Subject: August 2019 Monthly Report
The following bulleted list highlights significant activities in the Deputy County Administrator’s
office:
• Attended the Board of Supervisors meeting on August 6th
• Attended a joint Board of Supervisors and Planning Commission meeting on August 13th..
• Attended Site Plan Committee meetings on the second and fourth Monday of the month.
Continue to work on site plan process improvements.
• Attended a meeting for the Court Circle improvements.
• Attended the Community Services Summer retreat on August 5th.
• Attend a Flood Plain Management meeting on August 8th.
• Participated in interviews for the Human Resource Director position.
• Held recurring bi-weekly reviews with Department Heads.
• Attended and contributed to meetings with the various County leadership teams.
• Response to the point of service customer feedback suggestion card system continues to indicate
excellent overall level of service is being provided. Responses of “excellent” account for over
94% of all cards received with responses of “excellent” or “good” accounting for over 97% of
all responses. Feedback for the current and previous months are provided in the attached table.
• Site plan activity for the current and previous months is summarized in the attached table.

In June 2015 comment suggestion cards were placed at the point of service for the Building Inspections Department, Environmental
Programs Department, Planning & Zoning Department, and Site Plan Coordination. The cards are intended to provide a quick and easy
way for patrons to provide feedback either anonymously or with contact information. I personally follow up when contact information is
provided and less than good overall quality of service is indicated.

County Ordinance Chapter 15.5, “Site Plans” is in place to coordinate the requirements of the permitting agencies and departments and
provide a single point of application and review for Site Development Plans and Subdivision Development Plans. Plans are reviewed by
members from the following:
• Building Inspection Department
• Environmental Programs Department
• Planning & Zoning Department
• Public Utilities Department
• Virginia Department of Transportation (VDOT)
• Virginia Department of Health (VDH)

Building Inspection Office August 2019
9 new single family and modular homes, 0 manufactured homes, 7 demolition, 0 sign, 15 accessory structures (garages, sheds, piers, other, etc.), 5 swimming pool, 20 residential additions and alterations, 0 new commercial building, 8 commercial additions and alterations and 152 plumbing, electrical and mechanical permits were issued by the Building Inspection Department for the month of August 2019. Total of fees collected for these permits was $20,269.70. In addition, the staff performed 826 various inspections and 64 plan reviews.

SUBJECT: CENTRAL PURCHASING ACTIVITY FOR AUGUST, 2019 CURRENT FORMAL IFB/RFP’S (>$50,000) RFP # 18-003-BL ~ Consultant Engineering Services for the Gloucester County Public Schools Vehicle Maintenance Facility Purchasing advertised a solicitation on September 26, 2017, seeking offers to establish a contract with a qualified firm to provide consultant services to design and develop plans and specifications for the construction of a new Gloucester County Public Schools, (“GCPS”) Vehicle Maintenance Facility. A teaming opportunity is also included in the solicitation for the construction of a baseball field at Page Middle School. The Consultant shall serve as the Architect of record for the development of site surveys, conceptual designs, site plan permit documents, budget and planning strategies, full size schematic design, construction documents and construction project administration. A number of offers were received by the due date of October 27, 2017 and distributed to the review and evaluation committee for shortlisting. Contract negotiations are expected in November 2017. BOS decided to delay project which was suspended on November 11, 2017. Continuing to hold. RFP #20-001-BL ~ Professional Consulting Services for Broadband Design Purchasing advertised a solicitation on June 4, 2019 seeking professional consulting services to develop a broadband network design to expand current services that will indicate how un-served County areas can be accessed. A number of offers were received by the due date of June 25, 2019. A shortlisting of offers was immediately conducted and interviews were conducted on June 28, 2019. An identification of the most advantageous offer was made on June 28, 2019 and was forwarded to the County Attorney and received his review and approval as to form. Negotiated a contract with Design Nine of Blacksburg, Virginia, in the amount of $28,750.00. RFP #20-002-BL ~ Medicaid Billing System Purchasing advertised a solicitation on July 2, 2019 seeking services to provide an automated Medicaid billing system for the Special Education department of the School Division. A number of offers were received by the due date of July 19, 2019. A shortlisting of offers was conducted and interviews were conducted on July 31, 2019. RFP #20-006-BL ~ Broadband Services Provider Purchasing advertised a solicitation on July 29, 2019 seeking a qualified contractor to develop a VATI grant application and provide broadband services to Gloucester County homes and businesses that are presently not services. No offers were received by the due date of August 12, 2019. Shortly after the proposal due date, an interested firm as identified for consideration and a sole source contract was negotiated and issued to Open Broadband, LLC of Waxhaw, North Carolina. The initial stage of the agreement tasks the contractor with completing the VATI grant application. If this grant application is not approved, all services will cease with the company. If accepted, a revised contract will be negotiated.

Census Complete Count Committee: The committee is working on three focus areas: Public
Awareness and Publicity; Partnerships; and Reaching Difficult Populations.
A budget is being developed to help get messaging out with banners for the court circle and
printing for flyers or hand out cards. The Gloucester County Complete Count Committee is listed
on the Virginia CCC website: VCCC website
COMMUNITY INVOLVEMENT & RESOURCES
School Use by County and Community: In August coordinators entered and approved 55
activities for the upcoming school year.
COMMUNICATIONS & INFORMATION
Publicity and Information Efforts: Six media releases were submitted to the press and posted
on the county webpage. Announcements added to County website’s for “Latest County News &
Announcements” sections; and 32 Facebook messages were posted on designated community
school and official county Facebook sites. On the County FB, followers continue to grow with
2119 Likes and 2240 Following. County FB engagement rate was 6.08%.
Publicized the Virginia Tax-Free weekend (August 2 – 4, 2019) to remind residents to purchase
preparedness items tax free.

Three Town Crier e-news bulletins were posted with the following important county
announcements: Middle Peninsula District Commission commuter survey, library events, online
access to the Fall Beehive, Gloucester County job opportunities, Parks Recreation and Tourism
activities and county and school job vacancies.
Collected teacher school supplies for elementary and middle school teachers that were
contributed by the Employee PLUS Committee.
23 students were recipients of the YMCA Bright Beginnings program coordinated through
elementary school coordinators. Additionally, 47 students in elementary and middle school were
presented with backpacks from Coastal Community Church.
The Gloucester County School Board submitted Community Engagement Coordinator’s name
(as a group) to the Virginia School Boards Association (VSBA) in recognition of their support
for local school board work and for the public school students in our community.

The following bulleted list highlights Engineering Services Department activities during the month of
August.
CAPE/Edgehill Station TA Grant
• This project is performed through a VDOT enhancement grant, which was awarded to the Fairfield
Foundation through a sponsorship by the County. Final inspection has been completed and the
Engineering Department is developing closeout documentation with VDOT. Staff resubmitted the
project book to VDOT on August 12, 2019 and are waiting on comments.
Social Services Building Expansion
• Social Services is expanding its facility to meet IRS information requirements and to provide
adequate family and individual interview and staff meeting spaces. This project is undergoing
design modifications to reduce projected costs in order to ensure the bids are under budget. Final
design plans are expected in September. The site plan was approved by the County’s Site Plan
Committee. During August, Engineering coordinated security improvements to the design and
continue to work these improvements into the given budget.
County Complex ADA Improvements
• Phase two of ADA improvements will provide an accessible route from Main Street to the County
Office Building 2 parking lot. PMA Architects is presenting their final design on September 6th.
Senior Center Site Improvements
• Engineering, in coordination with Facilities Management and Bay Aging, is working to improve the
parking area at the Senior Center. The primary objective is to provide a safe, ADA compliant
parking surface. Secondary objectives have been identified as opportunities for improvement prior
to paving. These include trenching and burying overhead power lines and relocating the Meals on
Wheels storage freezer. The freezer was relocated the week of July 8th. Grading, paving, and
striping began in August and will be completed in early September.

Hazard Mitigation Management
• The Hazard Mitigation Management Team is working on elevation projects for FEMA grants that
have been awarded to the County. The permits have been pulled and we are waiting on Hurricane
Dorian to pass before starting the elevation services.
Court Circle TA Grant
• Engineering staff is providing project management services for a Transportation Alternatives grant
project administered through VDOT. The purpose of the project is to improve pedestrian and
handicapped accessibility within the historic court circle. The August 16th project meeting created
some new paths forward. VHB is currently working on the design changes to present to the team.
In addition, we have contacted a historical expert to assist in the assessment of the stones on the
courthouse porch.
Animal Control Office Building and Site Improvements
• Engineering is coordinating with Animal Control regarding an approved CIP project for new office
space and other site improvements. Design has resumed and is underway. Preliminary plans are
expected from the consultants by mid-September. A contract for the fence was awarded and the
material ordered. Installation of the dog runs is scheduled for the week of September 16th.
Advisory Projects
• Engineering is working with Parks & Rec on ADA improvement projects in parks. Partial CAD
plans were received but were missing a great deal of information. Staff is working to get the plans
from Bay Design with the missing information included.
• Staff is working with Utilities on the Water Treatment Plant roof replacement and wall repair. All
plans and estimates have been completed. Funding for these projects was not carried over from
FY19; therefore, staff is working on a path forward.
• Engineering is working with Utilities to develop plans to make the basement of the Utilities Building
habitable. Asbestos and air quality testing are complete. Staff is awaiting budget estimates from an
electrical contractor to relocate the panel and meter base and are working to obtain pricing for
demolition including asbestos abatement and interior wall demo.
Community Rating System (CRS)
• The Engineering Department, in coordination with GIS and the Floodplain Management
Committee, finalized the 2019 5-year update to the Floodplain Management Plan. The plan was
approved by the Committee and recommended for adoption by the Board of Supervisors. On
September 3rd, the Board of Supervisors approved the 5-year plan for adoption.
Landfill & Solid Waste Services
• Staff continued to emphasize to Waste Management the importance of improving odor control at
the MPLRF. Waste Management provided the County a monthly report for the facility.
• Staff continues to work with Waste Management and Dominion Energy towards a new easement at
the MPLRF.

Highlights of accomplishments this month include:
o The Budget Software Questica implementation is on an indefinite hold until two critical vacancies, the part-time Budget and Program Analyst and the HR Director, are filled. The Accounting & Budget Manager and CFO continue to evaluate other options, including revising position to a Grants Analyst or other needed area for the Accounting and Budget Manager to provide capacity for her to work on the Questica project.
o The Accounting & Budget Manager continues to be the technical support for the Tax & Receipting Software implementation as well as the lead for the upcoming fiscal year end and audit preparation. Final fiscal year end transaction postings, account reconciliations and adjustments are occurring. The team continues preparation work for final audit to take place in September. They continue working on finalizing updates to the cash flow model for FY19 in preparation for creating FY20 projected cash flow model. Also working on updating the P-card Policies and Procedures and the related SOP to reflect changes needed and identified by the auditors and system updates that have occurred.
o Continued focus on fiscal year end actual results for expenditures and revenues to budget while continuing to monitor state and regional economic conditions.
o Completed the budget transmittal letter and transitioning the FY20 proposed budget book to the final FY20 adopted budget book. Completed submission process for the GFOA Budget Award for the 5th year Continue working with project managers for County and Schools on projected cash flows for their FY20 Capital Projects to project debt issuance needs. Created CIP Development Team’s working document of submitted CIPs. Worked on several other budget projects related to the FY20 budget implementation and the upcoming development of the FY21 operating and 5 Year CIP.
o Continued working through analyzing and implementing re-organizational adjustments with the Assessment Department; the vacant Analyst I position is filled. Beginning recruitment of an appraiser I position. Continue work with recruitment firm for the Assessor position; reviewed information on prospective candidates and made selections for in-person interviews. Established interview panel and dates for interviews to take place in September. CAMA system upgrades and updates functioning properly. Assessment team continues to work with Vision on reassessment activity; conducting appraisals of residential, commercial, and permits. Income and Expense reports were received with return due date in August. The team is also keeping data and analytics updated in the CAMA system.
o Completed total of 4 hours of CPE training towards maintaining my CPA and other related certifications which puts me right at compliance pending no rejections. Planning some additional CPEs to secure compliance in the event of any rejections. Assessment related - successfully completed Site Analysis online. Working on completing Cost Approach to Value and Fundamentals of Property Appraisal online classes before October due date.

In August, the Accounting and Budget Department continued preparations for fiscal year end and the annual audit. Much of our year end work cannot be begun until after our 45 day accrual period ends on August 15th. From there, we have a very aggressive timeline of just 5 weeks to complete the year and be ready for the external auditor’s visit.
Highlights include:
• Completed the FY20 adopted budget book.
• Continued working on completing the financial records for FY19.
• Continued to coordinate the annual audit with our auditors and continued working to gather information for our annual audit and report.
• Continued to refine accounting process changes that went into effect on July 1, 2019 and identified additional areas for improvement to increase efficiency.
• Continued to focus on grant and debt management, ensuring our compliance and noting opportunities for process improvements.
o Grant management has grown to require a significant amount of the Accounting and Budget Manager’s time each month.
o The County continued work under the first of three hazard mitigation grants that were recently awarded.
o Convening a committee to review, and offer suggestions for updates to, the County’s Grant Acceptance Policy has been further delayed due to demands on staff resources.
• The Tax & Receipting Software implementation continues. The Accounting and Budget Manager is serving as a subject-matter expert on the County’s current tax and receipting software and participating in the implementation of the new software. Once again, the primary focus of the month was on Tax.
• Forward progress has stalled on the new budget system, Questica. We completed the build out of Questica’s security and we’ve made significant progress in implementing the operating and capital portions of the project, but we now need to make significant decisions regarding the use of Position Control in both our financial software and Questica, which is waiting on a new HR Director. Implementation of the remaining modules will resume when our part-time position is filled.

• The 4th Annual Comix Con was held at the Main Library on Saturday, August 10 with an attendance of 2,980. Comix Con fans were brought together by their passion for pop culture and having a good time at their local Library! Prizes were awarded during a costume contest. Activities were offered for all ages: crafts, games, giveaways, demonstrations, face painting, story times, and more! The Friends of the Library sponsored the event along with many others. Thanks to everyone that helped!
• Fire extinguishers and first aid kits for all facilities were checked in August. • The Library Director attended the following meetings in August:

Library – Classes, Activities and Events - Children/Families
• Children’s staff wrapped up another successful Summer Reading Program and used time off the desk in August to prepare for upcoming September programs and events as well as maintenance of the children’s reading collections in both library locations.
• Children’s staff visited local elementary schools for incoming kindergartener orientation in August. Staff distributed library information and talked with parents about upcoming events and activities and other library services.
• The writing center at the Main Library continues to be popular. During August and using the Comix Con theme, children were asked to write about their favorite super heroes.
• Music for Little Ones continues to be popular with youngsters and their caregivers. Library – Classes, Activities and Events - Teens
• Teens volunteered 245.5 hours of regular service during the month of August. Yay to our teens for helping out this summer! Teens also volunteered during the Comix Con.
• Teen staff coordinated an SAT/ACT information class for students to learn about these tests and take a free practice test.
• Visits to middle and high school open houses were scheduled. Staff will share information about library services and programs and activities with students and their parents during these events.
Library – Classes, Activities and Events - Bookmobile
• The bookmobile coordinator visited numerous facilities each week this summer, including Bay Aging and Sanders. Neighborhood stops were included in weekly visits. Staff posted which neighborhoods would be visited on Facebook the day of the stop.
• A task saved for late summer is routine maintenance of the bookmobile book collection. The coordinator weeded, straightened and cleaned the bookmobile to get ready for the fall season that begins in September.
Library – Classes, Activities and Events - Adults
• Adult staff continues to create classes and events for fall/winter and holiday activities. • A “Wilderness Skills” series of classes has been successful. Master Naturalist, Bill Blair
is the instructor. Students learned about reading maps and using a compass at the first class and about natural shelters at the second class. Classes will continue into September.
• The Gloucester genealogy volunteer assisted four patrons during the month of August. • The book clubs met and enjoyed lively discussions of selected titles. New members are
always welcome! • Back to school displays have been placed in both library locations.
Library – Classes, Activities and Events - Technical Services
• Routine maintenance was performed during the month on the library website and Facebook site adding new information and removing outdated information. Flyers were created for upcoming library events.
• Program and event flyers were forwarded to county staff for placement on Channel 48. • Two classes of “One-on-One” Tech help were provided in August at both locations.
Students received individual help on the topic of their choice. Monthly Report – August 2019
PLANNING & ZONING
Planning Commission The Planning Commission (PC) held its regular meeting on Thursday, August 1, 2019. The consent agenda was unanimously (7-0) approved. There were no public hearings scheduled, and no one spoke during the public comment period. Under “Old Business,” Carol Rizzio, Senior Comprehensive Planner, continued the discussion of the Subdivision Ordinance code amendment for boundary line adjustments (BLAs) and property line vacations (PLVs). Ms. Rizzio reviewed the changes made, with input from the County Attorney, since the July meeting and planning for the public hearing in September. Ms. Rizzio went over the definitions, general requirements, and reviewed new language to be added to Section 10.3(B) of the Zoning Ordinance. There was a brief discussion on conforming and non-conforming lots, plat notes, and how much the changes would shorten the approval process. After discussion, staff was directed to move forward with a public hearing on the proposed code amendment in September. Ms. Rizzio also gave a PowerPoint presentation on Article 9 – Supplemental Regulations for Residential Uses, which is a part of the comprehensive Zoning Ordinance update. The presentation included continued discussion of secondary dwellings and home occupations as well as the supplemental regulations for civic uses. Under “New Business,” Anne Ducey-Ortiz, Director of Planning, Zoning, and Environmental Programs, presented and explained the revised (draft) Proffer Policy. Per recent State Code changes, staff, Planning Commissioners and Board members are again allowed to discuss proffers with developers as long as they are reasonable. Mr. Richardson asked if this meant it went back to how it was originally, and Ms. Ducey-Ortiz stated yes – as long as they are voluntary, nothing is required, and they are reasonable. Ms. Ducey-Ortiz also informed the Commission that there was a rezoning request (Z-19-02) for Fiddlers Green to amend their original approval (1988) from 88 to 139 lots; this would represent an increase in density and a change to their master plan.

Board of Zoning Appeals The Board of Zoning Appeals (BZA) met on Tuesday, August 27th, and held public hearing on one application - a request for a Special Exception (SE) for a (commercial) dog kennel submitted by Grayland Nelson. The proposed kennel site is located on a portion of a 54.4 acre tract more formally identified as Tax Map parcel 3-31; it is zoned RC-1, and located off of Bland’s Farm Road - which is accessed from the eastbound side of Route 33 near Glenns. While staff recommended approval, the BZA also heard testimony from both the County Attorney and a representative from Animal Control about a recent court case (August 14th) in which Mr. Nelson had pleaded guilty to a charge of animal cruelty; that case is now under appeal. Faced with this revelatory information, the BZA voted unanimously (7-0) to table its decision on SE-19-02 until the September 24th meeting – instructing staff to work with Mr. Nelson’s attorney to try and craft conditions of approval/operation that might alleviate the concerns expressed during the public comment period. There is one (1) public hearing scheduled for the BZA’s September 24th meeting date – an application for Special Exception to construct a Commercial Communications Facility Type IV (new cell tower) in the Suburban Countryside (SC-1) zoning district. The BZA will also make a final decision on SE-19-02, as discussed above.
Long Range Planning & Other Projects
1. Comprehensive Plan
The plan adopted February 2016 is available on the Comprehensive Plan page of the Planning and Zoning Department’s website (www.gloucesterva.info/362/Planning-Zoning), where the Plan is available for viewing and download. Staff, along with the assistance of the Hampton Roads Transportation Planning Organization (HRTPO), are updating the Transportation Chapter of the Comp Plan. A kick-off meeting was held on November 14th. A draft of the several chapters of the plan have been provided for review/comment. The updated chapter will serve as a guide and supportive document for the County’s future request for transportation safety and capacity needs. Staff will continue to post updates and citizen input opportunities in the Beehive. 2. Transportation Planning Carol Rizzio, Senior Comprehensive Planner is the primary staff member responsible for coordinating transportation planning and to provide representation on several Hampton Roads Transportation Planning Organization’s (HRTPO) committees including the Transportation Technical Advisory Committee (TTAC), Active Transportation Subcommittee (ATC), Long Range Transportation Plan Committee (LRTP), Transportation Programming Subcommittee (TPS. and the Pedestrian and Bicycle Advisory Committee (PABAC). Below is a summary of the main agenda items for meetings held in August. Transportation Technical Advisory Committee (TTAC):

Pedestrian and Bicycle Advisory Committee (PABAC):
• VDOT staff provided updates on all bike and ped projects in the region and the availability of bike/ped counters available for loan.
• VDOT staff discussed recent revisions to the Road Design Manual.
• John Bolecek, VDOT Sate Bike/Ped Coordinator, discussed new standards for on-street bicycle facilities.
Staff continues to work with VDOT and HRTPO to secure funding for transportation projects and move existing funded projects along. Information on the above referenced meetings and projects can be found at www.hrtpo.org. Staff held their first quarterly meeting with VDOT in July. The purpose of the meetings is to go over all existing and proposed transportation projects. The first meeting was very informative and will ensure an open line of communication is maintained as projects move from the conceptual to implementation phase. The Main Street Bicycle and Pedestrian Improvements project has been awarded SMART Scale and the Regional Surface Transportation Program Funding (RSTP). SMART Scale funds will be available in FY25 and RSTP planning study funds were programed for 2025, however staff was able to advance the RSTP planning study funds to the current year. Staff has started coordination with VDOT to determine whether they or County staff will administer the study project. The Ware House Road corridor was also awarded Regional Surface Transportation Program Funding (RSTP) planning study funds for 2025 that have been moved to the current year. The MPPDC is updating their regional long-range transportation plan and incorporating a waterways section. Staff has provided input related to priorities for the update. A final draft of the plan is anticipated to be available in the next month. The HRTPO is updating the Transportation chapter of the Comprehensive Plan. See item number 1 above - Comprehensive Plan. 3. Rural Additions Program
No new inquiries about the program or completed applications were received in August. 4. Website/Planning Newsgroup The Planning and Zoning website is actively maintained in order to keep the public informed and includes information on current (and past) Planning Commission meetings and upcoming public hearings. The Planning Newsgroup currently has a total of 454 members.

We are still in the process of updating Planning and Zoning’s website to provide full details on the department, information on the various applications and reviews conducted, and other helpful material. Individual pages will be published to the public-facing website as they are completed. In-progress documents related to the Zoning Ordinance Update are being added to the new website as well. 5. Sub-Area Plan Implementation and Zoning Ordinance Updates Sub-Area Plan implementation is currently being performed in conjunction with the Zoning Ordinance Rewrite. The complete rewrite of zoning ordinance is underway. It is a multi-year/multi-phase project. Due to the level of review and input received to date, Phase I of the Zoning Ordinance rewrite has become much more robust than originally anticipated. It will provide a solid foundation for future revisions and incorporate many of the needed/desired revisions based on input from citizens, staff, the Planning Commission, and the Board.
a. Phase I (2018-2020) – The first phase focuses on simplifying and clarifying the ordinance to establish a solid foundation for the second phase and future amendments. The initial goals of this first phase were to:
i. Reformat the district regulations to ensure a user friendly, straightforward, and adaptable structure including a new Table of Permitted Uses by District and B-2 Revisions (complete)
ii. Remove unnecessary requirements/regulations/definitions (complete) iii. Clarify intent/interpretations (complete) iv. Conform with State Code (ongoing) v. Update/reformat Article 9 - Supplementary District Regulations (in progress)
Added goals to Phase I, include the following:
i. District changes based on input from PC and BOS during review (complete) ii. Addition of a “General Development Regulations” section (in progress) iii. Minor revisions to Article 11 - Parking and Article 12 - Signs to conform with other

b. Phase II (2020 - 2021) – The second phase will focus on implementing the community’s
vision as adopted in the Comprehensive Plan. This phase will include addressing several Comprehensive Plan recommendations such as specific Ordinance updates:
vi. Working Waterfront District – create district and zone properties vii. Sign Ordinance – based on Supreme Court and revised districts viii. Parking Ordinance ix. Cluster Ordinance
Current Status: Staff, the Planning Commission, and the Board of Supervisions have completed reviews of proposed changes to all the districts. The fifth joint work session was held on August 13th, which began review of the Supplementary Regulations for specific uses. 6. Subdivision Ordinance Rewrite In April staff began discussions with the Planning Commission related to updating the Subdivision Ordinance. Members of the Board and PC expressed a desire to prioritize a code amendment related to Boundary Line Adjustment (BLA) policies/procedures, rather than wait for the entire Subdivision Ordinance rewrite. Since that time staff has researched how other localities handle BLAs and reached out to internal and external stakeholders, including our Planning Commission chair, who has in turn reached out to other professional surveyors, to identify desires and needs related to BLAs. In July the Planning Commission reviewed the draft code amendment for BLAs and property line vacations and asked staff to finalize the code and prepare for public hearing. The draft code amendment was sent to the County Attorney for review and will be brought for public hearing at the October 3rd PC meeting (due to the cancellation of the September 5th meeting). 7. Other Training / Meetings of Interest On August 9th, Tripp Little, Planner II and Chairman of the Rural Planning Caucus of Virginia (www.rpcva.org), presided over a meeting of RPCVA’s Executive Committee (EC) held in Chesterfield, Va. The EC reviewed proposed revisions to RPC’s bylaws, the (conference) session lineup, speakers, and information needed for AICP continuing maintenance (CM) credits, and finalized the agenda for the RPC’s 41st Annual Conference to be held in South Boston in October. The Secretary of Transportation’s Office of Intermodal Planning and Investment (OIPI) is updating Virginia’s Transportation Plan (VTrans). Because the County is included in the Fredericksburg District, but is also included in the Hampton Roads Transportation Planning Organization, Anne Ducey-Ortiz attended the Fredericksburg workshop and Carol Rizzio attended Hampton Roads workshop. At the workshops a variety of maps were distributed related to congestion, reliability, accessibility to activity centers, safety, etc. and attendants were asked to validate, correct and/or comment on the information presented. The OIPI is going to review and revise the documents as needed and utilize that information for updating VTrans. Many funding programs, including SmartScale, are linked to the needs identified in the VTrans plan. 8. All Staff Emergency Management Training From August 19th through the 21st, Carol Rizzio, Tripp Little, Kevin Landry, Environmental Programs Manager, and Laura Walton, Administrative Coordinator, attended, and successfully completed, the Virginia Department of Emergency Management’s (VDEM) “ICS-300” course; this is an intermediate-level course covering the workings of the Incident Command System, and is required training for staff assigned to positions in the County’s Emergency Operations Center (EOC). The training was held at the Gloucester County Emergency Operations Center. The workshop was presented by Brett Major, Gloucester County Emergency Management Coordinator and Sharon Chamberlain from the City of Chesapeake. The Incident Command System training programs are those courses that address the needs of state and local officials assigned to duties related to the Command and Control elements of the National Incident Management System (NIMS). This includes assistance provided to support ICS Position Specific Training courses conducted by the designated Incident Management Teams (IMTs) within the Commonwealth.

1. Wetlands Board and Chesapeake Bay Preservation & Erosion Commission (CBPEC) The Gloucester County Wetlands Board and Chesapeake Bay Preservation & Erosion Commission (CBPEC) met on August 14,2019. The Wetlands Board heard and approved five (5) new applications. The CBPEC heard and approved two (2) new applications. 2. Training and Meetings of Interest August 14, 2019 - Mike Hudgins, Inspector II attended the DEQ class “Refresher for ESC Inspectors” held at the VDOT Hampton Roads District Office in Suffolk. The purpose of the class was to provide locality inspectors with an overview of the Virginia Erosion and Sediment Control Laws and Regulations, as well as the 19 Minimum Standards required for all land disturbing activities.

1 Effective April 4, 2012, the preliminary approval validity date for all subdivisions with valid approval as of January 1, 2011 was extended to July 1, 2017 - pursuant to §15.2-2209.1 of the Code of Va. Septic Tank Pump-out Receipt Entries = Database entry for residents & commercial with septic tanks. VA State Law requires everyone within a CBPA to have septic
tank pumped or inspected once every five (5) years.
Stormwater = application submittal for land clearing over 1 acre.
Stormwater In-Lieu Agreement = For the construction of a single-family detached residential structure, applicant agrees to comply with the requirements to ensure
compliance with the applicable post-construction stormwater management provisions of the County and Virginia Stormwater Management Program (VSMP)
Regulations.
Stormwater Maintenance Agreement = Agreement between Owner and Gloucester County that owner shall maintain facilities in such a manner as to assure good
working order acceptable to County. Currently issued one (1) and have four (4) under review.
Stormwater Permits = Gloucester Co. Stormwater authority permit under directive of DEQ for discharge of stormwater from construction activities.
Sureties Received: = sureties posted through Environmental Programs held until all work is completed to the satisfaction of the County, such as stabilization of site,

Sureties Released = release of surety when all required measures have been met and approved by staff.
Wetlands = Joint Permit Applications received from Virginia Marine Resources for shoreline structures to prevent erosion. Review, process & schedule required JPAs
for public hearing by Wetland Board. Some applications do not require permits from Wetland Board; these are processed and letter sent to applicant and
appropriate agencies `no public hearing required.

Consent Order and MOM
Collection staff: • Responded to one (0) sewer stoppage/backup; and • Cleaned one (0) main line sewers; and • Responded to no (0) after hours call outs; and • Located no (0) laterals; and • Installed no (0) cleanouts on existing laterals.
Pump Station Mechanic
• Reviewed/filed weekly and monthly pump station maintenance reports/records.
• Mr. England coordinated the scheduled activities of the pump station Utility Workers (Mechanical).
• Trained other Pump Station Staff on trouble shooting and repairs in pump stations.
• Calibrated any gas-tech monitors needed for Confined Space Entry. • Assisted Water Plant Mechanic by testing pump and motor at Courthouse
Tower for tank turnover. Determined controls are good but motor windings are open, Found HVAC not working and turned in Facility Dude for repair.
• Helped staff diagnose and repair a coolant leak on the generator at PS #13. • Responded to Pump Fail Alarm from PS #17 on Saturday (8/3). Found pump
tripped on thermal overload, showed staff member how to test and determined unit is weak. Ordered new unit on Monday (8/5).
• Responded to Pump Fail alarm from PS #28 on Sunday (8/4). Found pumps failed because they could not overcome HRSD head conditions. Called HRSD and monitored station for several hours until HRSD resolved head conditions and station pumped wet well down.
• Responded to high water alarm at PS #24 – River Club, found problem with air compressor on level measuring system and replaced belt.
• Addressed issue with pump station duty phone not holding a charge. • Assisted Water Plant Mechanic with altitude valve issues encountered while
refilling Gloucester Point Tower. • Discussed high pressures at PS #28 with HRSD staff who said they would
check them while they were feeding sodium hydroxide to reduce gas in force main.
• Contacted Sydnor to determine reason for delayed deliveries of parts for pumps at PS #21.
• Checked pressure at PS #28, found check valve only 25% open with pressure of 33 pounds.
• Contacted Commonwealth Engineering about upgrading PS #28 impellers to overcome HRSD line pressure.
• Regular attempts to call auto-dialers to verify function revealed failed surge protector at PS #18.
Pump Station staff:
• Performed routine and preventive maintenance at eighteen (18) pump stations; and
• Removed and disposed of over fifty-three (53) buckets of rags from the seven (7) of eighteen (18) pump stations that have bar screens; and
• Tested alarms at all eighteen (18) pump stations; and • Addressed accumulated grease in wet wells, cleared rags and other non-
wastewater debris from bar screens and/or wet wells; and • Performed preventive maintenance on generators at the nine (9) pump
stations that have them; and • Maintained bypass pump at pump station PS #13 to improve response time
in an emergency; and • Performed preventive maintenance on vacuum systems at Smith & Loveless
pump stations; and • Repaired a generator coolant leak at PS #13; and • Finished trimming limbs hanging inside fence at PS #21 – Fox Mill Centre;
and • Cut grass at Courthouse Water Tower; and • Converted exterior light fixtures at PS #21 from mercury vapor to LED; and • Checked PS #28 to confirm normal HRSD pressure and normal station
operation; and • Replace 24-volt pump control panel breaker at PS #17; and • Cleaned seats in backflow preventer at PS #24 but did not stop leak.
Backflow device needs rebuilding/testing, due in September; and • Responded to after-hours high-water alarm from PS #28 on Saturday (8/10),
found HRSD pressures (between 35 – 40 pounds) locking station out, hooked up by-pass pump and monitored satisfactory operation; and
• Responded to after-hours high-water alarm from PS #28 on Sunday (8/11), verified pumps not blocked, cleared transducer line, pumps cycled normally but HRSD pressures remained in 35 – 40 pounds; and
• Exercised emergency pumps not already in use; and • Responded to high water alarm from PS #28 on Monday (8/12), pumped
station down without by-pass pumps; and • Added packing to Pump-1 at PS #13; and • Replaced Pump 1 vacuum solenoid at PS #20; and • Replaced broken volute globe on Pump 2 at PS #20; and • Tested Pump 1 air compressor at PS #20, found motor defective, ordered
replacement; and • Responded to high water alarm at PS #28, HRSD pressure at 35 pounds so
used by-pass pump to pull station down then returned station to normal operation; and
• Responded to pump fail alarm at PS #19, reset pump and station operated normally, put P-2 in lead, checked next day and returned lead/lag to alternating; and
• Responded to high water alarm at PS #23 due to grease on float switches, cleaned float switches and broke up grease; and
• Replaced light on side of PS #21, need to replace photocell; and • Rebuilt air compressor valves at PS #18 – Business Park; and • Replaced Pump 1 vacuum pump in PS #20; and • Removed Pump #1 at PS #15 and installed replacement pump; and • Mowed grass/trimmed at PS #21, #13, #23, #25, #16, #17; and • Cleaned inside of PS #20, #23, #24, #25, #26, #27, and #28; and • Removed Pump #2 at PS #13 and took to Craft Machine for rebuild; and • Responded to high water alarm at PS #24, found problem caused by belt
slipping on pulley, tightened belt but will replaced the next day.
Engineering/Administration: • Advertised for sewer cleaning, video inspection, and possible lining services
for sewer lines in Virginia Drive and Wiatt Street (PS #13) and Edgehill Street (PS #11). Only bidder was Prism Contractors and Engineers. Sent Purchase Order to Prism on August 27, 2019.
Fats Oils and Grease (FOG): • Mr. Akes continued inspecting food service establishments (FSEs) on FOG
program.
Engineering/Administration
Mr. Kenneth Akes, Utility Inspector: • Inspected gravity sewer and water system installation at the Riverbend
Apartments project site. • Responded to 171 Miss Utility tickets.
Ms. Virginia Deptola, Plant Manager: • Submitted monthly reports to VDH and DEQ. • Coordinated efforts to dispose of solids from drying pad to allow removal of
more solids from lagoons. • Coordinated work by Maintenance staff and contractor to test backflow
prevention devices. Ms. Robin Dixon, Administrative Assistant: • Processed P-Card statements, time sheets, and overtime authorization
forms; • Addressed vehicle and facility maintenance needs through Facilities
Management; • Resolved issues with invoices from vendors; • Addressed work orders for streetlights in the sanitary districts. Mr. Courtney England, Pump Station Mechanic: • Reviewed and filed Confined Space Entry Forms for work in pump stations. • Reviewed and approved July time sheets for Pump Station staff.
Mr. James Dawson, P.E., Director, performed the following: • Attended August Directors of Utilities Committee meeting. • Requested pressure letter from HRSD for PS #28. HRSD reported they have
no record of that station belonging to Gloucester County. They will let me know of additional documentation needed for their records.
• Reviewed proposed development plans for: Verizon Tower on Hickory Road; Patriots Walk Phase I Cul-de-sac Amendment; and Gloucester Self-Storage with no comments.
• Distributed construction plans for connections to the HRSD force main for the Tidemill Center and for Abingdon Episcopal Church.
• Attended monthly Safety Team meeting. • Sent revised Site Access Agreement to County Attorney for Verizon to
investigate feasibility of leasing space at Gloucester Point Water Tower for antennas.
• Responded to correspondence from VA DEQ about a spill from PS #12 – Summerville in June.
• Received draft permit conditions for renewal of the VPDES permit for the Water Treatment Plant site.
Chemical Release • No activity in August.
Non-metered Non-revenue water
• Completed six (6) “Why No Usage” work orders to check meter function. Rebuilt 5 of the 6 meters to restore proper meter function
• Mr. Hurst started investigating material needs to begin replacing large meters that are not functioning.
Water Treatment Plant Sampling, Testing and Monitoring
• All hourly tests and samples for the Water Treatment Plant met the requirements of the Virginia Department of Health Waterworks Regulations.
• All ten (10) bacteriological samples collected throughout the distribution system met the requirements of the VDH regulations.
• Collected daily chlorine residual tests throughout the distribution system. • Ms. Deptola submitted the July 2019 monthly reports to DEQ and VDH. • Day-shift Operators collected regulatory compliance samples for August. • Day-shift Operators collected TOC, DOC, UV254 and Alkalinity samples for
August. • Day-shift operators collected quarterly disinfection by-product (DBP)
samples from the distribution system. • Day-shift Operators flushed Providence Road (1/week), Hickory Fork Road
(2/week), Terrapin Cove Road (2/week), Guinea Road (1/week). • Day-shift Operators tested water flushing at T. C. Walker Education Center
and at the end of Kerns Avenue (2/week). • Day and Evening-Shift Operators completed Confined Space Training. • The Operators sampled and analyzed clarifier sludge blanket concentrations
daily to monitor clarifier performance. • Day-shift Operators performed algae counts in the reservoir weekly. • Day-shift Operators collected TSS/TDS and WET samples for third quarter of
2019.
Additional Projects & Additional Duties Water Treatment Plant Staff performed the following projects:
• Mr. Pena, Plant Mechanic, and Mr. Adam Rogers, Senior Utility Mechanic: performed bi-weekly checks of plant equipment; tested the emergency generators; performed required preventive maintenance and performed needed repairs on the following plant equipment: scheduled hoist testing for all devices at water plants; completed annual Confined Space Training; repaired KMnO4 pumps; assisted Operators to drain and refill Gloucester Point Tower; worked on RO Outfall aeration System; Restored flushing
operation at RO Well #2; accompanied technician testing pressure vessels in Surface Plant and RO Plant.
• The Plant Safety Team Leader flushed the emergency shower/eye wash stations, inspected fire extinguishers, and tested chlorine alarms weekly.
• Operators completed their routine duties which include, but are not limited to: backwashing filters as needed; inspecting the dam and spillway weekly; order and receive chemicals as needed; fill chemical feeders once per shift; check raw water elevation, temperature and dissolved oxygen; compile daily data for monthly VDH report; record daily rainfall; collect R.O. normalization and SDI data on in-service skid; take out trash and clean buildings in accordance with established schedule.

Cross Connection Control/ Backflow Prevention We received ten (10) device inspections/test reports in August. Mr. Dawson is working with twenty-six (26) customers to obtain overdue reports of device tests/inspections or to get those customers to bring their devices up to date.
Customer Service Staff responded to customer requests/questions about water/sewer service, generated the necessary work orders to respond to those requests, and processed the completed work orders. Staff also responded to billing inquires and provided account information as required. Ms. Amber Durham, Customer Service Specialist, submitted billing files to Datamatx for May billing and mailed out four hundred and thirty-five (435) Disconnect Notices, one week after bills were mailed, to customers who still had previous balances on their accounts. Ms. Durham coordinated work orders to discontinue and restore service following Disconnect Day, prepared equipment for meter reading, down loaded completed routes and loaded new routes for the next day, and generated work orders for higher/lower than normal usage.

August 2019 Report to Board of Supervisors and County Administrator From: Krista Gustafson, Unit Coordinator, Extension Agent, 4-H Department: Virginia Cooperative Extension-Gloucester Office AGRICULTURE AND NATURAL RESOURCES The inaugural chapter of the Middle Peninsula Master Naturalists met for the first training class at the Virginia Institute of Marine Science on August 28. The Virginia Master Naturalist Program is a statewide corps of volunteers providing education, outreach, and service dedicated to the beneficial management of natural resources and natural areas within their communities. Virginia Master Naturalists train for certification, then maintain that certification by launching or participating in local projects as they trek through forests and fields, collect data in streams, beaches, and backyards - all while continuing to learn and sharing their enthusiasm for Virginia's natural world. Master Naturalists in Gloucester have participated in numerous educational outreach programs including assistance with Meaningful Watershed Educational Experiences for the elementary and middle schools. The Virginia Master Naturalist Program is jointly sponsored by: Virginia Cooperative Extension, Virginia Department of Conservation and Recreation, Virginia Department of Environmental Quality, Virginia Department of Forestry, Virginia Department of Game and Inland Fisheries, Virginia Museum of Natural History, and Virginia Institute of Marine Science's Center for Coastal Resources Management. The program is based in the Department of Forest Resources and Environmental Conservation within the College of Natural Resources and Environment at Virginia Tech. In August the Extension office provided soil testing services to producers and home owners and referred 6 plant and insect samples to the Plant Clinic and Insect Identification Lab at Virginia Tech for identification and remediation advice. Gloucester Master Gardeners contributed over 300 volunteer hours during the month of August. GLOUCESTER COUNTY 4-H DAY CAMP Jackie Jefferis, 4-H Program Assistant, led the 4-H Cloverbud Camp held at Beaverdam Park August 27-29. Cloverbud Camp is held for ages 5-8 who have completed Kindergarten. The camp focused on environmental education while building life skills in communication, teamwork, and independence. Youth explored the outdoors, practicing elements of Leave No Trace. They learned about protecting pollinators from Master Naturalist, Henry Thompson and about treating the earth with care from Jean Howard of CA&J Farms. Eighteen youth participated. simulation at Whitcomb lodge. The simulation, an experience designed to introduce just some of the many challenges facing families with limited resources, will support development goals for DSS employees. Community volunteers along with Extension Staff and DSS leadership will provide the resource stations where the DSS employees will attempt to get needs met as low-income individuals. On the 1st and 7th of August, the FCS agent taught financial education and homeownership workshops to a combined 32 households in the Northern Neck and Middle Peninsula region participating in a Planning District Commission rehousing project.
