Preface
A clean and hygienic environment is essential for the learning minds in an educational institution.
A government of India initiative talks about providing clean drinking water, hygienic toilet
facilities, etc as a basic necessity for each every citizen of India at home and workplace alike. In
order to ensure such an environment and provide a better quality of life at the campus, Maharaja
Institute of Technology, Mysore has established a “Swachh bharath mission committee MIT
Mysore”. The objective of the committee is to ensure healthy, hygienic and clean environment
around the MIT Mysore campus.
The members of the committee carry out various functions, with in the scope/objectives of the
mission, to continuously contribute to the betterment of the student/faculty life at campus
through various initiatives. The policy document of the “Swachh bharath mission- MIT
Mysore” touches upon various functionalities, roles, responsibilities, functions etc to meet the
objectives set out by the committee for the Institution.
To make this policy document relevant, it is recommended that the work and the guidelines as
envisaged in this document be reviewed periodically as the need arises.

I am happy to learn that the members of the Swachh Bharath – MIT Mysore committee
have spelt out the functional procedure in the form of “Policy Document”. I congratulate
members headed by the chairman in this regard. Further they have taken initiatives to ensure that
the Swachh Bharath Mission is responsible for the overall healthy and hygienic quality of life on
campus with proper disposal of solid waste, etc

1. Introduction
Maharaja Institute of Technology, Mysore is a ten year young institutions established under the
Maharaja Education Trust to cater to technical education. It has five distinct branches of
engineering namely, Civil, Computer Science, Electronics & Communication, Information
Science, and Mechanical; along with Masters Programs, MCA and MBA. MIT Mysore believes
that the students should be first “human beings” and towards that end, there are several
initiatives being taken to inculcate those qualities in the students. The Swachh Bharath mission
of MIT Mysore (SBM) is aimed at keeping with that objective by various activities such as the
class room, corridors, campus clean along with educating the students about cleanliness and
hygiene. Further the SBM intends to adopt five villages in the surroundings to educate them
about hygiene and cleanliness through the students of MIT, Mysore.
1.1. Government Clauses
Government of India, under the Swachh Bharath Mission, has emphasized on cleanliness and
hygiene at all levels in the community, work place, homes, etc. Safe sanitation means promotion
of safe disposal of human excreta, right use of toilet and avoiding open defecation as well as
management of solid and liquid waste. Disposal of the solid and liquid waste needs to be done as
per the guidelines published by the department of pollution control (pollution control board).
The government clauses which affect the Swachh Bharath Mission as applied to Maharaja
Institute of Technology Mysore are as outlined by the Pollution Control Board in terms of the
disposal of the solid and liquid waste along with the common effluents.
The various acts under which are of interest are:
The Water (Prevention & Control of Pollution) Act, 1974 and Rules there under.
Human waste effluents and treatment plants: as per sections 25/26 of the above act.
2. OBJECTIVES
This document is prepared to facilitate the overall objectives of the SBM, as per the Government
of India guidelines on Swachh Bharath and to provide guidelines for the Engineering College of
how to achieve the objectives. As MIT Mysore is located in a rural area, further strengthening
the objectives of the SBM is well envisioned through the below objectives.
Main objectives are:
Improve the quality of life on campus by promoting hygiene and cleanliness through
class room and outside activity to the students.

Bring about an improvement in the general quality of life in the rural areas, by promoting
cleanliness, hygiene and eliminating open defecation through education and motivation
by the students and faculty of MIT, Mysore.
3. FUNCTION
The functions of this committee are to ensure that the objectives as outlined above are met
successfully over the period of time and are followed. To achieve the objectives listed above the
following steps are taken. A strategy is developed with various phases
The Strategy is to move towards a ‘Swachh Bharat’ by making it a massive mass movement that
seeks to engage everyone in the task of cleaning homes, work places, villages, cities and
surroundings, in a collective quest. Also by augmenting the institutional capacity for undertaking
the intensive behavior change activities at the grass roots level through education, information
dissemination, street plays, etc. are planned.
It is suggested that Implementation Framework be prepared with a road map of activities
covering the three important phases necessary for the Programme:
(i) Planning Phase
(ii) Implementation Phase
(iii) Sustainability Phase
3.1. Planning Phase
This involves forming the teams to address the various aspects of SBM. So at MIT Mysore, we
have formed a team with the objectives, as mentioned above, in mind and the faculty members
of the team are as below, so as to include each and every department at MITM.

Further to the preparation of the implementation stage of the SBM, team has decided to do
some capacity building by co-opting the students from each section of each semester, a boy and
a girl, in to this team. The list of those students is also included in appendix for the SBM. This
student list may change every year as per the requirements.
Programs which are planned include the following and are not limited to only these:
Education to the students on how to keep the class rooms clean
Education to the students on how to keep the college premises clean
Ensuring that the drinking water at college is always at the highest standard by constantly
monitoring and testing.

Ensuring and monitoring that there is enough cleaning staff to keep all the toilets,
bathrooms clean and hygenine is maintained.
Provide posters, videos etc to help in aid of the above education.
Ensure that the solid and liquid waste is segregated and disposed off in the prescribed
manner as per the government rules
Visit the adopted villages to educate them on cleanliness through street plays, short
videos, games, etc
3.2. Implementation Phase
Various programs have been planned to ensure that the above objectives are implemented as per
the above strategy. In order to do the implementation a calendar of events is to be done every
year which involves from the first year induction program to final year send off with various
activities in between.
3.3. Sustainability Phase
In any of the programs, sustainability over the long period is important, so the following are
planned to ensure continuation of the programs.
Verification and evaluation of the various parameters of the program
Continuous engagement with the stake holders to ensure that the program objectives
remain relevant, and as needed, have the flexibility to modify/delete/add the objectives
Constant monitoring of the program through surveys and the result analysis of those
surveys to see that the improvements are in line with the expectations.
4. Capacity Building
From capacity building perspective students from various branches are co-opted to work with
the SBM team. As indicated elsewhere, we have two students, a boy and a girl, from each
section from each department so the overall team is fairly large to monitor and implement
various objectives as envisaged in SBM.

5. MITM Swachh Bharath Mission Cell
MIT Mysore is strongly committed to various objectives as listed above under the SBM. In the
previous section on capacity building and functioning of the committee we have indicated the
various members of the SBM cell at MIT Mysore. Main focus of our cell has been to affect the
behavior changes in the student, faculty and staff community at the MIT Mysore. Behavior

change has been the key differentiator of Swachh Bharat Mission and therefore emphasis is
placed on Behavior Change Communication (BCC). BCC is not a 'stand-alone' separate activity
to be done as a 'component' of SBM-G, but about mobilizing and nudging communities into
adopting safe and sustainable sanitation practices through effective BCC.
We have planned various activities to change the behavior of the students, faculties and staff of
MITM towards the “Swachh bharath” initiatives such as:
ICT Based initiatives such as Videos which would be played in all department TV
monitors .
Class room initiatives where there would be “surprise check” and incentives for keeping
the class rooms clean for the students.
Campus based initiatives where the student volunteers stage plays, enact simple programs
to educate and emphasis on the behavior changes required to make SBM happen all
around.
Community Based: MIT Mysore has adopted five villages around the college. Students
along with the NSS coordinator and various faculties to visit the Villages and provide
guidance and help in keeping the surroundings clean with emphasis on defecation free
environment.
As an example a simple jatha was organized in these villages with the active participation of
students, villages and faculty. Student prepared poster on slogan " Swach Vidhalaya Swach
Bharat" , teachers prepared the badges for each Student on green colored paper with same
slogan on it . The rally was organized to spread the message of cleanliness; all the students
helped their class- teacher to clean cupboard, and tables and runners of their classrooms. The
students actively participated in the project and enjoy a lot.
5.1. Committee Hierarchy
Following figure below indicates the hierarchy of the SBM – MIT Mysore mission and the list of
names including the chairman, convener, faculty and student coordinators for this academic year
is published in this report.

List of members and coordinators are mentioned elsewhere. Appendix A contains the list of
student coordinators. Student Coordinators will have one year tenure while the faculty
coordinators will have two year tenure with 50% changing every year so there is continuity of the
membership committee and the programs therein planned.
6. Roles and Responsibilities
The roles and responsibilities are listed below for the chairman, convener, members and the
coordinators:
6.1. Coordinator
The Roles and Responsibilities of the Coordinator are:
A policy document is to be generated about the overall Swachh Bharath Mission as
applicable to Maharaja Institute of Technology, Mysore and updates / corrections / edits
to that has to be maintained (living document).
Generating mass awareness on cleanliness and hygiene amongst students and staff
members by holding regular sanitization programs
Hold special cleanliness drive at the college campus, in the adopted villages on regular
basis.
Ensure proper Liquid and solid waste disposal mechanisms for the college.
Conduct regular meetings of the committee to ensure the various activities are conducted
and solicit inputs from committee members.

6.2. Convener
Convener of the SBM at MIT Mysore has the following roles:
Convenes the committee meeting as appropriate and ensure the minutes of the meeting
and any policy changes are communicated to all the stake holders.
Works with the NSS coordinator for Swachh Bharath jatha or drives inside and outside
of the campus as needed
6.3. Member
Members are required to coordinate with their respective departments and ensure that
the information about various activities is communicated.
Get the department faculty, students and all concerned to participate in various
cleanliness, information and awareness drives.
7. Spectrum of Activities
The following list of activities are planned to be conducted on regular basis at convenient date
and timings:
Class room level cleanliness drives
College level cleanliness drives
Inspection and monitoring of various water filters and water quality
Awareness programs at college level on Hygiene, health and Cleanliness, proper use of
facilities, etc
Cleanliness drives at adopted villages through various activities such as Jatha, Street plays,
etc
Any other activity, not limited to the above, to achieve the overall objectives.
8. Procedure for conduction of events and activities
8.1. at the department level
In order for a department to conduct an event mentioned above, prior to execution the
following procedure is to be completed
a) The Department must submit the detailed plan of event that it intends to conduct, to the
chairman of SBM. The plan may contain Proposed Date and Time, Venue, Estimated
Audience Size, nature of event, approximate budget and its contribution, guests(if
any)from within the institute/ from outside of the institute, etc.

b) The chairman in-turn shall submit the proposal to the Principal and seek his approval.
c) The Chairman Communicates about the status of approval to the Respective Head of the
Department.
d) If approved by the Principal, the Department shall organize and conduct the event.
e) The chairman and Convener of the MITM SBM shall provide any assistance/service if
requested by the department.
f) Upon Completion of the said event the department shall submit a Report of the same to
the Chairman of the MITM SBM.
g) Upon Verification by the Chairman of the MITM SBM and Write off from the Principal,
the said Report must be stored in the department filing system.
8.2. At the Institute Level

8.2.1. Procedure for Conduction
All events mentioned and any other as decided by the committee or communicated by the
Principal shall uphold the following procedure.
a) As per Chairman’s direction the convener shall convene the meeting and draft the
execution plan of the said event and submit the proposal to the chairman. The plan may
contain Proposed Date and Time, Venue, Estimated Audience Size, nature of event,
approximate budget, guests(if any)from within the institute/ from outside of the
institute, etc.
b) The chairman shall scrutinize the plan and upon all modifications incorporated by the
convener, the chairman must submit the detailed plan of event to the Principal.
c) Upon the Approval of the plan by the Principal, the Chairman shall communicate the
same to the Convener and the Convener must then convene the meeting of the
committee and gear up for execution of the plan.
d) The Committee members shall be allotted with specific roles and responsibilities by the
convener and further to this, the members shall organize and facilitate for completion of
the event.

e) The Committee shall co-opt any staff and students of the institute, as may be required as
per magnitude of the event. The proposed members to be co-opted shall only be made
available for service to the committee upon the consent for requisition received from the
respective HOD’s of the department to which the proposed Co-opted members report
to. The Co-opted members shall only be on one time basis and the Co-opted members
are considered as adjunct members of the committee only form the event that their
services are requested.
f) Upon completion of the event, the convener shall facilitate for compiling the “Event
Report” to the Chairman and the Chairman shall endorse the report (if found to be
acceptable) and submit the same the Principal.
g) The Convener shall accurately file Office Copy (OC’s) of all correspondences.
8.3. At The Societal Level
All events mentioned and any other as decided by the committee or communicated by the
Principal shall uphold the following procedure. Same as 7.2
Said events would be conducted at the “adopted villages” and as such the
procedure for the conduction of the event will be notified in accordance with the
appropriate village authorities such as Gram Panchayat or Village council or what
ever the govenring body for conducting such events, as needed.
9. Annual reporting
Before launching any event/activity as part of “Swacch Bharath Abhiyaan at MITM, budget will
be prepared as a part of the proposal. On approval of the proposal from the Principal, the
organizing committee will source the fund or required resources through different agencies,
NGOs and sponsorships in CSR activities.
The sponsorship can be through donating money or through providing required resources to
execute the Swacch Bharath Abhiyaan program. For all these activities Budget report should be
prepared and expense details will be produced.
Annual report and Financial Reports are due at the end of the academic year for the preceeding
academic year. A budget should also be presented for the upcoming year for the various
activiites envisaged by the SBM-MITM.
