SCADA is the system that controls the various operating processes at our facilities. It is also the system that collects and stores real-time data from sensors and other devices for reporting, analysis and optimization of our treatment processes.

You encounter SCADA-like systems almost every day.

Most of today’s vehicles are equipped with systems similar to SCADA.

Rivanna’s SCADA system is utilized by its operators and managers to monitor and supervise the production and treatment processes at the water and wastewater facilities.

SUPERVISORY

• Operators are able to controlon-site processes along with those at remote facilities.

• Programmed set points and trending parameters are continuously monitored and adjusted as needed using real-time raw data. This allows the SCADA “system” to make adjustments as conditions change.

Historical data is stored on the main servers. The main hub resides in the Administration building.

• Robust database software helps manage and use that data for analysis.

The PLC, much like a computer, serves as the central processing unit. It houses most of the major programming and communicates with devices and servers via the network.

The bulk of PLCs used by Rivanna are manufactured by GE and controlled by GE proprietary software. The PLCs require periodic software updates.

HMIHuman Machine Interface

HMI is a program that runs on a standard desktop or laptop workstation.

The operator interacts with the SCADA system using the Dashboard/HMI screen. With the use of PLCs, the network and connected devices, the operator has the ability to:

• Real-time data only

• Start/stop a pump

• Change timer settings

• Control feed rates

WHY IS SCADA IMPORTANT?

SCADA technology is essential to meet modern day needs of the municipal water and

wastewater industry.

Complicated treatment processes – Nutrient reduction goals for the ENR project would

be difficult to achieve without the precision of SCADA.

Vital data that was once thought to be unattainable is now available instantly.

Real time data (Efficient resolution of line break and distribution issue.)

Efficiencies: Sampling changes, staffing efficiencies, remote monitoring

SECURITY, STORAGE and RECOVERY

Ensuring that our SCADA system is secure at all times is a number one priority.

• Access is restricted from outside Rivanna's Wide Area Network.

• Connection between routers through secure IP tunnels (IPSEC).

• NGFW (next generation firewalls); data is encrypted and secured from outside malware and intrusion attempts. NGFW is installed at each facility and on all outward facing devices.

• For protection, multiple authentication steps are required to access HMIs.

SECURITY, STORAGE and RECOVERY

• Each facility hosts at a minimum one SCADA dedicated server which houses the HMI/PLC

programs and databases. Servers are backed up routinely to ensure the recovery of

essential data.

• In the event of a system failure, IT maintains two fully functioning standby SCADA servers

with the most current programs that can be installed at any facility in less than one hour.

• The IT Department maintains an extensive spare

parts and equipment inventory. This proactive

approach ensures minimal impact on operations

during equipment repair and replacement.

DATA & REPORTING

Data is the heart of SCADA. All of the information collected is stored in databases and can be accessed at any time.

Data is used for:

• Regulatory and compliance reporting.

• Trending and benchmark reports for strategic planning.

• Providing critical data for capital project design.

• Treatment problem solving.

The Maintenance Department is also an important resource in maintaining the SCADA system.
