The traffic problems in Byram, and risks to pedestrian safety, are well-documented and longstanding, unfortunately. The FirstSelectman’s office first addressed Byram’s pedestrian safety issues in 2010. The 2003 Byram NeighborhoodPlan also listed out pedestrian safety improvements; as did the 2011 Byram Comprehensive Plan. The 2006 Inventory ofPedestrian Safety Needs conducted by the First Selectman’s Pedestrian Safety Committee identifies two roads in Byramon the First Priority list along with many others on the Second and Third Priority lists, but little has been done to address theissues raised. A 2010 report from the First Selectman’s Pedestrian Safety Committee listed a number of Byram roadson the priority list (Byram Road, Chestnut Street, South Water Street, West Putnam, Western Jr. Hwy). I am the parent of atwo-year-old and moved to Byram, like many of my neighbors, because of how walking-friendly it is. That said, traffic is gettingincreasingly dangerous. Walking to the beach from my house is to risk me or my son getting hit. We’ve been trying toaddress these issues for almost a decade if not longer: we can’t afford to wait another year. I will be happy to do whatever Ican to help demonstrate why this is so important to our neighborhood.

General Budget

While my family appreciates low property taxes, the reality is that we can tolerate a healthy increase, particularly if itcontributes to improving the level and quality of services, making Greenwich a healthier and safer place to live, and supportingthose in the community with the greatest need. The continued and singular focus on the mill rate primarily benefits those withhigh property values and does little to benefit moderate- and low-income families. I implore you to strike a better balance for ourcommunity.

BOE Capital Budget

I fully support the BOE's capital budget as presented. Consistent underfunding of maintenance and facilities, in general, has leftus in a precarious position that is both dangerous and costly. Neglect is not fiscally responsible. Western Middle School fieldremediation needs to be funded, whether in this budget or as an interim appropriation.

BOE Operating Budget

I fully support the BOE's operating budget as presented. Most of the operating budget is fixed costs and there is no fat left totrim. Having children currently attending Greenwich Public Schools and family that works for the district, I am seeing firsthandthe negative impact increasingly tight budgets are having on our students and teachers. The schools also need our support torecover from the pandemic.

General Government CAPITAL Budget

Please prioritize pedestrian safety and traffic calming improvements in Byram and throughout town. These are issues that getworse by the day and concerns are serious and urgent. In addition to improving public safety, particularly for school children,these improvements offer significant returns on the investment. Please see the attached letter for more information. I alsosupport prioritizing ADA compliance, affordable housing, and infrastructure.

I'm deeply upset that funding for the YWCA's domestic violence and sexual abuse services was not included in the ARPfunding. The work the YWCA does on behalf of abused women is literally life-saving and meets a huge need in this community.

Dear BET Members, The Byram community desperately needs your support. Please do not cut funding for pedestrian safety and traffic calming improvements in Byram. When an effort was made to cut this item during the Budget Committee decision day meeting, it was suggested that there wasn’t enough information provided on the need for improvements or details on the proposed projects. However, the Byram Neighborhood Association has been asking for pedestrian safety improvements for decades and the challenges we face are well documented. DPW recently attended a BNA meeting and shared conceptual designs for what would be the first priority for this funding - intersection improvements on Delavan Avenue at Veteran’s Way and Chestnut Street, where multiple pedestrians have been hit and injured by cars in recent years and which is a major crossing for children walking to school. Following the meeting the BNA solicited comments on the proposals, which included comments like “It's a death trap!!”, “We’ve been asking for safety improvements for years”, “Something needs to be done”. Byram is a “walking neighborhood”. Byram students all live within a mile of the zoned elementary and middle schools and are expected to walk to school. But families whose children would have to cross Byram Road or Delavan Avenue to get to school often opt to drive their students to school because of safety concerns. I challenge any BET member looking to cut this funding from the project to attempt to cross Delavan Avenue at Chestnut Street, a primary crossing for students, at 7:45am on a school day before doing so. Imagine doing so as a 4 ft. tall 5th grader at New Leb. We have a popular library branch, Veteran’s Association, and park and beach that people would prefer to walk to, but often don’t because of the concern for their safety. The poor walkability hurts our businesses and inhibits economic development. Speeding is rampant, DUI arrests are frequent (with a shocking number occurring during the school day), I-95 accidents, traffic and construction divert traffic through our village, local roads are popular cut throughs for residents heading to Port Chester's big box stores, and tractor trailers going to and from Bimbo Bakery and Interstate Lumber create more challenges. Traffic volume on Delavan and Byram Road is higher than any other primary roads in Greenwich neighborhoods excluding Rte. 1. We need help! Yesterday! Byram is also facing massive development in Port Chester, with over 1,000 units planned right at Byram’s door - most of which are in the Main Street corridor, which are closer to the I-95 Exit 2 in Byram than it is to I-95 access in Port Chester - as well as projects around the Post Road in Greenwich. There is urgency on this issue. In addition to the development, there are construction projects set to begin in the next year two that will divert traffic through Byram, such as the CT DOT I-95 construction between exits 2 and 6 and the replacement of two bridges over the Byram River on Rte. 1. Other projects, such as the WMS field remediation, rink replacement, field expansion at Byram Park, McKinney Terrace expansion, etc. will only bring more construction vehicles to roads that are not designed for such heavy use and are more dangerous for pedestrians. Just this week, an accident occurred on Delavan. Here’s another one from January. A big one on Frontage in September. And one from June on Mead Avenue, right by New Lebanon. Here’s another on Delavan from February 2021. A pedestrian, Tom Eckert, was hit at the same intersection in October 2019 and is still recovering from injuries. Jennifer Mulkerin was hit there a month later, shattering her leg. A child was hit a little further down the road in September 2020 and another child was hit at Byram Road and Frontage around the same time. A petition circulated last year calling for more stop signs in Byram received over 225 signatures. Upgrading sidewalks and implementing traffic calming measures were also a major focus of the 2011 Byram Comprehensive Plan. A 2010 report from the First Selectman’s Pedestrian Safety Committee listed a number of Byram roads on the priority list (Byram Road, Chestnut Street, South Water Street, West Putnam, Western Jr. Hwy) The 2006 Inventory of Pedestrian Safety Needs conducted by the First Selectman’s Pedestrian Safety Committee identifies two roads in Byram on the First Priority list along with many others on the Second and Third Priority lists, but little has been done to address the issues raised. I am very grateful that a state-funded pedestrian safety project in the Frontage Road area that was first included in capital budgets over a decade ago is finally nearing completion. It is already helping to make the area easier and safer to walk in and appears to be preventing the collisions that are so common on Frontage near Byram Road. But until projects like this can ensure children can walk safely from their home all the way to school or the park, the work is not complete. I would like to share correspondence I have had with Bill Drake regarding the $300,000 included in the 2022-2023 budget forpedestrian safety. As you will see from the attached, he responded to my email but I don’t feel it is appropriate that hechanged the subject to the traffic safety improvement Planned for the Hamill Rink. Right now I feel getting the money forimprovements at Delavan Ave & New Lebanon Ave is a prime concern as it is very dangerous for children and adults alike.Children cross the street there everyday to walk to school, the ball field and the library. My colleague, and friend, Liz Eckert’s husband and dog were hit by a car there and there have been numerous “close callsâ€. I have lived in Byram my entirelife and I really don’t feel that It is necessary to cut the park in half to change the entrance to the skating rink. If there isinclement weather, to avoid the Sherman Ave hill, there’s always the entrance to the skating rink from Western JuniorHighway to Henry St to Sherman Ave. I really don’t see that as a problem and personally have never had any issues withthe way it is right now. I feel the safety of the children and adults who cross at Delavan and New Leb Avenues should definitelybe a priority at this time and we should not allow any more delays in getting this done. I am writing as a taxpayer in Greenwich and parent of 4 young children who participate in youth sports. Due to poor drainageand field conditions, schedules are changed and outdoor play is drastically limited in our town as compared to neighboringtowns. In additional to drainage improvements, can night lights be added to the project? Currently only one field in all of Greenwich(GHS) has lights and restricted to only a few nights a week. ORGCC would be a great place for an additional field with lights. *Afew neighbors complaining should not be to the detriment of all of town.

To the BET We are Old Greenwich residents (who reside on Shore Road) and fully and unequivocally support the constructionof a sidewalk on Shore Road in Old Greenwich. I request that you maintain this $750,000 line item in the First Selectman’sBudget and pass this important project on to the Representative Town Meeting for their approval. This project has a long historydating back nearly 20 years and was included in the 2006 and 2010 Pedestrian Safety Advisory Committee priority list. Therehave been several accidents on Shore Road over the recent years and there are 16 schools bus stops along the road; it isheavily trafficked by walkers (young and old), joggers, cyclists, trucks, cards, and buses. To add to that, with the advent ofmany new young families in Old Greenwich, as well as many professionals, college students working from home, the urgencyfor a sidewalk has reached an unprecedented level as both motor vehicle and pedestrian volumes have wildly increased. This isan extremely dangerous situation that has been neglected for far too long and with the uptick in volume exasperating thesituation sadly it is just a matter of time before a tragedy lands at our feet. To be very frank, you have no idea how dangerous ofa task it is to walk your dog at night (always looking over your shoulder)- - we should not have to walk in fear. This is not a backcountry road - rather a major artery to the beach. The safety and welfare of our residents are at stake, and we urge yoursupport! Thank you for your consideration. I strongly support the $600,000 in Field Drainage Improvements included as part of the FY 23 Field Master Plan budgetrequest. This funding is much needed to support our overused fields. Our kids play baseball and every year we experience first-hand the disruption caused by inadequate drainage of the Town's fields. We also see other, surrounding towns where fieldsremain open the day after rain rather than staying closed for several days on end, as is the case in Greenwich. This is aproblem that affects most kids who play sports in the spring and summer and it's high time we fix it.

I am commenting on the budget set for the pickleball courts in Greenwich In a town with so much to offer, we are really missingthe mark by not having courts available like other municipalities where people can go and have a pick up game or a round robin.It instills a sense of community. It keeps the middle aged and the edlerly active which is so good for the morale of people aswell as their health It gives new neighbors a chance to meet others in the neighborhood. Not everyone has school age childrenwho live here It is a great way to get out, get some fresh air, meet a neighbor and do your body and mind good. There is noexcuse for Greenwich to not have this available to their residents PLEASE PASS THE BUDGET FOR PICKLEBALL COURTS

I am writing in full support of the $116K proposed for building additional outdoor pickle ball courts in Greenwich. Greenwich hasprided itself on offering a panoply of services to its residents - usually not only equal to but beyond services offered inneighboring towns. In the arena of pickleball, the town has fallen far short in consideration of healthy, recreational opportunitiesfor adults. Global warming and a smaller snow accumulation for CT allows all of us to enjoy the opportunities of outdoorrecreation far longer than had been previously possible. So many of us with grown, adult children want to take advantage of thetime now available to us to stay in good health, through regular outdoor exercise and activity, as well as feel a part of thecommunity in which we have chosen to live. Please be sure you do not cut any of the $ suggested for our pickle ball courts.The hottest sport in the country deserves as many participants as possible from our town. Please do not pass on thisopportunity to show the true advantages of living in Greenwich and offer healthy exercise to our residents.

Greenwich Library innovation Lab Capital Budget Funding Dear Elected Officials, I respectfully request that you fully fund andapprove the Capital Budget request submitted for the Greenwich Library Innovation Lab. The Innovation Lab is the shining jewelof the Greenwich Library. The capital improvement would greatly serve the community and allow the lab to continue its missionof promoting and fostering interest in Science, Technology, Engineering, Arts and Math. (STEAM) On a personal level, I rely onthe Innovation Lab as a means to access its tools and technologies. It is the only place within our community that offersservices that would otherwise only be commercially-available. (and expensive) Capital improvements to the Innovation Lab willhave a limitless return on investment - from the perspective of exposing the community, both young and old, to the sciencesand art. I also support keeping the $116K for pickleball courts in the capital budget. The lesson and clinic program is a sold outsuccess each season but takes up tennis court space. Also, players lack dedicated courts to continue building on their skillsand game. I have been to both Chelsea Piers and the Italian Centers teaching and drop in play programs which are quite robustas well. The indoor drop in play this March at the EGCC has been so much fun- thanks to Parks & Rec. for making thathappen! Pickleball is a fast growing sport for all ages and serves as a great way to bring our community members together.

I am a lawyer at the YWCA's Domestic Abuse Services Civil Legal Clinic. Every week, my colleagues and I serve survivors ofintimate partner violence. I am writing to urge the Town to restore the previously-allotted $150,000 in funding for the launch ofsexual assault services for our community. In a previous review (3/3/22) for ARP funding, the YWCA's application was given thehighest ranking and recommendation. YWCA's proposed sexual assault services programming fits squarely within federalguidelines and requirements for ARP funding. I urge the Town to restore the previously-recommended funding right away.Violence against women is a very real problem, and our community is no exception. Domestic violence, stubbornly, remainsthe number one violent crime in town and the second most-investigated crime overall. Sexual assault is also a serious andwidespread problem in our area, with women ages 12-34 being statistically among the most vulnerable. As a professionalworking with the YWCA, I can attest to the fact that the Y is a critical resource in Greenwich for victims of family, domestic,and dating violence. Rather than sending local victims of sexual assault to other cities for services, the YWCA is alreadyperfectly positioned to offer sexual assault services in addition to our existing DV services, as unfortunately, many victimsexperience both kinds of violence. Please restore the previously recommended ARP funding for the launch of sexual assaultservices at the YWCA. Thank you for your consideration.

You spend many hours in your reviews and must balancethe desire to do many worthwhile projects with the need to maintain the financial integrity of the Town. I urge you to be cautiousin approving capital projects this budget cycle, given the substantially higher prices recorded in actual bids as compared to thepre-bid estimates in recent projects such as the Greenwich Emergency Medical Service (GEMS) Station 4 on King St and theEastern Greenwich Civic Center. Given current events worldwide, it appears likely that project costs are likely to continue toescalate well beyond the amounts included in the budget. Greenwich property values reflect the lower property tax rates in ourtown compared to neighboring towns in Connecticut and New York. Please be vigilant in assuring that we do not over-commitour resources in this budget cycle.

My name is Bob DeAngelo, a Greenwich native and avid bicyclist. I'm speaking tonight on behalf of Pedal Greenwich advocacygroup of hundreds of our member bicyclists who want to make Greenwich safe, friendly and connected. By that we mean thedevelopment of paths, protected bike lanes and infrastructure to go short distances without having to jump in the car.....to go toschool, work, the grocery, the gym, the park and the train. A recent study by INRIX, a transportation data company, found that48% of car trips in the USA metro areas are shorter than 3 miles. That's just a 15 minute bike ride. For our youth, cyclingrepresents a very important opportunity to gain and express self "independence" that all children desire and need in their lifejourney. So Pedal Greenwich supports the capital funding requests that seek to re-envision and enhance safety andaccessibility for people who wish to reduce automobile dependency: o Most important is the Route 1 Hillside Bridge project,which the Selectman's Bicycle Task Force requested amount included a shared use path, not just a sidewalk, to help studentsbike to / from GHS. It is the beginning link of what could become an east-west protected bike route. o Sidewalks on ShoreRoad / Old Greenwich are also essential - which we believe should be designed as a shared use path so kids on bikes are notsqueezed into traffic anymore. We understand that the Budget Committee cut a project to refurbish Tod's Driftway; that's adangerous checkpoint for bikers, pedestrians, and cars. DPW's highway maintenance line item

Mr. Chairman and members of the BET, my name with Bob Barolak. Most of my career has been in affordable housing. I amnow a member of the Planning and Zoning Commission where I have been focused principally on our affordable housing issuesand the impact of all the 8-30g applications we have been receiving. I write in support of the First Selectman’s AmericanRescue Plan Committee’s recommendation to allocate $1.1 million to the Town’s recently established AffordableHousing Trust Fund. The Affordable Housing Trust is presently the only tool in the Town’s toolbox to mitigate the impact ofthe large 8-30g applications being filed. When a developer accepts money from the Trust, their project can be freed from theburdensome requirement of basing its rent limitations on State Median Income and can instead utilize the more realisticlimitations based on our own Area Median Income, which is 50% higher than State median. This compounds the economicbenefit to the developer of even a modest funding from the Trust and in turn gives the Town something that it can use in anegotiation with the developers. In exchange for bestowing that economic benefit, we will motive developers to build smallerprojects more in scale with our neighborhoods or give us a great number of affordable units helping us reach the goal faster.Without funding, however, the Trust can do nothing and P&Z is virtually powerless when faced with a large, burdensome andunpopular 8-30g application. Mitigating the impact of large 8-30g applications clearly has become a major area of publicconcern, perhaps

I find it an absolute disgrace that Board of Estimate and Taxation Chair Dan Ozizmir is limiting virtual testimony to justindividuals with disabilities. His position that face-to-face engagement is necessary to "protect the uniqueness of this meeting,†and that "people seeing each other is critical" (as reported in Greenwich Time, 3/25/21) is without merit, and should havebeen forcefully rejected by every member of the BET (as it was by some, but not all). There is nothing about virtual testimonythat precludes either "people seeing each other" or "face to face engagement." It's apparent that Mr. Ozizmir prefers to limitpublic input, in flagrant disregard for the value of allowing greater access to public proceedings by allowing virtual testimony. Mr.Ozizmir is not fit to serve as chair of the BET.

But the point is that pickleball is a fast rising sport that is played by people of all ages. We even have people inwheelchairs playing on the same court with us. Nothing is more important than citizen safety, including trees, sports, fields, etc. Safety measures along Delavan Avenue arelong overdue. The statistics are not political. They show how much traffic and usage there is and there shouldn't be anyquestion about the allocation of these funds unless elitist priorities are more important than people in Greenwich, whichcertainly has been alleged. Anyone who determines that Delavan Avenue safety is not a town priority is showing their truestripes as not committed to all of our citizens. I am in strong support of having sidewalks on Shore Road in Old Greenwich. I have lived in Old Greenwich for 18 years and havebeen a dog walker for the past 16 of those years. Inevitably I have to walk on Shore Road and it is very dangerous without asidewalk. On Shore Road I see mothers walking with their baby carriages, children getting off the bus after school headinghome and other dog owners walking their dogs. They have to walk in the traffic lanes because there are no sidewalks. Over theyears, the traffic has gotten worse with more construction trucks, delivery trucks, landscaping trucks and more general traffic.It's incredible that there isn't a sidewalk on this road. Please, please, please put sidewalks on Shore Road.

I would like to support the budget of $116K for more pickleball courts. Currently there are only 2 netted pickleball courts in all ofGreenwich, at Christiano, where parking is impossible. I support adding permanent nets to Loughlin as well as 3 or more courtsat Bible Street. It has been difficult to get courts in town, and there are literally hundreds of residents playing- more than halfare senior citizens. At Loughlin, the players need to lug a private net and put it up and down- it is a waste of energy and time,and is not the best use of time. It can hold seniors from moving residency down south. I hope you will not take it out of thebudget.

Funding should be provided to the YWCA for its domestic violence services, a growing problem in town. More ARP funds shouldbe targeted to essential nonprofit services in town.Plus, and a related issue to doemstic violence, funds should be targeted tobuilding affordable housing and a halthy down payment to the housing trust fund would show the town cares for its residents.regardless of income and to welcome new residents who will contribute to the the town's future.

Byram is a walking community with a growing downtown restaurant and shopping area.The increased traffic we see between PortChester and I95 is significant at speeds that exceed speed limits creating unsafecross walks and sidewalks across town. As Port Chester continues to build multi level apartment buildings the situation willonly get worse. Hi, I’m a Byram homeowner and tax payer. I grew here, I work in town, and I raised my children in thisneighborhood. I’m asking you to approve funds to address traffic issues in Byram.

I know you have read the statistics about traffic safety issues in Byram. Those statistics, especially incomparison with other areas that have been addressed swiftly, should be enough information for BETmembers to do the right and practical thing. Beyond addressing the present issues, Greenwich must looktowards the future and consider how much more dangerous it will be during 95 construction and as PortChester and Byram continue to develop. Perhaps some of you will choose to avoid the area when it getsworse, but those of us who live here cannot do that.

What's not included in the statistics you have read are the daily close calls we experience in ourneighborhood. Three times, I have been walking my dog across Delavan at the intersection with Mead(by the Byram Firehouse for those unfamiliar with our area) and people have run the red light at fullspeed AFTER the walk sign had illuminated. There’s no buffer between pedestrians and traffic therebecause the road is narrow. You feel the car as it races past you.

For many Greenwich and New York residents, our neighborhood is a thoroughfare to shopping or thehighway with busy travelers heading home or on their way to work. Delavan Ave. and Byram Road curvethrough our neighborhood making it difficult to see cars as you walk across or enter an intersection withyour car.

From the intersection of Chestnut and Delavan by BSF, you can see New Lebanon School (a walkingschool). There is a high school bus stop there, and it's the route students on our side of Byram take towalk to Western Middle School. It’s the intersection that gets my family to our house and it's theintersection where my husband and son were hit by a car as they drove to school last year. We werelucky that it was only the car that was damaged (two weeks in the shop and thousands later). Even whenwe use the other outlet at Beech, we can't quite see cars well enough to turn with confidence.

When I lived on High Street, we faced similar issues. Byram Road was scary to walk with our youngchildren and dog. Even on the sidewalk there is no buffer between cars and pedestrians and therefore noroom for error. Trying to turn from Hilltop, Nickel or High onto Byram Road is frightening - even when youdo it every day for many years.

The bottom line is that Byram has long been in need of attention for traffic and parking issues. It’s not asexy project, but it’s one that might save lives. I wish I didn’t have to write a letter every time a no-brainerlike this came up for a vote. There is absolutely no reason that Greenwich can’t take care of itsinfrastructure proactively and it should not be something the community has to rally for. It’s just commonsense and safety.

I encourage doubters to come and walk our sidewalks and drive our daily routes. I think you’ll see thatimprovements must be made right away.

Having just had cervicalfusion surgery a year ago March, I finally was able get into the beginner town pickleball clinic last August. As a very active 57year old, I was looking for a way to ease back into sports. COVID was a factor - and pickleball can be played outside. Idiscovered an incredible community of Greenwich residents avidly playing a very social & entertaining game. You can takepickleball as far as you like. Keep it intramural, or go pro. Everyone can have a great time. It is very social, which gave meincredible mental and social (and physical) support during COVID - yoga alone on youtube in my living room wasn't cutting it. Infact, our new 'Game of Choice' after the turkey goes in the oven at Thanksgiving is multi-generational pickleball. So much betterthan when grampa broke his ankle playing flag foot ball four years ago! Plus, you can teach the basics to sporty familymembers who've played other racquet sports in just 10 or 15 minutes. Unfortunately there is often a lot of competition for courtsin Greenwich, given the popularity. The number of Greenwich residents playing Pickleball is growing every day. I've taught atleast 8 people myself. (Which is kind of the norm for the pickleball obsessed.) Do the math, we'll be in dire straits if BibleStreet courts don't happen. Thank you! Funding for Greenwich Ave bumpout/improvements needs to be cut from the budget. We have other priorities that need to befunded and addressed instead of this wasteful spending. Last year RTM cut remaining $500k bumpout funds to prevent andpostpone future such projects. Instead, DPW went ahead and announced plans to put bumpouts on every Gr Ave intersectionfrom the Post Road to RR Ave. Scarce parking spaces are lost with every bumpout project. Bumpouts have also appeared onlower Arch St without prior public knowledge and imput. People talk about trying to promote bicycle routes and safety, but tryriding a bike in traffic through a bumpout narrowed intersection. Bumpout projects are also being proposed for other sections oftown such as OG and Byram. All these projects would cost millions of dollars to complete. We need to cancel all theseprojects and put our tax dollars to more important uses.

I urge the BET to deny any ARP funding to the AHTF. We were told over and over that NO PUBLIC money would be involvedand that AHTF would only be funded by private donations. Until the 8-30g law is changed no amount of money into AHTF willget us any closer to 10% AH or let us meet moratorium requirements. When BET and RTM representation was removed fromthe draft AHT ordinance we were told it was because no public money was involved and BET or RTM representation wasunnecessary. When Town officials tell us no public money will be used they need to be held accountable to their word. TheAHTF hadn't even gotten off the ground before the public money grab began. If P&Z officials want to maintain any sense ofcredibility they should voluntarily withdraw their request for any ARP funding.

Dear BET,

My Name is Susan Schieffelin. I have been a resident of Greenwich for over 27 years. My husband and I have raised our four daughters here. Lately we have become increasingly concerned about the direction our state and town are headed in.

1) WE must lower taxes and keep them low. Families are under tremendous pressure to make ends meet. The policies and out of control spending of the current Democratic leadership in this country has created inflation reaching 10%. Federal and state regulations have disrupted our supply chain causing significant increases in prices particularly at the grocery store and the gas pump.

Meanwhile revaluations of real estate in Greenwich have increased real property taxes by 8 to 20 percent in the moderate-income communities of Byram, Chickahominy, Pemberwick, and Glenville. At the same time, Governor Lamont and his Democrat-controlled Connecticut Legislature are pushing a state property tax that will further burden Town families. We must stand with our residents and reduce taxes at home. 2) We must protect and improve our infrastructure., I am in support of the proposed stormwater and sewer projects to protect Greenwich’s infrastructure and homes. The damaged caused by IDA only highlights the importance of these projects. 3) Schools and educating our children should be our number one priority. We must move the CMS project forward as quickly as possible. I also support the various HVAC projects in schools. I support spending on education excellence for our children, and am strongly opposed to spending any funds on CRT or SEL for personnel or in the classroom. I understand the School Administration will receive almost $10 million in ARP funding and I expect full transparency on the spending. 4). We should not be spending $2.8 Million in FY 2022-2023 on bump-outs, $500,000 to re-imagine Greenwich and another $4 million over the next 3 years for more bump- outs that will permanently change the character of Greenwich Avenue. These projects will negatively impact local businesses, and the quality of life of residents. The BET should postpone any funding to redesign and reconstruct intersections on Greenwich Avenue, until a more comprehensive and thoughtful plan is designed that will, at the very least, not further reduce parking on the Avenue.

We MUST prioritize essential school projects such as CMS and Old Greenwich, as well as focus on sewers and infrastructure. Thank you for having the courage to make the right choice to put our children’s education and future as well as our residents’ quality of life before initiating projects that are unnecessary at this time.

Thank you for the opportunity to voice my opinion. I was not a) born in Greenwich and/or b) ever lived in NYC-but I know plenty of people who fit one or both descriptions! My husband talks of all of the places where he rode his bicycle with his pals growing up in Central Greenwich-the ponds in Pinetum for fishing and catching frogs, Loughlin Ave and Bible Street parks for baseball practice, early morning trips to Ada's and then Tod's Point. Plus he had two paper routes. His love of cycling continues today, he commutes by bike whenever he can and helped establish Pedal Greenwich. My friends from NYC love living here: the parks, beaches, schools and a plethora of interesting people and activities; however, they did not expect to spend half of their lives in a car-usually sitting in a pickup line or driving in horrible traffic. Children and families want and need the opportunity to ride their bikes around town: to school, shopping, activities and just for fun! Studies have shown when children ride their bikes to school, instead of being tired, they arrive energized and focused. This is especially marked in students with ADHD. But they need to be taught how to ride a bike safely. There are proven curriculums that can teach children either as a PE program or outside of school. They learn how to ride and maintain their bikes along with safety practices and rules for the road. Further, Greenwich needs a vision for safely incorporating bikes on our roads. There are federal dollars from the infrastructure plan that will be available to towns who have plans for active transportation. This will only increase our quality of life as studies show that when more people ride bikes, instead of traffic and parking getting worse, it gets better: less cars on the road and more available parking spaces. For the health, well-being and the future of our community, we need to incorporate active/alternative transportation now so that people of all ages can feel safe walking, riding bikes and driving cars. I am a long-time resident of Byram and a regular walker and bike rider. I walk or ride for exercise, to get to stores andrestaurants in Byram or Port Chester, and to go to the Port Chester Train Station. I still regularly walk along Delavan but rarelyride along Delavan Ave any more. The volume of traffic, the speed at cars travel along Delavan (when it’s not gridlocked) andthe disregard for pedestrians (and bikers) is frightening. The official statistics confirm what I already know as someone who haswalked or ridden along Delavan Ave for a long time - that Delavan Ave is one of the most dangerous sections of road inGreenwich. To make matters even more challenging, kids walk along and cross Delavan every day to get to the two publicschools in Byram. The pedestrian safety situation needs to be addressed before someone, a school kid maybe, gets killedcrossing the street. The $300,000 included in the DPW budget for pedestrian safety improvements along Delavan Ave is animportant first step in addressing the problem. Please do not remove those funds from this year's budget.

I'd like to thank the BET and DWP for taking the time and patience to recognize the long overdue need to correct the drain thatruns under Pemberwick park to Caroline's Pond, And additional funding for Den Rd I might add we do need to be aware, this is1 piece to a 3 piece puzzle. #1. WEST LYONS FARM: Used to be a farm, now we have a development called West and EastLyons Farm, that’s a large contributors to the water runoff through the Ravine were water goes to the Drain in PemberwickPark. They are Kept at full capacity at all times I understand the town is short staffed and am offering my availability every sixmonths with a selected West Lyons farm representative to do a walk-through with a proper punch list put together by a third-party that specializes in maintenance for retention and detention ponds. ( I'm only offering this because we have been told theydo routine check ups and clearly that's not the case ) #2. ( being addressed ) THE TRASH RACK: I referred to the trash rackas a shark cage and the drain as a straw. We need the proper TRASH RACK installed THE DRAIN: The straw/drain under thepark was installed long before the development of West and East Lyons Farm and is clearly under size to now carry theadditional capacity of water flow Especially since residence insurance is going up 400% and the value of their homes aredropping, in most cases people count on for retirement. This is to express my support for approval of the $116K in the budget to create additional pickleball courts at Bible Street. Thisis a great use of underutilized tennis or basketball courts. Pickleball is growing rapidly in the town of Greenwich and there isinsufficient court space. This is a great sport for all ages but particularly for senior citizens - it provides exercise and socialinteraction for our seniors with a minimal cost to play (they only need a racket and tennis shoes). I am writing to request that on March 31st you vote to keep the $116 K for the Bible Street courts in the capital budget for 2022-2023. Relocating back to town after decades away, I have found it extremely difficult to meet people. Especially not being amember of a club or having kids in the school system. Obviously, the pandemic and working from home does not help.Pickleball is just a very natural venue for socialization among the 50+ crowd. No wonder it is thriving everywhere. And, Parksand Rec has done a tremendous job promoting the sport. During each “season†that Pickleball is played (Spring, Summerand Fall), one can opt for one of 3 instructional classes or one of six round robin sessions (3 for advanced and 3 forintermediate play). In addition to town-organized play, individuals schedule pickup games among themselves. I’ve found thePickleball community to be inclusive, incredibly friendly and genuinely caring for one another.  As a former New Jersey and New York resident, I understand the importance of fiscal responsibility and low taxes,which are not a priority in the aforementioned states. The low property taxes were a significant selling point for my husbandand me to move from New York. However, after residing in Connecticut for nearly seven years, our property taxes arecreeping up. Low taxes are incentives to attract and keep families and businesses in the state. Consequently, I'm stronglyopposed to spending town funds on projects such as the proposed bump out renovations on Greenwich Avenue. Not only willit cost money, but it’s also anti-small business because of the reduction in parking spaces which is already a challenge. Thank you, Deneen Borelli D10 RTC Member, Delegate

I have livedin Greenwich over 50+ years and have been playing pickleball for several years. Oftentimes, I cannot get a court which provesto be very frustrating ! Clearly,the sport has taken off in Greenwich as it has all over the country!! We have many folks who havechosen to live and retire in Greenwich due to all the amenities the town has to offer. Unfortunately the town has not kept up withthe demand for courts for the fast growing sport of pickleball. Please consider reinstating the $116k into the budget forpickleball! Dear BET Members:

We are writing to request BET approval of the DPW line item of $500,000, related to the installation of conduits and historic lighting in the Central Glenville business district. My husband is a life-long resident of Glenville (4th generation) and I have been a resident for over 17 years. We have two children (5th & 6th grade) who utilize the central Glenville district on almost a daily basis to meet friends for recreation on Glenville field or at the Civic Center or for a bite to eat at Glenville Pizza. We are constantly concerned about their safety as they travel to and from central Glenville due to the heavy traffic, lack of signal synchronization and poor lighting. I cannot express how supportive we are of the broad improvements coming to Glenville including road, sidewalk and optimistically, lighting enhancements. As I understand it, approval of the lighting project is time sensitive to enable coordination with the Glenville Corridor Road Project. Additionally, the $500,000 is the total amount of a Public Private Partnership. Only $250,000 is the town’s contribution with the remaining $250,000 from matching funds contributed by local business leaders and community members. Commitments for the matching contributions are in hand, with details to be finalized in accordance with the Town bid and procurement processes The Glenville community is growing rapidly with the addition of the new condominiums at The Mill, in addition to the new stores coming to the Stop & Shop parking lot that is sure to bring additional traffic to the area. The historic-style lighting will help to create a more cohesive Central Glenville neighborhood, both for vehicles entering the area and for pedestrians. It will enhance pedestrian safety and walkability, aid in traffic calming, and help to define and energize the central business district. The Glenville Corridor Project has received input and support from the community at large and the Glenville Beautification Task Force was created to

seize this opportunity to improve the historic sense of place and beautify the area. Guided by community input, the Glenville/Pemberwick Neighborhood Plan, and the POCD, the historic lighting project represents the first in a series of neighborhood enhancements that are envisioned over the next several years. As Glenville residents we would like to see our community flourish similarly to Old Greenwich and Sound Beach Avenue. We look forward to walking to dinner and the park instead of driving and we are hopeful that some family-friendly businesses move into the vacant shops under construction now in Glenville. We miss walking to Scoops ice cream shop during the summer and hope one returns. We are also hopeful that a more family-friendly restaurant opens in our community, one that is representative of the family oriented community and one that is not prohibitively expensive as a couple of the restaurants are now. These major projects have been in the works for months now and have garnered much attention and encouragement. The town has been actively involved, there have been many meetings and a ground swell of support has emerged. The lighting project will provide the added enhancements to the larger corridor project. With the support of the Pemberwick Glenville Neighborhood Association, Glenville/Greenwich residents, local business owners, Planning and Zoning, DPW and the Architectural Review Committee, as well as local nonprofits, such as the Greenwich Tree Conservancy and Greenwich Green and Clean, the task force is working to create a project that will be cherished in the community for decades to come. We implore you please approve the $500,000 historic lighting line item in the FY2022-2023 Budget, to allow Glenville to take this important step forward. I was heartened to see that the funding for Old Greenwich and Julian Curtiss school was approved by the BET budgetcommittee. I am pleased that we are making progress toward our town's investment in our children's school infrastructure, andrespectfully ask the full BET to consider putting the full capitol funding forward for the RTM to approve in May. As a parent of afirst grader at OGS who's classroom's restroom floods with raw sewage after heavy rains, I know we can do better and that wehave started are on that path. Thank you!

As a parent and district 6 RTM member in Old Greenwich, I have been thinking a lot about the quality of life we have in our townand the caring and dedication of residents who love living here and want to make improvements for generations to come. Thereare several projects that residents have been working on that would improve safety for both pedestrians and cyclists, andimprove recreational opportunities for our children and seniors. These investments will yield dividends in our communities'overall health and well being. Specifically, I encourage the BET to support the $750,000 line item for sidewalk construction onShore Rd. My family lives off of Shore Rd and uses it often to bike and walk, often at our peril. I would love to not feel at risk ofgetting hit by a car in my own neighborhood by just walking down the street. I also encourage support for the $600,000 in fielddrainage improvements. My son has missed many a soccer game after the seemingly more frequent storms we haveexperienced of late. And finally, please consider funding for a bike lane study and the creation of additional dedicated pickle ballcourts. Especially after these last two years of covid, we know now more than ever, the importance of creating communityspaces where all of our residents can safely exercise and get fresh air, and take a break when working from home. We allbenefit from a town that invests in creating infrastructure for safe and healthy recreation that connects us to one another. Asalways, thank you for consideration and for your service.

We must maintain the $300,000 earmarked in each of the next three budget cycles for pedestrian safety and traffic calmingimprovements in Byram. In the last nearly 5 years I have lived on Louden Street, I have witnessed hundreds of instances wherecars have blown through the stop signs coming off of 95 onto frontage and making pedestrian walking impossible. The policewill show up and park there but never give out tickets. If you put a camera there to fine cars it would be a great revenue source.There should be a stop sign or a pedestrian crossing flashing light signal installed at Byram and Frontage Road, and a way toslow traffic on Byram Road and Delavan Ave. There should also be real stairs put in on the path that goes from end of HarfordAve to Byram Road.

As a past commodore of the Old Greenwich Yacht, I am well aware of the silting in of the channel.I would like to make a fewpoints for you to consider before you cut the funding from the budget for this dredge. 1) today we can dredge the channel, butwho knows what we will be able to do environmentally in the future 2) we are in the queue for this dredge, starting over wouldset us back 5+ plus years 3) from a safety standpoint, there must be a clear channel to the dock in the event of a medicalemergency to meet an ambulance 4) many of the boats would not be able to be stored in OG and this would be lost revenue tothe town. I am in support of this dredge, and encourage to consider my comments. Thank you

And it defers subsequent school renovation projects, resulting in an ever-expanding portfolio of aging structures that are costly to maintain. We are taxpayers who do not take for granted the benefits of living in a town so prudently managed. As volunteers in a leadership role ourselves, we understand the amount of time, energy, and thought you contribute to our community. What we don’t understand is how a town like Greenwich – with the largest grand list and lowest mill rate in the state – could end up in this position. The Department of Human Services is historically underfunded. If they are to be made whole going forward, it cannot be viaARP alone but from annual increases in the town budget until they catch up. The average city/town of 65K residents in the USdedicates 4% of their annual budget to Human Services, Greenwich isn't even close.

The published plan is thoroughly disappointing in its lack of support for local NPs. The ARPA monies were expressly given toease the human pain and loss brought on by the pandemic. Yes, the monies are also to support infrastructure but not to thedetriment of Human Services providers. Please halve the amount set aside for remediation at GHS (a self inflicted wound) anduse the money to shore up the NP portion of the distribution. Thank You.

I am writing to support the proposed Capital Budget project "Dredge GP Cove Channel", Account Code 833. Dredging ofGreenwich Cove is needed to help restore the qualities of the Cove as they existed prior to numerous human constructionactivities over the past 150 years. The construction of a causeway (Tod's Driftway) has reduced the tidal flushing action thatused to exist. The large amount of construction, tree removal, soil disturbance, and paving that has occurred since that time inthe watersheds that feed into Greenwich Cove have resulted in a very large accumulation of silt that has altered the Cove'secosystems and interfered with human use of the waters of Greenwich Cove. The proposed budget dredging project is oneimportant step in restoring the healthy functioning of Greenwich Cove.

Our neighborhood of more than 50 homes was created 100 years ago and is located on Greenwich Cove. For many decades, our families and those who preceded us, have enjoyed access to the waters of Greenwich Cove on the shore of our neighborhood. However, the portion of the Cove where our neighborhood is located has experienced a heavy accumulation of silt which makes water access impossible except for less than two hours before and after high tide. Dredging to remove much of this silt would provide a wonderful benefit to our neighborhood and to the other neighborhoods bordering Greenwich Cove. We strongly support the proposed project to dredge Greenwich Cove that is included in the First Selectman’s Capital Budget for the Fiscal Year beginning July 1, 2022. Greetings members of the BET, BOE, and RTM members in general, With our Byram Veterans Assoc. bldg. located at 300Delavan Ave. I can attest to the fact that this is a very dangerous thoroughfare. A road with new and revolving problems that canonly be solved with focused innovative solutions. The danger to everyone never stays the same but only increases in time. Thatis why funding for these projects should not only be implemented but done expediently. Surely everyone will tell of a dire needfor a project. But the proof is clearly evident here. Representing over 300 Old Greenwich Yacht Club members, all of whom are Town residents, most of whom are boaters withmoorings in Greenwich Cove. 300 Town resident moorings in Greenwich Cove. Requesting to keep in the Budget the next phaseof Dredging Greenwich Cove Channel, approximately $ 40,000.00 request. Silting up of channel is making it impossible forsailboats to access the Town dock at low tide. Difficulty in hauling boats for storage in the Town boatyard over the Winter. (revenue maker for the Town). Opportunity to dredge is now, while it is still allowed. Circumstances could change if this line itemis removed and it has to start going through the process again in several years. Money has already been spent to get thisproposal this far. Safety - there is an AED at the OGYC Clubhouse, it is on the list to be mounted on the outside of the buildingadjacent to the Town dock. Presently a sailboat and perhaps the larger Town Police boat, could have trouble coming in to thedock at low tide in an emergency situation. Thank you for listening to our comments.

As a resident on Hillside Road, across from GHS we are strongly supportive of the second egress proposal from the GHScampus onto the Post/E. Putnam Rd, and see the need for this 2nd egress for both safety and emergency access for the GHScampus as well as to ease traffic flow from the GHS into the residential districts that Hillside, Brookridge, and Fairfield Roadsare part of; the second egress would spread that traffic onto the the Post E. Putnam Rd from those neighboring residentialdistricts. I hope this is strongly considered by the BET. Thank you.

I have a child currently enrolled in both Julian Curtiss and Central Middle School.However, I am also the VP Facilities for PTAC and have been in touch with all of the 15 schools over this school year. I havecome to notice, and it is not difficult to notice in Greenwich, that our public schools are in disarray. They are crumbling.Flooding, ceilings collapsing, schools having to shut down because their infrastructure is a danger to the students. I think wecan all agree that the 3 schools that are on the budget line this year- Central Middle School, Old Greenwich Elementary andJulian Curtiss Elementary school have serious issues that need to be addressed. I don’t think that this is in debate. I knowthat Old Greenwich has a lot of the same issues as Julian Curtiss and I want to make sure that they get the same support thatCentral Middle School and Julian Curtiss will receive. I am also happy that Central Middle School now has a spotlight shown onits myriad of issues. I am not happy with how that happened- a school should not have to be shut down due to infrastructureissues before people in the town take notice. That is unacceptable.

I also understand that the capital budget does not takeinto account the effect of inflation, which in the current environment is likely to be significant. Given these circumstances, I askthat in setting this year’s budget you minimize wherever possible spending on projects that are desirable but not urgent orthat represent spending for recreational (as opposed to educational and basic infrastructure) purposes. I also ask that youeliminate any funding for bump-outs and other improvements on Greenwich Avenue, which fall into the “nice to haveâ€category and that in my view do nothing to improve the ability of pedestrians to cross Greenwich Avenue.

Furthermore, any taxpayer funds provided to the Trust should be used as partial “matching fundsâ€under a program pursuant to which the Town would match a percentage of the private donations made to the Trust up to acertain maximum contribution from the Town as a way of encouraging private donations.

RE: TRAFFIC SAFETY BUDGET FOR BYRAM To the BET, My name is Kory Wollins and I am both a resident of the Byramcommunity and the owner of Burgers, Shakes & Fries located at 302 Delavan Avenue which is situated at the corner of DelavanAve. and New Lebanon Avenue/Veterans Way. Over the 14 plus years I have been in business at this location, I have not onlywitnessed vehicle collisions involving pedestrians, but countless close calls at this intersection. From speeding vehicles tovehicles ignoring pedestrian walkways to vehicles cutting the corner to avoid the traffic on Delavan, this intersection,(which isjust one of the focal points of the proposed spending for Byram,) is ripe for a tragedy if something is not done to implementpedestrian safety/traffic calming measures at this location. With the documented history of pedestrian injuries at thisintersection, why would the BET forgo the opportunity to implement a safe solution at this clearly dangerous location at thepresent time? The $300,000 that the BET is looking to cut from the budget for pedestrian safety in Byram may not seem likemuch, but it is going to seem like an even smaller sum when tragedy strikes. There is a clear pattern of issues at this particularintersection which will only be exacerbated by the ongoing Port Chester redevelopment, and I urge the BET to leave this minorsum in the budget so we can address this issue and ensure the safety of all the residents of Byram that will consistently usethe improved crossway for years to come. I distinctly remember my very first day walking down Greenwich Avenue. It was a Saturday, and the street was bustling with shoppers and strollers enjoying the day. I made the fateful mistake that all newbies make of attempting to cross the street without waiting for the go ahead from the Police Officer. I got scolded, bystanders chucked, and life went on. The Police presence on Greenwich Avenue was comforting and made our town distinctive but that ship has sailed. Now we have bumps out. First one, then three more proposed and many more slated to be built. The Elm Street bump out was built despite tremendous opposition by residents, property owners and merchants. To my knowledge there were no studies done or questions answered. A website called Greenwich Ave Streetscape was intended as a platform for public feedback. Yet, no one can see any of this feedback despite asking repeatedly. The bump outs cause: confusion, blind spots, and loss of parking and they are dangerous.

• they make turns difficult especially for larger cars and emergency vehicles.

• they create poor visibility.

• they force drivers to accelerate unnecessarily to get up and over the bump.

• they push pedestrians into intersections jeopardizing pedestrian

safety.

• my friend who has been on crutches for the past three months tells me that bump outs are much harder to navigate due to the steep varying heights of the sidewalks.

• think about how dangerous it is to ride a bicycle through a bump out narrowed intersection.

• they create fewer parking spaces making competition for spots

more aggressive.

• they cause congestion due to sharper angels making it more difficult to turn.

• the aesthetics are short lived. the paint fades, the flower beds are

not properly cared for.

To pay for these unnecessary bump outs the projected cost to taxpayers is $4 million dollars over the next 3 years (excluding inflation and additional spending for maintenance).

I urge you to kill the bump outs and put that money toward more vital projects. From what I’m hearing tonight, there are many. Thank you. Laura Darrin

I object to the Greenwich Ave improvements (specifically the bump outs) when money could be redirected to the schools likeCMS (immediate need) and the HVAC improvements of the network of schools here. I am committed to maintaining or loweringproperty taxes. There are many many properties owned by the private schools in town that remove those homes from the taxroll. The members of those private school communities use our infrastructure, and yet don't contribute.Further storm water andsewer projects are a must to protect this community and tax payers from the catastrophe caused by IDA last September.

I very much support the $600,000 needed for Field Drainage Improvements included as part of the FY 23 Field Master Planbudget request. This funding is much needed to support our overused fields. We shouldn't have to experience delayed orcancelled games the day after rain for several days on end. Please support the Sidewalks on Shore safety project. As a 20 year resident of Old Greenwich and longstanding resident ofShore Road, I know first-hand how important this project is to the safety and welfare of our community. This project is not newand has been under various forms of consideration for nearly 20 years. Shore Road was listed on the 2006 and 2010 PedestrianSafety Priority List and the Eastern Greenwich Neighborhood Plan in 2015. It is long past due for funding and completion. Thereare 16 bus stops on Shore Road and it is heavily trafficked by commercial vehicles, including construction trucks, 18 wheelersand other vehicles and Shore Road serves as a major artery connecting Stamford to Old Greenwich and Tods Point.Importantly, school children walk along Shore Road to get to and from Old Greenwich School and town. Snow and leaf pilesmake their daily commute even more dangerous. Many Old Greenwich residents walk, jog and cycle on Shore Road and night-time is particularly risky as there are several blind spots along the road creating significant added risk for an accident. There isstrong community support for this safety project and I respectfully urge the BET to maintain the $750,000 line item.

I want to see GPS submit a FACILITIES MAINTENANCE PLAN for all structures and fields within the school district. Does thiseven exist? If it exist, than why are so many of our buildings — and fields — in the horrid shape they are in? There must be abig shift in this arena immediately. It is our tax dollars paying the GPS Facilities Department employees’ salaries, as wellas paying to “fix†buildings — such as Cos Cob School, North Mianus, and, most recently CMS — when they are fallingdown around us or deemed unsafe. In addition, there is speculation, albeit proven via the recently recorded RTM Ed Commmeeting, that Toni Jones is NOT following protocol using ESSER funds. How is the BET holding the GPS Superintendentaccountable for funds provided by the Town of Greenwich, whether it’s in the Capital or Operating Budget?

The Dorothy Hamel Rink and the Eastern Greenwich Civic Center — I am unclear why of all towns, Greenwich has some of theworst athletic facilities and fields (F&F) I have ever seen. I have lived in California, Washington, New York, and now Greenwich,CT. The condition of our Town F&F is horrendous and nothing short of embarrassing. And don’t get me started on our DogPark!!! This is not necessarily nor exclusively the fault of the BET; there is much blame to go around. I again go to maintenance— where’s the schedule from the Parks & Rec department? Where is the planning and forethought? P&R has requestedan additional $4mil for EGCC, which is basically a rebuild of a similar footprint and, based on the two surveys conducted withinthe community, not meeting the needs of the residents. The Rink now is looking for a space to house a “temporary†rinkduring the rebuilding of the new Rink. One might have thought that adding a skating rink at EGCC or even one of our publicschools, might have been discussed prior to submitting budgets and diagrams for the approval process. Although the BET’s job isn’t to oversee how Town employees do their job, there is a responsibility to ask pertinent questions that relate toall budgetary matters, including the “what if’sâ€. Then there is the time it takes to get anything done. In the privatesector, contractors, architects, etc are monetarily rewarded when a project is completed early or on time. Can’t this applyto Town projects as well?

Please continue to educate the public about the budget process and how it works in Greenwich. Please consider initiating “creative ways†to fund projects — such as Time-Restricted Assessments. Most residents don’t want their propertytaxes or their Mill Rate to increase. Most don’t understand the difference between the two, either, but that’s not thepoint. Instead of discussing the possibility of increasing either, why not assess tax payers for Town projects. I understand you are considering canceling the dredging project in Greenwich Cove. I have a mooring there and strongly supportdredging. I realize it is easy to look out at the Cove and think this is a project for just a few people. That would be incorrect. Forexample, I crew on a 30' sailboat moored there. One race we had crew from six different households in town. Pretty goodconsidering there were only seven people on the boat. However, this boat can only use the dock within an hour or so of hightide.

Please allocate $116k to pickleball courts in Greenwich so that those who work full time can play at off hours and onweekends. If there is more availability throughout the day and on more courts, there will be more availability and flexibility foreveryone to play. And since so many towns are putting more $$ to enable their resort a to play and improve in pickleball, weneed to keep up so we can play with them too and host local tournaments. It’s a great activity for so many ages!

My son and I use the Greenwich Library Innovation Lab all the time. Since Covid, March 2020, we have attended their ZoomPresentations. We are in awe of the technology, STEM, they have taught us! I’ve been using the Greenwich Library since Iwas in elementary school. The Innovation Lab is an invaluable resource for parents and students. The Lab offers Greenwichresidents access to technology and equipment that is only available at universities and private schools. This Lab exposes andteaches my son STEM (Science, Technology, Engineering and Math) that is of vital importance for competing in today’seconomy. It’s crucial for all Greenwich residents to have equal access to these emerging technologies. The GreenwichLibrary Innovation Lab is a community service that needs to be supported by the town. Please, please support the InnovationLab. We need this technology to enrich our lives and that of our children. Thank You!

I am writing to Town of Greenwich BET about Greenwich Library’s Innovation Lab. My Fifth Grade son has attended manyeducational and production events at the Lab, over the past 2 years. I am amazed at the 3-dimensional creations from simpleshapes to intricately detailed buildings, such as The Empire State Building, Roman Colosseum and Brooklyn Bridge, to namea few. Also, there is an etching machine that recreate any image on flat surfaces, like a wood cutting board or coasters, orcurved surface, such as a glass or mug. The Innovation Lab’s Staff is friendly, caring and knowledgeable. My son haslearned so much about this up and coming technology of the future. The Staff is always willing to answer questions and go theextra distance. This is an amazing program for both children and adults, which needs to continue. Please approve funding tosupport Greenwich Library’s Innovation lab. Thank you!!!

$78M is just too much capital spending even after COVID diet last year. $253M & $130M in following years is absurd. In orderto fix the dereliction in Schools maintenance, we need to have a longterm plan to sequentially address each school's majordeficits. Unfortunately, CMS needs to be replaced, & BOE has run out of time to evaluate other options (eliminate CMS andexpand EMS & WMS) and we simply need build a new CMS.

Fund CMS. Pick one - JC or OG, whichever removes the most maintenance from the next 5 years as found in the proposedbudget.

Fund GFD fire vehicles this year, and then expect NOT to fund another for 3-5 years. Addressing Matrix seems to keep gettingmore expensive. I am skeptical of the need for the new hardware. Remove Greenwich ave improvements. Folks walk around theexisting Elm St intersection. Not a need. Does Parking Services really need 2 SUVs??? Do we really need solar carports? Thisneeds to be reduced by $18M or more this year and as much as possible to make next year workable. Include the Glenvillefunding - PPP, so only half of what's shown. Now is the time to do it as the roadwork is done.

The Pemberwick neighborhood was hit especially hard by Ida flooding due to the issues around the Pemberwick Park drain. Istrongly encourage you to approve this appropriation, but suspect that $2M may not be enough! If not, I urge funding the entireproject. I also support the various HVAC work, especially the Schools, and trust that this work will be in addition to the $6.6Min the proposed capital budget for next year. I also trust that any investment in CMS will be balanced against the anticipatedlifespan of the building and therefore of the investment itself. I am concerned to see some proposals include out years beyond2022-2023. Given the one-time nature of the ARP funding, it seems inappropriate to introduce new programs which will seekannual funding. These should have been included in the proposed budget for 2022-2023. These include: Public Health Educator,TechCONNECTT, Youth Services Bureau Admin etc. Again, these are simply not appropriate for ARP funding and should beconsidered in the context of the normal budget process. I also urge you not to appropriate ARP funds for the Affordable HousingTrust Fund. AHTF has only recently been created. Part of the “sale†was that it would NOT be publicly funded for theimmediate future. Finally, this is a significant amount of proposed funding ($1.1M) which, given our Schools Facilities crisis,has a large opportunity cost. We just spent an unanticipated $1.75M on CMS. We have a massive maintenance debt to workdown.

The impact of reassessment on modest neighborhoods with no Mill rate change is already at 10-25% tax increase. Balanceunfortunate Schools facilities needs with reality for residents. Plus contract increases, we need more efficiency from personneland to defer whatever capital spending is not necessary.

I am the Director of Domestic Services at YWCA Greenwich. In 1981, Greenwich United Way needs assessment identifieddomestic violence as a concern in our community and that there were no local services available. And now, in 2022, there areclear indicators that sexual assault and child sexual abuse are prevalent in our town and there is a significant gap in accessibleservices. When clients come to us, they are real human beings whose lives are complicated, their problems overlapping. It isimpossible to sort the into discrete buckets. And yet, that is how current services are configured. The designated sexualassault services provider for Greenwich is a Stamford-based agency serving 8 towns in Fairfield County. The separation of “sexual assault†services and “domestic violence†services is confusing for victims. Many experience BOTH kinds ofviolence and should not be compelled to split their needs. In fact, 33% of sexual assaults are committed by an intimate partner.Furthermore, the provider in Stamford does not provide any services for children under age 14. It is unacceptable that ourchildren cannot receive the care they need if sexually assaulted. I have observed our officials debate town budgets for years. Ihave often hear the need to prioritize needs over nice to haves. The reallocation of this funding sends a message that anincreased and improved response to sexual violence in Greenwich is just a “nice to have.†Please consider restoring thisARP funding to the original recommendation. Thank you.
