Leave Rules01. Short Title and Commencemenh _

(a) These Rules may be called DFCCIL Leave Rr'rlesl 2oO8 and as amended in 2021'

(0 Extension of Leave: - An employee who desires to extend his leave shall applythrough ESS Portal/SAP data to the sanctioning authority giving reasons foreltension well in time so as to reach the sanctionlng authority before the expiryof leav€ already gmnted. Except in the case ofan ernergency, the employee shallnot avail the leave for the extended period before it is sanctioned by the leavesanctioning authority.

(gl Absence aft€r exnirv of t,eave: - W lful absence after expiry of leave/extendedleave or Unauthorizod absence from duty ghall render an employee liable todisciplioary action. An employee who rcmains abgent from duty after expiry ofIeave unless it is extended shall not be entitled for leave salary for the period ofsuch absence aod such period shall be debited as leave without pay i.e. against theEOL. However, ifrhe employcc proves to the satisfaction ofthe leavc sanctioningauLhority that his absence was on account ofsickness or other valid reasons, thatauthority may at his discretion regularize his abse[ce into any leave due with orwithout pay. {e) The employees shall be entitled to Leave on HalfAverage Pay (LHAP) of20 days inrespect of each completed year of service. The account of LHAP ofevery employeeshall be credited with LHAP in advance, in two installments of 10 days cach on thc1sL day of ,anuary and 1st day of ruly of every calendar year. LHAP can beaccumulated to any extent in the leave account ofan employee,

(b) The I,HAP shall be credited to the leave account @ 5/3 days for each completedcalendar monlh of service which the employee is likely to rendcr in the half-yearofthe calendar year in which he/she is appointed. Similarly, the credit for halfyeerin which che employee is due to rerire or resign from service shall be allowed @5/3 days per completed month upto the date of retirement or resignation.Howevet when an employee is removed or dismissed or dies while in service,creditofLHAP shall beallowed @ 5/3 per completed calendar month upto theendof calcndar monLh preceding the calendar month in which the employee isremovcd or dismissed irom scrvicc or dies while in servicc.
