APPLICATIONS are invited from suitablyqualified persons to fill the position of

Programme Director, Judicial Education Institutewithin the Eastern Caribbean Supreme Court. Theposition is supported through technicalassistance granted to the OECS by the UnitedStates Agency for International Development. TheProgramme Director will be based at the JudicialEducation Institute, located at the EasternCaribbean Supreme Court in St. Lucia.

Key Duties:

Under the direction of the Chief Justice, throughthe Chairman of the Judicial Education Institute,the Programme Director will be responsible formanaging the activities of the Institute. Morespecifically the Programme Director shall:

♦ Assist in the development of, as well as theexecution and implementation of theprogrammes of the Institute.

♦ Assist in the ongoing identification oftraining gaps in judicial and legal educationwithin the OECS.

♦ Plan, co-ordinate and implement judicialeducation training initiatives within the OECS.

♦ Maintain contact with organizations withsimilar objectives regionally andinternationally, with a view to the exchange ofinformation and ideas.

♦ Manage the dissemination of information onthe activities of the Institute in a proactivemanner, through print, audio andaudio visual media.

♦ Maintain effective working relationships withmembers of the regional Judiciary,Government Officials and Officials of the Courtin all States and territories, and such otherpersons as may be executing work in theinterest of the court.

♦ Supervise Staff of the Institute.

♦ Support the work of the Eastern CaribbeanSupreme Court.

♦ Liaise with the OECS Secretariat

Qualifications and experience:

♦ An Advanced Degree in Law, Education orrelated discipline.

♦ At least 10 years experience in educationand management.

♦ Knowledge of the Judicial and Legal Systemof the Eastern Caribbean.

♦ Experience in preparing and communicatingreports to stakeholders.

♦ Good interpersonal and communication skills.

♦ Project management training or experiencewould be an asset.

Terms of appointment:

The appointment will initially be for a period ofone year, the renewal of which is dependent onthe continued availability of donor funds and onthe basis of mutual agreement. An attractivesalary would be offered to the successful candi-date.

— Candidates must be no more than 40 yearsof age.

OECS EDUCATION DEVELOPMENT PROJECT

THE Government of St. Lucia has secured aloan from the International Bank for

Reconstruction and Development (IBRD) and acredit from the International DevelopmentAssociation (IDA) to support the financing ofthe St. Lucia OECS Education DevelopmentProject. The estimated cost of the project isUS$19.0 million, to be partially financed by anIBRD loan of US$6.0 million, an IDA credit ofUS$6.0 million, and a US$0.8 million grant fromthe Department for International Development(DFID). The proceeds of the loan and credit willbe applied to eligible payments under civil works,procurement of goods, and procurement ofconsulting services.

The proposed five-year project should entailthe following components:

— Construction of two new secondaryschools;

— Expansion, upgrading and rehabilitation ofexisting educational facilities;

— Development of new curricula for lowersecondary education;

— Teacher training, and instructionalsupervision and assessment;

— Procurement of equipment and materials forlearning resource centres and sciencelaboratories;

— Organization and provision of supportservices to secondary school students,school development planning and school-based improvement projects;

— Designing and testing of Literacy andNumeracy Improvement Programmes for theprimary and secondary levels;

— Improvement of governance andmanagement in the education system and

— Training for procurement and accountingpersonnel.

THE Government of St. Lucia has received aloan from the International Bank for

Reconstruction and Development (IBRD) in theamount of US$3.04 million and a credit from theInternational Development Association (IDA) inthe amount of US$3 million equivalent, towardsthe cost of the Saint Lucia Emergency Recovery& Disaster Management Project, and intends toapply part of this loan and credit to paymentsunder the following contracts.

INVITATION FOR BID

THE Government of St. Lucia has securedfinancing from the Caribbean Development

Bank (CDB) for the Fifth Water Supply Projectand it is intended that part of the proceeds of thisfinancing will be applied to eligible paymentsunder the contracts for which this Invitation forBid is issued.

The Project involves:

(a) establishment and implementation of anappropriate institutional and regulatoryframework for the Water and SewerageCompany Incorporated (WASCO) ofSt. Lucia;

(b) implementation of critical capital works; and

(c) technical assistance (TA) to improveWASCO’s operational efficiency.

WASCO, which will be the executing agencyfor the Project, now invites sealed bids fromeligible bidders for the supply of 17,000 domesticcold water meters and 150 cold water turbine bulkmeters.

The procurement of goods and services willbe limited to firms, or joint ventures of firms whichare legally incorporated or otherwise organisedin, and have their principal place of business in,one of the member countries of CDB or the Inter-American Development Bank (IDB) or theKingdom of the Netherlands and are either:

(i) more than 50% beneficially owned by acitizen(s) and/or a bona fide resident(s) ofone or more of the member countries of

CDB or IDB or the Kingdom of theNetherlands, or by body(ies) corporatemeeting these requirements, or

(ii) owned or controlled by the government ofan eligible country provided that it is legallyand financially autonomous and operatesunder the commercial law of an eligiblecountry.

The requirements in the Instructions to Biddersare included in the bidding documents and clearlystate the information to be submitted with thebid. These include inter alia, a requirement thatthe bid must be accompanied by a bid security inthe amount of twenty-seven thousand EasternCaribbean dollars (XCD$27,000).

Eligible bidders may obtain further informationfrom and inspect the bidding documents at thefirst address between the hours of 0900 hours to1600 hours Monday to Friday. The documentsmay be purchased on the submission of a writtenapplication to the same address and uponpayment of a non-refundable fee of two hundredand seventy Eastern Caribbean dollars(XCD$270) payable by bank draft to the order ofthe Water and Sewerage Company Incorporated.Potential bidders who request that the documentsbe forwarded to them are required to submit anaccount number from a courier agent in St. Luciawhich will accept freight collect charges. Thedocuments will be dispatched by designatedcourier pending receipt of the fee. However,payment must be received and acknowledgedprior to the date set for closing of tenders. Underno circumstances will WASCO be heldresponsible for late delivery or loss of thedocuments so dispatched.

Bids must be deposited in the tender box atthe Central Tenders Board (address below) by1615 hours local time on Tuesday, April 8, 2003.They will be publicly opened in the ConferenceRoom at the same address at 1400 hours localtime on the following day, April 9, 2003. Bids willnot be received after the tender box is closed.WASCO does not bind itself to accept the lowestor any other bid and will not defray any costsincurred by bidders.

HEALTH SECTOR REFORM PROGRAMMEORGANISATIONAL RESTRUCTURING AND

DEVELOPMENT OF REGIONALHEALTH SERVICES

STATEMENT OF CAPABILITY

THE Government of Belize (GOB) has receiveda loan from the Caribbean Development Bank

(CDB) to support a comprehensive Health SectorReform Programme (HSRP). Restructuring of thehealth sector and the Ministry of Health inparticular, is one of the components of HSRP.GOB intends to use part of the loan proceedstowards eligible payments for consultingservices to develop an appropriate managementstructure and the requisite tools and systems forthe effective and efficient management of regionalhealth services.

The organisational restructuring of the publicsector provides for the de-concentration ofmanagement authority to four new RegionalManagement Teams. Each region will have aRegional Health Manager who will be responsiblefor all service delivery. After servicereconfiguration and strengthening, each healthregion will have one regional hospital. Theregions will also provide the full range of primary,community and public health services andtransportation services to maximize access. In theCentral region, the new Karl Heusner MemorialHospital Authority, a new independent statutoryauthority, will provide secondary services for theregional population and also act as the nationalreferral hospital for an agreed range of specialistand tertiary services. The Central Regional HealthAuthority will manage the remainder of healthprovision services for the Central Region.
