I. INTRODUCTION

Food Safety has become a worldwide concern. A food borne illness outbreak canhave dcvastating impacts not only on lives of people, but also on businesses andcountries economics, as well. Each year, hundreds of thousands of people throughoutthe world fall ill as a result of food poisoning. The compliance of a Food SafetySystem has bcen a legal requirement for export to the European Union (EU) and USAand has been adopted as legislation in many other countries. In addition, more andmore foreign buyers require the suppliers to implemcnt comprehensive food safetymanagcment systems (FSMS) in line with ISO 22000 which builds up confidence toall customers and society at large that the food they consume is safe. It is nowgenerally accepted by legislators, enforcement agencies and food industryprofessionals that a formal FSMS is the most effective way of managing andcontrolling food safety hazards in the preparation and handling of food and foodproducts.

2. SCOI)E OF SUB CONTRACT

Federation of Indian Chambers of Commerce and Industry (FICCI) was awarded asub contract by UN IDa bearing No. 16001580 for performing following twoaetivities in four SAARC LDCs.

I. To conduct four seminars for a group of 30 to 40 participants from each of thefour SAARC LDCs viz Bangladesh Bhutan, Maldives & Nepal for creatingawareness amongst delegates about need and benefitS of ISO 22000 FSMSand as well as give the overview of ISO 22000 requirements incliJding itsimplementation methodology.

2, To conduct four Certified ISO 22000 Auditor/Lead Auditor training coursesfor key group of up to 20 participants from each of the four SAARC LDCs vizBangladesh, Bhutan, Maldives & Nepal who may then become involved withlocal enterprises in the development and implementation of ISO 22000 FSMSas a precursor to possible formal certification to this international standard, orwho may be called upon to provide FSMS auditing support to localenterprises.

This report includes the details of the above two activities in four countries vizBangladesh, Bhutan, Maldives & Nepal as performed by FICCI Consultants.

3. ISO 22000 FSMS AWARENESS SEMINAR

The objective of the seminar was to create awareness amongst the participants fromindustry, policy makers. regulators and other concerned institutions aboutfundamcntals of food safety and the requirements of ISO 22000 FSMS includiilg itsimplementation mcthodology. Details of the two days programme and coverage of theseminar is given in Annex I. The four seminars of two days duration were held oneeach in four SAARC LDCs as follows

Interpret thc rcquirements of ISO 22000-2005 in the context of an audit of anorganization's FSMS

Explain the role of an auditor to plan, conduct, report and follow up a food safetymanagement systems audit in accordance with ISO 190 II.

Thc above five days training course was designed by Nigel Bauer and Associates,UK and certificated by IRCA, UK (International Register of Certificated Auditors) ofInstitute of Quality Assurancc (lQA)-UK. A copy of thc programme and contcnts isgivcn in Anncxure VI.

As pCI' IRCA criteria, maximum of 20 participants can attend cach coursc and at theend of the course i.e on Iifth day the performance of the participants is evaluated byconducting a written examination of 150 minutes. The examination papers aredesigned by Nigel Bauer & Associates, UK, as per IRCA criteria. The examinationpapers are evaluated at two levels i.e. firstly by the tutors and then counter checked byNigel Bauer & Associates before issuance of the certificate of successful completionof the course and the examination to those participants who achieve minimum of 70%marks. This certificate is acceptable by IRCA for certification purpose to suchauditors who fulfill other criteria of certification viz. educational qualification, workexperience and audit experience.

5. CONCLUSIONS

The counterpart organization viz., MSMU in Maldives, BSTI in Bangladesh, BAFRAin Bhutan and DFTQC in Nepal provided excellent support by way of invitingparticipants trom the relevant industry/organizations as well as the selection of venuefor the seminar including provision of training facilities. The feedback received fromthe participants fix both activities viz four seminars and four Auditor Courses,demonstrates that participants were highly satisfied with the content and delivery ofboth trainings. lt was also stated by the participants that this activity was veryrelevant for their industry and UNIDO has very timely provided this technicalassistance. Some of the enterprises also expressed their interest in receiving furthertechnical assistance in the implementation ofISa 22000 FSMS.
