12 Adoption of the Henderson-Massey Local Board Agreement 2021/2022

MOVED by Member W Flavell, seconded by Deputy Chairperson B Brady:
That the Henderson-Massey Local Board:
a) adopt the local content for the 10-year Budget, which includes the Henderson-Massey Local Board Agreement 2021/2022, the message from the chair, and local board advocacy (Attachment A in the agenda report).
b) adopt a local fees and charges schedule for 2021/2022 (Attachment B in the agenda report).
c) delegate authority to the Chair to make any final changes to the local content for the 10-year Budget 2021-2031 (the Henderson-Massey Local Board Agreement 2021/2022, message from the chair, and local board advocacy).
d) note that the resolutions of this meeting will be reported back to the Governing Body when it meets to adopt the 10-year Budget 2021-2031, including each Local Board Agreement, on 29 June 2021.

a) rescind resolution HM/2021/10 clause d) resolved at the Henderson-Massey Local Board business meeting held on 16 February 2021 as follows:
d) subject to any submissions or objections being satisfied, approve a new community lease to West Auckland Parents Centre Incorporated for the council-owned site being 60 square metres (more or less) located on the parcel legally described as Lot 44 DP 40799, 580 Te Atatu Road, Te Atatu Peninsula (Attachment C) on the following terms and conditions:
i) term – five years commencing 17 November 2020 with one right of renewal for a period of five years
ii) rent - $1.00 plus GST per annum if requested
iii) maintenance fee - $250 plus GST per annum
iv) provision of a community outcomes plan as approved by local board members and attached to the lease document
v) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012 and the Local Government Act 2002.

i) term: ten years commencing 15 June 2021 with one ten year right of renewal

b) approve the Risk Adjusted Programme projects identified in the 2021/2022 Customer and Community Services work programme (Attachment A to the agenda report).
c) support the regionally funded projects in the Community Facilities work programme:

23 Feedback on Equity of Service Levels and Funding Proposals - Draft Report
Resolution number HM/2021/97
MOVED by Deputy Chairperson B Brady, seconded by Member B Loader:
That the Henderson-Massey Local Board:
a) provide the following feedback on the Equity of Service Levels and Funding Proposals – Draft Report:
i. support the principle of local community service funding being based on
equity, with an element of asset funding so that existing assets remain fit
for purpose, providing adequate funding is provided to support the service
levels required by our community.
ii. support a funding model based on 85 per cent population and 15 per cent
deprivation as these two levers have the most direct correlation to
increasing equity of funding between local boards and will provide better
provision for areas experiencing considerable growth, noting that west
Auckland is providing large numbers of Kāinga Ora housing for our
communities in need.
iii. support the proposal for broader local decision making that would
empower local boards to make decisions over how ABS money is spent
and what local community services it is spent on, noting that this would
present additional responsibilities for members and staff and the business
needs to ensure there is sufficient support and capacity for this.
iv. support the implementation of the new decision-making and funding model
as soon as possible under the ‘allocate new funding only’ transition option
as this would progressively improve funding equity.
v. support the hybrid option approach to multi-board services, noting that
Westwave and Te Manawa are both used by residents from across
Auckland
vi. support the proposed minimum service levels including asset condition as
a health and safety minimum service level
vii. seek clarity that the local boards’ One Local Initiative (OLI) remains top-of-
mind for the governing body, that funding will remain in the LTP, and note
its concerns that under this new proposed funding model the OLIs may
only be realised at the expense of other local facilities and services
viii. do not support inclusion of land value or land area as levers in the funding
model as they don’t support equity of funding allocation between local
boards and skew funding towards the more affluent and larger local board
areas.
ix. do not support the inclusion of Visitor Services in the funding model
unless there is more modelling completed to measure visitors across the
region, noting that many Aucklanders and others visit from all parts of the
city, so any loading should be spread evenly across the 21 local boards.
x. note the need for the funding model to be reviewed and updated every 3
years through the LTP process, particularly to reflect changing
demographics and gentrification of local areas.
xi. note with concern that many assets in our area are already heavily
sweated, due to the renewals deficit issue, and are not in good condition.
The board considers that the opportunity for additional governing body
funding through local board advocacy needs to remain an option under
any new model.
