1.Introduction
TheWASHCproject isaboutestablishingandprovidingsupporttoCountrySoilHealthConsortiaforfacilitatingwideruptakeofbetteradapted‘integratedsoilfertilitymanagement’(ISFM) practices with visible impact on rural livelihoods. The project recognizes theimportanceoftheinvolvementofstakeholdersfromthevarioussectorsinISFMresearchanddevelopmentinthisprocesstofacilitatetheadoptionofISFMpractices.Theprojectproposalmentionsthefollowing:
• Facilitation of national alliances for stakeholder participation that aims at theharmonization of the Integrated Soil Fertility Management (ISFM) practices (orsolutions)
• FacilitationofcollaborationamongstakeholderstoenhanceknowledgesharingandcommunicationofISFMinformation(includingprovidingaccesstoinformation).
• StrengtheningofcapacityofstakeholdersindevelopinganddeliveryordisseminationofthetheseISFMtechnologies
During the launch of the project the various stakeholder groups were identified andpossibleinterestthatthesestakeholdergroupsmighthaveintheconsortiumwasdiscussed.However, therewere few representatives of the various stakeholder groups present. Theprojectproposaldidnotspecifyhowtheengagementwithstakeholdershouldtakeplace.
Itwasshortlyaftertheofficial launchoftheproject,oncetheprojectcoordinatorhadcome on board, that the stakeholder engagementwas put on the agenda and especiallyhavingamorestructuredapproachtowardstheengagementwithandofthestakeholders.An activity to conduct a stakeholder mapping and analysis exercise, including thedevelopmentandimplementationofastakeholderengagementstrategy,wassubsequentlyincludedintheworkplanasactivity1.2.Inthismilestonereportwereportonthisactivity.
Weassumedthecountrysoilhealthconsortiahadlittleornoexperienceinconductingastakeholdermappingandanalysisexerciseandtheregionalcoordinatingoffice(RCO)tookituponherselftoinstructandguidetheCSHCsindoingthisanalysis.ThefirstopportunitywhenwewouldhavetheCSHCstogetherwasthefirstannualplanningandreviewmeeting,heldinBamakoinFebruary2015andwedevotedconsideredtimeduringthateventtodiscussthestakeholder engagement. Itwas alsoduring that event that stakeholder engagementwasidentified as one of the major risk to the project for the sustainability and long termperspective.
Todevelopastakeholderengagementstrategyrequiresaclear ideaoftheroleoftheconsortiuminfacilitatingtheuptakeofISFMtechnologies(ortowhatextenttheconsortiumitselfwouldbeinvolveddirectlyinthedeliveryofISFMtechnologies,forexample),andaclearideaoftheroleoftheinstitutionhostingtheconsortium(theimplementinginstitutionoftheproject). Distinction also needs to be made between partners (that have a role in theimplementation of the project and are maybe members of the consortium) and thestakeholdersthemselves.Animportantaspectofthestakeholderengagementstrategyisthecommunicationwith thestakeholders,andCSHCwereaskedtodevelopacommunicationstrategyfortheconsortiumandproject.
Theexpectedoutputsoftheexercisewhere,therefore,alistofstakeholders(partnerandstakeholderdatabase),areportonthestakeholderanalyses,astakeholderengagementand

communicationstrategy.Wehavebeenabletogeneratetheseoutputsonlypartially,maybebecause not all CSHCs saw the relevance and importance of this exercise, maybe, also,becauseofadifferentperceptionofwhattheconsortiumisaboutandwhatitsroleshouldbe.
Afirstreportonthestakeholderanalysesandengagementwasalreadywrittenin2015.However, we felt at time that the report was not complete and we were still expectedadditionalinformationfromtheCountrySoilHealthConsortiums.Atthattime,theSouthernnodeoftheNigeriaSoilHealthconsortiumhadnotbeenestablished.Therefore,wepresenttheupdatedversionoftheStakeholdermappingandanalysesreport.
2.Theapproachtostakeholdermappingandanalyses
Theregionalcoordinatingoffice(RCO)developedadocumenttoguidetheCountrySoilHealthConsortia(CSHC)onhowtheyshouldconductthestakeholdermappingandanalysesexercise.AnabridgedversionofthatdocumentispresentedinAppendix1,entitled“WhatisastakeholderandStakeholderMapping”.Inthedocumentthefourstepsintheprocessofanalyses and engaging with stakeholder is explained. The steps consist of: stakeholderidentification,stakeholderanalysis,planningforstakeholderengagementandengagingwithstakeholders.The1stannualplanningandreviewmeetingwasthefirstopportunitytopresentthisdocumentandtodiscussstakeholderengagementandtocometoaunifiedapproachtobeadoptedbythethenfiveCSHC.Duringthatmeeting,theRCOalsopresentedaproposalforthestakeholdercategorization.Howthestakeholderiscategorizedisimportant,becausethecategorydeterminestherolethestakeholdermaycanplayinachievingtheobjectivesofthe consortium, which is the facilitation of the wider uptake of ISMF technologies andpractices. To agree on the stakeholder categorization also helps to develop a commonterminologyandsharedunderstandingofwhatthestakeholderdoes.Ithelpstohaveeachstakeholdercataloguedadequately.Forexample,theNon-GovernmentalOrganization(NGO)definesthelegalstatus,butcanbeunderstoodtohavedifferentfunctions.Inthecontextoftheproject,withNGOwegenerallyrefertooutreachpartnersordevelopmentpartners.ThestakeholdercategorizationindexispresentedinAppendix2.
Forthestakeholderanalysis,itisimportanttoknowwhatthe(possible)interestofthestakeholder is in theconsortium,or, toput itdifferently,what interestof thestakeholdercouldhaveintheproperfunctioningoftheconsortium.Thiswoulddeterminethewillingnesstocollaborateorparticipateactivelyintheconsortiumactivities.Theroleandfunctionintheconsortium that you would want to assign to the stakeholder depends on the stake thepartner has in the consortium. On the other end, you have the influence or power thatstakeholders may exert on the consortium. Those that have much influence and stronginterestintheconsortiumarethekeyplayersandyouwanttoinvolvetheminthegovernanceoftheprojectorconsortium.Forthosethathavemuchinfluencebutnotthestronginterestintheprojectorconsortium,youmaywanttoraisetheirinterest.Forthosestakeholdersthathaveakeeninterest,butmaybenotthatmuchinfluence,youwanttoservetheir interestwellandtheymightprovidesupportfortheconsortiumandgeneratealotofgoodwill.Thosethat have little influence and little interest you want to keep informed through generalcommunication.Anotherimportantvariableisthegeographicalfocusofthelocationontheactivitiesofthestakeholder.ThescalingofISFMpracticesisperdefinitionboundtospecific

areasandyouwanttoinvolvethosestakeholderthatarealreadyactiveinthepriorityareassetbytheconsortium.
Based on the above analyses you will determine the approach to engage with thestakeholderandyouwillalsodeterminethechannelofengagementthatisthemostsuitableforthatstakeholder.Theconsortiumwherethusinstructedtoconducttheanalysesandtomapthestakeholderinterestandinfluenceaswellastospecifytheengagementapproachandchannel,fillingthetablewiththefollowinginformation:
• Stakeholdername–Thetitle/nameoftheorganization,bodyorinstitution.
• Stakeholdercategory–Whichwasinaccordancewiththestakeholdercategoriesprovided,theyinsertedthecategorywhichthestakeholderfellunder.
• InterestinCSHC–Theinterestofthestakeholderthatisbeingaddressedbytheendeavorsoftheproject/consortiumanditsoutcomes.
• Influence/Power–Thestakeholdersinfluence/poweronthedirectionofprojectandoutcomes.
• Locationofactivities–Thegeographicalspreadofthestakeholders’activities,inrespectoftheWASHCprojectandindeedataCSHClevel.
• Engagementapproach–TheapproachbywhichcommunicationistooperatebetweentheCSHCandtheStakeholder.
• Engagementchannel–Whatchannelofcommunicationistobeestablishedandimplemented.
SeeAppendix3fortheresultsofthestakeholderanalyses;thatis,the‘InterestandInfluence/Power’tablesfilledbyeachoftheCSHC.MaliCSHCmappedtheareawhereactivitiesareimplementedthroughtheirvariousoutreachanddevelopmentpartners,asaspecialwayofstakeholdermapping(resultsnotpresented).
Based on the stakeholder analyses, each consortium was expected to develop theirstakeholderengagementandcommunicationstrategies.Thiswastobedonebyelaboratingontheengagementapproachandengagementchannelsandprovidingdetailandclarificationon the content of the communication. That is to come up with concrete plans on thecommunication and engagement with the various stakeholder groups. The consortia hadoriginally concentrated on the interest and influence aspects, to give thought to theengagementapproachandengagementchannelsonly later. It is,however,only theNigerCSHCthatelaboratedonthecommunicationstrategyfortheconsortium.Considerationsaretoinvolvestakeholderasstrategicpartnersintraining,organizingsymposiumsandmeetings,sharing of data and information, and consolidating the dissemination and facilitating thescalingbestbetISFMtechnologies.
3.ConsortiumStakeholderDirectory
Establishing a stakeholder list is an important and logical step in the process ofstakeholder identification. The consortia and their respective host organizations have thetendency to fall backonexistingpartnershipsandestablishpersonal relationships for theimplementationoftheproject.Foraconsortiumthataimstofacilitatethescalingof ISFM

technologies,andthatiscertainlynot‘businessasusual’,thismayhowevernotbeenough.Also,theconsortiumasksforaninstitutionalcommitment,tosustainsitsoperationsinthelonger term. The consortiums were tasked to developing stakeholder directories, toaccompany their stakeholder engagement strategies. This stakeholder directory aimed tocollect thedetails of all the agriculture and soilmanagement relatedbodies thatoperatewithin the national agricultural system, rather than to only capture the details of theconsortiumsstrategicpartners.Theeffortintheendistodevelopanationalone-stop-shopfor ISFMdataand informationtoserveall relevantstakeholders.Theconsortiumsworkedespecially in the last year of the project to complete the templates for the stakeholderdirectory.Thetemplatecontainsthefollowingdatafieldsfortheconsortiatofill:
• Stakeholdername:whichsimplyisthename/titleoftheorganisation,publicorprivateinstitute,orother.
• Acronym:theabbreviationoftheabove.• Typeofbusiness:The‘typeofbusiness’servesastypeoforganisation,whether
governmentinstitution,non-governmentalorganisationprivatebusinessandother• Purpose:Thiscoverstheorganisationpurpose,whatisdoesandtypeofactivitiesit
isengagedin.• Areaofoperation:Threeoptionsweregiven:National,RegionalandSubRegionalor
specificareawhereactivitiesareconcentratedcouldbestated.• Stakeholdercategory:Stakeholdercategoryinaccordancewiththedefined
stakeholdercategorisationindexpresentedinAppendix2.• Address:Thisistheorganisationsphysical/postaladdress.• EmailAddress:theemailaddressoftheorganisation.• Telephoneorganisation:Contacttelephonenumberoftheorganisation.• Contactperson:Nameofanemployeeorrepresentativeoftheorganisationfor
directcontact.• Emailofcontactperson:emailaddressofthecontactrep–ifapplicable.• Telephonenumberofcontactperson:Telephonenumberofthecontactrep–if
applicable.
ThestakeholderdirectoriesofthevariousCSHCcanbeviewedinAppendix4.Itisalsoavailableasseparatedocument(WASHC2017_021_StakeholderDirectoryFinal)andwillbemadeavailableonline.
Thetemplateforthestakeholderdirectorycontainedmorefieldsthanthetemplatefortheoriginalstakeholderidentificationandmappingexercise.Whilethestakeholdermappingand analyseswas intended for internal use only, the stakeholder directory is intended toprovide informationonstakeholders forthirdparties.However, theconsortiumsgenerallyusedthetemplatetoprovideinformationfortheemptyfieldsinthealreadyexistingrecordrelatedtotheexistingstrategicpartners,ratherthanaddinginformationonstakeholdersthathadnot yet been captured that theyhadnot yet already engagedwith. Therefore, someadditionalworkwouldberequiredtomakethemmorecompleteorcomprehensive.Wealsoneed to realize that these directories need to bemaintained andupdated tomake themuseful.WehopetheCSHCswill take theresponsibility tomaintain thesedirectories,eventhoughtheprojecthasfinished,andthatwouldincluderectifyingerrorsintheallocationofthestakeholderstothedefinedstakeholdergroups.

SomeCSHCs saw the benefits of having such stakeholder directories andwent a stepfurther.Forexample, theNigerSoilHealthConsortium,developedaseparatedirectoryofagrodealers in their country. In 2015, they produced a ‘Distributors Directory of NigerAgriculturalInputs’(NISHC2016_013)andinthefollowingyear,2016,a‘SupplierDirectoryofNiger Agricultural Inputs’ (NISHC2016_014). These directories includedwholesalers, semi-wholesalersandretailersofagriculturalinputs.Theinformationoneachagro-dealerconsistsof the typical directory information and further details, such as; thenameof the contactpersonand/ororganization,contacttelephonenumber,thetownandcityofoperationandtheregionofoperation.BothdirectoriesalsoincludedGPSstrategicmapswiththelocationofallagro-dealersincludedinthelisting.Inthisway,thecoverageoftheagro-dealernetworkscanbeassessed.
Theconsortiumsweretaskedtodevelopstakeholderengagementstrategies,whichwereto include the products and technologies they had developed or collected and that theywished to disseminate, and to include plans for the dissemination of further informationmaterials,thefrequency,channelofdisseminationandtargetedstakeholders.TheNigerSoilHealthConsortiumandtheSouthernNodeoftheNigeriaSoilHealthConsortiumweretheonlytwothattookupthechallengetodeveloptheseengagementstrategies.TheotherCSHCshadinitiatedtheprocessandhavetakenstepstowardsdevelopingcommunicationplans,butthishasnotresultedinfinalproducts.WewanttoencouragetheCHSCstofurtherworkonthestakeholderengagementstrategiesandcommunicationplansbecauseamorestructuredapproachwillbefarmoreeffectivethananadhocapproach.SuchstakeholderengagementplanwillwecrucialtothesuccessoftheCSHCsintheperiodaftertheclosingoftheproject.
Representationofthestakeholdercategoriesintheconsortiums
Below,wepresentthefiguresofthestakeholderdistributionperstakeholdercategoryinthe stakeholder directories for each of the CSHC, and we comment on the gaps in thestakeholderrepresentation.
Ghanastakeholderidentificationandrepresentation
TheGhanaCSHClistedatotalof38stakeholders.Itseemsthatemphasisisputontheagroinputdealers,withsixorganizationsfallinginthiscategory.However,fromthedirectoryitshowsthatonlytwoorganizationreallyqualifyasagro-inputdealersofwhichone(ChemicoLtd)isfocusingonfertilizerblendingratherondealingofagriculturalinputs.Itshowsthatthecategorization can be difficult, also because Chemico, for example, is listed as a farmerorganization.Anorganizationthatfulfilsdifferentfunctions,shouldbelistedseveraltimesinthedirectory,onetimeforeachspecificfunctionishas.So,ratherthanputtingemphasisonagro-dealersweseethatagro-dealersseemtobeunder-represented,assumingthatinGhanayouhavealotoflocalagro-dealersandstockiststhatplayacrucialroleininputdistributionaswellas inthedistributionof information. InanyengagementstrategyforthescalingofISFM,thisstakeholdergroupcannotbemissed.
Wedoseealotofemphasisbeingputonresearchinstitutes,boththeinternationalandthe national institutes. Certainly, if we also include the national agricultural extensionsservices,institutesofhigherlearningandthe(sub-)regionalresearchcoordinatingbodiesweobserveanimbalanceintherepresentationofthestakeholdercategories.ThisisexplainedbythefactthatthehostinstitutionfortheconsortiuminGhanaisanationalresearchinstituteitself,andtheinstituteisalreadyaffiliatedwiththesenational,sub-regionalandinternational

research institutionsaswell aswith theuniversities thatare listed.Thiswill also signifyatendencyof the consortium to focuson the researchand innovationaspectsof theworkNumberofstakeholdersidentifiedperstakeholdercategoryforGhanaCSHCratherthanontheaspectsofdeliveryanddisseminationandontheadvocacyforISFMandsustainablesoilmanagement practices. And herewith it is also expected that emphasis is put on theidentificationandprioritizationofISFMpracticesandtheformulationofrecommendations(including those for fertilizer use). It also illustrates that we, probably, should pay moreattention to the key partners that should be included in the consortium from the start,dependingaroleandfunctionthatwewanttoattributetotheconsortium.

Also, without any farmer based organisations identified it does not lend well to theprospectofthedisseminationofthetechnologiestofarmers.OneprospectthatthesefiguresrevealisthepossibilitythattheconsortiumislookingtowardsthespecialisationoftheNGO’sandthesolecivilsocietyorganisationtoassistinthefacilitationofdissemination,whichineffect could yield not only beneficial outcomes, but fortify sustainable collaborations andimproved capacity development. The consortium listed one donor organisation, AGRA,howeverinhindsight,andwiththeabsenceofanymicrofinanceinstitutions,itwillbeintheconsortium’s favoured interest to seek for other sources of financing. There are nationalsourcesoffinancingthattheconsortiumshouldfocusonandthatcouldbeinfluencedmoreeasily through the advocacy work. LikeGhana CSHC the southern nodeof theNigeria CSHCdrewuponexistingalliances.Thehost institution isthe InstituteofAgriculturalResearchandTraining(IAR&T), which has, in line with the work it is doing, a broad network of upstream anddownstreaminstitutionandorganizations. IAR&TisassociatedwiththeObafemiAwolowoUniversity (formerly the University of Ife) and the various universities in the region are‘natural’ partners and seem to skew the distribution somewhat to a relatively highrepresentationofacademic institutions.On theotherhand, IAR&Tdoesalsodownstreamactivities related to technology dissemination andmaintains good contact with the LocalGovernmentAreas (LGA) in the region, theAgriculturalDevelopmentPrograms (ADP)andfarmer organizations it can mobilize. Within the context of the project they also soughtcontactwiththeagroinputdealerassociations,seedcompany,andafertilizercompanyandonefinancialinstitution(theBankofAgriculture).Theirnetworkseemstobequitebroadwithagoodrepresentationof thevariousstakeholdercategories.Themselvesbelonging to the‘NARS’andhaving theextensionservicesalso representedwithin theirorganization thesestakeholdercategoriesarealsorepresented.TheonlygapseemstobetheabsenceofanyNGOorfarmeroutreachpartner,thatnodoubtwillbeplentyintheregion.WesuggestthattheNSS-SHCfurtherelaboratesthestakeholderdirectorytoidentifystakeholdersthatdonotnecessarilyalsoneedtobepartnersintheconsortium.Theprovidesectorcouldbebetterrepresentedandthenespeciallythethosefromtheinputsector,fertilizers,organo-mineral

NigeriaCSHCNorthernNodestakeholderidentificationandrepresentation
TheNigeriaCSHCNorthernNodehaslisted22stakeholders.ItisclearfromtheirchartthattheconsortiumhasplacedemphasisontheNARSanduniversitiesintheregionandonthevariousinstitutionsanddepartmentsatfederallevel.Likeforthesouthernnode,theNNNSHCalsomentionstheADPsintheregion.Afewlargeininternationalprojectsarementionedas well as a few internationally operating NGOs. Three farmer-based organizations wereincluded in the later phases of the project. Like is the case for the other consortium thestakeholder list seems a reflection of already existing partnership and collaborations. Fordeveloping a comprehensive stakeholder engagement strategy, however, the list shouldreflectmostofthestakeholdersthatareactiveintheregionandwhoseworkhasabearingontheworkoftheconsortium,tofacilitatescalingofISFMpracticesthroughtheenhanceddissemination of ISFM information and technologies. Local operating NGO and outreachpartners,agro-dealersandforexampletheNationalAgriculturalExtensionResearch&LiaisonServicesneedtobeincludedinthelist.
BurkinaFasoCSHCstakeholderidentificationandrepresentation
ThestakeholderdirectoryofBurkinaFasoCSHCcontains88entries,whichismuchmorethanmostoftheotherCSHChavelisted.However,thisnumberisinflatedtosomeextent,because of the multiple entries that occur for the same organization for the differenttelephone numbers or contacts. The numbers for Government Organizations and forinstitutesofhigherlearningthenumbersseemquitehigh,butthisisbecause,thedifferentministries, department and regional offices are listed as separate stakeholders. Thesedifferent ranks within the same organization should indeed be considered as separatestakeholders if you consider engaging with them separately. For example, INERA as thenationalagriculturalresearchorganizationappearsquiteofteninthelist,becauseofdifferentdirectoratesanddepartmentsandregionaloffices.Suchfurthersegmentationhasnotbeendoneotherorganizationslike‘ReseauMARP’andthatexplainpartlytheimbalancebetweenthe various stakeholder categories. Also, there is a question of classification, where forexampleBUNASLsisidentifiedasagovernmentorganizationswhereasthisshouldprobablybe classified as a national research institute. The stakeholder directory seems quitecomprehensive, but the consistency on how information on the various stakeholders isenteredcouldbeimproved.Also,thereisalotofmissinginformation,forexampleonwhattheorganizationdoesandwhatitspurposeis.Furtherworkshouldbedonetocompletethedatabase and improve consistency. The BF stakeholder directory also illustrates that thiscouldbeimplementedusingadatabasemanagementsystem,ratherthanstoringthedatainaflatfilelikeEXCEL,formoreefficientmanagementofthedata.
Nevertheless, the orientation towards government affiliated institutions, the researchinstitutionsanduniversities,likeweseefortheotherCSHCsaswell,raisesquestionsaboutwhatisseenasthemajorrolefortheconsortium,theideasonhowtheconsortiumshouldoperateandwhatthemainstakeholdersare.Asalreadystatedacrosstheaboveconsortiums,there seem to be some major gaps in their stakeholder identification and mapping. Forexample, financial institutions and donor organizations are not represented. Also,informationserviceprovidersareabsentfromthelist,asaretheagrodealernetworks.TheBFCSHCisencouragetorethinkandfurtherdeveloptheirstakeholderengagementstrategy.

Foreachofthespecificroleandfunctionoftheconsortiumstakeholdersarelinedup,whetherrelatedtofarmersoutreachforthedeliveryanddisseminationofISFMinformationandtechnologies,whetherrelatedtotheresearchandinnovationtoidentifyandprioritizeonthemostpromisingISFMpracticesforscalingorwhetherrelatedtotheadvocacyformoresustainablelandmanagementpracticesandISFM.Thereisalsoagoodrepresentationoftheprivate sector fertilizer industry, with whom the consortium should work together tostimulatefertilizerconsumptionbythesmallholderfarmers.
The agrodealers play an important role in the input supply to farmers, butwould belikewiseimportanttoextendinformationonbestmanagementpracticesandISFM.TheNigerCSHC developed a separate directory of these agrodealers. See Figure 6 for the spatialdistribution of these agrodealers within the country that is taken from the Agrodealersdirectory. This is very useful information for any project or institution involved in inputdistributiontofarmersandinplanningforhowtheinputdistributionandaccessoffarmerstoinputscanbeimproved.

The Niger CSHC also developed the stakeholder engagement strategy, which is thestakeholder directory in which the ‘involvement of the stakeholder in the project orconsortium’ is further elaborated from what is presented in the appendix. Niger CSHCsdistinguishedprincipallybetweenfivewaysinengagingwiththestakeholder:

StakeholderidentificationfortheCSHCscombined
Whenadding thenumbers form the stakeholder identification from thevariousCSHCtogetherwearrive at 239 stakeholders in total. It is, however, difficult to interpret thesefigures,becauseofthedifferentwaysinwhichtheenumerationisdoneanddifferenceintheway the stakeholders are assigned a stakeholder category. The high numbers of policyinstitutionsandregulatorybodies(49)andthatoftheacademicandtraininginstitutions(63)are inflatedbythesubmissionsoftheBurkinaFasoCSHC. Itmightbeusefultodistinguishbetween ‘policy institutions’ and government institutions. Ministries, departments ofministries and government institutes are currently grouped together with the policyinstitutions.Theexecutivebranchofgovernmentcannotbeclassifiedaspolicy institution,butcertainlyplayanimportantroleandneedtoberecognizedassuch.Thehighnumberofgovernmentrelatedinstitutionsillustratesthedominanceoftheseinstitutionsinthesphereofruralsocialandeconomicdevelopment.Thismightbeexpectedfordevelopmentwithinthepublic domain, but at the same time this dominancemight also be a problemas thegovernments generally do not have the resources to address these problems aroundunsustainableuseofsoilresources.Inasimilarwayquestionscanbeaskedaboutthelargenumberof institutionsofhigher learning.Thisprogram isaboutscalingof ISFMtowhichtheseinstitutionshaveprobably littletocontributeanditraisesquestionsaboutwhatthestrategicpartnersoftheconsortiumideallyshouldbe.
ThelargenumberofNARS(28)showsthattheconsortiumsprimarypointofcallwastointegratethealreadycloselyaffiliated institutionsandbodies,butthatareconsideredstillintegraltotheconsortium’sapproachtoeffectivedisseminationandthefacilitationofthewider uptake of ISFM. The agro-input dealers with 21 representatives seem to be wellrepresentedandthis iswelcomedbecausewithout the inputssupply thedeliveryof ISFMtechnologieswouldnotgofar.ThesameappliestotheNGOs.Inbothcases,wehavearguedthatthenumberscouldbeincreased.Fortheagro-inputdealersitmaybegoodtodistinguishbetween manufacturers, the lager suppliers and distributors and the small suppliers orstockists,becausetheyallhaveadifferentroletoplay.ThesamefortheNGOs;itisgoodtodistinguishbetweentheinternationalandlocallyoperatingNGOs.Thelatterareintheendthemoreimportantindeliveringthetechnologiestothefarmers,andtheirnumbercouldbeincreased.
ThenexttierofgroupingsofstakeholdersrelatestotheIARC’s,privatesectorfertilizerindustry, information service providers, farmer based organizations, micro financeinstitutionsandNAES.Weassumeitisstillachallengetoengagethesetypesofstakeholderactively.Wemayinvitetheseinstitutionstostakeholdermeetings,buteveniftheyarecomingalready,wefinditdifficulttoengagewiththem.Wewillneedtoincreasetheinterestofthesetypeofstakeholdersandthatwillrequireandactiveapproachanddialogue.Anissuetoalsoconsideristhestrengthorlevelororganizationoftheseinstitutions.
Thelastgroupingconsistsoffivestakeholdercategoriesthatareallrepresentedinlownumbers include intergovernmental organization (IGOs) and regional research anddevelopmentorganizations,regionaleconomiccommunities,donororganization,civilsocietyorganization,andprivatesectorfoodproductionindustry.Thelownumbersareexpectedincaseofregionalbodiesforexample,becausetherearenotthatmany.Findingawaytoengagewiththeseorganizationsremainsimportantthough.Inrelationtothefundingbodies,itisnotasmuchthesourcingoffundsfortheconsortiumitselfthatisaconsideration,butrathertobe able to influence funding streams towards sustainable resourcemanagement and soil

fertilitymanagement.Thesoilhealthconsortiumwouldwanttoberecognizedasadiscussionpartnertobeconsultedonmattersrelatedtofundingofinitiativestowardsmoresustainableuseofthenaturalresources.Apartfromthattheconsortiumcansolicittheregionalbodiesfor fundingof theconsortiumor itsactivities.The foodprocessorsandretail industryyouwanttokeeponboardtomaintainavaluechainperspective.IntheendthescalingofISFMwillonlybesuccessfulifthereisamarketfortheproduce.Theconsortiumcouldplayaroletobrokerlinksbetweentheproducers,thedevelopmentandoutreachpartnersandtheoff-takers.Dialoguingwiththegroupofstakeholderswillbegoodforthestrategicplanningandlongertermperspectiveoftheconsortium.
Conclusion:
ItwasalengthyprocesstoconvincetheCSHCsoftherelevanceofdevelopingaproperstakeholderengagement,toachieveacommonunderstandingandtoconvincetheCSHCtoputsomeenergyintothisprocessofdevelopingthestrategyandtoinvestintheengagementwith stakeholders itself. The stakeholder involvement is not as much important for thesuccessoftheprojectassuch,asitisfortheconsortiumanditslong-termoperation.Thatiswhytheprojectdevotedconsiderableattentionwastothistopic,aspartofthesupportgiventotheCSHCs.ThatsupportisprovidedundertheassumptionthatalongerlifewillbebefallenontheconsortiumthanjusttotheendoftheprojectandthatthehostinstitutionshavetheintentiontosupporttheCSHCSforthelongerterm.ThefacilitationofthescalingoftheISFMtechnologiesandpracticeswillrequiretimeandlaborforalongerperiod.
Even though ‘complete’ stakeholder directories have not been fully actualized, thefoundationstocarrythisforwardarefirmlyinplace.Asalreadyexplained,theconsortiumsstakeholder engagement and involvement is instrumental to the longevity of theconsortiums. And it will be good if the Consortiums continue efforts to engage withstakeholders and further to include stakeholders from stakeholder categories that areunderrepresented,likefinancialinstitutionsandthelocallyoperatingNGOs.Theconsortiumsmustclearlydefinetheservicestheywanttoprovideandtheroletheywouldliketoplayandconsiderhowtheycanstimulatethedemandfortheseservices.Oncethisdemandisevidentitwillnotbetoodifficulttogeneratethefundstosupportthecontinuedoperationoftheconsortium.
Thedevelopmentofstakeholderdirectoriesforspecificstakeholdergroups,likefortheagro-dealersthatwasdevelopedbytheNigerCHSC,isanexampleofaserviceandfunctionprovidedbytheconsortium.AsillustratedbytheNigerCSHC,thedirectoryofagro-dealerswasdoneinsupportoftwodevelopmentprojectsandtherewillbemanymorethatwillfindthisvaluableinformation.
Another aspect to consider is formalization of the involvement of partners with theconsortium.Thestatusofpartnersinthecountryprojectswassomehowclear,butthiswillnolongerbethecaseoncetheprojectisfinished.Theconsortiumsarethereforeadvisedtoformalize these relationships,whetherasmemberof the steeringcommittee,as strategicpartnertotheconsortium,asmemberoftheconsortium,orasaninterestedstakeholder,withadefinitionofwhatthoserolesentailandclarificationofthedegreeofengagement.Theconsortiumsmustfightforamorecentralrolewithinthenationalagriculturalsystem.

Project management methodologies andorganizations approach stakeholder mapping indifferentways,buttherearefundamentalprinciplesand processes that can be drawn out. These coreprincipals are distilled in Figure 1. Oftentheprocessofidentifyingstakeholderswillresultinalonglistofindividualsandgroups,fromwhich,whatisfoundisthatthelistofstakeholderscanbesortedintoclearlyidentifiablegroupsofpeoplewithsimilarinterests.Completinganinterestmatrixwillhelpthe team develop a communication plan that is aligned to each stakeholder's focus andconcerns.

Using the quadrant to map the stakeholders enables the user(s) to place theorganizations,institutes,farmersetc.,andranktheminaccordancewiththeirinvolvementandinfluence,whichaidsintheprovisionofavisualizationoftheoverallimportanceofallthe identified stakeholders. More philosophical approaches emphasize inclusivity and imply a projectsmission orvisionofcontinuousstakeholder/societalengagement;
Today,theterm‘stakeholderengagement’isemergingasameansofdescribingabroader,moreinclusive,andcontinuousprocessbetweenaprojectandthosepotentiallyimpactedthatencompassesarangeofactivitiesandapproaches,andspanstheentirelifeofaproject(InternationalFinanceCorporation,2007).
Orindeed;Engagementisnotanendinitself,butameanstohelpbuildbetterrelationshipswiththesocietiesinwhichweoperate,ultimatelyresultinginimprovedbusinessplanning andperformance(AltriaCorporateServices,Inc.,2004).
Whether the intention is to engage to meet a specific goal or start a long-termconversation,allcommunicationmethodsengagestakeholdersinsomewayoranotheranditisonlybyundergoingandcompletingastakeholderanalysisthatefficientandcosteffectiveapproachescanbechosen.Figure6andTable4emphasizetheoptionsavailable,withregardstoapproachestostakeholderengagement.

The categorization of stakeholders, both International Organization and NationalOrganizations,andothersalike,hascreatedproblemswithregardstodefiningthetypesofstakeholders.Thisisbecausenotallscholarssubscribetothesameuseofterms.Someoftheterminology applied to the field of international organization is little understood andsometimeslacksprecisionforexampleinternationalorganization,transnationalinteraction,transnational relations. Thus, thecategorisationof internationalorganisationsandothersalike,bringssomekindofdisagreementandcontradictionsdependingonthemeaningoneascribestothetermsused.Anotherchallengeincategorisingisoverlappinginmembershipandfunctions.ItisconfusingtoclassifyanorganizationsuchasUnitedNations.Basedonitsfunctions, such organization may fall under specialized functions but also under generalfunctions.

PolicyInstitution(PI)andRegulatingBodies(RB)
Theyareinstitutionsorgovernmentagenciesthatareresponsiblefortheformulationandimplementationofgovernmentpolicies.Itshouldincludeorganisations(semi-governmentalorindependentbodies,thinktanksandother)thatdeliberateandadviceonpolicymattersthatcouldhelpintheadvocacyandorpolicyanalyses.Itmayalsoincluderegulatingbodiesthatareresponsibleformaintainingregulationsandqualitycontrol.Governingbodiesatthedifferentlevelsofgovernment(national,district,county)shouldbeincluded.Thiscategoryisoftenreferredtoasgovernmentalorganisation(GO),butwewanttoincludeorganisationsthatdonotstrictlyadheretogovernmentaswell.Sometimesforpeoplebelongingtothiscategoryaloosereferenceismadeto‘decisionmakers’.
