Welcome to the Board of Trustees meeting of the North Orange County Regional Occupational Program. The North Orange County ROP invites citizens to attend Board meetings and welcomes their view on relevant topics. If you should like to talk to the Board of Trustees, please fill out a “Request for Recognition” form so that the Board President can call on you by name. Although we would like to have your name and address should we need to follow up with you by phone or by letter, it is not required in order to speak to the Board. If you wish to speak to an item that is on the agenda, we normally allow time when we get to that agenda item. You may also bring forward matters that are not on the agenda. You may speak on those matters at the public hearing section of the agenda. The Board President will call upon those who have turned in this card. The Board or staff may not get involved in discussions about an issue not on the agenda. Board members or ROP staff members may respond only briefly to statements made or questions posed by the public. A Board or staff member may ask a brief question for clarification, make a brief announcement, or provide a reference to staff or other sources for factual information. Board members may also ask staff to place a topic on a future agenda. When recognized by the Board President, you will be allotted three minutes to address the Board on each agenda or a non-agenda item. The Board will limit the total time for public input on each item to 25 minutes with a total of 45 minutes per Board meeting. With the Board consent, the President may increase or decrease the time allowed for public presentation, depending on the topic, and the number of persons wishing to be heard. The President may also take a poll of speakers for or against a particular issue and may ask that additional speakers speak only if they have something new to add. The Board of Trustees of the North Orange County ROP appreciates you taking the time to share your views on matters of interest. Please Note: Pursuant to Education Code 32210, any person who willfully disturbs any public school or public school meeting is guilty of a misdemeanor and shall be punished by a fine of not more than $500.

JANUARY 14, 2015
MINUTES
Call to Order: President Hathaway opened the meeting to regular session at 4:04 p.m. Howard Burkett led the Pledge of Allegiance.
Trustees Present: Robert Hathaway, President Karin Freeman, Vice President/Clerk Marilyn Buchi, Member Meg Cutuli, Member Anna Piercy, Member
Joe Rollino, Member Brian O’Neal, Member

Review and Adoption of Agenda: There were no changes made to the agenda. It was moved by Mr. O’Neal and seconded by Ms. Freeman to adopt the agenda. The motion carried unanimously. Presentations: Linda Skipper, administrator of instructional programs, introduced Silvia Vasquez, student enrolled in Careers with Children at Valencia High School. On Wednesday, December 10, preschool students at Valencia High School were engaging in snack time when two-year old Brock began choking on a slice of mandarin orange. In a heroic move, high school senior Silvia Vasquez rushed to the rescue. Sylvia immediately began performing the Heimlich maneuver until his airway was cleared, thus saving his life. Silvia learned this life-saving technique from her experiences in ROP Medical Assisting Back Office and Careers with Children. Together, these classes gave Silvia the know-how of how to react in an emergency situation. Daphne Balcazar, parent of the preschool student, shared her gratitude to Silvia and

Board Minutes January 14, 2015 Page 2 ROP. She also indicated that she is a former ROP student. Concluding the presentation, the board issued a certificate of recognition to Silvia, thanking her for her heroism. Closed Session: There was no closed session. Reconvene: The Board reconvened into open session at 4:12 p.m.. Approval of Minutes: It was moved by Ms. Freeman and seconded by Ms. Piercy to approve the minutes of the regular meeting of the Board of Trustees on December 10, 2014. The motion carried unanimously. Communications: No communications were presented. Public Hearing: Mr. Hathaway opened the meeting to a public hearing at 4:14 p.m. There was no public participation, so the public hearing was closed. Superintendent's Report: Dr. Worley reviewed the contents of the Board’s folders which included answers to agenda questions, a schedule of city council meetings wherein proclamations will be issued recognizing the month of February as career technical education month, and a series of handouts summarizing the governor’s budget address. Dr. Worley reviewed the budget summary, including the 250 million dollar incentive grant that the governor has proposed be available for the next three years. It is a competitive grant, similar to an application grant, which gives priority to partnerships in a regional program. To continue to receive the grant money, entities will need to present results, such as CTE completion rates, industry recognized certifications, high school graduation rates, employment and post-secondary education placements. The grant focuses on regional programming and demonstrates that the governor is supporting and helping to sustain CTE by recognizing it is an important element. Dr. Worley highlighted School Services proposal, the Legislative Analyst’s Office’s evaluation, and the LAO report highlighting the governor‘s take on workforce education and training, all in relation to the governor’s budget. In conclusion, Dr. Worley stated that ROP is working to make sure that it continues to have support from the legislature. Following the budget summaries, Dr. Worley stated that he recently attended a meeting with Karin Freeman, hosted by Coastline ROP, in which Vernon Billy and Dennis Meyers were invited to meet with ROP superintendents and board members. During the meeting, the advantages of ROCPs and ROCP funding were discussed. Following the meeting, Dennis Meyers said that he would like to recommend to the CSBA board that they support the proposal and modify the trailer bill language to make sure that it gives priority to ROCPs and possibly increases available funding.

Board Minutes January 14, 2015 Page 3 Dr. Worley concluded his report by recognizing Rachel Garcia as the classified employee of the year. Rachel Garcia started with ROP as a career guidance aid before becoming an accounting clerk in the business office, and then transitioning into the Human Resources department in 1997. Rachel is a valuable asset to the organization, ensuring that benefits are moving smoothly. The board awarded Rachel a certificate and commended her for her excellency. Receive and/or Approve Consent Agenda Items: It was moved by Ms. Buchi and seconded by Ms. Piercy to approve the consent calendar. The motion carried unanimously. Business Consent 10A1. Financial: Ratified Balance Sheet and Income Statement and authorized total
liabilities and fund balance in the amount of $19,134,845.21 and ending fund balance in the amount of $19,067,387.73.
10A2. Cash Flow: Received Cash Flow Report for the period ending December 29, 2014.
10A3. Student Body Fund: Received the Student Body Fund Report for the period ending December 29, 2014. 10A4. Warrant Register: Ratified/approved warrant #00046778 through #00046971 in the amount of $723,176.93 as listed for the months of November and December 2014. 10A5. Purchase Orders: Ratified/approved the listed purchase orders in the amount of $168,367.46 for the period of November 20, 2014, through December 28, 2014.

Issue Contract renewal with Orange County Department of Education for Intranet Network Support Services Background ROP, with Board approval, annually contracts with the Orange County Department of Education (OCDE) for intranet data connectivity services. These services are necessary in order to access the BiTech financial system and payroll services. Included in these services provided by OCDE are internet content filtering (Websense), data circuit network management, maintenance of specific wide area network equipment, and ongoing technical support and training to ROP personnel. The OCDE contract renewal shall begin on July 1, 2014, and end on June 30, 2015. Financial Implications The annual cost for these services is $1,500. The Technology Services budget has expenditure authority to fund this contract. Recommendation Ratify/approve the intranet network support services contract with the Orange County Department of Education beginning July 1, 2014, through June 30, 2015, at an annual cost of $1,500.

Issue Personnel Recommendations February 2015 Background The Board of Trustees reviews employment recommendations and approves initial employment and/or changes in an individual's status or assignment. Financial Implications The financial implication of staffing is reviewed during the fiscal year planning process and included in the budget adopted for the applicable fiscal year. Background An extended field trip is planned for Introduction to Engineering Design and Principles of Engineering students from Sunny Hills High School to participate in the US FIRST Robotics Competition. Dates: February 27, 2015 – March 1, 2015 Destination: Rancho Mirage, California Participants: There will be 35 students and 6 adult advisors attending the
competition. Purpose: Student participation in the US FIRST Robotics Competition. Financial Implications All costs are covered by fundraising and donations. Issue Visibility Report Background
One of the Board/Superintendent’s priorities is to maintain a high level of visibility for the ROP through participation of key staff in various professional and community activities. 2015-2016 Budget Assumptions The following assumptions have been developed as the ROP budget process begins for the upcoming year. These assumptions reflect information in the Governor’s January Budget and other current information that will affect the ROP’s 2015-2016 budget. These assumptions may be modified as conditions or information changes. Assumptions have been grouped into three categories: Income and Beginning Balance, Expenditures, and Other Considerations. Issue
Resolution 2015-01, Recognition of School Administrators Background
School administrators not only support instructors in the classrooms, but help ROP meet its mission. ROP administrators, which includes the superintendent, assistant superintendent of administrative services, assistant superintendent of educational services, administrators of instructional programs, fiscal services manager, educational services manager, coordinator of curriculum and instruction, administrative services manager, administrative operations manager, coordinator of technology services, and maintenance and operations manager, are an essential part of the ROP team. Together these administrators represent 191 years of service to ROP. The week of March 2 through March 6 has been designated by the State of California in Education Code 44015.1 as a time to recognize and honor the contributions of the school administrators of North Orange County Regional Occupational Program to quality career technical education. Financial Implications None. Recommendation Adopt Resolution 2015-01, Recognition of School Administrators, and honor ROP’s administrators during the week of March 2 through March 6, 2015.

RESOLUTION 2015-01 RECOGNITION OF SCHOOL ADMINISTRATORS
March 2 through March 6, 2015 WHEREAS, leadership matters for California’s public education system and the more than 6 million students it serves; and WHEREAS, school administrators are passionate, lifelong learners who believe in the value of quality public education, and WHEREAS, the title “school administrator” is a broad term used to define many education leadership posts. Superintendents, assistant superintendents, administrators of instructional programs, school business officials, classified educational leaders, and other school district employees are considered administrators, and WHEREAS, providing quality service for student success is paramount for the profession; and, WHEREAS, most school administrators began their careers as teachers. The average administrator has served in public education for more than a decade. Most of California’s superintendents have served in education for more than 20 years. Such experience is beneficial in their work to effectively and efficiently lead public education and improve student achievement; and
WHEREAS, public schools operate with lean management systems; across the
nation, public schools employ fewer managers and supervisors than most public and private sector industries including transportation, food service, manufacturing, utilities, construction, publishing and public administration; and
WHEREAS, school leaders depend on a network of support from school
communities—fellow administrators, teachers, parents, students, businesses, community members, board trustees, colleges and universities, community and faith-based organizations, elected officials and district and county staff and resources—to promote ongoing student achievement and school success; and
WHEREAS, the State of California has declared the first full week of March as
the “Week of the School Administrator” in Education Code 44015.1; and WHEREAS, the future of California’s public education system depends upon the
quality of its leadership; now therefore BE IT RESOLVED, by the North Orange County ROP Board of Trustees that all
school leaders be commended for the contributions they make to successful student achievement.

Issue Resolution 2015-02, Career Technical Education Month Background
The month of February has been designated as Career Technical Education (CTE) Month by the Association for Career and Technical Education. As such, it is an opportunity to raise awareness of the crucial role that CTE has in readying the community for economic success and workforce competitiveness, and to express North Orange County ROP’s mission of providing career technical education. Financial Implications None Recommendation
Adopt Resolution 2015-02, Career Technical Education Month, and declare the month of February, 2015, to be Career Technical Education Month at North Orange County ROP.

Career and Technical Education Month February 1 through February 28, 2015
WHEREAS, February 1 through February 28, 2015, has been designated Career and Technical Education Month by the Association for Career and Technical Education, and WHEREAS, profound economic and technological changes in our society are rapidly reflected in the structure and nature of work, thereby placing new and additional responsibilities on our educational system, and WHEREAS, career technical education provides Americans with a school-to-careers connection and is the backbone of a strong, well-educated workforce, which fosters productivity in business and industry and contributes to America’s leadership in the international marketplace; and WHEREAS, career technical education gives students experience in practical, meaningful applications of basic skills such as reading, writing and mathematics, thus improving the quality of their education, motivating potential dropouts and giving all students leadership opportunities in their fields and in their communities; and, WHEREAS, career technical education offers individuals lifelong opportunities to learn new skills, which provide them with career choices and potential satisfaction; and WHEREAS, the ever-increasing cooperative efforts of career technical educators, business, and industry stimulate the growth and vitality of our local economy and that of the entire nation by preparing graduates for career fields forecast to experience the largest and fastest growth in the next decade,
NOW, THEREFORE, BE IT RESOLVED, that the North Orange County Regional
Occupational Program Board of Trustees does hereby support and designate February 1 through February 28, 2015, to be “Career Technical Education Month.”
