'lli.e latter as intended to make clear thnt my Government did not regard itself as under any financial responsibility for the care and maintenance of displaced persons in the British Zone , and that this respon­sibility rested on t~e Austrian Government .

There is , ho ever, no intention of dissociating the British authorities in Austria from all responsibility in connexion with isplaced persons . I req ested to as ure you that the British authorities 111 maintain the supervision of all operations in re poet of displaced persons , and exercise the responsibility of negoti ting with the 1iustrian Government for the provision by them, either by requisition or import, of all supplies .

The liaison with other CoH.Q. departments was conducted :in a satisfactory manner and divisions at C.H.Q. are us:ing the DoP. Supply Div;ision to advantage :in connection with :information requirec:. l'egard:ing items carried at the Supply Center, Grodig, and with regard to conmunications with Grodig.

Budgetary reduction :in Class I personnel, especially at Grodig, has come at a time when the work had :increased. It is hoped th~t Class II employees can be found to take the responsibilities. Otherwise it will be difficult to cope with the work.

First issue of PX supplies from UNRRA sources was made to c.H.Q. and British Zone personnel :in the third week of this month. Altho1.1gh short in some items through back orders, issues were made of t.~e most important items. The scales of issues proved to be unsatisfactory; for instance less tha."l six bars of chocolate per month, ,mich is small in comparison with previous issue of Naafi, and no canned foods are listed on the Personal PX suppliesQ This matter is being taken up at a higher level.

"Operation Child Feeding" has been started to opel--a.te and is meant to give child­ren up to 18 years additional calories. For this, ll3 1 600 Indian Red Cross parcels ·were set aside at Grodig and camps draw direct from there on authority of the appropriate administrative order. It is expected that this quantity will last until the end of this yea:,,.•.

In April this year,, $ J20,000 was set a.side for D .. P. amenity supplies, but no procurement action was taken by EoRoOo on ou~ requircmen.ts, as no money was ma.d.e available. Information has been received that this ca.."l noo be obtained and new listings of requirements are bei."lg made by Relief Services which will be submitted to London during the f:irst \7eek of Septembei· ..

Mr~ Novarine was appointed on the 10th June as Chief Supply Officer of the D.P,Supply Division.

A conf'e~ence was held at Central Headquarters with .the Senior Supply Officer of the Supply Centre and the Land Supply Officers, in order to clarify procedures in relation to the supervision of supply personnel under their jurisdiction, and to review the third quarter bud.get to assure that all sup?lY personnel are covered by budset lines, and to oonsider possible reductions of per5onnel. In this connection joint conf'erenoes were held with the Chief Personnel Officer and Chief Orsanization and. Management Officer. In conference with the Chief Personnel Officer . it. wn.s agreed -~.hat the L..wd Supply Officers should have a definite part in all P>2 actions involving supply p~rsonnel under their jurisdiction. Austrian Mission Administrative Order No.70 on evaluations provides for the professional evaluation of supply personnel on P.A..31, to be prepared by the Land Supply Officer. In some oases the Land Supply Officers have not been called on to prepare these forms and as a result it has been difficult for the Chief DP Supply Officer at Central Headquarters to adequately evaluate some of the P .. 2 -actions which have been channelled to him for review· and recommendation to the Director of s. & T. It was further agreed that Land Supply Officers initial all P.2 promotion actions involving supply personnel.

In addition, conferences were held with the Director of Relief Services and F. & A. to review the proposed procedures for the release of supplies from Grodig to the field units, The procurement of local supplies through .Arrrzy­oommitmcnts was also discussed..

Thero have been frequent discussions with UNRRA B~ro officials on the question of mn.xin1Um prices to be established for UhlmA goods,. Subject supplies for the detection and diagnosis of T. B. cases among displaced persons under the care of the Austriam Mission.

(1) To carry out an adequate inspection for T. B. among D. P.'s it is essential to make photofluorographic examination, recalls and microspopic examination of sputum for population of 5,000 (?) D.P.•s.

(2) Statis photogluorographic units can be used but there is complete lack of equipment except for small supplies brought from London by Dr. Gomez.

(3) Please supply as matter of urgency following items. Photofluorographic films 35 mm, rolls 36 expoeures 1400, X-ray films 14/Xl7" dozens 100, X-ray filsm 30 x 40 cm dozens 160, tuberculin test patches 10,000, P.P.D. of tuberculin, first strength doses 3,000, P. P. D. of tuber­culin second strength, doses 1,500. Brute tuberculin, (P.T.) cc to 25. Microscopic slides 3,000. Ziehl Carbol Fuchsin 10 percent, bottles 100 cc 24. Methylene blue, for Ziehl, bottles 50 cc 24, X-ray tubes 100 ma adaptable to "Siemens" apparatus 2, mobile photofluorographic unit for 35 mm films, fully equipped l.

1. The .American Element has been supplementing United Nations Displaced Persons diets by some 800 calories per day. The number of DP's involved approximates 51,000 of whom half are in camps receiving UNRRA assistance.

• These 800 calories per day havebeen provided by the .American Red Cross Civilian Relief which has turned over two row parcels per month per person. During June there will be suf'ficient Red Cross POf{ parcels to provide 8C)fi of the previous Red Cross issue.

2. Nothing comparable to this kind of supplementation of food issue exists in the-French or British Zone camps, although the British Red Cross is issuing a limited supplement to the aged, nursing and pregnant women and medically recommended persons.

3. The attached copy of USFA Cable No. P 8391 is self-explanatory.

4. This Mission is taking the view that persecutees might well continue to receive extra rations but it is inclined to look on rations of this.,j;ype, which are so much in excess or those receive in tne other two Zones, as a deterrent to repatriation. May we have your views on this.
