (HMM-165) performed extensive operations in the Persian Gulf War, not once did anyone in his squad- ron fire flares or chaff in response to a combat threat. Culp said he knows some Marine Cobras used flares and chaff during operations in and around Khafji, Saudi Arabia.

"I know of some Cobras that popped flares and chaff, and that's just normal combat reaction and standard operat- ing procedure," he said.

Door-gunning

Several '262 gunners also got

qualification time in on M2 .50- caliber machine guns mounted in the CH-46s, capping-off about 1,500 rounds during the week. The target was a small rock off Kauai, and is one of the few live-fire targets available for helicopter gunning practice in the area.

Cpl. Chris Coyle, aerial gunner instructor for the exercise, said the practice is important because the gunners need to learn and practice weapons operation, safety and marksmanship.

"The important thing they get out of live-firing is weapons operation," he said. "Safety is always important, but marks- manship is secondary because our guns are strictly defensive. In a combat situation, we use them to suppress the enemy, not to hit an individual at 1,000 yards."

Hair today, gone tomorrow

Bucking the usual tradition of pilots, some officers from Marine Medium Helicopter Squadron - 262 may soon be sporting high n' tight haircuts.

It seems these officers literally "put their heads on the line" when they took on some of their unit's enlisted members in a volleyball match during the recent Barking Sands exercise. Prior to the game, the two teams agreed that a buzz cut would be a befitting punish- ment for the losers. The enlisted Marines kept their tresses by beating the pilots 15-12, 15-13.

To date, only one officer has lived up to the bet, according to a reliable source. What about the rest, you ask? Stay tuned.

So goes the old saying, but four Marines from the Air Station's Training and Audiovisual Support Center are probably quite content with the seven words re- cently bestowed upon their pictures: Marine Corps Combat Correspondents Association Distinguished Performance Award.

The awards were earned in the national association's annual competition for Marine Corps artists, broad- casters and journalists. Active duty, reserve and retired Marines were eligible. Family violence: How to strike back By Patricia Sullivan Branch Medical Clinic

The recent murder and sui- cide tragedies involving military families have sent shock waves throughout the Hawaii military community. These two similar events occurred within the same week, and have prompted many questions about domestic vio- lence issues.

The following information, provided the National Woman Abuse Prevention Project, offers some insight into what in essence is a community prob- lem, and not just a personal problem for the families in- volved.

Domestic violence is the use of abusive and violent behavior among people who are married, living together or having an ongoing or prior intimate rela- tionship. It is also called spouse abuse, family violence, batter- ing, woman abuse and wife beating.

Domestic violence can include

Legal matters

pushing, punching, slapping, choking, stabbing, forcing sex- ual activity or using the threat of violence to control another's behavior. It can lead to serious injury or death.

Why do women stay in vio- lent relationships? Many do leave their abusers, but others endure the violence for a vari- ety of reasons:

An abused woman frequently faces the most physical danger when she attempts to leave. She may be threatened with violence or attacked if she tries to flee. She fears for her own safety, and for the safety of her children and of those who help her.

Some women will endure physical and emotional abuse to keep the family together for the children's sake. Very often, she will finally take them and leave only when the violence becomes directed at them.

Her husband or partner may not always be abusive and may

show remorse at his violent behavior, promising that he will change. A woman may be financially dependent on her husband. Statistically, a woman with children who leaves the home has a 50 percent chance that her standard of living will drop below the poverty level.

Women will be forced to endure physical abuse until people stop suggesting that abused women who stay deserve the violence and instead focus on the real issues. Most domestic violence is criminal. It occurs among all races, ages and religions. It happens to people on all educational and income levels.

An abusive incident is rarely an isolated occurrence. It usually recurs and escalates in severity over time. Researchers note that attacks by husbands on wives result in more injuries that require medical treatment than rape, auto accidents and

muggings combined. Society teaches men to con.

trol their relationships with women. Using violence or threatening to use it are ways that men achieve power and, control over their female part- ners. Unchallenged, men who abuse come to learn that vio- lence is an acceptable and effective way to resolve prob- lems.

Men who choose to be violent come from all classes, races,. religions, income and educe- tional levels. They are not necessarily violent in other relationships, such as at work or with friends. They often have a rigid, traditional view of sex roles and parenting.

The majority of men who choose to be violent are not mentally ill. Viewing them as sick wrongly excuses them from taking responsibility for their actions. Alcoholism or drug abuse do not cause wife abuse.

Law helps owners of lemon-mobiles' By Capt. J.E. Sandbothe MAGAS Leper Semmes Cellist

There is nothing quite like driving around in a brand new car. There is also nothing quite like the disappointment of seeing your new dream car turn into a nightmare of rattles, knocks, faulty electronics and constant visits to the repair shop.

Fortunately, many states, including Hawaii, have passed laws to protect buyers of new motor vehicles that turn out to be "lemons."

The Hawaii "lemon law" covers new ears and trucks intended for personal, family or household use. It does not apply to used cars, off-road vehicles and trucks that weigh over 10,000 pounds.

Is It a lemon? Generally, a car may be

presumed to be a lemon if all of the following apply:

The vehicle has a defect covered by the manufacturer's express warranty which "sub- stantially impairs the use, value or safety of the vehicle."

The problem was first re- ported to the manufacturer or its authorized dealer while the express warranty was still in effect (most express warranties are good for one year after the date of original delivery to the buyer or the first 12,000 miles of operation, whichever comes first).

The same defect has been subject to repair three times and has still not been corrected, or the vehicle has been out of service for repair of all defects for a cumulative total of 30 days.

The manufacturer was given a final opportunity to correct the .defect following written notification from the buyer

(preferably by registered mail). This law does not cover a

defect or condition resulting from an accident, abuse, neglect or alteration of a vehicle. A sub- stantial defect or condition is a problem that substantially impairs the use, value or safety of the vehicle.

There is no easy answer as to which types of problems will be considered substantial. Brake failures, steering difficulties, repeated engine breakdowns and safety hazards are just a few of the many possible defects which are typically covered. That strange whine in the engine that drives your wife crazy isn't going to get you a new car.

Using your warranty

The "express warranty period" is generally the period ending one year after the vehicle was purchased, or 12,000 miles. This

period may vary depending upon the warranty issued by the manufacturer of your vehicle.

If a problem is examined or repaired during the period, be sure you obtain and keep a copy of the work order which con- tains the dates the vehicle was. dropped off at the dealer and picked-up, the odometer reading and a description of the prob- lem.

This provides the beet proof as to when the problem was first reported. The lemon law only applies to the manufac- turer's express warranties and does not apply to extended warranties offered by the deal- ership.

If the problem still exists after the third repair attempt, you must notify the manufacturer of the need to repair the problem. You will find the address of the manufacturer's district office for

Camp Smith's drug awareness efforts lauded One of four recipients of Secretary of Defense's award

Public Afton. Office, Fleet Marine Force, Pacific

On July 9, Camp 11.M. Smith was one of four military commands to be named as a recipient of the Secretary of Defense's Mili- tary Service Community Drug Awareness Award.

This prestigious award rec- ognizes the beet community outreach demand reduction and drug awareness pro- grams from each of the military services.

In keeping with the tradi- tion of Marines going all out in any endeavor, Camp Smith's program features an emphasis on continuous drug awareness efforts throughout public schools in Hawaii. Military volunteers supple- ment existing drug awareness programs in schools with direct, one-op-one activities

with students.

The program involves school administrators and teachers and has been fully integrated with state and city governments and local community efforts. The command also works with private organizations such as Drug Free Hawaii Coalition and uses Marine Corps volunteers to execute the program. An added benefit of the program has been an increased number of requests for Marine involvement in other community activities.

Other award-winning instal- lations include: Fort Sill, Okla., for the Army; the San Diego Drug Screening Labo- ratory for the Navy, and the New Mexico National Guard for the Air Force.

ABUSE/from A-3 Intoxication may only inten- sify an already existing violent behavior.

These men characteristically deny the existence and severity of their violence. When con- fronted with their violent be- havior, they tend to blame their partner for provoking it.

Men who choose violence will continue to abuse *heir female partners until society condemns their behavior and ensures immediate and serious conse- quences for their actions.

All branches of the military have family advocacy programs, which respond to domestic violence. This program operates under instructions from the De- partment of Defense, and offers

If the manufacturer fails to correct any substantial defects within a reasonable time period following your written notifica- tion, he must either refund the full purchase price of the vehicle plus any reasonable expenses or provide an agreed-upon replace- ment vehicle. The amount will depend on the price of the vehicle and the miles driven before the first repair.

Keep words

To show that your vehicle meets the requirements of the lemon law, you should gather and organize all your records on the purchase, maintenance and repair history of the car. If your car had mileage on the odometer when you resolved it, be sure you have documentation of that.

It may be necessary to demonstrate that you properly maintained your vehicle. If you bad routine maintenance per- formed, save the receipts for the work and supplies. If your car was towed, have that infor- mation noted on the warranty work order. Also, keep a chronological log of when phone calls to the dealer were made, when letters were mailed, etc.

When warranty work is per- formed, the dealer is required to provide work orders which include information about the nature of the defect, the repairs performed, the parts and labor utilized and the test drives done. Be sure you obtain the work order and keep copies of it and any other documents you think may be related to the problem.

The kids from Mrs. Krueger's class at the Menehune Rainbow Pre- school's Summer Play Group have been learn- ing about transporta- tion lately. They wrapped-up their summer sessiqn July 17 with a field trip to Ma- rine Aircraft Group-24,

where they got a close- up view of some high- speed modes of trans- portation.

The youngsters in- spected a CH-46 Sea Knight helicopter from Marine Medium Heli- copter Squadron-262, and got to hang-out with some of the squad- ron's Flying Tigers.

Then they strolled over to look at a fast-mover: an F/A-18 Hornet jet from Marine Fighter At- tack Squadron-212.

The Lancers were kind enough to provide a ladder so the little ones could get a look at the high-tech cockpit of a jet that was recently used against Iraqi for- ces.

Chrlstln Nettles gets a hand as she de-planes a Flying Tigers CH- 46 helicopter.

SSgt. Kenneth Leveck of VMFA-212 explains some of the Inner workings of the cockpit of an F/A-18 Hornet during Menehune Preschool's visit to MAG-24. Ryan Storms and Thomas Wileman (foreground) took a special interest. Also shown are Ryan's mother, Cecilia Storms, teacher Patty Krueger and youngster Christin Nettles.

Maj. Bruce Hatlem, safety officer for HMM-262, leads Mrs. Krueger's class into a hangar during the field trip.

Story and photo by Cpl. Jason Erickson Moven Menne Ste Wrtt,

Let's just say the Marines didn't play their best this time around during the Hawaii Armed Services Athletic Council Golf tourna- ment last week.

Okay, let's talk reality. The Marines got clobbered in both the Senior and Open Divisions. This makes the second year in a row the Marines took last out of the four services.

The Navy, followed by the Air Force then Army, carded the winning combination in the Open Division, while the

Army scored best in the Seniors competition, leaving the Air Force in second, then the Navy and finally the Corps.

For a while there the Open Division Marines, lead by John McCray and Charlie Allen, were tight in the running during the four-day, 72-hole golf marathon. But day three brought an almost sure end to any hope for victory as the Marines plummeted to last and stayed there.

Although McCray, Allen and Mutt l'aul remained in the lead pack throughout the

championship (scoring 302, 309 and 312, respectively) the Marines' next best cards came from Karl Nugent and John Bascuk, who both shot 326. This was not enough to keep them in the running. Their five-man team total for the tournament, which was actually a tabulation of the best five scores at the end of each day added together for the four days, was 1561. The winning Navy had them beaten by 33 strokes; the Air Force by 30 strokes; and the Army barely edged them out by a stroke.

The Marines suffered a similar situation in the

Seniors Division. Only the top three cards were counted for each team, but this didn't help the Corps put together a winning combina- tion. Charlie Woodruff, who carded 318, and Joe LeClaire, with a :324, were close in the running, but the scores of their other three teammates (Glenn Boerigter, Al Man. chaca and Pete Devries) were just a couple more a day than they could afford. The winning Army had 31

strokes on the Corps, while the Air Force carded 24 fewer strokes, and the Navy only out-stroked the Marines by one.

extra-inning win in the bottom of the eighth over the Heart-

breakers, 8-7, was the final en- core in a perfect performance of

On top, Heartbreak pitcher Kathy Yule shows she can hit as
