The plight of the poor blind isheartrending. Their life is nasty, brutishand short. They live off the scraps from thetable of others often reduced to begging onthe streets to survive. The tragedy is thatthe suffering is unnecessary as 80% ofblindness is curable. The situation in 1984,the year when our founders Graham Laytonand Zaka Rahmatulla were retiring was stark:

An estimated 20 % of the population wasaffected either by blindness or impaired vision.

Of this 1.8% were blind.

The Prevalence of blindness and impaired visionwas 3 x higher among the poor (vs. the affluent)

Although 80 % of blindness was curable the pool wasgrowing as most of the blind lived around the povertyline, had limited or no access to Government’sophthalmological facilities and could not afford the costof the treatment in the private sector.

Qurat ul ain, Abeera, Ather and Fatima are from afamily of 8. Only 2 out of the 6 siblings hadnormal eye sight. Their father was retired and hadjust his pension to support the family. The mothersupplemented his pension by selling homemadepickles. All 4 suffered from corneal dystrophy andedema as a result of which their vision was verylimited. They required corneal transplants whichwere carried out at LRBT’s Korangi hospital. This has transformed their lives: Qurat ul ain now works in a bank, Abeera gives home tuitionswhilst Ather & Fatima are in the second year atCollege. The sun is shining once again. Our journey started with simplecataract extraction surgeries in1985 which over the yearsprogressed to Intraocular LensImplantation and at present we aredoing advancedphacoemulsification surgeries withfoldable and premium multifocaland toric IOL’s. along with MSICS(Manual Small Incision CataractSurgery). MSICS is a low costtechnique which gives visualoutcomes comparable withPhacoemusification and is suitablefor developing counties.

Vitreoretinal surgery is a skillwhich is mastered by few. At ourTertiary Eye Hospitals we aredoing delicate Macular surgerieswith the help of high speedvitrectomy system Constellationby suture less 27+.G MicroIncision Vitrectomy. Vitreo retinaldiagnostic facilities are alsoenhanced by the presence of SD-OCT, HRT and RetinalAngiography machines.

LRBT set up its own Schoolof Opthalmic Para medicine inJanuary 2011 to augment theavailability of trained/qualifiedmidlevel health workers.

It is recognized by Sindh MedicalFaculty and is also affiliated toJinnah Medical University throughJinnah Medical College Hospitalfor students from other provinces.

Courses which are a mix ofclassroom & practical work areoffered for OphthalmicTechnicians, Refractionists &Operating Theatre Technicians.

Currently there are 47 students inthe programme. A total of 128have qualified so far.

There are currently 46 Doctors inthese programmes. A total of 157Doctors have qualified so far.

Graham Layton our Founder Chairman washonoured with the Sitara-e-Quaid-e-Azam(Star of Quaid-e-Azam) in 1990 for his tirelesswork for the underprivileged in Pakistan. In1994 he was advanced a CBE in the UK’s 1994New Year’s Honours.

Sightsavers has had diversified engagement with LRBT spread overnearly three decades spanning from comprehensive cataract support,glaucoma screening, school screening, low vision clinics, developmentand up gradation of Community Eye Health Centers to training of midlevel health workers.

Graham Layton Trust (GLT) in the UK is one of our largest donors andhas provided us support in diverse areas. Currently it funds our entirerequirement of Intraocular lens used in cataract surgery.

Layton Rahmatulla Benevolent Foundation (LRBF) Canada supports ourcataract surgery programme.

USAID supported our female blindness project involving cataractsurgeries during April 2012 - May 2013.

Friends of LRBT USA and its predecessor LRBT America has fundedpurchase of equipment and our cataract surgery programme inselected hospitals.

Fred Hollows Foundation supported our cataract programme as well asour Satellite clinics project focusing on Diabetic retinopathy.

Government of Sindh through its Community Development Program enteredin a Public-Private partnership with LRBT for conducting sight restoringcataract surgeries at our Sindh Hospitals during years 2010 - 2013.

Pakistan Baitul Mal has been a partner of LRBT since 1987. Initiallyassisting LRBT in procuring ophthalmic equipment, financinginfrastructure requirements and later by cataract support.

The Federal Zakat Administration and the Sindh Zakat Administration hasfunded surgeries among poor and needy patients.

Vitol Foundation Switzerland has supported diverse programmes rangingfrom support for our mobile medical emergency teams during the 2005earthquake and the 2010 floods, expansion of Tando Bago Hospital,additional new equipment, and our Pediatric blindness programme.

Infaq Foundation has been supporting LRBT both in terms of acquiringequipment, infrastructure and for sight restoring surgeries.

Apart from their extensive Group support under the Seeing is Believingumbrella, Standard Chartered Bank Pakistan has supported our FemaleBlindness programme.

Association of Pakistani Physicians in North America (AAPNA) hasfunded screening camps in remote and marginalized areas.

Brian Holden Vision Institute has helped LRBT set up 10 state of the artlow vision clinics at our Secondary hospitals. They have also upgraded.the clinics at our Lahore Kot Lakhpat & Korangi Tertiary hospitals.

Shireen Sultan Dossa Foundation, Switzerland has made substantialdonations to build up our Endowment Fund for long term sustainability ashas I Care Foundation in USA.

Anjuman Islamia Chiniot are funding the setup as well as runningexpenses of our Chiniot Hospital.

GlanceAchievementsat a

Chairman’s ReportLRBT has been described by a Country Director of Sightsavers (also known as the RoyalCommonwealth Society for the Blind) as the only safety net that the poor have to accessquality eye care services in Pakistan. That a humble NGO is being described as such is atelling comment on the state of the Government’s health services. But it also has an upliftingmessage: it shows that a few dedicated individuals passionately committed to a cause cancreate an organization which becomes the backbone of service delivery for the poor anddeprived in their area of intervention.

LRBT commenced its operations in November 1985 through a humble mobile unit in Lower Sindh.In our first year we received a mere 11,699 patients and conducted 546 surgeries. OPD wasconducted in tents while surgeries were performed in the mobile unit. We moved into a purposebuilt facility 4 years later. We followed the same modus operandi in the early years. Korangi(Karachi), Lahore and Tando Adam hospitals all began this way. 30 years later we have grown intoa vast network of 18 purpose built hospitals and 54 clinics located in such a way that mostPakistani’s are within a 3 hour bus ride of an LRBT facility. This network was visited by aphenomenal 2.7 million patients in the year ending June 2015 and performed 248,403 surgeriesabsolutely free of all charges. In the 30 years of our operational existence more than 30 millionpeople visited the OPD’s of our hospital and we performed more than 3 million surgeries. More thanone out of every 3 people who visit hospitals in Pakistan for eye treatment are treated by us andmore than one out of every four adult patients who require eye surgery especially cataract (which isthe biggest cause of blindness) are operated at our hospitals. For children the ratio is one outthree. Such scale is unheard of in NGO’s. The nearest example is Aravind in India who have anetwork of 11 hospitals and 57 other facilities. Although Patients Visits to their centres were 3.5million last year and 401,000 surgeries were performed, in terms of percentage of the total PatientVisits and Surgeries in India they were far smaller e.g. their share of cataract surgeries is only 5 %.

One of LRBT’s founding values is that Charity should not mean second rate treatment. In orderto ensure that our patients receive quality treatment we have equipped ourselves with the lateststate of the art equipment. The second essential in delivering this is to have highly skilleddoctors and paramedics. To achieve this we run the largest post graduate programme inOphthalmology in the country and have also established a school of Ophthalmic paramedicinein Korangi. As a consequence we consistently surpass the benchmarks for visual outcomes forgood cataract surgery established by WHO and the International Centre for Eye Health.

We have achieved an enormous amount in the last 30 years but our work is not yet done. Thereare still 1.9 million blind persons in our country and another 190,000 become blind every year.There are also 19 million people with impaired vision. We will be opening a second hospital inLahore on Multan Road in August 2015 which has been donated by our Trustee Mr. UsmanParacha as our Kot Lakhpat Tertiary facility is bursting at the seams despite many expansions. Apurpose built hospital on Jhang Road near Chiniot is also on the drawing Board. This is being builtby the Anjuman Islamia Chiniot and is expected to be ready in 2 years. In our 10 year visionhospitals are needed in Dadu or Larkana in Sind, Rahim Yar Khan & Gujrat in Punjab and Bannuin Khyber Pakthunkhwa. But these are dependent on availability of Funds not just for construction/but also for Running Expenses. But as Graham Layton used to say, “God will provide”.

Finally I must thank our donors large and small whose generosity has made all this possible,those of our supporters who have given us their valuable time, the media who have given usfree airtime and space, and our dedicated and committed staff who work long and hard for littlematerial benefit. Review of OperationsOPD Visits / surgeriesDuring the year ending June 2015, 2.7 million patients visited our 18 hospitals and 54Community Eye Health Centers, a growth of 8% over the previous year in which just under250,000 major & minor surgeries were performed. Growth in major surgeries was +6% overlast year. Cataract, which is the leading cause of curable blindness constituted 90% of majorsurgeries. Other surgeries included Vitreo Retina, Trabulectomy (Glaucoma), Corneatransplants, DCR, Squint etc. We remain the biggest provider of Vitreo-retinal surgery andCorneal transplants for the poor people in the country.

115 corneas were transplanted at our tertiary Hospitals Lahore and Korangi: 34 in Lahore, 81 in Korangi.

9,987 patients were treated with Avastin in our Medical Retina clinics for Age Related MacularDegeneration.

exPensesOur operating expenses during the year were Rs. 781 million being 22.2% above last year.Main reasons for this increase were 12% salary increase over previous year; start up andoperations of a new hospital at Chiniot for part of the year; preliminary expenses of anothernew hospital being established at Multan Road, Lahore; increase in establishment at otherhospitals to cope with increase in number of patients; over 8% increase in patient visits toOPD and in major surgeries; increase in Fundraising activities for our Zakat campaign. Capital Expenditure at Rs. 93 million was 42% lower than last year as the new hospitalbuilding constructed in Odigram was capitalized in the last financial year. Our overheadexpenses were 4.05% of operating expenses and are among the lowest in the world.

sTandaRd ChaRTeRed-LRBT paRTneRship in Ramzan 2014Standard Chartered advertised both in print and in their portals to request their credit cardcustomer base to LRBT by donating their loyalty. We also supported this by publishing thesame message on LRBT’s facebook page.

eFu-LRBT paRTneRship in Ramzan 2014During Ramzan, for a period of 7 days, EFU supported LRBT by sharing our cause/messagewith its facebook fans and for every comment received during that week on LRBT’s or theirfacebook page they donated Rs.20. It was supported by radio for 2 days FOC and created agreat buzz.

LRBT FundRaiseR maRCh 2015-KaRaChi, paKisTanRashna Gazder, a renowned pianist and teacher organized a fundraiser in association withHBL Foundation to raise funds for LRBT .The event took place on 1st March, 2015 at AvariTowers, Karachi and was well attended by leading corporates, bankers, parents of performersand many socialites.

It was an enthralling and intense musical act aided with visuals about LRBT’s services, networkof hospitals and facts & figures about visual impairment in Pakistan.

We are extremely thankful for the support of Gazder family with a very special mention of Mr.Nauman Dar, President of Habib Bank and HBL Foundation.

exPAnsiOn OF CAPACitYgamBaTThis project sponsored by a generous UAE based Donor is nearing completion. The OPDComplex has already been operational since March 2015, while the female / male wards andthe Post Operation Examination Hall will start functioning soon construction of residences fordoctors to ensure their availability at the hospital premises is underway. A canteen for thebenefit of the patients, an optical shop and some maintenance work on the old building isexpected to complete early next year.

aKoRa KhaTTaKTo cope up with the sharp rise in the number of patients we embarked on a major expansion:a new purpose built OPD Complex to provide spacious and comfortable waiting areas,screening and consultants’ rooms, laser, low vision rooms, pharmacy, optical shop and anadditional Operation Theatre with allied services is presently being built at the Hospital. Theproject also includes a guard room, generator room and additional residences for the doctors toensure their availability at the premises for the patients. A UAE based donor is funding thisproject which is expected to be completed in the first quarter of 2016.

KoRangiIn view of the increasing space requirement at the Central Store at Korangi which wasnecessitated by the addition of ten new hospitals and twenty five CEHC’s in the last decade, a new purpose built block twice the size of the old Store was constructed which becameoperational in June 2015. This will improve our efficiency and will enable us to provide aseamless and uninterrupted flow of supplies to all hospitals and CEHC’s in the network.

A total of 7,124 patients were examined, out of which 3,059 were medicated, 2,553 refractedand 1,026 patients referred to our hospitals for detailed examination and / or surgery.

OtHer initiAtiVes 2014LRBT sCaRvesPakistan’s top fashion brands Deepak Perwani and Gul Ahmed joined together to supportLRBT’s mission to eradicate curable blindness from Pakistan. Deepak Perwani in collaborationwith Gul Ahmed put together four exquisite silk scarves that was a must for every wardrobe.

This year’s scarf campaign was coined “The Story of LRBT” dedicated to the tens of millions ofpeople whose lives have been improved over the span of LRBT’s existence. The mostcommon eye disease in Pakistan is cataract which can then lead to blindness. Millions inPakistan are suffering from it and wait for a miracle, as they cannot afford a surgery.

neW HOsPitALsLahoRe, muLTan RoadWith the ever increasing volume of patients in the sprawling city of Lahore, this Hospital will beable to shoulder and supplement the load of a large number of patients from the surroundingareas that travel to our Tertiary Hospital in Kot Lakhpat for treatment. This hospital will offerlarge waiting areas, three spacious operation theatres, consultation clinics, an admissionsection, low vision clinic, laser rooms and other allied facilities. Mr. Usman Paracha, a Trusteeand a generous longstanding supporter not only donated this building to LRBT but is alsofunding its renovation, remodeling and refurbishment for its conversion into a hospital.

ChinioTFollowing the penning of a three year lease agreement in September2014 with Anjuman eIslamia Chiniot, civil work began in order to remodel an area in their existing General Hospitalpremises in Chiniot where LRBT would start operating a small eye Hospital. This facilitybecame operational from 1st January 2015, on schedule. The entire funding of refurbishment,ophthalmic equipment and running expenses of this unit was borne by the Anjuman. TheAnjuman has also commited to build a purpose built eye hospital just outside Chiniot on JhangRoad during the lease period where we will shift when it is ready.

Process for enrollment of students underSindh Medical Faculty and Jinnah Medical & Dental College (JMDC) has been completed. Atpresent 47 students are undergoing various paramedical courses at LRBT School Korangi.

Session 2014: Results were been announced by the Sindh Medical Faculty; out of 25students, 23 qualified in the Annual Examinations. Earlier, all 7 students from Punjab and KPKqualified in their final examination held at JMDC.

Annual Ophthalmo Conference Lahore 2014 was held from 5th to 7th December 2014. A core group of volunteers has been established after a year of regular meetings andwe are grateful to Trustee John Walker for his role and support in this respect.

FundRaisingOnce again, a successful campaign was run during the holy month of Ramadan and£110,000 was raised to fund free eye care in Pakistan.

GLT partnered the Brandenburg Choral Festival as their ‘nominated charity’ for a choralconcert at St Martin-in-the-Fields church in Trafalgar Square on Thursday 11thSeptember2014 at which the Rachmaninov Vespers were sung by candlelight. It was a tremendousopportunity to be publicised within a sector that should be a major part of our donor base.The Trust was mentioned in all publicity material, with a link to our website on theBrandenburg Choral Festival website. Additionally there was a full-page article in the concertprogramme with our work in Pakistan being mentioned in the opening speech before thestart of the concert, it benefited from the proceeds of a retiring collection.

It celebrated its 30th anniversary on 14 March 2015 with a Gala Dinner and Auctionheld at the Park Lane Hotel, London raising more than £80,000 in proceeds for thecharity. The stunning art deco Ballroom was filled with more than 250 guests, mainly

loyal supporters and some new to the cause. This year there was a strong representation ofyoung people, who brought a buzz of excitement to the event and a promise for the future ofthe Trust. The evening began with a welcome from the Master of Ceremonies, Trustee DavidKotler, followed by a short address from the Chairman and Trustee, Mian Ershad Zaheen.There was a classical dance performance by the non-profit arts group, Baithak U.K., withmusic set to poems by Allama Iqbal, Faiz Ahmed Faiz and Rabindranath Tagore.

The ex-Chairman of the Trust, Hasan Askari, spoke about the tremendous dedication of GrahamLayton and his commitment to the ‘universality of compassion’. Sajid Javid, Minister for Sport,Media and Culture, stressed the importance of British/Pakistani co-operation in development andhis personal support for the cause of eye care. Ophthalmic surgeon, Dr Rehan Rajput, who hadvisited LRBT hospitals, said that the complexity of the work undertaken by LRBT doctors, and thepressures they face is extraordinary, yet the quality of medical care is second to none.

Lord Jeffrey Archer conducted a live auction of Items that had been donated by variousphilanthropists, in the U.K. and in Pakistan. Simultaneously, a Silent Auction of lithographs by 20thcentury European artists, like Dali and Pakistani artists was conducted outside the Ballroom. We arevery grateful to Lord Archer for sparing the time for the second year in succession. We also thank MrSanjar Mirza’s in Karachi for making possible, pro bono, an updated GLT video for the Gala dinner.

In an effort to raise its profile outside the Home Counties and to spread its fundraising efforts,the Trust, in conjunction with two other Charities “Kidneys for Life” and “Noor Foundation UK”,invited supporters to a “Three Charities for Life Fundraising Dinner” at the Lancashire CountyCricket Club in Manchester on 8th November 2014 where they were able to share an eveningof music and entertainment with family and friends and to support the work of eye care andkidney health charities. The evening was compered by Gyles Brandreth and the music wasprovided by the After 8 Soul Band. £26,000 was raised from the event.

The Trust’s income has included significant quarterly donations from the Lady Fatemah Trustand generous one-off donations from individuals and grants from organisations.

The fundraising total for the year was £317,962. Moreover, the Chairman is striving to revivethe magnificent 6 year funding commitment from the Vitol Foundation amounting to nearly US$1.4 million during that period which has expired. However, the Trust was still able to remit atotal of £356,244 to Pakistan to be utilised by LRBT, mostly for the procurement of IOLs andequipment for the Lahore Multan Road hospital.

2014/15 also saw the continued support of generous benefactors from Saudi Arabia, Europe,Singapore as well as the UK. GLT is sincerely thankful for these large private donations fromindividuals who are passionate about the work of LRBT and want to see the organisation growand develop further.

Outgoings. During this 12 month period GLT remitted £ 129,678 specifically for the purchase ofIOLs in Pakistan for use in cataract operations in all LRBT Hospitals. GLT was well able tomeet its commitment of funding the supply of intra-ocular lenses to LRBT’s hospitals in2014/15 from the net resources generated this year.

Finally, the Trustees would like to record their thanks to all the many donors for theirgenerosity and to the supporters and volunteers who have, according to their means and timeavailable, contributed so generously to GLT and to its performance in this period.

LRBF, Canada donated a sum of USD 54,000 for cataract surgeries at Korangi Hospitaland medical equipment.

UAEA total of PKR 43 million was donated by individuals and organizations for medical andsurgical expenses of poor patients as well as the expansion of Akora Khatak Hospital andGambat Hospital.
