RE: NOTICE OF AN APPLICATION IN TERMS OF SECTION 102 OF THE MINERALS AND

PETROLEUM RESOURCES DEVELOPMENT ACT, 2002 (ACT NO 28 OF 2002) AND THE NATIONAL

ENVIRONMENTAL MANAGEMENT ACT, 1998 (ACT 107 OF 1998) AS WELL AS THE

ENVIRONMENTAL IMPACT ASSESSMENT REGULATIONS, 2014 (AS AMENDED 2017).

PROJECT INFORMATION

Makganyane Resources (Pty) Ltd intends submitting an application for consent of the minister to expand

the drill plan of a prospecting right granted over Portion 2 (portion of Portion 1), Remainder Portion,

Remainder Portion of Portion 1 and Portion 3 of the farm Makganyene No 667 in the Kuruman magisterial

district of the Northern Cape Province, in terms of Section 102 of the MPRDA, 2002.

The approved Prospecting Work Programme (PWP) only allows nine boreholes to be drilled during the

invasive phase of the prospecting activity. However, to date drilling results and available data have

defined that a more comprehensive drilling campaign is needed. Makganyane Resources (Pty) Ltd

therefore identified the need to increase the drilling programme from nine boreholes to ±200 within the

approved prospecting boundary.

The expanded drilling campaign will take place in the same way as prospecting has been done to date.

No bulk sampling will be done, no electricity will be needed and no servicing of equipment will take place

on site. Should access be needed to one or more of the borehole locations that cannot be reached with

existing farm roads/tracks the drill rig will drive through the veld to the earmarked area, avoiding prominent

vegetation and large trees. The tracks to these areas will be below the threshold of the NEMA: EIA

Regulations, 2017 and no new roads will be constructed.

LEGAL COMPLIANCE

The Section 102 (MPRDA) application necessitates a Part 2 amendment of the holder’s EMP in terms of

Section 31 of the NEMA: EIA Regulations, 2014 (as amended 2017).

GNR 326 Section 31 Amendments to be applied for in terms of Part 2:

An environmental authorisation may be amended by following the process prescribed in this Part if

the amendment will result in a change to the scope of a valid environmental authorization where such

change will result in and increased level or change in the nature of impact where such level or change

in nature of impact was not:

a) assessed and included in the initial application for environmental authorization; or

b) taken into consideration in the initial environmental authorization;

and the change does not, on its own, constitute a listed or specified activity.

PUBLIC INVOLVEMENT

The draft Basic Assessment Report and Environmental Management Programme (BAR & EMPR) for the

propose amendment is now available for your perusal. A copy of the document can be obtained from

Greenmined Environmental upon request, or downloaded from the company website at

www.greenmined.com.

Interested and Affected Parties (I&AP’s) are invited to provide written comments regarding the application.

I&AP’s must provide their comments with their name and contact details to the environmental consultant

indicated below by 2 March 2020. Should you require the documentation in another language or need

additional information please contact Greenmined Environmental.

A register of I&AP’s that submitted written comments or requested to be registered will be opened. All

organs of state which have jurisdiction in respect of the activity will also be listed on the register. Upon

lapse of the commenting period the DBAR & EMPR will be updated to reflect the comments received

during the public commenting period. Thereafter, the final BAR & EMPR will be submitted to DMR for its

consideration as part of the authorization process in terms of the MPRDA, 2002 and NEMA, 2014

regulations (as amended 2017). A copy of the final BAR & EMPR will be published on the Greenmined

Environmental website. All registered I&AP’s and stakeholders will be notified in writing within 14 days of

the date of the decision of the outcome of the application, including the reasons for the decision and the

right of appeal.

PROJEKINLIGTING

Makganyane Resources (Pty) Ltd is van voorneme om ‘n aansoek om toestemming van die minster in te dien om

die boorplan van 'n prospekteerreg, wat toegestaan is oor Gedeelte 2 (gedeelte van Gedeelte 1), Restant Gedeelte,

Restant Gedeelte van Gedeelte 1 en Gedeelte 3 van die plaas Makganyene 667, in die Kuruman-landdrosdistrik

van die Noord-Kaap provinsie Kragtens Artikel 102 van die MPRDA, 2002 te wysig.

Die huidige prospekteerwerkprogram maak slegs voorsienning vir die boor van nege gate tydens die impakfase van

die prospekteeraktiwiteit. Tot op hede het boorresultate en beskikbare gegewens egter gedefinieër dat ‘n meer

omvattende boorveldtog nodig is. Makganyane Resources (Pty) Ltd het dus die behoefte geïdentifiseer om die

boorprogram van nege boorgate na ±200 te verhoog (steeds binne die goedgekeurde prospekteergrense).

Die uitgebreide boorveldtog sal op dieselfde manier plaasvind as wat tot op datum gedoen is. Daar word geen

grootskaalse versameling van monsters gedoen nie, geen elektrisiteit word benodig nie, en geen onderhoud van

toerusting sal op die persëel plaasvind nie. As toegang tot een of meer van die boorgatte benodig word wat nie met

bestaande plaaspaaie / spore bereik kan word nie, sal die boorspan deur die veld ry tot by die geoormerkte gebied.

Enige belangrike plantegroei en groot bome sal vermy word. Die toegang na hierdie gebiede sal onder die vereistes

van die NEMA: OIS-regulasies, 2017 wees, en geen nuwe paaie sal gebou word nie.

REGSVOLDOENING

Die Artikel 102-aansoek (MPRDA) noodsaak ‘n Deel 2 wysiging van die omgewingsbestuursprogram (EMPR) van

die houer, in gevolge Artikel 31 van die NEMA: OIS Regulasies, 2014 (soos gewysig 2017).

• GKR 326 Artikel 31 Wysigings waarop aansoek gedoen moet word ingevolge Deel 2:

‘n Omgewingsmagtigting kan gewysig word deur die proses wat in hierdie Deel voorgeskryf word, te volg indien

die wysiging sal lei tot ‘n verandering in die bestek van ‘n geldige omgewingsmagtiging waar sodanige

verandering sal lei tot ‘n verhoogde vlak of verandering in die aard van die impak waar sodanige vlak of

verandering in aard van impak nie:

a) beoordeel en ingesluit is in die aanvanklike aansoek vir omgewingsmagtiging nie; of

b) in aanmerking geneem is in die aanvanklike omgewingsmagtiging nie;

en die verandering nie op sigself ‘n gelyste of gespesifiseerde aktiwiteit vorm nie.

PUBLIEKE BETROKKENHEID

Hierdie dokument is daar om u in kennis te stel van die voorgestelde aktiwiteit en om te bepaal of daar enige

bekommernisse of besware is deur belanghebbende en geaffekteerde partye (B&GP’s) wat oorweeg moet word.

As B&GP’s word u vriendelik versoek om die kommentaarvorm in te vul en om enige kommentaar/bekommernis of

insette te gee met betrekking tot die huidige grondgebruik van die gebied, die omgewing asook sosio-ekonomiese

toestande wat u voel geraak kan word deur die voorgestelde aktiwiteit. Wanneer u, u kommentaar instuur, moet u

asseblief voorstelle gee oor hoe die verwagte impak van elke geïdentifiseerde aktiwiteit gemitigeer kan word.

'n Register van belanghebbende en geaffekteerde partye (B&GPs) sal geopen en in stand gehou word wat die name,

kontakbesonderhede en addresse bevat van alle persone wat skriftelike kommentare ingedien het, of skriftelik

versoek het om geregistreer te word, sowel as alle staatsinstansies wat jurisdiksie het met betrekking tot die

aktiwiteit. Neem kennis dat slegs geregistreerde B&GP’s en belanghebbendes daarop geregtig is om kommentaar

te lewer oor verslae en planne wat aan die Departement voorgelê moet word, op voorwaarde dat die party sy/haar

naam, kontakbesonderhede en adres bekend maak asook enige direkte sake-, finansiële, persoonlike of ander

belang wat hy/sy mag hê ten opsigte van die goedkeuring of weiering van die aansoeke.

Neem ook kennis dat die konsep Basiese Assesseringsverslag en die Omgewingsbestuursprogram (DBAR en

EMPR) beskikbaar is vir ‘n 30-dae kommentaartydperk wat strek tot 02 Maart 2020. ‘n Elektroniese kopie van die

verslag sal op die Greenmined Environmental webwerf (www.greenmined.com) gepubliseer word. B&GP’s word

uitgenooi om skriftelik kommentaar te lewer op die verslag. Kontak asseblief vir Christine Fouche op enige manier

deur die kontakbesonderhede wat in die briefhoof verskyn of by [email protected] indien u meer inligting

benodig, addisionele taalvereistes het, bekommernisse of besware het wat oorweeg moet word of as u geregistreer

wil word as 'n B&GP op of voor 02 Maart 2020. Indien ons geen kommentaar van u af ontvang op of voor 02 Maart

2020 nie, word daar aangeneem dat u geen besware/kommentare het ten opsigte van die projek nie en dat u geen

verdere dokumentasie benodig nie.

Na verstryking van die kommentaarperiode sal die DBAR & EMPR opgewerk word om die kommentaar wat

gedurende die openbare kommentaarperiode ontvang is, te weerspieël. Daarna word die finale BAR & EMPR aan

DMR voorgelê vir oorweging as deel van die magtigingsproses ingevolge die MPRDA, 2002 en NEMA, 2014 OIS-

regulasies (soos gewysig 2017). 'n Afskrif van die finale BAR & EMPR sal op die Greenmined Environmental

webwerf gepubliseer word. Alle geregistreerde B&GP's en belanghebbendes sal binne 14 (veertien) dae na die

beslissing van die uitslag van die aansoek skriftelik in kennis gestel word, met inbegrip van die redes vir die beslissing

en die reg tot appèl.

The office of the ACVV Social Services recently moved to a new premise at 14 Halkett Road in New Park.

HenLu House, as it will be called, is a legacy received from the last will and testament of the late Pieter Hendrikus Ludik. The move took place once the estate was finalised.

From here services are rendered to residents from Soul City and Lerato Park, as well as Albertynshof, Carters Glen, Diamant Park, El Toro Park, Gemdene, Hadison Park, Heuwelsig, Hillcrest, Kestellhof, Kirstenhof, Labram, Lindene, Minerva Gardens, New Park, North View, Rhodesdene, Riviera, Royldene, Verwoerd-park and West End.

Cindy Greyling, office administrator, says donations such as clothing for children, matric attire, baby diapers and non-perishable food are always welcome.

“Even our new office needs some items for decoration,” she says.

Beautifying the garden and establishing the parking area are also on the list.

Instituted in 1904, the ACVV was the first formal welfare organisation in South Africa. It made a laudable contribution towards the establishment of sophisticated social welfare services and structures in the country after the Anglo Boer War.

The ACVV has grown to become a welfare organisation that renders compre-hensive social welfare services to children, families and the elderly, irrespective of language, religion, race or sexual orientati-on.

Help can be rendered to the ACVV in many ways, such as applying to become foster parents or hosting activities for children in different groups.

Marthie Evering (64), wat einde Februarie ná meer as 30 jaar se diens as stenograaf in Noord-Kaap-se howe sou aftree, is Woensdag (15/01) op haar troosdiens gehuldig as “iemand wie se hande vir niks verkeerd gestaan het nie”.

Sy is op 10 Januarie in die hospitaal dood nadat sy ’n beroer-te gehad het.

Volgens adv. Sharon de Villiers, waarne-mende griffier wat ’n huldeblyk op die troosdiens gelewer het, was Evering “die enigste mens wat ’n verlore saaklêer kon opspoor”.

“Wanneer iemand anders ’n verlore lêer kon opspoor, sou hy trots gesê het dat hy ’n Marthie op homself getrek het. Marthie was die staatmaker in die kantoor. Sy sou binne ’n halfuur pak om na die rondgaande hof oor die uitgestrekte provinsie heen te werk.

“Marthie het nooit ’n masker gedra nie. Ongeag haar eie hartseer en bekommernisse

het sy sonskyn oor ander gebid, en het die lewe as ’n geleentheid vir vrugbare arbeid gesien.”

Sy was nooit terneergedruk of afsydig nie.

Evering het haar loopbaan as tikster in die landdroshof begin, en het ook vir maatskappye gewerk wat transkribeerwerk vir die hof gedoen het.

Sy is tien jaar gelede as heeltyd-se stenograaf aangestel.

“By haar troosdiens kon ek sien hoe gelief sy onder haar kollegas was,” sê haar dogter, Angelique van der Linde.

“Hulle het die helfte van die kerk volgesit, onder wie regters, aanklaers en ander regspraktisyns. Sy wou in Desember, toe sy so siek geraak het, na die rondgaande hof gaan om almal voor haar aftrede te groet.”

Evering sou ook vir ’n paar maande ná haar aftrede by haar kleinkinders in Port-Elizabeth gaan kuier.

Sy word deur haar man, Stan, drie kinders, Angelique, Quentin en Basil, skoondogters en sewe kleinkinders oorleef.

According to a statement by the Sol Plaatje Municipality, a new and integrated plan to address service delivery challenges and sustain a clean city is in place.

In a statement on Thursday (16/01), executive mayor Patrick Mabilo encouraged residents to work with the municipality in its anti-dumping and anti-littering program-mes.

The unkempt state of Kimberley was once again in the spotlight during a recent visit by President Cyril Ramaphosa when he said the city is a mess.

According to the statement, all resources have been diverted to cleaning up the city and its surrounding areas.

Illegal dumping, refuse collection, sewage spillages, potholes and burst water pipes are some of the regular challenges.

It was stated that efforts to educate

residents on illegal dumping and waste management will be ongoing.

Lindiwe Sisulu, the minister of Human Settlements, Water and Sanitation, said in a statement on Monday (20/01) that South Africa is losing an average of R7,2 billion a year through water leakages in municipal areas.

Although workers are visible throughout the city, complaints are still streaming in at Noordkaap’s office and on Facebook pages about, amongst others, illegal dumping and heavy water leaks that had already been reported.

In December, Sharon Steyn, CEO of the Northern Cape Chamber of Commerce (Nocci), advised residents to post their complaints on the Sol Plaatje Municipality’s Facebook page, as well as those of the mayor and the premier, Dr Zamani Saul.

Sy het ook ’n seun, Lorenzo, ’n gr. 9-leer-ling aan die Hoërskool Emmanuel.

Tessa het voorheen by die Miernes-nasorg-sentrum gewerk, maar het nou haar eie miernes van bedrywighede met die drieling.

Dié drie sussies was destyds in die nuus toe hulle, as deel van ’n vierling, op 9 Mei 2013

in die Mediclinic Kimberley met ’n keisersnee gebore is.

Tessa het destyds aan Volksblad vertel dat haar man, Alec, hom “asvaal geskrik het” toe hy hoor sy verwag ’n vierling.

Denise Coetzee, woordvoerder van die Mediclinic Kimberley, het destyds gesê die kanse om ’n vierling – almal van dieselfde geslag – natuurlik te verwek, is baie seldsaam.

Duisende gr. 1-leerlinge het Woensdag (15/01) die eerste dag van hul skool-loopbaan beleef.

Ook in Kimberley was ’n samedromming van ouers en ander familielede by laerskole wat dié jonge -linge in kraak nuwe skool-klere afgesien het.

Parents and those responsible for transpor-ting learners to and from school are urged to be on time for pickups.

Learners should also be taught not to roam outside schoolyards while waiting for the pickups.

These tips and more were given to learners of the Floors North Primary School on Wednesday (16/01) as part of the Back to School Campaign.

Presented by the police’s Social Crime Prevention, Visible Policing and Sector Policing units in Kimberley, and in collabo-ration with the Department of Education, the campaign is aimed at enhancing and promoting safer school environments.

The learners were also cautioned to be aware of kidnappers and warned against physical, emotional and cyber bullying at schools.

KENNISGEWING VAN ‘N ARTIKEL 102 WYSIGINGSAANSOEK

Kennis geskied hiermee in terme van die Minerale- en Petroleumhulpbronneontwikkelingswet, 2002 (Wet 28 van 2002)

(MPRDA), die Nationale Omgewingsbestuurwet, 1998 (Wet 107 van 1998) (NEMA) en die Omgewingsimpakstudie

Regulasies, 2014 (soos gewysig 2017) (OIS-) dat Makganyane Resources Bpk beoog om:

• ‘n aansoek vir toestemming van die Minister vir die uitbreiding van die boorplan vir ‘n prospekteerreg toegestaan

oor Gedeelte 2 (gedeelte van Gedeelte 1), Restand Gedeelte, Restand Gedeelte van Gedeelte 1 en Gedeelte 3

van die plaas Makganyene No 667 in die Kururman distrik van die Noord-Kaap in te dien in gevolge Artikel 102 van

die MPRDA, 2002.

Die huidige prospekteerwerkprogram maak slegs voorsienning vir die boor van nege gate tydens die impakfase van

die prospekteeraktiwiteit. Makganyane Resources (Pty) Ltd het egter die behoefte geïdentifiseer om die boorprogram

van nege boorgate na ±200 te verhoog (steeds binne die goedgekeurde prospekteergrense).

Die Artikel 102-aansoek (MPRDA) noodsaak ‘n Deel 2 wysiging van die omgewingsbestuursprogram (EMPR) van die

houer, in gevolge Artikel 31 van die NEMA: OIS Regulasies, 2014 (soos gewysig 2017).

• GKR 326 Artikel 31 Wysigings waarop aansoek gedoen moet word ingevolge Deel 2:

‘n Omgewingsmagtigting kan gewysig word deur die proses wat in hierdie Deel voorgeskryf word, te volg indien die

wysiging sal lei tot ‘n verandering in die bestek van ‘n geldige omgewingsmagtiging waar sodanige verandering sal

lei tot ‘n verhoogde vlak of verandering in die aard van die impak waar sodanige vlak of verandering in aard van

impak nie:


b) in aanmerking geneem is in die aanvanklike omgewingsmagtiging nie;

en die verandering nie op sigself ‘n gelyste of gespesifiseerde aktiwiteit vorm nie.

Die konsep Basiese Assesseringsverslag en die Omgewingsbestuursprogram (DBAR en EMPR) is beskikbaar vir die

publiek vir ‘n 30-dae kommentaartydperk wat strek tot 02 Maart 2020. ‘n Elektroniese kopie van die verslag sal op die

Greenmined Environmental webwerf (www.greenmined.com) gepubliseer word. Belanghebbendes en geaffekteerde

partye (B&GP’s) word uitgenooi om skriftelik kommentaar te lewer. B&GP’s moet hul opmerkings met hul naam en

kontakbesonderhede voor 02 Maart 2020 aan die omgewingskonsultant verskaf. Kontak asseblief vir Greenmined

Environmental indien u die dokumentasie in ‘n ander taal benodig of addisionele inligting verlang.

'n Register van B&GP’s sal geopen en in stand gehou word wat die name, kontakbesonderhede en adresse bevat van

alle persone wat skriftelike kommentare ingedien het, of skriftelik versoek het om geregistreer te word, sowel as alle

staatsinstansies wat jurisdiksie het met betrekking tot die aktiwiteit. Na verstryking van die kommentaarperiode sal die

DBAR & EMPR opgedateer word om die kommentaar wat gedurende die openbare kommentaarperiode ontvang is,

te weerspieël. Daarna word die finale BAR & EMPR aan DMR voorgelê vir oorweging as deel van die magtigingsproses

ingevolge die MPRDA, 2002 en NEMA, 2014 OIS-regulasies (soos gewysig 2017). 'n Afskrif van die finale BAR &

EMPR sal op die Greenmined Environmental webwerf gepubliseer word. Alle geregistreerde B&GP's en

belanghebbendes sal binne 14 (veertien) dae na die beslissing van die uitslag van die aansoek skriftelik in kennis

gestel word, met inbegrip van die redes vir die beslissing en die reg tot appèl.
