Opal King cried as she sat in her living room watching Presi- dent George Bush announce this historic news from the Oval Office just after 10 p.m. Feb. 27 (EST). Seeing the tears, her 3 -year- old daughter, J.W., asked what was wrong. "The war's over, honey. These are good tears," Opal responded. "Does that mean Daddy's coming home safe?" More tears. "Yes, honey, that's what it means." Opal said her other child, 20- month -old Jeremy, watched along with them, but had little understanding of what was going on. He would be happy to see his dad, though, Opal said. GySgt. James King is with Marine Fighter Attack Squadron-212. "It was a tremendous feeling of relief," she said, adding that although there had been reason to think this was what the president would say, Opal didn't dare speculate. She wanted to hear it from him before she jumped to any conclusions. "When it's your husband whose life is on the line, you don't make assumptions." She was certainly not alone among Station families in her joy. Many spouses were relieved to hear the news, yet some say they won't let down their guard completely until their Marine or sailor is actually home. Barbara Brooks, wife of 2d Battalion, 3d Marine Regiment corpsman po3 Jonathon Brooks, said she's still in shock. "It's weird," Brooks said. "I watched the president's speech, but it didn't really affect me. It's like it hasn't sunk in yet. I guess it won't really be over till he's back in my arms." During the speech, Bush said "this is not a time of euphoria," but that it was a time to be proud of the troops, of the nations that stood with Amer- ica throughout the crisis, and in those "who's strength and resolve made victory quick, decisive and just." The president said he looked forward to when "we will open wide our arms to welcome back home to America our magnifi- cent fighting forces." No one is more anxious to see this happen than Air Station families of those troops. An announcement later in the week that several Marine units would be among top priority returnees, caused yet another sigh of relief for many families here. But this media-delivered news came after many families had already heard possible returning dates from their spouses during re- cent phone conversations. According to Public Affairs Officer Capt. L.M. Ryan, such dates are not necessarily firm, and shouldn't be taken by families as iron-clad, because much transportation coordina- tion has yet to be accomplished. Many spouses understand that the dates they've heard from their loved ones may not be "written in stone," but admit they have a hard time not hoping these turn out to be correct. Yet Brenda Porter is discount. ing "any and all" rumors or official news she hears about her husband's return until "he calla from the airport saying he's ready to be picked up." Sgt. Keith Porter, Marine Avia- tion Logistics Squadron-24, is the man whose call she awaits. As far as she's concerned, "the war isn't over yet, it's just one step closer now that the cease- fire is on." Porter said she was very re- lieved by President Bush's speech, but still worries that Iraqi leader Saddam Hussein has something up his sleeve. "It's just hard to believe the whole thing went so incredibly well," Porter said. "I'm still waiting for the bad news to rise out of all the good." King and Brooks were also very surprised. Defense Secretary Dick Cheney told CNN March 2, that the enemy's lack of any will to fight was a major factor in the rapid victory, but credited allied execution of the air war for bringing the Iraqi troops to that state. He said overall, at least two-thirds of all Iraqi forces had been rendered in-operable dur- ing the 43-day war. Allied Commander Gen. H. Norman Schwarzkopf gave a detailed explanation how that feat had' been accomplished during the 100-hour grousid phase of the war. He described the coalition strategy in terms of the famed "hail Mary" pass so often used in the final moments of football games. "...every single one of (the quarterback's) receivers goes way out to one flank and they all run down the field as fast as they possibly can into the end zone and he lobs the ball," which, Gen. Schwarzkopf said, is essentially what allied forces did. This maneuver was made possible and effective, said the general, because Hussein's ability to monitor the move- ments of coalition forces in Saudi Arabia, and even in south- western Iraq, had been destroyed during the air campaign. On a map, Schwarzkopf pointed out that allied forces had created a solid wall of mechanized destruction along a north-south axis extend- ing from the Iraq-Saudi border to as far north as the Euphrates River some 150 miles short of Baghdad. This virtually pinned in Iraqi forces and prevented their withdrawal as they were picked apart. Concurrent with this move- ment, allied naval forces contin- ued to create the impression they were preparing to unleash the 18,000-man strong Marine am- phibious force poised in ships off the Kuwaiti shore-line. This was intended to confuse the See CEASE/A-4 deployment of our forces to the Persian Gulf, Marines worldwide have been beckoning with unbridled enthusiasm to join the operation. We not only appre- ciated that enthusiasm, we shared it. However, we are by mandate a Corps with global re- sponsibilities. As such, Marines, sailors and civilian employees continued to serve with excep- tional dedication outside South- west Asia, ensuring that we truly remain a flexible military force that possesses a wide range of capabilities and aggregate usefulness. To each of you, know that you have done what must be done; and have done it well. As we pause to take note of our historic success during Op- eration Desert Storm, let us not forget those who endured the hardships of separation, uncer- tainties of war and the emo- tional cruelties of a madman- our families. We could not have done so well on the battlefield without their support at home. We thank them for their cour- age and support. Finally, let us never forget those who paid the ultimate sacrifice in the Persian Gulf. For with their untimely deaths, we lost a part of ourselves and our Corps. Our special thoughts and prayers are with their families and loved ones. We take comfort in knowing that they have joined that long list of illustrious soldiers of the sea who have paid the ultimate sac- rifice so that others could be free. When a detachment of about 160 Marine Corps reservists arrived on the Air Station last October, they were faced with the mountainous task of repair- ing and maintaining thousands of pieces of equipment left behind by the 1st Marine Expeditionary Brigade.

The reservists, who came from 18 states and 16 reserve centers were initially called Combat Service Support Detachment-40. They were augmented with active duty Marines already here.

"When we got here back in early ,,,ctober, there was a group of active duty Marines already in place," said Capt. Steve Schemmel, officer in charge of Maintenance Detachment, Bri- gade Service Support Detach- ment.

"That group was called the Remain Behind Equipment Maintenance Detachment," he added. "Our responsibility was to reinforce them in their up keep and maintenance efforts.

According to Schemmel, the two groups, CSSD-40 and RBE

were combined to form the new BSSD.

Since its conception, BSSD has been responsible for more than 5,000 pieces of equipment. That included communication, motor transport, ordnance and engi- neering equipment. Schemmel said the equipment ranged in sire from hand-held radios to 26,000-pound Logistic Vehicle Systems.

According to Schemmel, BSSD over saw a wide range of equipment that was in their care. He said the condition of the gear was everything from "Condition Code A" (combat- ready) to "extensive repairs needed."

He anticipated having 95 per- cent of the work load finished by the end of March, which is a month earlier than originally planned.

"I don't think we ever ex- pected to get a hundred percent done because we have to rely on supply support and availa- bility of some items," said Schemmel. "But I am confident we will be at 95 percent or better by the end of March." According to Schemmel, the unit's workload stands at

approximately 88 percent com- pleted.

Although the vast majority of the equipment repaired was slated for possible shipment to Saudi Arabia, Schemmel said the gear could have been sent to several locations.

"In fact, some of the material did go to Saudi Arabia and some were kept here to he redistributed to Marines when they return from Saudi Arabia," said Schemmel. He added that the gear was also available to iro to Okinawa, the Philippines or any other location where Marines were stationed. Schemmel attributed the overall success of BSSD's mission to the combined effort of reservists and permanent personnel.

Schemmel said morale is high among the reservists and that for the majority of them, the transition from inactive to active duty was a "fairly smooth" one. However, he added some are beginning to make plans on returning home.

"Throughout the war's rapid progression, up until its end, we've still operated as one cohe- sive unit," said Schemmel.

"But the topic of reservists returning to their home reserve units has come up," he added. "I'm sure there will be some form of deactivation plan for reservists here as MEll Marines return, but as of now, there's nothing concrete. It's just business as usual." By the time Marine Medium Helicopter squadron-364 returned from a six-month Unit Deploy- ment Program in Okinawa, Japan, the bulk of the Marines they support had deployed to the Middle East. But in light of that, HMM-364, the Air Station's only remaining tacti- cal squadron, is keeping busy and mission-ready as usual.

"Right now, we have a lot of new personnel checking in from flight command crew training and we're trying to get them up to deployment status, ' said Capt. Kevin Coyle, assistant opera- tions officer for HMM -364.

A method of training new pilots is conducting quarterly carrier qualifications, which involves various landing ap- proaches aboard vessels. But before pilots attempt landing procedures on actual ships, they must first be qualified on ground by field carrier practices.

"Pilots practice this technique by painting a helicopter land- ing site on the ground here at West Field," said Coyle.

During landing practices, pilots rehearse various landing patterns, voice communications and approaches. Once field carrier landing practices are complete, the pilots are then qualified to train on actual ships, according to Coyle. He said the difficulty of shipboard landings is based on wind conditions, roughness of the sea and cer- tain weather conditions during the day or night.

"If a pilot is doing shipboard landings at night with no illu- mination, essentially he has no horizontal references," said Coyle.

"Then it can become very challenging," he added. "That's why it's very important to get the day training completed first because the pattern is then ingrained in the pilot's mind so it becomes second nature."

One of the biggest training evolutions HMM-364 is prepar- ing for is an upcoming elec- tronic warfare training opera- tion at Pacific Missile Range Facility at Barking Sands, Kauai March 18-29.

While there, pilots and crew

will undergo extensive training in terrain flights, electronic war- fare, tactical missions, .50 cali- be: gun shoots, defense against simulated Surface-to-Air-Missile and night flying. According to Cant Michael Scott, operations officer for HMM-364, this type of training is unique because it's designed to increase profi- ciency of new and experience pilots.

"During the in-flight electronic warfare portion, the pilots will have to identify and perform evasive maneuvers against a series of radar emitters," said Scott. "Depending on what type of radar is being used, our pilots will have to identify certain search, acquisition and tracking modes. Basically, what we are trying to do is to increase the new pilots' combat readiness percentage."

According to Scott, pilots re- porting in from CH.46 school, have about a 60 percent CRP. He added that it's up to squad- rons in the fleet to upgrade their combat readiness.

For t he more experienced

pilots, instructors from the Marine Aviation and Tactics Squadron based in Yuma, Ariz., will conduct test to improve pilots' night-flying capabilities.

Scott said some pilots will have the opportunity to upgrade their night-flying abilities by undergoing lower light level training. Scott added that at Barking Sands, everyone from the pilot to the crew chief will have the opportunity for mis- sion-ready training.

"Being the only tactical Marine squadron left, not only on the Air Station, but on the island, we're still responsible for supporting everything we use to support," said LtCol. E.E. Cade, HMM-364 commanding officer. "With the exception of 3d Marines, we support all missions."

Cade said support entails the clean-up operations on Ka- ho'olawe, Fleet Marine Force and Army's parachute opera- tions and VIP missions.

a barracks room after attempt- ing suicide. She was taken to Trip ler Army Medical Center for cuts on both wrists. Military Police found that she and another Marine had been drink- ing alcoholic beverages for several hours prior, and that she was under the legal age to drink alcohol. The second Marine was arrested for Con- tributing to the Delinquency of a Minor.

A Marine was arrested for Driving Under the Influence after being stopped by Honolulu Police for lane-weaving on H-I, near Military Rd., Pearl City. He failed a field sobriety test and was taken to the Pearl City Police Station. He was advised of the Implied Consent Law and refused to be tested. The Marine

Two sailors were arrested by MPs for Breach of Peace and Drunk and Disorderly Conduct after fighting with another sailor at the barracks. MPs smelled alcohol in the breath of all three.

Other Incidents A mother was advised about

the Station's child super- vision regulations after an anonymous caller reported that she had left her two children alone in her quarters. She was also issued a warning letter, with a copy forwarded to her sponsor's command. Eight teenage dependents

were detained by the Military Pence Criminal Investigation Division for owning and shoot- ing various BB/pellet weapons in the base housing area. Five of the teens were also found to

be responsible for sixteen recent BB/pellet gun incidents, which caused damage to cars and housing. Four weapons were seized. Station regulations prohibits the possession and shooting of all weapons, except in designated areas and under adult supervision.

A dependent spouse's two children were released to a state agency, and she was issued a bar and eviction letter for leaving them unsupervised. The Military Police was notified of the incident by the mother of the children's babysitter, who reported that the woman had not returned home at the agreed upon time. MPs were unable to contact the mother for eight hours. A copy of the letter has been forwarded to her sponsor's command. She has had two similar prior incidents.

From its conception in Febru- ary 1941, the United Service Organizations has played an integral part in enhancing the lives it comes in contact with.

It was apparent then, when Bob Hope and other celebrities entertained GIs in far- away hostile lands, and today, when military families arrive at new duty stations at home and abroad.

Nowadays, with more than half of today's military person- nel married, the USO has put mere emphasis on family serv- ices and programs for transient personnel.

"Our emphasis has changed since the days of previous ware," said Bobbie O'Connor, execu- tive director for USO "Although the USO still caters to the single serviceman or woman, there has been a big swing to include the families."

A combined number of 66,000 military personnel and families travel through the three USO programs in Hawaii annually. The three USOs lire located at the International Airport, Hickam Air Force Base and in Waikiki.

Both Hickam and the airport USOs are open 24 hours a day, but only the airport center has sleeping quarters for four people or two families.

According to O'Connor, the majority of personnel traveling through the USOs now are reservists who have been reac- tivated for Operation Desert Storm and retirees.

O'Connor, who has been with USO Hawaii for only a short time, said she realized she had come into the organization during a tough time.

"I was on hoard just nine

days before the war started," said O'Connor. "I was brought in at the right time. I am a military wife and have a daughter who is on active duty in the Persian Gulf. The military has been so good to us, she added. "This is one way of returning something back to it."

O'Connor and her combined staff of more than 150 volun- teers assist military personnel and their families who transit Hawaii by helping them cope with travel-related problems. USO support comes when families need help contacting their military services and when accommodations are needed for travelers awaiting flights or other transportation.

O'Connor said most of the people arriving in the airport and Hickam USOs have usually been flying many hours and are very tired. Making their stay as comfortable as possible relies on the staff and volunteers of the USO. While at the USO centers, patrons can read books, watch television, video tapes, play billiards and write letters.

Volunteers range in age from 18-year-old high school students to grandmothers and grandfa- thers. O'Connor said the vol- unteers here go through an internal on-the-job training program geared specifically for the transient personnel.

According to O'Connor, a lot of the USO Hawaii volunteers are veterans and "snowbirds."

"We call them snowbirds be- cause they are retirees who make regular trips to Hawaii for three or four months during the mainland's winter season," said O'Connor. "Because they have been helped so many times through the USO Centers, they join on as volunteers."

"The USO's motto is 'home

away from home' " said O'Con- nor. "We like to think we can offer that type of comfort for the traveler here," she said. "We're sort of the military's ambassadors club."

The USO Waikiki Center at Fort DeRussey is one of the newly erected centers here. Some say it adds nostalgia to USO Hawaii.

Standing in sharp contrast to the modern building is a

weather-beaten Malluhia Ball- room. According to O'Connor, it once housed hundreds of servicemen more than a half a century ago during the war efforts of World War II and Vietnam.

"The USO Waikiki Center is a wonderful facility," said O'Connor. In fact, when I first walked in, I felt like I was in Chapter 42 of the "Winds of War"."

According to O'Connor, the Waikiki Center will be used for support groups whose families are deployed to Operation Desert Storm.

A future plan for the USO Waikiki Center is a "Friday Night at the Movies" program. O'Connor said the program will be geared toward servicemen and women on off-payday weekends.

"We will offer free popcorn, punch and current movies instead of the regular scene in Waikiki," said O'Connor. "This will add a sort of home, atmosphere with our big-acre, r television and lounge chairs

The mission of the USO is to improve the quality of life for the military man, woman and family," said O'Connor. "The USO is a channel through which the civilian community can help the military. Our USOs in Hawaii are doing just that."

If you were on Temporary Additional Duty during 1990 and your per diem rates and reim- bursements did not cover all your expenses, you may be able to deduct some of those expenses on your Federal Income Tax.

Temporary duty allowances for military travel and transpor- tation are not reported as income on your Form W-2. Excess reimbursements (those not re- turned to the employer) for employee business expenses must be included as income on line 7 of Form 1040.

Unreimbursed travel expenses can only be taken as an item- ized deduction on Schedule A (Form 1040), and are subject to the 2% of adjusted gross income limit. To claim unreimbursed or unaccounted for travel ex- penses, you must complete Form 2106, Employee Business Expenses; it is then attached to your Form 1090.

You must report all TAD trip expenses incurred during the year and include all TAD allowances received as reim- bursements on Form 2106. Remember, you must keep records and supporting evidence

to prove your expenses. The records must be permanent, accurate and complete.

Adequate records include docu- ments such as receipts and checks, account books, diaries, trip sheets or similar items. To be considered adequate, the records should show the busi- ness purpose, time, place and amount of the expense.

If an automobile is involved, the records must also include the total miles driven in the tax year and the total business miles driven.

To be deductible, travel ex- penses must qualify as "ordi- nary and necessary" expenses incurred while traveling "away from home." Deductible travel expenses include: air, rail and bus transportation, operating and maintaining your car, taxi fares or other costs of transpor- tation between the airport or section and your hotel, trans- portation from the place where you eat and sleep to your temporary work assignment, meals and lodging, cleaning and laundry expenses, telephone and telegraph expenses, tips that are incidental to any of these ,e,rxtennasryesaAnndeeeoststeryr

related to travel. Remember, you can only

deduct expenses that are not re- imbursed. You cannot deduct expenses that are for personal or vacation purposes or the extent that they are lavish or extravagant. Travel expenses do NOT include expenses for entertainment or for transporta- tion while not traveling away from home (i.e., transportation to and from work).

As previously mentioned, to be deductible, travel expenses qualify as "ordinary and neces- sary" expenses incurred while

traveling "away from Mune." The terms "ordinary and neces- sary" and "away from home" have special meanings.

"Ordinary" expenses are ex- penses incurred which are customary or usual in the employee's field of business. "Necessary" expenses are those expenses which are appropriate and helpful in the progress of employee's job or business.

"Away from home" means that your duties require you to be away from the general area of your "tax home" substan- tially longer than an ordinary

day's work and that during your time away, you need to get sleep or rest to meet the demands of your work. Members of the armed forces are away from home if they are away from their permanent duty stations long enough to require signifi- cant rest or sleep in order to be able to complete their duties.

Generally, your "tax home" is your main place of business or post of duty, regardless of where you maintain your family home. For the military, the "tax home" is the permanent duty station.

Keep these definitions in mind when claiming unreimbursed travel expenses.

The cost of meals can be an employee expense. This includes meals while on travel. The

deduction for meals is limited to 80% of the actual expenses. The deduction can he taken only on Schedule A, line 20.

The 80% limitation is applied before the 2% limit for adjusted gross income. If you are reim- bursed under a plan where the reimbursement for the meals is excludable from gross income, no deduction will be allowed. For information on using the "standard meal allowance" instead of actual expenses, see Publication 463.

While umbrellas, raincoats and plastic bags shielded them from the rain, a packed schedule of events helped take their minds off the war.

Little ponies, giant Clydes- dales and aggressive police dogs joined efforts with funny looking clowns. Aloha Temple Shriners and a host of entertainers to bring the crowd its most action packed Community Day yet.

The Kaneohe Off', Wives' Club will present r.s., $500 scholarships to children, and two $250 scholarships to spouses of active duty, retired or deceased servicemembers whose present or final duty station is or was an Air Station unit or activity.

Applicants may be at any point within their college career at an accredited school. Judging will be based on scholastic ability, school and community activi- ties, hobbies, citizenship, SAT/ ACT scores, letters of recom- mendation and a 250-word essay. Applications are available at the Air Station clubs and through local high school guidance counselors. The deadline is April 10.
