REPORT FROM THE PERSONNEL DEPARTMENT TO: THE HONORABLE PERSONNEL AND PUBLIC SAFETY COMMITTEES February 19,2009 COUNCIL FILE 06-0447 REFERENCE: Police Officer Hiring - October through December 2008 SUBJECT QUARTERLY ACTIVITIES REPORT OF THE PERSONNEL DEPARTMENT Background: The Personnel Department and Los Angeles Police Department (LAPD) continue their cooperative efforts to improve recruitment and selection of Police Officer candidates. In accordance with the approved Recruitment Strategic Plan, concerted efforts are being made to recruit both active and passive jobseekers with specific outreach to women and minorities. Outreach teams of LAPD recruiters, backed by the resources of the PSB Recruitment Section, are active throughout Southern California at a variety of events and seminar locations. A mixture of paid media sources and canvassing opportunities to support these seminars include: print ads; electronic media; both internet and broadcast radio advertising; direct mail; banners; posters; and partnering with community organizations to attract qualified candidates to achieve our recruitment goals. In fact, the LAPD and PSB Recruitment team can boast numbers well over the testing goals for this quarter. LAPD Recruitment Seminars: To maintain consistent recruitment efforts during the late summer season, LAPD and PSB coordinated a total of five Saturday morning Recruitment Seminars, four at Ahmanson Recruit Training Center (ARTC) and one at the Personnel Department in Downtown Los Angeles. The quarter started with a Lesbian, Gay, Bi-sexual, Transgender (LGBT) Seminar on October 18, followed by an African American Recruitment Seminar on October 25. On November 15, a general recruitment event was held at the Personnel Department attracting new potential candidates in the downtown area as well as those arriving to take the regularly scheduled Saturday morning test. December 6 was the Women's Recruitment Seminar-which reached females across Southern California and beyond. The following week on December 13, the general recruitment seminar was held at the ARTC once again.

Each of the LAPD Recruitment seminars held at the ARTC offered a question and answer session onthe entire recruitment and hiring process, demonstrations of the Candidate Assistance Program (CAP),which is designed to prepare candidates for the rigors of the Training Academy, followed by TrainingDivision's self-defense presentation. The Seminars culminate with the two-hour Los Angeles PoliceOfficer written test. The targeted groups were well represented and over 300 people were tested atthese special events alone.

CommunitY/Cultural Events:• The Department has made a concerted effort to reach out to the faith-based communities and

organizations throughout Los Angeles since the successful "Spirit of Service" luncheon hosted by theMayor in March 2007. This effort is closely associated with the efforts to build relationships in theAfrican-American community. The primary focus of this effort is on canvassing the various houses ofworship in the Los Angeles County area to explain the Police Officer Recruitment Incentive Program(PORIP). Under this program, faith-based institutions and other non-profit agencies are eligible forpayments of $1,000 for each candidate a qualified institution sponsors who is appointed to the LAPDAcademy. In addition to PORIP, Recruitment Officers are also inviting participation in the forthcomingLAPD seminars and expos to the various congregations while establishing rapport with the clergy andcongregational leaders. During this quarter, LAPD recruiters attended Santa Anita Church, the Chief'sMuslim Forum, Crenshaw Christian Center, and Faithful Central Bible Church. Moreover, LAPDhosted the Written Test monthly at the Santa Anita Church. Especially during the month of December,LAPD officers heavily canvassed churches in the LA area promoting PORIP and upcoming recruitmentsermnars.

• The LAPD and the Personnel Department have also put significant resources into reaching out to theLGBT communities and are pleased to report that the City is in full compliance with the terms of theGrobeson Settlement Agreement. LAPD recruiters routinely canvass and host a pocket test monthly atthe Center in Long Beach. In addition, LAPD recruiters had a significant presence at 2-day Gay DaysAnaheim, 2-day Palm Springs Pride, San Fernando Pride, and Parade and LGBT Forum.

• The recruitment of African-American candidates is of prime importance to LAPD. To do so, outreachhas extended to a number of events like Taste of Soul, the 19th Annual Black Women's Leadershipconference, and Magic Johnson's 5th Annual Fall Classic Job Fair 2008.

• In similar form, ample efforts are also made to share career opportunities with the LAPD within theAsian and Pacific Islander (API) communities. LAPD Recruiters attended the Asian/Pacific IslanderCommunity Forum, National Filipino Police Recruitment Meeting, and Law Enforcement Associationof API Meeting. LAPD officers were able to reach out to the API community at these well-attendedgatherings and advertise the upcoming API seminar in February. Television commercials and segmentson Asian language news and magazine programs on KSCI Channel 18, a prominent Los Angelesbroadcast television station serving many API communities, also supported this outreach.

• LAPD Recruiters were heavily involved in community, educational and sports related eventsthroughout the City, providing a positive face for the Department as well as helping to presentinformation on careers in the LAPD. Some of the more significant events were the 2008 Santa Clarita

Marathon Health and Fitness Expo and SkiDazzle, a 5-day event held at the Los Angeles ConventionCenter that attracted thousands of people from our target demographics.

Career Fairs and Expositions:• Recruiters attended a variety of general career fairs throughout Southern California during the quarter to

present LAPD career opportunities to non-traditional candidates who may not have given a career inpublic safety much consideration. These general fairs were considered highly successful in broadeningthe potential candidate pool for the LAPD.

o During the month of October, the LAPD attended: Drug Enforcement Administration TravelingMuseum, LA Urban League Meeting, LACCD Job Fair and Workforce Development, WorkingWorld Job Fair, Diversity Career Expo, Operations Central Bureau Community Police AcademyMeeting, South Special Job Fair, 2008 Job Career and Health Fair, Diverse Careers Job Fair,Hiring Max Inland Empire Job Fair, Disaster Preparedness Fair, 2008 Wings, Wheels, andRotors Expo, Employment Guide Career Fair, Los Angeles County Public Service AwardsCeremony, and the Jobs- Training-Resources Career Fair.

o In November, LAPD attended events including: the Police Expo & Family Security Show, lSIAnnual Community Collaborative Employment and Resource Expo, CareerBuilder Career Fair,Good Movement Logistic Job Fair, Autumn Mini Job Fair, Career Technical Education JobFair, Put your Talent to Work Job & Resource Expo, Golden Future Job Fair Inland Empire,Hiring Max Los Angeles Job Fair, and the 10-day Los Angeles Auto Show.

o For December, LAPD attended various career fairs including: Los Angeles Urban LeagueMeeting, 690AM Radio Interview, South East Community Job Fair, San Fernando Valley ToyGiveaway, and Jeffrey Foundation Toy Distribution.

Community Pocket Tests:The Department is actively hiring within the communities of Los Angeles and beyond. By organizing andadministering pocket tests in these communities, it not only strengthens the force but also gives back to thecandidates' communities. During the months of October, November, and December, LAPD tested at thefollowing locations:

Military Recruitment Efforts:• Military base recruitment efforts, a strong source of highly qualified candidates in recent months,

continued to be a focus this quarter. During the months of October, November, and December, pockettests, canvassing, and Transition Assistance Program (TAP) classroom presentations were conducted formilitary personnel in the process of discharge from the military at the following bases:

EXPEDITED TESTINGThe following chart indicates the number of expedited candidates processed and appointed. Many candidateswho begin testing in the expedited process are removed due to medical or background issues. While some ofthese candidates eventually get appointed after resolving their issues, they are no longer considered expeditedcandidates. However, without the availability of the expedited testing, a significant number of these candidateswould not have entered the selection process.

Available dates are over-booked to accommodate for "no shows" and cancellations. Candidates are phoned oneto two weeks prior to their scheduled test dates to verify that they will appear for their appointments. A total of13 expedited sessions were conducted in the 2nd quarter of fiscal year 2008-2009.

PRELIMINARY BACKGROUND APPLICATION COMPLETEDThe online Preliminary Background Application (PBA) allows potential candidates to complete the PBA andimmediately know their likelihood of success in key areas of the background investigation portion of theexamination process. If any potential background issues are identified, candidates are informed of the issues theymust resolve and referred to their Case Manager for further help and clarification. Results of PBAs, includingthose completed online and at written test sites, are provided in the following table.

Those who have completed "clean" PBAs but have not taken the written test are contacted bye-mail to encouragethem to apply. As of December I, 2008, e-rnails have been sent to 21,359 individuals who completed the PBAbetween January 1, 2005 and November 30, 2008. Of these, 905, or 4.24% of those contacted, have subsequentlytaken the written test.

POLICE RECRUITMENT QUESTIL ,NAIREA recruitment questionnaire is distributed to candidates at the written test sites. To date, the most commonlycited recruitment source for Police Officer candidates are the Internet, LAPD/Personnel recruitment activities, andBillboards and Banners. The following table provides monthly detailed information regarding questionnaireresults for the current fiscal year.

All advertising for careers with the Los Angeles Police Department is designed to drive interested persons to theJoinLAPD.com website for detailed information. Today's candidates gather most, if not all, of their employmentinformation from websites, rather than bulletins and brochures as in years past. To capitalize on this, the PublicSafety Bureau commissioned the creation of JoinLAPD.com to be the focus of all advertising and recruitmentefforts. This award-winning website holds detailed information on salary and benefits, testing locations, and evena sample written test. In addition, JoinLAPD.com has a link to an on-line Preliminary Background Applicationand Job Preview Questionnaire that will provide feedback to an interested candidate regarding potentialbackground issues, if any, and how these issues may be resolved, as well as a preview of employment conditionsofficers have to face. While informative flyers and a toll-free telephone number are still maintained,JoinLAPD.com is a key element in starting candidates through the testing and selection process.

As of January 21,2008, candidates are able to select multiple recruitment sources from their questionnaire.

POLICE OFFICER RECRUITMEN1 ...'1CENTIVE PROGRAMThe Police Officer Recruitment Incentive Program (PORIP), established in 2000, was designed to encourage Cityemployees to become involved in the recruitment of qualified candidates for Police Officer or Reserve PoliceOfficer by giving the recruiter a $1,000 incentive. The program expanded on March 28, 2007 with Ordinance178585 to include eligible Neighborhood Councils and Non-Profit Organizations.

PROGRAM ENHANCEMENTS

• On November 17, 2008, a mass e-mail notification was sent to all City employees in advance of thePORlP flyer accompanying their paycheck on November 19,2008.

• On November 19, 2008, PORIP flyers were distributed to every City employee, including the Departmentof Water and Power, with their paychecks. The PORlP flyer distribution is a quarterly program to promotePORIP, entailing the distribution of half-sheet flyers with a program advertisement on one side, and aPORIP card on the reverse.

• In November and December 2008, PSB Recruitment, in conjunction with LAPD Recruitment, held twoWinter General Recruitment Seminars and a Women's Recruitment Seminar, PORIP cards, along withevent information were mailed to all LAPD Division Captains reminding them of PORIP for all CityEmployees. PORlP cards, along with event information were also mailed to 427 Non-ProfitOrganizations throughout Los Angeles and 93 Neighborhood Councils.

• In October, November, and December, PORIP advertisements were placed in Los Angeles PoliceProtective League's The Thin Blue Line and the City Employee Association newspapers, El Pueblo andAlive, which reached out to City employee members.
