Normal life hit in Kashmir valleydue to separatists' strike
of Hurriyat Conference - Syed Ali Shah Geelani and
Mirwaiz Umar Farooq - and JKLF chief Yasin Malik had
called for a shutdown to protest the killing of Sajjad
Ahmed, a resident of Chandoosa area of north Kashmir's
Baramulla district.
Ahmad was killed when BSF jawans opened fire on a
group of people hurling stones at them at Reka chowk in
Batamaloo area.
A police spokesman said while there were no restrictions in
place anywhere in Srinagar, security forces were deployed
in strength in Batamaloo and other sensitive areas of the
city to maintain law and order.
Youths in J&K continue to join militantgroups; tension multiplies
workers in the Valley has been strengthened and terrorists
are being forewarned about movement of the troops.
Daily intelligence briefs prepared by various agencies
invariably has a new name added to the list of new recruits
to militancy on a daily basis causing a deep sense of worry
to the police in these areas, the sources said.
They said that militants infiltrating from Pakistan are
equally distributed among the various local militant groups
who make them aware of the topography and escape routes
besides providing them the mobile numbers of over ground
workers in the region.
A recently arrested militant of Hizbul Mujahideen, Amir
Wagay, significantly, has warned about heightened
militancy in the coming months.
According to his interrogation report, he claimed that the
militants had clear instructions to keep the Kashmir issue
boiling round the year. However, he could not provide any
insight into the plan as he was a locally trained militant
who had joined the terror group only last year, the sources
said.
The main recruiters for the youths were Hizbul Mujahideen
and Lashker-e-Taiba while other Pakistan-based groups
like Jaish-e-Mohammed were using them as guides, they
said.
South Kashmir, a traditional bastion of ruling PDP which is
having an alliance government with the BJP, has turned
into a virtual breeding ground for militants with many
youths joining their rank and file or becoming their
sympathisers.
While Jammu and Kashmir police appears to adopt a
reticent policy on the emerging situation as it is stumped by
the new challenges, the sources said that militants are
concentrating on two axes in south and north Kashmir.
An axis from Tral to Yaripora in Pulwama district
witnessing a dominance of terror group Hizbul Mujahideen
while in the other axis from Pattan to Sopore this group and
few militants of Jaish-e-Mohammed and Lashker-e-Taiba
are calling the shots, the sources said.
The leadership of every terror group in the Valley is with
the local Kashmiri boys, who have joined the ranks of the
militancy recently, the sources said. Security analysts said
that local recruitment, which had come down to a trickle,
has picked up suddenly from January 2015.
The missing boys mainly belong to the average middle
class and are being described as the new faces of terrorism
in Kashmir and they are believed to be waiting for delivery
of arms for all of them.

In the second video, a trade union leader, Bashir Ahmad
Wani, says he would dissociate from all activities. He also
chanted anti-India slogans.
A police officer said the videos have been made by
militants, who had barged into the residence of PDP worker
and trader union leader in South Kashmir and shot the
video clips.
"The militants have got the video clips released on social
networking sites through their supporters," he said.
He said police has launched investigation to ascertain how
and when militants shot the videos and who uploaded them
on social networking sites.
The videos seem to be response to series of videos about
security men beating the Kashmiri youth.
In one of the videos, a youth of Budgam district was tied in
front of an army vehicle. In another video, CRPF men can
be seen shooting on head of a young protestor during minor
clashes near a polling booth in Budgam district on April 9.
In another video, a youth is being beaten and his shirt torn
by the security men. In yet another video, army men can be
seen pinning a youth on ground and beating him with
canes.
In another video, four youth are being beaten inside an
armoured army vehicle by the soldiers. The youth are being
forced to chant anti-Pakistan slogans and one of the youth
is injured and blood is oozing out from his forehand.
Reacting to release of videos about army men beating and
harassing youth, MLA Sheikh Abdul Rashid said the
videos have been uploaded on social media with intention
to give a message to Kashmiris that "New Delhi doesn't
care about them and will do everything to demoralise,
suppress and humiliate Kashmiris."
"It is for sure that Army and other security agencies have
recorded the incidents and then released them through
social media to terrorise and demoralise Kashmiris through
these videos," he added.
Petrol bomb hurled atCRPF party in J&K

Indus river irrigationprojects miss deadline

the Jammu and Kashmir government decided to review it.
The official, however, did not elaborate on why the review
was being done.
"The work on Prakachik Khows canal also could not
progress as expected due to hostile weather conditions. The
area is still snow-bound. Same is the case with Ravi canal,"
the official added.
The modernisation of the main Ravi canal is expected to be
completed by December this year. The other two projects
are likely to be completed by next year, the official said.
Last year, the government had decided to fast-track four
projects, including these three, under the Pradhan Mantri
Krishi Sinchayi Yojana (PMKYS) and Accelerated
Irrigation Benefits Programme (AIBP), aiming to increase
irrigated land in the state by nearly 2.05 lakh acres.
The three projects will help cover 1.45 lakh acres of the
total area planned to be irrigated.
The fourth project, Rajpora Lift Irrigation, to be completed
by 2019, is expected to help irrigate around 59,305 acres of
land.
All these works are expected to cost Rs 117 crore, for
which money will be raised by National Bank for
Agriculture and Rural Development (NABARD).
India can irrigate up to 13 lakh acres of land in Jammu and
Kashmir. Until now, only seven lakh acres of land have
been irrigated.
The government's move to expedite work on the projects
came at the same time as its decision to review the Indus
Waters Treaty (IWT), a pact between India and pakistan on
sharing the waters of six rivers in the basin, last year.
The official, though, maintained that fast-tracking
irrigation projects has "nothing to do" with the decision to
review the treaty.
The Union government had launched the PMKYS in 2015
to enhance physical access to water on farm and expand
cultivable area under assured irrigation, improve on-farm
water use efficiency and introduce sustainable water
conservation practices through major and minor irrigation
projects.
The AIBP was launched in 1996-97 to provide central
assistance to major/minor irrigation projects in the country
to accelerate implementation of such programmes. Since

Accusing the PDP of letting down the people of Kashmir,
Dr Abdullah said, "People of the valley are terribly hurt.
The PDP campaigned to keep BJP out. People now say they
have been betrayed."
Criticising the BJP-PDP coalition for the lack of
engagement with people of Kashmir, Congress lawmaker
Shashi Tharoor, said, "The BJP-PDP government has
missed the opportunity. They have no credibility left for
talks to take place. There is now complete disillusionment
with the BJP-PDP government in Jammu and Kashmir."
Responding to these comments, PDP Leader Vikramaditya
Singh said, "I agree what Mufti Mohammad Sayeed had
said the PDP-BJP coalition was impossible. But to form the
government at that time, when Jammu had voted for the
BJP, Kashmir chose PDP, we had to take this step. How
could we have excluded either one of them?"
Attacking the centre for its lack of involvement in the
affairs of the state, Mr Singh said, "The current situation in
Kashmir is the result of centre's failure to hold effective
dialogue with all stakeholders in Kashmir. Starting from
the Gajendragadkar Committee in 1967 to reports of all
party delegation, none of this has been tabled in the
parliament."
He added, "We still have four years to go. We have always
believed that talks must go on with all stakeholders at all
times. Sometimes it appears difficult. You can also have
back channel talks and not everything has to be in the
public domain."
JKP asks its personnel toavoid visiting hometowns
issued by the police headquarters referred to the recent
incidents in the valley where terrorists, and anti-national
and anti-social elements have cause damage to the life and
property of police personnel.
"In view of these unfortunate incidents, police personnel,
particularly from south Kashmir, are advised to exercise
extreme caution while visiting their homes. They should
preferably avoid visiting their homes for thhe next few
months as their personal security is of paramount
importance," the advisory said.
It advised all the heads of various formations to brief their
officers and men regarding the threat so the life and
property of police personnel were secure.
The advisory follows over a dozen incidents of attacks on
families of police personnel in Kulgam and Shopian in
South Kashmir. The family members of police personnel
deployed in anti-insurgency operations were threatened
and asked to persuade the uniformed men to quit service.The first incident of militants entering the house of policepersonnel was reported in March this year when HizbulMujahideen militants threatened the family of a DeputySuperintendent of Police in Shopian.The unprecedented incident had sent shock waves throughthe police force, prompting the state police chief S P Vaidto issue a warning to militant groups.Vaid had said, "This is between police and militants andfamilies should not be brought into this conflict." He hadwondered what would be the reaction of militants if policestarted threatening and intimidating their families."If the police start doing this, what will happen to theirfamilies?" he had asked.However, militants have remained unfazed by the warning.

Chuni said that this meager relief of Rs
2000 crore has not come overnight; it is
the outcome of years of continuous
efforts of S. O. S. International. The
tiny relief which has become talks of
town is not success but just a beginning
to reach towards our ultimate goal. "If
this process of providing justice carries
on with this momentum, I don't think it
will be accomplished in next two
centuries.
He was speaking while addressing the
rally at Baby Caterers Hall, Rehari
Colony.
On the occasion, Rajiv Chuni said that
people are celebrating and considering
it as their success but I would like to
tell them it is not success but mere a
step forward. PoK refugees should
focus on their final goal instead of
celebrating it as we have been facing a
lot of tough times for the last 7
decades. We have only lost and gained
nothing since 1947."
Chuni said that the real assets of PoK
refugees are their children. He said that
the future of our younger generation is
at stake as they have no education, no
job opportunities, no shelter, no health
care facilities and many more. "If
future of our younger generation is in
dark then what kind of success is it?"
he asked. Mr. Chuni further said that
the families of PoK refugees have been
swollen at that extent where the relief
amount of Rs. 5,50000/- is proving
insufficient for them to meet their both
ends in day to day life. "We can't be
contented as the children's future is in
doldrums. We have to rise and explore
opportunities so that our children's
future can be protected and best
possible directions can be found to
pave a way for their prosperity so that
they can stand on their own feet", he
stated.

The chain hunger strike by
contractual lecturers (10+2)
entered 62th day here today.
The protesting contractual
lecturers have been
demanding their
regularization as per the
Civil Services Special
Provision Act 2010, a policy
framed for the regularization
of all the adhoc, contractual
and consolidated employees
after rendering seven years
of services.
Amid slogans, the
contractual lecturers today
protested outside Press Club
Jammu and also burnt their
degrees on fire.
Balvinder Kour, Chairperson
of the Executive Body of the
Association said that they
are highly qualified people
and Government is paying
no attention towards their
grievances despite lapse of
60 days.
Kour said all these degrees
are of no use and to express
their resentment against the
Government they burnt their
degrees.

President said that they
have firmly decided to sit
on hunger strike till the
Government comes out
with some concrete result.
He also said that each and
every thing should be in
black and white and also
favourable to them. "We
will continue our dharna
and hunger strike till our
cases for regularization as

PCPG meeting held Jammu, Apr 16
To strengthen the Police-Public relations and bring the
people closer to the Police, a Police-Public meeting on
Sunday held at Qasim Nagar, Jammu. The meeting was
organised by SI Bimal Indu, Police Station Bagh-E-Bahu
in which prominent/Senior citizens and youths of the area
participated in meeting. During the meeting the
participants put forth their problems and they were
assured by police officers to take up their problems with
concern authority for their redressal. Besides, the issues
like-drug abuse, traffic violation, rash driving, and eve-
teasing were also discussed.
Police officer thanked the participants for sparing their
valuable time to attend the meeting and assured them for
better co-operation from Police. The participants

In a press statement issued
here wherein Harsh Dev
Singh lamented that the
deep rooted culture of
patronized corruption was
fast spreading its tentacles
and had plagued and
engulfed the entire system
in the absence of effective
control mechanism. He said
that most alarming aspect
was not the money
exchanging hands in the
unwholesome bargains but
the open defiance of norms
and procedures,
fearlessness and audacity
displayed by corrupt
elements in executing such
illegal bargains.
Describing the Civil
Secretariat as the fountain
head of all corruption in the
State, Harsh Dev Singh
remarked that it was a
classical example of
darkness reigning at the
foot of the light house. He
said that right from the
issuance of transfer orders
to the release of funds and
to further disposal of
routine files, everything
had a price in the
Secretariat. He said that
with highest seat of power
having earned the most
dubious infamy, the
reputation of the incumbent
govt. stood completely
unraveled.
Alleging that corruption
had become a norm rather
than an exception in the
Secretariat, the highest seat
of power, Harsh Dev Singh
lamented that even the
routine files were not being
disposed in the ordinary
course without 'pleasing'
the concerned authorities.
He said that it was a normal
practice to keep the files
pending for months
together only to be
forwarded and processed
after the vested interests
were served. In several
cases, silly and absurd
queries were raised by the
helmsmen in the files only
to delay and deny and to
harass the applicants who
did not 'entertain' and
'please' them.

animal attacks, besides
suggesting protective
measures for saving their
lives. The minister also said
that such awareness
campaigns should
particularly be carried out in
those areas where such
incidents of animal attacks
happen frequently. "Unless
the people are not sensitized,
the graph of man-animal
conflict cannot be reduced,"

a cultural programme was organized by Jain Yuvak Sangh

Jain Samaj present there. Programme was started with
Mahamantra Navkar followed by a few performances from
the members of Jain Yuvak Sangh. A famous music group

marking a devotional impression with their bhajans .

Army conducted a lecture on 'save
water and save electricity' at
Jammushid in Poonch district, today.
The lecture was to educate the villagers
regarding measures and benefits of
saving electricity and water. Large
number of villagers from Jammushid
and nearby areas attended the lecture.
The lecture emphasized on various
measures available to save electricity
and water in day-to-day life. The locals
were made aware that drinking water is
scarce in most parts of the world and
therefore everyone is responsible to
conserve and restore water. Issues like
storage filtration of water were
discussed at length. During the lecture
the locals were briefed about the
benefits of using ISI certified and the
star ratings of electrical appliances that
amounts to consumption of electricity.
Certain practical aspects to reduce
consumption of power by using LED
and CFL lights, good quality wiring,
making use of natural lights whenever
possible and use of renewable source of
energy, like solar and water were
discussed. The locals applauded the
noble work and conveyed their
gratitude for the selfless service being
rendered by the Army to educate the
locals of the area by guiding them to
become better citizen of the country.

today said that the State
Government is working on a
holistic plan of action to
bring every region and sub-
region of the State under the

The Minister was addressing

at Surjandhar along with

Calling it a robust move to

State, the Minister asserted

continuing work on railway

foundation stone of the link
road from Jodhpur to
Parshalla. The 16.7 km long
road to be constructed under
PMGSY at an estimated cost
of Rs 15 crore will provide

Justice Muhammad Yaqoob Mir has directed Executive
Chairman J&K SLSA, Chairperson of District Legal
Services Authority Bhaderwah(Principal District & Sessions
Judge Bhaderwah) to constitute core group headed by
Judicial officer in terms of Scheme for Legal Services to
Disaster Victims through Legal services Authorities.
According to an official handout issued here, the team would
coordinate with District Administration of the District for
timely evacuation of Fire Victims to the temporary shelters
camps (relief camps) opened in the affected areas. It said that
the team would also ensure smooth distribution of relief
materials to the victims, assess the damage caused to the life
and property of the victims so that the cases for
disbursement of relief are processed expeditiously by
District Administration, open temporary Legal Aid Clinics in
the relief camp manned by Para Legal Volunteers to hear the
grievances of the victims and forward the same to the district
administration for their redressal. Chairman of DLSA
Bhaderwah has also been directed to submit the consolidated
report to the state Authority for further course of action.

25 shops and eight
residential structures and
several vending huts went up
in flames in main market
Gandoh in district Doda in a
devastating blaze in the wee
hours of Saturday. Property
worth millions of rupees was
reduced to ashes, but there
was no report of any serious
injuries. Reports said that on
the intervening night Friday
and Saturday, main market
Gandoh, located just 500
metres from the police
station, and went up in
flames. "The fire, which
perhaps started around 1am
was noticed by a patrolling
team of Police and SSB at
12.45 am, which
immediately raised an alarm
and informed fire tenders,
which reached the spot at
3.30am as nearest fire station
is located at Thathri, 45 km
from Gandoh. Meanwhile
sleuths of Police and SSB
along with locals tried to
control the flames but they
failed to do," a senior police
officer said."Police has taken
the cognizance of fire
incident and started
investigating, preliminary
reports suggest that the fire
started due to the shot
circuit," SDPO said.

Kainth Gali, Mir, Pancheri, Kultiyar,
Latiyar, Landar, Dandote and Galyot
of Udhampur district. Addressing
people, Mankotia said that despite
much area, population and voters
from Kashmir region, Jammu
province has only 37 Assembly
constituencies while Kashmir has 46
seats. To form Govt in Jammu and
Kashmir, 44 seats are required and
due to this reason Jammu will never
get its own Chief Minister. Mankotia
said Assembly constituencies in
Kashmir have been carved out with 50
thousand voters while in Jammu
region, there are many constituencies
which have more than one lakh
voters. Amazingly, Gurez
constituency of Kashmir region has
14 thousand voters in comparison to
1.50 lakh voters in Jammu West
Assembly segment which shows that
deliberately Jammu province was
politically ignored by the successive
regimes of State. NPP state chief
demanded that Pancheri, Bhamag and
Landar has population of more than
60 thousand and these far flung areas
should be converted into
constituencies so that development
can took place in these areas.

for political neglecting these hilly
areas by connecting this area to Reasi,
Udhampur and third section to

A team of Excise Department conducted series of raids in
villages Dalori, Sinoo of Tehsil Gundoh and destroyed
about 35 Kg of Lahan along with two litre of illicit liquor.
The raids were conducted under the supervision of Deputy
Excise Commissioner (Executive), Ghanshyam Singh and
ETO DKR Range, Shokat Hayat Mattoo along with Police
team of Sinno Post Gundoh.
DDC meets fire victims DODA, APR 15
District Development Commissioner Bhupinder Kumar
today visited Gandoh Bhalessa where 16 shops and 9
other structures were damaged in fire.
DDC along with SSP and other senior officers met the fire
victims and assured all the necessary assistance from
district administration. He announced relief out of Red
Cross funds to all the affected families and directed SDM
Gandoh to carry out relief and rehabilitation measures
including providing free ration, blankets and others
essentials to the fire victims.

nakas/checking at NHW Manjakote. During checking,
police seized a Tata mobile bearing registration no.
JK02BL-2357 and rescued 02 bovine animals and
arrested one bovine smuggler namely Mukhtyar Hussain
S/o Mohd Hussain R/o Kharak Kalakote. In this

Army organizes veterans rallyJammu, Apr 16
An Veterans Rally cum medical camp for Veterans, Veer
Naris and their dependents was organised by Miran Sahib
Brigade under the Tiger Division at Jammu, today. Military
and Civilian officials of the State administration were also
present in the rally and interacted with the attendees. The
rally was organised to interact and attend to problems if any
being faced by Veterans and the dependents primarily
because of anomalies in their pension and entitlements as
also ECHS issues. The Veer Naris were also felicitated in
recognition of the supreme sacrifice made by their brave
husbands while defending the Nation. A free medical cum
dental camp was also organised with specialist doctors both
from the Army and civil authorities. Over 300 patients
were attended to and provided free medicines. Veterans
help desks were also established to address their problems.
Brigadier Harcharan Singh, Director Rajya Sainik Board
addressed the Veterans and Veer Naris and apprised them
about the various schemes and measures being instituted
by his department. The event received an overwhelming
response from Army Veterans fraternity with about 1100
Veterans, Veer Naris, Widows and their families being
present from RS Pura, Arnia, Bishnah and Suchetgarh
Tehsil.
Army organizes cleanliness drive Rajouri, Apr 16
Army organised a cleanliness drive with enthusiastic
participation of locals at the Palma in Rajouri district park
as part of "Swachh Bharat Abhiyan", today in coordination
with 'GOONJ' a New Delhi based NGO. The initiative is
in continuation of concerted effort by the Army to bring in
a wholesome shift in the society towards cleanliness,
hygiene and sanitation by enhancing awareness and
participation of the locals of this area. The campaign
involved cleaning the Palma Environmental Park, a
popular picnic spot visited by numerous visitors of all age
groups on daily basis. The villagers worked shoulder to
shoulder with the Army soldiers to clean this public area
thereby exhibiting a sense of social responsibility and
ownership of the asset. The NGO also presented hampers
containing clothing, books for the children, toys and other
utility articles to the needy families of Palma village who
participated in the drive. The event witnessed a large
gathering of enthusiastic people to make it a success.
Army on its part thanked the people for making the
campaign a success and also requested them to continue
with the good work of cleanliness in the area. The
gathering expressed their sincere gratitude to the Army for
its relentless efforts towards preservation of peace and
development of the area.

Girl commits suicideKATHUA, Apr 16A 19-year-old girl allegedly committed suicide by hangingherself at her residence in Tara Nagar area of hatlimorh ofKathua last night. According to police spokesman, a 19 yearsold girl allegedly ended her life by hanging self with the hookof a ceiling fan at her residence. On getting information fromfamily members, police reached the spot and shifted the deadbody to mortuary room of District Hospital Kathua, for postmortem. A case in this connection was registered atconcerned police station and investigations started.

The Indian media is agog with the story of viral videosdepicting a group of CRPF personnel returning frompolling duty being heckled, manhandled and abused
by a few Kashmiri youth in Budgam area of SrinagarParliamentary constituency that went to poll on o4 April.While the media is full of praise for the restraint shown bythe policemen, it is also equally critical of the youthinvolved in heckling. Whether media's action adds fuel tothe fire and demands constraint is a subject for a separatearticle, the issue at hand is as to how the youth dared tobehave like this with the men on bona-fide national duty?The security forces are the nation's sword arm in disturbedareas. They are deployed there to safeguard the localpopulation, government property and national assets. Theyare mandated to ensure the nation's sovereignty in theseareas. It is also their responsibility to ensure that nation'swrit runs in these areas and no one dares to take law in theirown hands. If this be so the security forces deployed inthese areas need to create an awe based on their behaviourand appearance so that no one dares to challenge theirauthority. There is no denying the fact that Pakistan is thesponsor and financer of the turmoil in Kashmir. But is it fairto always blame Pakistan and put the matter to rest?Certainly not. Certain amount of introspection and internalaudit is needed to set our house in order.The Budgam incident no doubt is condemnable but is onlythe youth to be blamed for that? It was the lack of awe of thesecurity forces that emboldened the youth who dared tobehave in the manner they did. A critical viewing of thevideo would reveal the total absence of combat discipline. Itwas astonishing to see the way the CRPF personnel weremoving through a hostile area in an unorganised manner.Their carriage of loads and personal weapons wasunprofessional to say the least. It is a complete failure ofjunior leadership and the CRPF hierarchy needs to take aserious note of it. If domestic loads were to be man carried,which in fact should have been carried in vehicles, the menshould have been organised in two parties namely the loadcarrying party and an escort party. Absence of proper escortparty was a sure shot recipe for inviting disaster becausethere was no one ready to react should someone act againstthem. The readers can imagine the extent of damage thatwould have been caused had terrorists used the opportunityto open fire after mingling with the crowd. The
commanders up the chain have to train the personnel ofCentral Armed Police Forces(CAPF) and instil confidencein them to shed the behaviour of a law-enforcing policemanand behave like a combatant while operating in a combatzone albeit even temporarily. A combatant distinguisheshimself with a smart turnout, perfect bearing, neatappearance, an alert eye and above all knowledge andapplication of minor tactics. Carriage of personal weapon ina manner that it can be used instantly if needed is equallyimportant. All these clubbed together form the essentialingredients of combat discipline which needs to be imbibedby every combatant while operating in a hostileenvironment. Any laxity would lead to what was seen in thevideo. It won't be wrong to summarise that it was lack ofcombat discipline that emboldened the youth to come inphysical contact with the men on duty. It would be unfair to assume that only the CRPF is beingtargeted. The stone-pelters have not spared the Armypersonnel as well. Stone throwing to enable terrorists breakthe cordon or while the troops are busy in conduct of anti-terrorist operations has become a common phenomenon. Afew days earlier a video showing an attack on an armyvehicle by the stone pelters had also gone viral. Anotherreason that has emboldened the Kashmiri youth is thejudicial overreach and unwanted interference of the self-proclaimed human right activists and arm-chair peacenikswho take pleasure in issuing sermons from their air-conditioned habitats. The security forces are being deniedthe freedom to operate leading to lowering of the morale ofrank and file. It defies all logic when stone-pelting law
breakers are labelled as"innocent civilians" and themen in uniform are givensermon to exercise restraint.Supreme Court verdict ofJuly 8 last year giving policethe liberty to probe the roleof the security forcesinvolved in an encountereven in areas under AFSPAhas severely curtailed theirfreedom to operate. In"Irregular Warfare" at timesirregular means need to beadopted to produce resultswhich can never be achievedby "going by the book"

Theunnecessary hysteria created by a section of the mediaagainst the use of pellet guns has also added to theconfusion. Pellet gun is a non-lethal weapon and used worldover for mob control. The demand for removal or dilution ofAFSPA is also unjustified at this juncture. The securityforces do require a legal framework and guarantee to enablethem to operate freely in the disturbed areas. In fact, asimilar legislation for the CAPFs operating in the combatzone is also needed.Last but not the least is the indoctrination and radicalisationof the youth. The Kashmiri youth is confused betweenpolitics and religion. Feeling let down and cheated by thepoliticians of all hue and cry, the youth is seeking solace inreligion. The narrative in Kashmir has shifted from "Azadi"to "Nizam-e-Mustaffa". In a video released by HizbulMujahedeen, the terrorist commander Zakir Musa hasordained the Kashmiri youth "to dismiss idea of nationalismand democracy and turn towards Islam." The youth is beingindoctrinated with Wahhabi ideology by fanatic Mullahsand the freely available Salafi literature on the social media.They are taught that it is the duty of Muslims to capturepower and impose Sharia over entire J&K, starting with the
Valley. Sharia disapproves the concept of democracy(equality for all) because as per Wahhabi ideology therecannot be equality between a man and a woman, a believerand non-believer (Kafir), master and a slave, a ruler andsubject. It also legalises use of force (armed jihad) as meansfor establishment of a Caliph since the concept of a nation-state is unholy. It to some extent may answer the question ofpoor voter turnout in the recently held parliamentaryelection. Unfortunately, we are trying to brush under thecarpet this bitter and harsh reality and refusing toacknowledge the presence of elephant in the room.Remember the youth forms 65% of our population.Undoubtedly the Kashmiri youth is emboldened but at thesame time he is disillusioned. He is seeking direction. Hewants to be part of the national mainstream. He has to befreed from the clutches of fanatics and extremist ideologythrough correct portrayal of true Islam. He has beenindoctrinated with the violent philosophy of Islam whilereally speaking Islam is a religion of peace as well.According to many Muslim scholars Salm & Salam are theroot words in Arabic for "Islam" which means peace andtranquillity. Islam does not preach hatred but warns against"following the footsteps of Satan; for he is to you a clearenemy." Warning bells for the last and final time have been soundedfor the mainstream politicians. If they do not shake out oftheir deep slumber now and move out to the field to interactwith the youth, they would lose whatever space is left forthem in the complex matrix of power politics in the Valley.Even the civil society is expected to play a major role inrestoring the normalcy. A quick fix solution is needed fromthe government to curb misuse of social media forpromoting unrest. Hawala channels need to be plugged. Themedia has to show restraint so that its prime time shows donot add fuel to the fire. The valley needs to resonate withthese patriotic lines of Allama Iqbal, "Mazhav nahin sikhataaapis mein bair rakhna; 'Hindi' hai hum watan hai Hindustanhamara."

Finally, Mr. Farooq Abdullah has made to theParliament after the results of By-Election inSrinagar-Budgam Lok Sabha seat. The cost in
terms of loss of human life proved the by-election wasunaffordable with the result the Election Commission wasleft with little option but to postpone the 12 April by-election to the Anantnag parliamentary constituency to 25May with the law and order situation not being foundconducive to holding it now. Killing of eight protestorsand injuries to more than 170 in the Srinagar Lok Sabhaby-election, and the torching of schools in Anantnagwhich were venue for polling, it is good that thecommission chose to defer the polls.Going by the percentage of voting in Srinagar being anabysmal 7 per cent — the lowest ever — one can say allis not well in the Valley and there was little point inthrusting a poll upon the people who are clearly feelinginsecure to go to the polling booths in the wake of threatsby militants and their supporters to boycott the polls.While it is easier to disrupt a by-election or two than full-fledged parliamentary or Assembly polls, the Stategovernment in unison with the Centre must ensure thatthey do not cut a sorry figure when the postponed poll isheld in Anantnag.This time the scenario was further deteriorated by themainstream party-NC leader Farooq Abdullah whoopenly supported the Separatist Hurryiat line of politicsand emboldened the youth to indulge into violence whilehe was contesting election to enter Parliament. Peopleobserved Farooq Abdullah running with the hare andhunting with the hounds. The security forces wereunprepared for the scale of violence, and failed to ensureconditions for free, unrestricted polling in Srinagar. Forvoters, the political stakes were low and the physical riskshigh which made the elaborate exercise a farce that wasrobbed of all political legitimacy. After the higher voterparticipation in recent years in the Valley, the way theSrinagar by-election unfolded pointed to a dramatic slidein the political situation which should cause deepconcern.Post Burhan’s death, a new cycle of violence has been setoff in Kashmir that does not seem to have ended to thisday. That the movement is drawing sustenance fromacross the border is no secret, but the difficulty is that ourso called mainstream political leaders who boast of beingthe popular leaders left the field open for separatists andmilitants and are unable to counter it. They have beenseen pouring fuel to the frenzy fire. The credibility of theMehbooba Mufti government has indeed hit a new lowwith its failure to contain the violence despite full supportfrom the Centre.When the people vacillate on whether they should comeout to vote in Anantnag on 25 May, it would be no smalltask convincing the people that staying at home might bethe better option to facing the stones of protesters and theguns of security forces. Indeed, the cycle of violence hasto be broken and the credibility of the administration hasto be re-established at all costs. Kashmir cannot go on inits present state.

The roots of export ofterror from Pakistanlie in the Grand
feudal alliance that the leaders of thatcountry have cobbled up. Nehru hadimplemented land reforms in India thatbroke the backbone of rural feudal lords.He also put private businesses on theleash by declaring that commandingheights of the economy will be held bythe public sector. Indira Gandhi carriedthat movement forward with thenationalisation of banks and the coalindustry. That broke the stranglehold ofthe capitalists on the country. Such wasnot done in Pakistan.Feudal landlords ruled the countrysideand trade and industry were controlledby a small coterie of business houses.The political parties pandered to theseruling families. They needed an issuethat would divert the attention of thepeople from the inequities perpetrated bythis alliance. The issue of Kashmir camein handy for this purpose. The people,instead of opposing the alliance for itsanti-people policies, turned around andsupported it for its stand on Kashmir.The Pakistan army extended support tothis alliance. They found they could getlarge amounts of arms and money aslong as the Kashmir issue was keptburning. The ruling parties and the armypropped up jihadi groups to push theKashmir issue on centrestage. Kashmirand jihadis, therefore, are integral part ofthe strategy to divert the people'sattention from the economic inequalitythat is pervasive in Pakistan.The emergence of Al-Qaeda and Talibanenabled America to join this alliance asits fourth member. America had its ownagenda against Taliban in Afghanistanand a resurgent India, whom Americahas never trusted. In order to make thegovernment of Pakistan take up the waragainst Taliban and in order to create acounterweight to resurgent India, it wasnecessary for the Americans to supportthis alliance. In return for support fromAmerica, the alliance agreed to moveagainst the Taliban, at least on thesurface, and keep up pressure againstIndia. Thus America turned the Pakistanigovernment against its own people. Thisis the root of all pervasive anti-Americansentiment in Pakistan. The Americansfurthermore pushed the Pakistanigovernments to open up the Pakistaneconomy for American companies. Thus,one more member was co-opted in thegrand alliance-the Americanmultinational. My assessment is that thepeople of Pakistan are not happy withthe Americans. They are more inclined to
forge a friendship with China. Thus, theruling alliance walks on a tightropebetween America and China. They seekfinancial and military support from bothAmerica and China to keep the other atbay.Generally speaking, economic reformsmean that businesses will compete witheach other and bring prices down. Not soin Pakistan. Here economic reformsmean that a cartel of MNCs and localbusinessmen would be free to chargeexorbitant prices and fleece people. As aresult, Pakistani society split into twomutually hostile parts. The naked andjobless common man stood on one side.On the other side stood a grand allianceof feudal landlords, business houses,multinational corporations, and thePakistan army with the Americangovernment standing ready in attendanceto help if and when required. Pakistangovernment and Army have roped in thejihadis to bolster their bargaining poweragainst the Americans, and, at the sametime, deflecting the attention of thecommon man from poverty and otherproblems. Their purpose is secured by'optimal' terror-big enough to be invokedas a trump card before the Americansand small enough that it does not pushIndia to take a definitive action.The perception of China as a friendamong the Pakistani people causes aschism between them and India. In theirview, India is their enemy since India isa friend of their enemy America. Again,in their view, India is their enemy since
India is an enemy of their friend China.The anti-India sentiment in Pakistan isbeing fuelled by the support of thealliance to the jihadis. It is beingstrengthened by the perception of Indiabeing a friend of America and an enemyof China.Government of India wants to putpressure upon the Pakistan governmentto take action against the jihadis. Thispolicy will not deliver. The jihadis havea vital role in the survival of thealliance. They deflect the attention of thepeople from the anti-people doings of thealliance. The anti-people agenda beingfollowed by the alliance will get exposedif the jihadis go low. We are asking thealliance to dig its own grave by putting aleash on the jihadis. It is a waste of ourenergies if we try to turn the allianceagainst the jihadis. Instead of trying tocreate a schism between the alliance andthe jihadis; we must try to create aschism between the people on one sideand the alliance and the jihadis on theother. The solution will come fromweakening the alliance itself just aswe did with Sheikh Mujib inBangladesh.We should provide big financialsupport to international donors androute the funds to people's civilliberties organisations of Pakistan toraise the issue of economic inequalityagainst the ruling alliance and fosterinternal dissention. Global donorsregularly give funds to foster internaldissention against governments that do
not toe their line. We should do thesame. We should try to establish a pro-common man government in Pakistanwhich will create a soft society andremove the need for the government torely on the jihadis to deflect theattention of the people from poverty.In one go, we shall liberate thePakistani people from the tyranny ofthe grand alliance and also securefriendly government across ourborders.Second, we must reexamine our pro-American anti-China stance. Here wecan take a lesson from China. Thatcountry has often taken an anti-American stance, such as in respect toNorth Korea, yet obtained advancedcommercial technologies fromAmerican multinationals. It has alsodeveloped advanced military hardwaredespite lack of cooperation fromAmerica. We must do the same. Wemust extend our hand of friendship toChina. We can create a pro-Indiansentiment among Pakistani people ifwe become friends with China andenemies with America. We have tomake a hard choice whether we wantto lose the support of Pakistani peopleby being seen as supporters of theirenemy America and enemy of theirfriend China; or we will befriend thePakistani people by distancingourselves from America and embracingfriendship with China.The author was formerly Professor of

Describing the action byForces as unfortunate, Mirexpressed serious concernsaying that Forces shouldnot have entered intocollege premises to beat the

Suchtype of action by police orsecurity forces wereresponsible for thedeteriorating situation, forthe fact, it gives rise to theanger among the people, asa result, the situationcontinues to deteriorate inSouth Kashmir andelsewhere in the valley," hesaid.
Urging people especiallyyouth to maintain calm, Mirsaid that violence cannot besolution to any problem, aseverything can be settledthrough peaceful means.
He lashed out at PDP leddispensation for failing toensure peaceful atmospherein the valley especially inSouth Kashmir and blamedit for the restlessness and

PCC President alsocondemned the Killing ofBashir Ahmad of QasbayarPulwama by unidentifiedgun and termed the incidentof killing and kidnapping ashighly condemnable.
He also condemned thekilling of Sajad HussainShiekh, who was reportedlyshot dead by BSF yesterdayevening in Batmaloo Area,saying that loss of lives cannever be replaced byanything.
Mir said rulingdispensation seems to be ina moribund condition, noteven able to say anything oninnocent killings, he added.
He said the killing in anyform is highly condemnableand must be condemned atall levels.

So what should you do if you become the culprit of an email faux-pas?
Business Insider asked recruitment and HR professionals for the worst mistakes you can make in an email - and how to fix them if it's too late.
Instead of replying back to a single person, you've accidentally sent everyone in the office your RSVP to an event or opinion about the upcoming pub quiz. It's more annoying than anything else, so follow it up with a quick email saying you didn't mean to send it to everyone and leave it at that.

"To me, it shows lack of interest and attention to detail, which very early on can be a deal breaker," she told Business Insider. "It can honestly change my mind about people."
The best thing you can do in this situation is own up and apologise as soon as possible, Gorton said, even if that means sending another email straight afterwards.
Nigel Parslow, Managing Director of recruitment agency Harvey Nash, told Business Insider: "Always read through the email and check the recipients' details as thoroughly as the grammar and content of the email itself."

Sending an email off too soon has happened to all of us at some point. Sometimes it's obvious to the recipient, but other times it can look like you're being blunt. According to Parslow, pressing send prematurely is usually a result of being in a rush.
"[It's] an issue particularly when rushing or travelling and using smartphones on bumpy trains, and where one is trying to complete the email before disembarking," he told Business Insider.
If it happens to you, Gorton says you should always send as few emails as possible.
"Mistakes happen and we've all done it," she said, suggesting just one follow-up email "rather than sending an email saying sorry for the accident, followed by another saying the rest of the email - three in total. When you're getting hundreds of emails a day, it's irritating to get three or four in a row from one person!"
To avoid it happening all together, put yourself as the recipient until you're somewhere stable to send it off.
Gorton says you should apologise as soon as you realise you've made a spelling mistake, or you pick up on a word autocorrect changed to something
embarrassing."From a recruitment perspective, I would
tell applicants to avoid sending emails from your phone," she said. "If you're applying on your phone it suggests you're not putting time and effort into an application, and probably multitasking. Not a good first impression, as to me, applications should be thought through as they are usually time consuming."
Also, she says sending something without checking your spelling, grammar, and autocorrections suggests a lack of attention to detail.
Again, this can be avoided if you stop and think about what you've written, and you spend the time to read it through at least twice.
"Accuracy and quality are challenged when people rush work," said Parslow. "A few more minutes in considering the content, the tone it depicts, and how it will be read is a great investment, as once it has been sent, the message will land and will be interpreted as it is written by the recipient."
Everything that happens online can be accessed again, so it's important to follow up with someone if they have taken something you said the wrong way.
"If you are aware that an email of this nature has been inadvertently sent, it is always better to retract, correct, and apologise," Parslow said.
People who are guilty of not renaming their files memorably are probably familiar with this one. For example, there was the infamous case in 2015 when a woman accidentally sent a potential employer a Jamie Oliver chilli beef recipe instead of her CV.
How you handle this depends on how embarrassing the attachment was. Was it another Word document, or was it a picture of you in your underwear? A simple apology via email should be enough, unless you attached something really bad, in which case an immediate phone call is probably best.
"A lot of the time I think the best thing to do is own up as soon as possible - an email to follow or even an immediate phone call to explain what they will be opening," Gorton says.
"We employ over 100 staff to work for us in a ski resort during February, and simple mistakes can often mean your application is rejected. A common trait people write on their CVs is attention to detail, which means everything must be spot on."

Playing the OBC card, the BJP
on Sunday hit out at opposition
parties, including the Congress,
for stalling a “historic” bill
granting constitutional status to
the OBC Commission and
asserted that the Modi
government is firm on its
resolve to ensure justice to
backward castes.
Seeking to consolidate its
support among the other
backward classes (OBC), it
passed a separate resolution at
its national executive meeting
hailing Prime Minister Narendra
Modi, who comes from an OBC
caste, for the legislation and
condemning rivals for blocking
it in the Rajya Sabha.
It accused the Congress and
other rival parties of being
“anti-backward castes”.
The OBCs, comprising over
52% of population, are vital to
BJP’s fortunes and a large chunk
of them had remained
indifferent to it before its
concerted bid to woo them bore
fruits under Modi in the 2014
Lok Sabha polls and then in the
recent Uttar Pradesh Assembly
elections.
“It is a must to grant the OBC
Commission constitutional
status. It will give them justice
and help create an equal society.
The Congress and other parties
have proved that they may
preach social justice but practise
only vote bank politics. The
Congress did not do justice to
them when it was in power and
continues to do so now,” Union
Minister Prakash Javadekar told
reporters.
He was briefing them on the
resolution passed by the national
executive.
The present commission is
“powerless” and cannot do
justice to the OBCs, he said,
asserting that the central
government is firm on the bill’s
passage. It will give the
commission powers similar to
the SCs and the STs
commissions.
He said the OBC MPs belonging
to all parties, including the
Congress and the Samajwadi
Party, had met Modi recently to
press for such a bill but
opposition parties stalled it
when it was brought.
The Lok Sabha, where the
government enjoys a big
majority, passed the
constitutional amendment bill
during the recent Budget
Session but the Rajya Sabha,
where it is short of a simple
majority, stalled it and sent to a
parliamentary committee for
review and recommendations.
Slamming the Congress, the
resolution said opposing a
decision aimed at improving the
living conditions of backward
people cannot be termed right
and the people sidelined for long
should now get their due in the
society.
It is not right to oppose such
decision only for politics, it said.
It is yet another pro-poor move
by the government, the minister
said, adding that various bodies,
including the Mandal
commission, had made such a
suggestion.
The resolution moved by
Hukumdev Narayan Yadav and
seconded by the party’s senior
OBC leaders, including Madhya
Pradesh and Jharkhand chief
ministers Shivraj Singh
Chouhan and Raghubar Das,
said it is after 70 years of
Independence, a government has
taken this “historic” decision.
“This is fulfillment of the
long-pending demand of
providing social justice to the
backward classes of our
society... This step reflects the
strong resolve of Modi to bring
equality in the society where
nobody is treated badly
because of their caste or
educational backwardness.
Justice needs to be delivered to
every citizen without any bias
or prejudice,” it said.
Javadekar said the OBC
commission will help people
irrespective of religions as
socially and educationally
backward groups of minorities
also fall in the OBC category.

Stalin who is rallying all
opposition parties behind
him to appropriate the anti-
Centre stance that AIADMK
general secretary and chief
minister Jayalalithaa
occupied over a host of
issues.
Stalin chaired the all-party
the meet at the DMK
headquarters sans the two
warring factions of
AIADMK and the BJP
whom he holds responsible
for the agrarian crisis
afflicting Tamil Nadu
farmers. Stalin had recently
visited Delhi to express
solidarity with a group of
Tamil farmers who have
been protesting for a few
weeks.
On Sunday he got the
smaller parties and the Left
to come on a single
platform, to articulate the
people’s anger and
resentment over the Centre’s
alleged step motherly
treatment to Tamil Nadu.
For the present, nothing
highlights this aspect more
than the images of Tamil
farmers protesting with
skulls of fellow farmers who
committed suicide while
there is no
acknowledgement from the
Central government to their
plight.
The two Left parties – CPM
and CPI, Congress, Indian

Katchi leaders participated
in the meeting while another
regional party, Pattali
Makkal Katchi stayed away
despite invitation.
The meeting resolved to
seek full loan waiver of all
farmers, setting up of the

audience with the Prime
Minister Narendra Modi.

leader of farmers protesting

had all the time to meet
captains of corporate sector
and industry leaders did not

Kulbhushan Jadhav is not
the only Indian in Pakistan’s
custody on charges of
spying. There are 13 others
lodged in Pakistan jails,
facing similar charges.
More than 30 Pakistanis too
were found to be lodged in
Indian prisons – either
convicted on charges of
spying or facing trial — as
per a 2015 list.
Jadhav is also not the only
Indian to whom Pakistan has
denied consular access.
The neighbouring country
earlier refused consular
access to Hamid Nehal
Ansari, a 27-year-old
management teacher from
Mumbai, who went to
Pakistan in search of a
woman he fell in love on
Facebook.
He disappeared after
reaching Kohat near
Peshawar. Later, during a
court hearing in Pakistan, it
transpired Ansari is in the
custody of Pakistani
intelligence agencies.
In all there are 208 Indians in
Pakistani jail. Among them
174 are fishermen.
“Among the civilian
prisoners, 13 are facing
espionage charges,” said a
government source.
India and Pakistan started
exchanging list of nationals
of each country lodged in
other country’s jails
following an agreement on
consular access signed in
2008.
“In this context, we await
from Pakistan confirmation
of nationality of those in
India’s custody who are
otherwise eligible for release
and repatriation. We also
await consular access to
those Indian nationals in
Pakistan’s custody for whom
it has so far not been
provided including Hamid
Nehal Ansari and
Kulbhushan Jadhav,” said an
Indian external affairs
ministry’s statement during
the exchange of list.
Of the Pakistani nationals
facing trial or undergoing
sentence on the charges of
spying in India, many have
served their sentence but
can’t be deported as
Pakistan refuses to accept
them as its citizens.
Sajeed Muneer, for instance,
spent about 12 years in
Indian jail for espionage
before being released on
June 5 last year. Pakistan
does not acknowledge him
as its national and hasn’t
responded to India’s request
to take him back. For the
past 10 months, Bhopal
police are taking care of his
daily needs at a safe
location.
Masood Akhtar, another
Pakistani national accused
of being an ISI agent, was
sentenced to 14 years of
rigorous imprisonment in
2003. He was due for release
but is still lodged in Ambala
central jail. Jail officials say
till the time they don’t get
communication for his
deportation from the
ministry of foreign affairs,
he will not be released.
The district magistrate
issues orders every month
for the extension of his
imprisonment.
Kulbhushan Jadhav case: India, Pak hold many‘spies’ in each other’s custody

Tension simmered in
Ranchi’s MG Road for the
second time in less than a
week after one of the parties
in a road rage incident late
Saturday night sought to
give a communal colour to
it.
A Muslim e-rickshaw driver
allegedly cooked up a story
of how he was taken to an
isolated area by a group of
youths, asked to chant
religious slogans and beaten
up for refusing to oblige.
His story sparked major
unrest in the Muslim-
dominated Ekra Masjid
locality and brought
thousands of protestors out
on the street in his support.
However, police said they
later found out that the e-
rickshaw driver was
assaulted by the owner of a
Santro car after a minor
accident on MG Road. The
car owner had also lodged a
complaint against the
rickshaw driver Iliaz Khan
with the local police station.
Police personnel were
rushed to MG Road and
protestors were chased away
to avoid the situation from
snowballing into a
conflagration. Armed police
personnel were deployed on
the streets through the entire
night and on Sunday to
prevent any further tension.
“The rickshaw driver cooked
up the entire story only to
gather a mob and scare the
car owner with whom he had
a scuffle,” said Ranchi
superintendent of police
Kishore Kaushal.

The Telangana assembly on
Sunday unanimously
passed a bill to increase
reservations for backward
sections among Muslims to
12%, taking the total quota
in the state to over 50%, the
limit set by the Supreme
Court.
Telangana government
convened a special session
on the day, despite it being
a holiday, to pass “The
Telangana Backward
Classes, Scheduled Castes,
Scheduled Tribes
(Reservation of seats in
educational Institutions and
of appointments or posts in
the services under the
State) Bill, 2017”
It was passed after three
hours of intense debate and
suspension of all the five
BJP members who were
opposing any religion-
based reservation.
Chief minister K
Chandrasekhar Rao moved
the bill to raise the quota,
from the existing 4%, for
the socially and
economically backward
among the Muslims.
The bill also envisaged to
increase the reservations in
educational institutions and
government jobs for
Scheduled Tribes from
existing six percent to 10%.
The enhancement of quota
for Muslims and ST will
take the total percentage of
reservations in the state to
62, which is 12% higher
than the 50% ceiling set by
the SC in its ruling in the
Indira Sawhney case in
November, 1992.
Putting up a strong case in
support of the bill, Rao said
the reservations were being
provided purely on the
basis of socio-economic
backwardness and not on
the basis of religion.
“The poorer sections of
Muslims have already been
getting 4% reservations
under the Backward
Classes (E) category. After
the bifurcation of the
combined Andhra Pradesh,
population percentage of
Muslims in Telangana has
shot up and 90% of them
are poor and socially
backward. Hence, we have
decided to increase
reservation quota treating
them as OBC,” he told the
assembly.
Rao was confident of
overcoming legal hurdle in
surpassing the quota ceiling
by incorporating it in the
Ninth Schedule of the
Constitution through a
Constitutional amendment
as was done in Tamil Nadu
in 1994.
In the neighbouring
southern state, 69% of the
seats are reserved for SC,
ST and OBC communities.
The bill will now be
required to be passed by the
state legislative council,
before it could be sent for
the President’s assent for its
inclusion in the 9th
Schedule of the
Constitution.

the private sector industrial
units.
Following the footsteps of
Maharashtra state
government that has
withdrawn the policy of
handing over of ITIs to
industrial units for running
these institutions and training
the students, the union skill
development ministry is
seriously studying the
loopholes in the policy.
Most of India’s major
manufacturing giants have
adopted and been running
about 1200 ITIs in the
country since 2007.
The centre government in
2007 had rolled out a scheme
allowing industrial units of
repute to adopt ITIs to get
the trainees exposed to the
latest technological
knowhow and better their
employment prospects.
These companies not only
add infrastructure and
equipment to the ITI they
adopt but also tweak the
curriculum according to the
industry needs. Even
instructors who are deputed
by the government are
exposed to the latest
technological advancements
prevalent in the industry. It
works in the larger interest of
the industry also as its gets
the talent pool of its choice
which otherwise ITIs cannot
generate on its own.
As many as 1396 ITIs were
earmarked for the scheme
under which the industrial
unit would get Rs. 2.5 crore
interest-free loan for sprucing
up the ITI infrastructure.
India has a total of about
13,000 ITIs.
Industry too had welcomed
the scheme as it could
produce the workforce
according to their needs by
tweaking the curriculum to
meet their requirements.
Alwar lynching: Police yet to makearrests despite 6 named in FIR
Jaipur, Apr 16
Almost a fortnight after Pehlu Khan, the 55-year-old dairy
farmer from Nuh in Haryana, was murdered in Alwar, the
Rajasthan police say they will not arrest the six named in
the FIR before interrogating them to make sure they were
involved in the crime.
Alwar superintendent of police Rahul Prakash said they
were raiding various places to nab the six people named in
Khan’s FIR because they are absconding since April 5 but
added that they would only be detained for interrogation.
“We will arrest them only after we are sure that they were
involved in the crime,” he told HT.
Earlier, on April 5, Prakash announced a reward of Rs 5,000
each on the six accused for information leading to their
arrests.
The FIR in the murderous attack on Khan and four others
was registered against six named and 200 unidentified
people on the basis of Khan’s statement to police around
11pm on April 1 when the farmer was in the intensive care
unit of Kailash Hospital in Behror in Alwar.
In his statement, Khan named Om Yadav (45), Hukum
Chand Yadav (44), Sudhir Yadav (45), Jagmal Yadav (73),
Naveen Sharma (48) and Rahul Saini (24) for carrying the
attack on him and four others with him carrying cattle from
a weekly market in Jaipur to their village in Nuh.
On the basis of Khan’s statement, police registered a case
against these six and 200 others under sections 147
(rioting), 143 (unlawful assembly), 323 (voluntarily causing
hurt), 341 (wrongful restraint), 308 (culpable homicide),
379 (theft) of the Indian Penal Code. On April 3, section
308 was changed to that of murder (section 302) after Khan
died in hospital around 7.30pm.

Earlier, in the semifinals, decided today,
Singh Club defeated Singh Club Baba
Talab by five wickets. Batting first, after
Sigh Club won the toss and opted to field,
Singh Club Baba Talab made 124 runs
losing all their wickets in 17.1 overs. Anil
(40), Lablu (25) and Happy (20) were main
contributors to the total. From Singh
Akhnoor, Chander Kiran emerged as most
successful bowler with five wickets,
including hat trick. Sunny and Sunil shared
two each.
In reply, Singh Akhnoor attained the goal
making 125 runs in 17 overs for five
wickets. Aunny Mahi played fine innings
of 56 runs while Sunil Sharma contributed
44 runs and Manik Sharma added 11. From
Singh Baba Talab, Ankush took two
wickets, followed by Lablu and Happy,
who shared apiece each. Chander Kiran
was adjudged man of the match for his five
wickets haul.
Meanwhile, in other semifinal of the day,
Chinore Club registered an outright 10-

McCullum overcomes
scratchy start
Sunday's knock against
Mumbai Indians wasn't the kind
of innings one would usually
associate with Brendon
McCullum. He wasn't at his
free-flowing best, often
restricted from playing the big
shots by the Mumbai Indians
bowlers. He was out of sorts
initially - swung and missed
quite a few inside Powerplay.
Mitchell McClenaghan and
Jasprit Bumrah's slower ones
mixed with Harbhajan's
doosra/straighter delivery didn't
prevented McCullum from
opening his arms, and his score
after five overs ready just 15.
But the shackles broke in the
sixth. Malinga was short and
wide, and McCullum responded
by slapping it over the point
boundary. Two balls later, he
bowled a length ball, again
rolling his fingers over it, and
the batsman swatted it over
midwicket. Harbhajan was slog
slept and a Bumrah full-toss was
flicked for six towards third-
man. McCullum added 80 with
Suresh Raina for the second
wicket, something the Gujarat
Lions needed desperately after
losing Dwayne Smith off just
the second ball. He eventually
made 65 before missing a full
and straight delivery from
Malinga to find his stumps
shattered. But by then he had
scored his 12th IPL fifty, fourth
against Mumbai Indians, that
had set the base for Gujarat.
Karthik helps Gujarat finish
with flourish
Dinesh Karthik has been one
of the Indian batsmen to look
out for this season having scored
runs across all three formats in
the recently-concluded domestic
season. And here against the
Mumbai Indians he proved his
worth again with a quick 26-ball
48 that added impetus to the
Gujarat innings after
McCullum's exit. He hit two
fours and two sixes but what
stood out about his knock was
that there were hardly any dot
balls in there - four to be precise.
He showed a bit of
improvisation by scooping
Hardik Pandya over fine leg and
showed his class by squeezing a
yorker outside off by opening
the face of his bat and sending it
towards the fence left of point. It
was followed by a thumping
pull over the square leg
boundary as Karthik raced away
to 39 of 18. He was tied down in
the last two overs by Bumrah
and Malinga but a couple of
sixes from Jason Roy (7-ball
14*) in the last over, who came
out to bat at No. 6, gave Gujarat
a total they'd be happy with.
Rare hammering for Malinga
Lasith Malinga produced
figures of 1/51 which was his
worst IPL figure. This was just
the second time that Malinga,
the leading-wicket taker in the
tournament's history, conceded
50 or more runs in T20s, the
previous being in the 2012
World T20 where he leaked 54
and went wicketless in the final
against West Indies.
Every year, Mumbai Indians
seem to develop a 'find', and this
year the player to fit that bill is
Nitish Rana. In the four matches
prior to this, Rana had scores of
34, 50, 45 and 11 and already
pulled off a sensation chase
against two-time IPL champions

It was the first time in the

badminton that two Indians

The two trainees of the

exploited every chink that
they were aware of in each
other's game.
In the first game, Srikanth
played some angled shots to
set up his points and then
used his accurate smashes to
seal them. He gathered
many points on Praneeth's
forehand with his brilliant
returns.
Srikanth started with two
lame returns but as the game
progressed, he showed his
class to outmaneuver his
compatriot. The duo didn't
go for long rallies and
varied the pace with their
repertoire of strokes.
It was Srikanth who
grabbed an 11-7 advantage
during the first break with a
cross-court smash which
Praneeth couldn't return
despite a full stretch dive.

before closing in to make it

Srikanth did not relent
either and came up with
down the line smashes to

Srikanth rushed to a 4-1 lead

Call it a super Sunday for Indian badminton,
if you like. Not long before the first all-Indian
final of the Singapore Open Super Series
between Kidambi Srikanth and B Sai Praneeth,
approximately 900 kilometers southwards in
Jakarta, three young Indian shuttlers did the
country proud by claiming podium finishes at
the 2017 International Junior Grand Prix.
Gayatri Gopichand, daughter of All-England
champion and coach of Rio Olympics silver
medalist PV Sindhu, among other champions,
won the Under-15 women's singles title by
beating compatriot Samiya Imad Farouqui,
while finishing with bronze was Kavipriya
Selvam. Gayatri and Samiya also won the
women's U-15 doubles title. The doubles
bronze was won by Kavipriya and Meghana
Reddy.
All four girls are products of the SAI Pullela
Gopichand National Badminton Academy in
Hyderabad, which for the first time was able to
send a group of U-15 level badminton players
overseas to compete in the age-group
International Junior Grand Prix.
Continuing the promise displayed from an
early age, Gayatri beat Samiya 21-11, 18-21,
21-16 in 56 minutes to claim the U-15 singles
title, and a while later the two girls teamed up
to beat the Indonesian pair of Kelly Larissa and
Shelandry Vyola 21-17, 21-15 in 28 minutes to
win the the women's U-15 doubles title.

The results have been good of late but India's women's
hockey coach Marijne Sjoerd feels the team lacks self-belief
against higher-ranked opponents -- a problem he is trying to
resolve by keeping the side "busy".
Sjoerd took charge of team last month and in his maiden
assignment, the team won the Hockey World League Round 2
title in West Vancouver recently. The win helped the side
advance to the next round -- Hockey World League Semifinal
-- also a World Cup qualifier.
"What I understood is that Indian girls lack self belief. They
sometimes lose a match even before stepping on the turf. I
think they consider themselves smaller when they play against
a higher-ranked country," the 42-year-old told PTI in an
interview from Holland.
"I want them to be busy and think about themselves and the
team, not about others. Thinking about others will only lead to
wrong distractions. I want them to focus on their task and
fulfill that in the best possible way," he said.
India played the likes of minnows Uruguay, Chile
and Belarus in Hockey World League Round 2 and Sjoerd
refuses to read too much into the side's successful performance
in West Vancouver.
"We were the favourites in the tournament as we were the
top-ranked side but indeed it was a good start. My main target
is to reach the quarterfinals in the 2020 Olympics," he said.

HYDERABAD:
Insurers and insurance
intermediaries have been
directed to share details of the
Point of Salespersons engaged
by them with the Insurance
Information Bureau of India to
ensure that such
representatives deal only with
their products.
The Insurance Regulatory
and Development Authority of
India has issued a circular in
this regard advising the
companies and intermediaries
to upload the existing database
of their POS. It also referred to
the recent amendments in the
guidelines on the POS,
especially the clause making it
mandatory for all insurers and
intermediaries to cross check
with the Bureau’s database
before engaging a POS. This
is to ensure that the applicant
is not engaged as POS with
any other insurer or insurance
intermediary.
Besides uploading the
database on
https://pos.iib.gov.in, they
should start using the
“functionalities of the POS
portal and upload details of
new POS enrolled by them as
stipulated in the guidelines
from April 15,” the circular
said.
Through the amendments,
announced on March 16, the
regulator had dispensed with
the requirement that a POS for
non-life and health insurance
products need to undergo
training and clear an
examination conducted by the
National Institute of
Electronics and Information
Technology. The change was
in line with a similar
amendment made in February
for POS dealing in life
insurance products.
Instead, the IRDAI
mandated the insurance
companies to impart in-house
training of 15 hours and
conduct an examination, on
clearing which the candidate
could be appointed as a POS.
The companies are also
required to enter into a written
agreement with the POS at the
time of appointing them.
The IRDAI had, in October
2015, unveiled the guidelines
on Point of Salespersons in
line with its objective to
initiate steps facilitating the
growth of insurance business
and to enhance insurance
penetration and insurance
density. The POS are allowed
to solicit and market only
certain pre-underwritten
products approved by the
Authority. “The intervention
required for such a product is
minimal and the training and
examination for such persons
could be of a lesser degree,”
according to the guidelines.
IRDA asks insurers to upload details of POS
NEW DELHI:
The government has
identified old power projects
totalling 7,738 mw capacity
owned by the Centre and
states for replacement with
energy-efficient supercritical
plants, which will generate a
gross 18,560 mw.
"The government has
identified 7,738 mw
inefficient thermal plants,
which would be replaced with
supercritical units, to
conserve scarce natural
resources like land, water and
coal," a senior official said.
According to the official,
the replacement will result in
creation of 18,560 mw of
capacity as per the assessment
of power generation utilities.The move is expected to not
just save natural resources,
but help in boosting
generation capacity of the
plants.
Taking an example, the
official added that 440 mw of
the Haryana Power
Generation Corporation in
Panipat will be replaced with
an 800-mw energy efficient
plant, which will almost
double the generation
capacity. Breaking down the
numbers, state power
generation utilities have
marked out 6,608 mw for the
purpose, which will lead to
creation of 16,580 mw.
The central utilities have
marked 1,130 mw for
replacement that will create
1,980 mw, going forward.
According to power
ministry estimates, as on
March 31, 2016, the capacity
of coal-based thermal plants
that are more than 25 years
old was about 37,453 mw,
including 35,509 mw in the
government sector and 1,947
mw in private space.
The official said the move
towards energy efficiency
and less-polluting technology
makes more sense than
renovation and
modernisation and will yield
long-term benefits.
The plan is
being chalked
out after
stringent norms
for thermal
power plants
were laid down
by the
e n v i r o n m e n t
ministry. The
new guidelines
for coal-based
power stations
were introduced
in December 2015 to cut
down emission of PM10, SO2
and NOx and improve
ambient air quality around
plants.
The ministry for the first
time had fixed SOx and NOx
norms for such stations and
mandated that plants must
adhere to these guidelines by
2017. According to industry
estimate, the cost for technical
changes at these plants could
entail up to Rs 1.5 crore per
megawatt. Besides, the
domestic capacity to
manufacture power equipment
for the upgrade is not more
than 15 gw a year compared to
demand of around 40 gw per
annum for meeting SOx
norms alone.

tech industry a few years ago
when it became the fastest
enterprise software start-up to
reach $100 million in annual
revenue in just four years from
inception. The California-based
company said that it now saw its
next big growth coming from
international business and the
Indian market is going to play a
key role in it. It is betting big on
selling its services and support
for the Hadoop open-source data
analytics technology framework
to the Indian enterprises as well
as government’s big data
projects like the ID platform
Aadhaar.
“We have captured a
significant amount of market in
North America. I think a lot of
our growth would come
internationally and India would
be a key part of that,” said Arun
Murthy, the 35-year-old co-
founder and vice president for
engineering at Hortonworks, in
an interview.
The firm leads a bunch of
companies that are pursuing the
opportunity to monetise
Hadoop, an open source
software platform for distributed
storage and processing of very
large data sets on computer
clusters built from commodity
hardware. Hadoop was built at
Yahoo! in the mid-2000s to help
the Internet portal compete with
Google.
In 2011, serial entrepreneur
Rob Bearden partnered with
Yahoo! to establish
Hortonworks with 24 engineers
from the original Hadoop team
including founders like Alan
Gates and Arun Murthy. The
original developer of Hadoop,
Doug Cutting, who named the
platform after his son’s yellow
stuffed toy elephant, works at
Cloudera, which is
Hortonwork’s rival.
Prior to co-founding
Hortonworks, Mr. Murthy, an
alumnus of Visvesvaraya
Technological University was
responsible for all MapReduce
code and configuration
deployed across more than
42,000 servers at Yahoo!.
MapReduce, which is the core
component of Hadoop, is the
original framework for writing
applications that process large
amounts of data.
In 2014, Hortonworks’
market capitalisation exceeded
$1 billion in an initial public
offering. But the market cap has
now come down to about $662
million. To bolster its growth,
Hortonworks is now eyeing
opportunities in the Indian
market as well as to hire talent
here. This month, it opened a
larger office in Bengaluru which
houses the company’s
engineering and support teams,
in addition to the India sales
team.
“The consumption (of data) in
this market, with Digital India, is
phenomenal,” said Kamal Brar,
Vice President, Asia Pacific,
Hortonworks. He said that it has
got customers in India which are
already using Hadoop especially
in sectors such as e-commerce
and telecommunications. The
government too was open to
adopting such open-source
technologies, he said. “That is
proven with Aadhaar, digital
locker and now the payment
gateways coming through the
demonetisation move,” said
Mr.Brar.

The merger of BSNL and MTNL is
"desirable" for operational synergy and
even the fiercely-competitive telecom
market necessitates such a combination
for a stronger pan-India play, a top
MTNL official has said.
The comment comes amid what
seems to be a renewed push for BSNL-
MTNL merger with a Parliamentary
panel report recently noting that the
Telecom Department plans to place the
merger proposal before the Cabinet by
June.
"The industry is consolidating. It is
not an issue of BSNL and MTNL...for
any operator to succeed in India a pan
India operation is a must," MTNL CMD
P K Purwar told PTI.
BSNL-MTNL merger is a "desirable
situation", he said.
Telecom Minister Manoj Sinha,
however, said in a written reply in
Parliament that there was no such
proposal at present for the merger of
BSNL and MTNL.

(MTNL) offers services in Delhi and
Mumbai. Bharat Sanchar Nigam Ltd
(BSNL), on the other hand, operates
across rest of India.
"The days of marginal operators are
over...you have to have pan-India
operations," Purwar emphasised citing
the spate of mergers in the industry
including Airtel-Telenor, RCom- Aircel
and Vodafone-Idea Cellular.
"I think it is the necessity of the
market not just requirement of one
entity versus another entity," he said.
Purwar felt that there are operational
synergies between the two telecom
PSUs and that merger is a natural outcome
for realising their full potential.
"Also to provide a better customer
interface, merger is desirable," said the
MTNL CMD said.
His counterpart in BSNL had recently
said BSNL-MTNL combination will be
"advantageous" for both firms, given the
synergies in areas like enterprise and
mobile businesses.However in the same breath, BSNL
CMD Anupam Shrivastava had pointed
out that issues pertaining to debt and salary
structure will have to be sorted out first.

operator Bharti Airtel is handing
out free high-speed data to its
postpaid subscribers for the next
three months to counter
aggressive offerings by
newcomer Reliance Jio.
Airtel is offering up to 30 GB
of free data for the next three
months for postpaid subscribers
logging onto the 'My Airtel' app
by April 30.
For those who have already
availed a similar offer by the
company last month, 10 GB
free data (one month validity)
will be up for grabs, a company
spokesperson said.
"Now enjoy some free data
every month for the next three
months...That should cover any
long vacation you may have
planned," Bharti Airtel CEO
Gopal Vittal said in an email to
subscribers.
In addition, Airtel has said
that it will offer the value to
customers who have not
activated the right international
roaming pack, before their
travel abroad.
Citing an example, Airtel said
if a subscriber has not activated
a pack before travelling abroad
and in case the daily usage
exceeds Rs 499, Airtel will
automatically activate the Rs
499 pack (that includes
unlimited incoming calls, free
data, SMS) at no added cost.
If the usage charges are less
than Rs 499, the users will only
be charged on the rates that are
applicable, the email added.
Airtel said the move will protect
consumers from bill shocks
while travelling abroad.
The company is sending out
mails in batches to inform all its
postpaid customers about the
offers.
Over the last few months,
Reliance Jio's disruptive
positioning in the market has
forced other operators to
respond with generous counter-
offers to retain customers,
turning up the competitive heat
in a market of over 1.12 billion
mobile subscribers.
Jio, which debuted last year
with free data and voice
offering, now has 72 million
paid subscribers (as on March
31, 2017).
After regulator TRAI nixed
its three-month complimentary
offer, Reliance Jio recently
announced a new plan of 1 GB
high speed data daily for three
months at Rs 309 for its Prime
members.

net inflow of Rs 56,944 crore
($8.7 billion) last month, mainly

victory in the recently held
assembly polls would lead to

In February, Foreign Portfolio
Investors (FPIs) had made a net
investment of Rs 15,862 crore in
equity and debt markets. Prior to
that, FPIs had pulled out more
than Rs 80,000 crore between
October 2016 to January 2017. A
major boost to the investor
sentiment came last week from
the latest Nikkei India
Manufacturing PMI data, which
showed the factory output
growth rising to a five-month
high in March, indicating a
further improvement in the
health of India's manufacturing
sector, experts said. According to
depository data, FPIs infused a
net sum of Rs 2,997 crore in
equities during April 3-13 and
another Rs 13,531 crore in the
debt segment, translating into a
combined inflow of Rs 16,529
crore (USD 2.54 billion). With
this, total inflow has reached to
Rs 85,156 crore (USD 13 billion)
so far this year in the capital

due. This compares to 39%
Canadians who were uncertain,
