WEBSITE NOTICE

Sealed tenders in two parts are invited for “Supply, installation, testing and commissioning of H.T. Cable by HDD method and VCB for 11 KV dedicated feeder from S.K.Memorial Power Sub Station (PSS) to Reserve Bank of India (RBI) Patna “from the bidders who satisfy and submit relevant documents for the following pre-qualification criteria. The work is estimated to cost Rs.76 Lakh and is to be completed within four months.

The work involves preparation of route plan for laying of cable from RBI office to South Bihar Power Distribution Co. Ltd. (SBPDCL), PESU Sub Station, getting approval of the same from PESU authorities, getting permission for laying of cable by HDD method from various Statutory authorities and other stake holders who have laid their underground service lines in the route, executing the work under the supervision of PESU, getting approval of executed work, installation of VCB etc. in PESU sub-station and testing and commissioning in close co-ordination with PESU authorities and the Bank.

Only those contractors

(i) who have minimum 5 years’ experience in the field of undertaking similar works viz Supply, installation, testing and commissioning of 11KV, XLPE, Underground cable by HDD method and other ancillary works ending June 30, 2014

and

(ii) have successfully executed similar works viz Supply, installation, testing and commissioning of 11KV, XLPE, Underground cable by HDD method and other ancillary works, individually costing as under during the last five years

(a)Three works each costing not less than Rs.30,40,000/- OR

(b) Two works each costing not less than Rs.38,00,000/- OR (c) One work costing not less than Rs.60,80,000/- and

(iii) Have minimum annual turnover of Rs. 76 lakhs during the last three years ending March 31, 2014.

and (iv) hold a valid electrical (HT) license for carrying electrical work for 11 KV and above in

Patna and

(v) Service Tax registration, VAT & CST registration and

(vi) Valid PAN & TIN No. Are eligible to participate in the tendering process after producing relevant documents to the Bank’s satisfaction.

2. The tender forms will be issued only to those contractors who invariably furnish, at the time of applying for purchase of tender-forms, the following information in writing and relevant documents ( as detailed above) to satisfy the Bank about their eligibility for participating in the tendering process.

(a) Composition of the firm Full particulars (whether contractor is an individual, or a partnership firm, or a company etc.) of the composition of the firm of contractors in detail should be submitted along with name(s) and address (es) of the partners, copy of the Articles of Association / Power of Attorney / any other relevant document.

(b) Work experience & Completion of similar works of specified value during the specified period.

Copies of the detailed work order indicating date of award of contract, value of awarded work, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar works should be enclosed as proof of the work experience.

The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any centre should also be given.

(c) Creditworthiness of the contractor & their Turn over during the specified period.

Copies of the Income Tax Clearance Certificates / Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three years.

(d) Details of set up Details of address, contact nos, contact person’s name etc.

(e) Name(s) & address (es) of the Bankers and their present contact executives

Written information about the names and addresses of their bankers along with full details, like names postal addresses, e-mail, IDs, telephone (landline and mobile) nos. fax nos., etc., of the contact executives (i.e. the persons who can be contacted at the office of their banker by the Bank in case it is so needed) should be furnished.

(f) Details of bank accounts Full particulars of their bank accounts, like account No., type, when opened, etc., should be given.

(g) Name(s) & address (es) of the Clients and their present contact executives

Written information about the names and addresses of their clients along with full details, like names postal addresses, e-mail, IDs, telephone (landline and mobile) nos. fax nos., etc., of the contact executives (i.e. the persons who can be contacted at the office of their banker by the Bank in case it is so needed) should be furnished.

(h) Details of completed works The Client-wise names of work(s), year(s) of execution of work(s) , awarded and actual cost(s) of executed work(s), completion time stipulated in the contract (s) and actual time taken to complete the work (s), name(s) and full contact-details of the officer / authorities / departments under whom the work (s) was / were executed should be furnished.

3. In the event of intending tenderer's failure to satisfy the Bank; the Bank reserves the right to refuse issuance of tender forms / documents to them.

4. Tender forms will be issued by the office from August 06, 2014 to August 26, 2014 on a Non-Refundable payment of Rs.1000/- per set in cash / Demand Draft in favor of Reserve Bank of India payable at Patna. Tender forms can also be downloaded from the website. In case of downloaded documents, the said non-refundable sum of Rs.1000/- in the form of Demand Draft favoring Reserve Bank of India payable at Patna along with all the information/documents, mentioned above, will have to be submitted in a sealed cover addressed by name to Shri M.K.Verma, Regional Director, Reserve Bank of India, Patna up to 2:00 p.m. on or before August 26, 2014 (upto the last date of issue of tenders) for Bank’s examination. These separate sealed covers shall be opened on the day of receipt for scrutiny of their eligibility. After scrutiny, if the any of the contractors are not found to posses the required eligibility, their tenders will not be accepted by the Bank for submission and the sum of Rs. 1000/- if received, will be returned to the vendors.

5. A pre-tender briefing meeting of the intending tenderers will be held at 1100 hours on September 02, 2014 in Estate Department to clarify any point/doubt raised by them in respect of the tender. No separate communication will be sent for this meeting. All the intending tenderers are advised to be present and study the tender documents. They may indicate any points/conditions/specifications which need to be clarified during the meeting. These issues will be discussed and all the tenderers will be advised suitably. The tenderers are expected to get all the Issues clarified during this meeting and therefore should desist from deviating from the Bank's tender conditions/specifications in their technical (Part I) and Price bids (Part II)

6. Tender in prescribed form shall be submitted in two parts. Part-I of tender will contain the Bank's standard technical and commercial conditions for the proposed work, tenderers' covering letter, tenderers' additional conditions/ deviations, if any, Banker’s and Client’s confidential reports in the approved format in sealed envelopes and the EMD of Rs.1,52,000/- in the form of an irrevocable bank guarantee issued by a scheduled bank in the Bank's standard format which is available in the tender-form or a demand draft favoring Reserve Bank of India payable at Patna and be sealed (in duplicate) in one cover, super scribing " Tender for Supply, installation, Testing and Commissioning of H.T. cable by HDD method and VCB for 11 KV dedicated feeder from S.K. Memorial Power Sub Station (PSS) to Reserve Bank of India (RBI) Patna - Part-I” .Part-II of the tender will contain no conditions but Bank's Schedule of quantities, tender drawings, if any, and tenderers' priced bid only and be sealed (in duplicate) in a separate cover, super scribing "Tender for Supply, installation, Testing and Commissioning of H.T. cable by HDD method and VCB for 11 KV dedicated feeder from S.K. Memorial Power Sub Station (PSS) to Reserve Bank of India (RBI) Patna - Part-II”. Both these sealed covers will further be sealed in another envelope addressed by name to Shri M.K.Verma, Regional Director (Bihar & Jharkhand), Reserve Bank of India, Estate Department, Patna and will be delivered so as to reach the Bank up to 2.00 p.m. on September 10, 2014 in the manner described in the tender form.

7. The tenderers are advised to submit the Client Certificate as per enclosed format (Annex-I) from at least two of their clients for whom they have carried out eligible works in terms of eligibility (Pre-qualification) criteria described in the notice inviting application / tenders in a sealed envelope / cover. Client Certificate shall be accepted by the applicant / tender inviting authority of Reserve Bank of India only when the same are signed by an official of the rank of Executive Engineer or equivalent in respect of a Government / Semi Government organization or a PSU and only when they are supported by adequate proof of payment received by the tenderer for the work done by them. The client certificate issued by the private organization shall also accompany Tax Deducted at source (TDS) certificate/proof of payment. Applications / tenders received without the specified certificates in specified format are liable to be rejected and the Bank shall have the right to independently verify the submitted certificates/ reports.

8. The tenderer are advised to submit the banker's certificate from their banker / bankers as per the enclosed format (annex-II), Such certificate shall be addressed to the application / Tender inviting Authority of the Reserve Bank of India and shall be submitted along with their application / tender in a sealed envelope / cover.

9. Part I of the tenders will be opened at 3.30 p.m. on September 11, 2014 in the presence of the authorized representative of the tenderers who choose to be present. Part II of the tender will be opened on a subsequent date which will be intimated to the tenderers subsequently.

10. The Bank shall evaluate the said Banker’s and client’s reports before opening of the part-II of the tenders. If any tenderer is not found to posses the required eligibility for participating in the tendering process at any point of time and / or his performance reports received from his clients and / or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender and his sealed cover containing Part-II of the tender along with EMD (if any) shall be returned back to him as it is. The Bank is not bound to assign any reason for doing so.

11. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all the tenders without assigning any reason thereof.

Articles of Agreement ARTICLES OF AGREEMENT made the ____________ day of ______________ between the Reserve Bank of India (hereafter called “The Bank”) of the one part and ______________ __________________________________ (hereafter called “the Contractor”) of the other part. WHEREAS The Bank is desirous of Supply, installation, Testing and Commissioning of H.T. cable by HDD method and VCB for 11 KV dedicated feeder from S.K.Memorial Power Sub Station (PSS) to Reserve Bank of India (RBI) Patna” (hereafter called “the said works”)and has caused specifications describing the works to be done. AND WHEREAS the said specifications, the Schedule of Quantities and drawings have been signed by or on behalf of the parties hereto. AND WHEREAS the Contractor has agreed to execute the said works subject to the Conditions set herein and to the Conditions set h in the Special Conditions and in the Schedule of Quantities and Conditions of Contract (all of which are collectively hereinafter referred to as “the said Conditions”) the works shown upon the said drawings and/or described in the said specification and included in the Schedule of Quantities at the respective rates therein set amounting to the sum as therein arrived at or such other sum as shall become payable thereunder(hereinafter referred to as ‘the said Contract Amount’). NOW IT IS HEREBY AGREED AS FOLLOWS: 1. In consideration of said Contract Amount to be paid at the times and in the manner set in the said conditions, the Contractor shall upon and subject to the said Conditions execute and complete the work shown upon the said Drawings and described in the said Drawings and described in the said Specifications and the Schedule of Quantities. 2. The Bank shall pay the Contractor the said Contract Amount, or such other sum as shall become payable, at the times and in the manner specified in the said conditions. 3. The said Conditions and Appendix thereto shall be read and construed as forming part of this agreement and the parties hereto shall respectively abide by, submit themselves to the said Conditions and perform the agreements on their part respectively in the said Conditions contained. 4. The plans, agreement and documents mentioned herein shall form the basis of this Contract. 5. This Contract is neither a fixed Lump sum Contract nor a Piece work Contract but is a Contract to carry out the Supply, installation, Testing and Commissioning of H.T cable by HDD method and VCB for 11 KV dedicated feeder from S.K.Memorial Power Sub Station (PSS) to Reserve Bank of India (RBI) Patna” to be paid for according to actual measured quantities at the rates contained in the Schedule of Rates and Probable quantities or as provided in the said Conditions. 6. The Contractor shall afford every reasonable facility for the carrying out of all works relating to civil works and other ancillary works in the manner laid down in the said

Conditions, and shall make good any damages done to walls, floors etc. after the completion of such works. 7. The Bank reserves to itself the right of altering the Drawings and nature of the work by adding to or omitting any items of work or having portions of the same carried out without prejudice to this contract. 8. Timeshall be considered as the essence of this Contract with respect to completion of work within the specified period, and the Contractor hereby agrees to commence the work soon after the site is handed over to him or from tenth day after the day of issue of formal works order as provided for in the said Conditions, whichever is later, and to complete the entire work 4 Months, subject nevertheless to the provisions for extension of time. 9. All payments by The Bank under this Contract will be made only at Patna. 10. All disputes arising out of or in any way connected with this agreement shall be deemed to have arisen at Patna and only Courts in Patna shall have jurisdiction to determine the same. 11. 1. No tender will be received after 14.00 hrs on September 10, 2014, under any circumstances whatsoever.

2. The tender shall be submitted in two parts comprising Part-I and Part-II. 3. (a) Part I of the tender shall be opened at 3.30 PM on September 11, 2014 at the office of the Regional Director, Reserve Bank of India, Estate Department, Patna. 800 001.

(b) Rates should be quoted both in figures and in words in columns specified. All Erasures and alterations made while filling the tender must be attested by initials of the tenderer. Overwriting of figures is not permitted; failure to comply with either of these conditions will render the tender void at the Bank’s option. No advice of any change in rate or of conditions after the opening of the tender will be entertained. (c) Each of the tender documents should be signed by the person or persons submitting the tender and is taken at his/their having acquainted himself/themselves with the General Conditions of Contract, Specifications, Special Conditions, etc. as laid down. Any tender with any of the documents not so signed will be rejected. (d) The tender submitted on behalf of a firm shall be signed by all the partners of the firm or by a partner who has the necessary authority on behalf of the firm to enter into the proposed contract. Otherwise, the tender may be rejected by the Bank. (e)The Reserve Bank of India does not bind itself to accept the lowest or any tender and reserves to itself to accept or reject any or all the tenders, either in whole or in part, without assigning any reason for doing so.

4. The tenders shall be valid for a period of 90 days from the date of opening of Part-I of the tender.

5. Intending tenderer shall pay as earnest money (EMD) a sum of Rs. 1,52,000/-

by a demand draft or BG drawn on a Scheduled Bank.

6. The Earnest Money Deposit (EMD)of Rs.1,52,000/-paid by the successful tenderer shall be held by the Reserve Bank of India as security for the execution and due fulfillment of the Contract. No interest shall be paid on the said deposit.

7. On receipt of intimation from the Bank of the acceptance of his / their tender, the successful tenderer shall be bound to enter in to the contract within fourteen days thereof. The successful tenderer shall sign an agreement in accordance with the draft agreement and the Schedule of Conditions but the written acceptance by the Reserve Bank of India of a tender will constitute a binding contract between the Reserve Bank of India and the person so tendering whether such formal agreement is or is not subsequently executed.

8. (a) In addition to the Earnest Money Deposit (EMD) under clause 5 and as

further security for the due fulfillment of the contract by the Contractor, 5% of the value of the work done will be deducted by the Bank from each payment to be made to the Contractor as retention money(RM). The EMD and the RM will constitute the Security Deposit. On receipt of virtual completion certificate issued by the Bank’s Engineer, the EMD amount retained towards Security Deposit shall be released to the contractor and the retention money deducted towards Security Deposit shall be released on expiry of stipulated defect liability period. The amount retained by the bank shall not bear any interest.

(b) All compensation or other sums of money payable by the contractor to the Bank under the terms of this Contract may be deducted from his earnest money and the security deposit if the amount so permits and the Contractor shall, unless such deposit has become otherwise payable, within ten days after such deduction make good in cash the amount so deducted.

9. The Contractor shall not assign the Contract. He shall not sublet any portion of the Contract except with the written consent of the Bank. In case of breach of these conditions, the bank may serve a notice in writing on the contractor rescinding the Contract whereupon the security deposit shall stand forfeited to the Bank, without prejudice to his other remedies against the contractor.The Contractor shall carry out all the work strictly in accordance with Drawings, details and instructions of Bank's Engineer/Consultant. If in the opinion of the Bank's Engineer/ Consultant changes have to be made in the design and with the prior approval in writing of the Employer they desire the Contractor to carry out the same, the contractor shall carry out the same without any extra charge. The Bank's decision in such cases shall be final and shall not be open to arbitration.

10. Terms of Payment:

i) 60% of the item rate against delivery of material at site subject to

submission of following: • factory test reports • submission of drawings • necessary clearance and approval of drawing from M/s South Bihar

Power Distribution Company Limited PESU(West) Circle, Mangles Road, Patna.

• Insurance policies as per tender ii) 100% of the item rate (after adjusting the payment released at first stage) against complete installation, testing, commissioning and handing over. Note: the above payments will be subject to deduction of 5% RM as per clause 8(a). This amount will be released after satisfactory completion of ONE year defect liability period reckoned from the date of successful commissioning and handing over the system/feeder

11. A Schedule of probable quantities in respect of each work and specifications accompany these special conditions. The Schedule of probable quantities is liable to alteration by omissions, deductions or addition at the discretion of the Consultant.

Each tender should contain not only the rates but also the value of each item of work entered in a separate column and all the items should be totaled in order to show the aggregate value of the entire tender.

12. The tenderer must obtain for himself, on his own responsibility and at his own

expenses, all the information which may be necessary for the purpose for making a tender and for entering into a contract and must examine the Drawings and must inspect the site of the work and acquaint himself with all local conditions, means of access to work, nature of work and all matters appertaining thereto.

13. (a) The rates quoted in the tender shall include all charges for supply, installation

(assembly), testing, insurance, packing, handling and transport for all supplies. The rates shall include storage, watch and ward, temporary structures, lighting at night, tools and tackles, labour and other services for erection and commissioning works.

(b) The rates shall also be firm and shall not be subject to exchange variations, labour condition, fluctuations in railway freights or any conditions whatsoever. Tenderers must include in their rates sales tax, excise duty, customs duty, octroi and any other tax and duty or other levy levied by the Central Government or any State Government or local authority, if applicable. No claim in respect of sales tax, sales tax on works contract, excise duty, customs duty, octroi or other tax, duty or levy whether existing or future shall be entertained by the Employer. (c) The work shall be carried out in such a manner that there shall be minimum obstruction to the traffic. The roads will be repaired as per the norms of the respective authority. Prior to road cutting, drilling under HDD method etc, permission from the respective authority will be obtained by the contractor. The bank will bear all the statutory charges/payments made to municipal authorities etc for the same against documentary evidence of making payment , but the necessary follow-up will have to be carried out by the contractor. Liasioning/follow up with various state govt./municipal/local/statutory authorities for obtaining the required approvals/permissions for laying the cable as per the methodology specified in the tender including mapping of underground existing services and rerouting if required in the proposed cable route will be the responsibility of the contractor. Bank will only reimburse the statutory fees/charges paid towards obtaining the above approvals against submission of documentary proof as stated above. The contractors are therefore advised factor in all these activities while submitting their tenders. (d) The Contractor should note that unless otherwise stated the tender is strictly on item rate basis and his attention is drawn to the fact that rates for each and every item should be correct, workable and self-supporting. The quantities in the Schedule of Quantities approximately indicate the total extent of work but may vary to any extent and may even be omitted thus altering the aggregate value of the contract. No claim shall be entertained on this account. The payment shall be based on actual measurement of quantity executed at site.

14. Time allowed for carrying out the work as mentioned in the Memorandum shall be strictly observed by the Contractor and it shall be reckoned from the 10th day after written order to commence the work is issued. The work shall throughout the stipulated

period of the contract, be proceeded with all due diligence. If the contractor fails to complete the work within the specified period he shall be liable to pay compensation as defined in the conditions of contract. The tenderer shall before commencing work, prepare a detailed work programme which shall be approved by the Employer. Tenders will be considered only from recognized bonafide contractors who fulfill the Minimum eligibility criteria as prescribed in the tender notice for the work. Each tenderer shall submit with his tender a list of large works of a like nature he has executed giving details as to their magnitude and cost, the proportion of work done by the contractor in it and the time within which the works were completed.

15.The Contractor shall not be entitled to any compensation for any loss suffered by him on account of delays in commencing or executing the work, whatever the cause of delays may be, including delays arising out of modifications to the work entrusted to him or in any sub-contract connected therewith or delays in awarding contracts for other trader of the project or in commencement or completion of such works or in procuring Government controlled or other building materials or in obtaining water and power connections for construction purpose or for any other reason whatsoever and the employer shall not be liable for any claim in respect therefor. The Employer does not accept liability for any sum besides the tender amount, subject to such variations as are provided for herein. 16. The successful tenderer is bound to carry out any items of work necessary for the completion of the job even though these items are not included in the quantities and rates. The Employer will issue schedule of instructions in respect of such additional items and their quantities in writing. 17. The successful tenderer must co-operate with the other contractors appointed by the Employer so that the work shall proceed smoothly with the least possible delay and to the satisfaction of the Employer. 18. The Contractor must bear in mind that all the work shall be carried out strictly in accordance with the specifications and also in compliance of the requirement of the statutory/legal /public authorities and to the requirements of the local electricity authority and CEI and no deviation on any account will be permitted. 19. The successful tenderer should make his own arrangements to obtain all materials required for the work. 20. The tenderer shall submit along with his tender Part-I, a list mentioning the names of manufacturers of specialized items like electric cables, electrical accessories, 11 KV VCB panel, etc., which he proposes to use in the work. The tender must accompany descriptive literature of the major items and the literature so submitted by the successful tenderer shall be retained. 21. The employer will pay electric supply connection/inspection/license fees for the permanent supply to the Electric supply authority. However, liaisoning with Electricity Board authorities, PESU and Chief Electrical Inspector for obtaining the supply / approval will be the responsibility of the Contractor. 22. The Contractor shall strictly comply with the provisions of safety code annexed hereto.

23. The security deposit of the successful tenderer will be forfeited if he fails to comply with any of the conditions of the contract. 24. The tenderers are requested to fill in the checklist given in the Appendix Hereinbefore Referred To on terms and conditions of the contract. They are advised to confirm whether they agree to the Bank's terms and conditions by indicating "YES" or "NO" only. If the reply to any of the Bank's terms and conditions is "NO" then they shall list out the deviations proposed by them in the appropriate column 25. A pre-tender briefing meeting of the intending tenderers will be held at1100 hours on September 02, 2014 in Estate Department to clarify any point/doubt raised by them in respect of the tender. No separate communication will be sent for this meeting. All the intending tenderers are advised to be present and study the tender documents. They may indicate any points/conditions/specifications which need to be clarified during the meeting. These issues will be discussed and all the tenderers will be advised suitably. The tenderers are expected to get all the Issues clarified during this meeting and therefore should desist from deviating from the Bank's tender conditions/specifications in their technical (Part I) and Price bids (Part II).

NON-DISCLOSURE CLAUSE 26. The contractor shall not disclose directly or indirectly any information, materials and of the Bank’s infrastructure/ system/equipments etc. which may come to the profession or knowledge of the contractor during the course of discharging its contractual obligations in connection with the agreement, to any third party and shall at all times hold the same in strictest confidence. The contractor shall treat the details of the contract as private and confidential, except to the extent necessary to carry out the obligations under it or to comply with applicable laws. The contractor shall not publish, permit to be publish, or disclose ant particulars of the works in any trade or technical paper or elsewhere without the previous written consent of the Employer. The contractor shall indemnify the Employer for any loss suffered by the Employer as a result of disclosure of any confidential information. Failure to observe the above shall be treated as breach of contract on the part of the contractor and the Employer shall be entitled to claim damages and pursue legal remedies. The contractor shall take all appropriate actions with respect to its employees to ensure that the obligations of non-disclosure of confidential information under this agreement are fully satisfied. The contractor’s obligations with respect to non-disclosure and confidentiality will survive the expiry or termination of this agreement for whatever reason. 27. The contractor shall comply to the provisions of Labour laws and all other relevant statutory acts (minimum wages act etc.)

Fire Safety Code 1. First aid appliances including adequate supply of sterilised dressings and cotton wool shall be provided in a readily accessible place.

2. An injured person shall be taken to a public hospital without loss of time, in cases where the injury necessitates hospitalisation.

3. Suitable and strong scaffolds should be provided for workmen for all work that cannot safely be done from ground.

4. No portable single ladder shall be over 8 meters in length. The width between the side rails shall not be less than 30 cm (clear) and the distance between two adjacent rungs shall not be more than 30 cm. When a ladder is used an extra mazdoor shall be engaged for holding the ladder.

5. The excavated material shall not be placed within 1.5 meters of the edge of the trench or half of the depth of trench, whichever is more. All trenches and excavations shall be provided with necessary fencing and lighting.

6. Every opening in the floor of a building or in a working platform shall be provided with suitable means to prevent the fall of persons or materials by providing suitable fencing or railing; minimum height shall be one meter.

7. No floor, roof or other part of the structure shall be so overloaded with debris of materials as to render it unsafe.

8. Workers employed on mixing and handling material such as asphalt, cement mortar or concrete and lime mortar shall be provided with protective footwear and rubber hand-gloves.

9. Those engaged in welding works shall be provided with welder’s protective eye-shields and gloves.

10. i) No paint containing lead or lead products shall be used except in the forms of paste or readymade paint.

ii) Suitable face masks shall be supplied for use by the workers when the paint is applied in the form of spray or surface having lead paint dry rubbed and scrapped.

11. Overalls shall be supplied by the Contractor to the painters and adequate facilities shall be provided to enable the working painters to wash during the period of cessation of work.

12. Hoisting machines and tackle used in the works, including their attachments, anchorage and support shall be in perfect condition.

13. The ropes sued in hoisting or lowering material or a means of suspension shall be of durable quality and adequate strength and free from defects.

14. Any other safety code laid down by SBPDCL.

The Conditions Hereinbefore Referred To

1. In constructing these conditions, the specification, schedule of quantities and Contract Agreement, the following words shall have the meaning herein assigned to them except where subject or context otherwise requires.

a) "Employer" Shall mean the Reserve Bank of India and shall include its assignees and successors.

b) In the case of company "Contractor shall mean ________ a company incorporated under _______ and having its registered office at _________ and shall include its successors and assigns.

c) "Site" Shall mean the site of the contract works including any building and erection thereon and any other land (inclusively) as aforesaid allotted by the Employer for the Contractor's use.

d) "This Contract" Shall mean the Article of Agreement, the special conditions, the conditions, the Appendix, the schedule of quantities and specifications attached hereto and duly signed.

e) "Notice in writing" Shall mean a notice in written, typed or printed or written notice" characters sent (unless delivered personally otherwise proved to have been received) by registered post to the last known private or business address or registered office of the addressee and shall be deemed to have been received when in the ordinary course of post it would have been delivered.

f) "Act of Insolvency" Shall mean any Act of insolvency as defined by the Presidency Town Insolvency Act, or the provincial insolvency Act or any Act amending such original Act.

g) "Net Prices" If in arriving at the contract amount the Contractor shall have added to or deducted from the total of items in the Tender any sum, either as a percentage or otherwise, then net price of any item in their tender shall be the sum arrived at by adding to or deducting from the actual figures appearing in the Tender as the price of that the item a similar percentage or proportionate sum provided always that in determining the percentage or proportion of the sum so added or deducted by the Contractor the total amount of the any Prime Cost items and provisional sums of money shall be deducted from the total amount of the tender. The expression "net rates" or "net prices" when used with reference to the contract or account shall be held to mean rates or prices so arrived at.

h) "The works" Shall mean Supply, installation, Testing and Commissioning of H.T. cable by HDD method and VCB for 11 KV dedicated feeder from S.K. Memorial Power Sub Station (PSS) to Reserve Bank of India (RBI) Patna”

Words importing persons include firms and corporations. Words importing the singular only also include the plural and vice versa where the con text requires.

2. Scope of Contract: The contractor shall carry out and complete the said work in every respect in accordance with this contract and with the directions of and to the satisfaction of the Bank's Engineer. The Bank's Engineer may in his absolute discretion and from time to time issue further drawings and/or written instructions, details, direction and explanations which are hereafter collectively referred to as "Bank's Engineer's instruction in regard to":

a) The variations or modifications of the design, quality or works or the addition or omission or substitutions of any work.

b) Any discrepancy in the Drawing or between the Schedule of Quantities and/or Drawing and/or specifications.

c) The removal from the site of any materials brought thereon by the contractor and the substitution of any other material therefor.

d) The removal and/or re-execution of any works executed by the contractor. e) The dismissal from the works of any persons employed thereupon. f) The opening up for inspections of any work covered up. g) The amending and making good of any defects under clause 20 hereof.

The contractor shall comply here with and duly execute any work comprised in such Bank's Engineer's instructions provided always that verbal instructions, directions and explanations given to the Contractor or his representative upon the works by the Bank's Engineer shall, if involving a variation, be confirmed in writing by the Contractor within seven days, such shall be deemed to be Employer's instructions within the scope of the Contract. The contractor shall submit a statement of variations giving quantity and rates duly supported by analysis of rates, vouchers etc. The rates on scrutiny and final acceptance by the Employer shall form a supplementary tender. The Employer shall not be liable for payment of such variations until these statements are sanctioned by him.

3. The Contract shall be executed in duplicate and the Employer and the Contractor shall be entitled to one executed copy each for his use. The contractor on the signing hereof shall be furnished free of cost one copy of each of the said Drawings and of specifications and one copy of all further Drawings issued during the progress of the works. Any further copies of such Drawings required by the Contractor shall be paid for by him. The contractor shall keep one copy of all Drawings on the works and Bank's Engineer or his representative shall at all reasonable times have access to the same. Before the issue of the final certificate to the Contractor he shall here with return to the Bank's Engineer all Drawings and Specifications.

4. The Contractor shall provide at his cost everything necessary for the proper execution of the works according to the intent and meaning of the Drawings, Schedule of Quantities and specifications taken together, whether the same may or may not be particularly shown

or described therein provided that the same can reasonably be inferred therefrom, and if the Contractor finds any discrepancy in the Drawings or between the Drawings, Schedule of quantities and Specifications, he shall immediately and in writing refer the same to the Bank's Engineer, who shall decide which is to be followed.

5. Authorities, notices and patents: The Contractor shall conform to the provisions of any Act of the Legislature relating to the works, and to the regulations and bye-laws of any authority, and of any water, electricity supply and other companies and/or authorities with whose system the structure is proposed to be connected, and shall, before making any variations from the Drawings or Specifications that may be necessitated by so conforming, give to the architect written notice, specifying the variation proposed to be made and the reason for making it and apply for instructions thereon. In case the Contractor shall not within ten days receive such instructions be shall proceed with the work conforming to the provisions, regulations, or bye-laws in question, and any variation so necessitated shall be dealt with under clause 17 hereof.

The contractor shall bring to the attention of the Employer all notices required by the said Acts, regulations or bye-laws to be given to any authority and pay to such authority or to any public office all fees that may be properly chargeable-in respect of the works and lodge the receipts with the Employer. The Contractor shall indemnify the Employer against all claims in respect of patent rights, and shall defend all actions arising from such claims and shall himself pay all royalties, licence fees, damages cost and charges of all and every sort that may be legally incurred in respect thereof.

6. Setting out of work: The contractor shall set out the works and shall be responsible for the true and perfect setting out of the same and for the correctness of the positions levels, dimensions and alignment of all parts thereof. If at any time any error in this respect shall appear during the progress of the works or within a period of one year from the completion of the works, the Contractor shall, if so required, at his own expense rectify such error to the satisfaction of the Bank's Engineer.

7. Materials and Workmanship to conform to description: All materials and workmanship shall so far as procurable be of the respective kinds described in the Schedule of Quantities and/or specifications and in accordance with the contract and the Contractor shall furnish to the Employer with all invoices, accounts, receipts and other vouchers to prove that the materials comply therewith. The Contractor shall at his own cost arrange for and/or carry out any test of any materials.

8. Contractor's superintendence and representative on the works: The Contractor shall give all necessary personal superintendence during the execution of the works and so long thereafter as the Employer may consider necessary until the expiration of the "Defects Liability Period" stated in the Appendix hereto. The contractor shall, also during the whole time the works are in progress employ a competent representative who shall be constantly in attendance at the works while the men are to work. Any directions, explanations, instructions or notice given by the Bank's Engineer to such representative shall be held to be given to the Contractor.

9. Dismissal of workmen: The Contractor shall on the request of the Bank's Engineer immediately dismiss from the works any person employed thereon by him who may, in the

opinion of the Bank's Engineer, be incompetent or misconduct himself and such persons shall not be again employed on the works without the permission of the Bank's Engineer.

10. Access to works: The Employer, shall at all reasonable times, have free access to the works and/or to the workshops, factories or other places where materials are lying or from which they are being obtained and the Contractor shall give every facility to the Employer necessary for Inspections and examination and test of the materials and workmanship. No person not authorised by the Employer except the representatives of public authorities shall be allowed on the works at any time.

11. Bank’s Engineer: The term Bank’s Engineer shall mean the person appointed and paid by the Employer to inspect the works. The Contractor shall afford the Bank’s Engineer every facility and assistance for inspecting the works and materials and for checking and measuring time and materials.

The Bank’s Engineer, or the Employer shall have power to give notice to the Contractor or to his representative of non-approval or any work or materials and such work shall be suspended or the use of such materials shall be discontinued. The work will from time to time shall be examined by the Bank’s Engineer but such examination shall not in any way exonerate the Contractor from the obligation to remedy any defects which may be found to exist at a stage of the works or after the same is completed. Subject to the limitations of this clause the Contractor shall take instructions only from the Bank's Engineer.

12. Assignment and Subletting: The whole of the works included in the Contract shall be executed by the Contractor and the contractor shall not directly or indirectly transfer, assign or under-let the Contract or any part share thereof or any interest therein without the prior written consent of the Employer and not undertaking shall relieve the Contractor from the full and entire responsibility of the Contract or from active superintendence of the works during their progress.

13. No alteration, omission or variation shall vitiate this contract but in case the Bank's Engineer thinks proper at any time during the progress of the works to make any alterations in, or addition to, or omissions from the works or any alteration in the kind of quality of the materials to be used therein and shall give notice thereof in writing under his hand to the Contractor, the Contractor shall alter, add to, or omit from, as the case may be, in accordance with such notice, but the contractor shall not do any work extra to or make any alterations or additions to or omissions from the works or any deviation from any of the provisions of the Contract. Stipulations, specifications or Contract Drawings without the previous consent in writing of the Employer and the value of such extras alterations, additions or omission shall, in all cases, be determined by the Employer in accordance with the provisions of Clause 17 hereof, and the same shall be added to, or deducted from the Contract Amount, as the case may be accordingly.

14. Schedule of Quantities: The Schedule of quantities, unless otherwise stated shall be deemed to have been prepared in accordance with the Standard Method of Measurement.

Any error in description or in quantity or in omission of items from the schedule of quantities shall not vitiate this contract but shall be rectified and the value thereof, as ascertained under Clause 17 hereof, shall be added to, or deducted from the Contract Amount (as the case may be) provided that no rectification of errors, if any, shall be allowed in the Contractor's schedule of rates.

15. Sufficiency of Schedule of Quantities: The Contractor shall be deemed to have satisfied himself before tendering as to the correctness and sufficiency of his tender for the works and of the prices stated in the Schedule of Quantities and/or the schedule of rates and prices which rates and prices shall cover all his obligations under the contract, and all matters and things necessary for the proper completion of the works.

16. Measurement of works: The Bank's Engineer may, from time to time, intimate to the contractor that he requires the works to be measured, and the Contractor shall here with attend or send a qualified agent to assist Assistant Engineer in taking such measurements and calculations and to furnish all particulars or to give all assistance required by any of them.

Should the Contractor not attend or neglect or omit to send such agent then the measurement taken by the Bank's Engineer or a person approved by him shall be taken to be correct measurement of the works. Such measurements shall be taken in accordance with the Mode of Measurements detailed in the Specifications.

The Contractor or his Agent may at the time of measurement take such notes and measurement as he may requires.

All authorised extra works, omissions and all variations made with the prior approval in writing of Employer shall be included in such measurements.

17. Prices for extra : The Contractor may, when authorised and shall, when directed, in writing by the Employer, add to, omit from or vary the works shown upon the drawings, or described in the specification, or included in the schedule of Quantities, but the contractor shall make no addition, omission or variation without such authorization or direction. A verbal authority or direction by the Bank's Engineer shall, if confirmed by them in writing within seven days, be deemed to have been given in writing.

No claim for an extra shall be allowed unless it shall have been executed under provisions of clause above hereof with the concurrence of the Employer herein mentioned. Any such extra in herein referred to as authorised and shall be made in accordance with the following provisions.

(a) (i) The net rates or prices in the original tender shall determine the valuation of the extra work where such extra work in similar character and executed under conditions as the work priced therein.

(ii) Rates for all items, wherever possible should be derived out of the rates given in the priced Schedule of Quantities.

(b) The net prices of the original tender shall determine the value of items omitted provided if omissions vary the conditions under which any remaining items of works are carried out, the prices for the same shall be valued under sub-clause(c) hereof.

(c) Where the extra works are not of similar character and/or quoted under similar conditions as aforesaid or where the omissions vary the conditions under which any remaining items of works are carried out or if the amount of any omissions or additions relative the amount of the whole of the Contract works or to any part thereof shall be such that in the opinion of the Bank's engineer, the net rate or price contained in the priced Schedule of Quantities or tender or for any item of the works involves loss or expenses beyond that reasonably contemplated by the contractor or is by reason of such omission or addition rendered unreasonable or inapplicable, the Bank's Engineer shall fix such other

rate or price as in the circumstances he shall think reasonable and proper, with the prior approval in writing of the Employer.

(d) Where extra work cannot be properly measured or valued, the Contractor shall be allowed day work prices as the net rates stated in the tender or the Priced Schedule or Quantities or, if not so stated, then in accordance with the local day work rates and wages for the district provided that in either case vouchers specifying the daily time (the workmen's names) and materials employed be delivered for verification to the Bank's Engineer at or before the end of the week following that in which the work has been executed.

The measurement and valuation in respect of the Contract shall be completed within the "period of final measurements" stated in the Appendix or if not stated then within four months of the completion of the Contract works as defined in Clause 21 hereof.

18. Unfixed materials when taken into account to be the property of the Employer

Where in any certificates (of which the Contractor has received payment) the Bank's Engineer has included the value of any unfixed materials included for and/or placed on or adjacent to the works such materials shall become the property of the Employer and they shall not be removed except for use upon the works, without the written authority of the Employer. The Contractor shall be liable for any loss of, or damage to, such materials.

19. Removal of improper work : The Employer shall, during the progress of the works, have power to order in writing from time to time the removal from the works within such reasonable time or times as may be specified in the order of any materials which in the opinion of the Bank's Engineer are not in accordance with the Specifications, the substitutions of proper materials, and the removal and proper re-execution of any work executed with materials or workmanship not in accordance with the drawings & specifications or instructions and the contractor shall with carry out such order at his own cost. In case of default on the part of Contractor to carry out such order, the Employer shall have the power to employ any pay other persons to carry out the same; and all expenses consequent thereon, or incidental thereto, shall be borne by the Contractor, or may be deducted by the Employer from any moneys due, or that may become due, to the Contractor.

20. Defects after virtual completion : Any defect, shrinkage, settlement or other fault which may appear within the ''Defects Liability Period" stated in the Appendix hereto, or, if none stated them within twelve months after the virtual completion of the works, arising in the opinion of the Employer from materials of workmanship not in accordance with the contract, shall upon the direction in writing of the Employer, and within such reasonable time as shall be specified therein, be amended and made good by the Contractor, at his own cost and in case of default the Employer may employ and pay other persons to amend and make good such defects, shrinkage settlements or other faults, and all damages loss and expenses consequent thereon are incidental thereto shall be made good and borne by the Employer or may be deducted by the Employer, upon the Bank's Engineer's Certificate in writing, from any money due or that may become due to the Contractor, or the Employer may in lieu of such amending and making good by the Contractor deduct from any money due to the Contractor a sum, to be determined by the Employer equivalent to the cost of amending such work and in the event of the amount retained under clause 32 hereof being insufficient, recover the balance from the Contractor, together with any

expenses the Employer may have incurred in connection therewith. Should any defective work have been done or materials supplied by any sub-contractor employed on the works who has been nominated as provided under clause 12 and 22 hereof, the contractor shall be liable to make good in the same manner as if such work or material had been done or supplied by the Contractor and been subject to the provision of this clause 2 hereof. The contractor shall remain liable under the provisions of this clause the signing of any certificate or the passing of any accounts by the Employer.

21. Certificate of virtual completion and defects liability period :The works shall not be considered as completed until the Bank's Engineer has certified in writing that they have been virtually completed. The defects liability period shall commence from the date of such certificates.

22. Nominated Sub-Contractor: All Specialists, Merchants, Tradesmen and others executing any work of supplying and fixing any goods for which the prime cost prices or provisional sums are included in the Schedule of Quantities and/or Specifications who may be nominated or selected by the Employer or hereby declared to be sub-contractors employed by the contractor and are herein referred to as nominated sub-contractors.

No nominated sub-contractors shall be employed on or in connection with the works against the Contractor shall make reasonable objection are (save where the Architect and the Contractor shall otherwise agree) who will not enter into contract providing.

(a) That the nominated sub-contractor shall indemnify the contractor against the same obligation in respect of the sub-contract as the contractor is under in respect of this contract.

(b) That the nominated sub-contractor shall indemnify the contractor against claims in respect of any negligence by the sub-contractors his servants or agents or any misuse by him or them or any scaffolding or other plant, the property of the Contractor or under any Workmen's Compensation Act in force.

(c) Payment shall be made to the nominated sub-contractor within fourteen days of his receipt of the Employer's Certificate provided that before any Certificate is issued the Contractor shall upon request furnish to the Bank proof that all nominated sub-contractors accounts included in previous certificates have been duly discharged; in default whereof the Employer may pay the same upon a Certificate of the Bank and deduct the amount thereof from any sums due to the Contractor. The exercise of this power shall not create private of contract as between Employer and Sub-Contractor.

23. Other persons employed by Employer: The Employer reserves the right to use premises and any portion of the site for the execution of any work not included in this Contract which it may desire to have carried out by other persons, and the Contractor shall allow all reasonable facilities for the execution of such work but shall not be required to provide any plant or material for the execution of such work except by special arrangement with the Employer. Such work shall be carried out in such manner as not to impede the progress of the works included in the Contract and the Contractor shall not be responsible for any damage or delay which may happen to or occasioned by such work.

24. Insurance in respect of damage to person and property: The Contractor shall be responsible for all injury to persons, animals or things, and for all structural and decorative damage to property which may arise from the operation or neglect of himself or of any nominated sub-contractor or any employee of either, whether such injury or

damage arises from carelessness accident or any other clause whatever in any connected with the carrying out of this Contract. This clause shall be held to include inter alia, any damage to buildings, whether immediately adjacent or otherwise, and any damage to road, streets, foot-paths, bridges or ways as well as damage caused to the buildings and works forming the subject of this contract by frost, rain, wind or other inclemency of weather. The Contractor shall indemnify the Employer and hold it harmless in respect of all and any expenses arising from any such injury or damage to persons or property as aforesaid and also in respect of any claim made in respect of injury or damage under any acts of any legislature or otherwise and also in respect of any award or compensation or damages consequent upon such claim.

The Contractor shall reinstate all damage of every sort mentioned in this clause, so as to deliver up the whole of the Contract works complete to and perfect in every respect and so as to make good or otherwise satisfy all claims for damage to the property of third parties.

An insurance policy covering third party liability shall be taken b y the contractor to cover the loss/disablement of human life (persons not belonging to the contractor). This shall also cover the risk of damages to other's materials/equipment/properties including those, if any of the banks during construction/erection/commissioning of the said contract work at site. The value of third party liability for compensation for loss of human life or full /partial disablement shall be of required statutory value for full and partial disablement and shall nevertheless cover such compensation as may be awarded by a court of law. Cover for damage to other's equipment/property shall be as approved by the bank. The sub-contractors of the contractor shall not be holders or beneficiaries in the policy nor shall they be named in the policy. The bank shall be the principal holder of the policy along with the contractor. The bank reserves the exclusive right to assign the policy.

The Contractor shall indemnify the Employer against all claims which may be made against the Employer be any member of the public or other third party in respect of anything which may arise in respect of the works or in consequences thereof and shall at his own expenses arrange to effect and maintain, until the virtual completion of the contract, with an approved office a policy of insurance in the joint names of the Employer and the Contractor against such risks and deposit such policy or policies with the Architect from time to time during the currency of this contract. The Contractor shall also similarly indemnify the Employer, against all claims which may be made upon the Employer whether under the Workmen's Compensation Act or any other status in force during the currency of this contract or at common law in respect of any employee of the Contractor or any Sub-Contractor and shall at his own expenses effect and maintain, in the joint names of the Employer and the Contractor against such risks and deposit such policy or policies with the Architect from time to time during currency of the Contract.

The Contractor shall be responsible for any liability which may be executed from the Insurance Policies above referred to and also for all other damage to any person, animal or property arising out of the incidental to the negligent or defective carrying out of this Contract transit, storage, erection, testing & commissioning policy. He shall also indemnify the Employer in respect of any costs, charges or expenses arising out of any claim or proceedings and also in respect of any award of compensation or damages arising there from.

The Employer shall be entitled to deduct the amount of any damage, compensation, costs, charges and expense arising of accruing from or in respect of any such claims or damage

from any or all sums due or to become due to the Contractor without prejudice to the Employer's other rights in respect thereof.

The Contractor shall at his own expense, arrange to effect and maintain (until the virtual completion of the contract) with an approved office the following insurance policies in the joint name of employer and himself with the employer being first (Principal) and deposit such policy or policies with the employer from time during the currency of this contract.

1. Transit, storage, erection, testing and commissioning policy (C.A.R. policy) for the total amount of contract.

2. Workmen compensation policy.

3. Third party liability policy with the limits as under.

a. Rs.10, 00,000/- per annum b. Rs.2, 00,000/- per person per occurrence

4. Fire Insurance as per para 25

25. FireInsurance: The contractor shall, within 14 days from the date of commencement of the works, insure the works at his cost and keep them insure until the virtual completion of reworks, against loss or damage by fire with an office in the joint names of the employer and the contractor (the name of the former being placed first in the policy) for the full amount of the contract. Such policy shall cover the property of the "Employer" only. The contractor shall deposit the policy and receipts for the premium with the employer within twenty one days from the commencement of the works. In default of the contractor, insuring as provided above, the employer may so insure the works and may deduct the premium paid from any moneys due or which may become due to the Contractor without prejudice to the other rights of the Employer in respect of such default. In case it becomes necessary to suspend the works, the Contractor shall as soon as the claim under the policy is settled, or the work reinstated by the Insurance Office, should they elect to do so, proceed with all due diligence with the completion of the works in same manner as though the fire had not occurred and in all respects under the same conditions of Contract. The Contractor in case of rebuilding or reinstatement after fire shall be en titled to such extension of time for completion as deems fit.

26. Date of commencement and completion: The Contractor shall be allowed admittance to the site on "Date of Commencement" stated in the Appendix hereto, or each later date as may be specified by the Employer and be shall thereupon and here with begin the works and shall regularly proceed with and complete the same (except such painting or other decorative work as the bank may desire to delay) or before the "Date of Completion" stated in the Appendix subject nevertheless to provisions for extension of time hereinafter contained.

27. Damages for non-completion: Time is the essence of contract. The entire work shall be completed within stipulated time as mentioned in tender / work orderor within any extended time under Clause 28 herewith failing whichthe Contractor shall pay the Employer the sum named in the Appendix as " Liquidated Damages" for the period during which the said works shall so remain incomplete@ Rs 19000/- per week of delay subject to a maximum of 10% of the accepted tender amount will be levied.

The successful tenderer shall submit a BAR CHART Programme for completion of above works 28. Delay and extension of time: If in the opinion of the Employer the works be delayed (a) by force major or (b) by reason of any exceptionally inclement weather or c) by reason of proceedings taken or threatened by or dispute with adjoining or neighbouring owners or public authorities arising otherwise than through contractor's own default or (d) by the works or delays of other contractor or Tradesmen engaged or nominated by the Employer and not referred to in the schedule of quantities and/or specifications or (e) by reasons of Bank's Engineer instruction as per clause 17 hereof (f) by reason of civil commotion, local combination of workmen or strike or lockout affecting any of the building trades or (g) in consequence of the Contractor not having received in due time necessary instructions from the Bank for which he shall have specifically applied in writing or (h) from other causes which the Bank may certify as beyond the control of contractor or (I) in the event, the value of the work exceed the value of the Priced Schedule of Quantities owing to variation, the Bank may make a fair and reasonable extension of time for completion shall as soon as may be given written notice thereof to the bank but the Contractor shall nevertheless constantly use his endeavours to prevent delay and shall do all that may reasonably has required to the satisfaction of Bank to proceed with work.

29. Contractor's failure to comply with Employers instruction: If the Contractor after receipt of written notice from the Employer requiring compliance within 10 days fails to comply with such further drawings and/or Bank's instructions the Employer may employ and pay other persons to execute any such work whatsoever that may be necessary to give effect thereto, and all costs incurred in connection therewith shall be recoverable from the Contractor by the Employer as a debt or may be deducted by him from any moneys due to the Contractor.

30. Termination of Contract by the Employer: If the Contractor being an individual or a firm commits any "act of insolvency" or shall be adjudged an insolvent or being an incorporated company shall have an order for compulsory winding up made against it or pass an effective resolution for winding up voluntarily or subject to the supervisions of the court and the Official Assignee or the Liquidator in such acts of insolvency or winding up, as the case may be, shall be unable within seven days after notice to him requiring him to do so to show the reasonable satisfaction of the Architect that he is able to carry out and fulfill the Contract and to given security therefore, if so required by the Architect.

Or, if the Contractor (whether an individual, first or incorporated company shall suffer execution or other process of court attaching property to be issued against the Contractor.

Or, shall suffer any payment under this contract to be attached by or on behalf of any of the creditors of the Contractors.

Or, shall assign to sublet this Contract without the consent in writing of the Employer first had and obtained.

Or shall charge or encumber this Contract or any payments due or which may become due to the Contractor hereunder.

(i) Has abandoned the Contract, or

(ii) Has failed to commence the works, or has without any lawful excuse under these conditions suspended the progresses of the works for fourteen days after receiving from the Bank notice to proceed or (iii) Has failed to proceed with the work with such due diligence and failed to make such due progress as would enable the works to be completed within the time agreed upon, or (iv) Has failed to remove materials from the site or to pull down and replace work for seven days receiving from the Bank written notice that the said materials or work were condemned and rejected by the Bank's Engineer under these conditions' or (v) Has neglected or failed persistently to observe and perform all of any of the acts, matter or things by the Contract to be observed and performed by the Contractor for seven days after written notice shall have been given to the Contractor requiring the Contractor to observe or perform the same.

Then and in any of the said cases the Employer may, notwithstanding any previous waiver, after giving seven days notice in writing to the Contractor, determine the Contract, the whole of which shall continue in force as fully as if the Contract has not been so determined, and so if the works subsequently execute had been executed by or on behalf of the Contractor. And further, the Employer by his agents or servants may enter upon and taken possession of the works and all plant, tools scaffoldings, sheds, machinery, steam and other power utensils and materials lying upon the premises or the adjoining lands or roads, and use the same as his own property or may employ the same by means of his own servants and workmen in carrying on and completing the work or by employing any other Contractor or other person or persons to complete the works, and the Contractor shall not in any way interrupt or do any act matter or thing to prevent or hinder such other contractor or other person or persons employed for completing and finishing or using the materials and plant for the works. When the works shall be completed or as soon thereafter as convenient the Bank shall give a notice in writing to the Contractor to remove his surplus materials and plant, and should the Contractor fail to do so within a period of fourteen days after receipt thereof by him, the Employer may sell the same by public auction, and give credit to the Contractor for the net amount realised. The employer shall thereafter ascertain and certify in writing under his hand what of the said plant and materials so taken possessions or by the Employer and the expenses or loss which the Employer shall have been put to in procuring the works to be completed and the amount. If any, owing the Contractor and the amount which shall be so certified shall thereupon be paid by the Employer to the Contractor or by the Contractor to the Employer, as the case may be, and the Certificate of the Bank shall be final and conclusive between the parties.

31. Termination of Contract by Contractor: If this payment of the amount payable by the Employer under Certificate of the Bank's Engineer shall be in arrears and unpaid for thirty days after notice in writing requiring payment of the amount as aforesaid shall have been given by the Contractor to the Employer, or if the Employer interferes with or obstructs the issue of any such Certificate, or if the Employer shall repudiate the Contract, or if the works be stopped for three months under the order of the Architect or the Employer or by any injunction or other order of any court of to Law, then and in any of the said cases the Contractor shall be in liberty to determine the Contract by notice in writing to the Employer, and he shall be entitled to recover from the Employer, payment for all works executed and for any loss he may sustain upon any plant or materials supplied or purchased or prepared for the purpose or the Contract.

In arriving at the amount of such payment the net rates contained in the Contractor's original Tender shall be followed or where the same may not apply valuation shall be made in accordance with Clause 17 hereof.

32. Certificates and Payments: The Contractor shall be paid by the Employer from time to time by installments under interim Certificate to be issued by the Bank's Engineer on account of the works executed work to the approximate value named in the Appendix as 'Value of work for Interim Certificate' has been executed in accordance with this Contract, subject, however, to a retention of the percentage of such value named in the Appendix as "Total Retention Money" after which time the installments shall be up to the full value of the work subsequently so executed and fixed in the building. And when the works have been virtually completed, the Contractor shall be paid by the Employer in accordance with the Certificate to be issued by the Bank's Engineers the sum of money named in the Appendix as "installment after Virtual Completion" being a part of the said Total Retention Money. And the Contractor shall be entitled to the payment of the Final Balance in accordance with the final Certificate at the expiration of the period referred to as 'the Defects liability Period' in the Appendix hereto from the date of virtual completion or as soon as after expiration of such period as the works shall have been finally completed and all defects made good according to the true intent and meaning hereof whichever shall last happen provided always or at or after their completion shall not relive the Contractor from his liability under clause 21 and 36 nor relieve the Contractor of his inability in cases of fraud, dishonesty, or fraudulent concealment relating to the works or materials or to any matter dealt with in the Certificate and in case of the all defects and insufficiencies in the works or materials which a reasonable examination would not have disclosed.

The Employer shall have power to withhold any Certificate if the works or any parts thereof are not being carried out to his satisfaction.

33. Delayed Payment: Any amounts payable by the Employer to the Contractor shall, if not paid within the 'period of honouring Certificates' names in the Appendix carry interest at the rate named in the Appendix as the "Rate of interest for delayed payment" from the date upon which sum ought to have been paid by the Employer until the payment.

34. The decision, opinion, direction Certificate (except for payment) with respect to all or any of the matters under Clauses 2(a,b), 4,5, 14, 20 (a,b,c,d and f) hereof (which matters are herein referred to as the excepted matters) shall be final and conclusive and binding on the parties hereto and shall be without appeal. Any other decision, opinion, direction, shall be subject to the right of Arbitration and review under the Clause 35 hereof in the same way in all respects (including the provisions as to opening the reference).

35. Settlement of disputes by Arbitration: All disputes and differences of any kind whatever arising out of or in connection with the contract or the carrying out of the works (whether during the progress of the works or after there completion and whether before or after the determination abandonment or breach of the contract) shall be referred to and settled by the Bank who shall state its decision in writing. Such decision may be in the form of a final certificate or otherwise. The decision of the Bank with respect to any of the excepted matters shall be final and without appeal as stated in Clause 34 hereof. But if either the Contractor be dissatisfied on any mater on which a decision is taken by the Bank as above, except any of the expected matter the Contractor may within 28 days after receiving notice of such decision give a written notice to the other party requiring that the

matters in dispute be arbitrated upon. Such written notice shall specify the matters, which are in dispute or difference of which such written notice has been given. If both the parties agree, a single arbitrator would be appointed for the purpose. In case no agreement could be reached on the appointment of single arbitrator, both the parties will nominate one person each as an arbitrator on their behalf. The two arbitrators nominated by the parties shall nominate one more person to act as third arbitrator or umpire.

The arbitrator or Arbitrators, as the case may be, shall have power to open up, review and revise any certificate, opinion, decision, requisition or notice, save in regard to the excepted matters, referred to in the preceding clause, and to determine all matters to dispute which shall be submitted to arbitration and of which notice shall have been given as aforesaid.

The arbitrator or Arbitrators, as the case may be, shall make his or their award within one year (or such further extended time as may be decided by him or them as the case may be with the consent of the parties) from the date of entering on the reference. In case during the arbitration proceedings the parties mutually settle or compromise their dispute or difference, on the parties filing their joint memorandum of the settlement or compromise, the Arbitrator or the Arbitrators as the case may be, shall make an award in terms of such settlement or compromise.

Upon any such reference, the decision on the cost incidental to the reference and Award respectively shall be in the discretion of the arbitrator or Arbitrators as the case may be, who may determine the amount thereof or direct the same to be taxed as between the party and party, and shall direct by whom and to whom and in what manner the same shall be borne and paid.

This submission shall be deemed to be a submission to arbitration within the meaning of the Indian Arbitration and Conciliation Act, 1996 or any statutory modification thereof.

The award of the arbitrator or Arbitrators, as the case may be, shall be final and binding on the parties. It is agreed that the Contractor shall not delay the carrying out of the works by reason of any such matter, question or dispute being referred to arbitration, but shall proceed with the works with all due diligence and shall until the decision of the Arbitrator or Arbitrators, as the case may be, is given, abide by the decision of the Bank. No award of the Arbitrator or Arbitrators, as the case may be, shall relieve the Contractor of his obligations to adhere strictly to the Bank’s instructions with regard to the actual carrying out of the works. The Employer and the Contractor hereby also agree that arbitration under this Clause shall be a condition precedent to any right of action under the Contract.

Right of technical scrutiny of final bill

36. The Employer shall have a right to cause a technical examination of the works and the final bill of the contractor including all supporting vouchers, abstracts, etc. to be made at the time of payment of the final bill. If as a result of this examination of otherwise any sum is found to have been overpaid or over certified it shall be lawful for the employer to recover the sum.

Employer entitled to recover compensation paid to workman

37. If, for any reason, the Employer is obliged, by virtue of the provisions of the Workmen's Compensation Act, 1923, or any statutory modification or re-enactment thereof

to pay compensation to a workman employed by the Contractor in execution of the works, the Employer shall be entitled to recover from the Contractor the amount of compensation so paid, and without prejudice to the rights of the Employer under the said Act. The Employer shall be at liberty to recover such amount or any part thereof by deducting it from the security deposit or from any sum due by the Employer shall not be bound to contest any claim made against it under the said Act, except on the written request of the Contractor and upon his giving to the Employer full security to the satisfaction of the Employer for all costs for which the Employer might become liable in consequence of contesting such claim.

Abandonment of works

38. If at any time after the acceptance of the tender, the Employer shall for any reasons whatsoever not requires the whole or any part of the works to be carried out, the Bank shall give notice in writing to the Contractor who shall have no claim to any payment of compensation or other-wise whatsoever on account of any profit or advantage which he might have derived from the execution of the whole works.

Return of surplus materials

39. Notwithstanding anything to the contrary contained in any or all the clauses of this Contact, where any material for the execution of the Contract is procured with the assistance of the Employer by purchase made under orders or permits or licenses issued by Government, the Contractor shall hold the said materials economically and solely for the purpose of the Contract and not dispose off them without the prior written permission of the Employer and return it to the Employer, if required by the Employer, at the price to be determined by the Bank having due regard to the conditions of the materials, the price to be determined not be exceed the purchase price thereof inclusive of sales tax, octroi and other such levies paid by the Contractor in respect thereof, in the even of breach of the aforesaid condition, the Contractor shall in addition to being liable to action for contravention of the terms of licenses or permit and/or criminal breach of trust, be liable to Employer for all moneys, advantages or profits resulting or which in the usual course would have resulted to his by reason of such breach.

Right of employer to terminate contract in the event of death of Contractor or individual

40. Without prejudice to any of the rights or remedies under this Contract, if the Contractor, being an individual, dies, the Employer shall have the option of terminating the contract without incurring any liability for such termination.

Scope of work 1.0. INTRODUCTION: R.B.I invites sealed tender for construction of 11 KV dedicated feeder by laying 2 runs of 11KV UG Cable (Main + Standby) through HDD method from S. K. Memorial 33/11kV S/S to R.B.I, Patna including supply and installation of VCB and other allied Equipments/Materials, Erection including design, fabrication of required structure, associated civil works, testing and commissioning as per the scope detailed in the tender documents. The work covers supply, installation, testing and commissioning of all equipments with all necessary accessories. The equipment and systems proposed to be supplied shall be complete technically and any part not mentioned in this document but essential for proper operation of the system as a whole shall be included in the scope of work and offered as part of the complete package. The Tenderer shall clearly indicate in Part I such additional equipment/components if any with all technical details. The total responsibility for the guaranteed operation of individual equipment and the system as a whole rests with the Tenderer as regards the ratings, performance and reliability, trouble free working. In this context, the Tenderer shall study the specification carefully and critically and establish the correctness and workability of the system. 2.0 Basic Requirements The equipment covered under this specification shall be manufactured and installed in accordance with the practices outlined in relevant standards of the Bureau of Indian Standards. The equipment, systems and installation shall conform to the latest Indian Electricity Rules with respect to safety aspects, earthing and other essential features outlined therein, as well as fire safety aspects. The electrical installation shall conform to IE rules and regulations as interpreted by CEA and the standards laid down by Electricity Board as well as requirements indicated in the National Building Code . The factory test of VCB, shall be carried out in presence of Bank’s Engineer before dispatching the material from factory. Bank will not pay any additional charges for conducting factory testing of various materials. The successful Tenderer shall obtain required approval for the installation from the Electrical Inspectorate, Electricity Board, and any other statutory authority as may become necessary. For this purpose, he shall prepare all drawings and will submit the drawings for approval, follow-up to get the drawings approved, arrange for inspection, carryout all modifications and rectification as demanded by the concerned authority. All costs for approvals has to be included by the Tenderer in his offer and the Bank shall not entertain any extra claim on this account except fees payable to the concerned authority which shall be reimbursable on production of documentary evidence. All modifications, rectification also shall have to be carried out without extra cost to Bank. The installation has to be carried out by an agency holding a valid license issued by the competent authority for carrying out installation work of 11 KV and above involved under

the direct supervision of persons holding valid certificate of competency issued by Competent Authority. The tenderer shall furnish the particulars of the license held by him for carrying out the installation work along with particulars of certificates of competency held by his supervisory staff. The Tenderer shall visit the premises/site and ascertain site conditions, existing structures and other obstructions if any, and suitably allow for these exigencies in his offer. No extra claims will be admissible later on these grounds. All items and equipment covered under this specification have to be procured by the tenderer directly and no foreign exchange or import license will be arranged or provided by RBI. The make of individual equipment covered under this specification shall be from only among those indicated in the approved list enclosed. The Tenderer shall clearly indicate in his offer, make of various items of equipment or components offered by him. 3.0 Design Concepts The main office building of RBI presently receives 11 KV power supply from SBPDCL through common feeder. It is proposed to provide dedicated underground feeder (Main + spare) through HDD (Horizontal Directional Drilling) method. The Bank has already got in principle approval from SBPDCL, to feed dedicated power supply from their S. K. Memorial (SKM) Sub Station. It is proposed to procure and install the VCB panel after extension of Bay at the SBPDCL’s sub-station & lay the HT cable from SKM sub-station to Bank’s sub-station. 4.0. Nature of work: The work covered by this Specification is for 11kV underground cable as specified herein and in the attached Schedule of Quantity. The Underground distribution lines will form a part of the S.B.P.D.C.L distribution System. 5.0. Scope: The scope of work of the Contractor shall cover design, procurement, fabrication, assembly, testing, packaging, supply at site, storage erection and installation of various equipments forming part of the specification. The scope of work shall also include carrying out of various pre-commissioning checks on individual equipment and system, testing and commissioning and handing over of all equipment covered in the specification for Construction of 11kV feeder from S.K.Memorial 33/11kV S/S to R.B.I, Gandhi Maidan through underground Cables and accessories. The work Involves:

a) Establishing additional 11kV Terminal bay with all 11 kV switch gear equipments and other modification works at existing 33 /11kV Substation at S.K.Memorial Patna

b) Laying of double circuit of UG cable (Main + Standby) using 3 core x 185 Sq mm, 11kV, aluminum, XLPE insulation armoured dry cured power cable

c) Erection of 11 kV Lightning Arrestors

d) Erection of 2 sets of 400Amp, gang operated AB Switch unit and 2 sets of 630 Amp gang operated isolators.

e) Straight through Jointing kits (3 core/ 3 phase) with Heat shrinkable type suitable for 11kV class, 3 core 185 sq. mm HT, XLPE UG Cable

f) Jointing of Outdoor terminating end kit (3 core/ 3 phase) with Heat shrinkable type suitable for 11kV class, 3 core 185 sq. mm HT XLPE UG Cable

7.0. Methodology: The complete procedure for the execution of the project are explained herewith in details.

i. Detailed survey of the area and routes from S.K.Memorial 33/11kV S/S to R.B.I PATNA as shown in the Geographical diagram / Schematic diagram of the tender document and preparation of fresh Geographical & schematic diagrams showing the position of Laying of Cables to be done by the bidder.

ii. Complete manufacture, including shop testing & supply of all materials / equipments from the approved vendor or from his manufacturing units.

iii. Providing Engineering drawing, data, operational manual, etc for the Bank’s and PESU approval;

iv. Packing and transportation from the manufacturer’s works to the site. v. Receipt, storage, preservation and conservation of equipment at the site. vi. 8.0Technical specification of VCB and control panel The scope of this specification is for design, manufacture, testing, and supply of outdoor 11 KV class porcelain clad switchgear suitable for installation for use in a 3-phase 50Hz, 11KV solidly earthed system. The switchgear assembly shall consist of complete with all components such as circuit breakers, control gear, instrument transformers, meters, relays, switches, indicating lamps, test blocks, current transformers, voltage transformers etc. which are required in each panel for satisfactory and efficient performance of the switchgear. The switchgear shall suit outdoor installation.

9.0 APPLICABLE STANDARDS : The switchgear shall confirm to the following relevant standards namely BIS – Bureau of Indian Standards and IEC – International Electro Technical Commission.

10.0 DESIGN AND CONSTRUCTION: 10.1.1 The Circuit breaker shall be provided with vacuum interrupters hermetically sealed. The vacuum bottles are to be mounted in side porcelain enclosure and Placed on a sheet metal enclosure having main operating links. The mechanism is to be placed under this and connected by a link, which transmits mechanical power to circuit breaker. The entire assembly shall be mounted on an elevated structure to provide live point clearance. 10.1.2 Control and relays shall be mounted in out-door sheet steel KIOSK. The minimum thickness of the galvanized steel sheet shall not be less than 3.5 mm for the base and load bearing members and not less than 3.0 mm for the top cover, side sheets, doors and partitions. Galvanized Sheet steel shall be cold rolled. The panel door shall be provided with louvers and with translucent plastic covered windows directly opposite to the close/open indicating lamps and spring status indicator. The panel door shall be hinged, swing door provided with pad locking facility. Rear door shall also be hinged on one side and bolted on the other side. 10.1.3 The design and construction shall be with the following features:

a) Compact and robust construction. b) Dust protected and vermin proof c) Safe and positive interlocks.

d) Easy interchangeability of identically rated components including breakers. e) Extremely reliable operation. f) All relays, instruments, and switches mounted on the instruments

panel shall be accommodated at a height in between 0.5 to 2.0 meters from ground level in the outdoor control panel.

Auxiliary devices and circuits :Generally as per clause 3.2.7 of IS 3427. 10.2 INTERLOCKS : Generally as per clause 3.4(e) with mechanical interlocks of IS 3427.

12.3.16 Method of closing and opening – The breaker shall be capable of discharging the energy stored in spring. These springs should be capable of being compressed or charged by an AC motor. It should be possible to charge the springs manually by means of a spring charging handle or lever. During manual charging of the springs an electromechanical device shall be provided to prevent charging of the same by the motor. The springs should also be capable of being charged even with the breaker in the closed position so as to restore tension in the springs. Besides, there should be provision to automatically cut – off power supply to the motor when the springs are fully charged and also to automatically switch – on the power supply to the motor when the springs are fully discharged. There shall also be provision to indicate springs status namely “FREE” / “Charged “ by means of a mechanical lever at the panel.

13.0 CURRENT TRANSFORMERS

13.1.1 CTs shall be encapsulated resin cast or poly crate to suit outdoor installation.

15.FUSES: 15.1 GENERAL: All fuses shall be mouldedbakelite complete with fuse bases, fuse carriage and HRC cartridge fuses. All fuse fittings should be labeled by etching on an anodized plate with details of the fuse rating and the circuit for which the fuse is provided. 15.2 RATING:

i. AC 115V for all supply fuses. ii. DC 110V for DC circuits

15.3 Rated Current : (Preferred value of rated current 32 Amps) 15.4 REQUIREMENTS: All AC and DC circuits shall be provided with suitable fuses and fuse links for each phase / pole. 16.1 TEST TERMINAL BLOCKS: The Test terminal blocks required are for testing while in service and shall be of the 3 phase 4 wire, front adjustable, link type, projected, mounted with screwed cover and wired at the rear, rated for 10 Amps. The wiring shall be so as to short circuit the CT phase to the star point and it shall be possible to calibrate through external injection. 16.2 Galvanising 16.2.1 All the steel frame work and surface of the steel panels shall be fully galvanized to with stand saline weather in the coastal areas. 16.2.2 Block No. shall be assigned for each compartment and the same shall be

stencilized in white paint on the inside of panel. 16.3 TERMINAL PAD / CONNECTORS: The Terminal Connectors for CTs and porcelain clad breakers shall suit to receive ACSR Lynx of 10 mm dia minimum 4 bolt connection. 16.4 FOUNDATION BOLTS: Foundation bolts with 10% spares are in the scope of supply of the supplier. 16.5 AUXILARY DC SUPPLY : The auxiliary 110 V D.C. supply will be arranged from station battery panel. 16.6 AUXILIARY AC SUPPLY: The auxiliary A.C. supply at 3phase 415 volts will be arranged from another source.

Indoor type combined remote control & annunciator panel. 16.6.1 General: Sloping desk type / free standing panel, with audio visual annunciator facia windows on the inclined slope along with annunciator lamp test, accept and reset push buttons. All control switches in the run of the mimic bus with indicating lamps mounted on the horizontal desk. The base of the desk shall be provided with vermin – proof sheet metal cover and cable gland, to receive the control cables from the outdoor panels. The annunciator shall be electromechanical. 16.6.2 Wiring: All wiring from the outdoor panel shall be terminated on the terminal blocks inside the cubicle. The terminal block shall be Brass stud and nut type of size M6. The terminal blocks shall be of moulded resin type provided with plastic shrouds. Sufficient spare terminals shall be provided on the terminal blocks. 16.6.2 Annunicationfacia windows shall be with plastic facia sheet engraved with letters of

5 mm size. The inscriptions shall be visible only when the facia is lighted. The lamps shall be suitable for 110 V DC with an in – built resistor. The initiation of annunciation shall be through NO-NC contacts of the relay.

A hooter suitable for 110V DC shall be installed in the annunciator panel for alarms. 17 REQUIREMENT OF ENGRAVING IN THE ANNUNICIATOR DESK:

11kV UG Cable Technical specifications for 11kv, xlpe insulated UG cable1.0 SCOPE :

1.1 The scope of this specification covers the design, manufacture, stage inspection at works, inspection and testing the finished cables 11KV aluminum conductor, three Core, 185 mm², XLPE insulated screened, underground cables.

2.0 RATED VOLTAGE 2.1 The rated voltage of the cable shall be 11000 Volts AC with the highest

system voltage of 12000 Volts between phases of the effectively earthed three phase-distribution system.

3.0 APPLICABLE STANDARDS: 3.1 Unless otherwise stipulated in the specifications, the latest version of the

following Standards shall be applicable. a. IS 8130 – Conductors for Insulated electrical cables and flexible cords b. IS 7096 (Part 2) – Cross – linked Polyethylene Insulation for Cables. c. IS 3975 – Specification for mild steel wires, strips and tapes for

4.0 CONSTRUCTION: 4.1 Conductor :- The conductor shall be composed of compacted circular aluminum

Wires complying with IS 8130. 4.2 The screening shall consist of non-metallic semi conducting compound and

copper tape, shielded cores laid up with fillers, inner sheath of extruded PVC, Galvanized steel strip Armour and PVC ST-2 overall sheath.

4.3 The cables should be suitable for use in solidly earthed system. 4.4 The 11KV underground cables shall be manufactured to the highest quality,

best workmanship with scientific material management and quality control. 4.5 The successful Bidder shall give sufficient advance notice to the purchaser of

not less than fifteen days to arrange for stage inspection and inspection of quality assurance program during manufacture, at the works.

6.0 Installation Conditions: The cables are laid directly buried in ground, in the bores formed by horizontal boring method. 7.0 The approximate depth of laying shall be minimum 2000 mm (from top, of ground to centre of cable).

8.0 DESIGN CRITERIA :

8.1 The cables that are covered in these specifications are intended for use in the state of Bihar for Power distribution purposes, under the climatic conditions and installation conditions described in the technical specification.

8.2 Any technical features, not specifically mentioned here, but is necessary, for the good performance of the product, shall be incorporated in the design. Such features shall be clearly brought out under Technical deviations schedules only, in the offer made by the bidder, giving technical reasons, and justifying the need to incorporate these features.’

8.3 For continuous operation of the cables, at specified rating, the maximum

conductor temperature shall be limited to the permissible value as per the relevant standard, generally not exceeding 90°C under normal operation and 250°C under short-circuit conditions.

8.4 The cables in service will be subject to daily load cycles, of two peaks during a day; morning peak and evening peak, with around 50% loading during the nights.

8.5 The materials used for outer sheaths shall be resistant to oils, acids and alkalis.

8.6 The cables shall have the mechanical strength required, during handling and laying.

8.7 The cables shall be designed to withstand the thermo-mechanical forces and electrical stresses during normal operation and transient conditions.

8.8 The cables shall be designed to have a minimum useful life span of Thirty years.

9.0 MANUFACTURE PROCESS:

9.1 Cross-linking of the insulation materials (pre compounded polyethylene) shall be conforming to IS :7098 (Part-II)

9.2 The conductor screen shall be extruded semi conducting compound. The insulation screen shall consist of the nonmetallic part, extrude semi conducting compound with non-magnetic metallic part. The XLPE insulation and the shield for conductor and insulation shall be extruded in one operation.

10.0 MATERIALS 10.1 Conductor: - The conductor shall be of standard construction. The material

for conductor shall consist of the plain aluminum of H2 or H4 grade as per clause – 3 of IS 8130 / 1984.

10.2 The Number of wires in the conductor, shall be not less than the appropriate minimum number given in table – 2 of IS 8130 / 1984.

11.0 SCREENING :

11.1 The conductor screening shall be provided over the conductor by applying non-metallic semi-conducting compound. The metallic screen shall withstand the operating temperature of the cable and shall be compatible with the insulating material.

11.2 The insulation screen shall be applied over the insulation. The insulation screening shall consist of two parts; namely metallic and non-metallic. The non-metallic part shall be applied directly over the insulation of each core and shall consist of a semi conducting tape and extruded semi conducting compound with a semi conducting coating. The metallic part of the insulation screen shall consist of either tape, or braid, or concentric serving of wires or a sheath; shall be non-magnetic and shall be applied over the non-metallic part.

12.0 CORE IDENTIFICATION: 12.1 The core identification for 3 core cables shall be provided, by suitable means,

like, by application of colored stripes, or by numerals or by printing on the cores as per clause 13 of IS : 7098 – Part 2.

12.2 For identification of different coloring of XLPE insulation, or by using colored strips, red, yellow and blue colors respectively shall be used to identify the phase conductors.

13.0 LAYING UP OF CORES: 13.1 For multicore cables, the cores shall be laid together with a suitable right

hand lay. The interstices at the center shall be filled with a non-hygroscopic material.

14.0 ARMOURING: 14.1 Armoring shall be applied over the inner sheath as closely as practicable. The

Amour shall be galvanized steel strip complying with the requirements of IS 3975.

15.0 OUTER SHEATH : 15.1 The outer sheath over the Armoring shall consist of poly vinyl chloride

(PVC) compound, conforming to the requirements of type ST-2 of IS 5831. Suitable additives shall be added to give anti termite protection. 15.2 The minimum thickness of the PVC outer sheath shall not fall below the following value by more than 0.2 mm + 0.2 ts

16.0 INSPECTION AND QUALITY CONTROL : 16.1 The Bidder shall furnish a complete and detailed quality plan for the

manufacturing process of the cable. All raw materials shall conform to relevant applicable standards and tested for compliance to quality and requirement. During the manufacturing process, at all stages, inspections shall be made to check the physical and dimensional parameters, for verification to compliance to the standards. The bidder shall arrange, for inspection by the purchaser, during manufacture, if so desired by the purchaser, to verify the quality control process of the Bidder.

17.0 TYPE TESTS : 17.1 The offered cables with same designs shall have been type tested and valid

Type Test certificates shall be submitted at the time of supply of cable. 18.0 ROUTINE TEST : 19.0 The test certificates for the following routine tests shall be submitted :

a) Conductor resistance test b) Partial discharge test on full drum length a) High Voltage test

20.0 SEALING OF CABLE ENDS ON DRUMS :

20.1 The cable ends shall be sealed properly so that Ingress of moisture is completely prevented. The individual core endings shall be sealed effectively with water resistant compound applied over the core ad provided with a heat shrinkable or push-on or Tapex or cold shrinkable type cap of sufficient length with adequate cushion space so that the conductor does not puncture the cap in case of movement of the core during unwinding or laying. Before sealing, the semi conducting layer on the cores may be removed for about 2 mm at each end, to facilitate checking the insulation resistance from one end, without removing the sealing cap at the other end. 20.2 The three cores should have an overall heat shrinkable or push-on or Tapex or cold shrinkable type cap with adequate end clearance, and sufficient cushioning to prevent puncturing of the overall sealing cap due to stretching of the cores. The sealing cap shall have sufficient mechanical strength and shall prevent ingress of moisture into the cable. The ends of single core cable shall also be sealed on the same lines to prevent entry of moisture.

21.0 CABLE LENGTHS : 21.1 The cables shall be supplied in continuous lengths of 250M in case of 3 core

cable with tolerance of ± 5% of drum length. It is preferable to manufacture the cable to required lengths as required by the field conditions to have minimum joints. The contractor will furnish the required drum lengths in advance

22.0 MARKING: 22.1 The packed cable drum shall carry the following information, clearly painted

23.0 GUARANTEED TECHNICAL PARTICULARS: Guaranteed technical particulars of the cables are to be furnished with the Bid.

24.0 DRAWING & LITERATURE 24.1 The following shall be furnished along with the tender

a) Cross sectional drawings of the cables, giving dimensional details for each size of cable.

b) An illustrated literature on the cable, giving technical information, on current ratings, cable constants, short circuit ratings, de-rating factors for different types of installation, packing date, weights and other relevant information.

HT cable joints and terminals Technical specifications for heat shrinkable cable joint kits for Cable terminations and straight through joints GENERAL: 1.1.The term heat shrink refers to extruded or moulded polymeric materials which are cross linked to develop elastic memory and supplied in expanded or deformed size or shape. 4.0 TYPE TEST REPORTS:Valid Type test reports shall be supplied alongwiththe supply of material. 5.0 ELECTRICAL CLEARANCES:The electrical clearances required for an Indoor/Outdoor termination and a straight through joint shall be as per relevant standards. 6.0 JOINT KITS: The requirements contained in a typical joint Kit are as follows:

a) Heat shrinkable or push-on or Tapex or cold shrinkable type clear insulating tubes

b) Stress control tubing where necessary c) Ferrule insulating tubing for joints. d) Conductive cable break outs for terminations, non tracking, erosion and e) Weather resistant tubing both outer / inner

and test conditions. The kit shall contain a leaflet consisting of detailed installation instructions and shall be properly packed with shelf life of over 3 years.

3.0 DEVIATION IN SPECIFICATION: 3.1 All deviations in specification shall be brought out by the bidder and detailed

clause by clause in appropriate annexure form. 3.2 Deviations brought out elsewhere or in any other format will not be

considered and are liable for rejection. The RBI in such an event shall also deem that the bidder has conformed to the clauses in this specification scrupulously.

3.3 Deviation in specification shall if possible be quoted with reference to standards.

Note: All deviations are subject to acceptance/rejection solely at the discretion of the Bank. The contractors are expected to accept all the technical specifications and commercial conditions set out in the tender.

4.0 LOCAL CONDITIONS : 4.1 It will be imperative on each bidder to fully inform himself of the local

conditions and factors which may have any effect on the execution of the supply and services covered under these documents and specification.

4.2 It shall be understood and agreed that such factors will have been properly investigated and considered in any bid that is submitted. The purchaser will entertain no claim for financial adjustment to the contract awarded under these specifications and documents. No change in the time schedule of the contract, or any financial adjustment arising thereof that are based on incorrect information, or its effect on the cost of the contract to the bidder shall be permitted by the Purchaser.

4.3 Bidders are advised to visit the various areas where the U.G. cables are to be laid to inspect the means of access, road /drain / footpath crossings to enable them to make proper costing and then quote accordingly.

5.0 DETAILS OF WORK :

5.1.1 The scope of work involves Supply and laying, testing and

commissioning of 11KV, 3 Core, 185 Sq.mm XLPE UG cable. 5.1.2 Laying of 3 core, 11 kV, 185 sq mm XLPE UG Cables by trenchless

technology adopting horizontal direction drilling (HDD) by machines with adequate drawing capacity.

5.2 The contract will be for complete work and all the required materials as per specifications are to be procured by the contractor himself.

5.3 All the other materials like coarse and fine aggregate sand, joint markers,

sealing, route markers, cable support clamps, terminals and inline connectors, sealing compounds etc., whether specifically mentioned or not in these specifications are deemed to have been included in the scope of supply and installation. Similarly, the contractor has to arrange for all the tools and plants required for the works at his own cost.

6.0 SERVICE CONDITIONS :

6.1 The cables are being laid in the Patna district, Patna where temperature, humidity effect is heavily experienced.

6.2 The climatic conditions are prone to wide variations in ambient temperature, humidity etc., and the accessories offered shall be suitable for installation under the above tropical conditions, where moderately hot and humid conditions conducive to dust, rust and fungi growth, prevail at site.

6.3 The underground cables are to be laid along Gandhi maidan road Patna, where other utility services like telephone, EHT lines and PHD lines are encountered.

7.0 COMPLIANCE WITH REGULATIONS :

7.1 All services carried out by the bidder / contractor shall be as per the requirements of the I.E.Act-2003 & Indian electricity Rules – 1956, BERC and all other applicable statutory laws governing the services in the state of Bihar

7.2 Particular attention is drawn to the necessity of consulting the local authorities and the administrative heads concerned with the operation and maintenance of roads, railways, telegraph and telephone services, water supply and sewerage and other public utilities. Necessary permission shall be taken by the contractor from concerned authorities before start of work.

7.3 The contractor will have to obtain necessary permission from civil

authorities for boring in the Roads, cutting roads etc. and from any other authorities, wherever required, for the captioned work. The necessary statutory charges/fees will be reimbursed to the contractor by the Bank on submission of documentary evidence/ receipts etc.

7.4 All the precautions for laying of cables has to be taken by the contractor so

that no damage/loss to public or anybody is caused during execution of works and contractor should comply with all the safety requirements as per laws. Any damage to the property or person so caused, shall be the responsibility of the contractor.

8.0 INSPECTION BY ELECTRICAL INSPECTOR

8.1 All Electrical installations and equipments are to be inspected and approved

by the competent authority, before commissioning. 8.2 The Contractor will arrange for the payment of the necessary fees for

inspection/ approval which will be re-imbursed on submission of documentary evidence/ receipts etc..

8.3 Any defects pointed out by the competent authority/Electrical Inspector, shall be corrected or attended by the contractor at his own cost and he shall pay, for subsequent inspection charges to the Electrical Inspector, for obtaining approval.

9.0 INSTALLATION OF U.G. CABLES

9.1 Method of U/G Cable Laying : Laying 11 kV HT UG cables at a suitable

depth, by trenchless technology ,adopting horizontal directional drilling (HDD) using appropriate standard machines. Boring & Drawing of cable including preparation at site is included in the scope of work.

9.2 ROUTE PLANS: Tentative cable route plans will be furnished to the

contractor,indicating the roads. The final route shall be decided based on the road crossings and other findings by excavating trial holes by the contractor. The work should be taken upon only after RBI / SBPDCL Engineers approve the final route. The RBI in consultation with SBPDCL reserves the right to change, alter deviate the route on technical reasons.

9.3 TRIAL PITS :The contractor shall excavate trial pits, for alignment

purpose atappropriate distance apart as warranted by the local conditions, keep a record of the findings and close the trial holes properly to avoid hindrance / accidents to pedestrian traffic. The final route / alignment of the cables shall be decided based on the finding of the trial holes.

9.4 It is the responsibility of the contractor to maintain as far as possible the

required statutory clearances from other utility services.

9.5 Any damage caused, inadvertently to any utility services shall be the sole responsibility of the contractor.

10.0 STATUTORY NOTICES AND WAY LEAVES

10.1 The Contractor shall arrange the necessary way leaves from the

concerned public utility authorities and RBI shall give the required assistance to the contractor in completing the project. However necessary follow up and compliance will be the sole responsibility of the contractor.

11.0 LAYING OF CABLES

11.1 11 kV H.T 3 core HT UG cables:

Laying 11 kV HT UG cables by trenchless technology by adopting horizontal directional drilling (HDD) at minimum 2mtr. depth as per site condition using appropriate standard machines. The cable shall be pulled / drawn smoothly in the bored holes by the horizontal boring machine itself. The excavated cable trench, wherever required, shall be drained of all water and bed surface shall be smooth, uniform and fairly hard before laying out the cable. The cable shall be pulled in the trench only on cable rollers spaced out at uniform intervals to prevent damage to cable.

The laying out process shall be smooth and steady, without subjecting the cable to abnormal tension. The cable laid out shall be smoothly and evenly transferred to the ground after providing sand cushion and shall never be dropped. All the snake bends in the cable shall be straightened out. 11.2 Loop Cable : One complete loop of the cable has to be kept at each termination point.

12.0 FLAKING

12.1 Wherever it is not possible to lay the entire cable drum length, the cable should be cut and properly sealed and if it is necessary to remove the cable from the drum, it should be properly flaked. Such cable lengths should be properly stored at site.

13.0. CABLE CROSSING OPEN DRAINS WITH LONG SPAN :

13.1 Wherever the cable has to cross open drains with a long span, the cable shall be laid in suitable size G.I. pipe, properly jointed with suitable collars. The GI pipe shall be firmly supported on pillars, columns, or suitable support of R.C.C. foundation with stone masonry in cement mortar 1:4

13.2 Wherever the U.G. cable has to cross the sewerage or water supply line the U.G. cable has to be taken below them, maintaining adequate clearance. Further, wherever the U.G. cable runs parallel to the telephone cable a separation distance of at least 300-mm shall be maintained.

13.3 The cables shall be laid in stoneware pipe wherever the cable and trench crosses private roads, gates, etc. In order to avoid inconvenience the stoneware pipe should be laid first after excavation and excavated trench shall be back filled, compacted and surface properly redone to restore that original condition.

CABLE AND JOINT MARKERS Permanent means of indicating the positions of joints on site should be provided. During the course of permanent reinstatement cable and joint markers, should be laid directly above the route of the cable and the position of the joint respectively.

Wherever it is not possible to place the marker directly over the cable route or joint the marker should be suitably placed near the cable route or joint on which the distance of the cable route or joint at right angles to and parallel to the marker should be clearly indicated.

The position of fixing the markers will be at the discretion of the Engineer-In-charge. 14 . JOINTING OF CABLES

GENERAL: It shall be noted that the U.G. cables are of XLPE insulation and needsspecial care in jointing. The cable jointer and his assistant shall have experience in making joints / terminations. Jointing work should commence as soon as two or three lengths of cables have been laid. All care should be taken to protect the factory-plumbed cap/seal by laying the end solid in bitumen until such time as the jointing is commenced. Jointing of cables in carriage ways, drives, under costly paving, under concrete or

asphalt surfaces and in proximity to telephone cables and water mains, should be avoided, whenever possible. JOINT PITS: The joint pits should be of sufficient dimensions as to allow jointers to work withas much freedom of movement and comfort as cables proposed to be jointed requires. The sides of the pit should be draped with tarpaulin sheet to prevent loose earth from falling on the joint during the course of making. The pit should be well shored with timber, if necessary. An overlap of about 1.0 mtr of the cables to be jointed may be kept, for allowance to adjust the position of the joint. When two or more cables are laid together the joints shall be arranged to be staggered by 2 to 2.5 mtr. SUMP PITS: When jointing cables in water logged ground or under monsoon conditions,a sump pit should be excavated at one end of the joint pit in such a position so that the accumulating water can be pumped or bailed out by buckets without causing interference to the jointing operation. TENTS: A tent should be used in all circumstances wherever jointing work is carried out in the open irrespective of the weather conditions. The tent should be so covered as to have only one entrance and the back facing the direction of the wind. The tent cover should be properly weighted or tied down on the sides. MEASUREMENT OF INSULATION RESISTANCE: Before jointing is commenced theinsulation resistance of both sections of the cable to be jointed should be checked by insulation resistance testing instrument. An insulation resistance – testing instrument of 2.5/5 kV shall be used. The Insulation Resistance values, between phases and phase to earth shall be recorded. The actual jointing operation shall start only after the approval of the engineer in charge of works. PRECAUTIONS BEFORE MAKING A JOINT OR CUTTING A CABLE. The cable end seals should not be opened until all necessary precautions have been taken to prevent circumstances arising out of rainy/inclement weather conditions, which might become uncontrollable. The cable seals should be examined to ascertain if they are intact and also that the cable ends are not damaged, if the seals are found broken or the lead sheath punctured, the cable ends should not be jointed until after due examination and testing by the engineer-in-charge of the works. PRECAUTIONS TO BE TAKEN ON LIVE CABLES IN SERVICE Sometimes it becomes necessary that a H.V. cable, which is in service, be cut for making a straight joint with a new cable. In such cases work on joint should start only after the in service cable is properly identified, isolated, discharged, tested and effectively earthed. Search coils interrupters or cable-identifying instruments should be used for this purpose. IDENTIFICATION NUMBERS / COLOURS AND PHASING :The cables should be laidand jointed number to number or colour to colour shown on the core identifying marks and prevent cross jointing. In all cases, the cables should be tested and phased out, and more particularly so when the cable terminates at Ring Main Unit / Sub-station. MAKING A JOINT: The Heat shrinkable joints used shall be conforming to thespecification. Alternatively, push-on or Tapex or cold shrinkable type can be used with the approval of

RBI. The contractor should furnish all the technical particulars of these joints and obtain approval only in case they are found superior to the heat shrinkable joints. Epoxy based joints are not permitted. Comprehensive jointing instructions obtained from the manufacturer of joint kits shall be meticulously followed. The connection of the earth wires should be done using flexible bonds connected to cable sheath using clips or soldering. Aluminum conductor strands shall be joined by mechanical compression method, using suitable die and sleeve with a good quality tool. CABLE TERMINATIONS: Cable terminations required are both indoor and outdoor typeand invariably be of heat shrinkable type conforming to the specifications. Alternatively, push-on or Tapex or cold shrinkable type can be used with the approval of RBI with appropriate sheds for rainwater in case of outdoor terminations. All the technical particulars to establish the superiority in the performance of these joints shall be furnished while seeking approval. The instructions furnished by the manufacturer of termination boxes/kits should strictly be followed. Whenever a cable raised from the trench to end in termination, to be finally connected to an overhead line or transformer, the following instructions should be complied with –

I. One coil to be made and left in the ground for future needs II. The rise of cable, immediately from the ground level should be

enclosed in suitable diameter GI pipe to height of 2 mt. III. The balance portion of the cable should be neatly curved, in ‘S’ shape. IV. The cable and pipe should be properly fastened by using appropriate

clamps /support. The hardware of clamps shall be painted with red oxide and enamel paint or galvanized.

V. The lugs on the termination shall be compressed with a suitable compression tool.

15.0. EARTHING AND BONDING

15.1 The metal sheath and armour should be efficiently bonded and earthed at all terminals to earth electrodes provided. The cross sectional area of the bond shall be such that the resistance of each bond connection shall not exceed the combined resistance of an equal length of the metal sheath and Armour of the cable.

16.0. TESTING AFTER LAYING AND JOINTING 16.1 All cables after laying and jointing works are completed should be tested systematically and insulation and pressure tests should be made on all underground cables.

16.2 All test results should be recorded in tabular form in logbooks kept for the purpose.

16.3 The cable cores should be tested for :-

I. Continuity II. Absence of cross phasing

III. Insulation resistance to earth; insulation resistance between conductors.

17.0. H.V. TESTS

17.1 After the laying and jointing work is completed, a high voltage test should be applied to the cable to ensure that the cable has not been damaged during or after the laying operations and there is no defect in the jointing

18.0. GUARANTEE

18.1 All the cable joints / termination done by the contractor shall be guaranteed for 12 months from the date of energisation of the complete cable. In the event of failure during the guarantee period, the restoration work shall be done free of cost by the contractor within 24 hours of giving notice or else the expenditure incurred by RBI to re-do the joint / termination will be recovered from the performance guarantee amount held with the RBI.

19.0. CABLE RECORDS

19.1 Accurate neat plans / sketches, drawn to suitable scale (1 cm = 10M) should be prepared and furnished by the contractor after the completion of each work.

19.2 All relevant information should be collected at site, during the progress of work

and preserved for preparation of drawings.

19.3 The following essential data should be incorporated on all drawings a) Size, type of cable or cables. b) Location of the cable in relation to prominent land mark property,

Kerb-line etc., with depths. c) The cross section showing where cables are laid in piper or ducts,

giving their sizes, type and depths. d) Position and type of all joints e) Location of other cables which run alongside or across the cable route. f) Position and depths of all pipes, ducts, etc., which are met as

obstruction to the cable route. g) Accurate lengths from joint to joint h) Manufacturers name and drum number of the cable, between sections

/ joint to joint. Two transparent and six blue print copies of the cable records prepared as above shall be given to the RBI’s engineer as a part of the contract as soon as the cable is charged, before submission of final bill. Lightning Arrestor 1.0 STANDARDS

The design, manufacture and performance of Surge Arrestors shall comply with IS: 3070 Part-3 and other specific requirement stipulated in the specification. Unless otherwise specified, the equipment, material and processes shall conform to the latest applicable Indian/International Standards. The equipment complying with any other internationally accepted standards shall also be considered if it ensures performance equivalent to or superior to the Indian Standards.

2.0 GENERAL REQUIREMENT

2.1 The Metal Oxide gap less Surge Arrestor without any series or shunt gap shall be suitable for protection of UG cable, associated equipment from voltage surges resulting from natural disturbance like lightening as well as system disturbances.

2.2 The surge arrestor shall draw negligible current at operating voltage and at the

same time offer least resistance during the flow of surge current.

2.3 The surge arrestor shall consist of non-linear resistor elements placed in series and housed in electrical grade porcelain housing/silicon polymeric of specified creepage distance.

2.4 The assembly shall be hermetically sealed with suitable rubber gaskets with

effective sealing system arrangement to prevent ingress of moisture.

2.5 The surge arrestor shall be provided with line suitable for cable for vertical and horizontal take off. The earth terminals shall be provided of suitable size. The groundside terminal of surge arrestor shall be connected with 50x6mm- galvanized strip, one end connected to the surge arrestor and second end to a separate ground electrode (Electrode type of earthing). The contractor shall also recommend the procedure which shall be followed in providing the eearthing system to the Surge Arrestor.

2.6 The surge arrestor shall not operate under power frequency and temporary over

voltage conditions but under surge conditions, the surge arrestor shall change over to the conducting mode.

2.7 Surge arrester shall have a suitable pressure relief system to avoid damage to the porcelain/ silicon polymeric housing and provide path for flow of rated fault currents in the event of arrester failure.

2.8 The reference current of the arrestor shall be high enough to eliminate the

influence of grading and stray capacitance on the measured reference voltage. 2.9 The surge arrestor shall be thermally stable and the contractor shall furnish a copy

of thermal stability test with the bid.

2.10 The arrestors for 11 KV system shall be suitable for mounting on transformers as well as in the yard. The supplier shall furnish the drawing indicating the dimensions, weight etc. of the surge arrestors for the design of mounting brackets.

2.11 The arrestor shall be capable of handling terminal energy for high surges, external

pollution and transient over voltage and have low losses at operating voltage.

3.0 ARRESTOR HOUSING

3.1 The arrestor housing shall be made up of porcelain/silicon polymeric housing and

shall be homogenous, free from laminations, cavities and other flaws of imperfections that might affect the mechanical and dielectric quality. The housing shall be uniform brown colour, free from blisters, burrs and other similar defects.

Arrestors shall be complete with insulating cases, fasteners for stacking units together and terminal connectors.

3.2 The housing shall be so coordinated that external flashover shall not occur due to application of any impulse or switching surge voltage upto the maximum design value for arrestor. The arrestors shall not fail due to contamination. The 11KV arrestors housing shall be designed for pressure relief class as given in Technical Parameters of the specification.

3.3 Sealed housing shall exhibit no measurable leakage. 4.0 NAME PLATE The nameplate attached to the arrestors shall carry the following information: Manufacturing Trade Mark

TECHNICAL SPECIFICATIONS FOR 11KV AB Switch 1.0 SCOPE:- This specification provides for manufacture, testing at works and delivery for supply, installation, testing and commissioning of 11KV AB switches. The 11KV AB switches shall conform to IS: 9920 (Part-I to IV) 2.0 AB SWITCHES:- The 11KV Air Break Switches are required with two poles in each phase. The AB Switches shall be supplied complete with phase coupling shaft, operating rod and operating handle. It shall be manually gang operated and vertically break and horizontal mounting type.

2.0.1 The AB Switch shall be designed for a normal current rating of 400 Amps and for continuous service at the system voltage specified as under:

11 KV AB Switch: 11KV + 10% continuous 50 C/s solidly grounded earthed neutral system. The length of break in the air shall not be less than 400 mm for 11KV AB Switches.

2.0.2 The 11KV AB Switches are required with post insulators. The AB switches should be suitable for mounting on the structure. The mounting structure will be provided by the contractor separately. However, the AB Switches shall be supplied with base channel for mounting on the structure. The phase to phase spacing shall be 750mm in case of 11KV AB Switches.

3.0 POST INSULATORS:-

The complete set of three phase AB Switches shall have post insulators. The post insulators should conform to the latest applicable Indian standards IS: 2544 Specification for Porcelain Post insulator. Polycon or of compact solid core or long rod insulators are also acceptable. Creepage distance should be adequate for highly polluted outdoor atmosphere in open atmosphere. The porcelain used for manufacture of AB Switches should be homogeneous, free from flaws or imperfections that might affect the mechanical dielectric quality. They shall be thoroughly vitrified, tough and impervious to moisture. The glazing of the porcelain shall be of uniform brown in colour, free from blisters, burns and other similar defects. Insulators of the same rating and type shall be interchangeable. The porcelain and metal parts shall be assembled in such a manner that any thermal expansion differential between the metal and porcelain parts through the range of temperature variation shall not loosen the parts or create undue internal stresses which may affect the electrical or mechanical strength. Cap and base of the insulators shall be interchangeable with each other. The cap and base shall be properly cemented with insulators to give perfect grip. Excess cementing must be avoided. 4.0 Each 11KV Post Insulators should have technical particulars as detailed below:

5.0 TEMPERATURE RISE:- The maximum temperature attained by any part of the equipment when in service at site under continuous full load conditions and exposed to the direct rays of Sun shall not exceed 45 degree above ambient. 6.0 MAIN CONTACTS:- AB Switches shall have heavy duty self-aligning type contacts made of hard drawn electrolytic copper/brass. The various parts should be accordingly finished to ensure interchangeability of similar components. The moving contacts of the switch shall be made from hard drawn electrolytic copper. This contact shall have dimensions as per drawing attached so as to withstand safely the highest short-circuit currents and over voltage that may be encountered during service. The surface of the contact shall be rounded smooth and silver-plated. In nut shell, the male and female contact assemblies shall ensure.

(i) Electro-dynamic withstand ability during short circuits without any risk of repulsion of contacts.

(ii) Thermal withstand ability during short circuits.

(iii) Constant contact pressure even when the lower parts of the insulator stacks

are subjected to tensile stresses due to linear expansion of connected bus bar of flexible conductors either because of temperature variations or strong winds.

(iv) Wiping action during closing and opening.

(v) Fault alignment assuring closing of the switch without minute adjustments. 7.0 CONNECTORS:- The connectors shall be made of hard drawn electrolytic copper or brass suitable for Raccoon/Dog ACSR conductor for both 11KV AB Switches. The connector should be 4 -bolt type. 8.0 OPERATING MECHANISM:- All AB Switches shall have separate independent manual operation. They should be provided with ON/OFF indicators and padlocking arrangements for locking in both the end positions to avoid unintentional operation. The isolating distances should also be visible for the AB Switches.

The AB Switches shall be capable to resist any chance of opening out when in closed position. The operating Mechanism should be of robust constructions, easy to operate by single person and to be located conveniently for local operation in the switchyard. All iron parts should be hot dip galvanized. All brass parts should be silver plated and all nuts and bolts should be hot dip galvanized. 9.0 ARCING HORNS:- It shall be simple and replaceable type. They should be capable of interrupting line- charging current. They shall be of first make and after break type. 10.0 BUSH:- The design and construction of bush shall embody all the features required to withstand climatic conditions specified so as to ensure dependable and effective operations specified even after long periods of inaction of these Air Break Switches. They shall be made from highly polished Bronze metal with adequate provision for periodic lubrication through nipples and vent. 11.0 DESIGN, MATERIALS AND WORKMANSHIP:- The successful tenderers shall assume full responsibility for co-ordination and adequate design. All materials used in the construction of the equipment shall be of the appropriate class, well finished and of approved design and material. All similar parts should be accurately finished and interchangeable. Special attention shall be paid to tropical treatment to all the equipment, as it will be

subjected during service to extremely severe exposure to atmospheric moisture and to long period of high ambient temperature. All current carrying parts shall be of non- ferrous metal or alloys and shall be designed to limit sharp points/edges and similar sharp faces.

1. Test to prove capability of rated peak short circuit current and the rated short time current. The rated short time current should correspond to minimum of 10K Amp and the peak short circuit current should correspond to minimum of 25K Amps.
