Building Inspector Ralph W. Coleman issued ngw construction permits to tal l ing $426,200 during the month. The es t imated value of additions and al terat ions was $54,570. Thus, total permits were valued at $480,770.

Clegg Receives H igh A w ard A t A th le t ic Event
The Punchard Varsi ty club award for the outstanding contribution this year went to Ernest Clegg, during an aw ards assem bly at the high school las t Monday.
Clegg also won the c lu b ’s plaque for football and received three le t te rs for football, ba ske t ball and track.
Winner of the Varsi ty club plaque for track was Allan Wad- man. He also won a second plaque for football, making two winners in that sport.

In some c a s e s these threatening s i tu a t io n s ex is t where there is a public sew age sy s te m available!
C a n ’t we help some people to understand why it i s so important to impell those who have dangerous condit ions to tie in immed ia te ly , before the hot summer months; the fly and insec t se ason , i s upon us?
I am cer ta in that a few well- aimed a r t ic le s , by some exper ts , exp la in ing what can happen when sew age i s a l low ed to s tand , without covering, would send most folks into immediate action, ei ther concerning their own unhealthy s i tu a t io n s , or concerning those of their neighbors! What about polio, dysentary , typhoid, paratyphoid, cholera, and other filth d i s e a s e s & a s well a s the high incidence of flu and grippe that th is a rea repeatedly suffers?
Cons idera t ion for o n e ’s ne ighbors c e a s e s to be any kind of cons idera tion if it i s at the expense of the health of the rest of our community.
We wouldn’t le t our children play in a sew er and yet, how much better are some of the a reas of our town where they do play? I mean, spec i f ica l ly , C la rks brook in llal- lardvale . What is the difference betw een that and an open c e s s pool during the time of year when it i s s tagnan t! T hink of the ins e c t s that breed in that place alone and you should see the numbers of children who play in and around the brook with, or without, their pa ren t’s approval! I a lso mean a reas where private c e s s
p oo ls are inadequa te ly covered s o that p e t s and other an im als can fall in them and be drowned! I a l s o mean the a re a s where open la t r in e s are s t i l l in use!
L e t ’s not hush-hush th e s e th ings any longer! A lot of l e t t e r s written to our board of public health might do a great deal to speed up ac t ion that se em s so s low in s ta r t ing .
Then , too all folks should remember that there are no sa fe p la c e s within an area in which the wind can blow and the f l ie s and m osqu i toes can travel . The ins e c t s are not part ia l a s to whose sc ree n door they land on, or whose k itchen they can fly or crawl into. Nor do they care who they bite! T h e problem concerns all of us who live in th is community.

A native of Cambridge, she had re s id ed in Andover for the pas t 43 years and was a member of the Free church.

The funeral will be held today from the Lundgren funeral home with se rv ic e s at 2 p.m., conducted by the Rev. Levering Reynolds Jr. Th. D., pas tor of the Free church. Burial will be in West P ar ish cemetery.

Should Plug Zoning LoopholeThe planning board recently exposed a situation under
which zoning regulations of the town may be ignored by some sub-division owners.

o<Aent&The matter came about when a Newton man asked the
board for advice concerning a sub-division bounded by Al- derbrook rd.,-Sunset Rock rd., Rattlesnake Hill rd. and Main st.
A loophole in the state zoning law allows that man to develop the property in direct violation of present Andover zoning requirements, for that area, which is “ Zone B“ on the town maps.
It seems that he purchased property for which a plan was made and recorded in 1921.
Because that date preceded the present zoning law, current regulations can ’t be enforced. He must maintain the proposed street layout to be sure, but frontage and lot size limitations may not be imposed.
It is distinctly unfair to other property owners, who must live up to the letter of the law, to allow this man to develop the property without much restriction.
He plans, for instance, to combine present 50-foot frontage lots so that some would measure 100 feet and others might reach the 150 feet required for that area under Zone B restrictions. The lots will not, necessarily, however, include the 30,000 square feet listed as a minimum under the present law for that zone.
According to the planning board, only the board of health or the board of public works can now prevent this land from being developed outside zoning requirements.
The health board can, if it finds cause, refuse a permit on the grounds that there will not be enough area for a septic tank and drainage field.
If there is any problem concerning the roads, the board of public works can step into the picture.
We feel that the planning board should take immediate steps toward having the state law amended to prevent any further difficulties.
Our state representatives should be asked to enter the picture, to file whatever legislation is necessary to plug up this loophole before others take advantage of it.
The zoning requirements are based on sound common- sense and should not be subverted because of a s ta te lawwhich failed to foresee the present situation.

William V. Hanson, Highland rd., has accepted the “ Chapter P la n ” chairmanship for next fa l l ’s United Fund campaign in Greater Lawrence.
“ One minit per calendar day or i ts equivalent while employed” is the slogan to be used again th is year for employee so l ic i ta t ion , Mr. Hanson declared .
Pointing out that a chapter award is a symbol of the char i table and c iv ic -m indedness of emp loyees in a group. To win the award, a group of employees must subscr ibe “ one minit per ca lendar day” , with at lea s t 60 percent of the group tak ing part.
