Gy:iteau in Couut.—A comparison of Quilcaii’s face wiiU a plioloo^niph shows tiial since his incarceration lie has grown much more haggard, and his face has wasted. It is a curious fact that the right half seems bettor developed than the other. Tlie forehead on the right side is higher and squarer, tho eye is considerably larger and well shaped. On the left side the lurehead seems to break down, tbe hair runs lower in places, the eye is smaller and has even a more depraved look than the other. His left eye is a striking feature. It is ill shaped, blood shot, menacing and ugly. His eyes look dsirk in the dim liglii of the court room, but they are really of a liiil eous ))ale blue. His head resembles a standing cube, the lop ol it being flat, the face and Imok of the liend having a peculiar slant forward. His hair, short beanl and eyebrows, are of a dirty brown. His grin is ono of tho moat repulsive ihings about llie man. His lips scarcely move, and when they do they merely make a slit across his white teeth, while the demoniac light comes into his eye, and the wlnde of the ragged, repulsive lace lights up. When tliis grin eiilar ges to a smirk, the assassin glances about lo see whetlier the spectators eatidi his joke and ilio picUire is inieusilled. It is a lace in which the eye cannot tiiul a rede.eming feaiure anywhere. (>niieau and Ju'fgtf Holler make an interesting coiurasl. poller, with his laige head, lull high toreliead, aquiline nose, grace fui gray hair, and gray moustache, a piercing eye that seems to read the prisimer through—a handsome man, with a courtly bearing, to personify intelligence a,ud morality ; while the other looked like tlie sum of all brutality and wickedness

UepoviHof agrarian outrages are more tretiueut than ever, und in one county, Uoseummou, it is stated on the authority of Treasurer Egan of the Land League, that d.OOO tenants reluse to pay rents. So his fellow workmen at Iho shops, while they deeply legretted liis withdrawal, mutually re- j ieed that he had so wisely seized upon mi opportuntty lor whkdj they were also laboring and hoping;—for all along their years fellowship in toil, they had been fully agreed that I'oreniaii Merrill w.ts a m.m liy whoso eouiiscis they were profited, as Well ill their lives its in their lalioi's.

On Friday evening la-t iMr. Morrill, in Common with some thirty or forty of his loriuer simp ‱mates, joined in a social sit down to oysters at the dining hall of the Williniiis saloon. Jl was just a "good time," because it liajipeued so. Audit happened that in enlering llie ball Mr. Merrill was so nearllie front that a little maiioenveriiig brought him only one re move I rum the head of tlie table; and when the crowd pressed, a single net ol "sit along” politeness put liiiu uncon ■ sinously in Iho exact eliair where he was Wanted. Ami all this because lio is n man of proverbial nuKlesly.

Just at lids point Capt. Sawy er, who IS noted for having the glihesl toiigiio ol the coriw, put a hand upon his shoulder, and opened the hall with—

‘'Friend .Merrill, you are wanted just wlrere yon arc !”—and he poured forlli a torrent of words fora'aont two minutes and a iiall, that reminded one of a lloek of slieep going llirongli a narrow gate.If tile sedale "boss” ever had any doubt of tlio popularity of bis long adniiiiistra- lioii, it must have been tlearly swept away in llio torrent of good will and ulleeliuiiate regard tlio Captain let loose upon him in behalf of his associates:—All the time holding in his hand a ponderous volume that looked like a folio bible, hut proved to lie u photographic ulluiin stored with the well known laces of the old associates at the shops. “With these pieliiK's we put our heni'ts into lids liook," said Bawyer.

Waterville Mail.—Supplement,—Dec. 9,1881.-President’s Message.

PRESIDENT ARTHUR’S MESSAGE.[The thoroughly frank and bnstnes!) like

character of the message, in all the paints it discusses, makes it a most riadiihle and satis* factory paper, hut our limited room will not allow more than a brief synopsis,]

EOIIKIGN RELATIONS.The Fiii'lunc Ray ulitiius have been

settled by the psyment of $60,000. An iiilevnationtil cupyrijlbl couvenlton is in lair pfospeet. The surrender of Sitting Bull has slhiyed apprehension, and our troops have orders to avoid all collisinn with alien Indian.s. Our relations with Germany, toncliing the status ot our naturalized citizens there, have been tpiieted by the acceptance of our olien pres.sed vicw.s. We have freindly inter* course with Spain, though .some .small matters remain .unadjusted. Onr gov« erniiicnt has remonstrated against the treatment ol the .lews in Rnssi i. Rela lions are pi ‱asanl with Italy. In Turkey the insecurity of lile to our citizens abiding there is still protesled; as the murderer of missionary Parsonr has not la'cn executed. Switzerland is under protest for sending to this countay her criminals and oilier unworthy persons. Thu border troubles on the Rio Grande seem to he on the way to adjustment. Tile Pan-ama canal is still a bone of con- teuliou. The government of Columbia has receded Iri-m terms sup|)oseti to ho settled wi'h the U. States, and has pro po.-ed to European poweis to join in a guarantee ot the neutrality of the eanal. President Garlield had placed belore the European powers the reasons which made the piior guarantceccf the U. Slates indispensable. To this policy the Erc.siitenl indicates an emphatic adlicr. cnee.

With the several republics. Chili, Bolivia and Peru, we have commercial interests that demand a settlement (d diflicul- ties between them, and a special envoy has been sent accredited to each, to promote such settlement.

The late treaties with China have bci-n duly ratified; and the President com- mends to our citizens a careiul observance of their conditions—cspeciallly those which prohibit to our vessels or citizens all participation in the opium trade. -

‱‘Our intimacy with Japan continues to be cordial.” The adoption of a new code ol international riilcB lor the prevention ol collisions on the high seas is urged.

OUR COAST IIEFBNCE8.Referring to the report of the Chief

of Engineers on our fortifications, especially on coast defences, he recommends an increase of the strength ol the engineer battalion by which the cfflcicncy of our tnr|K.‘do system would be improved; and that our present relations with foreign nations may continue, he urgently rec - omraends the speedy increase and rehabilitation of our navy.

INOKEABING THE AKMT.The President concurs in the fecom-

mendation of the Secretary cf War for increasing the army to the strength of JO.UOO emisted men.

financial.Alter an elaborate statement of the

several sources of income and disburse, ment, the President says the estimated receipts of the year will reach $400,000,- 000, and the expenditures $270,000,000, leaving a surplus of 180,000,000 to api>ly to the payment of the public debt. ‘*X approve the recommendation ol the Sec.

retary of the Treasury that prevision be made for the early retirement of silver certificate.s, and tliQ repeal ol the act requiring their issue.”

Ol the $110,000,000 already coined, only $34,000,000 are in circulation. Of the $16,000,000 of fractional currency still outstanding, only $80,000 have been redeemed the past year.

“The business of the country has been so prosperous during the past year as to yield by laxat’on a large surplus of in- come to the government. It the revenue taws remain unchanged this surplus must, year by year, inerea.se on account. ol the reduction of the luiblic debt and its burden of interest, and biaiausc of the rapid increase of our |Mipuialion. It is e.slinialed even if the annual receipts and expenditures should continue ns at present the entire debt could lie paid in ten years. In view, however, o^the heavy lonil of taxation which our people have already home we may well cousider wliether it is not the part of wisdom to reduce the revenues, even if we delay a little the payment of tlie debt.”

THE TARIFF,He thinks, needs revision, hut that a

due regiird may be paid to the conllict- ing interests of our citizens, such changes should be made wi'h caution.

THE INDIANS. *He recommends additional legislation

to prevent intrusion upon the lands set apart for the wards of the nation.

He condeiiiiis the policy that has kept us in a continued war for .so many year.s, at a cost of hundreds of niilliousof dollars, and asaeiifice of ihoUMiuds of lives; and reconinicnds the passing of an act making the laws ol the various Stales and rerritories applicable to the Indian reservations wiiliin their borders, and extending the laws of the State ol Ark.-ui- sas to tile portion of the Indian Territory now occupied by live civilized tribes. The Indian should receive the prolectiou of the law; he should be allowed to inuinlaiii in court his rights of person and proiKTly. He has repeatedly begged for tins privilege, and its exerciies would be very valualile to him in his progress toward civilization. Hu also advi.ses the enactment of a general law permitting the allotmciil in severally of such Indians, at least, as desire it, of a reasonable quantity of land, secured to them by patent and lor their own protection made inalienable lor twenty or twenty- five years. He advises liberal iippro|iri- ations lor the bup|iurt of Indian schools; suggesting increased appropriations for those now existing, and the establish, raent of ollicis.*

ALASKA.While the extent of its population does

not justify the application of the costly niachmery of territorial administration, there is immediate necessity fur constituting such a form of government as will promote the education of the people and the administration of justice.

EDUCATION.There is now special reason why, by

setting apart the proceeds of the sale of public lands or by some other course, the government should aid the work of many who now exercise the right of suffrage te read the ballot which they ca-t. All that can bo done by local legislation and generosity, should be supplemented by such aid as can be eonstitutionally otfored by the National Government. For the education particularly of the colored people, 1 would suggest that if any funds be dedicated to this purpose it may be. wisel^r-^isiribiited in the different

States according to the rate of Illiteracy.I’ENSIONS.

The great temptation to the presentation of fictitious claims afforded by the fact that the average sum obligated ui>on each application i.s $1,;IUU, leads him to suggest the propriety of making some special appropriation lor the prevention ol fraud.

MEROANTII.E MARINE.The decline ol the Mercantile Marine

of the United Slates is to be greatly deplored. The substitution ot iron for

„ wood, and of steam lor sail, have wrought great revolutions in the carrying trade of the world, but these changes would not have been adverse to America if we had given our navigation interests a portion of the aid and protection which have been so wiseiy bestowed upon our nianulaeturers.

The message closes with suggesting the devising ol some well iletined iiieas- nve lor the aseerlainment and deel ira- lion of the votes lor I’l'esiclenlial electors and with a diseu.s.sion of the ipiestion of I’residenlial inability, to which attention was called by the prolonged illness of the late I’lesidcnl.

THE MORMON gl ESTION.The existing slnlute'lor punishment of

the odious crime ot polygamy, so revolting to ihe mural and religious sense of Uhristenilom, has been persistently and contemptuously violated ever since its eiiaetmetit. Indeed, in a|)ile ol commendable efforts on part of the aiitiiorities w ho represent the United Stales, the law is practically a dead letter. The fact that ailherents of Ihe Mormon church, which rests upon i«)lygamy as its corner Slone, have recently liecn peopling in large numbers Idaho, Arizoiia and other ot our we.stern Terrilories, is well calculated to excite Ihe liveliest interest and apprehension. The fact that the seen-ey alleiuling the celebration of ai.-irriages in the Territory makes the proof of polygamy very dillieult. and the propriety is snggesbsl of modifying the law of evi- denee which now makes a wife ineouipe- tent to testify against her husband. This suggestion is approved. 1 recommend al.so Ihe passage of an act, |irovidiiig that in Territories of the United Stales, the fact that a woman has been married to a )>erson charged with bigamy, shall not distpialify her as a witness upon his trial for that offence, I . further recommend legislation which shall provide that any person solemnizing a marriage in any of Ihe Territories, shall lie required (uniler stringent penalties lor neglect or refusal) to Ale a certiAeate of such marriage in the Supreme Uourt of the Territory. 1 assure you of my determined purpose to co-operate with you in any lawful and discreet measures which may be firopoa- cd to that end.

DISTRICT OF COLUMBIA.Commends to the attention the rec

ommendations of the commissioners, for sanitary improvement, &c.

THE EI.ECTURAL COLLEOE.He lunMs that some well-deAncd mea

sure may be devised before another national election, which will render unnecessary a resort to any expedient of temporary character for ileterrainatiun of the questions upon contested returns.

rKESlIlENTlAL IHAUILITr,He proposes a series of questions, rais

ed during the illness of our late Presiilcnt, which ought to be answered by legislative action, iiMirc accuiately deAning the constitutional provision.
