They made their annual whistle stop here Sept. 29 to address sergeants, staff NCOs and officers. The intent of the Road- show is to give Marines on the "front lines" an idea of what possibilities, regarding their future,are being worked on in Washington. The Man- power specialists say the face- to-face meetings are ideal times to hear about new problems and answer ques- tions. Almost all of the Manpower analysts' efforts have some- thing to do with either promotions and/or with re- tention. Both of these factors, along with budget constraints, affect the Corps' force structure. The Sept. 29 briefings at the Station Theater were the latest update on Manpower's efforts. For the enlisted Marines, the focus of the briefing was on speeding up promotions. After a grinding halt in promotions for many, the promotion system has slug- gishly rebounded since the Commandant ordered the Corps' enlisted promotions system re-worked in 1987. It has been achieved partly by concentrating on the specific job fields within each MOS. But some "clustering" of MOSs is now going on in an effort to stabilize promotions. The "career force"(sergeants through E-9s) must be controlled to ensure that promotions don't clog up, according to the analysts. The key to doing this, they BGen. J. M. Navy Plane A Soviet guided missile destroyer operating in interna- tional waters south of Crete, fired her aft 130mm guns as a U.S. Navy P-3 Orion flew by in late September. The P-3 was conducting routine surveillance of a Soviet warship group and had passed along the starboard side of the destroyer when the ship fired ahead of the aircraft. The gun firing was immediately protested using Navy-to- Navy communications channels established in the 1972 U.S. -Soviet Incidents at Sea Agreement. The Soviets quickly expressed regret for the incident, indicating they were conducting a naval gunfire exercise and did not intend to endanger the U. S. aircrew. The Navy considers the incident unsatisfactorily resolved. Congress Stalls Defense Budget Congress has failed to meet the fiscal year deadline of Sept. 30 to approve the DoD Appropriations Bill for FY 90 and now faces possible implementation of sequestration under the Gramm-Rudman-Hollings Deficit Reduction Act. In the interim, President Bush has signed a continuing resolution authority which effectively extends government operating funds to Oct. 25. Normal pay and allowances, including veterans housing allowances, selective reenlist- ment bonuses, promotions, permanent change of station moves, and all special pays (except aviation continuation pay and medical officer retention bonuses) will be fully funded at FY 89 levels until the new budget becomes law. If Congress fails to enact legislation by Sunday, which will reduce the FY 90 deficit to $110 billion or less, then automatic cuts would be made across the board under Gramm-Rudman. The impact of these cuts on Navy programs will depend on final calculations of the deficit and presidential recommendations, with subsequent con- gressional approval, concerning any alternative distribu- tion of sequestered amounts. None of the above will affect authorized military pay. New Warrant Officers Picked Thirteen 1st MEB Marines were selected for appointment to Warrant Officer during the FY 90 Enlisted to Warrant Officer (active duty) Selection Board. More than 100 Marines from 1st MEB and MCAS applied for the program. The 13 1st MEB Marines are: Sgts Clay A. Brown, MWSS-174; Kenneth L. Larose, Headquarters Co., 1st MEB; SSgts Jorge E. Leaded Gas Filtered Out Effective Friday, regular (leaded) gasoline will no longer be sold at the Air Station gas station, in keeping with the Environmental Protection Agency's phase-down pro- gram of leaded gasoline. To take the place of the leaded gas, a new grade of fuel called "Unleaded Plus" will be added to the pumps. It will have an octane rating of 89. The station will continue selling regular unleaded and premium unleaded. Gas Prices per 9/10-gallon will be: Unleaded 87 octane $1.30 Unleaded Plus 89 octane $1.35 Premium Unleaded $1.47 Bad Checks Reduce Pay Checks The activities of the Morale, Welfare and Recreation Department (MWR) extend credit and provide for personal check cashing as a service to their patrons. When payments on debts go unpaid, or checks are returned by the bank without payment (i.e., dishonored), the MWR Department experiences a loss of revenue and increased operating expenses. This results in higher prices and less funds to contribute to welfare and recreation programs. To assist MWR in their collection efforts, any delinquent check will be brought to the attention of the individual's commanding officer and can now be deducted from a Marine's pay if the debt is not paid within a reasonable time. This authority is provided for by Marine Corps Order 7220.49A dated June 21, 1989. The order is effective immediately and applies to the collection of any debt owed by active, reserve or retired Marines (including Fleet Marine Corps Reservists). It is also important to note that criminal prosecution under the Uniform Code of Military Justice or in a Federal Court, is possible even if the debt is paid-off voluntarily or collected from military pay. Portable Headphone Ban The Commanding Officer of MCAS Kaneohe Bay has updated and clarified the policies concerning the use of headphones on portable radios/tape players. Air Station Order 5101.1A states that no person aboard MCAS Kaneohe Bay (active-duty, retired, civilian, visitor or dependent) will wear radio/tape players with portable headphones, earphones, or other listening devices while on duty, while operating government or privately owned vehicles, jogging, walking bicycling, skating or skateboar- ding. It also covers the use of these devices for people on active-duty, while doing the same things off-base. say, is to "focus on the individual MOS and to pro- vide straightforward choices early in a Marine's career." But progress has been, and will continue to be, slow. "The Marine Corps is like a great big Buick," said BGen. J.M. Myatt, director of HQMC's Manpower Plans and Policy Division. It's the worst record of all the military services, he said. These overages and sho'rtages are what compromise the "pyramid" structure of each field which allow for normal promotions. "We're re-building those pyramids," said Gen. Myatt. "Many of them are inverted, or hour-glass shaped now." The way the Manpower branch sees it, all this will mean hard-working Marines in all occupational specialties in the Corps can someday expect to be promoted on a schedule something like this: Sergeant-4.5 years in service Staff sergeant-8 years in service Gunnery sergeant-12 years in service E-8...17 years in service E-9...22 years in service One of the possible ways to flip the pyramids over is to limit the number of first-term re-enlistments (due to restric- tions on re-enlistments, Powell recommends that Marines start their re-enlist- ment procedures a year early). Another way is to be vigilant in identifying sub-standard performers, which can make room for the more qualified to get promoted. Finally, Powell said, the outlook on lateral moves and duty station incentives is improving. In FY 88, 700 lateral moves were authorized. In FY 89 there were 2,000, and in FY 90, 3,700 are fore- casted, according to analysts. Reginald M. Cole The Marines at Station, Operations and Maintenance Squadron (SOMS), have been transporting Marines and cargo, and flying countless training missions in their 17- years of existence. During those years of flight, the Kaneohe-based squadron has completed 30,000 flight-hours without any accidents. "This Class 'A' mishap-free mile- stone, reached in June, was accomplished by each and every Marine from SOMS- from the commanding officer right down to the crew chiefs; all pulling together to accom- plish the mission," said LtCol. Joseph Bellegarde, the squadron's commanding offi- cer. "This achievement was attained only through the superior performance of those who filled the ranks of the squadron -particularly those of the maintenance depart- ment," said LtGen. E. J. The ALMAR states all staff NCOs will complete the fol- lowing: All non-resident course requirements, profes- sional reading requirements, and depending upon seat availability, all resident courses. POHAKULOA TRAINING AREA, Hawaii - The can- noneers of 1st Bn., 12th Marines recently completed a week-long training evolution here, with the Army's 25th Infantry Division Artillery (25th ID). .The joint-service training came after the two unit's commanding officers got together and decided that it would be beneficial for both outfits to train together. The 25th ID's artillery unit is the size of a Marine Corps regi- ment.

"We've begun to foster a relationship with the 25th ID's arty, because we, unlike any other artillery battalion in the Marine Corps, don't have a higher artillery head- quarters," said Maj. Mike Adams, 1/12's executive dfficer. First Bn., 12th Marines falls under the command of the 3rd Marine Regiment. -Five of 1/12's M198,

fire missions in support of the four Army battalions. Mass artillery missions were called in, where all five battalions fired on one tar- get.

While on the "Big Island," 1/12 also received Nuclear, Biological and Chemical (NBC) warfare training. The artillerymen simulated being in a chemical environment, and went into Mission Ori- ented Protective Posture (MOPP) level four. Level four is where Marines put on their MOPP gear and gas mask. They were then given the word to Close Station March Order (CSMO).

When the order to CSMO came down, the battery had two minutes to displace the area, taking all their gear with them. In route to the next firing position, the battery went through a per- sonnel and equipment decon- tamination station conducted by an Army unit specializing in NBC.

The first training the two artillery units participated in was the section competition they conducted at Schofield Barracks in April. In this event, the two units competed against each other to see which section was the most proficient. A joint Marine and Army section was also created to see how the they would operate together.

"We (1/12) tend to get isolated from the rest of artillery. So this is a chance for us to emerge into the

community of artillery," said Adams. Marine Corps and Army artillerymen, and their officers, attend the same school. But according to Adams, "... we drift apart in the procedures that we use." The training that 1/12 is undergoing with the Army is designed to bring the two services on-line with each other.

Another program that the artillerymen have, to allow their units to bridge any gap that may exist: is an ex- change program established by the Commandant of the Marine Corps. Under this exchange, Marine Corps Maj. Dole Price works as the training officer for the Army's 2nd Bn., 11th Field Artillery at Schofield Barracks, and

Army Maj. Andy Bowers works as the training officer for 1/12 here.

"We have that conduit to communicate, and the two training officers have helped to interpret the differences in the two services," said Adams.

The Marines and soldiers are planning more training

exercises in the future. "Bottom line is, if we go to war, we may not go alone," said Adams. "We may be fighting with Army artillery units, so at least now we have had a chance to talk, and we know how each other thinks. This that help said

ITT Marines earn MUC Story by Sgt. W.M. Alexander

The Secretary of the Navy awarded the Meritorious Unit Commendation to Marines of 1st MEB', 1st Interrogator- Translator Team (1st ITT) fcr their participation in military operations from March 1, 1986 to May 15, 1988.

Brigadier Gen. R.L. Phil- lips, CG 1st MEB, presented the award to a remnant of the 15-member team in cere- monies held at the MEB'sG-2 Section last week. Most of

the team has since trans- ferred.

During the period men- tioned in the award, 1st ITT provided interrogation and linguistic support to combat operations in Asia, El Salva- dor's armed forces and numerous joint and combined exercises in the Republic of Korea and the Kingdom of Thailand.

The MUC also highlighted 1st ITT', interrogation and language program. That program was enhanced when the team sent its interroga- tors to the People's Republic

of China and the Republic of the Philippines for extensive in-country language training.

They also organized joint interrogation exercises with the Army which created area specialist training with Intel- ligence Center Pacific, and established critical language tutoring programs.

"It's not often you see such a small group of Marines re- ceive the Meritorious Unit Commendation," said BGen. Phillips. "But when you do see it, you know that they're doing an outstanding job."

That's how Undersecretary of Defense for Policy Paul D. Wolfowitz summed up his recent remarks on the Stra- tegic Defense Initiative before the Senate Armed Services Committee.

The undersecretary said that even though the deci- sion to initiate the Strategic Defense Initiative program was based on a "sober, realistic assessment" of the threat faced by the country, President George Bush upon entering office called for a comprehensive review of the entire national security strat- egy and objectives, including SDI.

Wolfowitz said the review, with respect to the SDI program, determined that the goals of SDI remain sound. "In pursuing SDI we do not seek superiority, but to maintain the strategic bal- ance and place deterrence on

DoD will continue to ag- gressively pursue options for layered defenses composed of both space- and ground-based elements.

DoD will place emphasis on program flexibility and con- tinue toward deployment of a system that will meet the re- quirements of a Phase I

Strategic Defense System as defined by the Joint Chiefs of Staff.

The SDI program will be conducted in full compliance with all U.S. international obligations, including the Anti-ballistic Missile Treaty.

In view of fiscal con- straints, DoD has reduced its SDI budget request for fiscal 1990 and later years.

Wolfowitz then discussed with the committee what Bush's decisions on SDI say about the scope and purpose of the program.

"First," said Wolfowitz,. "the president's decision takes into account SDI's long-term goal of developing, if feasible, defences against

ballistic missiles which would be so effective as to permit: a major shift in our strategy- from emphasizing the threat of retaliation to emphasizing direct denial of Soviet war aims and providing a trtat damage-limiting capability for the United States should; deterrence fail." ,,1

He also noted that the president's decision recor. nizes that the national debate over the SDI program har tended to focus on the long.- term prospect of a fundament tal shift in defense domt nance.

"In point of fact," said Wolfowitz, "the deploymeqt of active defenses need nqt, be viewed as a radical depari. ture from current U.S detez-, rence strategy."

The decision to pursue options for layered defenseii indicates that such defense,. would greatly contribute to deterrence and defense that could be afforded by purely ground-based defenses, hq said.

buy and how many Marines will be paid for, Gen. Myatt said. And since these ques-

t tions affect the force struc- ture, they affect promotions.

The analysts expect man- power problems to get worse before they get better. According to Gen. Myatt, Congress allocated funds for a 197,200-Marine force this year. On the surface, that number would seem to be adequate to fill the Corps' 187,000 billets.

"By design, you aren't going to have a Marine in every billet," Gen. Myatt said. "We'd like to put a Marine in every billet." In order to do so, he said, the Corps would need a force of 218,000. The variable that toils Manpower analysts is the 28,000 or so "overhead," or "trainees, transients, patients and pris-

oners." "We can get by with 90 percent - we've done it before."

General Myatt said there are several uncertainties in the future of the Marine Corps' inventory and organ- izational structure, and Manpower is having trouble deciding where Marines should be sent.

These uncertainties include the future of the MV-22 Osprey, the re-structuring of some artillery and combat service support organizations, the beefing-up of infantry re- quirements in ground combat elements, and further changes in the aircraft in- ventory. "Next year, the `overhead' is going to go up, because we'll have Marine Battle Skills Training for the entire year," Gen. Myatt added. "You're going to have even fewer Marines to put in those billets."

He added that, of the manpower overhead, the easiest to fix should be "non- EAS attrition" - that is, Marines leaving the service before their enlistments are completed. Gen. Myatt pointed out that the Corps

this year will discharge 17,000 Marines before the completion of their contracts. "Congress is starting to ask about that," he said. "We've simply got to get a handle on non-EAS attrition."

Along with ensuring that fewer Marines with treatable injuries or ailments are given medical discharges, Head-

quarters plans to increase incentive pay for helicopter crew chiefs and fixed- and rotary-wing aircraft pilots.

General Myatt also said changes to the Corps' tables of organization Ms will decrease. Since Jan. 1, he said, more than 200,000 changes have been made to them.

a reading of .13 percent blood alcohol content. A Kaneohe Marine was

arrested for DWI after HPD observed him lane weaving ils Kaneohe. The Marine was advised of the Implied Con- sent law, but refused to submit to any chemical tests.

An officer-in-charge re- qflested that an Intoxilyzer Test be administered to a Marine in his section to determine his fitness for duty. The test resulted in a .17 percent blood alcohol con- tent.

An HPD officer stopped a Marine for lane weaving in Kaneohe and detected alco- hol on the Marine's breath. The Marine elected to submit to an Intoxilyzer Test, which resulted in a reading of .20 percent blood alcohol con- tent.

Other Incidents A Marine and his wife were

involved in an argument at their on-base quarters when he struck her in the neck. It was learned that the Marine had a hand-gun in the quarters, that was not regis- tered on the Air Station. The Marine was apprehended for a breach of peace and being in possession of an unregis- tered handgun.

The MPs observed a Ma- rine attempting to enter the Air Station through the H-3 Gate in a motor vehicle. A records check revealed that the Marine's driving privi- leges aboard the Air Station had been suspended. The Marine was apprehended for driving on suspension.

Someone hard, strong, rigid and unyielding. This may be the image that comes to mind when thinking of the many athletes who will come to- gether to compete in the 1989 Bud Light Ironman Triath- lon.

It's just the description applied to any triathlete who would compete in what has been described by past competitors as one of the most physically and psycho- logically grueling athletic competitions in the world today. It could also describe two of the Corps' representa- tives in this international event - John Forquer and Bill Tourek.

land of Hawaii Saturday for the 2.4-mile swim, 112-mile bike ride and 26.2-mile run. They will compete for the coveted title "Ironman."

This event has drawn competitors from more than 50 countries, according to Forquer, and this year it's his personal goal to finish as the number one military competitor.

Forquer's road to this event has spanned for more than four years of hard work, cross-training and sacrifice. He maintains a good diet in order to keep up the hours of almost endless training. That kind of tenacity directly resulted in his selection to represent the Marine Corps in this event.

In contrast, Tourek is at different levels of competition as an Ironman. His aspirta- tion is not to be the number one military finisher, but to finish the race and establish his own personal record.

He, like Forquer, has many competitions to his credit, the most recent of these being the 1989 Kiwi Lager Iron- man, an Ironman qualifier held in New Zealand. It was this international Ironman competition that earned Tourek his place on the Marine team.

Similarly, the two logged long hours and great dis- tances in biking, swimming and running to prepare for this event. But, Tourek's training formula is less in- tense than that of his team- mate. His training is "smarter, not harder" to meet the demands of this event is something he and Forquer agree upon and have dis- cussed at length. However, each of the Marines have a different attitude on how intense the approach to train- ing should be.

the Bud Light Ironman," he said. His completed time for the New Zealand event was 11 hours, 20 minutes.

However, with the success of the Kiwi Lager under his belt, the 42-year-old Marine hopes that, after experienc- ing a forced layoff of several months, three to four months of training prior to the Kona race will be sufficient to allow him to achieve his goal.

On the weekend he may spend anywhere from five to six hours a day biking 85 to 100-plus miles. He oftens expands the day by swim- ming at Ala Moana Beach Park during the pre-dawn hours and taking in a run, but explains it isn't a sched- uled, everyday occurance.

"Training for three events in one day is difficult. My training formula is to train consistently, smart and hard, and not to continuously push my body to its limit," ex- plained the Madison, a New Jersey native.

"My number one concern in this race is to beat the elements," Tourek said. "Surviving the predictably extreme heat and adverse wind conditions and deter- mining how far I can press myself, both mentally and physically, are my personal goals. The race itself, and completing it, is an evolution of how much effort you've dedicated to preparing for it."

To compete in the super- bowl of races, triathletes must qualify high in their respec- tive categories at one of the national or four international qualifying competitions. For those who are not fortunate enough to be a top finisher, a lottery is available.

One hundred names are randomly selected from thou- sands of hopefuls to partici- pate in the event. Others are chosen through a race his- tory submission.

Such was the 'case for Forquer, who earned a place on the Marine Corps team by submitting a list of 56 races in which he's competed.

"I never started out to be a triathlete," said the 32-year- old Forquer. "This all began as a challenge to my troops to top my score on the Marine Corps physical fitness test. Once I had initiated the chal- lenge, it became a matter of staying ahead of the pack."

After establishing himself as a perfect score achiever on the test, the Washington native sought other means of maintaining his fitness standards and physical chal- lenges.

"While stationed in Oki- nawa, I began cycling," he said. "I have always favored cycling and, as time passed, I became faster and better at it. From there, I got into biathlons and marathons,"

The peewee flag football team, the Raiders, headed by cbach Tom Williams, lost in their bid against the Aliama- nu Military Reservation (AMR) 22-14, at Pop Warner Field Sept. 30.

The Raiders witnessed the lightning speed of AMR's quarterback, Sameer Bilal, when the pint-sized "QB" bolted up the middle for a quaterback sneak on the first drive. AMR added fuel to the fire by running an end-around for a two-point conversion. AMR was on the scoreboard early boasting a 8-0 lead in the first quarter.

Not wanting to be upstaged, the Raiders proved that what's good for the goose is good for the Raiders by dupli- cating the touchdown -two plays later. The score was deadlocked 8-8.

Throughout the game, the two teams battled back and forth, but late in the third quarter, AMR started to pull away, using their running game to their advantage. It seemed as though the Raiders spent most of their defensive efforts chasing Bilal.

When the game finally came to an end, AMR had racked-up 14 more points, and

the Raiders had managed to get only six, leaving the final score, 22-14.

"Our boys played a heck of a good ball game," said Tom Williams. "The season has

just started." Both Williams and the

headcoach from AMR, Gary Larson, added that the main purpose of the peewee league is to give the kids something

to do after school. "A lot of the kids' fathers

are deployed so this is good for them in many ways," said Williams. "It teaches them discipline."

Half Marathon

Marathon annual EOD will be held

at 6:30 a.m., on Nov. 22 at Naval Air Station Barbers Point.

The 13.1-mile course is flat, paved and there is minimal traffic, with aid stations every two to three miles. The dead- line to enter is Sunday and there is a $15 entry fee, which includes a T-shirt. Entry forms are avialable at the Main Gym on the Air Sta- tion.

It wasn't until he watched a triathlon that he became interested in it.

"In the beginning, mara- thons and biathlons had offered the challenges I was seeking, but it wasn't until I watched a friend compete in a triathlon that I realized I

wanted to be a part of more health-conscious, total-fitness group of people," he recalled.

Since then, Forquer has competed in 56 triathlons, marathons, biathlons, open- water swim competitions, and bike races in the last four years. In less than three years, he has racked up more than 24,000 miles cycling, 3,700 miles running and 600 miles swimming.

What spurs him on? Iron- man. According to Forquer,

"It's considered one of the hardest and longest of the surf and turf events, the real challenge is its psyshological demands," said Forquer.

"Many competitors in a triathlon are endurance runners, swimmers, or cyclists at their physical peak look- ing for greater challenges. But, to compete in the Iron- man means to face your ap- prehensions," he explains. "It's a race you're scared of.

You must respect it, under- stand the toll it takes on you both physically and mentally, and know that the cost of ill- preparation or poor pacing during the race can be dev- astating and dangerous."

Covering the Ironman distance means pushing yourself on a fine line be- tween success and failure. "There is little margin for error," he said. "You have to be good at all three events and race smart; that is the challenge."

Men Against Fire Marine Corps Gazette

Samuel L.A. Marshall, Brigadier General, Army of the United States, was an expert in his field. For over 50 years-through World War I, World War II, Korea, :Vietnam, and numerous lesser :conflicts in between-he spe- cialized in war at the cutting edge. Fighting, observing, interviewing, analyzing, and -writing about battle were his locus and fate. He was simply in a class by himself when it came to understand- ing small unit combat and the battlefield.

Men against fire is Marshall's most notable book. It outlines in clear, simple language most of his key insights about man on the battlefield. It is as valu- able today as it was in 1947.

Marshall understood the

impact of fear, fatigue, noise, shock, and horror on man. He believed that units must be alerted to these stresses and conditioned to cope with them. He was convinced that individual and small unit combat actions would be suc- cessful only when these factors were properly consid- ered.

In Marshall's view,firepower and person-to-person commu- nications were the key; all discipline, training methods, and personnel policies should be regulated to best meet these needs. He emphasized battlefield conditions-the loneliness, the lack of tar- gets, the uncertainty, and what happens when enemy fire forces men to the ground. He discussed man's natural reluctance to take action and
