I am delighted to report that Hong Kong International Airport (HKIA) once again made huge strides in 2011. In addition to setting new records for passenger throughput and aircraft movements, we won another 10 Best Airport awards. The world-class service delivered by the 65,000 staff force of the airport community has consistently impressed travellers from Hong Kong and worldwide.

Last year also saw a number of milestone projects get off to a good start, including the $9-billion Midfield development which broke ground in December. Most importantly, we

completed the public consultation exercise (PCE) for the Hong Kong International Airport Master Plan 2030 (MP2030).

An independent report produced by the Social Sciences Research Centre of the University of Hong Kong about views collected during the consultation revealed that 73% of the respondents to the MP2030 questionnaire opted for the three-runway system as HKIA’s best option to meet Hong Kong’s long-term air traffic demand, compared to 11% who preferred maintaining the existing two-runway system. The majority of the respondents agree that HKIA is very important to the economic well being of Hong Kong and above all, the competitiveness of Hong Kong. Furthermore, 80% of the respondents agreed or strongly agreed that a decision should urgently be made on HKIA’s expansion plan.

Given the broad consensus and the strategic importance of strengthening Hong Kong’s role as the leading regional and international aviation centre, our Board has recommended to our sole shareholder, the HKSAR Government, to approve, in principle, the three-runway system as HKIA’s future development option for planning purposes. We are also seeking the Government’s endorsement for us to proceed with the statutory Environmental Impact Assessment (EIA) process and preparation of associated design details. We hope to receive the Government’s decision on our recommendations soon.

We fully acknowledge that environmental impact is a major area of concern for the three-runway system, and this will be addressed under the prevailing statutory process of environmental impact assessment. If we receive the green light to proceed with the project, we will do everything that is needed and possible to minimise, avoid, mitigate and compensate for the project’s impact on the environment, particularly marine ecology, aircraft noise and air quality.

We are taking another important step in a long journey, and will continue our efforts to plan ahead and engage our stakeholders along the way. In fact, nearly 30 briefings or meetings have been held with secondary and university students, professional bodies, think tanks, green NGOs, residents and fishermen since the completion of the PCE in early September. Another 50 briefings or meetings have been scheduled for the first quarter.

2011 was an extraordinary year for HKIA. I’m deeply grateful for the guidance and advice of our Board and the hard work and dedication of my colleagues. Big thanks also go to our business partners, the wider business community and numerous stakeholder groups for their unwavering support for HKIA’s future growth plans. With 2012 now in full swing, I take this opportunity to warmly welcome all our readers to enjoy the Lunar New Year holidays and usher in a healthy and prosperous Year of the Dragon!

我很高興向大家匯報，香港國際機場於2011年再度取得驕人佳績。除了客運量及飛機起降量都刷新紀錄外，我們更獲頒10個最佳機場獎項，足證機場65 000名員工提供的世界級服務，繼續贏得本港及全球各地旅客的讚譽。

機場去年也有多個重要項目順利展開，當中包括耗資

90億港元的中場範圍發展計劃於12月正式動工，而最重要的是，我們完成了《香港國際機場2030規劃大綱》的公眾諮詢活動。

香港大學社會科學研究中心就諮詢期內收集所得的意見編撰獨立報告，結果發現在《2030規劃大綱》意見問卷的回應者中，有73%認為將香港國際機場擴建成為三跑道系統，是應付本港長遠航空交通需求的最佳方案，而11%則選擇維持現有雙跑道系統。大多數回應者同意機場對本地經濟非常重要，對香港的競爭力更是舉足輕重。此外，80%回應者同意或非常同意應盡早決定機場的擴展計劃。

基於社會上的廣泛共識，在權衡香港加強領先區域及國際航空中心角色的重要性後，機管局董事會向唯一的股東香港特區政府建議，原則上批准三跑道系統方案作為香港國際機場的未來發展規劃，並贊同我們就方案展開法定環境影響評估程序及擬備相關設計細節。我們期待政府盡早就有關建議作出決定。

我們充分了解到，公眾主要關注三跑道系統所帶來的環境影響，我們將會按照日後的法定環境影響評估程序，應對有關環境事宜。如果擴建計劃獲得批准，我們定會盡一切努力，採取所需措施，務求減少、避免、緩解及補償計劃對環境造成的影響，特別是對海洋生態、飛機噪音及空氣質素的影響。

我們現正為漫長的道路，踏出重要的另一步，並會繼續規劃未來的路向，以及致力與持份者溝通。事實上，自去年9月初公眾諮詢活動結束後，我們已先後與中學生、大學生、專業團體、智囊組織、非政府環保團體、居民及漁民舉行了近30場簡報會或會議，並計劃於今年第一季度另外舉行50場簡報會或會議。

2011年是香港國際機場成就非凡的一年。我衷心感謝董事會的悉心指導和真知灼見，以及同事們的竭誠服務。對於各業務夥伴、商界及多個持份者團體全力支持機場的未來發展計劃，我也深表謝意。踏入2012年，我謹藉此機會希望大家歡度農曆新年假期，並恭祝各位龍年身體健康、萬事如意！

香港國際機場2030規劃大綱》公眾諮詢的獨立報告結果已於2011年12月29日公布。報告結果顯示，73%的回應者認為，將香港國際機場擴展成為三跑道系統，以應付不斷增加的長遠航空交通需求，是較可取的發展方案。

機場管理局委託了香港大學社會科學研究中心，就為期三個月的《2030規劃大綱》諮詢期內收集所得的意見，進行整理、分析及匯報。除了從網上及設於機場和多個巡迴展覽場地的收集箱收到的超過24 000份問卷外，社會科學研究中心亦把透過十個不同途徑收集所得的質化意見，納入報告之內。這些途徑包括公眾論壇及其他《2030規劃大綱》活動、提交立法會的意見書及立法會會議、區議會會議、意見問卷、印刷、電子及網絡媒體的報道、簽名運動及意見調查等。

由於明顯較多公眾人士認為將機場擴建成為三跑道系統，以加強香港的領先區域及國際航空中心地位，是較可取的方案，因此，機管局董事會向香港特區政府建議，採納三跑道系統作為香港國際機場未來發展的藍圖。此外，董事會亦建議展開法定環境影響評估程序，以及擬備相關設計細節。

機管局明白到減少、避免、緩解及補償可能對環境造成的影響至為重要，因此定當竭盡所能，應對各項環境事宜，特別是海洋生態、飛機噪音及空氣質素。機管局日後將繼續接觸不同的持份者，包括年輕人、專業團體、環保組織及其他非政府組織等，為《2030規劃大綱》未來各個階段的工作做好準備。

STRONG SUPPORT FOR THE THREE-RUNWAY DEVELOPMENT OPTIONResults of the independent report of Hong Kong International Airport Master Plan 2030 (MP2030) public consultation, announced on 29 December 2011, showed that 73% of the respondents preferred the three-runway development option for Hong Kong International Airport (HKIA) to meet increasing long-term air traffic demand.

The Airport Authority (AA) appointed the Social Sciences Research Centre of the University of Hong Kong to compile, analyse and report views collected during the three-month public consultation period on MP2030. Over 24,000 questionnaire responses received online, from collection boxes located at HKIA and numerous roving exhibitions were evaluated. In addition, qualitative comments were collected through 10 different channels including public forums and other MP2030 events, written submissions to and meetings held at the Legislative Council, District Council meetings, feedback questionnaires, coverage in the print, electronic, online media, signature

campaigns, opinion surveys and more.With the public’s clear preference

for the three-runway option to bolster Hong Kong’s status as a leading regional and international aviation centre, the Board of the AA submitted its proposal to the HKSAR Government to adopt the three-runway system as the future development blueprint for HKIA. The Board also recommended proceeding with the statutory Environmental Impact Assessment process and the preparation of associated design details.

The AA acknowledges the importance to minimise, avoid, mitigate and compensate for the environment impact that could result, hence no effort will be spared in addressing each of the environmental issues, particularly marine ecology, aircraft noise and air quality. Moving forward, the AA will continue to engage its stakeholders, including young people, professional bodies, green groups and other NGOs as it prepares for the subsequent phases of work of the MP2030.

DUAL AWARDS FOR HKIAHong Kong International Airport (HKIA) has emerged the winner as “Asia’s Best Airport” in Asiamoney’s inaugural travel awards. The financial publication’s editorial team cited the airport’s cleanliness, layout, design, efficiency and variety of shops offered to passengers as criteria for the prestigious distinction. Meanwhile, CNNGo also crowned HKIA with the top spot in its “10 of the World’s Most Loved Airports” list, noting its accessibility, world class service and state-of-the-art facilities for its passengers.

RUNNING FOR GOOD HEALTHTo promote a healthy and balanced lifestyle, the Airport Authority (AA) supported the 2011 HKIA Feet of Fire 10km Run as title sponsor for the second year. The competitive annual event, held on 11 December 2011, was co-organised by the Hong Kong Federation of Trade Unions Youth Affairs Committee and The Staffs and Workers Union of Hong Kong Civil Airlines. Around 1,250 athletes took part in the competition.

The AA emerged victorious as they took home the champion, first and second runner-up honours in the Airport Staff Cup – Female group, as well as second runner-up in the Airport Staff Cup – Male group. Over 30 AA staff tested their endurance

and stamina by successfully completing the course along East Coast Road of HKIA.

Supporting the athletes at the event, AA CEO Stanley Hui said, “At the AA, we care about every single staff member’s well-being. Therefore, we always strive to provide a comfortable work environment, ensure safety in the workplace and promote a healthy lifestyle for everyone. We also encourage our staff to make good use of their leisure time by taking part in healthy activities, which is why we have again supported this year’s event. By participating in the event, our staff can

stay healthy and promote good sportsmanship.”

SAFETY FIRST安全至上Safety at the workplace always comes first for the Airport Authority (AA), which recently organised the Airfield and Baggage Hall Safety Campaign for the fourth time at Hong Kong International Airport (HKIA).

The campaign involved safety seminars and competitions to promote safety awareness in the working environment of the airfield and Baggage Hall areas. It also recognised airport staff who have displayed an outstanding safety record at work.

Competing with 27 candidates from 11 participating organisations, Lam Cheuk Wing of Hong Kong Airport Services took home the Best Safety Role Model Award. Cheung Kat Wing of Aviation Security Co. Ltd won the Safe Driving Poster Design Competition while Baguio Cleaning Services Co. Ltd. won the Safety Video Competition.

機管局向來以職業安全為首要工作，最近更在機場第四度舉辦飛行區及行李處理大堂安全運動。

其間舉行的活動包括安全講座及比賽，藉此提高飛行區及行李處理大堂人員對工作環境的安全意識，並嘉許在工作安全方面表現出色的機場員工。

在27名來自11家參與機構的參賽者中，香港機場地勤服務有限公司的林卓榮脫穎而出，贏得最佳安全模範員工獎。此外，機場保安有限公司的張吉榮贏得精明駕駛海報設計比賽冠軍，而碧瑤清潔服務有限公司則奪得安全短片創作比賽冠軍。

KIDS’ DAY AT THE AIRPORT HKIA welcomed young students from Discovery Bay International School and The Christian The Faith Hope Love Church Yat Tung Kindergarten. The children enjoyed the day learning about HKIA’s features and initiatives.

小朋友暢遊機場

香港國際機場歡迎來自愉景灣國際學校及基督徒信望愛堂逸東幼稚園的小朋友到訪，讓他們不但有機會認識機場的設施和措施，也度過了愉快的一天。

EDUCATIONAL VISIT TO HKIAHKIA’s continuing efforts to engage the youth on its future plans remain a top priority for the AA. In December 2011, 70 students from Tung Chung Catholic School and 21 undergraduates from Lingnan University paid educational visits to HKIA. Staff from the AA briefed the students on the HKIA Master Plan 2030 (MP2030) and the airport’s green initiatives, followed by a tour of the SkyDeck, the MP2030 exhibition and the landside waste station.

機場教育參觀活動

機場管理局非常重視與青年人保持溝通，讓他們了解香港國際機場的未來發展計劃。於2011年12月，70名來自東涌天主教學校及21名嶺南大學學生分別到訪機場參觀。學生在聽取機管局人員介紹《香港國際機場2030規劃大綱》及機場各項環保措施後，參觀了機場展望台、《2030規劃大綱》展覽及公眾區廢物站。

IN CONCERT WITH A GOOD CAUSEPerformances ranging from string quartets to kung fu presentations were staged at the Construction Industry Charity Concert held on 24 November 2011, jointly organised by the Development Bureau and the Construction Industry Council.

The AA sponsored the concert which raised money for the Construction Charity Fund. The fund provides immediate financial assistance to families of construction workers who have lost their lives in construction-related accidents. The donation also contributes to meaningful causes to provide a safe working environment for workers. The audience enjoyed the evening filled with spectacular performances and soothing music.

GIVING BACK TO SOCIETYHong Kong Sheng Kung Hui Tung Chung Integrated Services (SKH) presented the AA with the Caring Enterprise Award in recognition of the airport’s close cooperation with SKH on charity work. In 2011, the AA organised a spring reception for over 400 elderly, conducted regular elderly visits and held a unique wedding photo session with elderly couples in collaboration with SKH. This marks the third time for the AA to receive the award, a testament to the AA’s significant contributions to society.

回饋社會

香港聖公會東涌綜合服務向機管局頒發企業義工獎，表揚機場與聖公會在慈善工作合作無間。於2011年，機管局與聖公會攜手合辦多項活動，包括為逾400名長者舉辦春茗活動、定期探訪長者，以及為長者夫婦舉行別開生面的婚紗攝影活動。這是機管局第三次獲得這個獎項，足證機管局對社會貢獻良多。

HELPING HKIA IN FIGHTING CRIMEThree frontline airport staff and a passenger have been recently recognised in the Good Citizen Award Second Phase 2011 for their efforts in helping fight crime at HKIA. The award is organised by the Fight Crime Committee and the Police Public Relations Branch of the Hong Kong Police Force.

In August 2011, shopkeepers Tse Ho-yin and Law Man-wai alerted the police through the Airport Police’s Task Force Hotline when they suspected two people of using stolen credit cards at a jewellery shop. In April 2011, another credit card fraud case was detected by an airline staff, Ho Shun-kwan, while tour guide Yeung Wai-ho notified police of a theft case in August 2011. Their actions

illustrate the successful cooperation between the public and police in fighting crime and keeping the airport safe.

齊助機場滅罪行

三名機場前線員工及一名旅客在香港國際機場挺身而出，協助撲滅罪行，因而最近獲頒發

2011年第二期好市民獎。這個獎項是由撲滅罪行委員會及香港警務處警察公共關係科頒發。

2011年8月，店員謝灝賢及羅文蕙懷疑兩名人士使用偷來的信用卡在珠寶店購物，於是致電機場警察特遣隊熱線通知警方；2011年4月，航空公司職員何信筠發現了另一宗信用卡詐騙案；2011年8月，導遊楊偉浩向警方舉報一宗盜竊案。他們的行動彰顯了市民與警方齊心協力，共同撲滅罪案，保障機場安全。

MIND READERSAirport Authority (AA) staff showed an enthusiastic response to the mind reader workshop organised by the Human Resources Department on 24 November 2011. A registered social worker introduced techniques on reading human minds and how to apply them in the workplace to around 50 AA staff that attended the workshop. They gained insights into mind reading principles, tips on “speed-reading” people, as well as detecting positive body language and “pacifying behaviours” in people.

讀心有術

人力資源部於2011年11月24日舉辦讀心術工作坊，獲機場管理局員工踴躍參與。註冊社工向在場約50名機管局員工介紹解讀別人想法的技巧，以及如何把這些技巧應用到工作之中。除了讀心術原則及「快速閱人」秘訣外，參加者亦認識到如何觀察正面的身體語言及安撫情緒的行為等。

SHOOTING HOOPSThe “Flying Dragon” team formed by staff from the Information Technology Department was crowned champion of the AA Basketball Cup held in Tung Chung in December 2011. Four teams from different AA departments engaged in six rounds of intense competition throughout the tournament.

CARING FOR ANIMALSIn recognition of World Animal Day, the Society for the Prevention of Cruelty to Animals (SPCA) assembled a photo exhibition in Terminal 1 from 22 to 31 December 2011 with the support of Hong Kong International Airport (HKIA). The exhibition is part of SPCA’s campaign to raise awareness on caring for animals.

Featuring the theme “respect for life begins with concern for animals”, the exhibition showcased winning photographs from a recent competition held by the SPCA that focused on humans and animals living in harmony in the community.

愛護動物

為響應世界動物日，愛護動物協會於2011年12月22日至31日在機場一號客運大樓舉行照片展覽。在香港國際機場的全力支持下，愛護動物協會舉辦了這次展覽，以提高大眾對愛護 動物的意識。

這次展覽以「尊重生命，由關懷動物開始」為主題，展出協會最近舉辦的攝影比賽得獎作品，宣揚人與動物在社區和諧共處的信息。

HKIA added to its list of accolades with a strong showing at the Hong Kong Green Awards (HKGA) 2011. The airport won the Gold Green Management Award in the Large Corporation sector in recognition of its eco-friendly initiatives such as water and energy conservation, as well as waste reduction. In 2010, HKIA was awarded with a Silver Green Purchaswi$e Award in the Large Corporation sector for its efforts in promoting green purchasing principles and strategies.

The HKGA is organised by the Green Council which recognises corporations that have shown an outstanding performance on green purchasing and environmental management.

UNDER THE SEAEmphasising the AA’s green initiatives and promoting sustainability among the wider airport community, 35 participants from seven companies went on an educational visit to the WWF Hoi Ha Marine Life Centre in Sai Kung on 10 December 2011. It is Hong Kong’s only sea-based marine education centre to provide interactive marine education programmes.

The participants were introduced to Hoi Ha Wan’s 100-year old lime kilns to start the day. At the Marine Life Centre, they enjoyed viewing the rich marine biodiversity in the area, including planktons and corals. The afternoon was capped off with some sustainability-themed games.

海下世界

機管局向來着重推動環保措施，並在機場社區推廣可持續發展。於

2011年12月10日，35名來自七家公司的參加者前往西貢，參觀世界自然基金會海下灣海洋生物中心。這是香港唯一建於水上的海洋教育中心，為市民提供互動海洋教育活動。

參加者首先到海下灣觀賞擁有百年歷史的石灰窯，然後到訪海洋生物中心，飽覽區內豐富多樣的海洋生態，包括浮游生物和珊瑚等。接着他們參加了多個以可持續發展為主題的遊戲，為下午的活動劃上圓滿句號。

GREEN WINS GOLD環保金獎

香港國際機場再奪殊榮，在香港綠色企業大獎2011中脫穎而出。機場在節約用水、節約能源及減廢等方面的環保措施備受表揚，於大型企業組別中榮獲「優越環保管理獎」金獎。於2010年，機場在推動環保採購原則及策略方面作出的努力亦獲得嘉許，在大型企業組別中獲得「明智環保採購獎」銀獎。

香港綠色企業大獎由環保促進會舉辦，旨在表揚在環保採購及環境管理方面表現卓越的機構。

As part of our runway maintenance, ultra high-pressure water is used to remove rubber on runways. No chemical is used to minimise impact to the environment.

CONTRACTORS GO THE EXTRA MILEThe Airport Authority (AA) recently concluded a�courtesy�campaign�for�flow�management�contractors with an award ceremony to recognise 15 staff who have shown outstanding customer service in their duties. They were evaluated by the AA on their customer service attitude, whether they welcome passengers with proper greetings, and go the extra mile to assist passengers. The campaign took place between July to October 2011 to foster a high customer service standard and a customer-oriented culture among the contractors.

After involving cleaning contractors and Aviation Security Co. Ltd. in the previous courtesy campaigns, this is the first time the campaign has been�extended�to�flow�management�contractors.�The courtesy campaign is expected to involve other contractors of the airport community in the near future.

承包商為服務多走一步

旅客流程管理承辦商親切服務態度計劃」已圓滿結束，機場管理局近日為此舉行頒獎典禮，表揚15名在工作崗位上提供卓越顧客服務的員工。機管局的評審標準包括：員工的顧客服務態度；是否以適當的問候語接待旅客，以及是否樂意多走一步協助旅客。這項計劃於2011年7月至10月期間進行，旨在提高承包商的顧客服務水平，並推動以客為先的文化。

繼早前為清潔承包商及機場保安有限公司舉辦優質服務計劃後，這次是首度將計劃推展至流程管理承包商，預料日後亦會為機場內其他承包商舉辦優質服務計劃。
