Haskell’s Architecture and Planning Division is led by Chris Flagg, FLASLA, who was instrumental in the delivery of the TOPVisioning2040 strategic plan. Our architects and planners work alongside our transportation and civil design team to provide a full-service approach to our clients.

The Architecture and Planning Division’s services include:

With a mix of architects, landscape architects, planners, mechanical engineers, structural engineers and electrical engineers our design teams are able to perform all aspects of a project for the Town.

Authorized and licensed under Florida Statutes to perform the professional services sought by this RFP.

The Haskell Company, operating as Haskell Architects and Engineers, P.A. for this contract, is within good standing with the State of Florida. Our key team members for this project hold active licenses for architecture, landscape architecture, planning and engineering from the State of Florida. Copies of their licenses are provided in Tab 3.

The Haskell Company meets, if not exceeds the minimum requirements set forth by the Town of Orange Park RFP No. 2021-02. Clear documentation is included in this tab.

Team Introduction

The Haskell Team is comprised of firms that are experienced with first-hand knowledge of the forward-thinking nature of the Town’s mission to enhance health, safety and welfare through responsive and professional design services. The benefit to the Town is that our team has relevant and local past experience which results in effective and efficient project execution. This experience will translate to the ability to complete the design and permitting as early as possible.

Contract Manager

The Haskell Team will be led by Robert Jackson, PE will also serve as the Engineering & Surveying Lead. His principal role is to coordinate the development of high-quality deliverables that are consistent with the Town requirements. He will receive and review Statements of Work (SOW) to ensure a thorough understanding of the scope for each Work Order, and will ensure adherence to schedule, quality and budget requirements. He will also coordinate directly with our Planning & Economic Development Lead, Heather Neville, AICP and Architectural Lead, Christopher Allen, AIA. Each of these professionals may be contacted directly as well in order to advance direct scopes within their primary services. Additional responsibilities will include scope compliance, technical quality, design budget compliance, design deliverable schedule, communication and coordination with the entire design team. Active collaboration with the Town of Orange Park stakeholders will be continuous as these services are delivered.

Project Staff

As you will see in our organizational chart structure we are providing the Town a full-service capable team which will be able to deliver any task required through this contract.

The Town has access to any of our team and we will provide immediate response for any of your needs. Our team’s main service leads will be Robert Jackson, PE, engineering and surveying services; Heather Neville, AICP, planning and economic development services; and Christopher Allen, AIA, architecture services. Our team service leads will be supported by an array of professionals to provide any of the necessary tasks throughout this contract.

We have provided in this response some key sub-consultant partners we felt would be required for the services anticipated and we are capable of adding additional support as needed when task orders arise.

Our local team members have worked together before and are also individually committed to the success of the Town.

Florida Department of Transportation (FDOT) Dis t r ic t 2 F i rs t Coast Expressway (SR23), Clay County, FL. Design services, $229M. The North Project extends the FCE from the Blanding Boulevard interchange to just north of the proposed SR16 Interchange. The South Project continues the corridor from the proposed SR16 Interchange to west of the Shands Bridge along SR16. The total project length is approximately 20 miles. The design involved new corridor mainline roadway and interchanges, widening and reconstruction of side roads, signalized intersections, signing and pavement marking, lighting, ITS, tolls and traffic control plans. Additional improvements include developing the design of the interchanges at Henley Road and at US-17. Robert served as project manager and EOR.

City of Jacksonville Ricker Road Reconstruction (from Morse Avenue to Old Middleburg Road), Jacksonville, FL. Engineering design services, $1M. Improvements include widening the roadway from a 2-lane to a 3-lane urban section with bicycle lanes, curb and gutter, closed drainage system and sidewalks. Robert is serving as project manager.

Florida Department of Transportation (FDOT) District 2 SR109 (University Boulevard) from SR13 (San Jose Boulevard) to I-95, Duval County, FL. Design services. This project resurfaces, rehabil i tates and restores SR109 (University Blvd.) as well as implements the safety recommendations made in the Safety Assessment Report and the

FDOT Traffic Operations Office. Other minor improvements include drainage, signals, signing, pavement markings, ADA upgrades, bicycle facilities and lighting. Robert is serving as project manager.

Florida Department of Transportation (FDOT) District 2 SR115/SR115A Improvements, Jacksonville, FL. Design services. Preparation of a 3R report that evaluated existing pavement conditions, access management, crash analysis, drainage, lighting, structural conditions, pavement marking and signals. Responsible for developing and maintaining design schedule, coordinating FDOT comment responses and developing final plan design. Robert served as project manager and roadway engineer of record (EOR).

Robert L. Jackson, PEContract Manager Engineering & Surveying Lead Robert has 21 years of civil engineering and management experience in urban and rural

roadway design as well as civil site design, including demolition of existing facilities, geometric layout, grading, drainage, cross-sections, traffic control, permitting, and coordination with other disciplines. For this contract he will serve as the Contract Manager, as well as lead the engineering & surveying team, ensuring that final design plans meet client needs and industry criteria and is responsible for the management and design of roadway and bridge design projects. Town of Orange Park, On-Call Transportation Planning and Strategic Vision Plan 2040, FL. Assists the Town of Orange to align strategic plan objectives selected during the Strategic Vision Plan 2040 related to alternative transportation options, recreation, health and wellness by centralizing and coordinating projects related to bicycle, pedestrian and other connectivity projects. Tasks include Transportation and Mobility Planning and Education, assisting in concepting and subsequent intergovernmental coordination to meet agreed upon planning elements including but not limited to; CRA education and presentation, review with staff of recommendations of studies that align with mid and long-term objectives identified in the Vision Plan 2040.

Levy County Strategic Planning Continuing Services, FL. On-call p lann ing and in tergovernmenta l coordination related to transportation, sustainability projects and capital projects. City of Jacksonville 21st Century Urban Branch Library Study, Jacksonville, FL. Design services, $120,000. Providing services to the City of Jacksonville for a community-focused Master Plan for Jacksonville Public Library (JPL) system’s five urban branches including: Bill Brinton Murray Hill, Brentwood, Brown Eastside, Dallas Graham and Westbrook. The scope of work is divided into 3 tasks: 1) Conceptual service plan 2) Evaluate JPL’s five urban branches with conceptual service plan 3) Recommendations and cost estimate.

Mayport Strategic Development Plan, Jacksonville, FL. Planning, $65,000. Haskell was tasked with producing a two-phased development strategy for the City owned property along the St. Johns River in Mayport Village. This property has been deemed as a transformational component in the revitalization of the Mayport Community. The team built community consensus for desired visual and architectural elements then created conceptual plans for further discussion and project refinement. Design guidelines and future development plans were also component of the plan.

Performing Arts Center and Library Study, City of Tavares, FL. Pros and cons were evaluated for four sites within the downtown district including accessibility, proximity to downtown and the entertainment district, sight lines, parking access, traffic, zoning regulations and other engineering related development requirements.

Jacksonville University Collegiate Village Master Plan, Jacksonville, F L . M a s t e r p l a n n i n g . H a s k e l l provided conceptual master planning and conceptual architectural plans for the proposed collegiate village at the intersections of Merrill Road and University Boulevard at the entry of the University campus. Utilizing GIS software and the City of Jacksonville property appraiser information our team was able to provide insight and suggestions on property to assemble to make the project viable. We also created a phasing plan and brochure to attract private investment to the area. Chris served as the design principal.

Florida Times Union Master Plan, Jacksonville, FL. Master planning, $139,000. Haskell provided site planning services to assist with defining a strategic mixed-use development direction; prioritizing needs for current neighbors and future residents; programming options; transit alternatives; open spaces; mixed use opportunities and other highly critical connectivity options.

Chris brings over 24 years of diversified architectural experience accumulated from a wide range of project-based creative explorations. His skills include hosting design workshops, creating conceptual building schemes and managing the critical gap from design thinking to constructed reality.

Chester Road at Pages Dairy Road Intersection Improvements, Nassau County, FL. Lead Engineer and EOR for the new design of just under one mile of rural roadway to urban roadway. This included the addition of thru lanes, bike lanes, curb and gutter, 6-foot sidewalks, a redesign of one intersection signal and a new signalized intersection. Responsibilities included the design of the new urban roadway, new drainage stormwater system, stormwater pond, utility relocation, pavement designs, in-depth MOT design, FEC Railroad crossing coordination and permitting, utility coordination and permitting, wetland permitting and stormwater pond permitting all while coordinating with Nassau County Engineering.

Chester Road Resurfacing, Nassau County, FL. Lead Engineer and Engineer-of-Record for the milling and resurfacing of 2.8 miles along Chester Road. Responsibilities included roadway plans production, permitting, management of project and subconsultants, pavement design, quantities, cost estimates, Items of bid documents and post design services.

City of Jacksonville Ricker Road Reconstruction from Morse Avenue to Old Middleburg Road, Jacksonville, FL. Engineering design services, $300,000. Improvements include widening the roadway from a 2-lane to a 3-lane urban section with bicycle lanes, curb and gutter, closed drainage system and

sidewalks. Robert is serving as deputy project manager.

FDOT District 2 I-10/US301 Interchange Reconstruction, Duval County, FL. $80 million. Lead Project Designer for the complete reconstruction of the I-10/SR200 (US 301) Interchange in Duval County. This project included the replacement of the four I-10 bridges over CSX railroad yard and US301, construction of four new auxiliary lane structures over CSX railroad yard and US301 as well as the storm water design and permitting. This is currently under construction.

FDOT District 5 SR5 (US1) at Suntree Boulevard Intersection, Brevard County, FL. Project Manager and Engineer-of-Record for the operational improvements of the US1 at Suntree Boulevard intersection. Southbank Riverwalk, along the St. Johns River

The new award-winning Southbank Riverwalk project consisted of the demolition and redevelopment of the riverwalk along the St. Johns River in downtown Jacksonville. The new Riverwalk is a 4,000 linear feet long and 75,000 SF concrete paver boardwalk consisting of new precast concrete piles, caps and decking, colored brick pavers, steel fabricated guardrails, two floating docks and two permanent slips for dinner cruise boats. A Navy Memorial with fountain, water taxi stops and shade structures with interchanging lighting and shaded seating areas were also included.

Preconstruction and construction phases of this project used our state-of-the-art technologies to eliminate conflicts in the field before they impacted the cost and schedule of this project. The challenges were to create a sustainable structure which fully embraces the amenities of the river front, while recapturing

the opportunity to establish this as a destination for the community and visitors alike.

An additional 900 linear feet of riverwalk structure was added during construction. Haskell was able to incorporate the added structure into the project without significant delay or cost impacts to the City.

Southbank Riverwalk Extension

Engineering design and professional services for the permitting, bidding and construction of a new 1,200 feet long section of Southbank Riverwalk behind Baptist Hospital on Prudential Drive. The Riverwalk is a 16-foot wide concrete structure, over water with amenities such as tensile shade structures with colored accent lighting, benches, drinking fountains w/ pet fountains, directional and information signage and trash receptacles. The project includes the design and permitting of a floating dock for use by the river taxi and private vessels.

Ricker Road Reconstruction

Engineering and design services for reconstruction of Ricker Road from a rural roadway to an urban roadway. Improvements include widening the roadway from a the existing 2-lane typical to a 3-lane urban typical section consisting of 12-foot travel lanes, a dedicated median turn lane, bike lanes, curb and gutter and sidewalks. Intersection improvements will consist of a new design of 1 mile of rural roadway to an urban roadway.

The design includes new drainage stormwater systems, stormwater pond, utility relocation, pavement designs, in-depth Maintenance of Traffic design, utility coordination and permitting and stormwater pond permitting all while coordinating with the City of Jacksonville.

Pre-Trial Detention Facility

Design-build services for 629,000 SF, seven-story jail facility including 2,200 cell beds, first appearance holding cells, three court rooms, full service food preparation kitchen, laundry and administrative offices.

21st Century Urban Branch Library Study

Design services for a community-focused Master Plan for Jacksonville Public Library (JPL) system’s five urban branches including: Bill Brinton Murray Hill, Brentwood, Brown Eastside, Dallas Graham and Westbrook.

Jacksonville Downtown Courthouse Parking Garage

Design-build services for a new parking structure in downtown Jacksonville to accommodate the needs of the new Duval County Courthouse. The project team had to creatively work within the project site and protect pedestrians and traffic within the downtown corridor. The garage design integrates architecturally within downtown and compliments the design of the new courthouse. The design also provides urban green spaces for seating and shade and a pedestrian connection to the courthouse grounds across the street. Retail spaces are located on the ground level.

Jacksonville Jaguars Stadium Improvements

Determining the long-term future of the stadium began with a comprehensive assessment of the existing facility to understand if renovation of the current facility is structurally possible. The Jaguars and City of Jacksonville worked together to engage Haskell to evaluate this. Fortunately, the assessment confirmed that we have the ability to renovate the existing stadium, which is the preferred path, since it is significantly less expensive than new, ground-up construction — especially as construction costs continue to escalate. In addition, once the renovation process is underway, the Jaguars will be able to reduce the capital improvements that are currently necessary to maintain the building’s condition as it operates today.

Mayport Strategic Development Plan

Haskell was tasked with producing a two-phased development strategy for the City owned property along the St. Johns River in Mayport Village. This property has been deemed as a transformational component in the revitalization of the Mayport Community. The team built community consensus for desired visual and architectural elements then created conceptual plans for further discussion and project refinement. Design guidelines and future development plans were also component of the plan.

LaSalle Street Drainage Improvements (Recently Awarded)

Haskell is providing design-build services for the repair, replacement and installation of a large collection system and the construction of a new pump station in a densely populated historic neighborhood. The LaSalle Street outfall drainage basin (LaSalle basin) consists of 149 acres, which includes both residential and commercial areas. The basin is subject to constant flooding.

The Bay Master Plan

As a Joint venture with Jon F. Swift, the scope of work for Phase 1 consists of an approximate $15-20M construction budget and is comprised of various improvements of approximately 10 acres of land, associated parking and roadway areas and an environmentally sensitive tidal bayou south of the Van Wezel Performing Arts Hall property.

Preconstruction and construction services for all Phase 1 work, including the demolition of the existing parking areas, exot ic invasive removal , landscape enhancements, walking paths and pedestrian boardwalk/bridges along the banks of the tidal bayou, roadway improvements along Boulevard of the Arts (BOTA), infrastructure and utility improvements, restroom facility, pavilion facilities, resilient ecological shoreline improvements and an approximate 15,000- 20,000 SF pier extending into Sarasota Bay.

Legacy Trails Extension

Haskell partnered with Jon F. Swift as Construction Manager for the project. This 8-mile stretch includes at least three new trailheads consisting of parking, restrooms, pavil ions, playground equipment and other site amenities with master planning to allow for additional future activities such as pickleball, bocce ball or other activities that are enjoyed by the local citizens.

The team coordinated with FDOT for three major road crossings that include bike/walk trails over the three major roadways. The trail consists of 12-foot and 14-foot wide asphalt trails with rest areas consisting of benches and 2-pole cover structures approximately every mile along the trial. The trail also includes demolition of one trestle and a restoration of another trestle as a historic feature.

In addition to the 8-mile conversion of rails to trail, the project also includes four additional miles of conversion of an old log road into the bike trail and two additional bridges over creeks.

St. Armands Parking Garage

Haskell partnered with Jon F. Swift Construction for an award-winning 200,000 SF, $12.4 million, 420 space parking garage as an iconic feature within the St. Armand’s Key shopping district. The plan also provides for improvements in crosswalks, signage and on-street parking space modifications. The stainless steel mesh and cascading external stairwell create a façade that is both functional and aesthetically pleasing. The internal stairwell combines with a light well to create a functional vertical access space while allowing light to penetrate deep into the parking garage. This inviting space provides a very unique and relaxing feeling for a parking garage.

Installation of parking office and public restrooms is included in this project. Concealed behind the entrance panels and above the top ramp rests new solar panels that are anticipated to offset approximately 50% of the total yearly energy usage.

On-si te water management and treatment was handled on site, located within a “vault” space created under the garage ramp.

In addition to the parking structure, the project included management of the subterraneous placement of overhead electrical power lines running from Coon Key bridge on John Ringling Blvd to the intersection of North Adams and John Ringling Blvd.

The project maximized local contractor participation and using cutting edge technology for security systems, and public access control. This project also has a law enforcement function, major event parking functions and strategically located landscaping to reduce its visual impact within its community.

The St. Armands Garage was officially recognized with Parksmart Silver Certification.

Seaplane Base and Marina

Tavares has been known as America’s Seaplane City. Due to damage from Hurricane Irma in September 2017, the City of Tavares needed to rebuild their Seaplane Base and Marina. Our team was asked to partner with the City to bring the seaplanes back. The revitalized Seaplane Base and Marina transformed this waterfront amenity to include additional landside parking for seaplanes, redesigned the configuration for better use and access for fueling, a beach area for docking of non-amphibious craft and dedicated docking area for fire and police boats close to land.

The new marina will tie into the sanitary sewer system and relocate the current pedestrian trail system, Tav-Lee Trail, off the seaplane ramp and parking area. The Seaplane Base is a focal point of the downtown entertainment district and will provide much needed new and comprehensive facilities to host events and educational venues. These new facilities will enabled the City of Tavares to continue their long-range vision of transformation and economic growth.

Performing Arts Center and Library Study

The City of Tavares selected Haskell to assist in the transformation of its downtown entertainment district. City staff have identified four sites within the downtown district to be evaluated as suitable for such a project. Haskell studied pros and cons associated with each parcel, including accessibility, proximi ty to downtown and the entertainment district, sight lines, parking access, traffic, zoning regulations and other engineering related development requirements.

Proposed Services to Meet the Scope of Work Criteria and Project Management Plan.

Method of Approach and Interpretation of Scope

The Haskell Team has performed a detailed review of the Request for Proposals for the Town Contract and we feel confident that we can provide the management and design services desired by the Town. Haskell’s main objective is to provide quality projects, meet and exceed expectations, and proactive project management for each project assigned by the Town and its departments.

Robert Jackson, PE, will serve as the Contract Manager and as the lead for the engineering and surveying tasks. As the contract manager it will be Robert’s responsibility to meet with each department to review tasks and scopes, and then align the project teams accordingly. Supporting Robert in key lead roles will be Heather Neville, AICP, leading the planning and economic development tasks and Christopher Allen, AIA, leading the architecture tasks.

General Approach to Project Assignments Engineering and Surveying Services

A. The firm must be able capable of providing full engineering services for all civil engineering needs, including but not limited to design, cost estimating, civil engineering inspections, and as-built certifications. This may include streets, sidewalks, drainage, building construction, and water and wastewater facilities. The Town may at any time engage any other engineer for any project it may choose. Surveying services may also include tasks in and along streets, sidewalks, drainage ways, building layout and construction, water and wastewater facilities, plots, plats, and establishing right-of-way boundaries and easements.

The following steps are not intended to be all inclusive but rather indicate the principal work effort anticipated to efficiently perform the work and meet the Haskell Team’s commitment to the Town. The following typical project approach is representative of most projects involved for this Continuing Contract for Engineering and Surveying Services.

1. Field Visit and Project Kickoff Meeting

All available project data obtained by the Haskell Team and/or provided by the Town will be reviewed prior to the kickoff meeting to facilitate a productive field visit/kickoff meeting. The purpose of this meeting will be to familiarize the team members with the project and identify any complexities or design issues associated with the project.

2. Schedule

We will work closely with our subconsultants from the start to ensure a timely coordination. We have worked successfully with each of the subconsultant firms on many past projects and will meet project schedules developed during the proposal stage. Proposed schedules will be realistic, and our goal is to meet or exceed the Town’s expectations with respect to scheduled deadlines. Progress schedules will be published monthly and on more complex projects Progress Reports will be published bi-weekly if requested.

3. Wetland Delineation

If wetland impacts are anticipated or if the limits of wetlands are a possible design parameter, the Haskell Team will flag the jurisdictional limits concurrent with the design survey so that the wetlands will be located as part of the baseline establishment survey.

4. Design Survey, Engineering Data Collection and Field Reviews

Upon receipt of the Notice to Proceed, the Haskell Team will immediately begin the field survey work. It is anticipated that the field work effort will take place primarily in the following manner:

� A baseline will be established with stationing clearly identified in the field for reference on linear projects.

� Wetland flagging will be placed/surveyed concurrent with the baseline establishment so that the wetland flagging will be visible for the field reviews by the Haskell Design Team.

� The Haskell Team will complete a field review which will include photos of key features of the project. This field review will document the condition of the side drains, cross drains, intersection, guardrail locations, signing

and pavement markings. An inventory of the primary design features will be completed. For example, the sign inventory will include: legend, location, age, letter

5. Data Collection and Design Concept Review

The data collection effort will run concurrent with the design survey effort and will consist of obtaining right-of-way mapping, original construction plans, interviewing local maintenance staff, etc. A Typical Section Package will be submitted to the Town for approval during this time frame.

6. Design Survey QA

Upon completion of the design survey, a field review will be completed to QA the plotted design survey versus actual field conditions.

7. Design Services

The Haskell Team will provide 30%, 60%, 90% and final plans, construction assistance and review construction shop drawings.

Services Proposed

� Roadway: The main elements of most anticipated projects include resurfacing, intersection widenings, access management improvements, safety enhancements, and minor design tasks to name a few. The Haskell Team will approach each task by reviewing and following the Scope of Services while incorporating the latest criteria in a cost-effective manner.

� Structures: Structures’ tasks typically are limited to miscellaneous structures, which may include box culvert extensions, mast arm design, multi-post or guide sign design, bridge expansion joints and bridge load ratings. Our team is well-versed in town preferences, the design of miscellaneous structures, and are qualified to design minor bridges if required.

� Drainage & Stormwater Design: For most projects, the drainage designs are limited and can include repairing existing facilities, replacing damaged inlets, repairing erosion, and improving localized flooding problems. If the need for a more in-depth stormwater system is needed, we are well positioned to provide stormwater pond siting, calculations, and design as well as permitting and right-of-way mapping and coordination.

� Multimodal: Transit, pedestrian and bicycle enhancements are common task assignments. These may include the adding or widening transit bus stops, sidewalk design and/or connectivity, ADA features,the widening for bicycle lanes and/or keyholes, or shared/multi use paths. We will work closely with the Town to determine the direction they seek for each project and will work to implement these features with-in the existing right-of-way or come up with alternatives if necessary, to provide multimodal features for the project in question.

� Signing and Pavement Markings: At the onset of the project a signing and pavement marking inventory will be undertaken. Existing signs and pavement markings will be examined for conformance with the current standards and criteria. Where design dictates, proposed signs and pavement markings will be added to Town standards. A no Passing Zone Study will be performed on projects if warranted to ensure no passing limits are accurate or if proposed locations are required.

� Temporary Traffic Control (TTC): The Maintenance of Traffic (MOT) will be a critical component for each project. Safety will be our top priority not only for the traveling public but also for the construction crew. The MOT design for each project will provide a safe, constructible and detailed traffic control plan that will minimize disruptions in traffic flow. The plan will ensure access to businesses, residences and transit will be maintained. The TTCP will provide adequate advance notifications of lane closures, shifts, or traffic pattern changes by using variable message system boards. A Lane Closure Analysis will be performed to determine the peak times for traffic and lane closure times if warranted and will be coordinated with the Town.

� Signalization and ITS: Common projects include modifying existing signals or designing a new warranted signal to improve safety. In order to determine the preferred detection method and interconnect layout associated with the signal, coordination with the maintaining agency is key. We will work with the Town and local agencies to avoid impacts to any existing ITS and CCTV facilities. Projects may also add/modify new pedestrian signals to meet ADA access requirements.

� Lighting: Based on past experiences, we anticipate there may be LED lighting retrofit and pedestrian lighting upgrade projects. Our team has worked on multiple retrofit projects and is cognizant of the required

coordination efforts needed with both the power companies and maintaining agencies. We are prepared to do a lighting analysis if needed to determine if lighting upgrades are needed.

� Post Design Services: The Haskell Team will provide plans updates, construction assistance, and review construction shop drawings. Once the project reaches the construction phase, we place great emphasis on being “convenient” to the contractor and Town Inspector. We believe if we are readily available to answer questions that the contractor is more likely to ask a question about the design intent or changed field conditions. The end result is open communications and a high-quality constructed project.

� Environmental Services: For each project, a preliminary field review will be undertaken to identify any wetlands and other surface waters (OSWs) within and adjacent to the right-of-way. Wetlands and OSWs within the project limits will be field delineated as necessary immediately following the notice to proceed, simultaneously with the survey, to eliminate the additional costs of multiple mobilizations. The permitting agency for these projects will be the SJRWMD and the USACE. Any activity that impacts a wetland or OSW will require a permit submittal to both agencies. Also, we will provide additional environmental surveys if any rare species are found to be within the project limits. During the initial Environmental services process, we will determine if there are any contaminated sites within the vicinity and also determine if these sites will impact design and construction.

� Geotechnical Services: The Haskell Team is equipped to provide geotechnical investigations and design services for and project through this contract. This includes subsurface exploration, soil investigations, pavement corings, engineering evaluations and recommendations. We will provide engineering assessments to various construction related problems encountered during the planning, engineering, design, and construction phases of a project. Our results are presented in a focused engineering report prepared by the Haskell Team.

� Utilities: During the initial scoping phase of the project, it is vital that all existing utilities be identified and reviewed for impacts. Our team will initiate communications and work with all UAO’s during the design. Any potential

conflicts will be identified and verified. Then, we will work with the UAO’s to determine if their facilities can remain in place, remain in place with provisions for protection, adjusted, or relocated.

� Studies and Modeling: The Haskell Team has undertaken numerous studies with a wide array of traffic safety studies, traffic modeling, transportation planning studies, transportation modeling, PD&E studies, PE studies, and impact fee justification studies over the years for FDOT and counties in Northeast Florida. We are prepared to provide studies that encompasses safety, capacity, improvements, impacts and recommendations to name a few as well as corridor modeling and concept plans to establish a vision for future planning and design of Town projects.

� Context Classifications and Complete Streets: Often we see the need for additional capacity and the need for connectivity and safety. This necessity must be balanced between the roadway’s Context Classification and Complete Streets implementation which will be reviewed with Town staff during the initial design phase of each project to determine the correct course of action. These Complete Street features will include but are not limited to wider sidewalks, widening for keyholes or dedicated bicycle lanes, traffic calming measures, on-street parking and streetscapes.

� Bid Package Preparation: The Haskell Team is experienced with Design-Build Criteria Package Development and Bid Packages. The Bid preparation process will begin after 90% plans have been submitted. We will provide these services to the Town for the Bidding of the project at hand. We will work hand in hand with the Contract/Purchasing Manager to ensure the bid package is completed on time for the bidding process. We will also prepare a Design-Build Criteria package if a project warrants such a request.

� Post Design Services: The Haskell Team will provide plans updates, construction assistance, and review construction shop drawings. On past projects, the Haskell Team has identified several opportunities for solutions that will enhance the project during design and construction. Some examples include but not limited to:

The successful firms must be capable of preparing documents and permits and must have the ability to respond to the Florida Department of Environmental Protection, St. Johns River Water Management District, Florida Department of Transportation, Town Council of Orange Park, and any other federal, state and local bodies with jurisdiction.

Permitting and Code Compliance

The Haskell team is committed to successfully navigating the complex local, state and federal permitting requirements that will be encountered on continuing services contract for the Town. Our experienced project team has successfully traversed these regulations through all our projects locally and nationwide for many years. A valuable lesson learned is that the most successful permitting efforts are accomplished through the intentional building of consensus with the regulating agency personnel, through early and regular contact – a partnering relationship of sorts.

General Approach to Project Assignments Planning and Economic Development Services

Our team is excited to be able to bring to the Town the same group of professionals that completed the recent TOPSVP2040. Through this process our team researched and worked with the planning departments comprehensive plan and ordinances. This step ahead will allow us to quickly understand how each task relates to the goals and policies already in place. The following typical project approach is representative of most projects involved for this Continuing Contract for Planning and Economic Development Services.

A. Maintain an accurate understanding and provide advice, insight, recommendations, or direction related to the Town’s comprehensive plan, zoning ordinances, subdivision regulations and other town codes and policies related to architecture, planning, zoning, permitting, and development review; prepare documents as needed.

The Haskell Team is committed to maintaining awareness of the Town’s local governing documents and policies as well as accepted best practices across the country. Our expert team of planners are familiar with the Town’s existing plans and adopted strategic vision. Our work program will consist of reviewing elements in question for specific tasks, understanding the will of elected officials combined with local preference, and recommending options to assist staff in taking action. This includes providing narrative support including memos and short reports. Each report will include concepts, recommendations and next steps, allowing the Town to have a path forward.

B. Prepare comprehensive plan amendments.

Comprehensive plan amendments requires an intricate process. We understand the impact the smallest change can make. Through our dedicated understanding of the Towns desired outcomes, we will prepare plan amendments that can be supported by the community and accepted by the council. Plan amendments preparation will include gathering data that supports amendment language, understanding what other plans it may impact including state and federal plans, coordinating when requested with other agencies to ensure processes are met and preparing resolution language and agenda narrative.

C. Lead approach and process in the creation of neighborhood associations, community redevelopment agencies, and brownfield designations.

Our team will utilize a data driven approach to develop defensible zones, boundaries or centralized themes only after reviewing local requests, needs and identified goals. We will work with the community to understand the type of support available or identify needs. Our team is versed in state requirements, association needs and association compliance. Whether it’s a task force type endeavor or a more technical agency, we will approach each task beginning with local input. From there, maximizing our GIS analyst and planning team, we will develop processes including a work plan cognizant of deadlines, identify communication requirements, prepare and execute public meetings should they be required and prepare designation documents.

D. Research and recommend grants for development or redevelopment. Provide assistance in their preparation and subsequent implementation if awarded.

We understand that successful funding is not just for the project, but in the intergovernmental coordination, public involvement process, awareness of comprehensive plan or other documents dedicated to long term consistency and when needed, modification to meet new and anticipated needs of our changing landscape. Our lead planner understands the challenges municipal agencies face meeting the needs of local requests with available budget. Awareness, tracking, understanding local resolution and building competitive applications, our team has had success in winning grant funds. This includes the time spent prior to applying, building a strong case for the project locally, meeting required local resolution and identifying matching funds.

E. Provide ideas, programs, policies, and approaches to consider for the promotion of economic development. Provide leadership in the implementation of those efforts approved by the Town Council.

Our team includes Mikhail Alert, AICP our GIS Specialist and Heather Neville, AICP whom together began the economic development strategy included with the TOPSVP2040. Utilizing date, survey, mapping and local observation, various zones and initial concepts were presented. We look forward to continuing those efforts through this contract. Since the completion of the vision plan, and with the continued changing landscape due to COVID and federal administration changes, we are constantly looking for best practices and

creative ways that promote and support the financial viability and bring those concepts back to our clients.

F. Develop programs and provide recommendations for the beautification of the Town which enhance property values, business development and aesthetic appeal of the Town.

Our team includes some of the best landscape architects and planners in the profession. This allows us to bring beautiful renderings and examples that assist local staff and citizens in selecting recommendations and drive budget discussions. We can then take which concepts and cost points are selected by you and develop programs and recommendations to achieve. We have worked with local organizations both professionally and in our free time to enhance public space. Our combination of big picture thinkers and business minded professionals will bring the Town ideas that will not only enhance the community but that will encourage economic growth and stability.

G. Interaction with Federal and State agencies on behalf of the Town as needed.

Our team currently provides municipalities with agency coordination and support in the Northeast Florida region and across the state. We have relationships with all levels of staff and procedures built around required agency policy. This typically results in quicker turn around for questions and needs from agencies or clarity for local requirements. We appreciate the trust our clients put in us to assist efforts and know these coordinated efforts provide better results for residents and business.

H. Other services as required by Town Staff.

Our architectural team is comprised of some of the most well-respected local architects our region has to offer. We will do this through our understanding of the community and the processes and procedures the local and state historical societies require.

C. Provide architectural design services to include drawings, models, timelines, and project cost estimates when called upon todo so for designated Town projects.

Haskell's strength is in the ability to provide full service construction documentation along with our pre-construction estimates and schedules that will give the Town and clear path and a certainty of outcome. Similar to our Engineering service design approach our team of Architects follow a proven process for delivering all phases of a project from concept to construction. We utilize Oracle’s Primavera P6 for our scheduling software along with Procore to manage our projects and share information seamlessly with our clients. We have a separate internal Quality Assurance team and Safety team to ensure all of our employees and team partners are providing safe quality projects to our clients.

Our Architecture team is led by Christopher Allen, AIA, who will meet with the Town’s staff to understand the goals, budgets, schedules etc., for each task. Through engaging conversation with Levy County staff, and spending time in the Cedar Key community, our team was able to identify a project that aligned with state declared goals for sustainability and economic development. Our support of staff and guidance for the state process resulted in a $250,000 grant award to strategically plan for the preservation of this historic community.

For nearly 24 months our Planning and Economic Development Lead, Heather Neville, AICP has spent her time overseeing a 43-mile trail connection through multiple Town approvals, providing calculations and budget expenditure planning, working with the community, and ultimately meeting a grant deadline resulting in nearly $60M in funding for trails in St. Johns County.

C. On-site Support

Our team is poised to provide on-site staffing support if required for this contract. We have found though that during this pandemic more virtual platforms are being accepted by the public for both health safety and ease of access. Through the TOPSVP2040 process we had to shift to a virtual platform for many of our meetings and we were able to do so with ease. Providing access to those who do not have the ability to join meeting virtually will be important as well and we have experience working on site and in the community to provide exceptional service.

Normal hourly rates would be charged for the time needed by the required professional to be on site. A task by task basis cost approach could be implemented if acceptable. There would be no additional charges for office space required by our team. Please refer to the price proposal TAB 8 for our teams hourly rates.

D. Equipment Requirements

The Haskell Team has a strong technical equipment department which provides support to all our projects. The need for additional equipment to be provided by the Town is not anticipated at this time. If the need arises for a either equipment or a specific software for task orders or a larger project we will work with the Town to find the right solution that fits within the project budget as well as the long term best fit for future endeavors.

E. Additional Information

Our team also provides pre-construction and construction management services in which the Town will benefit from in either a design-build scenario or CMAR. Together with our design professionals our construction team can provide the Town with accurate current market condition pricing. If there is a need for a fast-tracked project to bring to the community our team can provide a design-build solution in which the project can be efficiently created and brought to life.

Other unique aspects we are able to provide are laser scanning services and business resiliency in which we can support the Town in being prepared for any impact to the community, whether economic or natural occurrence.

Providing high quality geotechnical engineering, drilling and laboratory testing services is Meskel & Associates Engineering’s (MAE) core business. MAE is a certified woman owned small business established in Jacksonville, Florida in 2008 and is licensed by the State of Florida in Professional Engineering and Geology. 7. Financial Information

The Haskell Company, a S-corporation, registered in Delaware, has the resources and necessary working capital to ensure financial stability through the completion of this contract. Haskell will meet all obligations and will serve as the contracting party for the services required for the Town. Resources such as available capital, bonding capacity and insurance are key ingredients in providing financial stability and protecting the clients we serve.

The audited financial statements for 2020 showed revenues of approximately $1.2B and cash and cash equivalents of over $180M. The firm maintains a line of credit with Wells Fargo in excess of $40M, which is currently undrawn and has a bonding capacity with Travelers and Liberty Mutual in excess of $1B.

There have been no adverse material changes in the financial condition of The Haskell Company for the past three years, nor are there any anticipated for the current financial period and future periods. The Haskell Company is financially secure and remains fully engaged in the procurement described in this RFP and the ability to submit a Proposal.
