With reference to above, the Central Pollution Control Board. Regional Directoratehas deputed Sh.K.Karunagaran STS along with the officialsof Tamil Nadu pollution ControlBoard and Puducherry Pollution Control Committee to jointly investigate the pointsmentioned in VlPcomplaints andalso to verifo the implementation of progress made on theDirections issued by Puducherry Pollution Control Committee on September 4. 2017&December 29, 2017 (copy of Directions enclosed in Annexure -3) with respect to therecommendations made by Central Pollution Control Board based on the inspections carriedout during July l5-17th,2017

B. Verificationof compliance of Directions Based on cPCB Report

The joint insPection team,

Sh.K.Karun agaran STS, CPCB, Bengaluru,

Smt.Vijaya PriYa, AEE' TNPCB and

Sh.Poogajendy JE of PPCC, Karaikal with

other field staff carried out inspectionduringFebruary 9-10, 2018. The team interacted

with the official of the Karaikal Port,

explained about the depth and seriousness

of the complaints and also the large volume

of complaints received by TNPCB from the

public of Nagapattinam.

i. The team inspected the campus of Port for verifying the compliance of directions

issued by PPCC and progress made on each points'

ii. Team also travelled all along the road side, Nagor, Nagapattinam and at three Railway

Stations (Nagor, Velipalayim and Nagapattinam) and interacted with the officials of

Railway DePartment.

iii. At the same time,a group of officialfrom PPCC deputed for vehicular survey at the

junction point of thi road connecting Karaikal Port and Nagapattinam to Karaikal

Highway to note down the vehicular moment and to verify, the loaded -vehicles

are

properly covered or uncovered. The survey was carried out on 9'2'2018 from 1l'Ohrs

to 19.0 hrs

Based on the joint inspection carried out during July l5-17th 20fi by the Central

Pollution Control Board, PPCC has issued the. direction vide letter no

ppcc/DIR/cpcB/coM/TNR/ KKL/JE120171764 dt sept 4'h,2017 to M/s Karaikal Port to

comply the points as recommended in its report on or before l5'09'2017 and submit report'

C. Verification Against Points of Directions Based on PPCC Inspection

It has been informed that the team of officials headed by the Chairman, PPCC had

visited M/s Karaikal Port on 07.12.2017 to verifi the progress made on the points ofdirectionsissued.(Copy of the report is enclosed in Anex-4). On observing the progress made,

Chairman PPCC again emphasized to complete the mechanization work of coal handling

system before 30.04.2018 as it was decided in t52nd meeting of PPCC held on 08.09.2016.

He alsoasked to submit the progress report of the erection and commissioning of the

mechanization at micro level every l5 days as to enable PPCC for close monitoring of the

progress. Based on his inspection, a direction again issued to M/s Karaikal Port by PPCC

videletter no. ppCC/DIR/CPCB/COM/TNR/ KKLlJElzOl7l1248 dt December 29'h,2Ol7 to

comply the points as mentioned below as to completes every activities before 30.04.2018 and

to report.

The above three continuous monitoring stations are found to be working and the data

generated from these stations connected through a separate computer placed at PPCC since

there is no common server at PPCC.The parameters measured are PM1e. PMzs and Carbon

Monoxide (CO).

The historical hourly data of each day of three monitoring stations from Janl't to Jan

3l't 2017 was evaluated and the concentration of Particulate Matter (PM10) is ranging from

20pglm3 to 40.7pglm'at near Main Gate, 20.6 pglm3to 39.5pg/m3 at near Tank Form area

and"lOpg/m1o it"Spglm3 at near Pump House while the 24 hourly average is 28.9pglm3,

28.11tg1m3 and l3.3pglm3 at main gate, tank form and pump House respectively. The

concentration measured by CAAQMS seems to be less as compared to the ground reality,

which reflects that regular calibration of analysers is not in practice. The concentration ofPMz s and carbon Monoxide are not reflected here since there concentration was found to be

still lover than PMl0 concentration. The hourly average concentration of Particulate

Matter(PM16) for January month 2017 is depicted in pictorial as below;

E. GeneralObservations.

Karaikal Port Private Limited (KPPL) located at Keelavanjore village, T.R.Patinam,Karaikal was developed by the Chennai based M/s MARG Limited and became

operational in April, 2009. The port has an area of 602 acres and is situated on the

Eastern coast in Karaikal with the latitude of 10" 54'49.9932" N and Longitude of79" 50'41.4816" E. The port obtained rail connectivity in January 2010and its

railway sidings are connected to Trichy via Nagore.

On verifling the statutory documents, it is observed that the Environment Clearance

issued by MoEF&CC was expired on 21.09.2017 and the consent for Air and Water

issued by Puducherry Pollution Control Board also expired on 30.09.2016 itself

lV.

However, M/s Karaikal Port had applied for CRZ clearance to MoEF&CC which

was considered in its 2lst meeting of Expert Appraisal Committee (lnfra-2) toextend the period for another two more years from 22.09.2017 to21.09.2019 (copy

of the minutes enclosed in (Annexure -4d) but no official communication from

MoEF&CC for extending the period is received by Karaikal port.

Though the consent is expired, Karaikal Port is operating the unit by the approval ofNOC issued by PPCC.

The coal dust spill overlcarry over by trucks mixed with water (used for spray)

forms slurry and the same is spread on the roads within the premises. These dust

further carry over by the tires of the vehicle moment to the road side till it connects

to high way. If regular cleaning is not in practice, these dust may further carry over

to the high ways.

Coal is loaded in to the wagon which forms more than 2 feet heap of the brim level

and covered by Polyhene sheets. The strength of the polyhene sheets is light which

may damage while wagon on transit. As informed by the official of Rail way, the

loading heap supposed to be less than one and half feet. Some of the coal deposit on

During field survey carried out by the team of official from PPCC, TNPCB and

CPCB at Nagor, Velipalayam and Nagapattinam and also at these three railway

stations, coal dust deposit on the open lands' floors, buildings, on the leafs of trees

and on high ways could not be seen, except some coal dust at high ways at

wherever the humps, speed breakers and sudden curves are provided.

F. Survey Carried out in Response to The VIP Complaint

The Points of VIP ComPlaints are

1. Spillage of Coal dust throughout the residential environment and affects the health of

the peoPle.

2. Dumping of waste/garbage at open areas at the State's border near Nagapattinam

F(1a). Status ofCoal Spillage on Railway Tracks

The wagons once moves from Port after loading a coal, at that instance coal may spillif adequate wetting and tight covering is not done. These spillage may continue till some

distance until a coal become compacted due to movement of wagons' If wetting along withproper covering in good quality of polythene cover is not done' spillage may continue tooccur. During the survey, the photographs taken at Railway Tracks and at stations are

depicted here.

The figure above depicts that the coal spillage at some patches of track is found

before the Nagor railway station and not found continuously on the tack along. The concrete

floor ofthe platform at Nagor railway station reflects that no deposit ofthe coal.

The above photo depicts that coal removed time to time from the railway track is dumped

here and another photo indicates that no deposit ofcoal even being a curvature.

In short, during the survey carried out at railway tracks and railway Stations no coal

deposit is found all along the length of the railway tracksin recent period and some of thedeposits were found at intermittent distance particularly at curve/ signals, which would have

happened when it travels with normal speed. The coal deposited in past are cleaned and the

same. which cannot be segregated. is dumped at some locations as indicated in the photos. Itwas informed by the Manager of the Railway Station, Nagapattinam that proper closing ofbottom opening wagon is ensured by Chief Wagon Supervisor at Thiruvaluur by deputing an

oflicial for cleaning of the wagon through compressed air and thorough testing of allpneumatic valves. lt is informed that maximum of 4-6 goods wagons are carrying the coal

every day. It is observed thal some ofthe spillage at intermittent areas is found which is due

to overflow from the top layer ofwagon. As informed by railway station master, there could

be no possibility of coal spill from the bottom opening doors as it is regularly supervised by

CWS.He has suggested that recommended heap level (one and half) with adequate wetting ofthe coal may avoid these spillages.

F(lb). Status of Coal Dust Spillage on Road Ways

The photo below indicates that lot of fine coal dust mixed with soil dust is seen at

near T-junction of the Karaikal to Nagapattinam high way about 0.5 KM from of the port

main gate. These dust is mainly from dust carried by tires of the heavy vehicles in wet

condition from the port and same is mixing with loose soil with the sides of the road which

further agglomerates. During inspection this deposit was pointed out and port officialsimmediately removed all loose soils along the road side and filled with hard soil which is also

F (lc). Survey Carried Out at High Ways: Road Connecting Karaikal and

Nagapattinamand Thirucarur

On travelling towards Nagor and Nagapattinam some traces ofcoal dust at intermittent areas

were found. More deposit of dust was found at the place where multiple hump is provided

near T-junction of Kangalancherry road towards Thiruvarur before Vettar river and at the

road near by ONGC main gate where again hump is provided. The fine powder indicates that

these spillage is not regularly continues and once it falls as small granulates, due to continual

crushing ofother vehicles it become fine powder and further spreads on the road.

The record of the port reveals that about 130 vehicles (Truck and Tankers) fromKaraikal Port have come out on09.02.2018 during 06Am to 06PM for l2 hrs out of whichthe empty vehicles are 49 nos. The vehicles moved towards Karaikal Port inside are about236 out of which the empty vehicle are 177 nos for the same period.

The vehicular survey carried out by a team of officials deputed by PPCC on 9.2.2018during I l.Ohrs to 19.0 hrs and the details of the survey is as below

Survey reveals that about I I I vehicles (Truck and Tankers) from Karaikal Port have

come out on 09.02.201 8 during I I Am to 07PM for 8 hrs out of which the empty vehicles are

68 nos. The vehicles moved iowards Karaikal Port inside are about 150 out of which the

empty vehicle are I l7 nos for the same period.

The track record of the vehicle movement data from the period from April-2017 to

January 2018, data obtained from the main gate on the day of inspection and data obtained

based on the manual survey carried during inspection reveals that about 210-220 nos oftrucks loaded with coal are moving on the high way. It is observed that all the loaded vehicle

are properly covered with hard tarpaulin and no leakage from the trucks are found.

F (le). Review of Ambient Air Quality Survey Carried out by PPCCduring November

and December-20l7

puducherry Pollution Control Committee has carried out ambient air quality survey

engaging two iifferent third parties during November and December 2017 and data of the

same is reviewed.

The ambient air quality in terms of Sulphur Dioxide (SOz), Nitrogen Dioxide (NOz)'

Particulate Matter (PMto) and Particulate Matter PM25 was measured at four locations

engaging a third party M/s Hubert Enviro care systems (P) Ltd, Chennai during 20.11.2017 to

27 .l I .2017 for five days. The names of locations are l.Panguli, Usufiya Nagar' Nagor 2' Mia

Street ATM Arcade, i.Jugo. 3. Nadu Thiru, Keela Vanjur and 4. Community Hall, Keela

Vanjur.

The concentration of Particulate matter (PMro) -is ranging from 72'2 $g/mt to 73'6

pglm3at Panguli. Usufiya- Nagar. Nagor, 68.4 ltglmr to 69.8 Vglm' at Mia Street ATM

The concentration of Particulate Matter(pM16) measured at all four locations in boththe months November and December 2017 was found to be within the prescribed standardlimit of 80 for 24 hrs. Since the concentration of particulate Matter (pM16) itself fallen withinthe prescribed standard limits the other pollutants of pM: s and so2 and Nox are not reflectedhere as those are within standard limits.

However, the huge quantity ofmunicipal solid waste generated by Nagoris dumped near to the Vettar River The

dumping stretch is about 400-500 meters

distance. The dumping site is 0.5km toNagor and l.0km to Karaikal port. Duringthe inspection, the solid waste is burningthroughout the day and lot of smoke isbeing dispersed.

F (2b). Plastic Waste Deposit

Karaikal Port is pa(ially disposing the plastic

waste through an unauthorized third party. Thirdparty intern brings waste and dumping

haphazardly near the Keelavanjore village whichalso spreads to the ring cannel made forKeelavanjore village.

G. Conclusions

i. In response to the direction issued by PPCC based on CPCB report and regularpPCC inspections presently about 75 % of the erection and commissioning ofmechanization ofcoal Handling system is completed

ii. Out of20 points ofdirection, five points (3, 5,9'16&20) are complied, five points are

not complied and 9 points are partially complied for which Karaikal Port assured to

completi by April 31", 2018 on the dead line fixed by the direction ofthe PPCC'

iii. The ambient air quality resultsat various locations carried out by two different

agenciesengagedbyPPCCrevealsthattheconcentrationofSulphurDioxide(So)'N-itrogenDioxide(No2),ParticulateMatter(PMl0)andParticulateMatterPM25arewithin the prescribed limit for 24 hrs.

iv. The ambient air quality in terms of Particulate Matter (PMro) and Particulate MatterpM25 measured by CAAQMS at three locations inside the M/s Karaikal Port are

found to be within the prescribed limit for 24 hrs.

v. The vehicular survey carried out reveals that none of the coal loaded trucks and

tankers are uncovered and properly covered with thick polythene sheets'

vi. During field survey carried out, by team of officials from PPCC. TNPCB and GPCB

at Nag-or, Velipalayam and Nagapattinam and also at these three railway stations, coal

dust Jeposit on the open lands, floors, buildings. on the leafs of trees and on high

ways could not be observed, exceptpatches of coal dust at high ways, wherever the

humps, speed breakers and sudden curves are provided.

vii. This spillage is not continuous and once it falls as small granulates, due to continual

crushing oiother vehicles it become fine powder and further spreads on the road.

viii. The survey carried out along railway track and rail way stations reveals that, the coal

deposited in the past was cleaned by Railway Departments and also by Karaikal Port.

Some of the Coal dumping is found at the side of railway track which seems to be

deposited during cleaning.

Coal spillage also observed at the siding ofthe tracks at some intermittent areas and at

curvatures.

It is observed that Karaikal Port has made a tie up with Railway Department as toensure that the bottom opening wagons are properly cleaned and tested afterdischarging the coal to the customer before sending to the port.

xi. The statutory Clearance issued by MoEF&CC for Environment Clearance wasexpired on 21.09.2017 and the consent for Air and Water issued by PuduchenyPollution Control Board also expired on 30.09.2016.

Based on the issues discussed in l56th Meeting ofPPCC held on 31.10.2017, thedirection issued to M/s Karaikal Port by PPCC vide letter no.

PPCC/DIPJCPCB/COM/TNR/ KKLIJE/201711248 dt December 29'h, 2017 with thefollowing conditions that,No more extension of Timeline for the erection and

commissioning of Mechanization of Coal Handling system, beyond 30.04.201 8,

would be accepted. In case of Non-compliance. M/s. Karaikal Port Pvt., Ltd., shallstop handling of coal beyond 30.04.201 8, and PPCC shall forfeit the Bank Cuaranteeof Rs. 50, 00,000/- (Rupees Fifty Lakhs Only). provided by the unit. It is alsoinformed that no Renewal of Air and Water Consenl ofthe unit shall be considered atthis instance.

H. Recommendations

The Port Authority has re-initiated the mechanization process with concerned agenciesforcomm issioning of mechanization of coal handling system on priority, whichis pendingfrom quite long time.

In case if the port authorities does not comply for completion of various pending workswithin time frame as per directions of PPCC vide letter no. PPCC/DIUCPCB/COM/TNfuKKL1lEl2OlT/1248 dt December zg'h,2017, then the activity related to coal handling shallbestopped. The bankguarantee shall also be forfeited.

Further, the renewal ofconsent shall be considered only after complying with directionsby the port authority. [frequired ajoint inspection including representative from Hon'ble M.P. shall be carried out after receiving information from port authorities to further decide uponthe issue.

The people of Tamil Nadu State, Nagapattinam District, Nagore town and the surroundingvillages, And the people of Puducherry Union, Karaikal District, T.R.Pattinam Taluk Keela Vanjorevillage, Vanjore Kuppam and North Vanjore, were affected by COAL DUST which comes fromnearby KARAIKAL PORT (P) LTD,, @ KARAIKAL MARG PORT'S coal handling. And itdegenerates the Environment.

The people including me also affected by this problem from 2009 to until now.

The District Environmenl Engineer of Nagapattinam District rNpcB, Member Secretaryof Puducherry Pollution Control Commrttee, Central Pollution Control Board Eengaluru Regionalofficers, Karaikal District collector also inspected that KARAIKAL MARG poRT and find outthey don't follows the guidelines for coal handling, and warned them because of people'sComplaints.

ln July 2017, CpCg Benqaluru Reql specially inspected that port and notsatisfied about their careless of coAL HANDLING AND GlvE soME D|RECTIoNS FoRSTRICTLY FOLLOW THE GUIDELINES. lf failed to finish the Mechanization of full coveredconveyor belt system on loading and unloading on or before 30.04.201g, the port will be orderedto stop coal handling.

The KARATKAL MARG poRT continuously avoids the coal handling guidefines and dosome eyewash proceedings sporadically.

ln 201 0, PPCC ordered the port to follow which procedure and guidelines, until 20.17 alsoreiterate the same procedure and guidelines including more than fourshowcause notice aboutstop coal handling, is come to know about KARAIKAL MARG poRT,s sporadically eyewashproceedings_

For example in 20'1'l , PPCC fixed a time limit six month for finish the Mechanization of fullcovered conveyor bert system on roading and unloading, and crosed storage shed, untir now2017 also PPCC reiterate that. But KARAIKAL MARG poRT don,t finishedlhat until now.

2. ltre proponent informed that while majority of the works in phase IIconstruction activities have been completed, some activities such as thecompletion of the CoaI Mechanisation [ot delayed due to some unavoidablereasons such as the Right of Way (RoW) issues, availabilit5r of enhanced powerallotrnent.. by t.l:e Puducherry Electlicity Departrnent (PED), the erection,\isting, commissioning and the operation of . the ftrlly Mechanised coalHandling system. These issues have however. been closed now with the pEDhaving agreed to allot.S MVA of power immediate\r. The balance dredging isalso in progress. After the receipt of the power the Coal Mechanisaqion Projectwill be completed and parallely the remaining dredgrng requ.irements wili bemet.

The issue. was discussed by the EAC in its 13bft meeting held on 29rbSeptember, 2Ol4 - ld October, 2014 and committee rccornmended'for theo<tension of validity of the clearance dated 22.O9.2OO9 for a period of tlrreeyears. The Ministry of Environment, Forests & Climate Change hereby extendsthe validity of the Environmental and CRZ Clearance up to 2l,O9eOl7,

3, For Crude Oil and Other Petroleum Productsl(a) There shall be no storage of crude oll and other petroleum products at any point of time insidethe premises.(b) No Construction activities shall be canied out and the applicant shall not undertake anyexpansion, modernization, diversification, change of location, storage etc., without the priorapproval / clearance from this authority.(c) Coast Guard approved Oil Spill Contingency Plan (OSCP) shall be stictly adhercd to.(d) All the measures adopted in Oil Spill Risk Assessment (OSRA) and EnvironmentalManagement Plan @MP) shall be strictly adhered to.(e) Fire fighting systems oISD (oil Industries safety Directorate) - 156 Standards shall bestrictly adhered to.(f) Provisions of Public Liability Insurance Act, 1991 to provide immediate relief in the event ofany fire hazard to human beings, other living creatures, plants and prcperties while handlinghazardous substances shall be strictly adhered to.(g) Periodical mock drills, for all personnel to be involved in transportation of crude oil andpetroleum products through pipeline, by updating their technical skills from time to time, so as tocontol actual leakage ofhazardous materials in the quickest possible time, is mandatory.(h) The unit shall comply with the provisions of the Hazardous wastes (Managemen! Handringand Transboundary Movement) Rules, 2008.

4. f,'or Edible Oil:(a) certified storage tanks shall be utilized for storing edible oil. The validity of thecertificatiors, if any, shall be reviewed and updated, periodically.(b) There shall be no spillage of Oil, on land, in and around the premises.

5. The Ambient Air Quality within the premises shall not exceed the following standards:

VI. General Conditions:

1. Notwithstanding anything mntained in this consent, the puducherry pollution conhollommrttee hereby reserves its right and power under Section 21 (4) of the Air (prevention andcontol ofPollution) Act, l98l to review / revoke any or all the conditions imposed herein andto cancel, refuse, modi! or stipulate additional cooditions for the purpose of the A"t by theCommittee, if conditions ofthe consent gmnted are not firlfilled.2' The application for renewal of consent shall be made at least 30 days before the date ofexpiry of this consent order.

3. This consent (Renewal) order shall be exhibited in the office room and must be madeavailable to the inspecting officers of this Committee.

4. Housekeeping shall be properly maintained.

VII. For Better Environmental Management Practices:

1. Energy conservation measur€s like installation of Energy Efficient Lighting syslem likeL-EDs for lighting the areas inside and outside the building shall be adopted.Used LEDVCFLs/TFLs should be properly collected and disposed off/ sent for recycling as perthe prevailing guidelines / rules of the regulatory authority to avoid toxic contamination.

Opening Remarks of the Chairman

At the outset, chairman welcomed the members of the Expert Appraisal committee(lntra-2). Thereafter, agenda items were taken up for discussion. The deliberations hetdand decisions taken are as under.

The commiftee noted that maximum vatidity for any proiect may be of 10 years. ln view ofthe above and being satisfied with the submlssion of the Project Proponent and progress of the

project, the Committee recommended the project for extension of validity for 2 more years i.e.'up- to 1 3.1 1 .2017 to 12.1 1 .2019. The Committee also advised the Proiect Proponent tocomplete the work in the extended time-

The project proponent made a presentation and provided the following information to the

Committee:-

(i) The Karaikal Port is a Greenfield, deepwater, multi-purpose all-weather sea port being

developed on Build, Operate and Transfer format under Public Private Partnership with

the Government of Puducherry in terms of the concession agreement awarded by it to us

in January 2006.

(iD The port is being developed in Phases and as a part of the Phase ll develo_pment threemore berths have been added and the handling capacity enhanced to 20.5 MMTPA;

Environment Clearance No 10-422009-lA-lll dt. 22d September 2009. The EAC had

given an extension for a further period of three years vide leltet F-1O4212009i lA.lll dated

03.02.2015.

(iii) phase ll implementation got delayed due to some unavoidable reasons such as the Right

of way (RoW) issues, availability of enhanced Power allotment by the Puducherry

Electri;ity Department (PED), and as result the erection, testing, commissioning and the

operation of the fully Mechanised coal Handling system.

(iv) These issues have however, been resolved now and we are in the process ofremobilization of the contractors to start the held up project. The original vendors some ofwhose teams have international experts have been called back to restart the work and

deployment of resources has begun. lntegration of the different packages is an herculean

task and will require about'12 to 18 months more to complete the same'

(v) Hence it is requested for the Time Extension of the validity of the EC dated 22.09.2009

extended upto21 .O9.2017 (videlefterF-1O42l2009llA.lll dated03.02.2015)beextendedfor a further period of two years to complete the various components of the Phase llproject.

The Committee dlscusses the project in detait. Committee noted that Environmental &

CRZ Clearance was granted vide teier'No. 1T-42noog-lA-lll dated 2/r September 2009 for

ine prqect. The MoEi&CC vide order dated 03.02.2015 have extended validity of the EC&CRZ

for ihe-project by 3 (three) years from 22.09.2014 to 21.09'2017'

The Committee noted that maximum vatidity for any project may be of 10 years. ln view of

the above and being safis/?ed with the submisslon of the Project Proponent and progress of the

project, the Committee recommended the project for extension of validity for 2 more years i.e.

A representative from EHS will take rounds to lhe Road / Railway outsicJe of the port premises,lf it is realized that lhe road /Railway needs cleaning; the same will be infornrcd to thecoordinator in CSR.

ln general the frequency of cleaning of roadl railway outside of the Port is on monthly basis.

The coordinator will coordinate with the Road / Railway Cleaning Team and fix up the date &time after finalizing the same with Head EHS & CSR.

4. The said cleaning activity (Dale and time) will be communicated to the Railway, RevenueDivisional Officer (RDO) ol the Concern Division if required.

Vendors/ Cleaning Team has been instructed by us lo be with the necessary arrangements/equipments / Man Power I other aids for the said cleaning activities.

Before start of the Cleaning activities on the identified Roads/ Railway, the necessary safetyaids will be supplied by Karaikal Port to the vendors/ Cleaning Team,

Along with the coordinator lhe cleaning activity will be executed carefully without affecting thepublic transportation.

After completion of the cleaning activity represenlative from CSR will fill a register(KPPUENV/ROAD/CLN/2017101/ KPPUENV/RAIUCLN/2O17l}1l which is duly signed by thecoordinator and EHS representative.

1. ln general the frequency of cleaning of roads (in & outsicle of operational arcas) is on routine/ daily

basis.

2. Road sweeping machine is being used to clean the roads, Outside of operational areas & Mechanical

road cleaning equipment called John Deer is being used to clean the roads, inside of operational areas.

3. The said cleaning work will be initiated on dailyl routine basis by the Civil and Admin department

respectively.

4. Clcaning activity will start from Maingatc at morning hours on daily basis. The security officer will

note down the Date, Time & machine engine opening hours .The same will be recorded in the Log

sheetl Trip sheet and the Securily officer will sign on the log sheet.

5. During the operaiion of said cleaning machines, places like customs gate & outside of main gate

(Near High way) concern security guards will sign on the Log i Trip sheet each and every rounds/ trips.

6. After completion of the cleaning activity Security officer at Maingate/ cusloms gate will note down the

Time, machine engine closing hours, The same will be recordecJ in the Log sheet / Trip sheet and will

be signed by the security,

3. Reparing works will be initiated by Civil department, work will be executed by idenlified contractors

and monitoring of the same will be done by Environment departmenl.

4. The required materials for repahing works will be procured through Commercial department and

adequate slocks will be maintained by Civil Maintenance depa(ment.

5. The said work will be completed by the identified conkactors with the supervision of Civil incharge .

The job completion status will be communicated to the Environment deparlment by Civil dept.

6. Quantities of Maintenance/ Replacement records are mainiained afler completion of the work.
