FOREWORD

India's horticulture production cnrrently nearing million tonnes a year,has not only brought prosperity to small and marginal farmers but also providedfood and nutritional security to the Nation. Ranked as the second largestproducer of Fruits and Vegetabks in the world, horticulture in India has todayemerged as an important sector for diversification in agriculture. NHB'scontribution in this has been multidimensional supporting the farmers and theentrepreneur to face challenges of globalised markets with improved production,post- harvest managemer.t and value addition. Committed to the 'Goldenrevolution', NHB has formulated broad based, entrepreneur driven schemes tofacilitate integrated development :>fthe horticulture sector .

Since its inception, NHB has taken up various programmes/schemes. The7th Plan marked the beginning of this endeavour with thrust on post-harvestmanagement, which 'was changed to integrated projects on production, post-harvest management and marketing during the 8th Plan. The presentcompendium of Schemes is a set of interventions, to achieve high qualitycommercial production, crate post-harvest infrastructure and cold-chain facilities. through back-ended capital investment subsidy. Over a period of time, thesescheme~ have evoked tremendous response from all over the country, therebyleading to development of hi-tech commercial horticulture farming and layingthe foundation of golden revolution. It is expected that these schemes will leadto increased productivity with emphasis on quality which in turn will encourageer.trepreneurship in every aspect of horticulture including exports.

The changes made in the schemes from time to time have been incorpora ted:. in this updates version for the benefit of the farmers and entrepreneurs.

National Horticulture Board

National H~rtkulture Board (NHB) was set up by theGovernment of India in 1984 as an autonomous society underthe Societies Registration Act 1860 with a mandate to promoteintegrated development of horticulture, to help in coordinating,stimulating and sustaining the production and processing offruitsand vegetables and to establish a sound infrastrucrure in thefield of production, processing and marketing with a focus onpost-harvest management and cold chain to reduce losses.

1. ObjectivesofNHB

The broad objectives are to:

• Develop high quality horticulrural farms in identified beltsand make such areasvibrant with horticultural activitywhichin turn :will act as hubs for developing commercialhorticulrure,

• Develop post-harvest management infrastructure,

• Strengthen Market Information System and horticulture!database,

• Assist R&D programmes to develop products suited forspecific varieties with improved methods and horticulturetechnology,

• Provide training and education to farmers and processingindustry personnel for improving agronomic practices andnew technologies,

• Promote consumption of fruits/vegetables in fresh andprocessed form, etc.

2. Organisational Structure

The Managing Director is the Principal Executive of NHB.

3. Horticulture Scenario

Horticulture includes fruits, vegetables, root and tubercrops, mushroom, honey, floriculture, medicinal andaromatic plants and nuts etc. The sector has establishedits importance in improving land use, promoting cropdiversification, generating employment and above allproviding nutritional security to the people besidessupplementing their income.

India has made a fairlygoodprogresson the horticulture scenarioof the World with a total annual production of fruits andvegetables touching over 150.7 million tonnes during2004-05, whichwasonly77 million tonnes during 1987-88.Themajor crops in case of fruits are mango, banana, citrus, apple,pineapple and in case of vegetables, potato, onion tomato andother seasonalvegetables.Approximately,60% ifthe horticulturalcrops are consumed by the local population or marketed in thenearby markets and only 40% of the produce is channelised inthe "regulated markets for the consumption of the urbanpopulation in the big cities. In India, 541 million population isdependent on agriculture and small & marginal farmers holdmore than 80% of the operational holdings.

Out of the total Agri Exports, fruits, vegetables, flowers andprocessed products contributes abaut only 18.68% (2004-05).It has been estimated that post harvest losses of horticulrureproduce are very substantial which need urgent attention.Coupled with this, intermediaries in the chain linking the farmerwith consumer for marketing of his Produce get more than 65%share out of the price paid by the consumer. The acrual Pricerealised by a small farmer, therefore, is only about 30-35%.Though the country is the 2nd largest Producer of horticulrureproduce in the world, our per capital consumption of fruits &vegetable with over one billion population is quite low. Indianconsumption of plant nutrients is also much lower than most ofthe advanced countries and Indian farm yields, for most of thefruits & vegetables, are below the international average.

During the 7th and 8th fiveyear Plans, couple of schemes wereimplemented by the National Horticulrure Board. However, thebenefit/impact of these Schemes was seen only in few states/sectors.Therefore, an urgencywasfelt to formulate new strategieswith the back up of attractive schemes which would give boostto each and every segments ofhorticulrure industry, all over thecountry. In view of the above, National Horticulture Boardformulated a set of new schemes during 9th plan period whichare broad-based. and entrepreneur driven. The Government ofIndia, Deparunent ofAgricultureand Cooperation have approvedthese schemes which are as under :-

DEVELOPMENT OF COMMERCIAL HORTI-CULTURE THROUGH PRODUCTION AND POST-HARVEST MANAGEMENT

1. Objectives

• To develop high quality horticultural farms in identifiedbelts and make such areas vibrant with horticultural activitywhich in turn will act as hubs for developing commercialhorticulture by adopting high-tech horticulture techniques;

• To develop post-harvest management infrastructure;

• To improve linkages between horticulture prod1;1cersandmarketers;

• To create integrated network for marketing of horticultureproduce;

• To increase producer's share in consumer price;

• To encourage networking of schemes for resourcemobilisation with all other related agencies/organizations;both ofGovt. ofIndia and the respectiveStates!UT's Govts.,Financial Institutions and private agencies engaged in thefield of horticulture promotion in the country (also referScheme 3 "Technology Development and Transfer", items5&6).

2. Eligible Projects

Projects with any of the following broad criteria pertaining tohigh qualitycommercial production ofhorticulture produce, shallbe eligible for financial assistance from NHB as back-endedcapital investment subsidy:-

• High density plantations, which include adoption ofappropriate plant density/canopy management, quality,-planting material , support and management system withappropriate inputs;

• Micro-propagation (Tissue Culture,) for mass productionof true-to type, in possible shortest time, disease-free;

B. Submission of proposals for release of subsidy

After completion of the project for which LOI is issued bythe Board, the BankIFIwillfurnish a BriefProfilelFact Sheetof the project alongwith a copy of sanction letter, appraisalnote, statement of release of term loan and proof of landrecords to NHB Headquarters at Gurgaon with a copy toAssistant Director/Centre Incharge of NHB posted in therespective States. The information to be indicated in thebrief profile Ifact sheet is given here below:

i) Name, address and location of the projectlbeneficiary;

ii) Promoter's profile;

iii) Name of the associate bank(s)FIs;iv) Nature/main activities under the projects;v) Item-wise Financial projections and expenditure incurred

(as per appraisal note) and actual;vi) Means of finance including NHB subsidy/other assistance

(subsidy) from anyother organisation (as per appraisal note)and actual;

vii) Brief coverageon technical feasibilityand financial viability;viii) Any other information relevant to the project;

7. Procedure for sanction of project and release ofsubsidy by NHB

Boaro may consider release of part of full subsidy as under:-

A. Release of part/advance subsidy to projects costingupto Rs.10.00 lacs only.

• Wherever the project outlay is upto Rs. 10.00lacs andPublic Sector BanklFI has sanctioned and releasedTerm loan to projects approved by NHB for LOI,.Board may consider releasing part subsidy inadvance. Part subsidy would be released on receiptof request from the Bank alongwith sanction letter.

B. Release of full and final subsidy

• Upon completion of the projects, the concerned Bank!FIINCDC would inform NHB that the project has

Wherever term loans are not raised from institutional sourcesand projects are funded through internal resource generation,the NHB would provide capital subsidy directly to such units

However, for the projects in the North-EasternStates, maximum subsidy admissible would be Rs.60.00 @33.33% of the project cost.

• New proposal of same beneficiary may be consideredfor fresh subsidy depending upon viability of newproject and .satisfactory performance of previousproject (s).

• Project upto 5000 MT capacity would be promoted forwider dispersal. Cold storage capacity may vary from 10MT to 5000 MT (i.e ~e cold storage may be establishedfor capacity ofdifferent sizes i.e 10/50/100/1000/2000/5000MT etc.) depending upon volume, valueof the commoditiesto be stored, technical feasibility, financial viability etc. Inthe case ofprecooling units and CAlMA stores, the capacitymay be even below 10MT.

6. Procedure for sanction of project and release ofsubsidy

A. Projects where refinance loanfrorn NABARD NCDCis involved

The subsidy amount will be released to NABARD by NHB inadvance. NABARD would release 50% subsidy to theparticipating banks is advance for keeping the same in the subsidyreserve Fund Account of the concerned borrower, to be adjustedfmally against loan amount of the bank on completion of theproject. This amount of 50% advance subsidy would be releasedby NABARD to the participating banks on submission of a briefprolle (as stated above).

The remaining 50% of the subsidy amount would be disturbedto the participating bank(s) by NABARD only, after conduct ofan inspection by the Monitoring Committee consisting ofOfficials form NABARD, participating bank(s) and the In-chargeof the NHB'S Centre in the concerned State.

Adjustment in Borrower's Account .

The subsidy released by NABARD to the banks on behalf ofindividual units which are sanctioned will be kept in a separateaccount. The adjustment of subsidy will be on the pattern ofback-ended subsidy. Accordingly, the full project cost includingthe subsidy amount but excluding the margin money contributionfrom the beneficiary would be disbursed as loan by the banks.The repayment schedule will be drawn on the loan amount insuch a way that the subsidy amount is adjusted after the bankloan portion (excluding subsidy) is liquidated.

Wherever State FIsIBanks provide loan assistance without therefinance support at PLR + I% within the overall guidelines ofScheme, the subsidy wou)d be released in the manner as 6 (A)above, as under :-

• Directly in case of FIs/banks not eligible for NABARDrefinance

• Through NABARD in case of Banks/FIs eligible forrefinance

B. Project where loan from NABARD / NCDC / FI/ Bankis NOT involved

The possibility of 100% Financing by the promoters may arisein the cases where cold storage/storages/pre-cooling units/CAlMA stores of only smaller sizes are established. Smaller sizescold storages may be viable in case of storing high value produceor own farm produce. NHB may provide subsidy directly onlyto such small size cold storage not exceeding 3000 MT perproject. All such projects may be appraised by NCDC andmonitored by NHB. For such projects, In-principal Approval(IPA)would be issued by NHB to the entrepreneur. The formatfor obtaining IPA is given at Annexure-HC).

The limit of small size capacity shall not be applicable in case ofproject of GoV!.Corporations, Agricultural Produce MarketingCommittees, Marketing Boards/Committees andAgro-IndustriesCorporations, etc.

On completion of project, the participating bank/FItpromoter would submit a commissioning/completioncertificate to NHB through NABARDINCDC as the casemay be, indicating dearly that the full amount of subsidyreceived by them has been fully utilized/adjusted in thebooks of account under the sanctioned terms and conditionsof the project, within the overall guidelines of the scheme.

• Other institutions like NCDC, Commercial/CooperativeBanks/FIs etc. should follow their own procedures formonitoring the projects financed by them under the abovescheme.

8. The cold storage schemes of MFPI

The Cold storage Schemes of MFPI would discontinue exceptfor the schemes as under:-

a) Where cold storage is a subsidiary and small component ofthe integrated food processing unit and the cold storagefacility is meant for captive use for storage of raw materialor the processed product.

b) Facilities under the scheme "Food Park"

9. Other Conditions

ii. Projectsshouldbe smallerprefernblybelowRs. 10.00lakhs.

iii. The project may have one of the followingaspects ;-

~ Developing prototype for adoption on a commercialscale; .

~ Demonstration and training on new technologyltool/equipments;

~ Implementation of technology/concept.

iv. Seeds and planting material (Imported/indigenous) to betested preferably on farmer's field for adoption &

commercialization.

v. Funding requirements for each item to be indicated withjustification.

B. Post Harvest Management, Primary Processing,Biotechnology and Introduction 0/ new toolequipment machinery is to be considered on meritwith one or all the/ollowing broad considerations :-

I. Increase in efficiencyof operation.

C. R&D Projects on specific problems would also beconsidered on merit basis. Project based onindigenous fruit, vegetables, flowers, medicinal andaromatic plants would also be encouraged fordomestic and export promotion.

NGO's are not eligible for R&D Projects.

Pattern of Assistance

Grant upto 100%of the cost ofproject would be provided underthe scheme. However, it shall be restricted upto ;-

2. VisitofProgressiveFarmers

A) National Domestic Visits :

i) Representative of State department of Agriculture/Horticulture may accompany farmers groups to berecommended by the State Govt.lNHB's officers ofconcerned StatelUT's may also organise such visits.

ii) Such groups should be activelyinvolvedin the developmentand promotion of horticulture.

iii) Farmers should be in the age group of 20 to 55 years.

• The amount sanctioned for a particular year is required tobe spent within the same financial year giving properjustification, unless revalidated.

• NHB shall be given full opporrunity to high-light NHB'sactivities during such seminars/workshops.

:.- The awareness programmes of NHB would be organizedthrough growers' associations, KVKs and State Universities.The Board will provide assistance as per the provision underthe scheme to these organizations.

6. Organisation/Participation in Seminars/Workshop/Exhibition, etc. for promotion of Horticulture

• To create awareness about the introduction of newtechnologies/concepts by organising seminars/workshopexhibition at the state, national and international levels forpromotion of horticulture.

• The amount sanctioned for a particular year is required tobe spent within the same financial year giving properjustification, unless revalidated

• NHB shall be given full opportunity to high light NHB'sactivities during such seminars/workshops

• NHB's name shall be acknowledged properly in thepublication of the materiaUprizes/shields distributed by theorganisation.

• The organisation would supply fivecopies of the publicationof the NHB, free of cost.

The financial assistance would be limited upto Rs. 3.00 lakh forstate level participation, up to 5.00 lakh for National levelparticipation and upto Rs. 10.00 lakh per event for internationalparticipation (3-5 days).

9. Observation-cum-study tours abroad

Observation-cum-study tours shall be conducted for officersofNHB, Horticulture and other concerned Division ofDAC andthe State Horticulture Departments to give exposure to theofficers about horticulture industry in the advance countries.

The team should not exceed nine members, including the teamleader at a time.

Avisit should not exceed sevendays excluding the journey days.

These study tours would be in addition to the various otherprogrammes sponsored by NHB/GOI under technicalcooperation, training workshops, seminars and exhibitions etc.

The expenditure for traveland per diem shall be borne by NHBas per Government of India approved rates. The names of theofficers from the State Horticulture Departments shall befinalised by NHB after observing the outstanding merit andperformance of such officers in the field.

1. Objectives

• To generate information on wholesale prices, arrivals andtrends in various markets of the country for important fruits,vegetables & flowers etc.

• To establish a nation-wide communication network forspeedy collection and dissemination of market informationdata for its efficient and timely utilization.

• To develop a sound marketing strategy especially by makinguse of statistics generated by various Marketing Boards/APMCs for optimizing returns to the producers.

• To analyze the trends of arrivals, prices and other relatedfactors of the fruits and vegetable markets all over thecountry.

• To collect and disseminate information on internationalprices prevailing in potential foreign markets.

• To establish Web-sites and Internet connection throughefficient channels/systems for dissemination of national &

international data.

2. Manner of Implementation

• At present, 36 market information Centres are collectingthe information on prices & arrivals in their respectivemarkets and communicating to the Central CoordinatingCell of NHB H.Q. at Gurgaon which is compiling andanalyzing the prevailing prices and arrivals of selectedhorticultural commodities of commercial importance.

• The information is received by E-mail and fax from thecentres and is also disseminated back through the samemeans of communications on the very same day for furtherdissemination through mass media.

6. Procedure for award of studies/surveys

• Consultants would send their detailed offer taking intoconsideration scope of work/term of reference withinprescribed period.

• Consultants would be required to give offer in-respect oftechnical & financial aspects.

• Offerswould be scrutinized by the Board for considerationof Empowered committee.

• Consultants would present their case in person before theEmpowered Committee on the date & time to be decidedby the Board.

• The studywouldbe carried out in accordance with the scopeof work.

• Period of study would be decided by the EmpoweredCommittee on case to case basis.

• The study would be awarded by the Board on therecommendation of the Empowered Committee.

Above mentioned procedures shall not apply in the case ofselection of experts by the Internal Committee of NHB.

7. Mode of Payment

• 25% on award of work

• 50% on submission of Draft Report.

• 25% on submission of final report and its acceptance byBoard! Concerned State Govt.l Organization.

However, the consultant may furnish an indemnity bond andpersonal guarantee before the release of advance payments.

The financial assistance is provided for the specifiedactivities covered under the scheme only and no part of theproject would be used for carrying on any activity otherthan the horticulrure activities under the scheme or anyother scheme of NHB. Any breach of this condition,submission of false or exaggerated claims, would amountto breach of trust and would make the promoter liable torefund the back-ended-capital-investment subsidy availedunder the scheme or any the financialassistance taken underthe variouspromotional scheme ofNHB and the promoters!directors/partners/proprietors may have to face theprovisions under the relevant laws applicable.

PATTERN OF ASSISTANCE

• Back .ended capital investment subsidy notexceeding 20% of the project cost with amaximum limit of Rs.25 lakh per project(Rs.30 Lakh for North East/tribal areas).

How to Apply

(i) Project to be submined in prescribed formatfor NHB state office (for project upto 10.00lakh) or NHB Head office (for project> I0lakh) for issuance of Letter of Intent (LOI)

(ii) NHB will issue LOI to eligible projects whichwill remain valid for I year from date of issue

(iii) Promoter should approach to the BankIFIof his choice for term loan after obtainingLOI from NHB

Procedure for Release of Subsidy

(A) Release of Advance I Part Subsidy

For projects upto 10,00 laldt. part subsidymay be released upon receiving request fromBank after sanction of term loan. Full andfinal subsidy to such projects will be releasedafter its completion and receipts of inspectionreport by the concerned BanklFl.

(ii) For projects having cost more than 10.00lakh subsidy will be released after completionand Joint Inspector.

PROCESSING FEE

I. Project with 0.10/0 of theCost upto Project CostRs. 10.00 Lac

2. Project with cost 0.25%above RS.IO.OO of the projectlakh and upto CostRs. 20.00 lac

3. Project with 0.50 % of thecost above the projectRs. 20.00 lac Cost

Note: Only 10% processing fee charged with LOtapplication and balance 90% of the time ofrelease of subsidy.
