I am directed to convey the technical, financial sanction and administrative approval of

the President of India to the estimate for the work mentioned in the subject heading as per the

following details subject to the condition stipulated in the attached technical note:

1. Amount as indicated in the estimate

2. This sanction is further subject to the following conditions:

(i) The work shall be executed by inviting the tender on EPCmode.

(ii) The work should be completed as targeted and indicated in the enclosed technical note.

(iii) In accordance with the order contained in this Ministry's Circular letter No. RW/NH-

11026/2199-US (0-1) dated 29.10.2001 issued in supersession of earlier Circular No.

RW/NH-11026/2199-US(0-1) dated 13-1-2000, if the cost of tender exceeds 5%of the

sanctioned estimated cost, the revised estimate be got sanctioned from the Ministry.

Further, the tenders for the work shall be invited by adopting e-procurement / e-

tendering procedure as per Ministry's Circular No. RWINH-24035/4/200B-P 8:M/PIC

dated 21.05_2011, in addition to guidelines issued by this Ministry vide Circular letter

No_ 11024/3/99-US (0-1) dated 09_03_2000, No_ RW/NH-24035/4/200B-P8:M dated

21.05_2010 and No_ NH-12037/67/2010/LWE dated 02_0B_2010_ The work shall be

awarded as per guidelines issued by the Ministry vide Letter No_ NH-15015/29/2001-PL

dated 05_07_2001.

(iv) On completion of 50%work if the appraisal of the project shows that it will necessitate

revision of the estimate based upon the physical completion of the project vis-a-vis

financial expenditure immediate action should be taken to submit the revised estimate

so as to ensure that the sanction revised estimate is available before necessity for

incurring expenditure beyond permissible limits arises and;

(v) The expenditure during the current financial year on this work as also on other

sanctioned work should not exceed the allotment placed at the disposal of the State

Government during the year.

(vi) The approval of the instant projects is subject to the condition that the works are

awarded by 31.03.2018 failing which no agency charge shall be paid to the State

Govt.

3. The expenditure on the work is debitable to NH (0) Plan Head 5054, Roads 8: Bridges,

01-National Highways (Sub Major Head), 01.337 Roads Works (Minor Head), 01-Maintenance by

RoadsWing, 01.00.27 Minor Works for which the corresponding Demand for the current financial

year 2017-201B is "B1" Ministry of RoadTransport and Highways.

4. Quarterly progress reports in the stipulated proforma may be sent to this Ministry as is

being done for all sanctioned works.

5. The technical approval and financial sanction may lapse after six months from the date

of its issue in case the work is not awarded within that period.

1. Scope of the project:

1.1 The scopeof the instant project is Rehabilitation and up-gradation to 2 lane with

paved shoulder Moga (Design Ch 0+000) to Makhu (Design Ch 33+611) ft Harike

(Design Ch 44+680) to Khalra (Design Ch 86+236) including construction of two

ROBs(Project Length =75.167 km) of NH-703Bin the State of Punjab on EPCmode

TCS I : Typical cross section-I refers to the carriageway configuration for

Widening and strengthening of existing road to two lane plus paved shoulder

(2L+PS)having carriageway width of 7.0 m and overall width of 14.0 m i.e. (2*1.5

m paved shoulder on both side + 2*2.0 m earthen shoulder).

TCS-II: Typical cross section-II refers to the configuration for Widening and

strengthening of existing road with BUilt-up area to 2L+PSalong with 1.3 m wide

footpath cum drain in having carriageway width of 10.0 m and overall width of

21.6 m i.e. (10 m carriageway width + 2*1.3 m footpath cum drain + 2*2.5 m

paver block+ 2*2.0m utility corridor).

TCS-III: Typical cross section-III refers to the configuration for Widening to four

Lane Divided Carriageway with Paver Block 8: Footpath cum drain in heavy built-

up area in having carriageway width of 7.0 m on both side and overall width of

2S.0-30.0m (available ROW) i.e. (2*7.0 m carriageway width + 2*1.5 m footpath

cum drain + 2*1.5 m paved shoulder +2*1.75 m paver block+ 2*2.0m utility

corridor+ earthen shoulders on both side as per available ROW).

TCS-IV: Typical cross section-IV refers to the carriageway configuration of two

lane plus paved shoulder of 350 m realignment portion having carriageway width

of 7.0 m and overall width of 14.0 m i.e. (2*1.5 m paved shoulder on both side +

2*2.0 m earthen shoulder on both side of carriageway width)(at realignment

portion).

TCS-V: Typical cross section-V refers to the ROB approaches for carriageway

configuration for two lane plus paved shoulder having carriageway width of 11.0

m and overall width of 12.0 m i.e. (2*0.5 m crash barrier on both side of

carriageway width).

1.3 Realignment/Bypass: Realignment (350 m) to improve the geometrics of existing

road to achieve minimum design speed of SOKm/Hr within available ROWhas

been proposed between km 65.600 to km 65.950 in Kaccha Pakka Village. There

is no bypass is proposed in the projects.

1.4 Bridges/ Culverts:

1.4.1 Major Bridge: An existing major bridge ( 5*17 m;S5 m) at km 55+200 is

proposed to be reconstructed having carriageway configuration of 11.0 m and

overall width of 16.0 m as per IRC:SP:73-2015as per following details:

'.1A.2 Minor Bridge: There are total 10 nos. of existing Minor Bridges in the project

stretch and all are proposed to be reconstructed in accordance to Clause No.

7.3 of IRC: SP: 73-2015 (i.e. carriageway width of 11.0 m ft overall width of

16.0 m). The details of reconstructed proposal are given below:

1.4.3 Culvert: There are total 51 nos of existing culverts up to road width in the

project stretch out of which only 12 culverts are to be retained with provision

of widening and minor repair. Remaining 39 nos. culverts are in poor ft distress

condition which are proposed to be reconstructed as per following details. The

location and type of these culverts have been included in the schedule B.

44+680 have also been proposed and allowed in the scope of the estimate.

1.4.5 Junctions Improvement: The State PWD has proposed the provision for

improvement of five (05) major and 138 nos. of minor junctions at grade

junction in the cost estimate. Besides, 24 nos. of Bus lay bays along with bus

shelters and 4 nos. of truck lay bays have also been allowed in the scope of the

estimate.

1.4.6 Drains and Protective works: Provision of concrete lined drain cum footpath

for 28.980 Km (details mentioned in schedule B) in built portion of NH and

unlined drain for remaining portion of the road on both side of carriageway has

also been proposed and allowed in the estimate. Besides, w-metal beam crash

barrier for a length of 1100 m for road embankment having height more than 3

m and turfing sods for lesser height is allowed in the cost estimate. Besides,PageJ of II

150 nos. of water harvesting structures are also proposed by the State PWDand

allowed in the scope of the estimate.

1.4.7 Toll Plaza: The total design length of the instant project is 75.167 km. State

PWDhas proposed two nos. of 6 lane staggered (3+3) Toll Plaza on this stretch

of NH-703B are at Km 25+375 and km 57+800 which is allowed for estimate

purpose. The distance between these two toll plaza is 32.425 Km which is less

than the general guidelines of 60 Km. Therefore, State PWD is requested to

explore the alternative location of Toll Plaza in conformity to clause 8 of

Gazette of India no. GSR838 dated 05. 12.2008.

1.4.8 Slip/Service road: There are two ROBsproposed at km 32.240 &. Km 59.07 of

36 m span each. Aggregate length of 3980 m long and 5.5m wide Service road

(1832 m between Km 31+800 to Km 32+740, and 2148 m between 58+540 to

59+500) has been proposed at these locations as per manual. No service road

has been proposed in built area.

1.4.9 Diversion Road: Seven (7.0m) wide diversion road in a length of 1100m (100 m

*11 nos. of bridges) hasalso been proposed in the estimate.

1.4.10 Besides, Cantilever overhead signages (10), Full width overhead sign (4) Street

light (624 nos. as per schedule C) at bus lay byes, truck lay byes and built up

area); Bus Bay-byes (24 nos.); Truck lay-byes( 04 nos.); High Mast Light(14);

LED traffic Beacons(44); Rain Water harvesting structures (every 500 m along

the drain), pedestrian guard rail; inter locking paver block etc. have also been

allowed as per details mentioned in the schedule B.

2. Geometric Design and General Features: Geometric design and general features

of the Project Highway shall be in accordance with the section 2 of Manual

(IRC:SP73-2015). The design speed shall be 100 kmph and 80 kmph for ruling

design and minimum design speed respectively for plain terrain.

3. Horizontal curves: There are 71 horizontal curves in the existing alignment out

of which 68 meets the desirable design speed of 100kmph as per IRC:SP: 73-2015

and remaining 03 nos horizontal curve where design speed was coming 60 kmph

are proposed to be improved within available ROWto achieve minimum design

speed of 80 Kmph.

4. Land acquisition and afforestation: It is reported by the State PWD that land

acquisition of 0.85 Ha (2.10 acre) area needs to be done at Toll Plaza location at

Ch 25+375 near Village Karahewala and proposed Toll Plaza at Ch57+800 near

Village Baghupur. However, 74.507 km project length (99.12% length) is

encumbrance free. Besides, no wild life and environment clearance is required.

Provision of Rs. 62.96 lakh for LA as per market rate of recent nearby LA award

by CALAhas been proposed by Sate PWDand allowed. Further, the provision of

Rs 182.33 lakh for Tree cutting/Avenues Plantation (for tree cutting involved-

2645 nos), Rs. 192.90 for forest diversion and Rs. 120.91 lakh made for

compensatory afforestation have been proposed by the State PWD which has

been allowed for estimate purpose. However,Sub-estimatefor the forest diversion

shall be approvedby Regionalofficer, Chandigarh.

It is also emphasized that State PWDshall ensure that encumbrance free land

is made available to the contractor at the time of award. Any increase in cost on

account of delays in handing over the land and other pre-construction obligations on

the part of state PWDshall be borne by the State Government, recoverable from

agency charges. Further, it is also emphasized that State PWDshall sort out the

issues relating to forest clearance with the concerned Department of State Govt.

5. Utility Shifting: Provision of Rs. 711.95 lakh (as per following details) for shifting

of utility service (electric pole, Shifting of Transformer, Shifting of street lights,

Shifting of BSNLcables / OFC,Shifting of Water supply pipe, shifting of Sewerage

pipeline etc) has been proposed. Same has been allowed as proposed. BaR

Department, Punjab shall take necessary action to ensure shifting of the utilities

well in advance so that the progress of the work is not affected.

5.1.1 The amount proposed in the estimates for utility shifting (US) for the above

mentioned projects had been allowed for estimate purposes. However, the scopeof

•utility shifting works shall be restricted as per original specifications and under no

circumstances shall augmentationl up-gradation of utilities be allowed at MoRTH

cost. This is in line with stipulations of Ministry's guidelines issued vide letter no.

No. NH-18011/112012-P&M(Pt.II), dated, 11th March, 2016 which, inter-alia,

stipulates that "shifting proposals do not involve augmentation of utility

infrastructure". This shall be ensured by State PWDIROat the time of approval of

US estimates. However, in case the concerned utility is agreeable to bear the

incremental cost, the same may be considered. Further, the materials salvaged from

dismantling of the existing utility services shall be disposed off through open auction

and the proceeds shall become a part of the project funding. Further, Secretary

(RT&H)also noted that the State PWDshall ensure that utility services are shifted to

the edge of ROWand no further cost towards shifting shall be paid in future if they

are required to be shifted on account of further road widening.

6. Pavement Design: Pavement design has been carried out as per IRC:37·2012 for

15 MSAtraffic and 8%CBRvalue. Accordingly, 40 mm BC, 60 mm DBM,250 mm

WMMand 230 mm GSBhas been allowed in the cost estimate. It may be noted

that credit of existing 5.5 m carriageway width has been taken in the quantity

calculation of crust composition. An overlay of 40 mm BCand 60 mm DBMonly

has been considered over entire carriageway width of 10m. GSBand WMMis only

considered in widening portion and not for existing carriage way width of 5.5 m.

7. Design specifications including deviations, if any: All material, design and

construction operations for the project are proposed conforming to IRC:SP: 73-

2015. To carry out improvement of geometrics within existing land availability in

some urban location and to avoid impact on settlement, cross sections are

proposed to be customized as against recommended in manual applicable for the

project alignment.

8. Cost estimates & rates: The estimate is based on the Ministry's Standard Data Book

and common S.O.R 2010 of Punjab along with latest premium of year 2013, cement &

Steel rates of CSR2017, query rates of year 2017 which are applicable for year 2018-18

also.

9. Miscellaneous: Retro-reflectorized cautionary, mandatory and informatory sign

as per IRC:67-2012, hot applied thermoplastic compound 2.5 mm thick centre

line and edge line marking as per IRC:35-2015, Painting two coats after filling the

surface with synthetic enamel paint in all shades on new plastered concrete

surfaces in accordance with Ministry's technical specifications clause No.803

shall be provided to serve the appropriate structural and functional need of road

and structures.

10. Modifications:

10_1 Maintenance charges have been modified from 7.5% to 5%.

•10.2 Construction period has been retained as 18 months as proposed and escalation

charges have been allowed total @ 5%.Contingencies @ 2.8%, Agency charges @

3%,and Maintenance charges @ 5.0 %for four years [0.5% for 1st year & 1%,1.5%

& 2%for 2nd, 3rd and 4th year respectively has been considered in the estimate

as per Ministry's circulars dated 14.08.2013,15.01.2014 & 11.09.2015. Further,

out of 2.8% contingency provision, 0.05%of the total estimated cost of the civil

work shall be used for skill development of workmen in the Highway sector as

per conditions stipulated in Ministry's circular no. RW/NH·12037/17/2016·EAP

dated 18th October, 2016 and balance 2.75% of contingency provision shall be

available for main work.

10.3 Rate of H.T strands in PSCgirder in viaducts has been taken as Rs. 1, 08,000 per

MT which appears to be on much higher side and has been reduced to Rs. 80,000

per MT. Further, Rate of paver block has been taken as Rs. 920 per sqm which

also appears to be on higher side and has been reduced to Rs. 650 per sqm in line

of Mudki Rampura Project.

10.4 It was observed that slab culverts quantities were highly overestimated and per

square meter slab culvert quantities was coming as Rs 1, 00,000 per sqm.

Accordingly, Slab culvert estimates has been reviewed and modified in detail as

per IRCstandard and cost is reduced to Rs48,000 per sqm.

10.5 Footpath cum drain was taken M-25 grade of concrete which has been modified

to M-20 grade of concrete in consideration to IRCcodal provisions and reduced

from Rs6500 per meter to Rs5450 per meter.

10.6 There were grossarithmetical errors in the steel quantity calculation for ROBand

viaduct portion. All noticed arithmetic errors have been rectified.

10.7 Lump-sum provision of Rs 1,50,000 per rain water harvesting arrangement is also

reviewed and reduced from Rs 1,50,000 to Rs 1,00,000 per nos. Besides, Lump-

sum provision cost of cantilever gantry signs is reviewed and reduced from Rs

2,58,528 to Rs 1,50,000 per nos whereas cost of full width gantry sign reduced

from Rs4,00,000to Rs3,00,000 per nos.

10.8 Further, BC layer should be provided strictly in accordance with IRC:111-2009

after carrying proper job mix design (section 4). Construction operations (section

5), and quality controls (section 6) in conjunction with Ministry's specifications

for Roadand Bridge works (5th revision) need to be strictly adhered.

10.9 Provisions of road marking, traffic sign boards, roadside furniture, road safety

works, crash barrier, delineators, boundary/ hectometer/kilometer, pedestrian

facilities, etc. have been proposed in the scope of work.

10.10 The work shall be executed as per provisions in Model Engineering Procurement

and Construction (EPC)document for Construction of Two lane National Highway

works, communicated by Ministry vide letter No. RW/NH·37010/4/2010/PIC

dated 17.01.2017 and subsequent amendments made thereon till appointed date

of the contractor.

10.11 RFP is proposed to be invited from fresh bidders in single stage two cover

systems by prescribing necessary eligibility (qualifying) criteria of the bidders as

per Ministry's standard RFPdocument & Ministry's extant guidelines. The work

will be executed by State PWD,Punjab.

10.12 Construction period for this work has been proposed as 18 months including the

rainy period. Defects liability period and maintenance period has been

considered as 4 years as specified in the Model EPCDocument approved by the

Ministry.

10.13 Detailed Technical noted along with schedule B will be sent to State PWD.

Remaining EPCschedules need to be approved from Regional officer, Chandigarh

before award of work.

10.15 The work is to be executed by R&BDepartment, State PWD,Punjab.

10.16 The approval of the instant projects is subject to the condition that the works are

awarded by 31.03.2018 failing which no agency charge shall be paid to the State Govt

11. General observations:

11.1 The provision of contingencies should be utilized as per Ministry's circular letter no.

RW/G·20011 /8/98·WA(R) dated 16.08.2002 and subsequent circulars issued from time to

time as per the norms. The estimates for carrying out the activities under the provision of

contingencies including change in scope of work will be approved by Ministry on

assurance/certification by Authority's Engineer/ CE(NH), State PWD, Punjab that the

amount provided against contingencies is available and the same has not been indirectly

utilized by accepting higher tender rates. Authority's Engineer/ CE(NH), State PWD PWD

shall also certify that approval of estimates to be charged to contingencies will not cause

revision of the sanctioned estimate.

11.2 Collection of material on the roadside should be so planned that it should commensurate

with the physical progress of work and the collected material should not cause any

hindrance to the traffic. It must be ensured that the contractor arranges for separate land

for storage of road construction material and machinery and these shall not be allowed to

be stacked on roadside.

11.3 No work beyond the scope of the sanctioned estimate leading to increase in the scope of

the work or change in specification should be undertaken without obtaining prior written

approval of the Ministry. In case, the estimate needs revision due to change in

rates/tender rates for any reasons, the revised estimate shall be submitted immediately

for Ministry's approval. No expenditure beyond permissible In this connection, this

Ministry's letter No. RW/NHIIi/Coord/32184 dated 19.5.84 and NH·11026/2199·US (DI)

dated 29.10.2001 may be referred.

11.4 In order to ensure that there is no slippage in achieving the targets, the progress may be

closely monitored by CE(NH), State PWD, Punjab /RO, MoRT&H, Chandigarh and quarterly

status report furnished to the Ministry in the prescribed Performa.

11.5 During the course of execution, the traffic may be regulated in accordance with

guidelines laid down vide Ministry's letter no. NHIlI·33 (126)/72 dated 20.03.1973 and

letter No.RW/NH-11060/1/1998-D.O.1 dated 07.10.1987. Smooth flow of the traffic may

be ensured by providing adequate traffic control devices in accordance with stipulation of

IRe: SP: 55:2001 "Guidelines on Safety in construction Zone".

11.6 It is observed that simultaneous working at large number of work fronts in long stretches

is causing severe inconvenience to traffic during construction. Therefore, it is suggested

that fronts may not be operated in more than 3 km length simultaneously, without

completing the bituminous surfacing in the stretches where excavation/granular layers are

carried out except structures. Suitable provisions in the contract shall be incorporated for

proper traffic management.

11.7 The display boards on development activities of the work shall be made as per guidelines

issued vide Ministry's letter no. RW/NH-33044/10/2002-SftR (R) dated 26th May, 2003. The

cost of the same will be met out of the provision of contingencies allowed in the estimate.

DEVELOPMENT OF THE PROJECT HIGHWAY

1. Development of the Project Highway

Development of the Project Highway shall include design and construction of the Project

Highway as described in this Schedule-B and in Schedule-C. The alignment plans of the

Project Highway are specified in Annex-III of Schedule A shall be deemed to be part

of this Schedule B. The proposed profile of the project highway as indicated in the

Annex- III of Schedule A shall be followed by the contractor with minimum FRL as

indicated in the alignment plan. Based on site/design requirement, the Contractor

may, however, improve/upgrade upon the alignment plans and profiles as indicated

in Annexure - III of Schedule A and raise the finished roadway level (FRL) with

approval from the Authority’s Engineer within the available Right of Way.

2. Rehabilitation and augmentation

Rehabilitation, up-gradation and augmentation shall include Two-Lane with Paved

Shoulder and widening/reconstruction/new construction of the Project Highway as

described in Annex-I of this Schedule-B and Schedule-C.

3. Specifications and Standards

The Project Highway shall be designed and constructed in conformity with the

Specifications and Standards specified in Annex-I of Schedule-D.

DESCRIPTION OF PROJECT

1. The project road starts from Moga (Lohara Chowk on NH 05) at Design Ch 0+000

(Existing Km 0+000) to Makhu (At Junction with NH 703A) at Design Ch 33+611

(Existing Km 33+622) (Design Length =33.611 Km including section with proposed

ROB at LC 81-S/2-E near Makhu town including approaches & Viaduct) in the state of

Punjab. and Harike (On NH-54 near Harike Town) at Design Ch 44+680, (Existing Km

44+680) to Khalra (Upto International Border) at Design Ch 86+236 (Existing Km

86+203) (Design Length =41.556 km including section with proposed ROB at B 53/ E2

near village Chusslewarh including approaches & Viaduct. Total existing Length of

Project road is 75.145 km and Design Length of project is 75.167 km. In the instant

project, rehabilitation and up-gradation to 2 lane/ 4 Lane with paved shoulders of Moga

to Makhu from design km 0+000 to km 33+611 & Harike to Khalra from design km

44+680 to km 86+236 in the State of Punjab on EPC Mode including Minor Bridges,

Major Bridges, ROBs, Culverts, Junctions, Bus shelters, drains etc is envisaged.

1.1 The Project Highway shall follow the existing alignment unless otherwise specified by

the Authority and shown in the alignment plans specified in Annex III of Schedule-A.

Notwithstanding anything to the contrary contained in this Agreement or Manual, the

proposed profile of the project Highway as indicated in the Annex-III of Schedule A

shall be deemed to be part of this Schedule B and shall be followed by the Contractor

with minimum FRL as indicated in the alignment plan. Based on site/design

requirement, the Contractor may, however, improve/upgrade upon the alignment plans

and profiles as indicated in Annexure - III of Schedule A and raise the finished roadway

level (FRL) with approval from the Authority’s Engineer within the available Right of Way. Geometric deficiencies, if any, in the existing horizontal and vertical profiles

shall be corrected as per the prescribed standards for plain terrain to the extent land is

available.

Project Road is the Moga-Makhu & Harike-Khalra Section of NH-703B from Design

Km 0.000 to 33.611 & Km 44.680 to Km 86.236 in the State of Punjab

1.2 Width of Carriageway: The carriageway width to provide in the project road for

applicable TCS types as per following details:

1.2.1 Two Lane with paved shoulder: - The stretches involve widening with strengthening &

width of the road will be in accordance with the typical cross sections drawings in Schedule

–B with reference to design Manual (IRC:SP-73:2015). Details of typical cross section along

TCS I : Typical cross section-I refers to the carriageway configuration for widening and

strengthening of existing road to two lane plus paved shoulder (2L+PS) having carriageway

width of 7.0 m and overall width of 14.0 m i.e. (2*1.5 m paved shoulder on both side + 2*2.0

m earthen shoulder).

TCS-II: Typical cross section-II refers to the configuration for Widening and strengthening

of existing road with Built-up area to 2L+PS along with 1.3 m wide footpath cum drain in

having carriageway width of 10.0 m and overall width of 28-30, m i.e. (10 m carriageway

width + 2*1.3 m footpath cum drain + 2*2.5 m paver block+ 2*2.0m utility corridor+ earthen

1.2.2 Four lane in built up area – Four Lane divided carriageway with paved shoulders

1.2.5 Except as otherwise provided in this Agreement, the Linear dimension and width of the

paved Carriageway and cross-sectional features shall conform to paragraph 1.2 above &

Cross Sections given at Schedule D. Invert levels of the longitudinal drains shall be decided

as per adjoining draining area and properties.

1.2.6 Note for typical cross section

(1) Cross-section at Bridges / ROB approaches are to be followed matching to adjoining cross-

sections with suitable transition as per IRC- SP-73-2015 manual.

(2) Wherever there is change in carriageway width as per Schedule B, a suitable transition

shall be provided as per as per IRC- SP-73-2015 manual.

(3) For crossing of utilities at every 500m interval, utility ducts are provided and paver block

flooring shall be constructed for footpath with drain as per figure TCS-II & TCS-III of

cross section above of carriageway of built-up area in consultation with Authority

Engineer.

(4) Where bus bays & truck lay bays is proposed as per schedule C, transition shall be provided

as per as per IRC- SP-73-2015 manual.

(5) Design & specification of paved shoulders & granular material shall confirm to the

requirements specified in paragraph 5.10 & 5.11 of as per IRC- SP-73-2015 manual..

(6) The chainages given in above table are indicative and stretches may increase or decrease

depending upon profile designed by contractor as per IRC-SP-73-2015 manual, however,

this shall not be treated as change of scope.

(7) Rigid pavement shall be proposed at toll plaza section as per as per IRC- SP-73-2015

manual.

2. GEOMETRIC DESIGN AND GENERAL FEATURES

2.1 General

Geometric design and general features of the Project Highway shall be in accordance with

Section 2 of the Manual. (IRC:SP73-2015).

The height of Embankment shall be measured with

respect to finished road levels. The following

principles shall be kept in view while fixing road

level.

i) No section of road is overtopped. Top of sub

grade shall be at least 0.5m above the general

ground level.

ii) The bottom of subgrade shall be 1.0m above the High Flood Level (HFL)/level of water table. The HFL should be decided by intelligent inspections, local observations, enquiries and studying the past records. This shall be relevant to situations where road alignment is sited within the flood plain or in the vicinity of water bodies or where ponding of water is encountered and cannot be efficiently drained. if raising of any section(s) of the existing road is required, the same shall be specified in Schedule 'B' of the Concession Agreement.

On new roads, the aim should be to construct the pavement as far above the water table as economically practicable. The difference between the bottom of subgrade level and the level of water table /high flood level (i) for non-flood zones should not be less than 0.6m (ii) for flood zones should not less than 1.0m and (iii) For water logged zones should not be less than 1.5m. 2.2 Design Speed

The design speed shall be 100 kmph and 80 kmph for ruling design and minimum design

speed respectively for plain terrain.

2.3 Improvement of the existing road geometrics

Improvement of the existing road geometrics shall be improved to the prescribed

standards to the extent possible within the given right of way or proposed right of way

and proper road signs and safety measures shall be provided for safe regulation of fast

2.5 Type of shoulders

new road embankment / cuttings shall conform to the standards and specifications given in Section 4 of the Manual and the specified cross sectional details. Deficiencies in the plan and profile of the existing road shall be corrected. Notwithstanding anything to the contrary contained in this Agreement or Manual, the proposed profile of the project highway as indicated in the Annex-III of Schedule A shall be deemed to be part of this Schedule B and shall be followed by the contractor with minimum FRL as indicated in the alignment plan. Based on site. Design requirement, the Contractor may, however improve. Upgrade upon the alignment plans and profiles as indicated in Annexure – III of Schedule A and raise the finished roadway level (FRL) with approval from the Authority’s Engineer within the available Right of Way without any further cost implication to client.

4.2 Raising of the existing road

The existing road shall be raised as per the geometrics design requirements in accordance

with section 4.2 of the manual.

5. PAVEMENT DESIGN

5.1 Pavement design shall be carried out in accordance with Section 5 of the Manual

(IRC:SP 73-2015), IRC 37:2012, IRC 81:1997, IRC 58:2015, IRC relevant codes and international standards.

5.2 Type of pavement :-

a) Flexible Pavement – Flexible Pavement shall be constructed in entire length of 32.521 km from Moga Design Ch 0+000 (Existing Km 0+000) to Makhu at Design Ch 33+611 (Existing Km 33+622) and Harike Design Ch 44+680 (Existing Km 44+680) to Khalra ( Upto International Border) at Design Ch86+236 (Existing Km 86+203) excluding section of proposed toll plaza (2 Nos)

b) Rigid Pavement shall be constructed in full length of Toll Plaza as per IRC:SP 73-2015 manual

5.3 Design requirements

Design shall be carried out as per latest specifications and Manual/Standards.

Flexible pavement shall be constructed for new pavements and widening of the existing

road. Flexible pavement shall be designed for a minimum design period of 15 (Fifteen)

years and minimum CBR of subgrade should be 8%. Stage construction shall not be

permitted. Flexible pavement shall be designed for design traffic of 15 MSA and minimum

CBR of subgrade should be 8%.

5.3.2 Design Traffic

Notwithstanding anything to the contrary contained in this Agreement or the Manual, the

Contractor shall design the pavement for design traffic of 15 MSA or as per the actual

traffic whichever is higher. However, minimum pavement composition as per following

details shall be adopted for entire project stretch.

5.4 Reconstruction of Stretches

Notwithstanding anything to the contrary contained in this Agreement or Manual, the

be deemed to be part of this Schedule B and shall be followed by the contractor with

6. ROADSIDE DRAINAGE

Drainage system including surface and subsurface drains for the Project Highway shall

be provided as per section 6 of IRC: SP-73-2015. Lined drains with removable covers

shall be constructed at least as given below on both side of built-up sections and in

conformity of Typical Cross Section Schedule. These drains shall be extended in a length

that the water is disposed to the disposal point or in case of non-availability of disposal

point; a well-designed recharge well system should be adopted.

The locations of Drains at roadway shall be as per cross section type given at Schedule B. In all built up areas RCC covered drains with Footpath shall be provided. Suitable crossing shall be provided at approaches to properties etc., invert levels of drains shall be decided on the basis of ground slopes of adjoining properties and open grounds Above length of the RCC lined drains is indicative and minimum specified. The actual length of the lined drains shall be determined by the Contractor in accordance with the requirements of Manual with approval from the Authority's Engineer. Any increase in the length specified in this Clause of Schedule B shall not constitute a Change of Scope, save and except any variations in the length arising out of a Change of Scope expressly undertaken in accordance with the provisions of Article 13. Unlined drain shall be proposed in the balance locations as per Manual requirements.

7 DESIGN OF STRUCTURES

7.1 General

7.1.1 All bridges, culverts and structures shall be designed and constructed in accordance with

section 7 of the Manual (IRC:SP 73-2015) and shall conform to the cross-sectional features and other details specified therein. All designs shall be in conforming with is IRC and International Codes. The deviation shown in Schedule – D shall be taken in to considerations.

7.2 Culverts 7.2.1 Overall width of all culverts shall be equal to roadway width of the approaches. Barrel

length may change as per height of embankment and shall be approved from Authority Engineer.

7.2.2 Reconstruction of existing culvert

The existing culverts at the following locations shall be re-constructed as new culverts. Refer to paragraph 7.3(i) of the Manual (IRC:SP 73-2015).

Note: - It is clarified that as per site requirement if required for drainage arrangement new HP

culverts for drainage arrangement shall be identified , if any , during development shall be

7.2.3 Widening of existing culverts

All existing culverts which are not to be reconstructed shall be widened to the roadway width of the Project as per the typical cross section applicable for Project alignment and given in section 7 of the Manual. Repairs and strengthening of existing structures where required shall be carried out.

Where the Existing Bridge are reconstructed & disposal of rubble including all lifts & lead

as New Bridge at same place, dismantling of Existing Major/Minor bridge shall be carried

out with all lead & lifts.

A temporary diversion works shall be constructed as per Fig. 9.26 of manual IRC SP 73-

2015 and as per para 112 of standards and specifications of Indian Road Congress (MORTH)

fifth Revision-2013 with adequate cross drainage structure and traffic safety and control

devices. The diversions shall be maintained in satisfactory condition till such time they are

required and as directed by the Authority Engineer.

Note 1: The dismantling of existing major/minor bridges and disposal of the material with all

lead & lifts shall be carried out.

Note 2: The diversion works during construction shall be provided with suitable vents for the

waterway.

Note 3: Contractor to access the requirement of additional land for diversion road, Additional cost

of leasing land (if required) in same context shall be borne by the contractor and shall not constitute

change of scope.

This shall be executed in consultation with Authority Engineer.

Above numbers of traffic signs are indicative and minimum specified. The actual numbers of traffic signs shall be determined by the Contractor in accordance with the Manual requirements with approval from the Authority's Engineer. d) Pavement Marking:

Pavement markings shall cover road marking for the entire Project as per

MORT&H specifications complete with Side line, Center line, Edge line,

Directional Arrows, lettering and Zebra crossings etc. as per Manual.

8.2 Specifications of the reflecting sheeting Retro reflective sheeting should be of high intensity grade with encapsulated

lens or with micro prismatic retro reflective element in accordance with

ASTM Standard D 4956-04.

8.3 Reflective Traffic Safety Products/Round tree reflectors shall be provided on tree for easy visibility at night.

8.4 Solar lights blinkers shall be provided at major & minor junctions etc.

9 ROADSIDE FURNITURE

9.1 Roadside furniture shall be provided in accordance with the provisions of

Section 9 of

the Manual. Details shall be as approved by Authority Engineer.

a) Road Boundary Stone: for the entire Project Highway

b) 200th m, and 5th KM stone: for the entire Project Highway.

c) Delineators: Delineators for the entire Project Highway at the locations as suggested

in manual recommended in schedule D.

9.2 Electrical Works:-

Electrical Works in the form of street lights ( Single or Double Overhang) shall be

provided all built-up sections, bus bays, ROB approaches, truck lay byes, toll plaza

locations and any other location in consultation with the Authority

Engineer/Authority.

9.3 Raised Pavement Marking for all Major Junctions and Median Opening shall be provided

as per relevant specifications.

9.4 Litter bins

20 litter bins shall be provided as per Schedule-D for the entire project highway

in consultation with the Authority Engineer/Authority.

9.5 Anti-Glare Railing:

Anti Glare Railing shall be provided in the Median as per Schedule-D in

consultation with the Authority Engineer/Authority.

9.8 Compulsory Afforestation

The number of trees which are required to be planted by the Contractor as compensatory

afforestation should be as per Forest Conservation Act, twice the number of trees to be cut. 10 HAZARDOUS LOCATIONS

The safety barriers shall be provided at the hazardous locations as per Clause 7.17 of the

Manual (IRC:SP73-2015). W-Beam metal crash barriers shall however be provided for a

minimum length of 1.10 Km at all hazardous locations. All hazardous locations shall be

finalized in consultation with the Authority Engineer.

Above length of the W-Beam metal crash barriers is indicative and minimum specified. The actual length of the W-Beam metal crash barriers shall be determined by the Contractor in accordance with the Manual requirements with approval from the Authority's Engineer. Any increase in the length specified in this Clause of Schedule B shall not constitute a Change of Scope.
